Construction blasting has allegedly been the cause of property damage in the following situations: (1) When the detonation of the shot hurls rock and debris into the air that causes property damage upon impact; and (2) When property owners notice cracks in their walls and foundations after they experience the momentary vibrations that coincide with the detonation of the shot. The current state of the law for both these situations is firmly established. Blasting is classified as an abnormally dangerous activity, for which the blaster is held strictly liable, whether the damage is the result of flying debris or vibrations and concussions generated by the blast. It is when the alleged blasting damage is supposedly from concussions and vibrations, however, that the courts usually reach the wrong result. The typical scenario involves property owners that thoroughly investigate their property after feeling blast generated vibrations, and find cracks that they believe did not exist beforehand. Most often the truth is that the property owners have never noticed these cracks before because they have never looked that closely before. Any structure has a certain number of cracks due to a variety of causes, such as settlement overtime and temperature and humidity changes.

Unlike many predecessors, this film will help blasting pro f e s s i o nals explain blast vibrations and address many of the layman’s most fre q u e n t l y asked questions. The film can be used in pubic hearings, given to homeowners during preblast surveys, or played at educational seminars for professionals. The film can also be used after blasting has begun and residents have already experienced vibration events.

In the UK all new developments, including mines, quarries, tunnels, etc., are subject to a system of planning control. If the use of explosives is anticipated then such developments will attract a number of so-called ‘planning conditions’ relating to the blasting operation. This paper will outline a ‘typical’ set of conditions and how operators ‘plan to comply’. British Standards relating to both human and structural response are also reviewed and contrasted to the typical planning conditions previously outlined.

The mind-set that only blasters and their helpers need training in explosives can result in risk to other employees working at mine or construction sites where blasting is conducted. Misfires are not always immediately obvious during postblast examinations performed by the certified blaster in charge; the presence of undetonated explosives may not appear until well within the muckpile as was the case in the photo, right. Today, a typical blaster is likely to wear many hats, including, but not limited to, supervisor, risk manager, safety coordinator, explosives engineer, communicator, as well as professional decision maker. Simply put, a blaster in the new millennium is an all encompassing blast site manager. As you know, accidents on the blast site can range from blast crew injuries to blasting incidents resulting from vibration, flyrock, misfires, etc. Not surprising, the incidents can quite often be traced back to direct preventable human action on the blast site. They can, however, frequently be avoided, if responsibly identified early and managed properly by an efficient blast site manager. Your company cannot afford to simply employ blasters; good blast site managers are necessary to produce the safest results possible.

Are you one of the thousands of hunters, fisherman, or hikers who purchased handheld GPS systems over the past several years and then been disappointed in their accuracy and performance. Or maybe you are one of the hundreds of blasters who have attempted to use GPS as a method for locating the exact position of their blast and measure distances from the blast to nearby structures. If so, you may have found that the accuracy of the handheld GPS systems left much to be desired. It may be time to get the units back out of storage and give them another try. With improved methods for designing and detonating shots the potential for flyrock can be significantly decreased, but there are few absolutes in blasting; therefore blasters must learn from the mistakes of others. Blasters must conscientiously employ control measures to minimize the risk of flyrock. The worst case incidents which tend to be widely reported by the media, should serve as a reminder to us all that minimizing the risk of flyrock must be incorporated into the design of the drill pattern and blast design.

For some of us, the most disagreeable part of being the blaster- in - charge is doing the required paperwork. Cost coding on time cards, drilling reports, magazine inventory logs, and blast records all eat into our time. When all goes well, which I suppose is 98% of the time, the blast records are submitted and filed, probably never to be seen again. Sometimes a progressive operation will use the information documented in the blast reports to evaluate blasting effectiveness and improve results. When the report is consistently used in this fashion, costs can be reduced and other efficiencies will be realized. A blast report in times past was a simple form that mainly was used to keep track of the drill footage and of the powder used in the shot. However, as the population and consequences of careless blasting increase, multiple levels of blast documentation are now being required nearly everywhere, during all phases of the drill and blast process. We are now compelled to create preliminary blast designs prior to commencing work. We are required to submit pre-blast plans before each shot, and we need to generate post-blast reports that document the details and results of each shot.

Along with the immense benefit of modern explosives seismic and acoustic effects caused by their detonation can be disruptive and alarming to many people. Claims range from affecting sexual performance to outright demolition of a residential structure. Regardless of the quality of the blast design and other precautionary measures, the inherent danger posed by the use of explosives often leaves residents searching for restitution. Consequently, many blasting companies today find themselves at the center of litigation. In the event that a blasting complaint proceeds to litigation your case will not be decided on “reasonable doubt” as in criminal trials. Instead, the jury will be instructed to decide guilt or innocence on a “preponderance of the evidence” presented. Even if you are able to present the best and most complete evidence that you have not caused the claim, the jury may rule in the favor

[Executive Director’s note: ISEE is committed to continuing its efforts to ensure that blasters be made aware of the issue of migration of carbon monoxide resulting from blasting operations. In the July/August 2001 issue of the J o u rnal we printed excerpts from “Carbon Monoxide - The Silent Hazard,” an article from the Safety Update, published by Nobel Insurance Services. We also re minded readers of the text from the 17th edition of the ISEE Blasters Handbook in its section on trench blasting as follows: “...consideration must be given to the proper venting of gases generated from the blasting. Should those gases spread laterally rather than vent directly to the surface, the gases may travel underg round and finally vent well outside of the planned area. Such events may be caused by the strata, soil conditions or root systems, or existing and/or abandoned utilities or other man-made structures. In the worst situation, gases resulting from the detonation such as CO2, CO, and/or N Ox may travel through the strata and find their way into basements of nearby homes or businesses.” While incidents are rare, a number of cases in re c e n t years have resulted from outdoor blasting operations p roducing carbon monoxide gas that has migrated t h rough the earth and accumulated in nearby enclosed spaces. T h e re are steps that a blaster can take to be proactive in preventing incidents. These steps and studies of the occurrence have been expertly presented in several papers presented at ISEE conferences and included in the ISEE Conference Proceedings, available th rough the Blasters Library. In addition, Material Safety Data Sheets provided with explosives used in surf a c e blasting should provide additional information on gases p roduced by detonation. Below, we have reprinted the IME white paper, entitled “Fumes from Blasting Operations.” The paper underscores the unique set of circumstances that combine to contribute to high concentrations of CO measurements in underground, enclosed spaces following the detonation of explosive materials and provides recommendations to blasters

For millions of people, cold weather is a fact of line – and one that can make a major challenge out of just getting to work. But for those working in the blasting industry, a number of obstacles are created when old man winter blows in. In addition to the obvious concerns regarding personal protection, Mother Nature can throw some very nasty weather at the blasting crew trying to travel with explosives products from the magazine site to the job site. As such, divers need to be familiar with cold, ice, and snow driving conditions both on and off the blast site. It’s critical to know what to expect before you leave. Keep informed of the latest weather and road conditions as they change often; it will help you make the right choice in clothing and driving habits. Remember bridges and overpasses will freeze first even in temperatures above or near the freezing mark due to the effects of wind chill. Plan to take extra time to and from the job site.

Transportation officials say the new Hours of Service rule that took effect January 4th will reduce driver fatigue and prevent hundreds of injuroes, thousands of crashes and save the American economy about 628 million dollars a year.

This paper describes a newly developed Surface Remote Blasting System (SURBS) for electronic detonators, which is currently being introduced into surface blasting applications. The rationale for developing the SURBS was to meet key needs of mine operations, such as minimizing the shutdown time and the capability to conveniently initiate blasts in difficult terrain from a safe distance. Increased distance from the blast site, combined with a good overview of the site enables maximum safety during blasting. The system also removes the inconvenience of running long firing cables. The SURBS consists of the field-proven detonator and equipment technology of an existing electronic detonator system, a Surface Remote Blasting Box and a Surface Remote Blaster. The Surface Remote Blaster is the Master unit and controls the Remote Blasting Box via encrypted radio communication using a sophisticated safety technology, which guarantees that the highest safety standards are maintained.

I remember a big problem with a seismograph in the winter two years ago. In response to a citizen’s complaint I placed a transducer near the corner of a two-story home. It was a pretty nice day for the winter months, the people were pleasant, and I had no problems digging a hole to place the transducer.

Whenever misfired holes or portions of misfired holes remain after a blast is fired, a hazardous situation exists until the unfired explosive materials have been disposed of properly. Yet, there are so many factors that can contribute to misfires that it is impossible to give blanket instructions on how to handle them. To complicate matters, misfires today are rare due to reliable blasting products. As such, it isn’t very surprising that many blasters have never had to deal with a misf i re condition. While the likelihood of a misfire occurrence is minimal, you should always be pre p a red to handle a misfire should you be involved in such an event. To begin, every blaster and blasting org a n i z a t i o n should develop a misfire policy which contains the company’s safe operating pro c e d u res, emergency contact list, as well as any regulatory compliance re q u i re m e n t s . Tailgate and/or company-wide safety meetings should communicate the company’s contingent misfire pro c ed u res and any special site-specific precautions BEFORE the start of any project.

Business says that location is a primary component of being successful. So too is the importance of location in blasting. For blast seismograph data to be useful, the location of the blast and seismograph must be clearly documented. Another location of importance is that of a nearby structure. Establishing the spatial relationships between the blast, seismograph and nearby structures, allows the blaster to correctly interpret the data, evaluate the performance of the blast and gauge the validity of any complaints.

"Key to successful innovation, whether at organization, industry or national level, is the alignment and utilization of resources in the most appropriate and efficient way. Innovation needs to be directed strategically, and it needs to be auditable in a systematic and integrated fashion. In the light of these considerations, this paper describes the construction and use of a topographical map of the innovation landscape of an organization. The purpose of the map is to provide a holistic view of the key factors that enable innovation (the so-called 'landmarks'), how well they are aligned to support a particular type/nature of innovation in the organization (e.g. radical vs. incremental innovation), and to identify possible gaps between actual and sought performance.The landscape covers four domains that influence innovation - the attributes of the individual, the organizational context in which he/she functions, the business environment (the market / industry in which the organization is operating) and the external environment. The significance (importance) and height (performance) of the landmarks in supporting and enabling innovation within the organization is determined by means of a self-appraisal audit. The topography of the landscape derived thus is subsequently interpreted in terms of the organization's particular innovation strategy and environmental context."

There are many factors which affect the productivity of a front end loader. One of the most obvious is the characteristics of the material being mined. Characteristics such as size distribution, swell factor or heave, and material hardness / abrasiveness will all effect the efficiency of the mucking cycle. The focus of this paper is to look specifically at the size distribution of blasted material, and quantify the effects on loader productivity.
