In casting a thermal balance of the heat generated and absorbed in a blast-furnace treating lead-, copper- and similar non-ferrous ores, assumptions have always to be made for the values of the heat of formation of slag. Considering that the larger part of the charge introduced into the furnace comes out in the form of slag, the significance becomes apparent of a lack of heat-values for the singulo-silicate, which is the type of slag commonly made. The aim of the present investigation is to supply these heat-values as far as possible with the apparatus and the time available. The heats of formation of the ferrous and manganous bi-silicates have been determined by Le Chatelier;1 those of some silicates other than iron and manganese by Tschernobaeff;' finally Richards3 gives a figure for a copper blast-furnace slag of known composition. The existing data and those resulting from the present investigation are assembled in Table VI. 11. Materials Used. The materials used in the experiments mere silica, ferrous oxide, and calcium carbonate. Silica.—The silica sold in the market as chemically pure usually contains small amounts of magnesia, lime, and alumina, and is therefore not suited for the work. COPPER containing a small amount of arsenic has been used extensively abroad, and a number of reports, particularly those by English workers, have indicated that such copper is better suited for certain uses than high-conductivity copper. Inasmuch as a large percentage of the copper fabricated is used for nonelectrical purposes where high conductivity is not at all essential, it has been suggested that arsenical copper might be at least as suitable as high-conductivity copper for many purposes. An investigation spon-sored by the Calumet & Hecla Consolidated Copper Co. at Battelle Memorial Institute was therefore undertaken with the object of determin-ing the effect of small amounts of arsenic (up to 0.75 per cent) on the properties of copper. In this work the effect of arsenic on the basic properties of tough-pitch and of phosphorized copper have been critically studied and many data collected from laboratory experiments which have been supplemented by mill-scale tests. The results of these tests, with coppers of the type referred to, in the annealed condition and after various degrees of reduction, show that the basic properties of copper are not greatly affected by small amounts of arsenic, an increase in strength being observed with increasing arsenic with no corresponding decrease in ductility. It is well known that the evaluation of material for plastic deforma-tion, on the basis of laboratory tests, may not be directly comparable with its performance in commercial operations. In order, therefore, to substantiate the data obtained at the Institute, the cooperation of the Wolverine Tube Co. was obtained for a series of production tests on the fabrication characteristics of phosphorized arsenical copper in the manu-facture of seamless copper tubing. In these tests the behavior of the arsenical coppers was carefully observed in comparison with that of representative types of phosphorized arsenic-free copper, which were fabricated under the same conditions.

Since the waste gases of the blast-furnace came to be generally utilized in heating the blast and raising steam, the gradual improvement in the economy of fuel, mainly through the nse of higher temperature in the blast, has impoverished the gases. The increased output per unit of measurement of the furnace, and the increased height of the furnace, have markedly increased the resistance to the blast, thus enormously increasing the duty required from the gases. In other words, a gas reduced in heating power by a further dilution of CO, is required to raise the temperature of the blast to 1800' Fahr., where formerly 600' was a good temperature, and at the same time to raise steam enough to drive the air into the furnace at a pressure of from four to eight pounds in coke practice, and from eight to twelve pounds in anthracite practice, and also pump at least double the water formerly used at furnaces. Hence the necessity for the employment of the best scheme for thoroughly consuming these gases with the least dilution of air, and the use of the best device for absorbing the heat prodnced for the purposes above mentioned. In a former paper before this Society the writer called attention to such improvements as had been made by his firm, by which it was claimed 1400' Fahr. could be maintained in the blast by a less consumption of gas than was required to maintain 900' when using pipe-ovens; and it would not be too much to say that 1600' Fahr. might now be written in place of the 1-400. In many lines of engineering, much excellent standardization work had been done before the war but the war emphasized its importance and showed most clearly the need of cooperation to prevent the confusion caused by the promulgation of overlapping standards by independent bodies. The American Institute of Mining and Metallurgical Engineers, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and American Society for Testing Materials, recognizing the value of what had been done, invited the Government Departments of War, Navy and Commerce to appoint representatives to act with them to continue this work; the body so formed is the American Engineering Standards Committee. It has required time to definitely formulate its objects and to arrange methods for accomplishing them that would be effective without interfering with the many organizations that have been doing such excellent work in this line. The American Engineering Standards Committee has just completed and adopted a revision of its Constitution, which has been sent to the Governing Boards of all the Departments and Societies represented on the Committee with a request for its ratification. The new Constitution changes the name to American Engineering Standards Association as more fittingly indicating the wide scope of the interests involved. The objects of the association are stated as follows: 1. To unify and simplify the methods. of arriving at engineering standards, to secure cooperation between various organizations and to prevent duplication of standardization work. 2. To promulgate rules for the development and adoption of standards, 3. To receive and pass upon recommendations for standards submitted as provided in the Rules of Procedure, but not to initiate, define, or develop the details of any particular standard. 4. To act as a means of intercommunication between organizations and individuals interested in the problems of standardization. 5. To give an international status to approved American engineering standards. 6. To cooperate with similar organizations in other countries and to promote international standardization.

Bolivia does not yet have any production which is being marketed. It does have a potential production, however, from wells which have been completed by the Standard Oil Co. of Bolivia, a subsidiary of the Standard Oil Co. of New Jersey. No other company is active in drilling and development work to date. The total potential production from wells now completed is about 6000 bbl, daily. Wells Completed Completions during 1928 and their initial daily productions. if any, were as follows: Camatindi No. 1, 350 to 1000 bbl.: Camiri No. 1, 500 bbl.; Sanandita No. 3, 100 bbl.; Tatarenda No. 1, dry hole, and Bermejo No. 2, deepened 50 ft. made 1000 barrels. The most striking development of the year was the Camiri No. 1 well which, after just entering the sand, made 500 bbl. per day of 52" B. oil. This well is the northernmost good producer which the Standard has brought in to date. Oil from this well is used without refining in the tractors and trucks of the company. A small topping plant has been installed from which high-grade gasoline is obtained for use in motor cars and some is being produced for the use of air plants stationed at Villa Montes. The results for Sanandita No. 13 were somewhat disappointing since Sanandita No. 2 was rated at about 3000 bbl. Tatarenda NO. 1, located on a large unbroken structure, was drilled to 4000 ft. and abandoned as a dry hole. Bermejo No. 2 was deepened 50 ft. to 2085 ft.. and on a 10-day test averaged 1000 bbl. per day. This well is on the border between Bolivia and the Argentine. Wells Drilling The wells drilling are Camiri No. 2, Sanandita No. 5, Machareti No. I and Bermejo No. 5. This is the smallest number of drilling wells which the Standard has had for several years but is principally due to

G. M. TAYLOR,* Colorado Springs, Colo.-The ore treated at the United Eastern is primarily a gold one and is cyanided-the counter-current decantation method being employed. One of our employees visited this plant a few months ago and, on his return, reported that the moisture in the tailing was carrying 20 c. per ton, which would appear to be somewhat high. As this type of plant has been advocated by one of the recognized cyaniding engineering firms in the country, and a number of these plants are in successful operation, it does not seem to me that the dissolved loss could be so high, and I would like to know if any one can give any definite information on this point? J. V. N. DORR, New York, N. Y.-I am very glad that Mr. Taylor has raised this question. When I first read Mr. North's paper and saw his statement, that they had an actual dissolved loss of 21.5 c. per ton, I was very much puzzled at this high loss which appeared avoidable by another decantation or the addition of a rotary filter. Reading it again, however, I noted that the actual dissolved loss of 21.5 c. given was evi-dently obtained by multiplying the assay of solution discharged from Z. thickener by the tonnage. On the basis of 283 tons milled per clay, this means $56.54 going to the clam. He states, however, that he returns from. the dam into the system, 70 tons daily assaying 40 c. per ton or $28 per day, so it would seem reasonable, unless I have overlooked something to regard the actual dissolved loss as $56.54 less $28 or $28.54, equaling 10.8 c. per ton. Even this loss, however, is much higher than good practice elsewhere, and can be accounted for largely by the tonnage being handled, which I believe is 30 per cent. above the capacity planned.

SMITH, Waterbury, Conn.-I would like to ask whether small amounts of iron give the maximum resistance at a low temperature, and if the large amounts of iron raise the temperature at which the maximum resistance occurs? That is, with a small amount of iron, will a maximum be at, say, 10°? F. E. BASH.-With the small amount of iron, the maximum is at a lower temperature, and with the increase of iron, the maximum increases; it seems to come to a maximum and then decrease; that is, increasing the iron up to a certain value increases the temperature at which there is a maximum of resistance, and any increase of iron beyond that value will start decreasing this temperature. With 2 per cent. of iron, the maximum is lower than for 1.5 per cent. which was the value that we found to be satisfactory. F. L. DRIVER,* Jr., Harrison, N. J.-I would like to ask what chance there is of the instrument companies getting together and deciding on standards for both manganin and constantan? We make both of these alloys in this country and we find that each one of the instrument com-panies who buy these materials require different standards of specific electrical resistance and thermal e.m.f. For instance, some of our cus-tomers require an electrical resistance in manganin or therlo of 240 ohms per circular mil foot and others require it with a specific electrical resist-ance of 270 ohms per circular mil foot. They buy these alloys in relatively small quantities so that it means much extra melting and supervision when making up small quantities for each consumer. If something could be. clone to eliminate this, it would be a benefit to the instrument com-panies, who could secure their material more cheaply, and to the manu-facturers, who would not have to spend so much time and effort in special manufacturing.

THINKING that it may prove of interest to the Institute, 1 have prepared a short; account of the blowing in and subsequent working of the "A" furnace of the Edgar Thomson Steel Works. This furnace was built for the purpose of making spiegel, but has been started and is now running on Bessemer iron. The shape and size of the furnace are shown in the accompanying drawing. It will be seen that the section is formed of lines making very small angles with each other. In fact, an arc of a circle can be drawn, from the top to the tuyeres, which will nowhere deviate more than two inches from the lines given. In building, also, great pains were taken to gradually round the angles, so that the most careful observer, standing in the crucible and looking upward, could not tell at what points the slopes changed. It will also be seen that the widest part of the furnace is almost exactly midway between the bottom and the stock line. The flattest slope is maintained for 20 feet above the crucible, and is about 18 inch to the foot from the perpendicular. The furnace is lined with small brick throughout, and has six tuyeres four inches in diameter, which project seven inches inside of crucible. There are three Siemens-Cowper-Cochrane stoves, each 15 feet in diameter by 50 feet high. Blast is furnished by an upright engine with 32-inch steam cylinder, 84-inch air cylinder, and 48-inch stroke. The steam cylinder has balanced poppet valves, working horizontally. The steam valves are worked by a Porter link-movement in order to obtain a variable cut-off. The exhaust valves are worked by a separate eccentric. RECENTLY Wallbaum¹ found that copper wires with different degrees of deformation up to 98.7 pct area reduction recrystallize giving a [112] texture, while deformation over 98.7 pct gives either a [l00] texture at low temperatures or a [1ll] texture at high temperatures. Furthermore it was found that the recrystallization temperature as a function of deformation up to 98.7 pct decreases as expected, but increases over that deformation. Wallbaum concluded that the different textures have different recrystallization temperatures. The [112] texture has the lowest and [Ill] the highest. At the same time Bassi² found that for high deformation (over 99 pct area reduction) and for an annealing temperature of 400°C, the [l00] texture first forms and with prolonged annealing time the [12] texture appears through grain growth. This secondary texture does not appear if the wire is annealed at 1000°C before the deformation. From these two papers it might be concluded that the [I12] texture can appear either as a primary or as a secondary texture after annealing. The texture formed in a special case depends on the previous history of the wire. Probably the texture of the wire prior to the last deformation is important. To investigate this, wires were produced by adequate deformation and annealing to give a [l00], a [112], and a [lll] texture. The wires then were given a series of different deformations and were annealed at various temperatures, after which the textures were studied. Experimental Work The copper used was electrolytic tough-pitch (Cu 99.90 pct and 0, 0.04 pct). New techniques in the magnetite and heavy media beneficiation industries demand more efficient magnetic dispersion and flocculation of the finely ground particles. Demagnetizing coils must produce several major effects, such as improving classification and screening efficiency, decreasing moisture content in filter cake and improving separation selectivity and green pellet properties. Likewise, magnetic flocculators must increase filtering rates and the settling rates of solids, improve magnetite recovery and produce cleaner water. To improve the design of equipment and to conduct tests leading to the optimization of such dispersion and flocculation, a program was initiated at Eriez Magnetics. The major conclusions reached are: 1. Laboratory and plant scale tests conducted on magnetite products show that a demagnetizing force of 450 rms oersteds at 60 cycles for 1/20- second duration will depolarize natural magnetite particles coarser than approximately 10 microns. This has been found satisfactory for most applications. 2. Effective flocculation of magnetite was obtained when a slurry with more than one percent magnetite was exposed for a period of approximately 1/15 second to a 600-gauss field. 3. The cost of demagnetizers (or flocculators) increases rapidly for larger diameter pipes. In order to reduce the cost, narrow rectangular sections are recommended for magnetic flocculators. 4. For minimum operating cost, permanent magnetic flocculators are ideal, chiefly because they do not require any maintenance and have no operating cost. 5. A newly designed electro-demagnetizing coil with high heat dissipation and a nonmetallic core provides high efficiency and long life. 6. To select the correct magnetic flocculator (or demagnetizing coil) the following information is necessary: a. Magnetic product susceptibility b. Magnetic product coercive force c. Percent of magnetic product d. Flow rate e. Viscosity f. Structure of magnetic product

INTRODUCTION Selective flocculation-flotation as a method of desliming potash flotation feed has been practiced in the Cominco Ltd. potash plant since November. 1974 when it was installed to replace a less efficient mechanical desliming process. The plant was designed for a consistent feed containing 4.5% insolubles. In practice the quantity and quality of the insoluble material is quite variable. This variability led to serious problems in the deslime circuit and consequently had an adverse effect on sylvite flotation performance. A costly mechanical solution to the problem was being seriously considered when it was drawn to our attention that a selective flocculation-flotation process had been developed. The process was tried first in the laboratory on the Cominco Ltd. ore, then on a pilot basis on 25% of the mill feed and finally full scale. The time from being informed of the process to full scale operation was 18 months. It has since been incorporated into a tailings regrind circuit. The original mine design called for the mining of an 11 foot height up to the top of the three clay seams. These had to be taken as they were a zone of structural weakness. It also assumed that the beds would be uniform with only a few disturbances. Very soon after the initial start up it was found that permanent openings had to take in the layers right up to the upper clay seams and because of the mining process that this material would have to be milled when encountered. The number of disturbed areas in the mine is greater than the design anticipated. In operation the insoluble content of the mill feed varies from 4.5% to 8% plus with the peaks being very short- term to relatively long, from hours to day. In terms of quality, the insolubles in the mining horizon are relatively soft and easily liberated, whereas those above are hard and liberate slowly.

Metallurgists and engineers have always been interested in the mechanism of high-speed deformation because metals are rapidly deformed in various applica-tions and manufacturing processes. The deformation of metals by impact loads has recently engaged the attention of a number of investigators. Many of their results have not been disclosed but some of the published investigations1-8 have shown that the tensile strength, yield strength and elongation generally increase with increasing strain rate. The investigation reported herein is an attempt to determine the reason for this increase in strength and elongation. found to depend upon the strain rate. In the bars broken at high speeds, the slip bands appear to be more numerous. This might account for the higher strength as well as the greater elongation. Experimental Procedure Single crystals of copper (approximately 99.98 per cent) were made in graphite molds by the conventional method of lowering the mold out of the hot zone of a hydrogen furnace at a rate of one inch per hour. IN giving my opinion of the importance of Colombia as a field for investment for those interested' in mining for the precious metals, I must begin by quoting Sir Clement Markham, who, in one of his presidential addresses to the Royal Geographical Society of Great Britain, called the attention of its members to the fact that " although Colombia is the least known and least developed of the South American republics, it is far and away the richest mineral country of them all." This to American investors is extremely interesting, as the country is the most accessible of all the South American republics from the United States. .Almost all of the gold shipped by the Spaniards from Madre de Dios, now Colon, came from Colombia, and statistics from the Mint at Medellin, the capital of the Department of Antioquia, go to show that the . total production of the precious metals of Colombia, dating from the Spanish conquest in the fifteenth century to the present time, aggregates the enormous total of $700,000,000. Of this amount, nearly 70 per cent. represents gold obtained from the placers of the Republic, more than one-half of which came from the Department of Antioquia, the balance, being divided between the placers of the Choco and the rest of the Republic. The remaining 30 per cent. of the $700,000,000 represents the silver and gold obtained from the quartz mines, the silver greatly predominating. A glance at the map of Colombia shows the territory somewhat in the shape of an outspread human left hand extended palm downwards on the paper, with the wrist adjoining the Republic of Ecuador, the bones of the hand, fingers, and thumb representing the divisions of the great Andean mountain chain known as the Cordilleras of Colombia. There have already been so many subjects of a purely mechanical nature presented to the Institute of Mining Engineers, that it is unnecessary for me to apologize for adding another to the list. When a new invention, or what is supposed to be a new invention, claiming simply an improvement on the well-known devices, is to be described, it is usual to point out the defects of the old and give a history of the object or the art up to date. But, as no doubt a large proportion of the members of this Institute know as much, or more, about the history and use of the steam-engine indicator than I do myself, I will not further preface the subject, than to remind you that what called for the Richards's improvement on the Watt's indicator was high speed; that the leading improvement was the reduction of momentum in the reciprocating parts; and that this was accomplished by making the parts lighter, and reducing the travel of the heaviest, of them, and consequently the speed and momentum. The use of the indicator has been extended, for the speed of steamengines and other prime movers has been increased, until one engineer at least, John Cooper, of Philadelphia, says, "I want an indicator that will work up to a thousand revolutions." .Mr. Thompson, of the Buckeye Steam-Engine Company, of Salem, Ohio, has improved on the Richards's indicator by another reduction in the momentum, which is done by putting the parallel motion nearer the fulcrum of the pencil arm, reducing both weight and travel. The characteristic feature of the indicator I am going to illustrate is a still further reduction in the same direction, which is accomplished by dispensing with the parallel motion altogether. Ernest R.. WOAKES, Cana, Colombia: The allusion in this paper, under the heading " Mining on the Isthmus," to the Espiritu Santo mine at Cana is neither according to fact nor worthy of the most interesting and able summary of the mining districts of Colombia contained in the remainder of the paper. The following remark is certainly open to contention: "The most widely-known mine of this department is the Espiritu Santo, at Cana, a quartz-mine opened up in 1680 and abandoned in 1727 on account of the attacks of the Cana Indians. This mine undoubtedly produced great quantities of gold, although many of the accounts given of its ancient richness are probably exaggerated. In 1884 it was rediscovered and reopened by the Darien Gold Mining Company, and under the able management of Mr. Thomas H. Leggett, now prominent in South African mining circles, produced for a time successful results ; but later the veins became pockety and the output unsatisfactory." The mine here referred to, though situated at Cana, was not the Espiritu Santo mine, and was closed down in 1892. Mr. Leggett, however, ran ten stamps on the ore from it for some two or three months in the year 1890, when he left Colombia. The Espiritu Santo mine was not reopened by the Darien Gold Mining Company until the year 1894. For the last three years the ore from the old Spanish workings of this mine has been yielding in the mill 1 ounce to the ton, and has served to keep the mine going whilst extensive development-works have been

The production of oil in Colombia during 1933 was at the lowest level since the completion of the loop of the Andian pipe line in 1927. The commercial production amounted to 13,157,641 bbl., all of which was produced from the Infantas and La Cira structures of the Tropical Oil Company. One of the most important developments was the discovery of what may be commercial production on the Colombian Petroleum (Gulf) Company's Tarra anticline on the Barco Concession in eastern Colombia near the Venezuelan border. This promises to become the second commercially productive area developed in Colombia and, perhaps, one of major importance. Applications made in 1931 for concessions under the new Colombian petroleum law were ratified covering the Putana application of the Tropical Oil Co. and others of local Colombian and French interests west of the Carare River. On none of these concessions has any development work yet been initiated. South American Gulf Oil Company The following information covering the activities of the South American Gulf Oil Co. was furnished by E. S. Bleecker, chief geologist of the company. Magdalena Valley.—No development work was undertaken during the year either on the Valenzuela property acquired from the Colombian Syndicate or on the lands obtained from the Leonard Oil Development Co. near the Sogamoso River. The Valenzuela property was relinquished and a portion of the material was removed therefrom to the Leonard property near by. Colombian Petroleum Co.—The Colombian Petroleum Co., controlled by the Gulf interests, pursued an active development campaign on the Chaux-Folsom or so-called Barco Concession in the Department of North Santander. The drilling of the first well was begun early in the year on the north Petrolea dome of the Tarra anticline and at 490 ft. a heavy flow of oil, gas and salt water was encountered. On blowing in unexpectedly, the well caught fire, and after being extinguished was controlled only by pumping large quantities of cement into the formation and plugging the well. DURING the comminution of a brittle material in the presence of dry air, no known phase change or chemical reaction takes place. The energy changes associated with the comminution are those of the transformation of kinetic energy into heat energy and the energy absorption represented by the actual rupture of molecular and/or ionic bonds. The random nature of the actual grinding process in a tumbling-mill often precludes the effective application of a rupture force on each individual particle of brittle mineral present. The result must be a great deal of useless vibration on an atomic scale in both the brittle mineral and the grinding medium below the elastic limit, which vibration is eventually manifested as heat energy in the mill. The actual rupture of molecular, or ionic, bonds creates new surface on the brittle minerals; each square centimeter of this new surface then must possess a number of potential bonds, each of which could reform theoretically with the release of energy. The sum total of this potential energy of bonding per unit of new surface, minus bond satiation effects of the enclosing gas or liquid, must be the surface energy of the mineral. If the comminution of the brittle mineral were carried out within the chamber of a calorimeter, the energy released as heat could be determined rather accurately. Moreover, the total kinetic energy input to the comminuting mass (mineral and medium) conceivably could be derived by a suitable torquemeter and revolution counter if the whole calorimeter were revolved. Geological investigation and research have contributed greatly in making industrial minerals the basis of an important industry in the state. North Carolina contains a wide variety of industrial minerals and rock. Mica, feldspar, kaolin, halloysite, talc, pyrophyllite, silli-manite, and spodumene are used to illustrate the progress being made. IN a previous paper1 an attempt was made to indicate the importance of industrial minerals in North Carolina and the wide variety of such materials present. The present paper is concerned with geological investigation and research which have made industrial minerals the basis of an important industry in the state. Geological mapping has gone through three stages in North Carolina during the present century. The first stage is represented by excellent reports of which Corundum and the Peridotites of Western North Carolina,2 Volume I, now a classic, is representative. In this report, a geologic map of the western third of the state is shown on a scale of 10 miles to the inch. The next stage is represented by folios" of the U. S. Geological Survey published between 1902 and 1932. Most of these contained 30 min quadrangle maps on a scale of 2 miles to the inch. The third step is represented by reports prepared during the past 10 years which contain geological maps4 on scales varying from 500 ft to 1 mile to the inch, while many mine maps have been prepared on scales varying from 20 to 150 ft to the inch. As the scale on which geological mapping has been done has decreased, the amount of information secured has increased. Much has been said and written about the various uses of die castings, their applications in the various industries and their advantages and disadvantages. Examination of this literature, however, fails to disclose any data concerning the effect of temperature upon any of the physical properties of die-casting alloys. The uses and applications of die castings are so numerous, and of such a varied nature, that far too lengthy a manuscript would be required to list all of them. Brief mention of some specific cases will suffice to illustrate the temperature ranges in which certain die castings function. Automobile hardware, such as hub caps, door handles, radiator caps, etc., can be used as one example. Castings of this type are constantly exposed to varying climatic conditions, temperatures ranging from below zero to upwards of 100" F. Refrigerator parts, such as ice-cube trays, etc., form another example. Approaching the other temperature extreme, we encounter conditions such as are found in kitchens in which oven-heat indicator parts, cooking utensils, waffle grids, etc., embody use of die castings, where temperatures as high as 500" F. are often met with. Because of this variation in service temperatures, it was felt necessary to ascertain the effect of these temperatures upon the physical properties of die-casting alloys. The Charpy impact test was chosen first because of its simplicity, and because of the fact that brittleness is more likely to be objectionable in die castings than hardness or other physical properties. Alloys Investigated Two types of alloys were used in this investigation—zinc-base and aluminum-base alloys. Two alloys of each group were included. Those most generally employed in the industry at present were selected. Alloys A and B are of the same nominal composition, and correspond to A. S. T. M. alloy XXI, containing 4 per cent aluminum, 3 per cent copper, 0.1 per cent magnesium, and the balance zinc of 99.99 per cent

THE problem of eliminating the hazards of hoisting in mines has been with us since the industry passed its earliest stages, when coal and ore could be won from surface working and tunnels. At first, safety devices were introduced as means of decreasing the amount of labor necessary, to produce the mineral, or to increase the amount that could be obtained from a certain opening. For example, crude, ladders replaced winding footpaths or steps cut into the walls of the pit or shaft, decreasing the distance it was necessary to carry the product to the surface and eliminating, to some extent, the hazard introduced by the precarious footing afforded by such paths and steps. Later, instead of being carried from the pit on the backs of men, the product was hoisted in buckets or baskets on a rope passing over a pulley or around a windlass. Thus the capacity of the pit was considerably increased, and the hazard due to making many trips up and down the shaft was eliminated. From such beginnings accident prevention in mine hoisting advanced with the importance of the industry, until at present hoisting compares favorably with other branches of the mining industry with reference to safe practices. As in the other branches, this progress has been accomplished along two general lines-by legislation, rules, and education, and by the installation of safety devices. Though due credit must be given the former, it is not so satisfactory as the latter. Legislation, to be effective, requires a policing and inspection system to guarantee enforcement, such as we cannot hope to inaugurate. Rules may be satisfactory so long as the employer controls the labor market, and dismissal or some other form of discipline is an effective means of insuring obedience to the rules; but where labor demand is in excess of the supply, or where labor organizations are in control, such measures are not effective. An educational campaign will draw attention to hazards and may awaken a desire to avoid accidents by exercising the proper care.
