TYPES OF WET DUST COLLECTORS Basically, there are two types of wettype dust collectors. One is mechanical, incorporating pumps, motors, fans, sprays, filters, or flooded beds. These come in many forms, but their operating principle is basically the same. The screen or flooded bed is wetted by a series of sprays. Polluted air is drawn in through a fan; here the dust particles impinge on the screen and are flushed off into a settlement tank. The air then passes through spray eliminators to the atmosphere. A great deal of time and money has been spent developing this type of collector. In laboratory tests where clean water at constant pressure, air at constant volume, and dust at low but constant mass to volume were applied, these collectors gave high percentage dust collection efficiencies. Theoretically and technically, they are very good. In practice, however, under rugged mining conditions where there are no constants, and dust load, particle size, water pressure, and volume of air vary with time, their efficiency varies dramatically. Some of the most common problems are: 1. clogging of screens 2. blocking of nozzles 3. replacement. of damaged pump stators Any of the above result in loss of air flow and dust collection efficiency. Generally, there are so many mechanical moving parts, something is always breaking down. This type of collector is very expensive in parts and labor to maintain. The second type of dust collector, which I personally developed, with the help of the British National Coal Board of Great Britain, has none of the above mentioned problems and it works on a completely different principle. My collector, the Mark III Precipitaire Wet-Type Dust Collector, (an improved version of previously successful models) has no internal moving parts, no flooded beds, screens, spray nozzles, etc. It is highly efficient - 99.8% efficiency on total collected dust and 97% on respirable dust. The pressure drop through the collector is constant, hence, air flow remains constant. There is no maintenance expenditure, be it labor or parts. The only maintenance that there is, is desludging. This, of course, varies with the dust load. With a low dust load, desludqinq may only be required every 4 weeks, but this is a very simple operation that can be handled by unskilled men and it takes only a very short time. My collector is powered by a ventilation fan that is placed on the clean air side for a longer fan and motor life. Dust is extracted solely by water action. The collector's operating principle is: Dust laden air is drawn in along ducting into a tapered scrubber section, shaped to create a self-induced curtain of water. This action washes the dust particles from the air and the collected dust settles into the bottom of the tank. Cleaned air is then exhausted via a series of spray eliminators where it is completely dried and on into the atmosphere. These collectors have been sold in Great Britain, to the National Coal Board, and throughout Europe. They have been working very well for many years now. GENERAL APPLICATIONS Dust is very dangerous; silicosis and black lung kill and disable many workers each year. Many of the mine explosions can be attributed to coal dust. By the use and application of dust collectors, these deaths and disasters can be avoided. There really is no excuse. However good and efficient a dust collector may be, it's positioning and installation arrangement is critical. The collector may remove 99% of dust supplied to it, but it takes the skill and experience of a dust control engineer to design and fit ducting, hoods, etc. to remove polluted air at source and deliver it to the collector. In some cases this is very simple; in the case of longwall machines, it is very difficult. In general, dust collectors should be used to collect dust at every point of dust generation. I have noted a great reliance on dilution as a means of dust control. I personally think this is a dangerous and unreliable method. As mines become deeper and the use of larger and more productive equipment becomes more common, reliance on dilution will be impossible and dust collectors will be essential.

The effect of temperature and orientation on the plastic behaviour of an impure titaniferous magnetite from Palabora (South Africa) has been investigated. Prismatic specimens were axially compressed along [001], [110] and [111]. The strain rate was about 3.10-6 s-1. Trace analyses of glide lines revealed a plastic anisotropy due to glide on several non-equivalent crystallographic planes. At 200 °C {111}<112> twinning, {111}<110> slip and {100}<011> slip have been operative. At 400 °C {111}<110> slip and {100}<011> slip are primary glide modes. {110}<110> slip seems to be a secondary glide mode in the [001] specimens at 400 °C. {III}<112> twin glide generates isolated sharp lamellae. {111}<110> slip produces smooth surface striae. {100}<011> slip is characterized by coarse and partially wavy slip bands. {I10}<110> slip displays faint remarkably equidistant glide lines. The critical resolved shear stresses (CRSS) decrease with rise of temperature. The CRSS ratio of slip on [100) to slip on {lll} increases from 1.1 at 200 °C to 1.4 at 400 °C giving rise to a distinct flow anisotropy of the magnetite at 400 °C.

Many oil and gas producers find it advantageous to borrow against the value of their hydrocarbon re- serves. This paper considers the requirements for a reserve based loan and the calculations that a bank would perform to arrive at a loan amount. Three of the most common loan structures, i.e. a term loan, a production payment, and a revolving credit/term loan will be discussed. A typical outline for each type of loan is presented. Finally, a comparison of major considerations in the three financing techniques is shown.

In late 1980, Exxon Minerals Company performed rock mechanics testing on oriented 150 mm drill core from their 75Fi tonne massive sulfide deposit near Crandon, Wisconsin. Instrumented samples from depths of 300 meters indicate premining horizontal stresses in a north-south direction (parallel to pillar faces) to average 12,300 kPa, with the perpendicular plane yielding an average stress of 14,630 kPa. Rock strength versus sample size was compared using uniaxial compressive strengths from 47 mm, 95 mm and 150 mm core. Massive sulfide averaged 153,300 kPa, 139,845 kPa and 75,330 kPa respectively, while the hanging wall and foot- wall averaged 92,000 kPa, 76,560 kPa and 57,960 kPa respectively. Point load compressive strengths were calculated using formula suggested by both Hassani et al., 1980 and Broch et al., 1972. Values calculated using the Hassani formula closely resembled pre- existing point load and uniaxial compressive strengths, while values calculated using the Broch formula were 50 percent low.

Engineering is the design work for the purpose of producing drawings and technical specifications for Construction together with technical specifications and quantities for Procurement. Procurement is the arranging of con- tracts so that equipment, material and labour are brought as required to the construction site. Construction covers the on-site activities that bring together the components of Engineering and Procurement so as to arrive at a finished plant. Need & Cost Benefits Project Management systems are needed to allow progress and expenditures to be monitored so that any significant deviations from the plan can be identified and the appropriate corrective action taken. In this way, Project Management is able to give continual updated answers to the Owners broad questions. - What am I getting? - What will it cost? - When will it be ready? The need for Project Management is not always immediately apparent, a common belief being that the existence of the three components -Mining Company - Equipment Supplier - Construction Company - is sufficient to get the job done without a formal project management group. US 4,183,794 - Electrowinning zinc from a zinc sulfate solution produced by leaching zinc ore with sulfuric acid. The leach liquor is subjected to electrolysis in a first cell having an insoluble anode to deposit primary zinc on the common electrode. INTRODUCTION Theodore Roosevelt Dam is a cyclopean-masonry, gravity-arch dam located on the Salt River northeast of Phoenix, Arizona. Construction of the dam began in 1903 and was completed in 1911. The dam is about 85 m high with a total reservoir capacity of about 1.7x109 m3. Raising the dam is now being considered to provide additional water storage and flood control. This paper describes preliminary analyses performed to assess foundation stability for increased loading resulting from raising the dam and reservoir water surface about 12 m. The foundation of Theodore Roosevelt Dam consists of variably metamorphosed limes tones, sands tones, mudstones, and shales. Bedding uniformly strikes nearly normal to the river (N 40º W) and dips upstream at 25 to 30º. The rock is cut by four prominent joint sets as indicated by the joint contour diagram shown in figure 1A. The diagram was developed from surf ace observations and vertical drill core oriented relative to the bedding. Sampling biases account for the differences in concentrations of various joint sets. However, field observations indicate that all sets are relatively prominent, planar, and continuous. SEEPAGE ANALYSES Consistent with practice at the time of construction, no foundation drainage was installed at Theodore Roosevelt Dam. Finite element seepage analyses were therefore performed to study the potential for large uplift pressures in the foundation. The dam has steep abutments and is curved in plan as shown in figure 1B. A mined-out stope being backfilled with classified mill tailings was continuously monitored, both upstream and downstream, to determine the radon concentration associated with the mill tailings. The radon monitoring was done before, during, and after the backfill operation. Data taken during weekends when no mining activities were influencing the radon concentration showed a 90 percent reduction in radon discharge from the stope after being backfilled. Water used to mix with the classified sands showed an increase in the heavy metals concentration immediately after seeping from the inplace sand. However, the water used in backfilling is less than ½ of 1 percent of total mine water discharged. The change in contamination is not measurable at the pumping station.

INTRODUCTION Engineered structures such as mines, shafts and tunnels, and storage caverns for hydrocarbons, chemical s and brine are being built in natural rock salt formations in increasing numbers. In addition, salt formations are being considered as potential hosts for mined, nuclear waste repositories. The popularity of these formations for engineering purposes stems from the many favorable commercial, physical, and thermal characteristics attributed to the material itself. Not only have the formations been stable and free of dissolution for hundreds of millions of years, but the salt is fairly easily mined and has very low permeability, low water content, and high thermal conductivity. Another characteristic of salt is its tendency to flow or creep when subjected to a shear stress. Although this behavior may be desirable in certain instances, it may be detrimental in other instances since the creep rate may be large enough to produce deformations that tend to reduce the volume of storage caverns or to restrict access to mining operations. In either case, the engineer is faced with the problem of accurately predicting the long-term structural deformations under various combinations of stress and temperature and is required to compare these deformations with long-term design criteria. In the laboratory, deformation-versus-time curves obtained at constant stress and temperature show that creep of salt is similar to creep of many other crystal line solids. Figure 1 shows a typical deformation-versus-time curve for salt. When a shear stress is first applied, the rate of deformation is high, but decreases monotonically. This initial behavior is called transient or primary creep. At some time, the deformation rate no longer decreases but continues at a constant rate. This behavior is called steady-state

INTRODUCTION Methods of linking boundary integral (BI) solutions with finite element (FE) solutions have been well described theoretically in other publications (e.g., Zienkiewicz, et al., 1977). The purpose of this paper is to point out some practical aspects of implementing these linkage algorithms for rock mechanics applications and to describe an alternative linkage algorithm. A not so obvious motivation for using FE-BI linkages is illustrated in Figure 1. The cost of modeling the excavation of the crusher station by the BI method can equal or exceed the cost of an equivalent FE model. This is due to the large surface area which must be modeled by the BI method. In such cases, a more economical approach might be to model the region immediately adjacent to the crusher station by finite elements and link the solution at the periphery of the FE model with a solution for the exterior region. Further economies can be realized if some flexibility in the type of exterior solution is possible. For example, it would be desirable to use a coarse discretization of the FE-BI interface for a BI solution, which would be less demanding of computer storage and time, or to use an analytical solution for the exterior region. The alternative linkage algorithm to be discussed allows such flexibility. BOUNDARY INTEGRAL METHODS There are basically two formulations of BI methods: the direct and the indirect. FE-BI linkage algorithms depend on which formulation is used. The purpose of this section is to briefly describe each method.

INTRODUCTION Uranium mining in the Grants Mineral Belt has undergone changes from methods pioneered during the 1950&apos;s and has now become fairly standardized throughout the district. The orebodies vary in size and shape and have been most successfully mined by using modified room and pillar methods with pillar recovery. This paper will expand on methods and equipment that are being used and modifications of these that will increase productivity and efficiency. GEOLOGICAL BACKGROUND The petrology of the Grants Mineral Belt consists of alternating layers of sandstone and shales (mudstone), with occasional thin layers of coal. The sandstones are aquifers which are generally artesian to some extent. The shales are bentonitic and decompose into extremely sloppy mud when exposed to water. Figure 1 shows a typical geologic section. Most of the uranium produced in the Grants Mineral Belt comes from the Westwater Canyon member of the Morrison Formation and occurs as scattered ore bodies throughout the formation. This formation consists of layers of bentonitic shale and sandstone of varying degrees&apos; of cementing and grain size. It is also a very significant artesian aquifer. The unconfined compressive strength of the various formations is not high, as shown in Table I. It is important to note that these represent average values and a great range may exist within a single formation, especially In the Westwater which is the ore formation. [ ]

INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by &apos;strategic&apos;. The Concise Oxford Dictionary defines strategic in the context of materials as &apos;essential for war&apos;. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as &apos;concerned with the acquisition and maintenance of power, whether economic, political or military.&apos; A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of &apos;strategic&apos; will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world&apos;s reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard &apos;good delivery&apos; gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry&apos;s metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. South Africa is a major producer of synthetics and probably ranks second in the world after the U.S. Recently, of course, Australia was the scene of a major diamond discovery and will soon become the only

September 1981 I&apos;m here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I&apos;m not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I&apos;m here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it&apos;s flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it&apos;s about time we drew the distinction -- and eliminated the latter. This Administration&apos;s national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it&apos;s own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President&apos;s Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it&apos;s electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won&apos;t reach this ideal of free choice overnight. But that is where we are headed. And I&apos;ll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it&apos;s highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

INTRODUCTION Shafts have been sunk in a number of ways. By and large, however, most have been sunk by drill, blast, muck, and slip form methods. Most methods have provided satisfactory means of completion. The major drawbacks to the conventional methods have been: (1) un- reliable cost estimates for completion; (2) unreliable rates of progress; and (3) unreliable integrity of the shaft lining. Recently , engineering design studies have been done that strongly indicate, that, by the use of existing proven technology, shafts can be completed faster, more cheaply, safer, and with a better lining that has been possible using conventional methods. THE METHOD The alternate method utilizes the techniques of big hole drilling, shield excavator tunnelling, and pre-cast concrete lining. Big Hole Drilling - Drilled shafts have been completed for several years and I don&apos;t intend to address the technology, only to point out the use of drilled shafts is an alternate method of shaft sinking. Ideally, in a multi-shaft mine, the first shaft would be blind bored and cased to a size, whereby it can handle the muck from the excavation of subsequent shafts. It should be an 8&apos; to 10&apos; completed diameter. The cost of such a shaft in sedimentary formations compares favorably with a conventional shaft. However, it is much faster. For additional shafts, the role of the drill is to complete small holes (3&apos; to 4&apos;) to the desired horizon. This is merely a hole to allow slashing to a larger size with easier muck removal from an underground drift connected to the previously drilled shaft. The smaller holes, just as the larger one, should be cased and grouted into place so as to assure a smooth open hole. SHIELD EXCAVATOR Theory and History - Tunnelling Shields have been in common use for several decades, and steam powered shields were used in England over 100 years ago. The purpose of the shield is to provide temporary ground support, protect personnel during operation, and to house the excavating equipment. The excavating equipment approach has varied from attempts at a continuous or semi-continuous boring machine, the tunnel mole, to a mechanical or hydraulic digging arm. The shield may or may not be an active digging element. If not active, the boring tool or cutter is advanced ahead of the shield to full diameter and then the shield is moved up to the cutter, or the shield advances along with the cutter. If active, the cutter opens a conical free face, and the shield is either jacked forward so that the leading edge spalls rock to the free face or poling plates are thrust forward to spall to the free face. In either approach, various methods of muck removal are incorporated into the shield. These may be gathering arms, conveyors, or with moles, hydraulic transport, where the cuttings are sufficiently fine. The efficiency of the muck removal system is critical as excavation is rapid and the system could easily become muck-bound. Application to Shaft Sinking- Technically, the use of a shield to sink vertical shafts is no different than a tunnelling operation. It is, in fact, less complex in most respects. Muck and water removal are difficult in a blind-driven shaft. However, where an underground opening is available for handling muck and water, rapid shield sinking is possible, using a pilot hole for muck and water to fall through and be removed from below. The Tabor Mining Shield is basically a caisson approach, whereby, the ground is only seen at the face or bottom. It does have hydraulic jacks to force it downward and has segmented cutting edges which allows forepoling ahead of the shield. The hydraulic excavator allows mining in the center of the face around the previously drilled hole with the forepoling segments slabbing to this free face. First, the drilled hole is cased and grouted. The machine is a tube with an excavator. The work cycle is as follows: (1) The casing and grout are cut at predetermined intervals by shaped charges. (2) The casing is crushed by the excavator, removed from the hole and hoisted to the surface. (3) The excavator then rips out a face around the hole by digging the formation in tension and breaking the pieces

INTRODUCTION Tailings produced by many uranium milling operations consist of fine sands with some silt and slimes. When fine sandy materials are placed by hydraulic methods behind an impermeable dam, they are deposited in a loose state and some portion remains saturated. These saturated, loose fine sands are highly susceptible to liquefaction, the phenomenon in which a monotonic or cyclic disturbance causes excess pore water pressure and, concurrently, a total loss of strength in the sand. Once liquefied, the fine sand flows, causing collapse of supported structures. The potential for such a liquefaction failure was identified and successfully treated at Sohio Western Mining Company&apos;s L-Bar Uranium Operations near Seboyeta, New Mexico. The Sohio tailings dam is an earthfill starter dam with tailings raises constructed upstream of the starter dam crest. Beginning with the start of mill operations in 1976, tailings were deposited hydraulically in the impoundment behind the starter dam. As the tailings level approached the crest of the starter dam, beached tailings were excavated and placed in lifts by a dozer to form two raises above the crest of the starter dam. As the impoundment has gradually filled with tailings, the decant water pond level has risen. Correspondingly, the water level in the tailings dam, upstream of the chimney drain, has also risen. By August 1980, the phreatic surface was above the crest of the starter dam and stability analyses indicated that the tailings dam did not have the safety factor of 1.0, under static loading with liquefaction, implicit in the 1980 New Mexico State Engineer&apos;s requirements. The problem related directly to the high phreatic surface in the loose sandy tailings behind a dam structure that was not capable of resisting failure which might develop in liquefied tailings. Two methods of stability enhancement were considered for the Sohio dam. One method was reinforcement of the dam using a clay buttress placed against the downstream slope. The other method was installation of horizontal drains through the starter dam to drain decant water and lower the phreatic surface. Either method would increase the stability of the dam. However, the comparative analysis of the methods indicated that horizontal drainage offered significant advantages in cost and could provide a more direct remedy of the source of the problem, the saturated section of tailings. In addition, a drainage system would be more amenable to modification and more quickly installed than a buttress. On the other hand, a clay buttress could be more directly controlled, would involve routine earthwork, and has successful precedent. Therefore, the buttress approach would involve less risk. After weighing the advantages of both methods and the costs versus risks, the horizontal drainage approach was selected. Consequently, a horizontal pipe drain system was recommended and designed (D’Appolonia, 1981a). This paper describes the design and installation of the drainage system and its initial performance. PIPE DRAIN SYSTEM DESIGN Design Criteria and Parameters To increase the stability of the dam to acceptable levels, the drainage system had to lower the phreatic surface behind the dam to the level calculated to give a minimum safety factor of 1.0 under conditions of liquefaction. In addition, the system needed to be essentially self-operating, easy to maintain, and economical. To accomplish these objectives, the following design criteria were established: 1. The pipe drains must lower the phreatic surface at least 4.3 m (14 ft.) at the midpoint along the dam (the deepest section) and by proportionately smaller amounts toward the abutments to satisfy safety factor requirements.

INTRODUCTION Rock bolts are a major means of support in underground coal mines in the United States. However, two of the most crucial problems facing the mining engineer today are that of finding a well defined and standard method for testing the anchoring ability of rock bolts, and of selecting the most suitable type of rock bolt and bolting pattern for a particular mine or specific mine section (Anon., 1982). Such selection requires not only an understanding of the behavior of the rock mass and the rock-bolt unit itself, but also a knowledge of the basic mechanisms by which rock bolts provide support while they interact with the rock mass during various field loading conditions. A recent study in this area has shown the inadequacy of present methods used in selecting and testing of rock bolts and the lack of clearly defined guidelines for safe and economical design of bolting patterns (Bieniawski, et al., 1980). The present paper describes a research study aimed at developing laboratory instrumentation and associated techniques for the evaluation of bolt-rock interaction. The instrumentation system developed, procedures followed during various experiments, and typical results from a series of studies carried out on mechanical bolts are presented. INTRODUCTION A computer study of excavation support loads in tunnels and other excavations in discontinuous rock masses was undertaken with the distinct element method introduced by Cundall (1971). In the distinct element method the rock mass is modeled as a composition of individual blocks of rock defined by the joint planes. Normal and shear deformation laws are ascribed to the joint surfaces; the blocks of rock themselves are considered to be rigid. The particular version of the program utilized in this study ran a mini computer and used inter, active techniques for the input of geometrical data such as joint orientation and spacing and subsequent display of rock mass deformation and other data. Two major aspects of the behavior of excavations in jointed rock masses are examined in this paper: i) the behavior of unsupported excavations in rock masses with varying joint configuration, joint properties and in situ stress fields; and ii) the modification of the behavior of similar excavations when support is provided. In the latter case the excavation behavior was examined through the use of ground reaction curves. THE DISTINCT ELEMENT METHOD The Distinct Element method introduced by Cundall (1971) is a computer based analysis that simulates the behavior of a system of discrete, semi-rigid rock blocks. Block interactions are governed by realistic friction and stiffness laws; each block may undergo unlimited displacement and rotation while progressive failure is modeled.

The opposition is all kinds. There are extremists. There are quiet, sensible sounding folk who can twist numbers and facts to make their point. But they are all out to shut you down! Some of them are genuinely concerned about miners&apos; impact on the environment. Others are just anti- society, anti-big business - small is beautiful - live naturally. The opportunity for them to make those statements on television was provided by us, the Uranium Public Affairs Task Force, as part of a media tour of the State of Idaho in May. We fielded four representatives of the industry and got 25 hours of television coverage, 22 hours of radio coverage, and print coverage by every paper in Idaho. The tour included several debates, and these clips are from two of them. Our folks creamed them! This one was so upset that he ran off the set while his mike was still plugged in, trailing studio equipment behind him. But we don&apos;t always have the opportunity to rebut them. They are making these statements all the time, everywhere they can. They have learned their trade well. They use the hearing process like A1 Hirt uses the trumpet. If the process of intervention should shut us down or prevent us from getting a license, so much to the good. But even if it doesn&apos;t - they win - for it causes delay - delay costs money and so does complying with regulation. If they can make us uneconomic, and that&apos;s not too hard to do these days, they have won. Regulation restricts the decision process. Any time the decision process IS restricted, you face the possible loss of a more economic alternative. They are out to pile every regulation on you they can and every delay they can. Initiatives! They came after us - the uranium industry - in South Dakota and Montana last year. They won in Montana. We tried to reverse it in the legislature, but they were too frightened of public reaction to do it. They did put it on the ballot for reversal in November of &apos;82. That puts it squarely up to us to influence the public so we can win a campaign. There will be more initiatives, and at local levels as well as at state. We must join together and win! The public generally supports the continued operation of nuclear power plants. They about split on whether to build more. But they strongly support regulating the industry more stringently. Every survey reflects concern about safety and the desire for the government to take responsibility and regulate. You and I know that regulation nearly always adds cost, and only sometimes increases safety. We need to influence the creation of regulation. We need to accept responsible regulation and fight that which is counter-productive. To win in hearings, to win initiatives, to win in getting responsible regulation, we need public support. We need an informed, understanding, and supportive public. To accomplish this, we need two kinds of efforts. The first is to reach the people at the local level with local representatives of our industry. Informal conversations at church, PTA, cocktail parties, whatever. Presentations to Kiwanis Clubs, League of Women Voters, church groups - wherever we can. Facts, information in printed form, to these same local audiences with the credibility of the local sources. The second is to reach mass audiences through the media. Positive media. This can be done by advertising, but it is very expensive. We have to look to influencing the reporters and editors to get more balanced and accurate reporting. We need to get free time - interviews, debates, letters to the editors, etc. The Uranium Public Affairs Task Force was created last year to provide tools for you to use to reach these audiences (it is affiliated with the Atomic Industrial Forum). Twenty-two companies provided money and man- power. A consultant, Denver Research Group, was retained to produce materials. In this Phase I effort, we first researched what issues were of greatest concern and what were felt to be the greatest needs in materials. We determined that we did not have the funds to go out and do the job for the industry, so we decided to develop tools for the Industry to go out and do the job for itself. From the research, we determined what tools we should develop for you to use. We first developed a set of the quest- ions most likely to be asked of you and the issues most likely to be thrown up to you. We have developed a loose-leaf notebook. Each page contains one of those questions or issues, a short verbatim response that you can use, a short discussion of the subject, and references you can cite or research for further information. It is organized by subject: tailings, water radiation, etc. This book is an extremely handy tool for anyone in the industry. Each uranium location should have at least one.

Longwall coal mining is a growing mining technique in the United States. However, very little premining exploration data are collected presently by coal companies to 1) select coal winning equipment, 2) select and design face supports and supports in gate and tail entries, or 3) optimize operational parameters such as length, width, and orientation of face. The authors are of the opinion that much of the data needed for mine planning and design for longwall mining can be obtained during exploration. In this paper, the authors identify the data requirements, discuss how these data can be obtained during exploration, propose an exploration program and estimate the cost to obtain the necessary data.
