In 1987 Wyoming became the largest coal producing state in the country. The state is known for its extensive coal resources and extremely thick coal seams. Wyoming's coal reserves total about 69.3 billion tons, or 14.2 percent of the U.S. coal reserve. Coal seams range generally from 10 to 80 feet in thickness, although one seam is 220 feet thick. The coal-bearing areas of Wyoming underlie approximately 41 percent of the state's total land area. Wyoming's coal ranges from lignite to high volatile bituminous. Most of the coal produced is subbituminous from the Powder River coal region near Gillette. The presence of coal in Wyoming was discovered before 1834 on the Belle Fourche River. The state's first mine opened in Carbon County in 1865, and with the completion of the trans- continental railroad, the demand for coal increased. Currently approximately 80 percent of Wyoming's coal production is shipped out-of-state to meet the growing demand for low- sulfur coal to fuel electric generating plants. Wyoming received conditional regulatory approval November 26, 1980. Its Abandoned Mine Land Program was approved February 14, 1983.

The U.S. Bureau of Mines conducted experiments for predicting materials' ease of combustion (smoldering onset, smoldering, flaming, and decomposition rates) by means of submicrometer smoke particle characteristics for the development of a simple test method. The experiments were carried out in an approximately 20-L furnace, with a 10-L/min airflow through the furnace for a 14-min duration, at set furnace temperatures of 150°, 250°, and 1,000°C. The variables studied as a function of time were the onset time of smoke particles, time and duration of maximum smoke particle generation, average concentration of smoke particles, and particles' average diameter, mass weight loss, and furnace temperatures. Results show that the onset time of smoke particles is predictive of materials' ease of smoldering, and the time of maximum smoke particle generation and its duration, coupled with mass weight loss, are predictive of materials' ease of smoldering and flaming (depending on the experimental temperatures), and decomposition rates.

Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.

This study is intended to serve three roles. First, it is an extension of the previous works under the same title that have been the overview and summary chapter of the international volume of Minerals Yearbook since the inception of that volume. Following the traditional format of past chapters, the basic statistical presentations herein deal chiefly with 1989, and in some instances with 1988, the latter only because more recent, comprehensive global statistics for 1989 are simply not yet available owing to delayed data collection and processing in some countries and continued governmental suppression of data in others. The second role of this study is to provide an update to the coverage of events impacting on the world's mineral industry that have occurred between the end of 1989 and the preparation of this study. Inclusion of this update is almost essential because of the potential effect of some of these events on global mineral industry activities.

This U.S. Bureau of Mines report examines the roof and floor contact pressure provided by the interaction of a shield with the surrounding strata. Controlled forces were applied to an 800-ton two-leg shield in the Bureau's mine roof simulator; the distribution of forces acting on the canopy and base of the shield were measured with 24 hydraulic pressure cells. Several influential factors that affect the load distribution were investigated: (1) the magnitude of loading (leg pressure); (2) the profile of the canopy, principally the upward-sloping tip; (3) the base-lifting device; (4) horizontal load acting on the shield; and (9 compliancy of the immediate roof and floor. It was concluded that the shield does not develop full canopy or base contact without deformation of the strata. Maximum contact pressures are developed at the rear of the canopy and on the toes of the base. Less than 10 pct of the available shield capacity is developed at the canopy tip despite the design intention to ensure tip contact. Horizontal loading reduced the toe pressure acting on the base by as much as 75 pct. The base-lifting device exaggerated the inherently high toe loading, increasing the contact pressure by more than 200 pct.

World political events that occurred subsequent to yearend 1989 but that bear heavily on the global mineral industry have been of such significance that they cannot be disregarded, and certainly they contribute to any type of "outlook?. However, to write of them simply as "forecasts" in an "outlook" section of this study would be to unjustly pretend to status as prophets. Thus, this section covers events that have occurred not as predictions but rather as history. The section also includes an element with some broad statistical information, but this is included last rather than first for two reasons: the information is subject to considerable re- vision as additional data become available and as preliminary returns are corrected; and the authors view it as less important than the events that govern the statistics. The Near East and the Crisis There.- Of all 1990 political events influencing the world's mineral industry, the Iraqi invasion of Kuwait and the remarkable events that followed this aggression must head the list. The almost immediate imposition of economic sanctions, involving embargoes on shipment of virtually all goods into and out of Iraq, caused severe dislocations in the production and trade of mineral commodities, not only within the region itself, but with a ripple effect, into other world areas as well.

Bulk carriers, freighters, and tankers are the three classes of marine vessels engaged in transporting mineral commodities. However, vessels in each of these categories are not devoted wholly to mineral commodity transport. Bulk carriers move agricultural products as well as crude minerals and mineral fertilizers, as ore/bulk/oil carriers also do. Freighters, owing to their great variety, can be devoted wholly to hauling mineral products or wholly to moving nonmineral goods, as well as carrying mixed mineral and nonmineral cargoes. They include general cargo carriers, full containerships, partial containerships, roll-on/roll-off ships, and barge carriers. Tankers, although largely engaged in moving crude oil and refinery products, also transport liquid chemicals, molasses, wine, liquefied natural gas, and other fluids. Although physical characteristics of vessels, such as sue, draft, crew requirements, and type of propulsion system, as well as fuel costs, have an undeniable influence on shipping industry performance, problems of and changes in the quantity and quality and types of material moved also significantly affect the shipping sector of the world economy. Unfortunately, comprehensive data in this regard are not available.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. 1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

SMCRA contains five principal regulatory provisions that form the basis for its implementation: Performance Standards Performance standard safe intended to ensure that all surface mining is conducted in a way that protects the environment and the public and ensures that the mined land is restored to productive use following mining. Permits Before developing a surface or underground coal mine, an operator must have a permit issued under SMCRA. An application for a permit to conduct a surface coal mining operation is a detailed document that consists of text and numeric data describing the proposed mining and reclamation. Information must be furnished on pre-mining environmental conditions, existing land use, proposed mining and reclamation, how the performance standards will be met, and the post-mining land use. This provides the regulatory authority with the information necessary to determine that the operation can be conducted in accordance with the regulations. Performance Bonds Before a permit can be granted, an operator must post a performance bond sufficient to cover the cost of reclaiming the site in the event the operator fails to complete reclamation. The bond is not fully released until all performance standards have been met and reclamation of the site has been determined to be successful after five years in the East and Midwest, and after 10 years in the arid West. However, the bond can be partially released as various phases of reclamation are completed. Inspection and Enforcement If a violation of SMCRA or of a state surface mining and reclamation law is observed, an inspector issues a notice of violation to the operator. The violation must be corrected within a specific time, and the operator may also have to pay a fine based on the severity of the violation. If the violation is not corrected, acessation order is issued to immediately stop active coal mining, and the operator must pay a fine. If a violation is especially serious (for example, creates an Following reclamation, the land was immediately put back into agricultural production. Today, grain and corn crop yields have continually exceeded targets. 2 imminent danger to public health or safety or causes significant damage to land, air, or water resources) the inspector immediately issues a cessation order. An operator must correct all violations in order to obtain permits for new mines. Lands Unsuitable For Mining Congress recognized that certain coal deposits cannot be mined without permanent damage to unique cultural or natural resources. As a result, SMCRA protects these resources in two ways: It prohibits mining within the boundaries of national parks, forests, wildlife refuges, trails, wild and scenic rivers, wilderness and recreation areas; in areas which will adversely affect sites listed on the National Register of Historic Places; and within a restricted distance of occupied dwellings, public roads, buildings, parks, schools, churches, and cemeteries; and Provides a process that allows anyone whose interests may be adversely affected by proposed mining to petition to have specific lands designated unsuitable for mining.

This U.S. Bureau of Mines report chronicles the historical development of longwall mining in the United States and speculates on future developments to the turn of the century. The involvement and contributions made by the Bureau during these developments are also discussed. Two major periods of history are analyzed: (1) from 1875 to 1950 when small advancing faces were operated manually, and (2) from 1950 to 1990 when mechanized extraction and powered roof supports provided a system to efficiently extract large coal panels. Five eras of technological development during the modern period are described and analyzed. These eras discuss the development of (1) mechanized extraction, (2) powered roof supports, (3) high-capacity roof supports, (4) shield supports, and (5) system automation. Current trends are analyzed in terms of longwall utilization, face production, support capacity, face widths, and new technological developments. From these analyses, the future of longwall mining to the year 2000 is speculated. It is concluded that longwall mining will continue to grow in importance during the next decade and that the next major technological milestone will be the realization of a fully automated longwall mining system.

Determine the extent to which remote-sensing techniques, primarily lineament analysis, can be used to identify geologic structures that may affect the location and migration of subsidence over abandoned underground coal mines in the Colorado Springs, CO, area. Compile data using a geographic information system (GIS) to allow efficient and reproducible comparisons and analyses. Background The basis for evaluating abandoned mine land (AML) sites with remote-sensing techniques comes from past and ongoing Bureau ground control research using remote-sensing data to identify potential hazards caused by geologic structures (faults, joints, etc.) above active underground coal mines. Research showed that lineament (linear feature) analysis of Landsat Multispectral Scanner (MSS) images could indicate locations of fractures and fracture trends that had varying, but significant, impacts on the stability of mine openings. Such geologic structures should be identifiable over abandoned mines as well. If fractures are present, even if they arc not faults, they should represent areas of potential instability over these mines and, therefore, should tend to localize subsidence when it occurs, particularly for deep and moderately deep portions of mines.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

The smelting of lead ores has been carried out in southeast Missouri for centuries, and modern smelting practices have generated a variety of waste products. Lead blast furnace slag is one such product, which typically contains 10% zinc, 25% iron and 2% lead. This slag has often been stockpiled on the producing smelter site and accumulations have now reached several million tonnes. It is possible that in the near future these slags will be classified by the federal Environmental Protection Agency as hazardous, and therefore there is considerable interest in possible treatment processes to render the slags non-hazardous by removing the offending metallic elements. To ensure that the overall slag processing costs are kept to a minimum, it is imperative that lead and zinc be recovered in a form suitable for sale or further processing. There are two generic routes for processing blast furnace slags and they involve hydro-metallurgical or pyrometallurgical techniques. With hydrometallurgy, the slags would be leached directly and the metal values recovered from purified leach solution(s) by electrowinning. One problem with processes of this type is that the zinc and lead grades of the slags are low and the iron content is high, and thus the economics of metal production are often not favorable. For pyrometallurgical processing (1), it has been shown that the slags can be fumed to produce an oxide dust containing all the lead and zinc, and representing only a fraction of the weight of the initial slag. The oxide dust may then be processed hydrometallurgical to recover zinc and lead.

Louisiana's coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. This Information Circular presents the MULSIM/PC system of numerical modeling computer programs developed by the U.S. Bureau of Mines. This system consists of four programs: PREMUL, the preprocessor or mesh generator; MULSIM/PC, the actual numerical modeling program (number cruncher); MUL3D, a three-dimensional postprocessor; and MUL2D, a two-dimensional postprocessor. These programs were specifically designed to operate on IBM-compatible (MS-DOS-based) personal computers for easy transfer of this technology to the mining industry and academia. MULSIM/PC uses a subvariation of the boundary-element method, namely, the displacement-discontinuity technique, for linear-elastic geomechanical analysis of mine plans in one or two parallel underground tabular deposits. Results calculated by this technique include stresses and displacements as they relate to changing mine geometries and materials. In addition to describing the MULSIM/PC program and its features, and providing a detailed example model, this report also documents the associated preprocessing and postprocessing programs that are part of the MULSIM/PC system. User's guides for all the programs are contained in the appendixes following the main report.

Assist in controlling or extinguishing fires that occur in abandoned mine lands (AML) by providing a compilation of information on past fire control projects, the estimated extent of the current problem, and factors affecting the occurrence, propagation, and extinguishment of AML tires. Conventional fire control methods and their probable effectiveness are evaluated. Background Fires that occur in abandoned coal mines, waste banks, and coal outcrops constitute a serious health, safety, and environmental hazard from toxic fumes, deterioration of air quality, and subsidence. Although fires on AML occur in every coal-producing State, the severity of the problem varies, with most underground fires occurring in Kentucky, Pennsylvania, and Wyoming. Surface fires are prevalent in Kentucky, Pennsylvania, and West Virginia. Methods to extinguish or control AML fires, including excavation, fire barriers, and scaling, are generally expensive and have a relatively low probability of success (see figures 1 and 2). Bureau of Mines Study The Bureau compiled information from a variety of sources and found that the problem of AML fires is a serious one. Such fires can involve a high degree of hazard and can be difficult and costly to control. AML fires usually involve smoldering combustion in outcrops, waste banks, or abandoned mines. Given the nature of these fires, it is unlikely that the extent of the problem or the cost of solutions will decrease in the near future.
