Copper oxide ores deposits in the Katanga province of the Democratic Republic of Congo (DRC) contain at variable level cobalt oxide minerals. In contrast to copper oxide minerals which readily dissolve in the sulphuric acid solution, the cobalt oxide bearings are difficult to dissolve, especially if cobalt is present in the third oxidation state (Co2O3). This species become soluble after reduction of Co+3in Co+2. In practice, the use of reducing agent is therefore necessary in order to transform the insoluble minerals into soluble cobalt sulphate species. The following reducing agents are currently used at the Shituru plant: ferrous ions, which are present in leach solutions, pulverised copper or sodium meta bisulphite (MBS). Due to the high consumption of reducing agents (0,8 t MBS/t of solubilized Co; 1,2 t Cu/t-Co), cobalt production is expensive. The use of sulphur dioxide as reducing agent was then investigated in order to reduce operating cost. This reagent also presents the advantage of sulphuric acid production during the leaching process. It has been added in the leaching vessel (tank). From the laboratory and industrial tests, selective leaching of cobalt (78%) has been performed. The cobalt leaching kinetic depend on sulphur dioxide dosage. Dissolution of copper, iron and manganese remained very low. No emanation of SO2 gas was observed during the process.

An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

Detailed investigations have been conducted into 21 rockbursts which caused damage to excavations in deep South African gold mines, in many instances resulting in the death or serious injury of workers. The objective of this study is to determine the principal factors controlling the severity and distribution of damage, so that strategies to reduce the hazard of rockbursts may be developed. It was found that the source mechanism is often controlled by the mine layout, and regional structures such as faults and dykes; while local rock conditions and support systems strongly influence the location and severity of damage. In the short term the most important lever for reducing the rockburst hazard is the effective implementation of existing rock engineering knowledge and technology.

The feasibility study of Escondida Norte (ENorte), recommended a slope angle design for the Final Pit. But, according to the experience obtained with the slope adjacent to the West wall of ENorte, in which Compañia Minera Zaldívar (CMZ) gained in its phase 4, a slope of similar geotechnical characteristics will be exposed in the West Wall of Phase 1 (Premine) and of the Final Pit, with an interramp angle 53º and with very good stability results. In this regard, Minera Escondida Ltd. (MEL) performed a study of the slope angles for the phases mentioned and according to this delivered the results of this evaluation, the recommendations and/or the necessary conclusions in the design to ensure that the slopes are stable enough and may enable safe operational management of them.

What separates the support of mining openings from the support of similar civil engineering structures is the fact that mine openings have to survive large deformations as a result of changing stress conditions induced by progressive mining. Steel fibres impart to concrete and shotcrete a high degree of ductility which not only allows the shotcrete and concrete linings to absorb important rock movements but also to increase its bearing capacity by a redistribution of the loads. A range of applications will be discussed technically and economically.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutions' funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industry's concept of the unwritten `social licence to operate' is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

During an intense and accurate study of initiation systems used on an AngloGold mine, Mine A, poor drilling practices were revealed. Graphic results of all actual measurements taken are shown below. [ ] Accurate drilling of shot holes will determine whether a mining operation is payable or not and at what pay limit mining can take place. Losing 30 cm of a potential 120 cm-hole length will result in a number of consequences, i.e.: ?Higher stoping costs ?Drilling of one shot hole twice in every five shifts ?Increased explosive cost as a result ?Excess stress on hangingwall and footwall due to bad face shape ?Excessive blast damage before the area is worked out. No wonder we have such a high-risk operation. Drilling accuracy is crucial to the profitability on any mine as profits are directly related to the quality and utilization of the drilled shot holes.

Plant survey data has shown that gold recovery through a specific copper concentrator was significantly lower than copper recovery. Size-by-size analysis revealed that this was due to poor recovery of+75 µm and ?23 µm gold containing particles. In order to further investigate the nature of the gold losses, experiments were conducted at laboratory scale. Gold deportment studies on the laboratory flotation products revealed that coarse gold (+75 µm) reporting to the rougher tailing was predominantly associated with non-sulphide gangue. Further grinding of the plant rougher tailing improved recovery of gold and copper, while not affecting iron recovery, due to improved liberation of gold from non-sulphide gangue in coarse size fractions. EDTA extraction to remove surface contaminants showed a similar improvement for fine, liberated gold flotation.

Transient states of the air parameters in mine workings occur as the effects of natural and technological disturbances, and in particular as a result of changes in ventilation conditions, caused by alteration of the mine workings geometry, state of fans performance or emission of gases. Particularly significant are those transient states caused by disturbances resulted from catastrophes, since they are frequently associated with violent phenomena that may be a danger for life and health of the staff working underground. The paper presents a number of examples of transient states of the air parameters in mine workings after a catastrophe, like the bump in the ZABRZE-BIELSZOWICE coal mine. Registration of air disturbances by the monitoring systems of ventilation in mine workings in the area of disaster both at the moment of a catastrophe occurrence and later during the rescue operation, enabled to track out the incident and identify the circumstances and reasons of those tragic events which caused death of 18 miners during last two years. Furthermore, computer simulations of processes occurring in mine ventilation network make effective research tools to be applied in practice, among others for the study of accidents and disasters.

Paper written on project work carried out in partial fulfilment of B. Eng (Metallurgical Engineering) degree This work was done to characterize the leaching of a uranium containing pulp processed by a South African producer to identify parameters that could be adjusted to increase the extraction of uranium in the existing circuit. Batch leach tests were used to characterize the leach properties and especially the influence of the oxidant concentration on the leaching achieved. It was found that relatively high extraction could be obtained even at room temperature by using a high liquid-to-solids ratio and that increasing the oxidant concentration significantly improved the leaching of the uranium minerals.

Since the commissioning of the Tati Hydrometallurgical Demonstration Plant (HDP), which produces Ni and Cu cathodes as well as Co salt from sulphide concentrate employing Activox® technology for leaching, no kinetic data has been generated from the plant under normal operating conditions, from start-up to steady state. Therefore, this study seeks to determine the rate of reactions in the leaching circuit with a view to obtaining kinetic data for the system under the current operating conditions. Within the five-compartment autoclave operating at temperatures of 105°C to 110°C and 1100 kPa pressure, the extraction of Ni, Cu, and Co ions into solution is achieved through the oxidation of the sulphide concentrate using approximately 50 kg H2SO4 per ton, 10 kg NaCl per ton, and 1.21 kg O2 per kilogram of S2-. The autoclave reactions showed complex kinetics, with the reactions proceeding via some intermediate(s) before the formation of products. The results suggest that the reactions were dependent on the size of the metal ion of interest and the concentrations of the metal ions in the Tati concentrate as well as in chloride leaching. The order of the leaching rate constants was Fe2+ > Cu2+ > Ni2+ > Co2+ in all the compartments studied. The rates of leaching were also found to decrease as the concentrate moves from compartment 1 to compartment 4. For compartments 1 to 3, leaching was observed to be preceded by dilution of the repulp liquor (copper raffinate). The leaching rate for compartment 5 was slightly lower than that of compartment 1 but higher than the rates of compartments 2, 3, and 4 for all the metals studied. Traditionally, mineral reserves management at most underground mines in Zimbabwe focus on maintaining large mineral reserves so that the time between development and production is as long as possible. Historical data at Shabanie mine, a Zimbabwean sub-level caving underground mining operation, confirms this practice. However, the high cost of underground development means that the luxury of large buffer mineral reserves cannot be justified. Furthermore significant increases in the costs of production, exacerbated by the current unfavourable economic climate, make the wisdom of extending development workings well ahead of use questionable. Poor ground conditions at Shabanie mine, mean that some development ends have to be re-mined two or three times due to partial or complete closure between the time they are mined and the time they are utilized. In order to reduce the inordinately high support costs associated with closure of development ends a new ?just-in-time? (JIT) approach that provides development ends as and when they are needed, has been adopted. Accordingly a model to determine an appropriate ?just-in-time? rate of development has been created. The JIT development model indicated that the mine could reduce development rates from 330 m/month in 2001, to 160 m/month in 2002 and achieve savings of about 50% on annual support costs, but still assure customers of a long-term product supply. The mine accepted the model in November 2001 and began implementing it in 2002. Results of the implementation will be reviewed in 2003.

Theoretical flotation models suggest that there is a positive relationship between bubble-particle collision rates and turbulent kinetic energy dissipation. Fine particle flotation performance is generally enhanced by increased collision frequency and hence higher energy dissipation. Contrarily, increased turbulence in the rotor-stator region is related to higher detachment frequency of the coarser size range. Therefore, the optimal modes of recovery for the 'fine' and 'coarse' size classes appear to be diametrically opposed. Industrial applications have previously confirmed that applying greater power to flotation slurries yields significant improvements in fine particle recovery. However, recovery of the coarser size class favours a different flotation environment. An improvement in the flotation kinetics of the fine and coarse size classes, provided there is no adverse metallurgical influence on the intermediate size ranges, is obviously beneficial to the overall recovery response. Managing the local turbulent kinetic energy dissipation, and hence the power imparted to the slurry, offers the benefit of targeting the particle size ranges exhibiting slower kinetics. FLSmidth recently introduced the practical implementation of this concept. In principle, it decouples flotation regimes where fine and coarse particles exhibit preferentially recovery. In the case of naturally aspirated machines (Wemco®), it is referred to as Hybrid Energy Flotation? and incorporates at least three phases: > Standard flotation machines (standard energy input, rotor speed (r/min), rotor size/type) at the beginning of the row, where flotation is typically froth-phase limited and operational and set-up parameters have a limited influence on the recovery > Higher-powered flotation machines (high rotor speed, high-power rotor size/type) at the end of the row to improve fine particle recovery > Lower-powered flotation machines (low rotor speed, low power rotor size/type) to enhance coarse particle recovery. A CFD-based flotation model is used to highlight the effect of turbulent dissipation energy on attachment and detachment rates. Preferential collection zones for fine, and 'coarse' particles are predicted for both forced-air and naturally aspirated machines. The greater predominance of UG2 ore types, coupled with the skewed feed distribution of platinum group metals (PGMs) to the finer size fractions, suggests that PGM flotation circuits are not designed for optimal recovery across the size distribution. The application of the hybrid energy concept to PGM flotation offers a possible shift towards a more efficient flotation circuit solution through a managed distribution of energy.

Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. Geometallurgy represents an integrated approach to mine planning and operation whereby the naturally occurring ore variability and its effects on all key downstream activities in the mine life cycle are considered. Process mineralogy is one of the key components of this integrated approach. This paper focuses on understanding some of the mineralogical variability across the Swartberg Cu-Pb-Zn sulfide ore in South Africa and its consequent effects on flotation performance. This process mineralogy project is motivated by the planned changeover and expansion of the Black Mountain Mines concentrator to process solely Swartberg ore compared to the run-of-mine blend currently being treated at the plant. Eight samples spanning the main lithological units of the ore body are described using quantitative mineral-textural data and bulk sulfide batch flotation performance to establish five process mineralogical or geometallurgical units comprising: quartz-pyroxmangite-magnetite, quartz-amphibolemagnetite, quartz-magnetite, garnet-magnetite-quartzite and mica-quartzite ores. Important mineralogical characteristics affecting Cu, Pb and Zn recovery, grade and selectivity specific to the different ore samples are discussed. Ultimately, the use of ore-specific process mineralogical and geometallurgical knowledge allows for better mine planning and plant optimisation. The use of differences in specific gravity between minerals to separate them has long been utilized in the extractive industries. The environmental and cost benefits of the commercialized forms of these processes are well understood and widely used. Gravity concentration is used inter alia in the primary beneficiation of gold, diamonds, coal, tin, ferrous metal ores and andalusite. The potential for economic loss due to poor performance of these gravity processes is significant, but diverse in manifestation and regular process monitoring can prevent or at least reduce these losses. The measurement of performance of gravity processes has always presented a challenge, due primarily to the masses of material involved and the physical nature of the processes, generally typified by long reporting time, and hazardous materials (such as Tetrabromoethane) for float and sink type tests. The development of density tracers has improved this situation, however recovery of these tracers from the process streams created the next set of challenges, requiring significant manpower to physically remove tracers from product dewatering screens. Additions to these tracers (magnetic or x-ray fluorescent) eased the recovery mechanism issues but made them much more expensive to produce, hence operators became concerned about losses during process testing. In addition, magnetic recovery of smaller size tracers by a magnet suspended above a loaded screen panel is still problematic. The development of new low cost magnetic tracers has improved statistical significance of tracer tests, as the tracers themselves can be bought and used in much larger quantities, whilst still remaining economically viable. Coupled with the development of effective magnetic recovery technology, such as the Gekko MagScreen, for even fine sized tracers, on-line, continuous tracer testing is now becoming a reality. Whilst the development of high technology radio frequency detection tracer systems continues, enabling the real time measurement of the process and interpretation of results, miniaturization and recovery of these tracers, which is critical given their costs at present, remains an issue. The Shewhart [X]?and R charts are still the most popular control charts in use today for continuous monitoring of quality data. However, for these charts to function properly, the underlying assumption of normality and independence of data must be satisfied. When either independence and/or normality of data are not present, which is a common feature of ore quality data, an application of the conventional Shewhart [X]?and R charts may introduce false alarms in the analysis of the data. To address these issues, a guideline is proposed for construction of appropriate univariate and multivariate control charts for a variety of situations. A use of this guideline to a bauxite mine suggested the construction of special cause control chart for the analysis of individual variables namely, Al2O3% and SiO2%; whereas, the multivariate T2 chart based on residuals is proposed for the bivariate analysis of the variables. The case study clearly revealed that without considering the data correlation, one may be in a state of false impression about an out of control condition while using the Shewhart [X]?and R charts for univariate and the Hotelling T2chart for multivariate analysis. To compare the effectiveness of the control charts, specifically the Shewhart [X]?and the special cause control charts, a simulation study was conducted. It was found that the conventional Shewhart chart provided lower probability of coverage than the special cause control chart. It was also revealed that the quality specification of Al2O3% is met as the variation of Al2O3% is well within the specification limits; whereas, it is difficult to meet the quality specification of SiO2% on a regular basis.
