Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.

In a previous paper the writer dealt -with the jasper bar formations and their relationship to the structural geology of older pre-Cambrian rocks in the goldfields districts of Western Australia (24). He has pointed out in this ahd other papers that jasper bars, or banded iron formations, banded hematite or ,magnetite quartzites, jaspilites and related banded ferruginous or non-ferruginous cherts, occur in abundan'ce in the Older Greenstone Series of Western Australia (22), (24), (26). They are considered to represent special forms of banded ferruginous sediments, and are usually fpund in the field interbedded with more or less metamorphosed pasaltic 01' andesitic lavas and tuffs, now amphibolites, together with occasional thin bands of normal pelitic sediments, which go to make up a large proportion of the Older Greenstones in thfs State (26).Great thicknesses of fiat-bedded ]:landed ferruginous cherts are also found associated with cherty' carbonate rocks; quartzites, shales and thin-bedded dolomite whicIi constit'ute the Nullagine (Pl'oterozoic) system in the northwest of Western Australia. In the Hamersley Range district these banded ferruginous chert beds are the hosts of important deposits of blue amphibole asbestos.In the paper mentioned above brief reference was> made to the importance, of geological structure in relation to economic geology, particularly in the goldfields regions of Western Australia, and it was shown that jasper bars may have an important role in the study of 'the structural geology of many of these regions. Of possibly more immediate economic importance is the part that these rocks play, both directly and indirectly, as host rocks for mineral deposits-the chief of Which are gold, iron ores, blue asbestos, and manganese ores. The blue asbestos bearing banded iron formations mentioned above are confined to the younger pre-Cambrian Nullagine formations. They have been described in detail elsewhere (23). In this paper it is proposed to discuss the economic geology of the jasper bars found in the older pre-Cambrian series.The jasper 'bars have in themselves little or no intrinsic value except perhaps some of the more highly coloured and banded varieties which may be utilised for ornamental and decorative purposes. Probably the best known of such varieties is the so-called "marble bar;" a belt of, strikingly coloured banded chert occurring just south and west of the famous town of that name (see Fig. 1t). This consists of a hard, very fine, even-grained rock with alternate individual stripes varying from the thickness of a sheet of paper up to an inch or more in width, and ranging in colour from clear white to yellow, from various shades of pink to brilliant...

This paper enumerates various difficulties encountered in the design and construction of deep caisson foundations for the Second Bassein Creek Bridge constructed over a creek with very difficult site conditions. The designer of the bridge had anticipated the problems associated with the construction of large diameter floating caissons and limited the maximum size of caisson to 12.5m O.D. facilitated by the means of Shock Transmission Units (STUs). This is the first road bridge in India where STUs are installed to distribute seismic horizontal loads among piers installed with fixed and unidirectional bearings. Besides the usual difficulties of tilts, shifts, and sinking in the construction of floating caissons, the paper also describes a novel methodology used to retrieve a circular 12.5m O.D. caisson which had been swept away during a storm and stuck into the creek bed.

With ever-increasing demand, low-grade complex ores and strict environmental regulations, metallurgical processing options have become limited. Heap leach technology provides several benefits to combat these issues including low cost, flexibility and diversified process conditions. This paper provides an overview of heap leaching technology with specific emphasis on chemical aspects. Hence, influencing factors, advantages and disadvantages, testing approaches and some fundamentals will be discussed. Finally, heap leach technology for different ore types (copper, nickel, uranium and gold) will be briefly compared.

This paper describes a model that can simulate the behaviour of a pneumatic intensifier that is generally referred to as an ?air pump? (AP). The AP is used in many South African underground mines, and utilizes compressed air with pressures between 0.3?0.6 MPa to pump water up to pressures of 12?18 MPa. The high pressure water is used in numerous underground mines to pressurize props and roof bolts that act as safety and roof support devices. The simulation model reproduces the intensifier&apos;s operation under various conditions and therefore can be used to investigate the AP&apos;s sensitivity towards environmental conditions, design parameters (such as spring stiffness, plunger diameter, nozzle diameter etc.) and operating conditions. Model validation by comparison with laboratory experiments showed good correlation. The model can subsequently be used to investigate design changes aimed at improving the AP&apos;s performance and reliability over a wider range of operating conditions.

The Loma Prieta earthquake occurred on October 17, 1989 at 5:04 PM, Pacific Daylight Time. It measured 7.1 in magnitude and was felt from Los Angeles north to the Oregon state line and east to western Nevada. The epicenter of the earthquake was located along the San Andreas Fault, in the Southern Santa Cruz Mountains just north of the City of Watsonville, California. It was the largest earthquake to occur in the San Francisco Bay area since the 1906 earthquake. A total of 87 aftershocks of Magnitude 3.0 or larger were recorded within 21 days after the seismic event. As a result of this earthquake thirteen State-owned and five locally-owned bridges were closed to traffic. Three of the most publicized State-owned structures closed to traffic were Struve Slough Bridge, San Francisco-Oakland Bay Bridge and Cypress Street Viaduct. Struve Slough Bridge was twin slab bridges that collapsed and were rebuilt and open to traffic three months after the earthquake. San Francisco-Oakland Bay Bridge experienced collapse of upper and lower spans at Pier 9 and was reopened to traffic one month after the earthquake. The Cypress Street Viaduct experienced collapse of 48 bents that resulted in the upper roadway falling onto the lower roadway.

Traditional dilution control systems range from computer modeling, use of physical markers on the field as polypipes to a technology that marks some control points where displacement is measured. The latter includes walking over a muckpile which is prohibited by some mining companies as a safety measure. The new technology presented in this paper is a patented system that is installed on board excavators (backhoe or front shovel types). Several control points are set along ore/waste contacts and their position is uploaded on the corresponding shovel. The operator proceeds on mucking until he is alerted when reaching any of the several control points previously located in the blast patterns and that have moved with the muckpile. A case study is presented at a high grade copper mine, were unique 3D shapes are showing as a result of using an on-board excavator dilution control system. Both ore-loss or dilution cost of opportunities are analyzed.

This paper is concerned with a study on the floor heaving in the transport road of the GLI Omerler Colliery in Tuncbilek-Turkey. This gallery has been opened at the depth of 200 m through the formation of marl in 4.6 m width and 3.5 m height in cross section. Floor heaving occurred up to 70 cm in height in maximum and caused severe problems in railway and band-conveyor transportation in the main road. In addition; after the current panel mined out, the shield support units could not be transferred to the new panel because of the deformation of roadway cross-section. The I-profile steel arch supports also sank into the weak floor rock. This situation has been studied by numerical analysis using the FLAC3Dfinite difference program in order to investigate the rock mass behaviour around the opening. The obtained outputs of the numerical model have showed consistency with the amount of floor heaving in the gallery at 200 m depth. A new gallery has been driven at the depth of 115 m and M4 longwall panel has just been taken to production. So as not to encounter with the same problems at 200 m depth, especially longwall face moving problem, various numerical models have been studied in order to keep the floor heaving in the acceptable limits required to move shield support units. "Sylvinite ore from the Saskatoon area typically contains about 5% insolubles, occurring as clays and carbonates. These insoluble slimes must be removed sufficiently well to permit an efficient subsequent potassium chloride flotation, due to their high adsorptive capacity for amines used as potash collectors. The insolubles are liberated from sylvinite by high attrition scrubbing in a slurry. The liberated slimes are separated by multistage cycloning or by a selective flocculation-flotation process.An outline of the potash processing operations at Agrium Vanscoy Potash Operations is given, emphasizing the insoluble slimes froth flotation separation process. This process was originally implemented at the Agrium plant in the mid- 1970's and replaced a hydrocyclone system.IntroductionAgrium Vanscoy Potash Operations is located 40 Km southwest of Saskatoon, almost midway between the communities of Vanscoy and Delisle. Processing operations started in 1969, and the annual production capability was subsequently increased to the current 1.8 MM tonnes per year of muriate of potash.The mining operation at Agrium Potash which was described in a paper by Jones and Pruggerl , is done underground using four large continuous double rotor boring machines for the main production with development done by heliminers. Annual ore production is 5.5 MM tonnedannum. Ore is hoisted 1,100 m to surface for processing."

The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory&apos;s economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. "The Pulp Chemistry Monitor (PCM) has been installed and operated in a number of concentrators in Australasia, and has produced some very interesting results. PCM measures the pH, Eh, dissolved oxygen, temperature and oxygen demand of process streams within a concentrator continuously and in real time.In the example presented in the paper the cleaner feed pulp chemistry is measured, and related back to changes in the mineralogy as well as variations in metallurgical response. For example, a decrease in Eh and dissolved oxygen as well as an increase in the oxygen demand. These changes in the pulp chemistry appear to coincide with increases in the feed grades, probably higher pyrite grades. Further, these variations in pulp chemistry and feed mineralogy have a negative impact on the concentrate grade and recovery.The implication is that if the pulp chemistry is monitored it is possible to predict changes in the mineralogy of the system, and from this the metallurgical response. Further, the changes in pulp chemistry can be used in a control system to counter the changes in mineralogy and maintain the metallurgy.IntroductionIt has long been recognized at a fundamental level that the flotation behaviour of sulphide minerals is dependent on the pH and Eh of the system (for example: Tolun and Kitchener, 1964; Woods, 1976). However, measuring pulp chemical parameters within an operating concentrator has had limited attention. Woodcock and Jones (1970a and b) were among the first to actually collect data from operating plants. Jones and Woodcock (1984) identified some of the chemical complexities of flotation pulps, and noted that most concentrators already operate at high levels of metallurgical performance but there was still considerable scope for improvement. These gains would, in part come from more effective chemical control. In the same volume, Healy (1984) discussed metal ion hydrolysis and precipitation, redox chemistry and how the surface chemistry of sulphide minerals can be influence flotation behaviour. The impact of grinding environment on the pulp chemistry and flotation response of a complex polymetallic sulphide ore is discussed by Forssberg and Subrahmanyam (1993). Their work essentially contrasts the pulp chemical and flotation performance of pulps ground with conventional ferrous grinding media to a fully autogenous system. The data suggested that the reduction or removal of iron hydrolysis contamination from the system could have a positive influence on flotation behaviour, and perhaps the first stage of “controlling” the chemistry of the system should be in the grinding circuit. Grano et al (1995) demonstrated that the collection of pulp, solution and surface chemical data could identify weaknesses within a concentrator, and from these data develop, test and implement solutions that improved the process. Greet et al (2006) showed that the pulp chemical trends observed through primary grinding and rougher flotation circuits of most sulphide flotation concentrators are approximately the same. There are differences in the magnitude of various pulp chemical parameters (pH, Eh, dissolved oxygen, temperature and oxygen demand) as a result of variations in the feed mineralogy and processes employed. Further, it was noted the Eh shifted to more reducing values of the ten days measurements were collected, and this change could be traced to an increase in the iron sulphide content of the feed. Metallurgically, this resulted in an increase in nickel recovery through the recovery of nickeliferous iron sulphides, and a decrease in nickel concentrate grade."

"Column flotation circuit engineering has matured to a good level of understanding regarding testing, scale-up and design. Some of the factors important to the process of implementing columns are addressed in this paper, highlighting the following issues• operating bias and the maximum achievable solids carrying rate for a column application.• internal circulating loads of full scale and pilot plant flotation columns• short-circuiting oflarge scale columns and the impact on separation selectivity• the number of stages in a column circuit and the impact on selectivity.The paper uses several case studies, from pilot plant to full scale implementation, to illustrate these design issues.1. IntroductionTen years ago, in 1984, there were very few column flotation installations world wide and the largest columns were about I . 5 to 2 m diameter or square. During the following decade there have been in the heighbourhood of 80 column installations that have been successful and profitable, as both retrofits and green-fields plants. Now, columns as large as 3 to 4 m are not uncommon. Examples of installations with many large columns include Escondida, with ten columns each at 4 m square, and P T Freeport Indonesia, with 21 columns: nine 3 m diameter columns, four 2.4 m diameter columns and, starting up in April I 995, eight 3.6 m diameter columns.During this growth period there have also been column installations that can be considered as failures. In the majority of these cases, the reason for their failure has been an insufficient installed capacity for applications where there is a high weight recovery of solids to the froth product These include zinc cleaning, copper cleaning and iron ore flotation (silica flotation from a feed that is 15 to 30 %Si02) An application with high weight recovery to the froth product makes column scale-up and circuit design more complicated. This is particularly so if a high degree of selectivity is also required while attaining a high weight recovery, which can happen with iron ore flotation in columns."

My comments and questions are addressed to Mr. Troughton. It seems to me that the tests were very well tailored to determine long term effects on performance of bearing piles as groundwater pressures rise in the London Basin. This rise is being simulated by means of a groundwater recharge system but it would be informative to have further details of the controls of conditions simulated. Ideally the porewater pressure in Standpipes 1, 2 and 3 should be the same throughout the test. Under test conditions are there not practical dif­ficulties? Recharge Well C2 is a lesser dis­tance from the pile than the other wells. Was the rate of recharge to C2 regulated to a lesser rate than the other three? In my experience the rate of acceptance usually varies from well to well. Under a common feed pressure were mea­sures taken to compensate for this? Since the problem does not only affect London, but also Liverpool, Nottingham, Birmingham and to a lesser extent, Manchester, I question whether an ideal procedure is being used. It is well known that rates of acceptance decrease with time and often recharge wells need to be flushed out at regular intervals. Other pro­cedures may need to be adopted to accurately simulate the effect of groundwater rise, if tests of longer duration are to be considered.

Traditionally, the blast furnace (BF) has maintained a dominant position as the primary source of iron units. Notwithstanding the efficient nature of the process in respect of its material and energy consumption, the conventional blast furnace route is faced with limitations such as stringent quality metallurgical coke, high capital investment, etc. While BF will continue to retain its predominant position as the foremost ironmaking technology, the alternate processes may also have a role to play. Direct Reduced Iron (DRI) or sponge iron industry is all set to take a firm root in India as one important solution to the problems of shortage of metallurgical coal and ferrous scrap and high investment costs faced by the country&apos;s steel industry. The commercial proven DR processes coupled with electric arc furnace (EAF) steelmaking have also offered a viable alternative to the blast furnace - basic oxygen furnace (BF - BOF) route for the installation of integrated plants under specific local conditions. The performance and efficiency of DRI processes mainly depend upon the chemical and physical behaviour of the raw materials especially the iron bearing materials. Iron oxide pellet and sized lump ore constitute the oxide feed stock, while pellets form an ideal feed stock for direct reduction, use of lump ore is economically advantageous because of its lower price. National Mineral Development Corporation Limited (NMDC), being one of the major producer of iron ore in the country since last four decades, has established technology and developed process flowsheets for production of suitable calibrated lump ore for DRI production, besides supplying the natural lump ore for conventional blast furnace requirements. In addition to the above, extensive pilot plant tests have been carried out at the R&D Centre of NMDC for preparation of iron ore concentrates suitable both for direct reduction and blast furnace grade pellet feed using the iron ore fines from its own mines and as well as from the other iron ore mines in the country. For utilisation of the huge quantity of slimes generated in its ore processing plants, NMDC has planned to set up the first commercial plant adopting the smelt reduction process (ROMELT Process) for production of pig iron from Bailadila slimes. The paper mainly deals with various beneficiation techniques adopted for production of DRBF grade pellet feed from iron ore fines. Also presented in the paper, the extensive work carried out at R&D Centre on preparation and evaluation of calibrated lump ore (Natural Pellets), based on which, suitable modifications are incorporated in the ore processing plants of NMDC for production and supply of the same to sponge iron industries.

Lacy copper has been an on-going concern at Atlantic Copper for at least 10 years and was first reported to Glencore Technology in mid-2010. Over the past 12 years, many of the plates were replaced due to age and general deterioration however; plate passivation and lacy copper issues have persisted. After analyzing all the possible causes of this phenomena, it was found that the problem is caused by a degradation of stainless steel as a consequence of the deposition of Sb oxides. These deposits act as passivating agents of stainless steel, which reduces the density of copper nuclei, causing defective copper deposit, with low thickness and ductility. After doing several tests for reducing/removing the phenomena, the over-riding factor was found to be the anode-cathode overlap. An adequate overlap eliminates the problem of "lacy copper". This was verified during an eight month trial with anodes extended 2.5cm in length. Longer anode not only avoids the appearance of lacy copper, but also recovers cathodes that already have lacy copper. On the other hand polishing of plates only gives rise to a temporary solution that requires on-going polishing, to avoid the re-appearance of lacy copper. INTRODUCTION The electrolytic copper refinery of Atlantic Copper in Huelva (Spain) was commissioned in 1970 with an initial capacity of 40,000 t of cathodes per year. In 1975 the copper refinery was expanded to 108,000 t/year. From 1994 to 1996, a new expansion together with the implementation of ISA permanent cathode technology led to a capacity of 215,000 t/y. Since 1995, a progressive increase in the current density up to 350 A/m2 has been accomplished, which together with an increase in the number of cells from 1,120 to 1,204, has led to the present cathode production capacity of 290,000 t/y A lack of copper deposition in the lower part of the steel permanent cathodes was first reported in 2010. This phenomenon is known as “Lacy copper” because of the appearance of the copper deposit as it can be seen in Figure 1. The occurrence of this phenomena was relatively low and was assumed to be originated by an excessive anode scrapping. Nevertheless, in December 2015 Lacy Copper was observed in a significant amount of copper cathodes giving rise to the following issues: Increased tramp copper – housekeeping and maintenance problems Poor appearance of cathode deposit and untidy looking bundles

The deposition of calcium carbonate scale on surface and subsurface production equipment creates an operation problem in many oil fields. The formation water in which the carbonate-scale-forming components are initially dissolved becomes supersaturated with calcium carbonate as a result of the drop in pressure during production. The continuous flow of a supersaturated solution through the production equipment results in the growth of a dense layer of calcium-carbonate crystals. For a scale layer to be built up, the supersaturated formation water should contact the walls of the production equipment. The tendency for scale to be deposited, therefore, will be low, if the crude has a low water cut and if the water is finely dispersed in the oil. A scale problem will occur, if at a high water cut part of the water is present as free water. The rate of scale deposition will then be approximately proportional to the rate of free water production. Depending upon where the formation water becomes supersaturated, scale may be deposited in the flow line only, in both flow line and tubing, and in some cases even in the perforations and in the formation near the wellbore. In the South Sumatran fields (Indonesia) the main difficulties encountered due to the deposition of calcium-carbonate scale have been restriction of flow through tubings and flow lines, wear and abrasion of plungers and liners, and stuck plungers or wellhead valves. So far, the only methods of combating the *Presently associated with Brunei Shell Petroleum Co., Ltd.. Seria. scale problem have been routine acidizing and additional well pulling. As for the pumping wells, it was estimated that some 50 percent of the total well-pulling effort was directly attributable to scale deposition. The most promising alternative was to prevent the deposition of calcium carbonate scale by means of chemicals. Inorganic polyphosphates such as sodium hexametaphosphate and trisodium polyphosphate are known to retard the formation of scale by the "threshold action". They are adsorbed on specific faces of the crystal nuclei and thus prevent crystal growth, thereby stabilizing supersaturation. Polyphosphates are effective at very low concentrations ( a few ppm), and far less than stoichiometric quantities are required to keep the scaling ions in solution. Recent investigations on barium sulfate scale1 have confirmed this mechanism. The types of polyphosphate mentioned can be applied as concentrated aqueous solutions either squeezed into the formation, lubricated down the annulus or injected via macaroni string. Several squeeze jobs with polyphosphate solutions have been carried out in the South Sumatran fields, however, with disappointing results. Lubrication down the annulus and injection through a macaroni string were not considered attractive in this area because of the kind of equipment and the degree of supervision these techniques require. Polyphosphates are also available in a granular, glassy form, which, in contrast with the readily soluble types already mentioned, show an extremely low

Retaining walls for the construction of underground urban infrastructures have to be executed considering the impact of a deep foundation job-site within an urban network. Traditional excavation systems, based on the use of grabs and bentonite mud, involve serious problems such as: the opening of trenches adjacent to existing buildings; the cleaning of the working area; the site installation for the production and storage of the bentonite mud; the transport and disposal of soil contaminated with bentonite mud. Alternative solutions have therefore been developed in order to overcome these problems. For temporary works soil consolidation methods, combined with the use of sheet piles, have been implemented, by a combination of traditional mixing methods and jet grouting systems to speed up the operations, consequently reducing the construction time. For permanent works two new techniques named respectively CSP (Cased Secant Piles) and CDW (Continuous Diaphragm Walls) have been studied, applied and tested.

This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia&apos;s export of technology. ò an opportunity to expand Normet&apos;s client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.
