From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.

The Electric Power Research Institute (EPRI) initiated a program in 1976 to develop and demonstrate an instrument system for on-line continuous measurement of coal properties. The program has focused on the use of Prompt Neutron Activation Analysis (PNAA) for elemental determinations and microwave absorption for moisture determination. One of the major results of the EPRI program is the development of the CONAC (Continuous On-Line Analysis of Coal) instrument, with Science Applications, Inc. (SAI) as the prime contractor and Kennedy Van Saun Corporation as a subcontractor.

Most of the coal presently used by the utility industry is cleaned at preparation plants employing wet processes. While water is the mainstay of coal washing, it is one of the least desirable components in the final product causing a reduction of the heating value as well as handling difficulties. Currently available dewatering techniques are inefficient for dewatering very fine coal (minus 325 mesh). The US coal industry has expressed serious concern about utilizing advanced cleaning processes such as column flotation because an efficient and economical dewatering process is not available.

At the RETC 1979 in Atlanta/Georgia it was reported about the beginnings of the Hydroshield system and the first site experiences. Since that time over 10 miles of tunnels in various diameters have been built with that system, and the discussion of the two most interesting projects will be the main topics of this paper. AURELIA TUNNEL, ROME In Rome, the railway system is going to be completed and modernized. Therefore, it is necessary to tunnel through the Roman hills. Part of the new railway system is the Aurelia Tunnel, located some 100 feet below the famous Via Aurelia Antigua, close to the Vatican. The double track railway tunnel has an internal diameter of 9.44 m and a length of 2.410 m. It runs through completely differing soil conditions. (Fig. 1) The first 1000 t are situated in watertight clay, the rear part in water bearing loamy, clayey sands with interlayers of loamy clays. The figure shows the soft change-over from clay to sand. In the United States, about one-quarter of the fuel oil and natural gas consumption is associated with power production in utility and industrial boilers and process heat needs in industrial furnaces. Coal has been an attractive candidate for replacement of these premium fuels because of its low cost, but there are penalties associated with the solid fuel form. In many cases pulverized coal is unacceptable as a premium fuel replacement because of the extensive cost of retrofitting an existing boiler designed to burn oil or gas. In the cases of synthetic fuels from coal, research and development still has a long way to go and the costs of research and development are very high. Another option which appears very attractive is the use of solid coal in a liquid fuel form, coal slurry fuels. Occidental Research Corporation (ORC) has been developing coal slurry fuels in conjunction with Island Creek Coal (ICC,) Occidental Petroleum's wholly-owned subsidiary. Both Coal-Oil Mixtures and Coal -Water Mixtures are under development. ICC is a large eastern coal producer, engaged in the production and marketing of bituminous coal, both utility steam and high quality/low volatile metallurgical coals. A sister division, Sheridan Enterprises is engaged in the development of western coals.

A statistically-designed exper¬mental study showed how gangue minerals, flux additions, fineness of grind, firing temperature and time affect the properties of acid pellets made from a Western Australian hematite ore. Alumina has less effect than silica and lime, but various interactions between the six variables occur, which influence abrasion index, reducibility and cold compression strength. Finer grinding has little influence on reducibility but improves the other two properties. The major variable is firing temperature. It interacts with all other variables in its effects on pellet properties. Calculations based on the data show the implications for straight-grate pellet plants and optimum hood temperature range.

The primary grinding stage in the Vuonos concentrator comprises a rod mill in open circuit and a semi-autogeneous mill in closed, circuit with a hydrocyclone classifier. The instrumentation of the grinding circuit is displayed in Fig. 1. All the measurements have computer interfaces and all the control circuits have been implemented by the process control computer. The crushed ore feed to the rod mill is measured by a belt-weigher and controlled by a belt-feeder. The pulp density in the rod mill is stabilized by proportioning the waterfeed at the mill inlet to the crushed ore feed. The slurry level in the pump sump is measured by a pressure transducer and it is controlled by charging the speed of the direct-current drive pump.

The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene and plagioclase feldspar which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals and reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilize the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. In summary due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible. Chromite recoveries can be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. INTRODUCTION The Bushveld Complex located in the north of South Africa contains the world’s largest deposit of Platinum Group Minerals (PGMs) (1). The so-called upper Critical Zone of the Complex hosts the largest concentration of platinum group elements (PGEs) in the world. The Zone hosts the Upper Group Chromitite No.2 (UG2) reef and Merensky Reef as well as the Platreef mineralization of the northern limb of the Bushveld Complex. The Merensky pegmatoid Zone contains the base metal sulphide grains and associated PGMs. Of particular importance to the topic of this paper is the occurrence in these reefs of various gangue minerals. The Merensky Reef consists predominantly of orthopyroxene (~60%), plagioclase feldspar (~20%), pyroxene (~15%), phlogopite (5%) and occasional olivine. Secondary minerals such as talc, serpentine, chlorite and magnetite have widespread occurrence. Of these, talc is the only mineral to show significant natural floatability (2,3). Although present in small amounts talc is closely associated with pyroxene and imparts significant floatablity to the high concentrations of pyroxene present in these ores (4). The base metal sulphides consist predominantly of pyrrohtite (~40%), pentlandite (~30%) and chalcopyrite (~15%). The major platinum group minerals are cooperite (PtS), braggite [(Pt,Pd)NiS], sperrylite (PtAs2) and PGE alloys. The UG2 consists predominantly of chromite (between 60 – 90% by volume) with lesser silicate minerals (5 – 30% pyroxene and 1 – 10% plagioclase). Other minerals present in minor concentrations, can include silicates, oxides and base metal sulphides. Total PGE varies by locality but on average range between 4 and 7 g/t. The PGMs present in the UG2 Reef are highly variable, but generally the UG2 is characterised by PGE sulphides such as laurite (RuS2), cooperite (PtS) and braggite [(Pt,Pd)NiS. The base metal sulphides consist predominantly of chalcopyrite, pentlandite and pyrrhotite. The Platreef is located in the northern limb of the Bushveld Complex. This reef consists of a complex assemblage of rock types, with pyroxenites, serpentinites and calc-silicates being the most abundant. Base metal mineralization and platinum group element (PGE) concentrations are found to be highly irregular, both in value as well as in distribution. The fossil resins of certain western coals are of significance and of sufficient value as a chemical commodity to justify a fossil resin industry. At the present time these valuable fossil resin resources, worth more than $0.50/lb as a chemical commodity, are being burned as fuel for electric power generation. This waste of our fossil resin resources corresponds to a loss in revenue of $200 million per year -equivalent to the value of the coal itself! Improved process technology for the recovery of fossil resin is under development and includes selective flotation of fossil resin from fine coal streams and solvent refining of the fossil resin flotation concentrate to produce a premium resin product. The most recent developments in process technologies are discussed with respect to separation efficiency and product quality. It is clear that the development of a fossil resin industry should not be limited by process technology.

The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

The Bureau of Reclamation's Syar Tunnel project included excavation of a 9.2 kilometer (5.7 mile) long, 3.6 meter (11.8 ft) diameter tunnel through gently dipping sedimentary rocks consisting of shales, siltstones, sandstones and limestone. The tunnel was supported full length with precast concrete invert segments and lightweight steel sets and lagging. Several world records for advance rate were set, including 57 meters (187 ft) in an eight hour shift and 127 meters (417 ft) in a 24 hour day. The tunneling system utilized a remanufactured and modified Robbins hardrock TBM and a 9,280 meter (30,450 ft) long, 61 centimeter (24 inch) wide, continuous conveyor system.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. An Ore bed magnetic liner element is made of permanent ceramic magnets embedded in a rubber molding. (See figure 1) They are difficult and expensive to manufacture correctly. Therefore, the lining for a complete mill is expensive, as high as 400% more than conventional rubber liners. The magnets are not very resistant to impact as they are very brittle. Mills of 12 feet or more can use only I inch balls; mills under 12 feet can use balls of 1-1/2 inches. These liners are therefore used in regrind applications with small balls or in secondary pebble mills. Rubber liners for these applications last a long time, so if life was the only consideration, the pay back for these liners would be longer than the life of the mine. The Ore bed liner and its bed of ball chips or magnetic ore is relatively thin and the surface of this bed has a high coefficient of friction. The liners are made so that opposing poles are situated next to each other and that the mill shell and the bed of ore or ball chips completes the magnetic circuit. (See figure 2) The combinations of these properties results in a very efficient liner. Due to the low profile of this bed, there is no material that is lifted too high, so we have a very compact charge with very high attrition, good for fine grinding. These liners have shown a 10% ball consumption reduction and a 10% lower power draw for the same capacity. Due to the magnetic orientation, the bed is formed in a wave shape along the lines of magnetic force. Tests conducted at a copper mine in the southwest United States have confirmed these findings. The mills where the liners were tested are 10.5 feet by 16 feet Hardinge regrind mills operating as overflow ball mills.

Polymorphic transformations taking place in grinding processes, of massicot to litharge in PbO system, and of y to a in Fe203 system, were re-investigated. Grinding was carried-on in a steeel rotation mill charged with WC balls, under inert atmosphere. The kinetics of transformation in PbO was established by means of quantitative X-ray diffraction analysis. The resulting data fit a modified logistic growth function up to about 75% of transformed volume fraction, when a mixture at steady-state equilibrium is formed. The reasoning for the use of a modified logistic function is discussed. A sigmoidal growth function can be used if resulting data fit also an empirical power relationship between transformed volume fraction and time. However, it lacks the significance expressed by a modified logistic function. Assuming, the loss in magnetism is directly related to the amount of transformation in Fe 203, a quantitative analysis was performed using a magnetic balance method. The results fit only the modified logistic growth function, and transformation proceeds almost to completion. A wide literature survey of the subject is given. Available data from literature is compared with the results of the present study, and is shown also to fit a modified logistic grown function, with surprisingly similar slpes in a linear plot, independently of the material. The instrumentation effect on kinetics parameters, and the establishment of equilibrium mixture values, are discussed.

In recent years, metal-producing companies have increased their investment in automation and technological innovation, embracing new opportunities to enable transformational change. Transformation to a digital plant can fundamentally revolutionize how industrial complexes operate. The abundant and growing quantity of real-time data and events collected in the grinding and flotation circuits in a mineral processing plant can be used to solve operational issues and optimize plant performance. A grade recovery model is used to identify the best operating conditions in real time. The strategy for increasing the value of instrumentation in current plants is reviewed. An optimal Gaudin size distribution model provides augmented information from traditional sensors to find the optimal grind cut size to reduce metal losses in the flotation circuits. Sensors in flotation circuits enable an estimate of the recovery and determination of the optimal froth depth and aeration using an air hold up flotation model. A strategy of classifying data for on-line generation of insights to using operational intelligence tools is described. The implementation of a recovery/grind strategy with industrial examples in non-ferrous mineral processing is presented.

As part of a funded project we have completed a comparative literature survey of the US regional Proterozoic geology. For our com¬parative study model we used the geological settings of the very large pitchblende deposits in Saskatchewan, Canada and the Northern Terri¬tory of Australia. These occur in a variety of Archean and Lower Proterozoic host rocks, at and below a regional unconformity that is capped by subhorizontal Middle to Upper Proterozoic conti¬nental sedimentary rocks. We find that there have been recorded in some parts of the US similar unconformable sequences of Middle to Upper Proterozoic continental sedimentary rocks that overlie older basement rocks.

The Urad property had been worked intermittently for over 50 years before American Metal Climax (AMAX) started an extensive exploration program on this property in 1961. The detailed studies of the property proved a large ore body of low grade molybdenum ore that could be mined by modified panel caving methods. Mine development and mill construction for a 5000 TPD operation was completed in July 1967. The Urad mine and plant site is located 55 miles west of Denver near Berthoud Pass. The plant elevation is 10,200 feet. The crushing plant is located underground because available surface area is re¬stricted by snow slide hazards. Crushing plant layout and ventilation system design for the Urad mine was based on our operating experience at similar crushing facilities located at the Climax operations. Low speed conveyors of generous width, adequate exhaust volumes at all ore transfer locations, large hoods and good conveyor skirting have made the Urad underground crusher dust control operations very satisfactory. Good maintenance and cleanup of the crusher facilities have made a clean working area with very low dust exposure. The ore from the mine is dropped approximately 1000 feet through ore passes to scraping drifts above the crusher and then transferred to the coarse ore bin by 150 h.p. slusher hoists. A reciprocating plate feeder under the coarse ore bin feeds a 48 x 60 jaw crusher. Ore from under the crusher is conveyed on a 48 in. belt to a vibrating screen where oversize passes through a 7 ft. Standard cone crusher. The crushed ore along with the screen undersize is conveyed on a 42 in. belt to a 1000 ton surge bin.

A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.'s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime's Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. Dravo Lime plans to take advantage of these transportation changes, all of which may be beneficial to both its plant and its customers.

The Mine Safety and Health Administration (MSHA) has conducted studies both in coal and noncoal mines to evaluate methods for sampling and separating diesel particulates from mineral dust aerosols. The agency is investigating size separation techniques to distinguish between diesel particulate and respirable coal mine dust. Additionally, ashing techniques have been used to distinguish diesel particulate from mineral dust in metal and nonmetal mines. As part of these studies, personal exposures to diesel particulate for various mining occupations have been measured. This paper describes the measurement techniques and summarizes the exposure levels for various underground mining operations.

This paper is a presentation of findings based upon an econometric model of the world zinc industry. The model was developed as a simple but useful aid for long-run forecasting and planning purposes. A structure was developed for both simulating real zinc price effects on production and consumption, and for forecasting long-run annual zinc prices and supply/ demand levels. Moreover, a methodology is provided to incorporate the effects of: (1) historic technological advances in zinc supply, and (2) the development of the competitive plastics industry. Finally, reduced form equations are used to generate ex post forecasts to evaluate the model's performance.
