In situ stress on the scale of a tunnel or mine may be distorted by geologic structures. The resulting variations in in situ stress have a direct bearing on the potential for mining-induced seismicity. New evidence collected from the Lucky Friday mine by US Bureau of Mines researchers, as well as a review of previous case studies, demonstrated that in situ stress variations affect the [spatial] distribution of mining-induced seismicity. Although overcore stress measurements have been useful in these studies. they are too expensive and, depending, on conditions, may be too difficult to collect. However, information on borehole and raise breakouts: deformation of mine openings: and patterns of seismicity, ground-control problems and rock-burst damage can be used to build a stress database. In conjunction with maps of mine structure and geology and models of rockmass behavior, this database can then be used to build a map of in situ stress variations. Such a map could provide a means of anticipating patterns of mining-induced seismicity and. Thus, could be the basis for planning appropriate measures to ameliorate rock-burst hazards.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. INTRODUCTION Phosphatic resources may be quantified in terms of ore tons and phosphate analyses; however, to quantify phosphate reserves it is necessary to estimate the tons and quality of phosphate rock that can be extracted from the ore. The yield and grade of phosphate rock that can recovered from sedimentary phosphate deposits are usually difficult to estimate because of variations in stratigraphy and/or mineralogy. Prospecting phosphorite ores for purposes of estimating reserves and preparing mine plans requires considerably more effort than defining ore thickness and P205 content. In Florida, for example, it is standard practice to prospect by core drilling and to subject each strata (split) to beneficiation testing, and to perform detailed chemical analyses on the beneficiated products from each strata. For a completed drilling pattern the area of influence of each hole is 2.5 acres. The number of strata per drill hole typically varies from two to five, and thus complete prospecting of a 40acre tract requires drilling 16 core holes and beneficiation testing of about 48 ore samples. Florida practice is not appropriate for all phosphorite deposits. Functional drill rigs and trained drillers may not be readily available. Water for core drilling may be unavailable and the characteristics of either the overburden or ore may require careful attention and excessive cost to obtain representative core samples. Alternate ore sampling methods include auger drilling, rotary drilling to obtain cuttings, and the excavation of trenches, pits, and shafts. Drill cuttings samples are generally the least expensive to obtain, but they are usually unsuitable for beneficiation testing because of particle size reduction during drilling. Ore samples from surface trenches and pits are expensive and may not be representative of deeper ore. Ore samples from shafts are the most expensive to obtain, but if taken properly they are reliable for use in laboratory and pilot plant testing. Regardless of the prospecting technique used, reliable estimates of the yield and grade of phosphate rock that can be extracted from an ore deposit are required: • to justify capital expenditures for a new mine • for mine design and mine planning • for beneficiation plant design • for production forecasts, quality control, and marketing. This paper describes models that predict the beneficiation response of ores from three phosphate ore deposits. The purpose of these models is to obtain maximum utilization of available prospect data with the least cost. ORE DEPOSITS Simple beneficiation models have been developed for ores from three sedimentary phosphate deposits around the Mediterranean area. The first deposit, herein described as "A" ore, is located north of the Mediterranean Sea. The second deposit, designated as "B" ore, is located east of the Mediterranean Sea, while the third deposit, "C" ore, is located south of the Mediterranean Sea. Ore "C" is from the Sra Ouertane deposit in northwestern Tunisia.

'The second portion of the paper deals with specific laboratory examples of some separation systems studied to date.

INTRODUCTION Lead and zinc are today rightly regarded as sister metals. Historically, however, they differ markedly with lead being known and in general use as the metal since 3000 BC in several countries which at that time might have been described as mature economies. Zinc was not isolated and recognised as an industrial metal with distinct and valuable properties until about 1700-1800 AD (although it had, of course, been utilised as a constituent of brass for some 2000 years previously). c were well established as industrial metals by the beginning of the 20th century. The present paper briefly reviews the overall growth in world consumption* and changes in the three main areas which today represent the mature economies or industrialised areas, i. e. ,Europe, the United States and Japan. Trends in overall consumption are determined by the demands for the individual uses for lead and zinc. The changes in patterns of use in the industrialised areas - individually and collectively - and reasons for the changes are also considered. LONG TERM TRENDS - 1900-1984 The World Picture Since the beginning of the 20th century the world consumption of lead (3.9 million tonnes in 1984) has grown almost fourfold and that of zinc (4.7 million tonnes in 1984) is almost eleven times greater than it was in 1900. The long-term trend has been one of continuing expansion for both. metals although the pattern has been severely disturbed at certain periods, for example in the years immediately following the two world wars and at times of marked recessions in industrialised areas. Apart from such major setbacks, new levels of consumption have been established regularly every few years. Recently, however, consumption has not really grown and with only a slow and partial recovery in world industrial activity at present, there is no indication that the peak consumptions of 4.2 million tonnes of lead, set in 1979, and 4.8 million tonnes of zinc (1973) will be exceeded in the near future. The growth in world lead and zinc consumption since 1900 is shown in Figure 1 (which includes changes in copper and aluminium for comparison). Overall growth over the period 1900-1984 has been about two percent a year for lead and about three percent for zinc (annual growth for copper has also been about three percent). Increases in tonnage consumption and growth rates by decade for lead and zinc are summarised in Table I. However, the growth rates by decade sometimes conceal very large individual annual increases and decreases. For example, in 1975 lead consumption fell by 13 percent and zinc consumption by 22 percent compared to 1974. In 1976 consumption of lead and zinc rose by 12 percent and 18 percent respectively. The years when consumption 'landmarks' (ie one, two, three and four million tonnes) were first reached are shown on Table 2. Clearly, the pattern of shorter periods being required to attain each extra million tonnes of consumption was broken in the 1970's. The consumption of zinc overtook that of lead for the first time in 1940, and since 1946 has always been at a higher level. Trends in industrialised areas The two key industrialised areas at the beginning of the 20th century were Europe and the United States which between them accounted for some 95 percent of world lead consumption and 98 percent of zinc consumption. Figures 2 and 3 show the growth in lead and zinc consumption, and Figures 4 and 5 the percentage shares for each area since 1900. Europe has usually been the major user of lead except for some years in the 1920fs, most of the 40's and early 50's when consumption in the United States was larger. In 1900, Europe accounted for about 64 percent of world lead consumption and the United States just over 30 percent. Currently, Europe takes about 40 percent of world consumption and the

The Zn-Ag-Pb mineralization zone near Molai (Greece) was explored by more, than 60 drillholes. Promising results led to the decision of additional drillholes in order to confirm the expected spatial extension of the deposit. A multiobjective approach is described which optimizes the location of a set of 5 additional drillholes. The decision is based on estimation errors for grade, thickness and depth of the main ore bearing layer, with respect to cut-off values for grade and thickness. The linear combination of these variables defines a favorability index which is used for mapping optimal drillhole locations. The map shows several clusters of favorable cells. A declustrering algorithm is used to select a representative cell for drilling in each cluster.

In this paper the main subsidence- ground-structure interactions and an overview of the response of surface structures to subsidence ground movements are presented. The purpose of the paper is to augment our understanding for more effective application of available data as well as to highlight the essential site conditions in building response. The data presented general1 y applies to houses to structures up to 2-3 stories high and no more than several hundred feet in length. Superstructures of these buildings are supported by exterior (wood-frame or masonry) bearing walls with the interior floor loads carried by essentially one row of interior columns. This paper is not directed towards the response of tall buildings, steel-framed structures, or building types commonly associated with schools, churches, libraries, etc.

Chemical and structural changes occurring during the roasting of refractory gold ores were investigated. Effect of temperature on oxidation behavior of ores was analyzed using TGA, DTA and X-ray diffraction methods. The experimental results showed that the carbon in the ore has to be oxidized to a minimum value before any appreciable oxidation of sulfur occurs. Oxidation rates as a function of temperature were calculated. Optimum conditions under which a successful roasting of the refractory gold ores can be obtained are discussed.

Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

Development of the flotation reagent scheme at Climax Molybdenum Company's mine at Climax Colorado is reviewed. Features of the mineralogy, milling practice and background of reagent changes are outlined. Special attention is given to the hitherto unpublished details of the application of depressants for copper and lead impurities. The present rougher flotation reagent scheme utilizes a neutral hydrocarbon oil, low in unsaturates and wax, as collector with a sulfated coconut oil emulsifier and pine oil frother. Lime and sodium silicate are used as rougher conditioning and slime dispersant agents. Chalcopyrite and galena impurities are de- pressed in both rougher and cleaner plants by stage addition of Nokes reagent and sodium cyanide to yield a metallurgical grade molybdenite concentrate containing greater than 90% molybdenite and less than 0.5%, 0.1% and 0.05% iron, copper and lead impurities, respectively.

With the growing demand for energy, explora¬tion for uranium deposits has dramatically increased in the past few years. Since the early ages of uranium exploration, natural gamma ray logs has proved fast and convenient in locating and evaluating mineralized bodies. However, natural gamma ray logging is an indirect measure of the uranium content and in some circonstances, the radiometric signal can be 'altered in a very significant way. To check the presence of any distortion, statistical comparision of radiometric counts and chemical assay values for the same samples is generally performed. Of course in such studies, one inevitably mixes samples where the radiometric signal is really proportional to the uranium content and samples where this signal is influenced by many other sources or distorted before being recorded. Nevertheless, the average tendency leads to correction factors which are then applied to every radiometric reading in the deposit or portion of the deposit where the statistical comparison is made. To account for the "average" character of these correction factors, a parameter of uncertainty like a standard deviation of possible errors is associated to each corrected value. This parameter can be latter used in an ore reserve estimation when the weights assigned to samples should depend on the precision of their grade. The purpose of this paper is to present a new regression technique which can be used without any restrictive hypothesis like a normal or lognormal distribution. Different standard ways which can be used to statistically compare radiometric and chemical assay values for the same sample and to derive a correction factor for the latter will first be reviewed, after a general discussion of disequilibrium problems. The discussion and the examples will be restricted to the case of natural gamma ray logging in drill holes but the methods presented in this paper can also be applied to data from the radiometric probing of a working face or a truck load in an operating mine.

Technical progress depends on strategic objectives and a concept showing how to benefit from the effects of novel techniques in an innovation process and how to implement them creatively in harmony with manpower capabilities. With the invention of prime movers, it was initially power engineering which dominated the development of industrial history before it was replaced by production techniques resulting from the more widespread use of machines. With the advances in the field of data processing and with the introduction of novel communication techniques, it is information technology- which today is having an ever increasing impact on technological progress. The main objectives of information technology in this context are a positive influence on the ?time? factor as well as the provision of tools to handle the complexity governing many operational processes through a concentration of information for the decision-making process. The German hardcoal industry became aware of the chances inherent in these new technological possibilities for the optimization of operational sequences and of decision-making and planning processes as a potential for success at an early stage and it has worked out a purposeful concept for their implementation.

Introduction Compared to the gyratory crusher, the cone crusher is character¬ized by its higher speed and a flat crushing chamber design which is intended to give a high capacity and reduction ratio for materials suitable to this type of processing. The aim is to retain material longer in the crushing chamber to do more work on material as it is being processed. A concept of how a piece of stone might flow through a secondary crushing chamber is shown in Fig. 45. The number of times material will be nipped during crushing will depend on material size, friability, and the geometry of the crushing chamber as well as its speed and eccentric throw. Cone crushers are usually specified in terms of closed-side setting (CSS) and a given quantity of material passing a particular square-mesh screen size. A criterion of product passing closed-side setting is often available. This value will vary according to the particular crusher design and the details of its applica¬tion. Essentially, cone crushers can be classified into distinct types, depending on their duty. Crusher sizes for all duties are described by terms arising out of common industry usage, such as 3-ft, 7-ft, etc., which refer to the crushing-head (mantle) diameter. At present the range of sizes available varies from approximately 2 to 10 ft diam. Weights vary in the range of 5 to 200 tons, and connected horsepowers range from 10 through 700. There are so many variations that specifics should be obtained from machine manufacturers. The crushing chambers that are fitted to various machines are also often referred to by terms arising out of common usage, such as standard for secondary crushers, and short head for tertiary crush¬ers, which refer specifically to the Symons design. Also used are more specific but equally vague descriptions, such as coarse, intermedi¬ate, and fine chambers. Some manufacturers such as Allis-Chalmers with their Hydrocone crushers refer to the model number of the machine by the feed opening and the diameter of the mantle. For example, a Model 10-84 Hydrocone crusher has an 84-in. diam man¬tle, and is capable of accepting a 10-in. diam sphere at the feed point to the crushing chamber. Rexnord and Telsmith define crushing cavi¬ties in their capacity tables as feed openings at minimum recommended discharge settings (closed-side settings). Each practice offers guidelines which should be carefully defined for the specific crushing problem. The utilization of a cone crusher depends on how well it is controlled and the features of the circuit in which it operates. Normally, it will operate in the range of 75 to 85% of the peak capacity. It is likely that industry pressures will call for a standarized de¬ applied crushing power. Experience has shown that the crushing process is more controllable if certain reduction ratios are adhered to for each stage. Technically, this is defined as that size of feed (in. or mm) of which 80% will pass, divided by the size of the product (in. or mm) which 80% will pass. Secondary Crushers These are the cone crushers which accept suitable feed size material either prepared by a primary crusher or occurring naturally, and reduce it to a size suitable for marketing in one stage, or make feed for subsequent crushing or grinding stages. Secondary crushers have feed openings of 4 to 25 in. in the larger (7-ft) models down to a 2'/a to 4 in. in the smallest 24-in. models. Reduction ratios normally range between 3:1 and seldom more than 5:1. In the 7-ft models, the cone crusher typically makes a product all passing 2 in., but this is dependent on the machine design and properties of the material being treated. Secondary crushers most commonly operate in open circuit. They also are operated in closed circuit with a vibrating screen, depending upon product requirements and conditions where the reduction ratio does not cause excessive power draw and build-up of circulating load. Screening ahead of secondary crushers is generally recommended, especially where the feed contains more than 25% material smaller than the desired closed-side setting. Tertiary Crushers These are cone crushers that normally take secondary crusher product and reduce it to a marketable product or make it suitable for subsequent comminution steps. The reduction achieved is a func¬tion of the crusher design and the properties of the material to be treated. The reduction ratio is normally in the range between 1.5 and 2 to 1, and seldom more than 3 to 1. The tertiary crusher normally operates in closed circuit with a vibrating screen and makes a product smaller than all passing 'h or 5/8 in. Fine Crushers Sometimes these machines are called sand crushers and are called by various manufacturer brand names, such as Gyradisc, Hydrofine, V.F.C., and others. A cross section of a Symons Gyradisc crusher is shown in Fig. 46. Essentially, these crushers would be used in a fourth-stage crushing operation, but could be called on to reduce a screened feed size fraction from a secondary or primary crushing operation. This type of crusher normally receives feed no coarser than 1'h in. that is scalped of all over-sized material and operates in closed circuit with a vibrating screen. For average materials, typical product is '/e in. top size, although a -10 mesh product can be produced on those materials having suitable characteristics. The crusher is nor¬mally operated in a separate circuit from the main crushing plant because of the variations in output rates that are caused by varying physical properties in the feed. The reduction ratio is generally less than 2:1, and circulating loads are generally high. More interparticle crushing takes place in these machines than with conventional cone crushers and capacities can be more sensitive to changes in moisture content, feed size graduation, and other physical properties. Design Features For the various applications, crusher manufacturers normally have a range of crushers of different sizes and power ratings to select from.

Hydrocyclone separators are widely used in various industrial applications in the oil and mining industries to sort, classify, and separate solid particles or liquid droplets within liquid suspensions, which are considered to be multiphase systems. Numerous valuable studies have been conducted in recent years to investigate the flow fields inside hydrocyclones. However, much of the information regarding the performance of cyclones in the literature has limitations and much of it cannot be considered as completely applicable to most real-world applications; many of the studies investigated the flow fields within extremely simplified hydraulic designs that are not representative of the complex geometries or large sizes which are typical in industry. Therefore, in this study, the two-phase flow system inside the actual hydraulic geometry of a milling circuit hydrocyclone is explored with the aid of both computational and experimental techniques (particle image velocimetry (PIV)). More specifically, the flow field with an air core has been investigated. In addition, the air-liquid two phases flow in a hydrocyclone might cause some challenges on both the computational and experimental sides. Two turbulence models are utilized in the numerical calculations: the Reynolds stress model and large eddy simulation. The computational studies are mainly focused on the local flow behavior and the prediction of the dimensions and shape of the air core. Different section planes of hydrocyclone are selected as planes of interest and divided into several fields of view (FOV) for PIV measurements. Two-dimensional experimental velocity vector maps are obtained in each of the fields of view. The computational results are validated globally using pressure and flow rate readings at the boundaries and locally by comparison to the PIV velocity vector maps and profiles.

Silicon oxynitride, Si2N20, has many of the intrinsic properties of a potential high temperature engineering ceramic material. Some of these properties are similar to those of silicon nitride, which has been more intensively studied. However, although silicon nitride ceramics are approaching a state of microstructural refinement for various engineering applications, silicon oxynitride has received little attention. This has been mainly due to a lack of an economical and reproducible method of producing pure crystalline Si2N2O. Several reports exist on the preparation of crystalline Si2N2O from SiO2 and Si3N4, yet very little kinetic data exist. Even less is known about the carbothermic reduction of SiO2 in a nitrogen atmosphere to produce Si2N2O. In this paper, a review of the properties and methods of preparing silicon oxynitride will be presented. In addition, results obtained by reactively sintering SiO2 and Si3N4 will be discussed. INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. The National Italian Regulation concerning environment protection imposes that industrial areas are provided with systems aimed at preventing the circulation of contaminated groundwater. These systems can be static or dynamic and operate basically by intercepting the contaminated flow. Their effectiveness, realization time and costs depend on the intervention type and on the features of the specific site. The selection of the best solution is complex and the results obtained by this selection may be affected by residual risks related to the uncertainty of the hydrogeological and geotechnical characterization of the site. With regard to the industrial area of Portovesme, located in the south of Sardinia, the paper presents the analysis of alternative interventions aimed at the protection of the groundwater. The attention is focused on the evaluation of their effectiveness, impact on environment and, finally, time and costs of construction.

The 1997 Rapid Excavation and Tunneling Conference (RETC) was held at the Mirage Hotel, Las Vegas, NV. The RETC is a biennial event jointly sponsored by SME and the American Society of Civil Engineers (ASCE). Conference attendance was 573 members, nonmembers and students, an increase of seven attendees from the 1995 conference in San Francisco, CA. Exhibitors occupied 51 booths at the Las Vegas RETC. The 1997 conference encompassed 58 presentations in 15 sessions. Participants were given details on achievements and advances that have resulted in new design solutions, alternative work practices and increased productivity within the industry. The page at the end of this article tells how to get your copy of the RETC proceedings, either hardbound or on CD-ROM. Or, if you wish, for the first time a CD-ROM is available with the complete RETC proceedings from 1972 to 1997. This two-disk, archival volume has key-word search capability, is in portable file format and is compatible with PC and Macintosh platforms. RETC program sessions included design and planning, ground support, tunnel boring machine (TBM) case histories, conventional excavation, new technology, difficult ground, geotechnical, shafts and raises, future/special projects, new Austrian tunneling method, international projects, soft ground case histories and water and gas. What follows are highlights of some of the RETC presentations.

Effective control of balling line circuits is a problem taconite companies have been dealing with for over thirty years. The sensitivity of balling circuits to changes in moisture, bentonite, concentrate particle size, and other operating parameters are the main reasons for control problems. This paper presents test results and describes the integration of existing instrumentation with a digital image analysis system on a balling circuit. This work has the goal of developing control strategies to automatically adjust water spray and bentonite addition, to optimize the size distribution on the roll screen and reduce the variability in control between balling attendants, resulting in more consistent greenball product quality.
