In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

In mining industries, materials loading and handling costs represent a significant component of the total (capital and operation) costs. A variety of methods have been applied in surface mine equipment selection in order to select the suitable loading and haulage system with the lowest total cost. The optimal size and number of equipment calculation are very important task for mining engineering because loading and haulage equipment are major proportion of open pit mining cost. Capital and operating cost are considered in objective function with respect to interest rate, insurance and tax in non-linear form. Shovel and truck annual productivity constraint, fleet matching constraint and number of truck per shovel constraint are incorporated in this optimisation problem with continuous variables. This formulation will yield total cost minimisation per hour and good accuracy compared to previous methods.

Granulation of iron ore fines into robust granules is critical to successful sintering and blast furnace operations in iron and steelmaking. Iron and steelmakers desire iron ore granules with high strength, uniform size distribution and low fuel consumption to enhance efficient sintering operation. Unlike hematite ore, magnetite concentrates do not granulate easily at low binder dosage to yield coarser granules due to the absence of nucleus particles. This motivates the present study to harness the complementary properties of hematite ore to enhance granulation of magnetite concentrates via blending. The current state-of-the-art in hematite and magnetite blend granulation is reviewed, along with granule property limitations. Direct reduction of iron ore by solid reducing agents have been studied extensively and summarised by several authors (Otsuka and Kunii, 1969; Abraham and Ghosh, 1979; Frauhan, 1977; Rao, 1971; Kawasaki, Sanscainte and Walsh, 1962; Ghosh, 1970; Rao, 1979). While studying the reduction behaviour, it is generally agreed that the reduction occurs via gaseous intermediate, generated by carbon gasification reaction which involves mass transfer, heat transfer nucleation and growth, etc through a) reduction reaction occurring at solid reductant, and b) reduction reaction occurring at solid iron oxides, thus making the overall reduction process very complex in terms of clearly defining the reduction kinetics of the system. In addition to this, practical difficulties like correctness of reaction temperature, (Seaton, Foster and Velasco, 1983) difficulties in isothermal temperature studies of reduction, difficulties in monitoring the reduction process while using gaseous reductants and separation of reduction by volatile matter from overall reduction process make the reduction kinetics more complex (Misra).

The head loss caused by metallurgical sampling for slurry streams can be reduced by metallurgical sampler design. When the process volumetric flow rate is reduced by vertical static cutters before the sampling by an equal number of moving cutters to the static cutters, the installation requires less installation head space than other sampling arrangements and is easy to accommodate at suitable locations in the process. Low head loss reduces building costs for the processing plant and operational costs during the lifetime of the plant.The presence of a possible systematic bias in the particle size distribution, solids density and elemental composition between an Outotec MSA 2/50 metallurgical slurry sampler sample and MSA 2/50 manually sampled reject have been studied by a customer. The paired samples were taken as simultaneously as possible. The customer evaluated the possible bias using a paired t-test and provided the assay results to Outotec for further evaluation.The results of the paired t-test showed no systematic bias in particle size distribution, solid density or assayed analytes, except in one analyte with low content and a high relative error. The high relative error in one analyte may have been caused by the same calibration model used in a X-ray fluorescence analyser for both high elemental-content concentrate and very low elemental-content tailings samples. The sampled stream is the tailings of a previous process stage.The results of the t-test were studied further using analysis of variance to reveal the error sources in samples. The results showed no bias between the samples collected from the MSA 2/50 reject and composite samples collected of the MSA 2/50 sample stream. The courier online analyser data was also available for evaluation of representativeness to the process stream.The analysis results of the courier online analysis reveals no bias between the MSA 2/50 reject samples, MSA 2/50 sample stream composite samples and online analysis results during the comparative sample collection period.CITATION:Loimi, J, Minkkinen, P and Korpela, T, 2017. "Sampling may be mandatory for safety or environmental reasons. It may be because the value of a sale needs to be determined or to provide important data for investments. Whatever the reason, an incorrect sample will come at a risk. Only the person that relies on sampling data can imagine what the potential cost of such risk is.Sampling itself has a cost too; the direct cost of a quality control department and indirect cost for interrupting a process, such as stopping a conveyor belt during loading. If all material is the same then only one small sample is enough. But if all the material is different, then a very large sample must be tested; in the conveyor belt scenario it must be stopped very frequently and the associated cost will be high.A good sampling plan finds the proper balance between risk and cost. A good sample must be small enough to handle yet large enough to be representative for what information is required. All good samples have three things in common: there was proper access to the material the sampling tool allowed equal probability of particles being selected nothing was disregarded, everything was included.This too is the core of Gy’s ideal sampling scenario, where all particles have the same probability of being selected and included in the sample. There is risk of bias when part of a lot is excluded from the sample. Extra care is needed when sampling particularly heterogeneous, segregated or layered materials. The sampling tool should never systematically leave out a portion; it shall not push aside large or hard particles. Wet samples shall not stick to the sampling tool. In the proposed criterion for coal a distinction is made between brittle and "psuedo-ductile" failure. This criterion is the basis for the development of new equations for coal pillar strength, including a transition from brittle fracture to pseudo-ductile yielding. In addition the equations obtained allow the critical minimum pillar dimensions to be calculated to avoid "catastrophic" and "ultimate failure".The validity of these formulae can be tested by comparing their results with pillar case histories derived from the literature.

In recent years it has been more and more recognised that applied geology can be of service to the mining industry, and many mining companies overseas now have permanent geological staff as part of the operating organisation.Most of these companies insist that the geological department must pay for itself by the savings it can make in operating cost, and the growing use of the geologist is proof that such savings are made.The geological problems in every district are different, and a description of the problems and method of attack in a specified district is a useful addition to the literature of mining geology. Very few contributions, from the standpoint of the mining company geologist, have appeared in the Australian literature so that, although the operations of Bendigo Mines Limited are still in the development stage, and its geological work newly established, a description of the routine geological work at Bendigo should beof interest.Although most Bendigo mining companies have not employed permanent geologists, they have utilised geological guidance wherever possible, and a great body of data has grown up. Acknowledgment is made here to the valuable work of the Geological Survey of Victoria, especially the writings of E. J. Dunn, H. Herman, and H. S. Whitelaw, and the maps of Caleb Thomas and H. S. In the mining industry blasts are usually designed to fracture the in situ rock mass and prepare it for excavation and subsequent transport. The run of mine (ROM) fragmentation is considered good when it is fine enough and loose enough to ensure efficient digging and loading operations. Mining optimisation strategy is hence usually focussed on minimising total mining costs and maintaining these ROM fragmentation characteristics. Although this approach ensures an efficient mining operation it ignores the potential impact on crushing and grinding. Investigations by several researchers have shown that designing blasts to produce ROM fragmentation to optimise crushing and grinding performance enhances the overall efficiency and profitability (Eloranta, 1995; Kojovic et al, 1995; Bulow et al, 1998; Kanchibotla et al, 1998; Scott et al, 1998; Simkus and Dance, 1998). Field experimentation in this area is often found to be difficult because of high implementation costs and insufficient understanding about the effect of fragmentation at different stages in a comminution circuit. Modelling and simulation of blasting and comminution processes provide a more economic alternative to explore the impact of blast design changes on the down stream operations (Kanchibotla et al, 1998; Kojovic et al, 1998; Adam and Siddall, 1998; Bulow et al, 1998). However, the reliability of such simulations depends on:the ability of the models to reproduce the physical processes that take place; characterisation of rock mass in terms of its blastability and comminution characteristics; and in the case of blast modelling the ability to predict fines (-10 mm) has been found to be particularly important as this fraction has a significant effect on mill throughput.

Open pit mine plans define the complex strategy of displacement of ore and waste over the mine life. Various mixed integer linear programming (MILP) formulations have been used for production scheduling of open pit mines. The main problem with these models is the inability to solve real size mining problems. We present a mixed integer linear programming formulation for the open pit long-term production scheduling problem. To reduce the number of binary integer variables in the formulation, we aggregate blocks into larger units referred to as mining-cuts. We present a semi-supervised clustering algorithm which aggregates smaller blocks based on rock types and grade ranges into mining-cuts without introducing an error in the grade estimated values. The cluster-based aggregation algorithm is fully integrated into an MILP mine production scheduling prototype software. We have implemented, verified, and validated our models. The efficiency of the new platform is evaluated through iron ore mine case study.

THE Australian States and New Zealand have for many years provided instruction in mining, metallurgy, geology, and their allied subjects through their Universities and Schools of Mines. Though such education has been provided at considerable expenditure, there is no legal recognition whatever given to the holders of degrees, diplomas, or certificates granted by the authorities controlling these educational institutions. Certain of the, Australian States and New Zealand require, however, that mine managers and other officials employed by the mining industry shall 'hold' certificates granted by their respective Mines Departments.The position at present is that each educational institution is practically a law unto itself, and therefore in many ways there is a want of uniformity amongst institutions all aiming at the same result the training of mining men. The object of this paper is, in the first place, to point out certain aspects of this want of uniformity, and thereby how disabilities accrue. There is an apparent push to develop and commercialise "new and innovative" process flow sheets. A not-too-difficult reality check clearly demonstrates that the success rate of this push is not particularly significant and in fact could be regarded as a waste or misappropriation of R&D funding and the associated brain power. As Julian Sumner Miller would comment "why is this so?" To put it bluntly, many of the so-called innovative developments are equivalent to gold plating the dunny door - visually interesting but of very limited practical value. The following data cover a phase in the systematic testing of gold deposits which does not appear to have been specificalIy investigated.In boring either secondary or primary deposits, gold, by virtue of its high specific gravity, will tend to migrate downward, below the driving shoe or bit, and thus cause misinterpretation of value unless final recovery Can be effected after the hole has been bottomed.Unlike fortuitous and non-recurrent errors, due to, say, running ground, "pile driving" or rock fractures, systematic error due to migration may be unpredict.able from operating data alone, and, therefore, result in serious miscalculation of the weighted average upon which the engineer's recommendation is based.Applied to diamond drilling, loss by downward migration appears to have been largely responsible for distrust of sludge assays in the past. On the other hand, although modern practice rightly trends towards an integration of both core and sludge samples in borehole valuation, the possibility of systematic loss must be investigated when using combination graphs such as those of Longyear, Moehlman and WeIler. If the sludge value is incorrect the combination graphs will serve solely to stultify the core valuation.It appears to be axiomatic that: 1. With full core, sludge assays are of minor import.2. With recovery above 90%, differentjal grinding, of the high grade sections may have occurred, and this c!ln be corrected only by the us.e of cOJ;rect sludge valuation.3. With core recovery less than, say, 70%, no accurate valuation is possible without integrating the sludge assay.4. With less than, say, 10% core recovery, the sludge assay affords the sole basis of evaluating a borehole which may have cost many hundreds of pounds.The conditions demanded for reliable sludge valuation have, in practice, been restricted to high quantitative recovery and return of nearly 90% of the drill water. It is submitted, however, that the following additional knowledge is required:1. The nature of gold distribution in the ore.2. The lifting power of the return water column, which can be gauged by the maximum quartz particle, provided that the degree of "hindrance" can be determined.3. That all gold has been cleared from the bottom of the borehole immediately after it has passed through the orebody.The three cases discussed hereunder are offered not only as proof of the thesis, but also in the hope of promoting discussion on the interpretation of borehole values and on methods for saving free gold in the sludge. The fact that two of them cover alluvial boringand the third diamond drilling has resulted in this attempt to reduce the behaviour of free gold to a basis common to all types of boring.

When conducting gold leach tests on free milling gold ores which method is the best, bottle rolls or the stirred beaker test? Recently, a client requested that gold leach tests be conducted using the stirred beaker methodology. When asked why, because the laboratory was set up to conduct tests using the bottle rolls technique the reply was that the stirred beaker leach test would replicate the plant more closely. Not wishing to upset the client, the instructions were followed. However, the opportunity was taken to complete additional tests so that the two leach procedures could be compared. Further, this comparison was completed on two different gold ores as well as a number of different grinding media types.This paper provides a description of the two laboratory techniques employed, and presents the results of these parallel tests. Interestingly, the assertion that the stirred beaker methodology more closely replicated plant performance was not validated. In fact, the results obtained using this procedure were noticeably different from those observed in the plant, with lower recoveries and significantly higher cyanide consumptions. The bottle rolls test however more adequately replicated plant performance in terms of recovery and cyanide consumption. At the Orieco mine quartz veins carrying sulphides were localized in parts of an extensive fault zone in the Mathinna Beds during late Middle Palaeozoic mineralization.These deposits were subsequently exposed, and oxidation of the sulphides by percolating groundwaters resulted in the formation of gossans at the surface, and replacement close to the permanent water table of the more soluble sulphides by copper sulphides (chalcocite, coveIlite). A restricted zone containing copper oxides (cuprite, tenorite), copper carbonates (malachite, azurite), iron arsenates (scorodite, pharmacosiderite) and possibly rare copper sulphates occurred above the water table.The renewed oxidation of these deposits following mine development has been facilitated by the ready circulation of air and water combined with the formation of large free surfaces ideal for evaporation of aqueous solutions. Under these new conditions of high initial sulphate concentration, low pH, and relatively high Eh, the previously formed mineral assemblage is unstable and numerous Cu (Fe,Zn)-sulphates and Fe (Cu,Pb)-arsenates are presently forming in fractures in the fault zone and on the adit and stope surfaces for some considerable distance from the Sulphide-rich ore shoots. The observed spatial sequence of the major sulphates with respect to the sulphide-rich zones (Le. chalcanthite-antleritebrochantite and langite) is consistent with decreasing sulphate concentration and increasing pH away from the oxidizing sulphides.

The need to hoist increasing loads from great depths is leading to the more general adoption of winders of the Koepe and Blair types. The trend has introduced a number of new problems in winding ropes, more particularly in the Koepe system where regular destructive tests during the life of a rope are not possible. Consequently, the importance of introducing non-destructive tests is much greater, especially so in the case of Koepe ropes used for deep winding where there are three major destructive fatiguing influences. These are rotational effects when a vertical rope is changed end-for- end each trip, the much greater range of stress to which the rope is subjected each trip as compared with drum winding, and the destructive effect of a high coefficient of friction between wheel and rope. A plea for a lower coefficient in the interest of better rope and tread life, substantiated by analysis, is made for Koepe winders operating at depth.Co-ordination of rope testing with general hoisting problems is stressed and the active participation of the Wire Rope Committee of the Australian Mineral Industries Research Association Ltd. in the promotion ofthe project is noted.The general introduction of a rope testing programme in Australia, personnel requirements and some local basic research in the subject to cope with future demands are considered.

Steelmaking has a significant contribution in producing greenhouse gases and there is a worldwide push towards decarbonising the process. One of the approaches to reduce CO2 emissions is to use hydrogen in the blast furnace (BF) as the reductant gas. However, hydrogen reduction is an endothermic reaction, bringing changes to the temperature distribution in the BF. Understanding iron ore sinter mineralogy and reducibility under a hydrogen atmosphere is essential to optimise the process. In this study, sinter analogues in the Fe3O4-CaO-SiO2 (FCS) ternary system together with industrial sinters were reduced in H2-rich and CO atmospheres and the resulting reducibility and associated mineralogical changes were observed. Results show that magnetite-lime-silica (MLS) sinter analogues had similar reduction rates under H2 and CO, and also higher reducibility than most of the industrial sinters, suggesting that magnetite sinters could be used efficiently in a conventional or hydrogen blast furnace.
