As man searches unexplored horizons for new and economic industry, he must be constantly and acutely aware of the presence or absence of that precious commodity without which Industry, indeed Man himself, could not survive --W ATE R. The water requirements of the world today are magnanimous, considering that in 1960 the estimated consumption in the united States was over 300 billion GPD (1) or more than 1,700 GPD per person (5). The magnitude of the problem can be visualized as one considers that three times this quantity of water will be required in the united States by the year 2 000, when the dependable supplies of water are estimated to be only two-thirds of that required(2). How, then, can we continue to wreak such havoc on that life-sustaining substance -W ATE R? It is necessary, indeed mandatory, that those engaged in the Engineering profession consider it their moral obligation, not only to conserve the quantity of water which their conceived projects may require, but also to treat the effluent in order that the eutro-phication of natural water courses not be abnormally accelerated. The International Nickel Company of Canada Limited consumes some 33-1/2 millions of gallons of fresh water daily at its nine town-sites, fourteen mines and eight plants throughout the Sudbury district of Ontario. The present daily reuse of water exceeds 100 millions of gallons in the same area. It is noteworthy to mention that the milling rate has increased from 46,000 to 70,000 tons per day during the past five years, with no increase in water consumption. In fact, there has been a reduction in fresh water requirements.

Rhenium is primarily recovered as a byproduct from molybdenum roasting circuits. However, rhenium is also present in copper heap leach solutions at very low concentrations, and this represents a potential new rhenium source. Freeport-McMoRan (FCX) has developed a new process using carbon adsorption followed by ion exchange or solvent extraction to concentrate rhenium from less than 1 ppm to 15 g/L. The product is compatible as a feed to an existing rhenium processing plant. A pilot plant operated at Freeport-McMoRan?s Sierrita Mine has demonstrated the technical and financial feasibility of this new process. Copper heap leaching dissolves more than just copper from the copper ore. Several metals can be identified in leach solutions at concentrations of financial interest, rhenium in particular. Rhenium spot prices ranged from a yearly average of $1,070/kg ($483/lb) in 2005 (Magyar, 2008) to $10,400/kg ($4,706/lb) in 2008 (Polyak, 2013). The spot price in September 2013 was approximately $3,000/kg ($1,357/lb) of rhenium (Metal Bulletin, 2013). Several facilities at Freeport-McMoRan have very low rhenium concentrations in their copper leach solutions, ranging from 0.1 to 0.7 mg/L. The large quantity of solution available, if coupled with an attractive rhenium price, means that the rhenium contained in leach solutions may represent a significant value if a method of extraction could be developed. Testing has confirmed that rhenium adsorbs onto activated carbon much more selectively than other metals in the pregnant leach solution (PLS). A 100-gpm pilot plant was constructed to verify the lab-scale results on a larger basis and establish operating parameters for a full-scale operation. This report summarizes the initial technology development and pilot plant operation.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Laboratory column leach tests are used routinely to evaluate gold and silver ores for heap leaching. The tests are fairly straightforward. The ore to be tested is placed into an appropriately sized leach column. Then an alkaline cyanide solution is applied to the ore and the effluent solutions are collected. The effluent solutions are then put through a column of activated carbon to recover the gold and silver in solution. Zinc precipitation may also be used for silver ores or if the ore contains a significant amount of soluble silver in addition to gold. The length of the leach time in the tests is mainly a function of how quickly the precious metals are recovered from the ore. At the completion of the tests, the tailings are assayed and the recoveries determined from the calculated head grades. The amount of ore to be used for a test is partly a function of its crushed size. The coarser the size, the larger the sample size for the column. A typical small-scale laboratory column test on ore crushed to -12 mm (-0.5 in.) would usually be conducted in a 100- to 150-mm-diam (4- to 6-in.-diam) column 2 m (6.6 ft) in height, containing about 20 to 45 kg (44 to 99 lb) of ore. A comparable test on the same ore crushed to 50 mm (2 in.) would be conducted in a 200- to 300-mm-diam (8- to 12-in.-diam) col¬umn 2 m (6.6 ft) in height, containing about 80 to 200 kg (176 to 441 lb) of ore. Grunerite asbestos (amosite) has been shown in epidemiological and experimental animal studies to cause lung cancer, mesothelioma and pulmonary fibrosis commonly referred to as asbestosis. An overview of the human and experimental animal studies describing the health hazards of grunerite asbestos (amosite) is presented. Of the many human studies describing the health hazards of asbestos, only three factories using mainly, if not exclusively, grunerite asbestos (amosite) have been studied. The first is a series of reports on a cohort of 820 workers from a plant located in Paterson, NJ. Among this cohort, 18.7% died of lung cancer and 17 mesotheliomas occurred. The Paterson factory closed in 1954 and moved to Tyler, Texas where it operated until 1972. Among the 1130 former workers in the Tyler plant 6 mesotheliomas were reported with 15.8% lung cancer mortality. The third grunerite asbestos (amosite) exposed cohort was an insulation board manufacturing facility in Uxbridge, United Kingdom. Here 17.1% of the workers died of lung cancer and 5 mesotheliomas occurred. The lung content from 48 Uxbridge workers was analyzed by analytical transmission electron microscopy for mineral fibers. The relationship between grunerite asbestos (amosite) concentrations in the lung correlated with grades of fibrosis and asbestos bodies and was lower than the concentration found in the cases with malignant tumors. The lung cancer cases contained more grunerite asbestos (amosite) than mesothelioma cases, and in the cases of non-alignant disease the concentrations were still lower. In both types of malignancies the concentration of grunerite asbestos (amosite) was very high-over a billion fibers per gram of dried lung tissue. Occupational exposure to airborne concentrations of between 14 and 100 fibers of grunerite asbestos (amosite) per milliliter after 20 year latency causes marked increases in lung cancer, mesothelioma and pulmonary fibrosis (asbestosis). © 2007 Elsevier Inc. Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

An area in Southwestern Wyoming is rapidly becoming the soda ash capitol of the world. Starting only 20 years ago from a unique deposit of trona, the out-put has rapidly increased until now about half of the soda ash produced in the United States comes from this area. Chemically, soda ash is sodium carbonate, a large tonnage, widely used alkali. The largest single industrial use is in glass manufacture, where 25 tons of soda ash are used in producing 100 tons of glass. Other big users are the detergent and chemical industries. The trona deposits in the Green River basin of Wyoming, were formed about 75 million years ago as part of a geologic period when an ancient lake alternately went through periods of being a large fresh water or smaller brine lake. Today these deposits lie from 800 to 3000 feet below the surface in a semi-arid, almost desert region just west of the Rocky Mountain Continental Divide at an elevation of 6200 feet. In this area there is a prevailing westerly breeze and almost every afternoon the velocity reaches very windy conditions. Rainfall is minimal, being only 6-8 inches of moisture per year with an evaporation rate exceeding 24-inches. Most of the moisture comes in winter snows or summer thunderstorms. Temperatures are low with below zero weather dur¬ing most of the winter and early morning frost is not uncommon during the summer months. There are many trona beds varying in thickness from a few inches up to 15 feet. The deposits now being mined vary from 8 to 10 feet in thickness. For the development of deep, hard rock, mines fast access to the orebody is critical. In some cases the mineralized area is more than 1,500 m (5,000 ft) below surface. Excavation of shafts or declines is typically on the critical path of the project schedule. Saving time on those activities can significantly increase the net present value of the mining project. Mechanical excavation methods are a step-change in excavation performance and labor safety compared to drill-and-blast operations. In hard rock conditions, roadheaders cannot be used effectively, so disc cutting is the first choice. For excavation of declines, tunnel boring machines (TBM) can be used in many cases. These provide, in certain rock conditions, considerably higher production rates com-pared to drill-and-blast excavation. Herrenknecht AG has developed a vertical shaft sinking machine (VSM) that is able to excavate shallow shafts in soil and medium soft rock. The ground is excavated by a roadheader boom. The muck is removed by a slurry system or a pneumatic system in combination with hoisting of skips. These machines have been applied successfully on shafts down to 100 m (300 ft). A pre-sink for a deep mine shaft has been excavated by this technology. For deep, hard rock shafts, a new shaft boring system has been developed by Herrenknecht AG in collaboration with Rio Tinto. Based on proven technologies, the system uses a unique arrangement of existing proven technologies. The system integrates excavation, mucking, primary rock support, installation of the final lining and shaft infrastructure. This new system improves the health and safety of shaft construction. Detailed performance estimates indicate significantly higher shaft construction rates are possible compared to conventional shaft sinking methods.

"One of the most significant technical and practical challenges facing the tunnel construction team on the Legacy Way road tunnel project in Brisbane, Australia was how to erect the pre-stressed precast concrete slabs to form the smoke duct in the tunnel boring machine (TBM) tunnels. An essential part of the tunnel ventilation system, the smoke duct, extends the full length of the 4.6km long twin, two lane tunnels. The vast majority of the tunnels (approx. 4.3km) were constructed using two 12.4m diameter double shield TBMs. The refurbished Herrenknecht machines broke several world records on the way to completing the tunnel excavation works in just over nine months. With the excavation complete the focus turned to solving the complex civil tunnel fit out challenges. A key component of the civil fit out of the tunnels was constructing the smoke duct in the TBM tunnels which was designed as a precast solution. The slabs which each measure 8.62m long by 2.0m wide by 200mm thick and weigh close to 9 tonne need to be erected above cast in situ corbels whilst other tunnel finishing works continue. The space proofing clearance offered by the design to the support corbels below and the precast segmental lining above was in the order of only 100mm. This paper details the events of how the Transcity JV tunnel fit out team, comprising some of Europe and Australia’s leading tunnel construction specialists, drew upon the global strengths of the existing JV member companies and the global reach of leading TBM manufacturer Herrenknecht to develop an innovative system to solve this challenging problem. This globetrotting story, which starts in Australia, visits Europe and mainland China before returning to Brisbane where it all began."

During Hurricane Harvey over 60% of the 39 WWTPs, including the low-lying 25 MGD Sims North WWTP, and one third of the 382 lift stations owned and operated by the City of Houston were flooded resulting in extensive facility damage, loss of service and uncontrolled release of untreated wastewater into bayous and creeks. In response, the City has embarked on an effort to improve system resiliency by consolidating at-risk facilities with a network of deep sewer tunnels. These tunnels will provide secondary benefits to the collection system of augmenting the capacity of the existing 6,000 miles of sewer mains and lowering the collection system profile in poor performing areas. Investigations on the cost to mitigate the flood damages by raising the liquid stream processes at the Sims North WWTP is estimated at nearly $450 million. Instead of spending $450 million to raise the plant, the funds will be directed to providing a more robust and resilient wastewater system for the Sims basin area of Houston. The backbone of this new system is a 4.5-mile-long, 110 inch diameter deep gravity sewer tunnel that will convert a system heavily reliant on distributed lift stations to a majority gravity system with a deep consolidated lift station at the Sims South WWTP. This will also allow the City to address the flood prone infrastructure at Sims North and consolidate its operations into a single permitted outfall for this collection system. This approach is the outcome of a team effort focused on maximizing system resiliency and sustainability for the next 100 years. By thinking outside the box, the City of Houston will not only mitigate the flooding risk at Sims North WWTP, but also solve regulatory and operational challenges throughout the sewershed and deliver a winwin on multiple levels.

The Eufaula bauxite-kaolin district in southeastern Alabama is an important source of raw material for the refractory industries in the United States. At the present time, five companies are mining and processing bauxite and kaolin from this district and a sixth company is holding substantial reserves. Mining operations are expanding, but finding new ore reserves is a major problem. The Geological Survey of Alabama sponsored geologic research in the Eufaula district to: 1) investigate the utilization of sandy kaolinS and other clays associated with bauxite-kaolin deposits; 2) find limits of the bauxite district, looking for possible extensions; and 3) study the geology of the district, looking for patterns or trends that may aid in finding new ore reserves. This work was done with the full cooperation of mining companies operating in the district and property owners. Research was aided by the U.S. Bureau of Mines and the University of Alabama. The investigation included detailed geologic mapping of mines, drilling in selected areas, and making mineral analyses of bauxite and clays. The mapping was performed primarily by pace and compass because of the complexity of the deposits studied, but aerial photographs were used to a limited extent. Drilling included both auger and core drilling. The auger drilling was limited to 100 feet, but core holes were drilled as deep as 200 feet. The term 'bauxite,' as used here, indicates a mixture of minerals containing more than 50 percent gibbsite. Bauxitic clay is a mixture of gibbsite and kaolinite that contains more kaolinite than gibbsite. The term "kaolin" indicates a clay composed of predominantly kaolinite. Other clays in the Eufaula district are composed of kaolinite, illite, quartz, mica, and goethite or hematite.

"The mining industry is a tough business. The obstacles faced in attempting to run a mine - much less build a new one - go beyond an orebody’s geology. There was a time when commodity prices dictated whether or not to build or expand a mine. Today, though, the challenges faced by miners include social responsibility, environmental regulations and a myriad of needed permits on several governmental levels that every miner knows will be challenged by opponents every step of the way. With all of those challenges, and others not mentioned here, it’s a wonder anyone would stay in the industry. But they do. In fact, more than 2,100 mining professionals from around the world gathered in Reno, NV last December for the American Exploration and Mining Association’s (AEMA) annual conference. That is an impressive number, considering that commodity prices remain in the doldrums, preventing companies from building many new mines and limiting expansions at existing ones. Even so, attending such a conference allows these mining industry pros to learn new and more efficient ways to operate their mines and plants through the dozens of technical presentations the conference offered. And mingling with their peers provided another avenue for learning. The AEMA conference also attracted many of the industry’s leading equipment and service providers (228 exhibitors in 246 booths). Technical presentationsThe AMEA meeting is known for its variety of high quality technical presentations and the 2014 conference was no exception. Some of the topics include new technologies in surface and underground mining, explorers and emerging producers, mine closure and remediation, regulations and reserves reporting, hydrology and new innovations in mining. The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

"The Northeast Ohio Regional Sewer District (NEORSD) was required under the Federal Clean Water Act and U.S. Environmental Protection Agency’s (U.S. EPA) Combined Sewer Overflow (CSO) Control Policy to develop a Long Term Control Plan (LTCP) to reduce or eliminate overflows from its permitted CSO outfalls. The LTCP was completed in 2002. Key components of the plan include: 26 miles (42 km) of deep storage and conveyance tunnels providing a total CSO storage volume of 325 million gallons (MG) (1.2 billion liters); over 30 miles (48 km) of consolidation sewers to route CSO control flows to the tunnels; and associated diversion/inflow control structures and drop shafts. Final design and construction of the initial phases of the LTCP are completed or underway. Advanced planning of the final phases began in April 2013. This paper summarizes this advanced planning process and, specifically, how hydraulic performance and tunnel design and construction considerations were balanced to eliminate unnecessary projects and shafts, reduce implementation risks, and reduce program costs by approximately $650 million. BACKGROUND The Northeast Ohio Regional Sewer District (District) serves an area of approximately 350 square miles (SM) (907 km2), including combined (81 SM; [210 km2]) and separate (269 SM [697 km2]) sewer systems that discharge to three wastewater treatment plants in the greater Cleveland area. The service area, shown in Figure 1, is divided into three districts—Easterly, Westerly, and Southerly—each having its own interceptor system and treatment plant, ranging in wet weather treatment capacities from 100 to 735 million gallons per day (MGD) (378.5 million to 2.8 billion L/day). The system includes 124 permitted combined sewer overflow (CSO) outfalls overflowing into the region’s tributary streams, Cuyahoga River, and Lake Erie."

After 15 years of production, 91 Mt (100 million st) of ore mined and nearly 227 kt (500 million lb) of molybdenum produced, Climax Molybdenum Co.'s Henderson Mine and Mill are being modernized as a new mining level is brought on line. The $40 million investment in mine development and plant modernization positions the Henderson complex as one of the largest, low-cost primary molybdenum producers for the next 15 years. Henderson history The Henderson Mine and Mill facilities are located on the east and west flanks of the Continental Divide about 80 km (50 miles) west of Denver, CO. The underground mine and surface mill sites are linked by 16 km (10 mile) of railroad tunnel and 8 km (5 mile) of surface trackage. The mine, railroad and mill were built between 1968 and 1976 at a cost of $500 million. Each has operated at various levels of production over the past 15 years. The Henderson Mine was originally developed using a highly mechanized, panel caving mining system. Over the past 10 years, mining methods, equipment and railroad operations have been improved to position Henderson as one of the most productive and lowest cost underground mining operations. At the same time, the mill and concentrator facilities were upgraded to reduce costs and improve product quality. During this time, manpower was reduced from 2000 to 560 employees. These 560 people increased productivity to 54 t (60 st) per total manshift. They reduced operating costs by 50%. And they dramatically improved safety performance. However, as the 1990s approached, the modernization of the Henderson mining and milling complex and the development of the new 7700 mining level became the primary goals to guide Henderson into the 21st century.

In April 1964 the Bureau of Reclamation awarded the first contract for rapid machine excavation of a water conveyance tunnel . Since then the Bureau has excavated seven tunnels with a total length of over 190,000 feet utilizing rapid excavation tunneling machines. Tunnel bored diameters have varied from 9' 0" to 20' 10" (See Table #1) and tunnel lengths from 5,000 feet to 67,000 feet. Driver and cutter units varied from 43 rolling teeth and eight rolling discs mounted on a rotating head driven by five 200 HP 23,000 volt electric motors to 20 discs and one tricone unit mounted on a rotating head driven by two 100 HP 440 volt motors. All tunnels were driven with a laser beam guidance system governing both line and grade. Trailing conveyors and rail haulage systems were used to dispose of the excavated material. Approved Bureau of Mines diesel locomotive engines for waste trains were prevalent power sources supplemented by battery units on some projects. Sandstone, conglomerates, agglomerates, siltstone, shale, and granite were the geological formations encountered, with sandstone and shale the preponderant material . Tunnel support systems utilized were structural steel ribs; rock bolts and metal plates; and shotcrete, or combinations of these. Progress varied from 51-1/2 feet to 154 feet per working day for three shifts, depending on rock material and supports required. One contractor established a record rate of advance of over 400 feet in one day, 1,905 feet in one week, and 6,848 feet in one month. Such diversified experience in underground machine excavation methods presented an excellent opportunity to observe, analyze, and evaluate associated environmental health problems. More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg '99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg '99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. Conexpo-Codagg '99 will also emphasize live demonstrations of exhibitor's products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. Because the Conexpo-Codagg exposition is so large, "shows within a show" have been created to help attendees locate the products and services best suited to their interests. Seven product concentration areas will be formed. Each area houses suppliers and manufacturers of similar products or services.

Introduction Pegasus Gold's Montana Tunnels mine is a large surface gold, silver, lead, and zinc mine located 37 km (23 miles) south of Helena in southwestern Montana. Milling operations commenced in late March 1987. The concentrator achieved full production in May that year after undergo¬ing several modifications and improvements. Production for 1988 is projected to be 2.48 t ,80,000 oz) of gold, 34.2 t (1.1 million oz) of silver, along with 8.5 kt (9400 st) of lead, and 22.6 kt (25,000 st) of zinc from lead and zinc concentrates. Mill throughput currently averages 11.7 kt/d (12,900 stpd), compared to the origi¬nally designed capacity of 11.3 kt/d (12,500 stpd). Cash production costs, net of bypro¬duct revenues for the third quarter 1988, were below $3.20/g ($100 per oz). The introduction of ore to the concen¬trator marked the culmination of 12 years ex¬ploration, evaluation, and development. Initial milling operations encountered diffi¬culties with the circuit as designed. As a result, several modifications and improve¬ments were made to the plant. This article is intended to assist other companies developing projects of this type and complexity. It discusses the mine's de¬velopment from feasibility and construction through start-up. The operation, as it exists today, is reviewed including the modifica¬tions and improvements made since start-up. History The mine is situated in Jefferson County, MT within the historic Corbin-Wickes min¬ing district. Underground mining began in 1864 and flourished until the early 1900s. Between 1864 and 1900 the vein deposits in the district produced about $41 million dol¬lars worth of lead and silver ores containing subordinate amounts of zinc, copper, and gold. At various times, three smelters were operated in the area.

On December 8th of last year, the new St. Clair River tunnel was holed-through to Port Huron, Michigan. The tunnel, commissioned by the Canadian National Railway, was needed to replace an existing tunnel that had been built between 1889 and 1890, and had remained in continuous operation until the new tunnel was opened to traffic in April of this year. The original tunnel, after more than 100 years of service, was still structurally sound, but was too small to accommodate the double stacked container cars and other advances in the railroad's equipment that had developed over the years. Prior to the construction of the first tunnel, all freight was barged across the river. It was a slow, expensive process, which in winter was sometimes impossible. The nineteenth century tunnel was built in twenty months, utilizing two shields that mined to the middle from each end. The lining, which is still in excellent condition, consisted of bolted, cast iron segments, with an O.D. of 6.4 meters. It was the first sub-aqueous tunnel built in North American, and it's use of compressed air under the river and hydraulic power on the shields may also have been firsts. The digging was done by hand, and the muck hauled out by mule drawn wagons. Boulders and methane gas were reported to be a constant problem during the drive, and compressed air sickness was common, but when the two shields came together in August of 1890, it was reported that the alignment was within 6 mm. The new St. Clair River Tunnel was constructed for basically the same reason as the original. The larger equipment which the railroad is using today would not fit through the old tunnel, and once more they were forced to ferry the cars across the river.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.
