HELIUM shipments in 1963 exceeded the volume shipped during the previous year for the 14th successive time. Shipments from Bureau of Mines plants were 627.3 million cubic feet, an increase of 5 percent over the volume shipped in 1962. Production from Bureau of Mines plants totaled 774.2 million cubic feet. The Bureau purchased 1,420 million cubic feet of helium in the helium conservation program and stored it underground for future use. Each of the five plants, financed and built by private industry for helium conservation, made deliveries during the year. Helium continued to playa key role in space, atomic energy, defense, and other research programs. Additional capacity for liquefying helium became available, and the first civilian helium-cooled nuclear-powered reactor in the United States began pre-operation testing.

The Bureau of Mines conducted a series of field tests to improve the understanding of the support interaction mechanics between fully grouted bolts and coal mine roofs and to help lay the foundation for improved design and evaluation techniques. Strain gauges were installed on 14 fully grouted bolts placed in shale roof rock at four mines in Colorado, Illinois, and Pennsylvania to determine how load was transferred between the bolts and the rock. The results of field tests on elastic bolt behavior compared well with previous laboratory work and numerical models. The field tests showed that the anchorage length of grouted bolts installed in shale was slightly longer than the anchorage length determined in laboratory tests conducted in concrete blocks. The field results produced more variability because of geological variations. Tests run past the yield point of the steel bolt indicate that the yield zone varies significantly and translates down the length of the bolt anywhere from 4 to 22 in.

The U.S. Bureau of Mines has developed an in-house facility to evaluate selected effects of whole-body vibration (WBV) levels experienced by underground mobile equipment operators, Vertical vibration data were collected from a coal haulage vehicle via a uniaxial accelerometer attached to the machine frame under the operator&apos;s seat. Data were analyzed and processed so a computer-controlled platform could approximate the vibration signals. Eight men (35.5 yr 2 6.5 SD) participated in a pilot study to evaluate the effects of shock and kBV on heart rate (HR), blood pressure (BP), and subjective discomfort. Subjects were exposed to vibration for 30-min periods while seated in a typical seat (backrest angle at 90° or 130°) &apos;that was plain steel or modified with 2 in foam padding. Subjects repeated the same protocol on a separate day, without the vibration. Results indicated the vibration significantly increased the HR (Q< 0.01), systolic BP, mean BP, the number of times subjects reported discomfort, and overall subjective discomfort rating (pc 0.85). When seated in the steel seat, the overall discomfort rating (E< 0,081) ad the number of times discomfort was reported (p< 0.05) increased significantly. Seatback angle had no significant effect on any of the dependent measures.

"Cooperation was arranged between the mine operators, the Michigan College of Mines and Technology, and the Bureau of Mines for a study of present milling practice in the copper district of Michigan. Work was actively commenced in January, 1928.In Michigan copper occurs almost wholly as native copper. An insignificant amount of copper sulphide is present. The native copper occurs in two general classes of formations--namely, amygdalaid and conglomerate.In respect to ore dressing, the outstanding peculiarities of the two types of copper are: (1) In the amygdaloid, the relative coarseness of the metallic copper, which is almost completely liberated at approximately 48-mesh comminution; (2) the sprangly and flakey physical character of much of the liberated copper after crushing; (3) in the conglomerate, the extremely fine dissemination of the metallic copper, which is not completely liberated by crushing to -200 mesh.Because the study to date has been confined almost wholly to amygdaloid ores, the conglomerate class is not considered herein. The conglomerate ore is being efficiently treated, and the loss of copper is small.The amygdaloid ore contains a silicious gangue of which 80 per cent has a specific gravity of less than 2.84, 92 per cent of less than 2.94, and 98 per cent of less than 3.17. Epidote of 3.25 specific gravity is noticeably present, and accumulates on the table concentrators, from which it is hard to make clean con¬centrate and middling recovery.The general nature of the amygdaloid ores varies a little from mine to mine, but the general characteristics are the same, as is shown later by flotation tests."

Airborne dust generation is one of the byproducts of coal mining, processing, and handling. The amount of airborne total dust (ATD, respirable size and larger) and airborne respirable dust (ARD) generated is of primary interest for designing the level of engineering controls needed for adequate dust abatement. Laboratory crushing experiments were conducted in a wind tunnel with a roll crusher to identify relationships among crushing parameters, product size, coal rank properties, and airborne dust generation. Through the first series of experiments, the effect of primary and secondary breakage processes on both product size and airborne dust generation was examined. Through a second series of experiments, the effect of coal rank properties on product size and airborne dust generation was studied using a uniform crushing process with secondary breakage. Laboratory results indicate that secondary breakage of a particular coal notably increases the specific amount of ATD generated, while negligibly impacting the specific amount of ARD generated. A strong positive relationship was identified between the specific amounts of ATD and ARD generated during the primary breakage process (with minimal secondary breakage), but a negligible relationship was observed between the same two variables when secondary breakage was introduced into the crushing process. This indicates that most of the ATD and ARD is generated from the primary breakage, while secondary breakage has a more of an influence on generating additional amounts of larger sized ATD. Additional experiments involving the uniform crushing of eight different bituminous coals showed that the coal rank, expressed as the inherent moist fuel ratio (MFR = fixed carbon =(volatile x inherent moisture)), had diverse relationships between the product size created and the amount of airborne dust generated. As bituminous coal rank or MFR increased, the amount of coal product fines < 250 gm increased while the mass percentage of ATD and ARD liberated from these < 250 µm product fines decreased. Air dry loss (ADL) moisture in the coal was found to be inversely related to the dust cloud electrostatic field, influencing dust liberation from the coal product fines. Since the MFR was directly related to the dust cloud electrostatic field, opposite the ADL-electrostatic field relationship, the diverse relationships between the product size created and the amount of dust liberated from the < 250 µm product fines were explained. Finally, 12 to 14 times more ATD was generated as compared to the ARD generated during these experiments. These results should provide a fundamental basis for initial estimation of the airborne dust loading requirements of engineering control methods for coal crushing.

"The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

Twelve laboratories from the Western United States and Canada participated in radon progeny intercomparison measurements at the U.S. Bureau of Mines radon calibration facility in March 1987. The participants intercom pared grab-sampling and automated equipment methods at high and low concentrations of radon progeny and condensation nuclei (CN). The objective of this intercomparison was to determine if the measurement procedures and equipment of the North American facilities are equivalent. The sampling results showed good agreement among all participants. The standard deviation for the working level measurements was less than 3.5% for 1.70 working level (WL) and less than 8.8% for 0.21 WL. This relatively good agreement was achieved by using alpha standards calibrated by National Bureau of Standards (NBS) and by closely checking and monitoring airflows.

The large amount of computer code required for this simulation model dictates that reasonable limitations be placed on some of the input variables. The program permits the following maximum sizes: 1. Ten mine car stations 2. Twenty track intersections 3. Three hundred mine cars 4. Eight motors 5. One hundred profiles 6. Twelve intersections between stations 7. Forty-five profile changes between stations 8. Thirty station pairs (routes) These may be changed by the user providing the particular computer in use has available core storage. Development of the Rail-Haulage Sub-assembly for the Production Sub-system (UGMHS)* required the use of ,a newly formulated model in order to best satisfy the requirements. Many of the ideas of the former single-stage rail simulator included in the original version of UGMHS have been used, together with the results of experience gained in applying the earlier model to a variety of operating situations (Sanford, 1969). The sub-assembly is developed as an independent system and, as such, can be used to analyze track systems using production distri¬butions as data input. In addition, since this model is designed to replace the original sub-assembly in UGMHS, the linking procedure is identical with respect to bi-directional information flow. The flow of coal from production sections, for example, fills the mine cars, but a condition of "out of empties" or "full of loaded" at a loading station will shut down inby production sections. A requirements analysis was conducted to determine specifically how the model could best serve the user. Operating management had the largest input in developing the following requirements for the Rail Sub-assembly: a) data input in mixed narrative - numeric form to permit user identification of the input variables; b) a user option to extract several ranges of detail in model output, i.e., an average shift summary of minimum retrieval

7. Hoisting Systems Hoists used solely for emergency escape use should above all, be simple and dependable. The hoist systems&apos; motive power should be independent of all other mine equipment so that only an emergency in the immediate vicinity of the hoist will render it inoperative. The hoist should receive the same high level of inspection as is normal with any other man hoisting system. It should be operated at regular intervals, and must include sufficient safety devices to ensure safe operation when hoisting men. Of equal importance, however, safety devices must be included to safeguard the hoist system from in¬advertant damage due to inspection, maintenance or operator error In an emergency situation the hoist operator will be under considerable stress and the system must be simple and foolproof to operate. Under normal circumstances the hoist will only be operated during the regular inspection cycle. Because of this very low operational use rate, certain requirements, normally associated with man hoisting, can be relaxed. In particular the wire rope installation requirements, in terms of drum and sheave diameter and fleet angles, can be reduced provided that rope inspection during the system life is maintained at a high level. The following section includes recommended guidelines for emergency hoist system design, installation, operation, maintenance and inspection A summary of available hoisting equipment and components is included in Appendix C. The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Problem: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. Method: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. Results: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. Summary: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. Impact on Industry: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. There search is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor&apos;s discussion guide, was developed for electricians based on this study&apos;s findings. “Arc Flash Awareness” was released in 2007 (DHHS NIOSH PublicationNo.2007-116D) and is available through1-800 CDC-INFO. To determine the relative permeability of the soil a series of percolation tests were performed at the three locations of interest at Lanse, i.e., 3C, 03A and strip bank, and KA and KB at Kato. Soil cores were removed to 2, 8, 16, 24 and 32 inch depths with the thin wall sampler tube, each core separated from the next by about fifteen feet. Then two-foot-long thin-wall tubes were inserted into the 2, 8, and 16 inch deep holes and three-foot long tubes were inserted into the 24 and 36 inch deep holes. Each tube was tamped down about one inch further to assure a bottom seal; the tubes were filled with water and the rate of fall was measured. The test is similar to those done for septic tank percolation studies 6; but is not quantitatively related to Darcy&apos;s coefficient of hydraulic conductivity because the water can flow in three dimensions from the bottom of the tube. The measurements are dependent on the length of test, since the rate of fall is a function of the head. Therefore, it should be noted that the 24 and 32 inch deep tubes should give faster percolation rates because of the one foot greater head. At locations 03A and 3C the data show a sharp decrease in percolation at increasing depth, Table XV. However, the percolation at 03A and 32 inch depth is much higher than at 3C (0.2 vs. 0.01 inches/hour); the fragipan layer must be deeper at the 3C location since this area does experience a perched water table. On the strip bank the rates of falling head are randomly variable, appearing to be as much dependent on the particular location of insertion as on depth of placement. For example, water drained from the 16 inch tube as fast as it was added, probably into a sub-surface cavity or crevice. At Kato the tubes were more difficult to place because of interference of tree roots. For this reason 2 inch deep tubes were not inserted. These short tests at Kato were inconclusive, varying extensively when the tubes were moved. Field permeability tests were also performed in two (previously described) eight-inch diameter permeater tubes at Lanse and one at Kato. Because the soil is confined inside the tube, hydraulic conductivity can be calculated according to Darcy&apos;s flow equation. The high values reported in Table XVI experienced when the tubes were rewetted from a dry surface condition, enable us to conclude that infiltration is faster than the saturated permeability of the soil. In contrast to the falling head percolation tests, these permeability results do not show a high variation between locations.

The perturbation of alternating electromagnetic fields by three-dimensional structures is considered. The general model is that of a semi-infinite conducting half -space which consists of regions of different conductivities. A numerical method is used to obtain the solution for the equations and boundary conditions. The effects on the fields at the surface of the half-space due to the conductivity discontinuities are shown by three-dimensional amplitude and phase plots.

Investigations of coking properties of Washington coals made before 1939 and studies of coking precesses indicated that PiaTceC:Countyx:oals, particularly those from the Vlilkeson-Carbonado--Fairfax area, yield excellent coke structures. ThE: ash content of the cokes W2S relatively high, sulfur ordinarily.was low, and the phosphorus, although variable, was not excessively high for some purposes. For years the coals had been coked in beehive and standard byproducts ovens and had entered Pacific coast markets for every purpose to which coke is adapted. Certain areas of the Roslyn bed of Kittitas County also were known to possess coals with coking properties. This coal had been employed largely for bench-gas manufacture and occasionally, blended with other coals, in byproduct ovens. Coals from other western Washington areas also had baen utilized for coking in the past but were not of immediate significance.

A method for preparing gravimetric primary standards of helium in the parts per trillion range has been developed by the Bureau of Mines. The standards are used to calibrate a specially modified mass spectrometer used in determining the abundance of helium-3 and helium-4 in geochemical samples and of helium-3 in isotopically purified helium-4. The desired gas standards are prepared in 5-kg metal cylinders filled to 1,800 psia. Relative errors of less than 1 pct have been attained in the parts per trillion range using a successive dilution technique.

NIOSH researchers have been examining underground coal mining activities in order to evaluate work crew hazards. In 1994 a continuous mining machine operator was killed by falling roof during extended cut mining. Many aspects of the incident were used by NIOSH researchers to develop a scenario interview. The goal was to provide a realistic framework for acquiring frank and detailed insights. The interview consists of two sections. The first describes the underground mining conditions. The second recounts the fatal incident. Each section is supplemented by a diagram and a set of questions addressing relevant safety issues. The interview was administered at three mines that actively take extended cuts. Researchers found the scenario approach to be an effective interview tool as well as an effective hazard awareness and safe work practices training platform.

The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.
