Although the United States has the world's largest coal reserves, most of those reserves will require underground mining. Unless underground injury and fatality rates are reduced, the number of disabling injuries and accidental deaths will grow as coal production increases. The Bureau's Mining Research Program, designed to reduce the exposure of workers to hazards while improving productivity, is described. Major program thrusts are 1) re- moving the hazards or removing miners from the areas in which hazards exist, 2) developing ways to improve management decisions and mining skills so as to reduce the incidence of situations requiring human involvement in hazardous, emergency, or corrective tasks, and 3) improving, or at least maintaining, productivity so that both the tangible (dollar) and intangible (human) costs are reduced. In these ways, projected demands for coal can be met using resources without an increase in human suffering.

"A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

Some people in the mining-engineering field mistakenly believe that mine-water management primarily revolves around the treatment of mine waters that fail to meet applicable water-quality standards. While water-quality control is undoubtedly important, it represents only a fraction of what constitutes comprehensive site-wide, minewater management. A more holistic perspective recognizes that it also involves mine dewatering to maintain safe and workable conditions, securing sufficient water supply for operations, strategically handling surface water within and surrounding the openpit to prevent issues like flooding, developing robust post-closure plans to mitigate long-term environmental effects, and proactively minimizing any adverse impacts on local communities and ecosystems. This article provides a brief overview of topics that fall within the concepts of mine-water management. The focus is on openpit mines, as they are generally larger than underground mines. The management of mine water is highly dependent on local and regional climate such as tropical, desert or temperate climate. Each climatic setting has its own unique challenges, but there are also commonalities.

The lining of the tunnel and shafts for a new section of New York City's- water system required extensive components to produce, deliver and place a continuous tunnel linning. The project placed approximately 153,000 CM (200,000 cy) of concrete for 5,340 M (17,520) of drill and blast 7.3 M (24 ft.) ID tunnel, located at depths of 152 M (500 ft.) to 213 M (700 ft.) . This section of tunnel will be connected to the surface water distribution system via four shafts of varying diameters ranging from 5.8 M (19 ft.) ID to 1.5 M (5 ft.) ID . All work was done beneath the streets of Manhattan under the rigid constraints of the City of New York and the Bureau of Water Supply regulations.

Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. The mining industry has long recognized the value of dispatch systems in open pit mines as they reduce load and haul costs. Over the years, researchers have proposed many dispatch systems with various limitations and advantages. The simplest dispatch algorithms are the so called 1-truck-for-N-shovels dispatch strategy. These algorithms are limited by the fact that their objective functions do not consider all the objectives of a mine and cannot be applied to all possible truck-shovel configurations. They are also myopic in nature. However, they are simple and computationally efficient and do not require occasional updates of the upper stage problem as required in multi-stage dispatch algorithms. In this work, an agent-based truck dispatch algorithm that conceptualizes trucks as intelligent agents that make autonomous dispatching decisions to maximize their utility is proposed. The advantages of this algorithm includes utility functions that encapsulate all of management’s objectives and agent’s with broad situational awareness. They are also more suitable for autonomous trucks. We evaluate the new algorithm against a simple 1-truck-for-N-shovels dispatch strategies using discrete event simulation. The simulation results show that the new utility function has significant advantages over 1-truck-for-N-shovels inspired utility functions. Future work will incorporate adaptive behavior into the model via reinforcement learning algorithm. INTRODUCTION In an attempt to optimize truck shovel operations in open pit mines in order to reduce the cost of haulage operation, which according to (Alarie and Gamache, 2002) is estimated to be about 50-60% of the total cost of mining, several effective and efficient strategies have been developed. Optimizing truck haulage systems in an open pit mine is one of the greatest challenges of mining engineering and has been the subject of many research projects. It is important that haulage systems are designed to be efficient, in order to minimise haulage cost, improve profitability and increase the total mine value. Although optimizing the number of trucks required in the operation of open pit mines can help reduce the cost, an effective and efficient truck dispatching system add value by ensuring that the available trucks are used efficiently. With truck dispatching systems, the trucks are normally dispatched between the crusher and dumping station (e.g. waste dumps and stockpiles), and the shovels in order to maximize the total output, obtain grades targets, reduce fuel consumptions and other objectives. Truck dispatching, which can have one or more objectives, is typically subjected to certain operational constraints such as truck and shovel capacities, empty and loaded trucks speed, among others. The problems associated with truck dispatching was first mentioned by Dantzig and Ramser (1959) after they made an attempt to determine the optimum routes of a fleet of delivery trucks between bulk terminals and a service stations. The problem occurs in several industrial systems besides mining (Alarie and Gamache, 2002; Gendreau et al., 2006; Rego and Roucariol, 1995). The dispatching problem, also referred in literature as the vehicle routing problem, has seen a number of modifications and extensions with Bertsimas and Ryzin (1991) presenting a dynamic and stochastic vehicle routing problem, and Ralphs et al. (2003) also adding to the original concept, the concept of vehicle capacity routing.

Federal laws mandate the presence of refuge alternatives (RAs) in underground coal mines and provide guidelines for harmful gas removal. After an explosion, harmful gases can follow survivors into an RA and can reach a deadly concentration. Investigators from the National Institute for Occupational Safety and Health (NIOSH) tested 12 ventilation system configurations (VSCs) to purge sulfur hexafluoride (SF6) tracer gas from a built-in-place (BIP) RA in the Experimental Mine in Bruceton, PA. Using a borehole air supply, tests were conducted with airflows of 750 and 1,000 standard cubic feet per minute (SCFM). Excluding a VSC where the air inlet was 1.98 m (78 in) from the air outlet, the results show that the time to purge the SF6 concentration from 1,000 parts per million (ppm) to 25 ppm ranged from 26 to 29 minutes for an airflow of 750 SCFM and ranged from 18 to 23 minutes for an airflow 1,000 SCFM. Mines can use this information to reduce purge time in case of a mine disaster and determine which VSC to avoid. INTRODUCTION After a fire or an explosion in an underground mine, the concentration of carbon monoxide can reach a fatal level. In a mine disaster, the main goal is to escape. However, if miners cannot escape, they have to migrate to a location to find refuge and, if possible, communication, and a borehole source for a fresh air supply. To ensure survival of the miners, Federal laws mandate the presence of a refuge alternative (RA) within 304.5 m (1,000 ft) of the nearest mining face. In addition, Code of Federal Regulations Title 30 CFR Section 7 sets the guidelines for personnel tracking, RAs, and the removal of noxious gases in underground coal mines (Mineral Resources, 30 CFR, 2014). Federal regulations define an RA as a protected, secure space with an isolated atmosphere and integrated components (Mineral Resources, 30 CFR, 2014). There are three types of RAs: portable metal RAs, portable tent-type RAs, and built-in-place (BIP) RAs. A BIP RA is constructed using masonry or other stoppings to create an isolated space in a mined-out area. Blast doors are installed in one or both of the stoppings for the miners to enter the RA. Furthermore, RAs must provide the following components: breathable air, food, water, air monitoring, and harmful gas removal. Federal regulations have emphasized the mandate for breathable air and harmful gas removal in the following words: “Purging or other effective procedures shall be provided for the airlock to dilute the carbon monoxide concentration to 25 ppm” (Mineral Resources, 30 CFR, 2014). The purpose of the mine ventilation system is to provide a sufficient quantity of air to the underground mine workings, to dilute methane and other contaminants, to maintain a suitable working environment, and to prevent accidents from happening (Cheng and Wei, 2014). In addition, the organic nature of coal amplifies risks from poisonous gases, explosions, and fires (Engström et al., 2018). If an underground coal mine ventilation system fails after an explosion, the concentration of toxic gases, most notably carbon monoxide, will increase. Carbon monoxide is dangerous because it creates tissue hypoxia by binding to hemoglobin (Özmen and Aksoy, 2015).

The Washington State Highway Department consists of seven geographic dis¬tricts. District offices are located in Seattle, Wenatchee, Olympia, Vancouver, Yakima, Spokane and Bellevue. District is covered from the Spokane office, and is responsible for the six counties in the northeast corner of the state (Fig.l). It is bordered on the north by the International Boundary, on the south by the Snake River, on the east by the Washington - Idaho border, and on the west by a north-south line thru Lake Roosevelt. The landslides to be discussed in this paper are at Colfax, Washington, which is located in the southeast corner of the district. The town of Colfax is situated in a narrow valley eroded into the Tertiary volcanic basalts by the Delouse River. The valley walls are steep and generally colluvium mantled. State Highway 1°c, from Spokane to Colfax, descends into the valley from just north of Colfax on a bench cut into the valley wall. The highway department designed a widening project to increase the misting two lane roadway to three lanes, thus providing a passing lane for uphill traffic. The third lane was constructed as a cut section for the entire length. Construction excavation was begun at the top of the hill in silts of eolian origin. Proceeding downhill, excavation encountered three individual basalt flows with two zones of palagonite tuff separating them. The upper palagonite zone was dry, and excavation proceeded across this zone with no mishaps. The lower palagonite zone carried considerable groundwater. As excavation crossed the lower zone landsliding became contemporaneous with excavation, due to removal of toe of slope and saturated conditions. Remedial measures for landsliding consisted of designing shot rock buttresses across the palagonite zone and also the installation of horizontal drains to reduce hydrostatic pressure.

This study compares three different techniques — decision tree, artificial neural network (ANN) and multivariate regression analysis (MVRA) — for predicting blast-induced ground vibrations in some Indian tunneling projects. The models’ performance was also compared with site-specific conventional predictor equations. A database consisting of 137 vibration records was randomly divided into training and testing sets for model generation. The results indicate that the decision tree is best suited to predicting vibrations. Furthermore, the decision tree suggests that the intensity of near-field ground vibrations is mainly affected by the total charge fired in a round, whereas the intensity of far-field vibrations is governed by maximum charge per delay and charge per hole.

Pillar stability continues to be a significant concern in multiple-level mining conditions, particularly for deep mines when pillars are not stacked or the thickness of interburden between mining levels is thin. The National Institute for Occupational Safety and Health (NIOSH) is currently conducting research to investigate the stability of pillars in multiple-level limestone mines. In this study, FLAC3D models were created to investigate the effect of interburden thickness, the degree of pillar offset between mining levels, and in situ stress conditions on pillar stability at various depths of cover. The FLAC3D models were validated through in situ monitoring that was conducted at a multiple-level stone mine. The critical interburden thickness required to minimize the interaction between the mining levels on top-level pillar stability was explored, where the top level mine was developed first followed by the bottom level mine. The model results showed that there is an interaction between numerous factors that control the stability of pillars in multiple- level conditions. A combination of these factors may lead to various degrees of pillar instabilities. The highest degree of local pillar instability occurred when pillar overlap ranges between 10 and 70%. On the contrary, the highest degree of stability occurs when the pillars are stacked, the underlying assumption is that the interburden between mining levels is elastic (never fails). Generally, for depths of cover investigated in this study, the stability of top-level pillars shallower than 100 m (328 ft) or with interburden thicknesses greater than 1.33 times the roof span—16 m (52.4 ft) in this study—does not appear significantly impacted by pillar offset. The results of this study improve understanding of multiple-level interactions and advances the ultimate goal of reducing the risk of pillar instability in underground stone mines.

Edwards Deming's definition of management. The statistical tools, including Pareto Charts, Control Charts and Scatter Diagrams, which identify the problems management must approach differently to increase productivity at a coal mine, are discussed.

Because of variation in rock type and site conditions, it is important to create site-specific prediction models for peak particle velocity (PPV) and understand instrumentation mounting locations to better interpret the readings provided following blasting operations. The Atlanta Airport is expanding the section of underground tunnels for its Plane Train people mover, and drill and blast operations were determined to be the suitable method of excavation for the project. Extensive work was done to begin creating prediction models and determining levels of concern based on readings from various types of instrumentation. This paper analyzes the effect of close quarters construction blast vibrations and observed frequency spectrum on existing structures with data from 22 different seismographs mounted in various locations and ground conditions.

"In this study, the interaction between magnetite and the additive olivine was studied after oxidation as well as after isothermal reduction at temperatures in the 500º-1,300º C range. In the olivine sample, the forsteritic olivine particles react partly during the oxidation pretreatment to form magnesioferrite and vitreous silica along the particle corona. This breakdown of the olivine particles during oxidation liberates magnesium from the particles, which do not react until temperatures of above 1,150° C in reducing atmosphere. When the hematite in the sample is reduced, and when the temperature is high enough to allow solid-state diffusion at ~800º C, the magnesium of the magnesioferrite redistributes, so that the magnesium concentration approaches the same level throughout the iron oxide structure. For magnetite, this did not occur until 800° C. At 1,000° C, this magnesium reacts further with the silica in the glassy slag phase, which crystallizes into fayalitic olivine. At this temperature, the magnesium has diffused over distances of more than 600 µm from large olivine particles after 2 hrs reduction. From this point, the primary slag phase in the pellet, until melting, is solid fayalite. Upon reduction to metal, the metallization front concentrates the MgO in the remaining wustite, which can lead to MgO levels of up to 10 mole% locally. The melting point of the fayalite is raised from 1,145º C to a melting range of 1,238-1,264º C due to the MgO increase, as estimated based on phase diagrams, which were adapted to the pellets tested. Much of the olivine that remained unaltered in the oxidation process will be encapsulated by iron before the particles begin to dissolve in reducing conditions and, therefore, plays no role in the reduction before final melting of the particles occurs.IntroductionEnvironmental concerns have placed increasing pressure on the CO2-intensive iron and steel industries to further optimize operation toward higher productivity and more efficient use of reducing agents. At the same time, high demand for iron ore has caused new iron ores with lower grades and more complex chemistries to be taken into production. In Scandinavia, the main iron-bearing material is magnetite-based pellets with olivine, which allow operation with very low slag volumes and, hence, lower fuel rate ( Slagnes and Sundqvist Ökvist, 2008; Hallin et al., 1994). Both the MgO and SiO2 of the olivine, as well as the elements of the gangue of the ore, i.e., Si, Mg, Ca, Al and alkali, interact with the iron oxides to give the finished pellet product its final properties in the blast furnace. Tailoring the additive mix to be used for a certain iron ore for optimal product properties, therefore, requires detailed knowledge of the mechanisms by which these elements dissolve and react in the pellet."

The key objective of forming a cartel is to increase profits to members of the cartel by taking the following action: a) control output; and b) control price. However, while attempting to obtain monopoly profits the cartel members have to contend with costs associated with cartelization and such costs include the following: political costs; the cost of coordinating output and price; organizational costs (such as cheating); and administrative costs (such as the cost of attending cartel meetings). The objective of commodity exchanges is to provide an open, free market where buyers and sellers may openly complete transactions and pricing information can be immediately disseminated. These transactions include the following: a) to provide facilities for "hedging", or transferring price risk from buyers and sellers of physical commodities to "speculators" through the medium of buying and selling futures contracts, and b) taking physical delivery of metal on due dates.

What unusual features are there about finding, winning, and using the industrial minerals of Canada which may be of interest and yet not widely known. Have you, for example, ever wondered where the raw material for those distinctive greenish grey statuettes, so readily recognizable as Eskimo carvings, comes from? Although stone suitable for carving is obtained at several northern locations, in recent years the Federal government, the Quebec government, and one or two private companies have shipped supplies of various rock types from other sources to central distribution points in the Canadian north for the express purpose of providing Eskimo artists with raw materials for carving. Canada is well endowed with industrial minerals, the extent and variety of which may be observed by a perusal of Table 1. Swelling clay soils have been problematic to many types of infrastructure in the United States. However, their impact on underground construction is often misunderstood. The use of swell pressures in design of initial tunnel and shaft support lacks proper guidance and is often mis-interpreted. This paper provides insight and guidance on how to implement a geotechnical investigation program to determine if swelling soil exists at a site and how it impacts the design of temporary support systems for underground projects. An example is provided for how swell pressures were incorporated into the design of an initial support system for a rib and lagging tunnel system and problems that occurred.

The fly ash from coal combustion often has a high unburned-carbon content. This can make it unusable as a cement admixture, which is the major fly ash utilization market. As a result, high-carbon fly ashes currently disposed of by landfilling, at sometimes considerable expense. In this paper, the use of froth flotation to remove the unburned carbon from fly ash is described. Three different fly ashes were studied, which had Loss-on-Ignition (LOI) values of 6.79, 6.90, and 11.11 %. It was found that the use of an alkanolamide/oil mixture as a froth-conditioning reagent could greatly reduce the amount of collector needed, by increasing the affinity of the collector for oxidized carbonaceous surfaces. For each of the three fly ashes, froth flotation reduced the LOI of the ash to less than 2% which is well below the ASTM specification of no ' more than 6.0% LOI for Class F fly ash. Increasing carbon content of the ash tended to increase the quantities of reagents needed in flotation.

Introduction With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the fine mineral particles in these ores. Not only is this expensive, but it leads to greater losses in slimes. Gravity concentration techniques become unacceptably inefficient for particle treatment below 25 to 50 µm, and even flotation fails in the ultra-fine range. Ore from the South Crofty mine near Redruth, Cornwall, was subjected to thermal pretreatment in the hope that differential thermal expansion of the minerals would lead to intergranular cracking, and thus enhanced liberation. South Crofty ore contains about 1% tin as cassiterite associated with a complex assemblage of quartz, chlorite, tourmaline, and hema¬tite in granite and slate. Recovery of cassiterite can be as low as 70%, as overgrinding occurs during stage reduction of the material to 1 mm (primary grinding) and 180 µm (regrinding). Cassiterite is present in grain sizes ranging from submicroscopic to + 10 mm, the bulk being predominantly in the range of 50 µm to 3 mm. Experimental Flat polished sections of the ore were photographed in reflected light using a Vickers M17 microscope. The sections were then heated in a Carbolite LMF4 muffle furnace. The heating rate and temperature were monitored by a thermocouple immersed in the bed of particles. Previous work by Sherring (1981) on the same material showed that a 55% reduction in grinding resistance occurred when the material was rapidly heated and cooled through the quartz inversion tem¬perature (573°C), where a volumetric expansion of 0.86% occurs. The samples were therefore heated to 650°C at 26°/min, and were then water-quenched to room temperature. The effect of heat treatment on the mineralogy and fracture network was assessed by examining the same area after treatment. Results Most of the sections examined showed that extensive transgranular cracking occurred as a result of heat treatment. Such cracking, although weakening the rock and hence reducing the work index, would in no way enhance the liberation of the cassiterite from the host minerals. Intergranular cracking, which would lead to enhanced liberation, was difficult to discern under reflected light, but there was evidence of such cracking in some of the sections examined. Figures 1 and 2 are examples of typical sections before and after heat treatment. Figures la and lb - show cassiterite in hematite, Fig. lb, in normal incident illumination, illustrating clearly that after heat treatment, transgranular fracture is evident in the cassiterite. If any intergranular cracking has occurred, it is not evident in this photograph. Figures 2a and 2b show cassiterite in quartz before and after treatment. Fracturing in both minerals after treatment can clearly be seen, and there is evidence of intergranular fracturing. However, protruding "arms" of cassiterite are severed by transgranular fracture. Subgrains of quartz have also been isolated by trans¬granular fracture. There is major transgranular cracking across the wider sections of cassiterite. Discussion The effect of rapidly heating South Crofty tin ore to 650°C, followed by water-quenching to room temperature, has been studied by observing the fracture networks in mineral grains. The choice of 650°C as the heating temperature was influenced by the work of Sherring (1981), who found considerable reduction in grinding resistance after thermal pretreatment of the same ore. Scheding et al. (1981), however, have shown, by means of a crude calculation, that heat treatment cannot be justified solely on the basis of reduced grinding costs. The cost of heat treatment far out-weighs that of grinding, resulting in the combined costs for heat treatment being over six times that for grinding unheated material. The most economically attractive aspect of heat treatment is the possibility of enhanced liberation of the valuable mineral due to increased intergranular rather than transgranular fracture. Grinding costs would be greatly reduced by improved liberation at coarser sizes, and the costs of ancillary processes, such as dewatering and tailings disposal, would be reduced. The most significant economic effect, however, would be in improved metallurgical efficiency. Improved liberation would increase concentrate grades, and recoveries would be higher, particularly in the case of ores where high slime losses are produced due to the excessively fine grinding required to produce adequate liberation. Manser (1983) has shown that only a 1% increase in tin recovery, at the same concentrate grade, would be sufficient to offset heat treatment costs on South Crofty ore. Heavy liquid analysis and shaking table separation have been used to evaluate the effect of thermal treatment on processing (Binns, 1984; Scheding, 1981; Sherring, 1981). However, treatment of unheated and heated samples of South Crofty ore, ground to the same product size, by such methods have shown little evidence of improved metallurgical efficiency after thermal pretreatment. The large amount of transgranular fracturing revealed by reflected light studies helps to explain this lack of improvement.
