After considerable input from the mining industry, the Canadian Securities Administrators (CSA) finalised National Instrument 43-101: Standards of Disclosure for Mineral Projects. This Instrument, which became law across Canada on 1 February 2001, applies to all technical public disclosure on mineral projects and requires all technical disclosure to be based on the work of a æqualified personÆ (QP). While the QP is quite similar to the Competent Person in Australia there are important differences when it comes to all disclosure. This paper will summarise the main areas in which the Instrument introduces major changes to Canadian disclosure standards on mineral projects including the role and responsibility of the qualified person; the increased requirements to file technical reports; the incorporation by reference of the October 2000 CIM definitions of resources and reserves and additional rules governing written disclosure of scientific and technical information. In October 2001, eight months after the implementation of NI 43-101, the CSA compiled a list of frequently asked questions (FAQs) and CSA responses to assist mining industry participants and their advisors in understanding and applying NI-43-101. This document has been well received by industry. The CSA plans to update the FAQs when further guidance is requested. Two industry committees have been established to provide the CSA with technical advice on the application of NI 43-101. As recommended by the Ontario Securities Commission/Toronto Stock Exchange Mining Standards Task Force, the CSA has established an external industry advisory committee û the Mining Technical Advisory and Monitoring Committee (MTAMC) û to monitor the application of NI 43-101 and advise the CSA on industry and professional developments. The role of the CSA-Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Working Committee on Reserves and Resources is to ensure that the future changes and updates to the CIM Standards can be efficiently and effectively incorporated in NI 43-101. During this first year, the Canadian securities regulators have seen an improvement in the quality of disclosure on mineral projects, which will increase investor confidence in the industry.

Researchers in the field of blasting have been trying to develop ways of predicting fragmentation in the last few decades. The Kuznetsov equation estimates the average fragment size, XJ~, based on explosive energy and powder factors. Cunningham calculates the uniformity of a fragment size distribution using drilling accuracy, blast geometry and a rock factor A associated with a “blastability index”, which can be estimated from the jointing, density and hardness of the blasted rock mass. Knowing the mean size and the uniformity index, a Rosin-Rammler distribution equation can then be derived for calculating the fragment size distribution in a blasted muckpile. Analysis of existing data has revealed serious discrepancies between actual and calculated uniformity indices. The current integrated approach combines the Kuznetsov or similar equation and a comminution concept like the Bond Index equation to enable the estimation of both the 50% and SOoh passing sizes (X& and X& ). By substituting these two passing sizes into the Rosin-Rammler equation, the characteristic size (Xc ) and the uniformity index (n) can be obtained to allow the calculation of various fragment sizes in a given blast. The effectiveness of this new fragmentation prediction approach has been tested using sieved data from small-scale bench blasts, available in the literature. This paper will cover all tested results and a discussion on the discrepancy between measurement and prediction due to possible energy loss during blasting.

Resue mining was practiced extensively in the East Rand in the first half of this century. The obvious benefits were that a higher grade of ore was trammed to the surface. The disadvantages were slow rates of face advance and an extremely labour-intensive method of mining. A collaborative effort by personnel from Avgold?s Target Gold Mine and Sandvik Tamrock has resulted in the design of a method of resue mining which can be totally mechanized. The purpose of this paper is to describe the methodology used and the proposed new mechanized resue mining method.

"The Lone Tree demonstration was an important milestone in bringing High Pressure Grinding Roll (HPGR) technology into hard rock applications in the mining industry. HPGRs have become standard equipment in the cement, iron ore, and diamond industries over the past fifteen years, but their use in severe duties found in the hard rock mining sector has been restricted due to high roll wear and subsequent low availability. HPGR availability has historically been limited because of frequent downtime for edge weld rebuilding as the rolls wore and short tyre life from high roll surface wear rates.Recent advancements in HPGR wear protection are now being evaluated for commercial applications in the gold and copper mining industry where this technology may offer benefits in comminuting hard and/or abrasive ores and in improving metal recovery in heap leaching applications.Proving the feasibility of HPGRs for processing competent, abrasive gold ore, Newmont Mining Corporation, the world's largest gold producer, operated an HPGR demonstration plant employing a POLYSIUS (POLYCOM) HPGR incorporating some unique wear protection, at their Lone Tree gold mine near Winnemucca, Nevada. Results of the successful demonstration are presented and evaluated in this paper.The Lone Tree HPGR demonstration plant operated for three months, from April through June 2003. The HPGR operated for 1626 hours and processed 141,000 tons of ore. This technology demonstration focused on measuring operating performance, wear characteristics, and availability of today's HPGR technology.Polysius' innovative roll surface wear protection system eliminated edge-welding downtime. Improved surface wear protection extended tyre life to predicted durations acceptable for very abrasive service. The POLYCOM HPGR is now deemed suitable for selected hard rock applications."

Organization The Foundling Years - 1901-1921 Two events that occurred in the decade of the 1870's have had far- reaching effects upon the petroleum industry in the U. S. and formed a basis for the birth and growth of the petroleum engineering profession. In 187 1 a group of mining engineers banded together to form the American Institute of Mining Engineers "to promote the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by all lawful means". Although it was to be 30 years before an event in Jefferson County, Tex., would cause petroleum to come into prominence as the world's principal source of energy, the founding of AIME provided an organization through which the application of engineering to the recovery of petroleum and natural gas could be developed. In 1875, a Pennsylvania judge who was called upon to make a decision for which there was no precedent reasoned that oil and gas were like wild game - they belong to the man who can reduce them to possession. His decision sired the "rule of capture", which stated that a landowner possesses the oil produced from his well, even though it might have come from beneath his neighbor's land. This interpretation prevailed for more than half a century, during which time gold-rush tactics were employed in the drilling and production of many oil fields in the U. S. The resulting overproduction and tremendous waste led to a virtual economic collapse of the U. S. petroleum industry by the early 1930's. To bring these malpractices under orderly control, proration and conservation policies were developed, and petroleum engineering became the medium through which they were devised and implemented. At the turn of the 20th Century, more than 90 percent of this country's oil production came from the East, but the picture changed with dramatic suddenness on Jan. 10, 1901. Captain Anthony F. Lucas, an Austrian mining engineer, had noticed concentrations of oil and gas near salt domes during mining operations on the Louisiana Gulf Coast. In 1899 he leased a low mound near Beaumont, Tex., began drilling, and after almost 2 years of intermittent operations, brought in the famous "Lucas Gusher"

WHEN austenite first forms from aggregates of cementite and ferrite, it is not homogeneous.1 This inhomogeneity, consisting of both undissolved carbide and carbon concentration gradients, has a profound effect upon the characteristics of the austenite-pearlite reaction. The rate of formation of pearlite is increased by the presence of inhomogeneities2,3 and because of this (when the inhomogeneity is sufficiently pronounced) the hardenability of the steel is reduced,4,5 In addition to this kinetic effect, inhomogeneities will cause the direct formation of spheroidite from austenite at temperatures just below the Ae1.6-11 The present report attempts quantitatively to evaluate the effect of inhomogeneity upon the rate of the austenite-pearlite reaction, presents a method of determining the austenitizing cycle necessary to obtain "practical homogenization," and considers the effect of inhomogeneity on hardenability. EFFECT OF INHOMOGENEITIES ON REACTIONS NEAR Ae1 Few quantitative data are available representing the effect of undissolved carbide or of carbon concentration gradients upon the rate of the austenite-pearlite reaction. In procuring such data it is necessary to separate the effect of undissolved carbide from that of grain size, and this is not an easy task. The solution of carbide is always accompanied by an increase in the grain size, both effects contributing to the retardation of the reaction rate. It has been possible to make this separation and to obtain data that are independent of the grain size by the use of steels that differ only with respect to their tendency toward grain-coarsening. Steels C and D in Table I are such steels. These steels have been studied previously;1,2,12 they differ only with respect to deoxidation practice; C was deoxidized with silicon while D, teemed from a portion of the same heat, was deoxidized with additional quantities of aluminum in the mold. C therefore is what is normally termed a "coarse-grained steel" and D is a "fine-grained steel." These steels can be compared at the same grain size by heating C to a low temperature and heating D to an elevated temperature, producing a structure of austenite plus residual carbide in the former while forming homogeneous austenite in the latter; in such

The subject of this lecture might well have been assigned to an economist or banker rather than to a geologist, but, as it was deliberately assigned to me, it is to be treated from a geologist's viewpoint. The term precious metals ordinarily includes the platinum group as well as gold and silver. Platinum, like silver, has had a great decline in price during the last few years, but has not been a medium of exchange and therefore has aroused comparatively little comment. Its relation to price level is like that of commodities in general, and will be dismissed without further comment. Of the two precious metals used as mediums of exchange gold, because of its adoption as the basis of most monetary systems and because of its threatened shortage in the near future; has been a subject of general concern to governments, financiers, and economists; silver, on the other hand, which has flooded the market of late has brought forth cries for help, direct or indirect, from producers and to a less extent from the largest users, especially China, whose purchasing power has been greatly curtailed, but it fails to arouse the interest that gold does. Many predictions have been made by economists, bankers, and others regarding future supply of gold and its effect on prices but the differences among these predictions are about as many as the number of prophets. "The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

INTRODUCTION THE DEMAND for general knowledge on asbestos fibres has increased considerably in recent years. A few publications have printed data showing some of the physical and chemical prupertie3 of asbestos, but in many cases this information is difficult to find and is seldom available when needed. During the past ten years, Johns-Manville have received many inquiries on the physical and chemical properties of asbestos fibres. Fortunately, we had some of the information in our files, and we willingly supplied the data. To help relieve this need, we have tried to present briefly in this paper some of the interesting and out-standing properties of asbestos. This information was obtained over a period of years by search of the literature and by experimental investigations. PROPERTIES OF ASBESTOS FIBRES Table I (1, 2) presents, in convenient form for easy comparison, data on the principal properties of the several varieties of commercial 'asbestos' -actinolite, amosite, anthophyllite, chrysotile, crocidolite, and tremolite. Under each variety of fibre is a brief statement describing the properties in terms of structure, mineral association, origin, etc. Some of the more important data in Table I are expanded and presented in Table II (3). SOLUBILITY OF ASBESTOS A report ( 4, 5) discussing the effects of acids and caustic on asbestos fibres was published in Germany in 1927.

"The decomposition of rare earth concentrates containing bastnasite and monazite by alkali solutions has been investigated. A slurry of the rare earth concentrate and the alkali solutions was calcined at different temperatures. The impacts of calcination temperature on the decomposition of rare earth minerals, the oxidation of cerium, the deportment of fluorine and phosphorous, and the adaptability of the method to the different grades of rare earth concentrate were all studied. A possible technique for comprehensive recovery is proposed in which the chemical elements such as rare earth, fluorine, phosphorus, calcium, iron and thorium could be recycled or recovered. INTRODUCTIONThe liquid alkali decomposition method is an important technique for the decomposition of mixed rare earth concentrates. The technique is relatively clean compared with the sulfuric acid roasting method. However, its operation is intermittent rather than continuous. The two-step solid-liquid reaction and the subsequent water washing make it not very suitable for mass production and application. An important reason for the disadvantage is that an additional process of ""calcium removal by acid leaching"" is needed for the technique. The content of calcium in Baotou rare earth concentrates is usually 6-12%. The requirement of the current technique is that the content of calcium should be reduced to about 0.2% after the calcium removal process. Otherwise, the decomposition and leaching of rare earth will be affected. Therefore, calcium removal by acid leaching is a necessity before the alkali decomposition process is carried out. Research on different alkali decomposition techniques has been conducted with prior calcium removal by acid leaching (Xu, 1995; Yu, 1993; Han, Li, Chang, Liu & Xu, 1985). There have been some investigations of direct decomposition of the bastnasite (Feng, Pan & Li, 1998; Zhao, Zhang, Yang & Liu, 2002)and monazite (Sun, Li, Li, Su, Zhao & Liu, 1998; Zhou, 2005) by alkali-liquid, however, all studies were carried out in solid-liquid reaction system, and continuous calcination studies have not been reported.This paper investigates the process of direct decomposition of Baotou rare earth concentrates by continuous calcination with concentrated alkali. Using the rotary tubular electric furnace, the mixture of rare earth concentrate and concentrated alkali solution were decomposed continuously. Satisfactory decomposition results were achieved. A method for clean processing and comprehensive resource recovery from Baotou rare earth concentrates is proposed."

A method is proposed for the analysis of tin in cassiterite ores. Tin is volatilised by heating with ammonium iodide. The tin iodide so formed is extracted with hydrochloric acid and the concentration is measured by atomic absorption spectroscopy using an air-hydrogen flame.It is considered that a more efficient extraction of tin and faster reproducible results are obtained than by any other known method.

THE presence of soluble base metals in precious-metal ores usually precludes cyanidation as the best method of treatment. The laboratory experiments described in this paper show the possibility of cyanidation of gold-silver ores containing less than 0.5 per cent, of cyanide-soluble copper and the effect of zinc in the cyanide solution. PART I.-COPPER IN CYANIDATION The proposed process of cyanidation of precious-metal ores containing copper is based on the regeneration of about 80 per cent., of the cyanide used in the dissolution of the copper. The method of regeneration involves a combination of the sulfide and the acid precipitation of the copper and silver. The resultant solution is made alkaline with lime, and the gold is precipitated with zinc dust. Solubility of Copper Minerals in Cyanide Solution In order to determine the solubility of copper minerals, including metallic copper, under the usual conditions for cyanidation, experiments were conducted with synthetic ores. Each ore sample was prepared by mixing the particular pure copper mineral with barren sea sand. Both the mineral and sand were ground to pass 100 mesh before they were thoroughly mixed. The percentage of copper in each head sample was determined by direct assay, excepting the metallic copper sample, which was computed on weights before mixing. Table 1 gives the results.

Introduced in this paper are the blasting designing technique, manufacturing process and the electrical performances of the explosion bonded products. Besides, this paper presents the designing and manufacturing technique of cumulative charges and their time detonating units for cutting off the retired nuclear submarine pipes. Experiments on cutting off the stainless steel pipes by cumulative flow and on the time detonation are made. Preferred orientations in unalloyed zirconium were determined by the Geiger-counter spectrometer X-ray diffraction technique. With increasing P-annealing temperature the following textures were obtained: l—a retained a-annealing texture, 2—additional orientations predictable from the a-p (Burgers) relationship, and 3—a texture derived from a cube texture in the p phase. Earlier work on cold-worked and a-annealed zirconium was reappraised to show a quantitative dependence of rotations on temperature and to identify spurious areas of some of the pole figures. IN a previous paper,' the preferred orientations of high purity zirconium sheet were described for cold-rolled and annealed samples. Annealing temperatures up to 900°C, which is slightly above the allotropic transformation temperature, were explored. Of interest was the observation that the orientation of the hexagonal-close-packed material after annealing in the temperature range of the stable body-centered-cubic phase was similar to that of the material which had been annealed in the a temperature region, although a change in texture would be expected because of the many new orientations based on an orientation relationship between the two forms of zirconium. The reversion to an original orientation after an allotropic transformation cycle is not unusual. It has been found for titanium,"* for thallium," and for cobaltB among the hexagonal metals. Burgers found in his original work7 that, when zirconium was cooled through the allotropic transformation and then reheated, the body-centered-cubic phase reverted to the original orientation. Additional experimental work has been carried out to further explore the textures of zirconium after annealing in the temperature range above the allotropic transformation. In addition, a reappraisal was made of the earlier results for zirconium' in light of recent work on titanium4 which has shown that the texture type depends quantitatively on the temperature of annealing and that spurious areas may be encountered in the pole figures of hexagonal metals determined by the X-ray spectrogoniometer technique of analysis. Experimental Procedure Crystal-bar zirconium prepared by the iodide process was the material used in this investigation. The major impurity was hafnium which was less than 0.3 pct. The composition obtained by spectro-graphic analysis is given in Table I. Cold-rolled specimens were prepared from crystal bar by a series of reductions of approximately 0.010 in. until the sheet reached a thickness of 0.010 in., after which it was cold rolled to 0.001 in. thickness between sheets of alloy steel. The total cold reduction amounted to about 99.8 pct. Specimens were annealed for % hr at 1000" to 1100" to 1200°C or 1 hr at 1400°C in an evacuated Vycor or quartz tube. The Sacramento Regional County Sanitation District (SRCSD) is improving the sewer system in the Natomas area of Sacramento, CA. The Upper Northwest Interceptor (UNWI) system is an ongoing series of tunnel pipeline projects that will provide sewer conveyance for all residents of northeast Sacramento County to the New Natomas Pumping Station, located North of downtown Sacramento, also in the city of Sacramento limits. The New Natomas Pumping Station then carries wastewater flowsto the Sacramento Regional Wastewater Treatment Plant in Elk Grove via the existing Lower Northwest Interceptor. The Joint Venture of Traylor Brothers, inc. and J.F. Shea (TSJV) were awarded the UNWI 1&2 project in late September, 2007. The planned 5.8 km (3.65 mile) construction route for UNWI 1&2 begins at the New Natomas Pump Station and runs north along the East Drainage Canal to the begin-ning of UNWI 3&4 at Bridgecross Drive. UNWI 1&2 includes approximately 5.8 km (19,240 feet) of 3.65 m (144 inch) inside diameter pipe using Earth Pressure Balance Tunneling Methods. The project also includes 16.76 m (55 feet) of 3.04 m (120-inch) diameter interceptor pipeline, twenty three access manholes spaced approximately 305 m (1,000 feet) apart along the alignment, a 2.13 m (84-inch) by 3.65 m (144-inch) transition structure, a 3.65 m (144-inch) by 3.04 m (120-inch) transition structure, and the connection of three existing sanitary sewer lines to the interceptor.
