Worldwide minerals exploration slipped in 1992 from 1991 levels. Although industrial production figures showed the US economy emerging from recession in early 1992, it was not until February 1993 that the lagging indicator of unemployment dropped to 7%. Most other industrialized countries are still in recession. Preliminary data for 1992 showed industrial production dropping in Japan (5%), Germany (1.4%), the United Kingdom (0.5%) and France (1.4%). The slowdown in industrial production led to reduced mineral demand. This resulted in lean cash flows from mining operations, which squeezed exploration funding. Although mineral prices were steady during most of 1992, some mineral commodity prices began falling in late 1992 and early this year. Exploration 1991-1992 According to Metals Economics Group (MEG), planned 1992 exploration expenditures were down by about 5%. Geographically, the leading exploration target was the United States with 21 % of the expenditures, followed by Australia (19%), Canada (18%), Latin America (15%), South Africa (9%) and the western Pacific (7.5%). The remaining 10% was split between Europe and Africa. There were absolute increases in exploration expenditures in the United States and Latin America. Latin America showed the largest increase. The change in the Mexican mining law allowing foreign ownership of mines should result in the inflow of direct foreign investment in Mexico's mining industry.

A high calcium fluid-bed combustor ash has been shown to be an effective binder at dosages of 1 to 2% of the magnetite concentrate weight. Magnetite pellets 1.3 cm (1/2 inch) in diameter were produced with dry crushing strengths greater than 22.3 Newtons/pellet (5.0 pounds force/pellet), which is comparable to the results produced using conventional bentonite binder. The effectiveness of fly-ash-based binders was considerably improved when calcium chloride was added as an accelerator. Addition of calcium chloride at a rate of 0.1 to 0.2% of the total powder weight increased the strength of dried pellets by as much as 22% compared to the strength of pellets made using fly-ash without accelerators.

Two miners were fatally injured when a pillar bump occurred during retreat mining in a southern West Virginia coal mine. The mine was operating in the Eagle seam with overmining in the No. 2 Gas and Powellton seams. A coal bump is defined as a sudden and violent failure of coal caused by the release of stored strain energy in the pillar. While significant strides have been made by academia, industry, and regulatory agencies to better understand bump conditions and mitigation techniques, coal bumps represent a long standing, highly site-specific engineering problem in which the exact failure mechanism(s) is not clearly understood.

Over the past decade the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry?s injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked, injury rate, and days lost. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992?2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent.

In 2006, McNally International Inc., in a joint venture partner-ship with Aecon Constructors, was the successful bidder on two York Region Tunnel Projects: the Bathurst Collector/Langstaff Trunk Sewers and the York Durham Sewer System (YDSS) Interceptor Sewer 19th Avenue, both in the Toronto area. These projects comprised a total of 13 km (8 miles) of 2.74 m (9 ft) finished diameter tunnels and are both part of the YDSS. Both contracts required the use of earth pressure balance (EPB) tunnel boring machines (TBM) with a precast concrete segmental liner.

The 30th annual short course ?Grouting Fundamentals and Current Practice? was held at the Colorado School of Mines, June 22-26, 2009. The field demonstration portion of the course was conducted June 25, at Hayward Baker, Inc.?s yard in Broomfield, CO. The full-scale field demonstration annually presents many different types of drilling equipment being operated as well as various grouting methods being performed under different field conditions. As part of the field demonstration, the class is shown the proportioning, mixing, testing and injection of various cement grout mixes into sand columns under controlled and measured conditions. These sand column demonstrations have been conducted under controlled and measured conditions each year since 1999 as part of the short course. The sand column demonstrations were conducted prior to 1999, but with less quality control and minimal record keeping of the proportioning, mixing, testing, injection pressures and the final permeation results. The goal of the sand column demonstration is to show the students the effect of the water cement ratio and the use of admixture as well as the fineness of the cement, portland versus ultrafine, used has on the engineering properties of the grout and the grout?s vertical permeation through the sand. Test results for the demonstrations conducted in 1999 and for two separate demonstrations, one at the grout course and one at Geo Denver, conducted in 2000 were published in the 2001 proceedings of the Rapid Excavation and Tunneling Conference (RETC) (Henn et al. 2001). The test results for the 2002 and the 2003 demonstrations were published in the 2005 proceeding of the RETC (Henn et al. 2005).

This paper presents a simplified computerized method for the prediction of maximum subsidence and the subsidence profile for the Appalachian Coal Basin using the Hyperbolic Function Profile Method. Several case histories are cited to demonstrate the appropriateness of the predictive method. In addition, sample runs and a detailed listing of the computer program is provided. Other popular subsidence prediction methods are discussed and compared with the Hyperbolic Function Profile Method.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

In 1992, a detailed inspection of the Southfield Sewer revealed a reach of approximately 0.8 kilometers in length, located directly below the freeway lanes, which was severely distressed. Failure of this section of the sewer would result in the closing of the busiest roadway in the state as well as the potential backup of sewage into homes and spilling into nearby surface waters. As such, repair of the distressed section required development of a procedure that would not jeopardize the conveyance of flow through the existing sewer nor impede travel on the overlying freeway. Based on these constraints, the DWSD and NTH team developed a repair concept that entailed the mining of a new, 3.05-meter (10-foot) diameter bypass away from the traffic lanes. The new bypass section was connected to the existing sewer, up stream and down stream of the distressed area, using a “top down” construction approach, that required only minimal freeway closures during weekend periods. This paper, prepared jointly by the Owner, Consultant and Contractor will describe existing conditions, design considerations and construction methods.

With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. The proliferations of media sources and non-profits organizations in Ghana have put the negative impacts of mining on the ?spot?; this has resulted in public outcry about mining. Although, the gold mining industry has responded by implementing several voluntary measures to ensure sustainable mineral development, these critics label such measures as ?green wash?. In this study, a content analysis of newspaper articles of the Ghana Web Database was carried out after the collection of a total of approximately 900 newspaper articles from it. The data were statistically analyzed to chronologically examine the main media view points and the changing perception of mining issues as reported by private and public media. The results showed government, mining industry (Gold), illegal miners and non-profit & community groups as the main media view points and total of twenty-eight related gold mining sustainability issues. The findings of this study could be used by the gold mining companies to improve upon the communications of their unknown sustainable mineral development measures and to design effective communications and education programs for the public.

Design and construction of the Epping to Chatswood Rail Line tunnels in Sydney, Australia required an innovative approach to define hydrogeological properties of the Sydney Hawkesbury Sandstone and provided an insight into the hydraulic behaviour of fractured sedimentary rocks. To meet restrictive water inflow and infiltration criteria both the pre-treatment of zones of fractured or highly jointed rock, and waterproofing using an interior spray on membrane for the finished drained tunnels and stations was required. Methods typically used to address the interaction of groundwater and tunnels in the Sydney Basin are demonstrated by case histories from major design-build tunnel projects.

The marble deposits of Yule Creek were first discovered in the late1870s. Minor quarrying occurred between that discovery and the early 1900s. Major development occurred in 1905, when Channing Meek, with some help from the Rockefellers, raised $3 million to develop the Colorado Yule Marble Quarry. That is $50 million in today’s dollars. Some of the words used to describe the marble deposit were “gigantic, remarkable, flawless and immense.” Boosters proclaimed, “The marble age is here.” Obviously, dreams were big for Marble.

The economic advantages of large diameter ball mills can be compromised by unexpected capacity limiting conditions. These arise because media rotational flow to ore axial flow ratios, and the number of mill revolutions that ore is subjected to during residence, are both inversely proportional to mill diameter. Because of this, mixing efficiency and grinding kinetics may decrease and become capacity limiting when mill diameters reach a critical range. There are two possible scale-up problems involved in the design and use of mineral processing machinery: • Selecting the size and operating conditions for available larger equipment, to insure that operating results will match those obtained with smaller units; or •Extending the size ranges of equipment beyond existing limits. Previous research at Columbia University into flotation machine hydrodynamics has demonstrated the importance in scale-up of internal flow relationships; these perform a similar role in grinding (Arbiter and Harris, 1980).

The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

Refractory gold ores are those from which a significant percentage of the gold cannot be recovered by conventional cyanidation. Historically, roasting has been the primary method for rendering such ores amenable to gold extraction; however, roasting creates environmental problems that are not acceptable in many locations. During the 1980s, consistently strong gold prices drew increasing attention to refractory gold ores, and new processing schemes were commercialized, most prominently aqueous pressure oxidation and more recently bacterial oxidation. Since 1985, pressure oxidation has been incorporated into four plants processing refractory gold ores. A fifth plant is scheduled for start-up in early 1990, and three additional plants are scheduled for production before late 1992. A technical session on treatment of refractory ores was included in the program of `World Gold '89, a Gold Forum on Technology and Practices' held by SME and the AusIMM in Reno, NV, Nov. 5-8, 1989. This article summarizes material from five of the papers presented during the refractory gold session and published in the proceedings of `World Gold '89,' edited by Roshan Bhappu and Rod Harden. Time-dependent ground behavior may have important implications for the construction process or the life of a tunnel. The paper gives a concise overview of the influence of time on the deformations and the stability of underground openings, including topics such as face stability in soft ground or the time-development of pressure or deformations in squeezing or swelling rock. While keeping in mind practical questions of tunnel engineering, emphasis is placed on understanding the observed time-dependency, on the underlying mechanisms (such as pore water pressure dissipation or chemical processes) as well as on the respective inherent prediction-uncertainties and design-uncertainties.

The authors of this paper have a combined construction experience of 70 years. They have served as engineers and managers on projects throughout the United States and Canada. Approximately 50 shafts have been sunk under their direct and daily participation. Several shafts have been selected from each of their experiences and have been briefly summarized here. SHALLOW SHAFT SINKING Sinking shallow shafts in highly urbanized areas adds an additional set of problems to those encountered in normal sinking operations. During the time between July, 1975 and early 1981, a series of shafts were sunk for The Washington Metropolitan Transit Authority. All of these were located along the "A" line, starting soon after the route departed from its path along Connecticut Avenue, proceeding to Wisconsin Avenue and then along Wisconsin Avenue to the city line at Western Avenue. (See WMATA System Map, Figure 1) The first three shafts were subcontracted from Morrison-Knudsen & Associates, Contract A9a, in July, 1975.
