The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

At least 85 000 tonnes of mine tailings were discharged into Deepdell Creek, east Otago between 1890s and 1940s. The tailings contained about 1 wt % arsenic, so about 850 tonnes of arsenic in the form of arsenopyrite was discharged. Annual floods have removed nearly all tailings within c. 60 years. Small amounts of arsenic-bearing sediments (<250 ppm) remain in Deepdell Creek. About 7 kg/year dissolved arsenic was discharged in groundwater from mineralised Hyde-Macraes Shear Zone rocks in the vicinity of the historic mine sites. Adsorption of this arsenic on to iron oxyhydroxides in the stream sediments may have contributed to the elevated As content of those sediments. Even less arsenic remains in the main Shag valley below the Deepdell Creek confluence (15 - 25 ppm As). Rare relict arsenopyrite grains are trapped in bedrock crevices 25 km from source. No tailings deposition is detectable in theShag River estuary, and the tailings have presumably been discharged into the sea. Natural rehabilitation of the Shag catchment has been rapid and effective.

Metallurgical accounting is key to the control and production planning process of any mining operation. This is even more crucial for complex operations involving mining, concentration, smelting, refining and marketing. The tracking of multiple metal product and contaminant components through the operation can improve process predictability and inventory management. Appropriate use can be made of æhigh quality dataÆ for strategic reserve utilisation, mining operations, milling operations, etc. This information enables the optimisation of all aspects of the mining and processing operations. This case study discusses a metal balance implementation for WMCÆs Olympic Dam operations; a large integrated mining, concentration and refining operation, which used an existing off the shelf statistical data reconciliation package developed for the oil industry. It was extended to track and balance the metal co-products across the entire integrated mining, mineral processing and refining plant. The key benefits discussed are tight integration with existing data collection systems, formalisation of previously informal processes, and leveraging the development and support available for a widely used package. The project provided a solution for the site metallurgical balance spanning the mine and processing plant. The solution facilitates a bridge between the planning and production worlds, using a common data model across the site.

The Upper Triassic Leigh Creek Coal Measures which include a number of seams of sub-bituminous black coal are preserved in four small intramontane basins. The largest is Telford Basin, 1,000 m in thickness. The coals, of variable thickness and quality, are mined by open cast mining methods and utilised for generation of electricity at Port Augusta. The combined proven and indicated reserves are about 100 million tonnes.

Fluid flow, heat transfer and combustion in a nickel flash smelter have been investigated by numerical modelling and flow visualisation. The three-dimensional numerical model incorporates turbulent two-phase fluid dynamics, radiative heat transfer and combustion. The main features include the use of the k-E turbulence model, the Lagrangian tracking of particles, radiative heat transfer based on the spherical harmonics method, and chemical reactions. The predicted flow fields are in good agreement with data obtained from a series of flow visualisation experiments on a cold water model. The interaction mechanism between the fluid flow and the solid particles is examined for a range of particle sizes both with and without injected oil in a series of simulations. The heat transfer in the shaft is dominated by combustion and radiation, whereas the ignition of particles is influenced by the particle size and the added oil. Flow and temperature fields for both gas and solid particles are presented as well as the fraction of sulphur removed from the particles.

A steady state heat and mass balance simulation of the Western Mining Kalgoorlie Nickel Smelter (KNS) flowsheet was developed within the framework of the commercial software METSIM. The KNS simulation can achieve all plant setpoints through the adjustment of controlled process inputs, and provides a useful tool for the evaluation of the current flowsheet and potential flowsheet developments The simulation model and a number of applications are discussed in this paper.

The theoretical and experimental studies have been done to clarify the hearth flow of iron and slag. The results of dissections show that the hearth can be treated as a packed bed of coke hav- ing good permeability with a coke-free layer at the bottom of the hearth. 3-dimensional numerical calculations of hearth flow with and without a coke-free layer are carried out, and the results are assured by a water model simulation. The influences of a coke-free layer on the iron flow and the discharge route of iron and slag are examined. The 3-dimensional flow pattern can be represented simply by the travelling time, which depends on characteristically the profile of coke-free layer and the quantity of iron in the hearth. Those flow parameters could be obtained by the results of radioisotope tracer test ( Co for iron flow, and Sc for slag flow) at several furnaces. As a result, it is found that the coke-free layer repeats the cycle of appearance and disappearance at several-month intervals. This cycle corres- ponds to large temperature fluctuation at the bottom of hearth. The relation between iron flow and skull (solidified iron, coke and deposited graphite mixed layer) on the hearth brick was studied by the model experiment and the thermal analysis based on the indications of thermocouples installed in the bottom of the hearth. If a thin coke-free layer is formed on the skull, a fast iron flow is generated in the layer, and melts away the skull. The growth and melting of skull produces the fluctuation of thermal load on a bottom brick, causing brick Damage.

The elements of consistent structural de sign models for underground structures are explained. Such models should comprise at least ground properties, excavation and support methods, computational models for analysis, failure hypotheses, and in-situ monitoring. The fundamental characteristics of the interaction between ground and support are investigated. Then, plane strain models for soft ground tun- nelling and design models for rock tunnelling employing stress release at the tunnel face are elaborated. Some numerical evaluations are gi- ven in diagrams, comparing approaches of dif- ferent authors. Comments are presented on nume- rical three-dimensional models (visualized by structural models for mining in rock salt), on the interaction of in-situ monitoring and design, on structural safety for underground structures, and finally on the general develop- ment of structural design models in geo- Techniques.

Magmatic-related low sulphidation hydrothermal ore systems at plate margins exhibit distinct spatial and temporal zonations which can be used to aid mineral exploration and development. Low sulphidation systems at all crustal levels exhibit the same paragenetic sequence of events: early breccia formation, followed by quartz - secondary feldspar - sericite/illite veining, then mineralisation, and final argillic overprint. This sequence of events is interpreted to reflect the initial emplacement of melts at high crustal levels, and the progressive cooling of that melt and release of magmatic constituents into a circulating hydrothermal system.

The Early Proterozioc Pine Creek Geosyncline hosts a large number of gold showings. Mineralisation types include stratiform, synsedimentary deposits within iron formation and carbonaceous mudstone; disseminations in granophyric intrusives; and quartz vein related concentrations in the form of shear fillings, saddle reefs and stockworks. Stratiform gold deposits preferentially formed near penecontemporareous faults during periods of basin instability. Intrusive basic magmas later assimilated some stratiform mineralisation and subsequently redeposited it within differentiated phases. Gold was again remobilized during regional deformation and metamorphism. Stratiform mineralisation was upgraded insitu in high strain zones and gold was mobilized into metamorphic fluids. Fluid induced fracturing during prograde metamorphism and later uplift caused the deposition of extensive gold rich vein systems. The genetic relationship between gold deposit types is reflected in the clustering of showings along regional anticlines, and provides a powerful exploration tool. The large volume of 'exhalative'òmaterial in the Geosyncline with elevated gold content suggests significant economic stratiform mineralisation may be present, and probably provides a source for later disseminated and vein deposits.

Benchmarks of mine equipment involved in the excavation process of coal mines would suggest that such equipment is not always operating at an optimum level. Dragline operations and truck/shovel operations rely on efficient use of their plant in order to maintain high mine throughput. The first process which affects the material to be excavated is the drilling and blasting process. Drilling and blasting delivers a fragmented material with a given disposition ready for excavation by mine equipment. As mine operators demand more productivity from their major excavating equipment, many sites are considering the use of productivity monitors to measure their outputs. Some of these productivity improvements will be directly related to the drilling and blasting process, so that as the monitoring systems improve, the opportunities to evaluate all drilling and blasting variables will also improve. This paper reviews current and newer methods for monitoring equipment productivity in mines. These include simple time and motion studies obtained by either manual timing of processes or by automated data collection equipment being adopted by the industry. Case studies for truck/shovel operations are discussed and the productivity improvements are compared with typical industry standards. These improvements relate specifically to parts of the load, haul and dump cycle and the potential for significant improvements are identified. Particular opportunities for drilling and blasting improvements are also presented.

The Ore Reserve System implemented at Mount Isa for Mount Isa Mines Limited is a comprehensive' computer system designed to process assay, geological, structural and survey data for Isa and Hilton Mines. This paper outlines the achievements of this system to date and by example, discusses the various reports and plotted output available. __ The impact of the ore reserve system particularly within the-Geology and Mine Plan ning Departments is reviewed in terms of new approaches to ore reserve calculations, evaluating the economics of various mining methods and reviewing preliminary stope designs. The compilation of metal distributions for both copper and lead orebodies at varying cut offs and reducing the involvement of skilled personnel in preparing non-standard plots of borehole paths are discussed. Options available through the system and their applications are outlined together with the planned future development of the system.

Recent work on computerised mineral resource databases at the Institute of Geological and Nuclear Sciences Limited has concentrated on the development of the GERM, REGCHEM, and MINLIT databases, and their integration in a Geographic Information System using MapInfo software on an IBM-compatible microcomputer local area network. GERM (GEological Resource Map) is a mineral deposit inventory with national coverage and more than 10 300 entries. REGCHEM (REGional Exploration GeoCHEMistry) is a database of stream sediment analyses from open-file mining company reports, containing more than 14 000 sample sites from the Coromandel and west Nelson regions. MINLIT (MINeral LITerature bibliography) is an annotated bibliography of literature on topics relating to the exploration and geology of mineral deposits in New Zealand, and includes more than 5000 entries for published books and papers, and unpublished mining company reports, university theses, and government reports. Master sets of GERM and MINLIT continue to be maintained on a VAX mainframe network but REGCHEM is operated only in the PC environment using the Microsoft ACCESS database management system software.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Ertsberg mining district is a 100 km2 area in the highlands of Papua, Indonesia. The district hosts mineralised and barren, outcropping and hidden porphyry and equigranular intrusions. There are at least six major (100+ m wide) porphyry intrusions identified from surface and underground mapping and drill cores. These are the Grasberg Igneous Complex (GIC), Karume porphyry, Lembah Tembaga porphyry, Ertsberg Stockwork Zone porphyry, Kay intrusion and the Wanagon intrusion. Recent deep drilling adjacent to the GIC identified a new hidden porphyry at depth, the Gajah Tidur (Sleeping Elephant), which extends south-west beneath the Kucing Liar skarn. Other named small porphyry dykes and plugs in the district include the West Grasberg, North Grasberg, Idenberg, South East and Zaagkam intrusions. The largest equigranular intrusion is the multiphase Ertsberg diorite.Igneous activities occurred in a relatively short span (<1 million years) from about 3.4 Ma to 2.7 Ma ago, based on U-Pb zircon dating. The various intrusions in the district related to ore mineralisation are high K and appear to have been derived from the same parental chamber, based on similar whole rock rare earth element patterns. Radiogenic Nd- and Sr-isotopic variations indicate that there were multiple recharge events into the parental chamber.The larger intrusions and all economic mineralisation occur in a 4 km wide zone that parallels the N60W-trending axis of the Yellow Valley Syncline (YVS), one of the large folds generated during collisional tectonism. Intrusion pathways at ~3 Ma were localised into dilatational areas in a late and/or post-collisional NW-trending, left-lateral strike-slip zone with Riedel shear offsets between the major fault zones. Contemporary approaches to safety management appear to be failing short of meeting its mark in improving mine safety. This is evidenced by the high workers compensation, high incidence rates and fatalities. Evidence from high-risk and complex organisations points towards safety culture as being important in improving site safety. In more recent years resilience engineering has been touted as a new and innovative way of managing safety. This paper reviews and synthesises previous literature on safety culture and resilience engineering. It then highlights methods that can be used to measure safety culture and resilience engineering, and explores similarities and differences between complex organisations and gold mining to identify opportunities for more innovative approaches to improving safety in gold mining operations through safety culture and resilience engineering.

Over the last 20 years the blasting industry has progressed from the stage of being artform to a science as it is today. The use of computers to simulate blasting results has allowed blasting engineers to accurately pre- dict blast results and to optimise their blasting. This paper describes the computer blast simulator called BLASPA and its various applications in blasting. BLASPA allows the blasting engineer to predict blast results given known details of explosive properties, their distribution, rock type and properties, hole size, burden, spacing, collar and subdrill. The simulator runs mathematical situations and outputs numerical estimates of fragmentation and muckpile results. The paper discusses results which show that the mathematical outputs correlate very closely with actual results seen in the field, thus confirming the validity of the simulator. BLASPA can be used to help improve blast design by predicting stress levels in the rock mass and consequent rock breakage.

Since early 1968 the Bureau of Mineral Resources (B.M.R.) has carried out VLF-EM test surveys in various parts of Australia and Papua. The aim of the work, primarily, was to examine the effect- iveness of the method as an exploration tool under a variety of Australian conditions. Selection of test areas was determined by the availability of geological, geophysical and drilling information and by the desirability to include a variety of physical variables such as depth of weathering and topography. The aim of the present account is to review the results of this work and to make an assessment of the method available to the mining industry. The author wishes to acknowledge considerable assistance both by way of data and discussion provided by Messrs. In recent years, ultrasonic comminution technology has been developed at the Utah Comminution Center. An ultrasonic grinding device was assembled and investigated. An ultrasonic transducer system has been significantly improved by using a special type of piezoelectric ceramic and preloading to 4.1 x le kPa to obtain maximum strength. The improved system provides constant and rapid vibratory promotion of fatigue fracture resulting in more effective breakage. The design principles for an ultrasonic mill are developed in this paper. Size reduction was successfully achieved in the ultrasonic nip-roll device for a variety of materials. Ultrasonic comminution has repeatedly demonstrated the capability of producing fine particles from a variety of materials. A comparison between ultrasonic grinding and dry ball milling of limestone showed that the ultrasonic device produced much narrower size distributions than the ball mill. This trend is especially obvious in the coarse size range where few particles remain, and in the fine size range where overgrinding is prevented. This behavior might have some interesting applications in areas other than mineral processing like powder metallurgy or material science where narrow and controlled product sizes are required for the successful elaboration of high-technology ceramics and glasses. Ultrasonic comminution has a significant advantage in the accurate control of the product size.
