Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). Construction of the AA Pad reclamation was completed in the fall of 2000. Seeding of the ET cover began in the late fall of 2000 and continued through May of 2001. On Saturday afternoon, June 1, 2002, a large, very localized thunderstorm struck the reclaimed AA Pad site. Eyewitnesses present at the time described a dark storm cloud parked above the site for less than half an hour. Average rainfall intensity was measured to be 122 mm (4.8 inches) per hour and peak rainfall intensity was estimated to be 213 mm (8.4 inches) to 259 mm(10.2 inches) per hour. At the time of the storm, the construction was less than two (2) years old and the vegetation had only a single season of growth. The entire period from the end of construction until the date of the storm was a drought period with below normal precipitation. Other than a few small snowmelt events, there was no precipitation event large enough to produce any significant flow in the channel network. Therefore, the very first significant runoff event was the extreme event of June 1, 2002. The storm essentially represents a large-scale field test of the design concepts used at the AA Pad site. Shortly after the storm, data was collected and analyzed with the intent of learning as much as possible about the performance of the cover system design with the expectation that the newly acquired knowledge might be utilized in future designs to further improve the performance of similar cover systems during extreme events.

Coal, as one of the vital sources of energy in China, has raised widespread concerns regarding its safety issues amidst the country’s economic growth driven by coal. To address this concern, this study employed the Kuznets curve, multiple linear regression, and data envelopment analysis models to investigate the impact of Chinese coal economic development on coal mine deaths from 1992 to 2021. The findings revealed a clear correlation between the Chinese coal economy and coal mine deaths. Specifically, per capita coal output, the death rate per million coal tons, and the death rate per hundred thousand persons exhibited positive, negative, and negative correlations, respectively, with the growth of coal income over the past three decades. Moreover, when the coal workers and coal output factors remained unchanged, the income of coal demonstrated a negative correlation with future changes in coal mine deaths. Notably, with three decades of coal economy development, substantial improvements in coal mine safety have been observed in China. Consequently, this research provides valuable insights for formulating safety measures and policies in coal mines across different economic levels, as well as a useful framework for assessing safety development in the coal industry.

The Bureau of Mines, U.S. Department of the Interior, is investigating biodegradation of cyanide as a means of decommissioning heap leach operations. Biological oxidation decreased weak acid dissociable (WAD) cyanide in process solutions1from 50 to 170 ppm down to 0.1 ppm. The tests were conducted both in trickling column reactors, using quartz as the growth surface, and in upflow columns, using activated carbon as the growth surface. In addition, exploratory tests indicated that bacteria will destroy residual cyanide in leached ore. A flowsheet has been proposed for closure of heap leach operations in which the metals processing portion of the plant, possibly the carbon adsorption columns, or a collection pond is used as a bioreactor. The cyanide in the process solution is destroyed in the bioreactor and the treated water is used to rinse residual cyanide from the spent heaps. The water is recycled until the effluent WAD cyanide concentration meets discharge standards.

Roping in hydrocyclones is a well-known phenomenon in mining and mineral industries which put serious restrictions on their continuous and maintenance free operation. Roping is mostly observed in association with high underflow solid concentrations which can be attributed to higher fraction of solids reporting to the underflow or the feed solid concentration itself being higher. This paper proposes a newly designed spigot with a truncated conical geometry which can allow for a rope-free discharge at higher feed solid concentrations. The experimental observations revealed that in the operation of a 50.8-mm-diameter hydrocyclone, roping ensued at 10% to 12.5% (wt%) feed solid concentration depending on feed inlet pressure for the cylindrical spigot, whereas with the modified spigot, rope free discharge was attained even at 25% (wt%) feed solid concentration.

Increasing consideration is being given to simplifying traditional methods of tracing pipelines and maintaining required temperatures of stored fluids. Because of their reduction in capital costs, virtual elimination of maintenance. ease of control and "cleanliness"; interest in electrical techniques has accelerated. 1,2 Resistance cable and other heaters have been given some attention. but less well known in the recent introduction of thermal conductive coatings. This paper is addressed to the use of thermal conductive coatings for heating fluid-transport piping and storage tanks. Emphasis will be given to the simplicity, efficiency, and versatility of design and application which their unique properties further contribute to the general economics of electrical heating.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modi tying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identity and quantity operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

The E-Power Pipe technology was originally developed for the trenchless installation of protective pipes and pipelines of 10" to 28" diameter, over long distances of more than 4,000 ft. The twostage process combines elements from Horizontal Directional Drilling (HDD) and microtunnelling technology. A microtunnelling boring machine (MTBM) excavates the borehole using a specially designed, temporary jacking pipe. A Rack & Pinion jacking frame pushes the equipment during the pilot bore and pulls in the prefabricated pipe string in a second step. The slurry microtunnelling machine is equipped with a jet pump, creating the so-called AVNS machine type. A new generation of small hard rock cutting wheels complements this considerable achievement for the tunnelling industry

The study of minero-petrographical characteristics and the subsequent textural and structural characterization of an ore mineral represents the first step of each industrial processing whose aim is the beneficiation of each valuable mineral phase present inside the ore. Analytical, mineralogical and petrographical, chemical and multispectral image analyses based investigations, applied to eclogitic ore samples deriving form "in situ" sampling campaigns, were applied. These procedures enabled to point out some textural and structural aspects characteristics of ore litotypes belonging to eclogitic-amphibolitic dikes. Such dikes are characterized by a paragenesis constituted mainly by siliceous gangue and accessory "useful titanium minerals" as rutile [TiO2], "pseudolilmenite", ilmenite [FeTiO3] and sphene [CaTiSiO5]. In the beneficiation process applied to ore s is of preliminary importance to establish a strategy in order to obtain a recovery of high quality "mono-minerals concentrates" as rutile, "pseudolimenite", ilmenite and phene. To reach this goal is thus necessary to develop a preliminary study of the textural, structural, petrochemical and minerochemical characteristics of the samples. Different ore samples (eclogitic rocks), resulting from sampling campaigns carried out in the Piampaludo area (Sassello district: Savona, Northern Italy), are examined.

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multi-gaussian (MG) approach relies on a grade multi-variate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar--and accurate--estimates for recoverable reserves.

The International Mineral Valuation (IMVAL) Committee, founded in 2012, develops strategies for conducting mineral valuations. These strategies have been developed into a mineral asset valuation template called the International Mineral Property Valuation Standards Template and is part of IMVAL's work to establish consistent international standards for mineral property valuation and reporting. This template is a living document that is updated from time to time and is based on three core values or pillars (Fundamental Principles): Competence, Materiality, and Transparency. Objectivity, Independence, and Reasonableness may be applied as required by national codes or standards. The Template harmonizes international standards for valuation of mineral assets as real property and represents a consensus of current good practices. It is not a stand-alone reporting code and does not supersede existing national reporting standards. The Template deals with mineral-property valuation as distinct from mineral-project evaluation. INTRODUCTION In his 1989 book, “The New Realities”, Peter F. Drucker, Clark Professor of Social Science at Claremont Graduate School, California, stated: “Information is data endowed with relevance and purpose. Converting data into information thus requires knowledge. And knowledge, by definition, is specialized.” (p. 209) The discipline of mineral valuation is knowledge-based and requires a mineral valuer to collect, analyze, and interpret data that are material to a mineral valuation assignment. In so doing, the valuer turns the data into information (data come first, followed by information as determined by the mineral valuer) for use by the client (from whom the valuer obtained the mineral valuation assignment) and other intended users. The valuer uses his or her experience and education (each valuer’s knowledge base) supported by a foundation built upon competency, materiality, and transparency, the three pillars of mineral valuation (“minerals valuation”, “mineral-property valuation”). The International Mineral Valuation Standards Template (“IMVAL Template”, IMVAL”, “Template”), third edition dated May 2018, defines mineral valuation as: “The estimation of the Value of a Mineral Property in money or monetary equivalent. The word ‘valuation’ can be used to refer to the estimated value (the Valuation conclusion) or to refer to the preparation of the estimated Value (the act of valuing).” (p. 14) Furthermore, the IMVAL Template clearly separates valuation from evaluation: “The Template deals with Valuation, which is distinct from Evaluation. The distinction inherent in these defined terms is that Valuation addresses the estimation of value of a Mineral Property, whereas Evaluation addresses the broader assessment of a Mineral Property for an investment decision.” (p. 2)

One of the manifestations of the dynamically induced failures in deep coal mines is the violent ejection of coal from the ribs. A possible protection against such failures is the use of a specifically designed dynamic support system with reinforcement units having the sufficient capacity to absorb the kinetic energy of the dynamic failure and a skin support that can adequately contain the disintegrated coal. With this method of mitigation in mind, a recently introduced yielding rock bolt, trade name Roofex, has been identified (Harvey and Ozbay, 2009) as a possible energy absorbing component of a dynamic support system. According to the manufacturer?s specification, the Roofex bolts can yield 300 mm (or more) displacement while holding 80 kN pull load. In order to assess the performance of this support unit in coal ribs, a series of in situ pull tests performed in two coal mines in Colorado. The results show that, under conventional pull test loading conditions, Roofex yielding bolts perform very close to their claimed specifications, thus showing a potential for their use as the main energy absorbing component of a dynamic support system. Further studies are required to confirm the in situ performance of these bolts under dynamic loading conditions and also to develop a containment component for a dynamic support system for the mitigation of dynamic coal rib failures.

The Bardon Trimount, Inc. stone quarry in Ashland, Massachusetts was the recent subject of a quarry closure review report. The quarry produces aggregate using standard drilling and blasting techniques. Stone is processed at an on-site plant. Noise monitoring data collected during the closure review indicate that the quarry generally operates within the quiet range. There is a decrease in noise while the quarry is not operating. Levels of dust associated with the quarry are low. Unpaved roadways are the greatest contributors of fugitive dust associated with the mining operation. The quarry cannot be seen from any homes within the town of Ashland, except during the winter months. The visual impact of the quarry on surrounding properties is minimal. Further quarry development is likely to reduce visibility of the quarry from some areas.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. First, an initial period of rapid dissolution lasting a few minutes; second, an arrest or "plateau" region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effect of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured. The initial rate data were correlated by considering the rapid reaction to be due to the dissolution of surface oxidation products or the formation of an iron depleted surface layer. Experimentation was performed on the flotation of apatite and dolomite separately using anionic collectors in the presence of Mycobacterium phlei. Also, the flotation of mixtures of dolomite and apatite in the presence of anionic collectors and in the absence and presence of the bacterium were studied. It was found that M.phlei functions as a depressant for both minerals. However, it functions as a better depressant for dolomite than for apatite. Experimentation was extended to two different Florida dolomitic phosphate rocks. In this investigation a concentrate grade of less than 1.0% MgO was achieved.

Established in the 60-ies, the Zlatna Panega quarry is a cement raw materials quarry supplying 95% of the needs of the Zlatna Panega Cement Plant with limestone, marl and other silica-aluminates. The two major types of raw materials are formed by accordingly dipping strata of Upper Jurassic limestones and lower Cretaceous marls. Between them there is a ?transition-zone? or ?contact-zone? of a high-silica content layer, about 5-m thick, defined as ?flint? by investigations including spot sampling throughout the quarry. For many years this ?contact-zone? layer was neglected due its negligible thickness. Further, with the increasing demand on the quality of the raw materials feed to the Plant and the focus on variability of the chemical and mineralogical components, it was decided not to mine any of the parts of the quarry contaminated by this material, for about three years. The latter had an impact on the availability of operating benches that could result in a substantial decrease in the total recoverable re-serves of Zlatna Panega, particularly with respect to marls. There were considerations for resorting to a partial, selective excavation of the quarry pit with a reduced lifetime for the lime-stones and re-opening of an other (currently in-active) marl quarry at a distance of 6 Km from the Plant. The Quarry Team of the Zlatna Panega quarry was assigned to study the problem. The ?contact? layer was duly confirmed with systematic geological (including mineralogy) studies, statistical analysis of available data, surface sampling and shallow exploration drills, resulted into distinguishing a third type of reserves and their credible subsurface delineation by means of geological 3-D modeling and quarry design. A new quarry design was finally elaborated with a view of providing flexibility in mining, utilization of the total volume of all available reserves and maximizing the mine life of Zlatna Panega quarry. An industrial test took place in December 2005, by using the contaminated parts of the quarry (co-mining of the ?contact-zone? materials) at a contribution of 15-20% in the raw materials mix, as dictated by their contribution in the total recoverable resources of the quarry. The purpose was to investigate the viability of this solution ? in line with improved quarry planning ? without compromising the quality of cement production and the efficiency of Plant Operations. Results were overall successful.

European Union's transition to a low-carbon and digital economy highly depends on securing the strategic autonomy of the Critical Raw Materials (CRMs) supply chain. This paper introduces a European Commission-funded research and innovation action, AGEMERA, which aims to create detailed geological and people's concerns maps to unlock the CRMs potential in Europe. Furthermore, the project will develop educational packages for schools and universities, publish online CRM-related games and news flashes, and arrange public events to ensure a basis for socially accepted and sustainable exploration and mining of CRMs in Europe. 1. IntroductionCritical Raw Materials (CRMs), crucial for shifting to a low-carbon and digital economy, should focus on maintaining Europe's overall supply-demand balance (Birol, 2022). Therefore, to proactively address the surge in demand and ensure the strategic autonomy of European industrial supply chains, the exploration and extraction of CRMs must be scaled out across the continent. Moreover, mobilizing Europe's domestic potential is vital for the EU to become more resilient and to establish open strategic autonomy as the demand for CRMs continues to increase quickly on a global scale (European Commission, 2021). Base metal extraction and mining have a long history in Europe. Nevertheless, CRMs mining projects have shown less success, although these have a lot of potential (Guzik et al., 2021). The main barriers are a lack of investment in mining and exploration, complicated and drawn-out national permitting processes, and low levels of public support (European Commission, 2020). It is necessary to have a vast amount of knowledge and intelligence about CRM's potential and market impact. Novel non-invasive geophysical survey techniques that enable sustainable exploration must be created and used to enhance mineral system models of ore deposits incorporating CRMs. The minerals policy framework significantly influences the mining industry's performance, stability, and sustainability. However, the EU Member States' mineral policy frameworks differ significantly (MINLEX, 2017). In addition, the Fraser Institute Annual Survey of Mining Companies offers concrete information on how managers and executives of mining companies view key policy areas that impact mining activities in the jurisdiction in which they operate or are familiar (Jackson & Green, 2015).

Single-unit separations in mineral processing are typically not able to meet the strict purity requirements for consumer markets. As a result, multistage separation circuits are often employed. Because these circuits represent a large and inflexible capital investment, process engineers are careful to ensure that the circuit is optimally designed to meet the desired objectives. The set of interdependent decisions that constitute the circuit design may involve the selection of different unit operations, different equipment specifications, different operational parameters, and different unit interconnections. To assist circuit designers in assessing these options, researchers have attempted to establish standard design methodologies that involve various techniques and tools.

Ever since A Decade of Digital Computing in the Minerals Industry was published in 1969, mining men have expressed the need for an additional reference on computer methods. It was felt such a volume should spell out the "how to" of computer applications in the solution of their problems. Computers in the minerals industry will be 20 years old when the 1979 SME Fall Meeting and the 16th International Symposium on the Application of Computers and Operations Research in the Mineral Industry (APCOM) take place jointly in Tucson, AZ. On such an occasion it was thought appropriate to publish an anniversary volume which reviewed current practices and projected what might prevail as computer methods for the future. Thus was born the idea to publish Computer Methods for the 80's. The first planning meeting for this volume took place in Las Vegas, NV, during the 1976 annual meeting of the American Institute of Mining, Metallurgical, and Petroleum Engineers. It quickly became evident that no single computer method existed to solve most mining problems; rather, mining computer methods are generally tailored to fit unique geologic, mining, and organizational conditions. Hence a format which included both the theory and practice for each of the computer applications was adopted for this volume.

This paper reviews the recovery of potassium from different rocks and mineral sources. Global demand for potassium is rising steadily due to the growth of agricultural production. Fertilizer manufacture consumes the majority of the world’s potassium production, with other uses including those in the pharmaceutical, glass, ceramic, food and detergent industries. The availability of soluble potash (K2O) minerals, such as sylvite, kainite and carnalite, in countries like Canada, the United States, Israel and Russia makes them major potash producers, whereas agriculture-based countries like Liberia, Somalia, Central African Republic, Thailand, Indonesia, Malaysia and India meet their potassium requirements through imports only. In these countries, the huge availability of potassium-bearing rocks/minerals like nepheline syenite, feldspar, mica and glauconitic sandstone, containing around 4 to 17 percent K2O, brings up the prospect of commercial production of potassium. Potassium recovery from minerals/rocks is complicated due to the uniform distribution of potassium throughout the crystal structure. Different physico-chemical separation methods like bioleaching, chemical leaching, flotation and roast-leaching have been discussed for the successful recovery of potash values from these rocks/minerals. Although seawater is vastly available, the recovery of potassium from seawater using chemical precipitation, solvent extraction, membrane separation and ion-exchange methods is not cost-effective due to low concentration of potassium.
