The latest Draft MPRRB was released for public comment in October 2006. The main purpose of the Bill is to collect royalties at mines developed in terms of new-order mineral rights granted through the MPRDA process. The transition phase stipulated in the MPRDA will be completed by 1 May 2009, on which date mineral royalties will become payable to the state. The royalty rates stated in the MPRRB differ from mineral to mineral and also depend on the degree of refinement. Gold is the subject of this paper, where the royalty rate ranges from 1.5% (for refined gold) to 3% (for unrefined gold) of sales revenue. This royalty is payable regardless of profit, with a maximum 75% relief for loss-making mines. The purpose of this paper is to establish whether or not it would be necessary for gold mines to adjust their mineral reserve statements as a result of this Bill. The methodology is to add the royalty costs stipulated in the MPRRB to the actual quarterly information for the past ten years as reported by the gold-mine members of the COM. The rationale is to investigate the impact this Bill (in its current form) would have had on gold reserves that must be left unmined in the ground because of a higher pay limit. The results of the study point to a significant impact on reserves available for mining with the subsequent shortening of mine lives and retrenchment of workers. Had the MPRRB been effective for the 10 years prior to 1996, it would have resulted in 46 tonnes of gold being sterilised. Stated alternatively, 30 700 workers at COM gold mines alone would have lost their livelihoods.

In multivariate geostatistics, it is common to have different types of complexities between variables of interest. In this context, an inequality constraint is an example of complex bivariate relationships. Unfortunately, traditional co-kriging and co-simulation algorithms cannot reproduce this type of bivariate complexity, leading to the overestimation of disturbing elements. This paper proposes a new algorithm based on a hierarchical sequential Gaussian co-simulation framework, integrated with inverse transform sampling, to model inequality constraints between variables. First, the proposed methodology's validity was evaluated by applying it to a real case study from an iron deposit, with an inequality constraint between iron and aluminum oxide. Then the simulated results were compared with a conventional hierarchical co-simulation algorithm to investigate the effect of inverse transform sampling on the quality of the co-simulation. The results showed that the proposed algorithm can reproduce an inequality constraint between variables.

A mine is essentially a series of operations, including drilling and blasting, crushing, milling, flotation, and leaching, that are interconnected and therefore interrelated, with the performance of one operation affecting the performance of another. Optimizing each stage separately without considering the whole system often causes potential economic benefits and energy savings to be missed. However, the PIO methodology is a thorough approach which considers these individual process activities within the context of the whole process. The basic principle is to optimize the process as a whole, rather than each process step in isolation from the others. Metso?s Process Technology and Innovation (PTI) group offers a global consulting service for the mining and construction industries. A significant amount of this consulting work involves process integration and optimization (PIO) studies. When conducting a PIO study, every aspect of the process is considered. In addition to drilling and blasting, transportation, handling and storage, crushing, screening, grinding, flotation, separation, and recovery, other aspects including equipment utilization and energy consumption and even greenhouse gas emissions are also included if necessary. In a PIO project, it is very important to understand what type of material is being processed at any point in time. That is, which domain or domains is the material part of? This is necessary in order to observe the effect of different ore sources (and the blending of sources) on concentrator performance. Linking the ore from the pit to the concentrator required the development of an ore tracking system. As a result, PTI developed a radio-frequency based material tracking system called SmartTag?. This system allows tracking of ore from its source through blasting, run-of-mine (ROM) pads, crushers, intermediate stockpiles, and finally into the concentrator. Using the SmartTag? system, definitive correlations can be made between the performance of the plant and the plant feed characteristics, including the domain from which the feed ore originated. Since its commercialization in 2007, SmartTag? has been used in the majority of PTI?s consulting projects and several permanent systems have been installed worldwide1. Successful applications of the SmartTag? system have encouraged development to allow the system to be used in a wider variety of plants, in particular plants with finer crushing and screening stages. This paper describes how the SmartTag? system is being utilized by PTI and the benefits being gained by its use in PIO projects, as well as presenting some case studies.

During steelmaking, one important factor for production efficiency is the free opening of the ladle nozzle during continuous casting. Free opening occurs when the well filler sand and the steel flow freely when the slide gate is opened. Well filler sands are used for the slide gate of a ladle to separate the slide gate refractory and the molten steel. The well filler sand is partially sintered by the heat of the molten metal, which can result in the ladle nozzle failing to open if the sand is not sintered to an appropriate extent. It is therefore of great importance that the sintering behaviour of well filler sand is understood. We studied the effect of the well filler sand chemistry on its sintering properties. Samples of well filler sand with various chemical compositions were sintered in a high-temperature chamber furnace. Quantitative X-ray diffraction (XRD), inductively coupled plasma optical emission spectrometry (ICPOES), and wavelength dispersive spectrometry (WDS) by electron microprobe analysis (EMPA) were used to analyse the various well filler sand mixes. Points of analysis were indicated on backscattered electron (BSE) micrographs. Quantitative element mapping was undertaken by energy dispersive spectrometry (EDS). Thermodynamic calculations in FactSage predicted the percentage liquid phase present for the various well filler sand compositions at equilibrium conditions. The results of this work show that the degree of sintering of chromite-silica well filler sand depends strongly on the silica content. The amount of liquid phase formed increases with increasing silica content.

"Prereduction and flux-aided direct reduction of chromite provide significant advantages in reducing energy consumption and greenhouse gas emissions during ferrochrome production. In this investigation, a comparative evaluation of the influences of several alkali fluxes was carried out based on experimental observations supplemented by advanced material characterization and thermodynamic predictions. Direct reduction of a chromite ore with alkali fluxes at 1300°C for 1 hour produced (Cr,Fe)7C3 type alloys with Cr/Fe mass ratios from 0.7 to 2.3. Among the alkali fluxes, reduction aided by NaOH resulted in a high degree (85%) of Cr metallization with the ferrochrome alloy being Cr4.2–4.6Fe2.4–2.8C3. The formation of liquid slag, which facilitated Cr metallization, was limited by the formation of NaAlO2 between 800 and 1300°C. This, in turn, restricted the collection and transport of the charged ionic Cr species (i.e. O2–) to graphite particles. Under the conditions studied, ferrochrome particles were often small and largely unliberated, which would make the physical recovery of ferrochrome challenging. At 1400°C, the amount of liquid slag increased, enabling the growth of alloy particles. Direct reduction of chromite aided by NaOH is promising as an alternative technology to conventional flux-based smelting in electric arc furnaces. IntroductionConventional smelting processes are energyintensive (Riekkola-Vanhanen, 1999) with the energy requirements greater than 4 MWh/t (Naiker and Riley, 2006; Beukes, van Zyl, and Neizel, 2015), and the greenhouse gas emissions can be significant, exceeding 10.5 t CO2 per ton Cr in ferrochrome produced (International Chromium Development Association, 2016). These include emissions occurring on-site (smelter), emissions due to electricity production, and emissions due to upstream processes. Overall energy requirements are influenced by the degree of prereduction and smelter charge temperature. Significant reduction in electricity consumption can be realized if the charge is prereduced before feeding to the submerged arc furnace (Niayesh and Fletcher, 1986). This consideration has led to the development of several prereduction technologies, with the most important example being the Premus process. In comparison to the conventional smelting processes, this prereduction process lowers the overall energy consumption and greenhouse gas emissions by about one-third (Naiker, 2007)."

In April 2013 a 48 MVA submerged arc furnace producing silicomanganese was excavated in South Africa. Since the high shell temperatures recorded in the tap-hole area resulted in the furnace being switched out for relining, the tap-hole area was excavated systematically. A refractory wear profile of the tap-hole area with affected hearth and sidewall refractory was obtained in elevation. The carbon ramming paste in front of, above, andbelow the tap-hole was worn, as was the SiC with which the tap-hole was built. A clay mushroom formed but was detached from the refractories. Thermodynamic and mass-transfer calculations were conducted to quantify the potential for wear by chemical reaction between refractory and slag and refractory and metal in the tap-hole area. It was found that chemical reaction between refractory and slag or metal could offer only a partial explanation for the wear observed; erosion is expected to contribute significantly to wear.

Anglo American Platinum Limited is constantly striving to improve safety and productivity. There are many different initiatives taking place within the organization in order to ensure continued safe operation and profitable ounces for the future. One of the opportunities and potential growth areas that has been identified and is being explored is that of mechanization. In order to do this, the approach that has been adopted by Anglo American Platinum is to fully understand and analyse the current mechanized mining methods. Once each configuration is fully understood, the method can then be optimized and new mining technologies and systems can be developed to overcome the current shortfalls. This paper will discuss a methodology that was developed by Anglo American Platinum (in conjunction with Cyest Corporation) and adopted to optimize the mechanized mining layout and fleet configuration, and will also present the final findings of the study. Due to the impracticability of piloting every possible option in the workplace, extensive modelling and simulation exercises were conducted to determine realistic parameters for productivity and value. The study resulted in a full understanding of mechanized mining systems and their associated layout. From the results of the study a mining / logistic layout was developed which highlighted the following opportunities: 1. Create safe operations through the reduction of personnel in the ?high-risk zone? of stopes 2. Separate machines and personnel by use of remotely operated machines 3. Create focused mining on primary development from the production stoping, thus having dedicated teams on development and stoping. 4. Develop primary development ahead of the stoping activity. This enables: a) Understanding of the geology and subsequent implementation of the correct b) technology (?fit-for-purpose?) required to mine that area based upon this geological knowledge c) Ability to install tipping points ahead of stoping, creating ?immediate stoping reserves?, thus increasing flexibility and reducing production risk d) Improved productivity by having adequate faces available and reduction in re-development to establish faces. 5. Quicker return on Investment due to recovering revenue from ?on-reef development? 6. The layout allows flexibility between stope sections enabling better ?resource sharing? 7. Optimize the long-term ratio of machine makeup of the fleet in relation to the production outputs 8. Creates an agile mining layout allowing rapid response to market pressures. The findings and work presented in this paper is currently being implemented at different test sites within Anglo American Platinum and will demonstrate that improved safety and productivity can be achieved through the adoption of mechanization.

Methane explosions in underground coal mines are a major concern across the mining industry. After the Pike River disaster, Arnot Coal became even more aware of the explosion risk. To determine whether Arnot has adequate precautions against a methane explosion, such as the one that led to the Pike River disaster, a literature survey covering the causes of the incident and what preventative measures should have been in place was conducted. Many different methane explosion prevention methods were evaluated, as well as codes of practice. Based on the findings, Arnot?s measures to prevent conditions favourable for a methane explosion were evaluated.

"Since 1964, Nchanga Consolidated Copper Mines, Ltd., has been developing and using production scheduling methods for optimizing its metallurgical operations in the short term (up to one year). Medium-range metallurgical planning has been possible only by successive evaluations of a single-year L.P. A modified version of Rosenbrock's direct search technique has now been developed to allow multi-year optimization of both mining and metallurgy for medium-range planning. The modifications to the search technique have produced a marked increase in computational efffciency for this heavily constrained problem in many variables and the system is a usable planning tool, given a reasonably powerful computer. The plans are 'optimum' in the sense that they yield the maximum present value of the operations.Each of the resulting five-yearly mine plans forms the basis for further detailed metallurgical evaluation by the established production scheduling system."

"SynopsisSouth Africa recently announced a resurgence in its commercial nuclear power programme. The implications for the development of the necessary high-level manpower within South Africa’s tertiary educational system and its national research and development (R&D) capacity in materials science and engineering, as well as in other engineering disciplines, are placed into perspective. An organized national process of developing this manpower by moving away from the previously high-risk and costly ’large programmes’ to rather a selection of ‘small and better’ research projects and a redefinition of what constitutes ‘nuclear materials’ are proposed as parts of this strategy.IntroductionSince 2008, and more particularly in 2014/2015, South Africa has woken up to the fact that significant steps need to be taken to ensure sufficient electricity generating capacity for the future, even beyond the coal-fired stations at Medupi and Kusile currently under construction. It is, therefore, encouraging to see some active large-scale wind farms in the Eastern Cape near Jeffrey’s Bay, in the Couga area, and others in the Western Cape already in operation. In addition, many solar energy projects are also progressing from the small localized scale to larger programmes in the Northern Cape, which may contribute some capacity on a national basis. South Africa needs to tap into its renewable resources of wind and solar much more, but will these projects solve the country’s long-term industrial needs? Unfortunately not. One cannot run mines and trains on solar cells. Industry needs reliable baseload capacity, and with very limited easily accessible hydrocapacity this leaves really only coal, possibly natural gas, and nuclear power as options. South Africa’s current over-reliance of about 90% on coal–fired power, however, places it in an internationally vulnerable position, and diversification into a more equitable energy mix should be a national priority for the medium to long term. South Africa cannot significant climate change confronting the human race, as the IPCC cautioned in 2013, and will have to adjust its future energy reliance to a more balanced combination of sources."

The dimension stone industry is not widely known or appreciated within the mainstream mining industry. This is in spite of the fact that the industry has grown at an average of over 7% per annum since 1980, and is estimated to now have a global turnover in excess of US$ 60 Billion per annum. Production technologies, particularly in the developed world where labour costs are high, have developed rapidly over the past two decades. Aligned with this, there has been a significant trend in adoption of a more professional mining approach in the exploration for and operation of dimension stone quarries. In fact, in the experience of the authors, mining a dimension stone deposit successfully if often more challenging from a mining engineering point of view than many conventional surface mines. This paper gives an overview of the industry and then proceeds to discuss best practice in exploration for dimension stone and to outline the latest technologies applied in mining of dimension stone. These technologies are varied and the specific combination of technologies applied in any given quarry is determined by both the physical properties of the material as well as the influence of geology which significantly impacts on the recovery of saleable material and hence the economics of the quarry.

This study investigates nickel laterite porosity and its impact on geometallurgical modelling. We performed a detailed mineralogical study on a set of Ni-laterite samples originating from New Caledonia. Samples were analysed after heavy liquid separation by automated SEM (QEMSCAN®). Laboratory and QEMSCAN® modelling results do not correlate well. Ideal physical mineral properties such as mineral densities used in QEMSCAN® modelling do not match the actual physical densities of minerals. The presence of empty or water-filled pores can represent important amounts in minerals and change the overall density of a particle. An adequate modelling of real density separation of minerals and particles should consider the water-filled pores. The first step towards a better simulation was to integrate pores larger than 10 μm in diameter filled with water (density of 1 g/cm3) in the QEMSCAN® database. The results approached, but did not match the physical laboratory results. The second step was to identify nanometer to micrometer sized pores, which could not be identified by QEMSCAN®. It was possible to identify nanometric pores in enstatite, Fe-oxides, serpentine, talc and quartz, and radial aggregates of fibrous Fe-oxyhydroxides with high resolution SEM (HR-SEM). The quantification of those micro-sized pores was performed on 2D HR-SEM images using image-processing techniques developed in Python to calculate the nanometer to micrometer scale pores in each mineral. Despite the limitation of converting 2D imaging into 3D objects, in our case pore sizes and porosities, we were able to calculate a mean value of porosity for each mineral. The integration of this porosity in the calculation of particle densities yielded a good match between the QEMSCAN® model and the laboratory experiment results. Despite the complexity of a strongly weathered material, such as Ni-laterites, a good knowledge of the ore makes it possible to build reliable processing models. M J Martinson (Fellow) There is everywhere a lamentable dearth of quantitative information on occupational factors affecting the health and safety of mineworkers, and as the authors point out in their introduction underground lighting is one of the factors which has received little attention in South Africa prior to this welcome paper. Since the authors are to some extent pioneering, it is perhaps inevitable that the paper should raise more questions than it answers, but nevertheless it provides a provisional yardstick against which the need for, and success of, remedial action may be judged. Before commenting in detail on a few aspects of the paper it may be worthwhile to summarize the statutory provisions relating to underground lighting, contained in Chapter 15 of the Regulations promulgated in terms of the Mines and Works Act 27 of 1956. Chapter 15 is entitled `Lighting, Safety Lamps and Contraband', but in the context of the present paper only four simple regulations need be noted: firstly, no person shall work or travel in an unilluminated part of a mine unless he carries a light ; secondly, adequate stationary lights shall be provided at stations and certain other localities in shafts, winzes and places used for winding; thirdly, mechanically propelled conveyances shall be provided with an effective bright light shining in the direction of travel; and fourthly, moving machinery to which personnel have access shall be illuminated so as to be clearly visible. In all four regulations the standard of lighting to be provided is wholly subjective, and under these circumstances the wide inter- and intra-mine variations in light intensity disclosed by the study are hardly unexpected. Nevertheless the data presented in the authors' Table I raise three points (1) Is there any evidence that the 19 mines visited during the survey are representative of the 45-50 large gold mines in South Africa, or that the shafts selected are representative of the respective mines? Mine managers would scarcely be human were they not to offer better lit working places for the survey; perhaps the use of a scaling factor (e.g. tonnes or transit mineworkers per shift, kilowatts, etc.) for each working place might have helped to put the figures in perspective. (2) Looking at two of the more numerous - and probably important - of the ten working places included in the survey, i.e. stations and tips, one is struck by the marked. skewness of both intensity distributions (with higher frequencies at the lower intensities) and the abrupt cut-off in both cases just short of pitch darkness. Thus, of the 45 meaned readings recorded at 26 tips no less than 19 fall in the lowest range of 0,1-0,9 1m/ft2, with but one tip in total darkness; of 46 readings on 26 stations, 7 fall in the lowest range and none is in total dark-'1 ness. Although a light with an intensity in the range 0,1-0,9 1m/ft2 may satisfy the regulations, it is certainly arguable that in some situations it may be safer to have no light at all. (3) In view of the skewness referred to above, one wonders how meaningful are the `total average light intensities for (the gold mining) industry' quoted in Table I, which the authors compare with illumina¬tion levels found in other countries. Looking at tips again, one notes that 34 out of 45 meaned intensity readings fall below the `total average' for tips, and only 10 exceed it. From this it may be concluded that a few well-lit working places included in a `total average' may conceal a plethora in Stygian gloom. In their discussion the authors make fleeting reference to the effect of underground lighting on productivity and accident rates, without however quoting any South African experience in this regard. Intuitively it seems highly likely that better lighting (in the widest sense) would improve productivity and reduce accidents, and of course it is in these areas that the mining industry might seek economic justification for providing better lighting. It is all the more regrettable therefore that these factors were not studied simultaneously with the present investigation, especially at the Psychological Division of the Human Sciences Laboratory has recently published a study on underground accidents in the gold mining industry without making any reference whatsoever to lighting as a causal factor. In the event neither of the two studies enables us to make an economic appreciation of the situation, and this seems to be a classic example of a situation where some dovetailing of research effort would have greatly increased the useful return. On the effect of lighting on accidents, it may be noted that in 1939 Mickel presented some very interesting statistics to the Mine Managers Association of the Transvaal2, on the improvement in accident rates which followed the random issue of electric cap lamps to native mineworkers in the Hercules Section of E.R.P.M. the previous year. Based on a 12 month trial period in which 250 000 shifts were worked with carbide lamps and (contemporaneously) 307 000 shifts with cap lamps, the incidence of major accidents (at least one day in hospital among men using carbide lamps was 1,15 accidents per 1000 shifts, while the incidence of minor accidents (requiring dressing only) was 11,52 per 1 000 shifts. The corresponding figures for men using cap lamps were 0,79 and 7,31 accidents per 1 000 shifts respectively, representing a reduction of over 30 per cent in both major and minor accidents. While these figures are obviously dated - only men using cap lamps were issued with hard hats, for instance - they do indicate a need for similar research today.

This paper is focused on the development of iridium(IV)-specific quaternary diammonium cations containing electron-donating substituents in the benzyl group of methyl and electron-withdrawing substituents such as triflouromethyl and nitro groups. Quaternary diammonium cations used were tetra- 4-methylbenzyl-1,10-diammonium decane chloride (QuatDMDAMeBnz), tetrabenzyl-1,10- diammoniumdecane chloride (QuatDMDABnz), tetra-3-trifluoromethylbenzyl-1,10- diammoniumdecane chloride (QuatDMDACF3Bnz) and tetra-4-nitrobenzyl-1,10-diammoniumdecane chloride (QuatDMDANO2Bnz). Polyvinylbenzylchloride (PVBC) nanofibres were used as support material, and the functionalised nanofibres were used for separation of Ir(IV) from Rh(III). The sorbent materials were characterised by FTIR and elemental analysis. The efficiency of the quaternary diammonium cations was investigated in a column study under dynamic flow adsorption conditions. Column sorption of [IrCl6]2- and [RhCl5(H2O)]2- on nanofibres functionalised with diammonium cations showed [RhCl5(H2O)]2- was not adsorbed by the sorbent materials while [IrCl6]2- was loaded onto the column. The loading capacities of [IrCl6]2- on the quaternary diammonium sorbent materials increased in the order of F-QuatDMDAMeBnz (3.08 mg/g) < F-QuatDMDABnz (3.39 mg/g) < FQuatDMDACF3Bnz (5.46 mg/g) < F-QuatDMDANO2Bnz (7.10 mg/g). The loading capacity for Ir(IV) with quaternary diammonium cationic nanofibres increased with an increase in the electron-withdrawing nature of the substituent on the quaternising group. The charge delocalising ability of the 4-nitrobenzyl group resulted in the best interaction of the decamethylene diammonium cation with [IrCl6]2-. Variography was introduced by Dr. Pierre Gy to monitor a process, in the sixties. Later on, Francis Pitard extended this concept, building a complete system of variographic controls for different applications. Nevertheless, the existence of information about its use as a way to effectively control plants has been limited. There are infinite areas where variography and chronostatistics can be used. In this paper, two different cases related to gold and silver recovery, through well known but complex metallurgical routes are studied. The use of effective management of process variability software (EMPV) has shown to be a suitable solution to clarify problems at the plant and, consequently, a solution to the encountered problems has been proposed. Chronostatistics is like opening a new world to the metallurgist, making the process variability speak in a more comprehensive and in depth way. Once the ore has been extracted from the mine, sampling is necessary at each sequence of the metallurgical process involved. As a first example, leaching of the ore with cyanide in agitated tanks is another case of a complex metallurgy. The aim of the process is to know about residual values in the tailings in order to optimize process. As a second example, leaching of gold and silver in ore heaps, has to be optimized in terms of time, reagents consumption and, of course, in predicting a reasonable recovery. This last issue appears to be crucial. After cyanide leaching at the heaps, a carbon in columns process is involved, where there are a series of carbon loaded columns that are submitted to a dynamic process of load and unload, to finally deliver an enriched solution to the precious metal electrowinning plant. In both cases, variography has been a good approach to show metallurgists ways to improve the operation.

Improving student success rates without compromising the quality of graduates is one of the biggest challenges expanding university programmes are facing in South Africa. By establishing a new Mine Design Laboratory (MDL) for higher learning in Mining Engineering, the School of Mining Engineering at the University of the Witwatersrand (Wits Mining) has achieved one of the important goals in its five-year strategic plan, i.e. to improve throughput in all years of study. Although the establishment of the laboratory has been a costly exercise, results so far have shown an improved success rate in most subjects taught in the facility. This paper outlines the design and equipment of the laboratory, the facilities incorporated, a comparison with the old laboratory, and the performance of students?all of which indicate how important it is to have proper facilities to improve the teaching of, and learning by, large classes. Through this initiative, Wits Mining has taken an important step that will contribute to addressing the skills shortages in the mining industry.

The susceptibility of a low-alloy steel that has been hardened and tempered-826 M40 (EN26)-to embrittlement by strain aging during service was simulated by artificial aging of specimens at 100°C. It was found that the brittle transition temperature of both monotonic and cyclically strained material was increased by only about 25°C as a result of strain aging. It is concluded that the susceptibility of low-alloy steels in the hardened, tempered condition is less than that of low-carbon steel, and that such steels qualify for exemption of the periodic &apos;annealing&apos; required by the Mines and Works Act.

As a Demand Side Management (DSM) Project, money was granted for the procurement and installation of a 3-Chamber Pipe Feeder System (3-CPFS) at AngloGold Ashanti?s Moab Khotsong Mine in the Vaal River Area, Orkney. The first submission was done to ESKOM in December 2002 and the contract was signed in September 2006 at a cost of R 57-million with an envisaged reduction in power of 7 Megawatt per month based on a 90% utilization factor. The project was finally commissioned in December 2008. The technology is not new, but the intent of the paper is to share with others the experience gained by using the technology in a deep-level mine in order to reduce overall power consumption.
