The objective of this investigation was to synthesize and investigate the properties of a high-temperature refractory material based on a combination of boron, silica, and magnesium. A magnesium-thermic reaction was used for the synthesis. X-ray examination of the product indicates that the crystalline portion of the composition is a combination of magnesium borides, magnesium silicate, and magnesium orthoborate. Chemical analysis of a representative sample shows, in weight-percent, boron 17.6, silicon 23.9, magnesium 17.8, and chromium 0.5. The balance is largely oxygen. The composition is resistant to high temperatures under oxidizing conditions and is stable in water, hydrochloric acid, and hydrogen. It has a low density (less than 3 grams per cubic centimeter) and a hardness value in the range of quartz. It has a melting point above 1,700° C. and can be hot-pressed to shape in the temperature range between 1,200° and 1,350° C. The properties described in this paper indicate that the material may have some uses as a high-temperature refractory, and because of its boron content it may have some value as a thermal-neutron-absorption material.

There is more information contained in a screen analysis than is ordinarily recognized, and there is an increasing need for methods of making this additional information easily available. As more comprehensive studies of crushing and grinding are made, and as the possibilities of decreased expense and increased extraction through a closer control of grinding are explored, methods of interpreting screen analyses assume an importance which they have not had heretofore. The information commonly desired, which can be determined from a complete and carefully made screen analysis, includes: (1) the size distribution of the material passing the finest screen, (2) the presence of a hard grinding fraction, (3) the location of natural grain sizes, (4) the presence of different materials with markedly different grinding characteristics, (5) the presence and amount of finely divided material such as clay, which is merely unlocked in grinding, and (6) the total surface area of the ground product. It is necessary to know the fundamental law of size distribution of a homogeneous material in order to correctly resolve a screen-analysis curve, and to understand the variations and anomalies that a sample may exhibit when compared with the ideal curve. This fundamental law was developed by Gaudin,1 who showed that when the logarithm of the per cent weight retained on any screen and passing the next larger screen in the Tyler standard screen scale was plotted against the logarithm of the screen aperture the resulting curve for the finer sizes of a homogeneous crusher or grinding-mill product would be a straight line. Laboratory mineral-dressing investigations were conducted on talc-bearing samples from Arkansas and Texas under the Bureau of Mines program of examinations and surveys, which is concerned, in part, with the improvement of conservation and utilization of domestic mineral resources. Two of the soapstones in question were successfully upgraded by flotation, utilizing stage additions of a frother and an amine to promote their talc content. The process could enable the producers to meet more rigid specifications of higher priced talc commodities. INTRODUCTION Talc is an industrial mineral with distinctive properties, such as softness, smoothness, large surface area in relation to mass, chemical inertness, and good retention as a filler, that make it particularly valuable to a number of industries. Sales to 6 industries -ceramics, paint, insecticide, rubber, roofing, and paper -consumed 84 percent of the domestic production of talc, pyrophyllite, and ground soapstone in 1952. Electrolytic zinc produced from sulfate solution and with pure lead anodes is always contaminated with a small and varying percentage of lead. The purpose of this investigation is to determine the characteristics of several lead alloys and their influence on the products of electrolysis and power consumption. The study of alloyed anodes has been a matter of interest for some years. Tainton, Taylor and Ehrlinger prepared a highly interesting paper' on this subject a year ago, in which the effects of silver-lead and some ternary alloys of lead-silver-tin were described, and the presentation of any paper on insoluble anodes will owe much to the inspirational results achieved by Dr. Colin G. Fink and Li Chi Pan in their work on insoluble anodes for the electrolysis of brine,2 and to other published papers by Dr. Fink and his coworkers embracing the development of the copper-silicon-manganese anode for the production of electrolytic copper and the general subject of anode development. The present paper describes a study of various combinations of 10 metals. The general plan of the work provides for the fabrication of the alloyed anode, its adequate conditioning by preparatory electrolytic operation, the production of cathode zinc and its analysis, the determination of the anode polarization, and other features. A list of the anodes tested, showing composition and polarization at various current densities together with the lead assay of the cathode zinc, is shown in Table 1. Determination of Anode Polarization In the determination of anode polarization under operating conditions it is essential that the anode area used be restricted to the side facing the cathode, in order that these measurements may be referred to a definite current per unit of area. Artificial ground freezing is the unrivalled method for groundwater control during mine shaft sinking. Moreover, ground freezing may also provide temporary ground support. The fast development of fibre-optic temperature monitoring devices, three-dimensional freeze pipe survey methods and numerical modelling software provide grounds for developing new and reliable tools for ground control during freeze shaft sinking. This paper presents examples of predictive numerical models that are based on back-analysis and calibration of temperature data that covers the complete construction cycle from pre-freezing through to artificial thawing. The back-analyses showed that standard numerical models are not capable of predicting the prevailing thermo-mechanical conditions satisfactorily. This paper describes the development and implementation of new tools for improved consideration of concrete hydration and latent heat, along with the introduction of other algorithms that improve and simplify the efforts of managing complex numerical models. A function is presented that allows for an automated correction of the model’s mesh based on results of three-dimensional freeze pipe surveys. This paper demonstrates that the latter consideration is important, because the often employed assumption of idealised freeze circle geometry in numerical models impacts on the accuracy of such model’s predictions. Subsequently, the verification of these extended numerical models is demonstrated. Due to its flexibility, the FLAC3DTM code was employed for the numerical modelling. This software provides the possibility of implementing additional functions written in internal FISH or Python language into the models. It is concluded that state-of-the-art techniques for freeze hole drilling and surveying, on-site monitoring and advanced numerical analysis provide a significant potential for both the design and the operation of largescale ground freezing measures. The application of the extended numerical models for predictive simulations during construction allows for temporary shaft lining optimisation, for assisting in operational decision making and for compensating temporary loss of monitoring data. The Cr-Ni system was investigated between 900" and 1400°C and 45 to 100 wt pct Cr. The Cr-Fe system was studied between 1200" and 1385°C and 70 to 100 wt pct Cr. Powdered alloy compacts were produced from high-purity chromium, nickel, and iron poulders. The compacts were sintered in an argon atmosphere and then machined into small, 0.030-in. diam cylindrical specimens. These were then heated by induction in the high-temperature X-ray diJfractwn camem under a helium atmosphere and irradiated with copper Ka radiation. From the results of the high-temperature X-ray diffraction patterns it can be concluded that chromium exists only in the bcc form, and that no eutectoid reaction occurs in the Cr-Ni system in the temperature interval 900" to 1400°C. The X-ray diffraction patterns are in agreement with the Cr-Ni phase diagram of Bechtoldt and Vacher, and Williams. It is possible that chromium undergoes one or more allotropic transformations between room temperature and its melting point. Most of the evidence was gathered from the study of the chromium-rich ends of the Cr-Ni and Cr-Fe binary systems. All the investigations rely heavily on indirect methods: thermal analysis, electrical resistivity, and micro-graphic inspection of quenched samples. In the present work the chromium-rich side of the Cr-Ni and Cr-Fe binary systems is studied, using high-temperature X-ray diffraction techniques. Thus the coexistent structures can be observed directly at temperature. PREVIOUS INVESTIGATIONS ~ansenl shows two possible Cr-Ni phase diagrams 1) a simple eutectic [Liquid =a-Cr(bcc) + y-Ni(fcc)], 2) a eutectic [Liquid+ P-Cr(fcc) + y-Ni(fcc)] and euctectoid [p-Cr(fcc) ==a-Cr(bcc) + yNi(fcc)]. The latter is based on the work of Grant and co-workers.2 Stein and rant'" placed the eutectoid composition at 1215°C and 68 wt pct Cr; their diagram is shown in Fig. l. Similarly, Sully3 also discusses the two proposed diagrams. Price and Grant,4 working on an isothermal section of the Cr-Ni- Fe ternary diagram at 1300°C, made no mention of a ß-chromium phase (fcc). The ß-chromium structure was also reported by Misencik 5 in the Cr-Nb(Cb) system. Williams 6 studied the Cr-Ni system using precipitation techniques. His work included the chromium and nickel solvus lines below 1250°C. He reported no ß structure nor any eutectoid reaction. The solvus lines which he produced were very similar to those of Jette, et al 7 below 1000°C. He concluded that Grant and coworkers2 had misinterpreted their data, and that effects which they had reported were actually due to the rapid and extensive precipitation of the nickel-rich phase. Bechtoldt and vacher8 used sintered powdered alloy compacts in an attempt to find the ß phase. They used metallographic and room-temperature X-ray diffraction techniques and also failed to detect the fcc chromium phase. They attributed the low slope of the chromium solvus at approximately 1150°C as the probable cause of the abundant precipitation obtained. They also stated that the precipitation was the probable cause for the abrupt discontinuities in the thermal analysis and electrical resistivity data which led to the conclusion that a eutectoid reaction existed. Fig. 1 also shows their diagram. Grigor'ev and coworkers9 investigated the polymorphic changes of chromium in the Cr-Ni phase diagram. Using standard microstructural and thermal analysis techniques, they published a phase diagram which contained five polymorphic forms of pure chromium and four eutectoid reactions. They stated that the room-temperature bcc chromium transformed to a fcc structure at 930°C, to bcc at 1300°C, to hcp at 1650oC, and then finally to bcc at 1830°C. The eutectoid reactions were placed at 850°, 960o, 1140°, and 1220°C. Today, in Australia, it is increasingly common to see agreements between Indigenous peoples and resource companies being achieved generally as Indigenous Land Use Agreements or agreements pursuant to the ?right to negotiation? process under the Native Title Act 1993 (Cth). Despite progress in this area, resource development on Indigenous lands is not without its challenges for both the resource proponents and the Indigenous parties. History demonstrates that resource development on Indigenous lands has produced struggles between the traditional owners of the land and the resource proponents. In Australia their relationship is generally defined by issues of access to land and assuring continued access to the land for the life of the project. In this context, divisions in Indigenous communities often emerge. The proposed resource project can have the effect of polarising members of an Indigenous community. It may be regarded by some traditional land owners as an advantageous opportunity for the community and by others as a hazard to country and culture. The process of agreement making has proved not only a test for the Indigenous community but also for the resource proponent. In this paper we undertake a contemporary case study of a proposed Australian resource related-development project on Indigenous lands. This project involved a multi-billion gas hub precinct proposed at James Price Point in the Kimberley region in Western Australia. The James Price Point proposal produced a litany of challenges for all parties. The traditional owners faced fundamental social and human rights issues, including a minority opposition to the project, the project's potential cultural heritage impact, the threat of compulsory acquisition of their native title interest by a State government due to an initial failure to settle an agreement, a fracture of their unsettled land claim and a minority rejection of the agreement ultimately reached. Additionally, the ?green? lobby also rejected the proposed gas hub on environmental grounds bringing the green lobby into direct conflict with both the traditional owners in favour of the project and the resource proponent. Ultimately, Woodside announced its decision not to proceed with the proposed gas precinct at James Price Point, in April 2013. In this paper we analyse the complexity of the James Price Point gas hub negotiations with the traditional owners which resulted in an Agreement that promised to deliver substantial benefits for the Indigenous communities. We question why such a favourable and beneficial agreement for the Indigenous community also produced the plethora of challenges and concerns and we consider how future negotiation processes could be better structured to avoid the difficulties that have confronted Indigenous land owners and resource proponents alike.

This Information Circular describes copper mining and concentrating methods, practices, and costs at the Silver Bell Unit of American Smelting and Refining Co., Pima County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Silver Bell mining district, one of the older districts in Arizona, is in the western part of the Silver Bell Mountains in Pima County, about 40 miles west of Tucson and about 20 miles southwest of Red Rock, a station on the main line railroad of the Southern Pacific Co. The Oxide and the El Tiro open-pit mines of the American Smelting and Refining Co. are in the district (fig. 1. The principal ore deposits are in T. 12S., R.8E., Gila and Salt River base line, at an altitude of about 3,000 feet. The present town of Silver Bell, established in 1952, is reached by a paved highway, the Avra Valley road, that turns west from Highway 84 at Plata siding near Rillito and extends westward 25 miles to the townsite (fig. 2). The present town is about 5 miles southeast of the old town of Silver Bell that flourished from 1900 to 1930.

In the past three years there has been a great amount of attention given to phosphates world wide, and in particular to the Florida Phosphate Industry. I would like to relate some of the most recent history of the industry and give you a personal outlook for the future. Phosphate rock has been produced in Florida since its discovery on the Peace River in the 1880's. Through 1976, approximately 720 million ST of rock had been mined from Florida reserves, and it is my opinion that there are at least 1.2 billion tons remaining which are consolidated, accessible and can reasonably be expected to be permitted for mining. Over half the 1.2 billion tons will be deeper, more scattered, leaner and will produce lower grade rock than the Bone Valley of Central Florida has tradition-ally produced. In 1973, '74, '75 and '76 the Florida Phosphate Industry produced 32.6, 34.0, 38.2 and (38.0) (P) million ST of phosphate rock respectively. This rock was produced by ten mining companies, Agrico, Borden, Brewster Phosphates, Gardinier, Grace, IMC, Mobil, Occidental, Swift, and USS Agri-Chem; mines are located -17 in Polk County, one in Hillsborough County and two in Hamilton County, Florida. Phosphate rock is used by local companies in Florida primarily to produce phosphoric acid from which DAP and TSP is manufactured. Florida acid producers use about 15 million STPY in acid plants in Florida, and another 7.5 million STPY is consumed by acid producers in plants on and near the Mississippi River. Somewhat

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

One of the main outcomes of a capital project is the reliability of a new plant, system or equipment. During 20 years of experience working in various capital projects for the mining industry, the author experienced failures which have caused significant losses to Owners, in many cases amounting to millions of dollars and almost jeopardizing entire projects. Often, failures were related to faulty design, shop fabrication and/or construction. Therefore, significant opportunities exist in the Mining Industry to improve the success rate of capital projects, improve on-line time at start-up, minimize the occurrence of unplanned maintenance due to equipment failures, and all this with positive contribution to health and safety. This paper presents some examples of failures and how they could have been prevented by proper Quality Assurance methodology. It also discusses some of the main challenges in the implementation of such methodology, including awareness of the Materials discipline and availability of trained Engineers.

The paper presents an overview of SPASID (Kiusalaas and Albert, 1983), a new computer program developed under U.S. Bureau of Mines funding for the prediction of surface subsidence caused by under- ground mining operations. The presentation, which is illustrated with two case studies, also re-evaluates the influence function method as a tool of subsidence prediction, arriving at some rather unconventional recommendations. SPASID consists of four modules that communicate through common data bases: (1) Preprocessor. This module prepares and maintains the database for the entire site. The database contains all the information about the site and the mine operation that is necessary for the computation of subsidence. (2) Subsidence Predictor. The influence function method is used to predict the surface displacements that occur in any portion of the site that occur between two given dates. The computations take into account the time lag between extraction and displacement, and the effects of pitching seams and incomplete compaction at the edges of panels. The program contains i not he's influence function and the Green's function of transversely isotropic elasticity theory. (3) System Identification. The purpose of System Identification is to determine the optimal values of the various parameters associated with the influence functions in the Subsidence Module. System Identification requires measurements of subsidence from a site with a sirnilar overburden structure. The values of the subsidence parameters are obtained by minimizing the discrepancy between the measured and computed surface displacements. (4) Postprocessor. The Postprocessor is a graphics facility for displaying the data generated by the other program modules.

"Gravity and X-ray luminescent separation methods are generally used in processing of diamond ores. X-ray luminescent separators are applied for separation of diamonds from feed ore size fractions from 100 to 10-15 mm size and for final treatment of gravity concentrates over 1 mm size. Gravity separation machines used for diamond ores separation are heavy medium cyclones and pneumatic jigs. One of the most important parameters, to a large extent affecting diamonds recovery from ore, as well as processing costs and specific energy costs, is size of dumped final tailings. That was exactly the purpose of the studies, the results of which are described in this paper. The studies performed on different ores showed that in order to achieve high recovery results, it is necessary to dump heavy medium separation tailings below 3 mm size. Separation of final tailings of -6+1 mm size by jigging is also possible. However, with a view to exclude extra diamond losses, it is necessary to maintain jigging concentrate yield approximately at 25% from starting feed, with its subsequent cleaning in heavy medium cyclones. In addition to that, it is necessary to separate 20-25% of middling with diamonds content at feed ore level and subject it to grinding. This will complicate flow sheet, but reduce load on heavy medium cyclones. In order to develop optimal flow sheet for gravity concentration of a specific diamond ore, large-scale investigations are required, including technical-and-economic assessment of separation alternatives. INTRODUCTION In processing of diamond ores, gravity and X-ray luminescent separation methods are generally used. It is common practice to apply X-ray luminescent separators for separation of diamonds from feed ore size fractions from 50 (100) to 20 (10) mm size and for final treatment of gravity concentrates over 1 mm size. With that, X-ray luminescent separation tailings larger than 3-6 mm size are reground and delivered to gravity concentration processing stage. Middling products circulation volumes are large, not infrequently necessitating decrease in concentrating plants capacity, especially with mining in deep workings of deposits, where ore strength is higher (Goryachev, 2010; Vaginov, 2000; William, 1988). Diamond ores preparation before processing is accomplished by means of roll-screw crushers and autogenous grinding mills, minimizing probability of free diamonds damage in liberation from barren rock. In re-crushing of size fractions that are “difficult” in autogenous grinding, high pressure grinding rollers are applied (Burchardt, 2014; Fedotov, 2011a, 2006b)."

The vanadiferous deposits of the Sublette Ridge and Salt River Range, 2 miles east of Raymond, Idaho, in western Lincoln County, Wyo., were examined August 24 to August 30, 1942, by an engineer of the Bureau of Mines, who was shown these properties by W. W. Rubey of the Geological Survey, Washington, D. C. The Sublette Ridge deposits are owned by the former U. S. Phosphate Co. H. F. Chaney, Portland, Oreg., is the representative for the company. The following report covers the history of the district, outlines the physical features and communications, mentions the property, and notes the ownership. The deposits and ore are described, and work performed by the Bureau of Mines is explained in detail. Ore-dressing tests and methods are explained.

WheN attempting to lift mill pulp containing a considerable percentage of wolframite, in an ordinary bucket elevator, difficulty was encountered from the tendency of the tungsten minerals to settle, on account of their high specific gravity. Lifts not exceeding 20 ft. (6 m.) could be accomplished without particular difficulty, because there was insufficient time for consolidation of the heavy minerals in the bottom of the bucket; but with higher lifts, the heavy tungsten minerals would settle so solidly that when the bucket turned over at the top of the elevator the contents could be only partially dumped. In this case it was necessary to lift the material a distance of 34 ft. (10m.); hence some means had to be adopted to prevent settling, at least to such an extent that the material could be dumped from the buckets. To reduce the carrying time to a sufficient extent would have required a belt speed of 475 ft. (144.7 m.) per minute, which was not feasible. It was decided to try, by vibrating the belt about midway of its span, to keep the material sufficiently agitated during elevation to prevent settling. Underneath the rising side of the belt was placed a 12-in. (30.48-cm.) idler pulley, 18 ft. (5.5 m.) up in the total lift of 34 ft. The idler pulley was set eccentric by % in. (19 mm.) and it was hoped that the vibration thus imparted to the belt, running at a speed of 280 ft. (85 m.) per minute, would prevent settling in the buckets. It was found that the pressure of the belt on the idler, due to the small inclination of the elevator, was not sufficient to overcome sliding on the idler, and the agitation was insufficient to accomplish the desired purpose. The idler was then connected to the drive shaft of the elevator through an intermediate pulley, gearing down to a speed of 20 r.p.m., so that a positive vibration was imparted to the belt; this imparted enough motion to the belt to prevent settling and the contents of buckets dumped satisfactorily. The chromium, iron, and tungsten borides have been treated with ammonia at different temperatures. They are attacked, forming metal nitride and boron nitride, and the results are summarized in the tables. In the tungsten-nitrogen system a new phase has been observed, closely related to the known ß phase. THE present investigations were begun to determine whether any ternary phases exist in the transition metal-boron-nitrogen systems for the metals chromium, iron, and tungsten. Attempts to prepare such phases were made by using the borides of the metals as starting materials and ammonia as the nitriding agent. Although no new ternary phases have been found to exist, the results may be of some interest with regard to the technical use of the borides. General Procedure A steady stream of dry ammonia was passed through a silica reaction tube, the central part of which was kept at the reaction temperature while its ends were water-cooled. Weighed amounts of the borides were placed in a silica or porcelain boat and heated at different temperatures for a period of 10 to 24 hr. The boat was then rapidly removed from the reaction zone to the quenching zone, the water-cooled end of the tube, by means of a simple magnetic device. The nitrogen content of the products was determined by the increase in weight of the specimens, and the phase analysis was carried out by X-ray methods. For this analysis a Guinier-type camera, constructed at this Institute, was used with a bent, ground quartz crystal monochromator. The general reaction, which occurred in all the experiments, may be summarized as: metal boride + nitrogen -* boron nitride + metal nitride For the higher temperatures pure metal was formed instead of metal nitride. It is sometimes difficult to Discussi detect boron nitride among the reaction products by X-ray methods. Prolonged exposures of some specimens showed, however, that the strongest reflections of boron nitride were present. Additional evidence for its presence was given by the increase in weight of the specimens after nitriding. This increase was always greater than that corresponding to nitride formation only and was often in close agreement with the formula given above. Finally, a white powder, which was shown by X-ray methods to be boron nitride, was left if the reaction products after nitriding Fe,B at 448°C and FeB at 768°C were dissolved in diluted sulphuric acid. Ch rom iu m - Boron - N itrogen Five phases have been found to exist in the Cr-B system,' , and all were used as starting materials. Investigations on the Cr-N system have shown the existence of two nitrides with ideal composition Cr,N and CrN.".' * The results are summarized in Table I. All the borides are attacked and decomposed into chromium nitride and boron nitride, and the kind of nitride formed depends only on the temperature and not on the boride used as starting material. A reliability based analysis method for a drilled shaft stabilized slope system is presented in this paper. In the past effort, a deterministic method using the limiting equilibrium method of slices for determining the global factor of safety of a slope reinforced by a row of drilled shafts was developed using the soil arching concept. The drilled shaft stabilization mechanisms for the slope were treated as the drilled shaft induced soil arching, which reduces the driving forces on the down slope side of the drilled shaft. The effect of drilled shafts induced soil arching on the reduction of the driving stresses in the limiting equilibrium slope stability analysis was quantified by the load transfer factor through extensive finite element simulation studies. A semi-empirical equation was also developed for expressing the load transfer factor as a function of the soil properties, including strength parameters and unit weight as well as the slope geometry and soil profile, the location and spacing of the drilled shaft, and the dimension of the drilled shaft. However, due to the inherent uncertainties of the soil properties and the model error of the semi-empirical load transfer equation, a modification of the deterministic method into a probabilistic method is developed in this paper. The Monte Carlo statistical method is used to generate random variables for the soil strength parameters based on the prescribed probability characteristics, including mean, COV, and the probability distribution function. In addition, the modeling error of the load transfer factor is also treated as a random variable in the Monte Carlo simulation method, in which the mean, COV, and probability distribution function for the bias of the semi-empirical equation are used. The developed theories were coded into a computer program for analyzing complex slope geometry and slope profile conditions. Two examples are shown in the paper to illustrate the analysis results of the developed probability approach for determining the reliability of a drilled shaft stabilized slope system.

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.
