Geologic and technical factors such as coal seam thickness, stripping ratios, roof conditions, partings, faults, and size and geometry of the reserve block greatly impact the availability of Illinois coal for mining. Residential and commercial developments also restrict access to coal reserves in some areas. Despite the collective effects of these factors, large blocks of bituminous coal reserves suitable for efficient, low-cost underground mining remain available in Illinois.

Longwall mining has a high potential for producing bulk production from a single face. Production is interrupted for a considerable time when it is necessary to move the equipment to a new block of coal. The frequency of such moves can be reduced by increasing the dimension of the block to be moved. Merely doubling the tonnage in a block to be mined may increase production by more than 21,000 tons per year. The time taken to move the equipment can be reduced by careful preplanning, industrial engineering analysis, and specially designed equipment. Reducing its move time from 30 days to five days can increase production by more than 25,000 tons per year. Increasing the panel dimensions and reducing the move time can give an increase in pretax profits of more than $600,000. A comprehensive bibliography is included.

For many years the concept of life cycle costing (LCC) was promoted for decision making in corrosion protection systems. Nevertheless, the application of LCC was limited. Input data was often sourced from suppliers and met with scepticism. As a result final analysis was often insufficiently rigorous to meet the needs of Project Managers in sound decision making. The need for expediency often resulted in non-optimal corrosion protection system specifications. With improved communications and the global reach of industries, case history data, based upon actual performance has been able to provide input to substantiate decision making. However, today?s focus upon sustainability whereby environmental, economic and even social aspects enter into decision making has extended LCC into Life Cost Analysis (LCA). In an LCA analysis energy and environmental inputs into systems are compared as part of an overall assessment. The development of Agenda 21 at the Rio summit of 1992 has challenged the countries of the world to look at sustainable development in every economic activity. This ranges from construction to mining to electricity production to automotive production, use and disposal. The protection of buildings, infrastructure and transport systems is part of the needs of sustainable development. Zinc based corrosion protection has been an important part of the arsenal of the corrosion protection industry. This paper will highlight the use of LCC and the development of LCA with reference to the use of zinc based protection systems in a number of important industries.

This paper examines some of the fundamental economics of mining - in particular, for optimisation studies, for production rate determination and for reserve estimates.It includes introductory discussion on the principles as to how economics drives mining investment decision-making, applicable to the optimising of pit shapes and production, or truck fleets, or any other part of the mine.The main part of this paper looks at the decision to start-up a mine and why the 'optimum' production rate to start-up a mine is not the point of lowest cost according to traditional discounted cash flow (DCF) analysis. The optimum production rate is usually substantially less than this rate. The paper recognises the difference between typical mining investments and investments in other industries that do not have the unique characteristics of mining and the problem of uncertainty resolution. It examines the marginal revenue effects, the marginal cost of capital and the value of a real option to expand pending uncertainty resolution as determinants of optimum initial production rates.The final part of this paper looks at applying these principles to renewable and non-renewable resources. It examines mine life and reserve estimates from an economic perspective.

Dans ce contexte il est présente ici les résultats d'une étude, en vraie grandeur sur chantier, ayant porte, d'une part sur des essais d'arrachement conventionnels et d'autre part sur des essais déflagrée barres d'ancrages instrumentées et scellées à l'aide d'un coulis de ciment dans un massif rocheux sain et compètent. Les résultats décrits ici, particulièrement les profits de contraintes de cisaillement le long de l'ancrage, obtenus à partir des valeurs de déformations relevées sur les jauges, ont permis de préciser le niveau de chargement correspondant à la décohésion initiale du coulis de scellement, d 'examiner l'effet de la décohésion sur la distribution des contraintes et de caractériser le fluage du système barre d'ancrage/coulis de scellement.ABSTRACTThe load transfer mechanism and the debonding process along grouted rock anchor, subjected to tention loads, can be examined through the instrumentation of the anchor with the aid of strain gauges. In this context, the resultsof a full-scale site investigation including classical pull out tests and creep tests are presented in this paper. These tests were performed on instrumented bars which were cement grouted in a competent rock mass. Results presented in this paper concern, among others, shear stress pro/ties along the grouted anchors which were determined from strain values obtained from the strain gauges. These results have been used to: (1) predict the load level corresponding to initial debonding of the grout; (2) study the effect of debonding on shearstress distribution along the anchor; and (3) characterize the creep behavior of the bar anchor/cement grout system."

THE consideration of the present value of a mine is of great importance when planning for the operation of a property,, and it is particularly so in the case of mines that have large ore reserves. At various times during the past 15 years, the writer has had occasion to make rather thorough studies of the subject, and has been greatly impressed by certain important points which these studies have brought out, points which, though they may be well known, are often lost track of in the rush to obtain low mining costs and high daily tonnage output. . It is the object of this paper to present briefly, and in a general way, some of these points, and especially those which have to do with the relationship which (1) ore reserves and plant capacity, (2) grade of ore mined, and (3) ore losses in mining, bear to the present value. Present value, sometimes called present worth or actuarial value, means the value today of the future earnings of an enterprise. Great industrial, manu-facturing or railroad enterprises, if properly handled, go on indefinitely and their value is directly dependent on their estimated annual earnings. Mines, or oil properties, on the other hand, have an earning capacity only until the ore or oil is exhausted, and their present value is dependent not only on their annual earnings but also on their life, which is the length of the period over which they can produce at a profit. A mine, or an oil property, is a "wasting asset," while an estab-lished manufacturing business is not, or should not be. In other words, the present value of a mining property. represents a sum of money on which there could be paid from operating profits a determined rate of interest, say 8 per cent., and in addition an amount which, if invested at compound interest as received, would at the end of the life of the mine pay back the present value. In his "Wealth and Income of the American People," Walter Renton Ingalls says: "The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding to the life of the mine."

Augered-Cast-in-Place piles have been used successfully for many deep foundation applications. The four case studies discussed herein describe ACIP pile projects where problems developed during ACIP pile installation requiring changes to the method or sequence of installation. The case studies illustrate the importance of understanding existing subsurface conditions and project constraints when considering the use of this pile type. Ground loosening and over-excavation of soil during the augering process, a significant concern for fine to medium sands and non-plastic silts below the water table, can significantly impact adjacent structures. This risk needs to be evaluated during the pile selection process and generally can be mitigated, but not eliminated, by requiring the use of piling equipment with high torque and slow auger rotation speed to advance the auger with minimum amount of rotation. In some applications where high lateral stresses in the soil are present such as at the base of retaining structures, the use of ACIP piles may not be appropriate if structure movement is unacceptable. On the other hand, ACIP piles have been successfully used to support deep foundations in preconsolidated varved deposits where the new structure was designed to accommodate recompression settlement.

Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. The development of an onboard contaminant diagnostic monitor to continuously measure contaminant level in a mining machine was advanced to a prototype stage in this contract. Several concepts were investigated and it was found that a static spool type sensor was the most reliable and accurate. Laboratory and field tests showed that an instrument based on this concept is capable of measuring contaminant levels and/or size distribution, depending on the configuration of the sensor. Moreover, this instrument can function on emulsions or homogeneous fluids. Current laboratory equipment can operate on homogeneous fluids only.

The significance of blasthole stemming in determining blasting efficiency has been extensively studied for small diameter holes using gelignite explosives. Recent developments in blasting technology with the use of large diameter holes and low cost blasting agents have not included studies of the effectiveness of different types of stemming materials. A review of previous measurement techniques and the relevance of these earlier results to present stemming practice is presented in this paper. A survey of operating mines in Australia provided information for this analysis. The value of stemming in reducing blast noise and improving blasting efficiency is generally accepted but the use of bulk-loaded explosives in underground operations has resulted in the practice of eliminating the use of stemming material.In surface operations drill cuttings are used for stemming on the basis of availability rather than efficiency in providing resistance to movement. The development of laboratory testing techniques, based on noise level and borehole pressure measurements, to evaluate the relative efficiency of different types of stemming materials is described. The results of an extensive series of tests with ANFO explosive showed similar trends tothose obtained from earlier published results with gelignite type explosives. Conclusive quantitative results on the relative effectiveness of different stemming materials will require minor modifications to the existingequipment. Observations and the results of pressure measurements indicated the presence of shock wave effects which caused the ejection of the top section of the stemming column when using coarsely fragmented material.

Discussion by P.J Lloydt Broekman and Penman describe (J.S. Afr. Inst. Min. Metal., vol. 91, Aug. 1991, p. 261) the addition of sodium cyanide and zinc sulphate to the flotation feed at Prieska. They note that for 'safety sake, lime was added to the rod mil to raise the pH to 9,5', and that 'personnel working in the vicinity of the rod mil were required to wear gas masks'. Author reply to P.J. Lloyd We thank Dr Lloyd for his interesting contribution. As he correctly points out, the Prieska float had run with cyanide solutions at pH values of 6,4. In fact, it ran safely for extended period with the pH slightly below 6.

WE RECENTLY completed a study for a client, who is an applicant to export gas from the Province of Alberta, on the effects of gas export on Alberta's economy. This study was part of the client's application ?before the Conservation Board, and, no doubt, some of you are familiar with it. Submissions by other applicants in earlier hearings before the Board and before the Royal Commission on Energy, as well as claims made by parties opposing export, have also brought forward a number of other opmwns regarding possible economic effects. Ali of these studies have been on a piecemeal basis. They have dealt with particular aspects of particular applications, and only indirectly and by inference with the overall question of gas ex-port. We have prepared this paper to review the overall picture and ex-amine, as far as time permits, all sides of the question. While the paper is entitled Economic Effects of Gas Export on Alberta, we felt that the area considered should in-elude northeastern British Columbia, not only because Westcoast, the first major gas export project, is essentially a northeastern B. C. project, but because this area has historically been, from the point of view of economic, if not of political, geography, part of Alberta. In this paper, when we talk of export, we mean export from the Province or, in this case, from Alberta plus northeastern B. C. Sales to other parts of Canada have exactly the same effect on the economy of this area as l1ave sales to the United States, provided, of course, they are made on equal terms.

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. The Bureau of Mines investigated the resource potential of 201 mines and deposits in 28 market economy countries and 17 mines and deposits in the U.S.S.R. and China. The 201 mines and deposits evaluated from market economy countries contain an estimated 34.2 billion metric tons of recoverable phosphate rock (at the demonstrated resource level), with Morocco and Western Sahara accounting for 61% (21 billion tons), followed by the United States with 19% (6.4 billion tons). The 17 mines and deposits evaluated in the U.S.S.R. and China contain approximately 1.5 billion tons of potentially recoverable phosphate rock. Potential annual capacity from low-cost, high-grade producing mines in the United States is estimated to decline significantly during the latter half of the next decade, and the United States will have to develop new, higher cost, lower grade mines in order to satisfy demand into the next century. Of the world's new production capacity which could likely be developed over the next decade, slightly over one-third could be produced at an estimated 1981 cost of $40 per ton or less, and about two-thirds would cost in the $40 to $50 range (including a 15% rate of return). In comparison, moot of the competing phosphate rock from producing mines in Morocco could be produced for under $40 per ton. The United States has sufficient demonstrated resources of phosphate rock (plus huge quantities at the identified and hypothetical resource levels) to satisfy domestic consumption for many years to come, but its future ability to compete in the major export markets against low-cost competitors is much more uncertain.

Globalization and a growing demand for limited raw material resources have forced changes in the approach to the supply chain. This is particularly true in the case of rare earths, which are regarded as one of the most important development indicators of modern technologies. To ensure a secure supply of commodities, the European economies have been prompted to investigate REE recovery from sources which until recently, for technical or economic reasons, were considered not sufficiently attractive. An interesting example is apatite phosphogypsum waste dumps. The REE content in these waste dumps averages around 0.5-1 %. One of the most important phosphogypsum locations in Poland is the Lower Silesia region where a phosphoric acid Chemical Plant "Wizów" operated for several dozen years. In this work, rare earths are leached from the phosphogypsum crystalline structure by a chemical treatment and can then be separated into individual chemical compounds. The technology used in these recovery tests, matches up to a coherent European raw materials policy supporting effective management of resources and promoting waste materials recycling.
