The height of permanent slopes at the Panguna mine of Bougainville Copper Limited will vary from 350 to 950 metres. A few degrees difference in slope angle has a large effect on the ore/waste stripping ratio. Optimum slopes can be achieved if longer batter slopes (exceeding 45m height) are excavated using bulldozers to trim parallel to controlling fracture surfaces. Unnecessary slope flattening by incorporating benches can cost millions of dollars in lost ore. Faults and other major weaknesses, which can result in wedge failure or erodible zones have been treated successfully with shotcrete, rockbolts and cable dowels. To minimize support effort and interference with mine production, early identification and treatment of unstable areas is important.

"This paper describes the use of Geographic Information Systems (GIS) as a tool for mineral exploration by using the Eskay Creek area of northern British Columbia as an example. Data entry, analysis and output are discussed. Examples of some of the capabilities of the technology are presented.The main benefit of the technology is being able to perform complex and sophisticated searches of large and diverse data sets to highlight exploration targets. A GIS is a powerful data management tool that can be used in mineral exploration. It is a computer based system that is designed for the collection, storage and analysis of objects and phenomena where geographic location is an important characteristic. The main function of the GIS is to produce information for the geologist from a variety of sources (geology, geophysics, geochemistry, mineral deposits and so forth) quickly and efficiently. This allows the geologist to examine large amounts of data in a fraction of the time than can be done using conventional manual methods."

Abstract Many investigators have been interested in developing some non-destructive method for detecting or determining the changes in physical properties in steel occurring during endurance tests or normal service life of a part which fails in fatigue. This paper presents a broad discussion of some of this work and the possibilities of developing useful test procedures based on some of the information obtained in the past. Changes in magnetic properties, electrical resistance, damping capacity, X-ray diffraction patterns, and remaining fatigue life at load different from service load have all been investigated as possible means for following the sequence of events during fatigue failure. In some special instances, tests such as these may be used to predict fatigue failure. As an in stance of practical application of the continuous determination of changes in magnetic properties during fatigue, a brief account is given of work done in non-destructive inspection of mine hoist-rope. As a result of extensive experiments and field crisis, it has been found possible to detect the beginnings of failure in a wire rope in service. The test method used will detect plastic deformation in a wire rope, no matter what its cause. There is no possibility of determining the remaining useful life of a rope by calibrating changes in magnetic properties in terms of remaining fatigue life. A change in magnetic properties at a point in a rope may indicate a decrease or increase in fatigue life, depending on the overload history of the rope. A continuing change in magnetic properties ac a point, however, does reliably indicate a developing weak point which will eventually lead to failure. The important point about any change in magnetic properties is not the magnitude of the change, but whether or not it continues.

An investigation into the effect of a material's slip character on its high strain fatigue properties has been carried out using copper and Cu-7.5 wt pct A1 as representative wavy and planar slip mode materials, respectively. In copper, the constant term and exponent in the Coffin-Manson equation, ?EpNf1/2 = const, are unaffected by the temperature of testing or the history of the metal. On the other hand, in Cu-7.5 wl pcl Al, while the exponent is invariant, the constant is increased with respect to copper and increased further with decrease in temperature. The life in Cu-7.5 wt pct A1 is double that of copper at room temperature and about four times at 78°K. Fractoflaphic studies indicate that these diffevences in life are associated with the early stages of cracking. In copper, severe surface rumpling provides crack nuclei at pain boundaries independent of' testing temperature or the history of the metal. In Cu-7.5 wt pct Al, the planar slip mode of deformation prevents grain boundary folding; crack nucleation is therefore mainly transgranular and the increase in life with respect to copper is associated with a prolonged linking-up stage of such transgranulay cracks. At the lower temperature the increased difficulty of cross slip inhibits multiplication of trans-granular cracks and retards the linking-up process, giving a further enhaancement in life. It is expected that such behavior will be found general in materials of wavy and planar slip mode, respectively. STAGE II crack propagation in high strain fatigue takes place by a repetitive process of crack tip blunting in the tension part of a fatigue cycle followed by resharpening of the crack in the compression part.1-3 This mechanism has come to be called the "plastic relaxation process".3 At very high strains (lives to failure less than 103 cycles), most of the life of a specimen is spent in crack propagation by the plastic relaxation process.4,5 Since the differences in the cyclic strain hardening behavior of metals and alloys are comparatively small in this strain range,6,7 the amount of blunting at a crack tip depends primarily on the applied strain amplitude. The rate of crack propagation in this life range is therefore nearly constant with respect to material and temperature of testing. In the longer life portion of the high strain fatigue range (l03 to 103 cycles to failure), a considerable fraction of the lives is spent in crack initiation and Stage I growth. Grain boundaries have frequently4,5,8 been found to be the sites for this growth which is also associated with a surface folding process.4'5 Such folding behavior may also be general in any material having a grain structure and capable of plastic deformation. It has therefore been suggested475 that the universality of the Coff in-Manson law,9'10 constant,* where ?Ep is the plastic strain range and Nf the number of cycles to failure, is reflected in the approximate invariance of both the crack initiation and propagation behavior. It happens that, in most investigations of the phenomena associated with failure,4,5,8 materials with a wavy slip mode have been used as vehicles for the studies, or else "normally" planar slip mode materials have been tested under conditions giving rise to wavy glide deformation, e.g., stainless steels cycled at high temperature.'' The purpose of the present investigation was to determine whether or not different cracking phenomena would occur when the slip mode of a material is planar and if the associated life to failure would be different than that of a wavy slip

Underground mines in Australia and worldwide are extending to greater depths. The effect of depth brings a number of challenges to mining engineers including geotechnical, ventilation, haulage and selection of mining method. The main effects of depth from a ventilation perspective are increased heat and humidity leading to reductions in productivity, occupational safety and health issues and the potential for fatalities. Numerous approaches have been undertaken over the years to mitigate against these effects. In this paper a review of various approaches to improving climatic conditions at a number of mine sites worldwide is undertaken. From these case studies it is argued that for mines at depth with the potential for a climate problem perhaps an alternative design philosophy to the established design philosophy should be utilised. In conclusion, the paper proposes some simple rules of thumb for use in mines with climate problems or the potential for climate problems.

Profiled on these pages are the eight RMCMI 1997 Scholarship Award winners. All eight winners were present as guests of the Institute at the June convention at Steamboat Springs, Colorado. Each received recognition at the Institute Awards Luncheon Monday, June 30, 1997. Each state vice president served as host for the collegiate winner and his firm provided travel and hotel expenses. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $1,000 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year also receive a $1,000 tuition credit in their senior year if recommended by the dean of the college or university and if they remain full time students. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards made annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. The paper discusses the experiences of a fast-track curriculum designed to provide the industry with engineers capable of working in minerals processing industry. The course has been done once before and the second course has been started. Students chosen have graduated from other fields of engineering. For the first course, twelve students were chosen from 152 applicants and for the second the twelve students were chosen from 96 applicants. The basic idea of the curriculum is to alternate between theoretical studies at the university and working experience periods at industrial sites. In addition, there are several one week assignment tasks at industrial sites. The theoretical periods are six to eight weeks long and there are three of them. During the first period, the teaching concentrates on unit processes and their chemical and physical background. The theme of the second period is mineral engineering systems; flowsheet development, process dynamics, control systems etc. The last theoretical period teaches environmental issues, leadership, project work and other similar topics. Each of the theoretical periods ends with an assignment week at industrial sites. The assignments are designed to wrap up the teachings of the period. For the industrial periods, the students are given learning goals, which have been discussed and designed with their industrial mentors. They are required to find relevant literature, make experimental designs, implement those designs, present the data, and make conclusions of their results. During these periods, a weekly meeting over the Internet is compulsory. "Numerous accidents are still being reported that have resulted from the delayed explosions in drill holes. Some of these accidents have boon due to retarded burning of the fuse, causing the charge to explode after the miners had returned to the face, but the majority have been caused by the minors drilling or picking into unexploded explosives, either in unexploded bolas or in broken rock. Although the industry has been cautioned by the Bureau of Mines, manufacturers of explosives, and other agencies regarding the care that is necessary in the handling of explosives, yet reports of these accidents are still being received and many of the accidents are fatal, They occur in spite of the best efforts of the mine officials and men, but many of those that have been reported could have been avoided if the following precautions had been observed:Misfires should not be approached even for the purpose of inspection until three hours have elapsed if fuse was used, and ten minutes if electric detonators or electric igniters were used. These are minimum recommendations. It would be preferable to allow a longer time, for fuses have been known to hang fire for twelve hours."

"Printed circuit board (PCB) is the main part of any electric or electronic device, providing mechanical support and electric connection for the board eclectic components such as capacitors, resistors, diodes etc. PCB consists of non-conductive substrate overlaid with one or more layers of copper sheets. They also contain appreciable amounts of base metals (copper, nickel, tine, and aluminum) and precious metals (gold, silver, and rare earth elements (REE)) which end up in the landfill at the PCB end-of-life.PCB recycling E-waste in general is a profitable business; many valuable raw materials, precious and base metals, can be extracted with high purity. Approximately, one metric tonne of PCBs may contain 80-1500 g of gold and 160–210 kg of copper. The precious metals recovered from PCBs occur at concentrations higher than commercially mined minerals. Also PCB recycling is very important to our environment since many heavy metals (e.g. lead) may be leached from the landfills to the underground reservoirs. In Jordan, however, the work conducted on E-waste and PCB recycling in particular is limited; currently most of the E-waste is either exported or dumped in the landfill.In this work, a combination of physical (magnetic separation), physicochemical (flotation), and chemical methods (leaching) were used to compare metals concentrations in leach liquors produced from a concentrates resulted from a combination of these methods. It was found the leach liquor of the magnetic fraction of the PCB coarse size gave the highest concentration of Fe, Al, and Ni while concentration of Cu was higher in leach liquor of nonmagnetic sink fraction. On the other hand, metals concentration almost similar for both sink and float of the fine size fractions, indicating even distribution of metals concentrations in the fine size fractions."

The United States Gypsum Company operation at Plaster City, in Imperial County, California, consists of the largest gypsum quarry in the United States, a company-owned, narrow-gauge railroad and wallboard and plaster manufacturing facilities. A variety of gypsum products, including many types of wallboard, construction plasters, portland cement setting agent, and agricultural gypsum are manufactured. Gypsum is quarried from the Miocene age Fish Creek Gypsum. Evaporite minerals were deposited in a clastic-rich sabkha environment along the margin of a small embayment in the Salton Trough. The Salton Trough is a major regional structure that formed by rifting and transform faulting along the Elsinore, San Jacinto, and San Andreas fault zones. Sedimentary basins were formed between tilted fault blocks. The basins were filled by prograding alluvial fans, basin margin sabkha and marine sediments, and deltaic deposits from the Colorado River. Gypsum is exposed in the quarry on rounded hills with 250-300 feet of relief. The evaporites are up to 200 feet thick and average 125 feet in thickness. Anhydrite commonly occurs in the lower part of the evaporites under the crests of hills and beneath thick alluvial cover.

JOINT convention week has become a feature of the year with western mining men. The first was held at Denver in 1926, the second at Salt Lake City in 1927, and the third is about to take place at Los Angeles. Holding in the same city in one week the meetings of a number of related organizations has been .found to permit the development of a well-rounded program at the same time that it economizes time and money for the members, many of whom belong to several of the participating organizations. For the third time, the American Mining Congress, represented by its Western Division, of which Philip Wiseman is chairman, is taking the lead and assuming the main responsibility. The A.I.M.E. is furnishing the papers for two sessions and the California Development Association for one. The Southern California Section, Robert R. Boyd, chairman, is host for the Institute, but the Northern California, Nevada and Arizona sections have each contributed papers to the program, and will be represented at the meeting. It will be a real reunion of the mining men of the Southwest.

In the last three decades various theories have been presented to allow the estimation of the force required to cut rock. These have generally relied on an hypothesised mechanism of chip formation.The paper presents results of an experimental program completed on an unjointed artificial rock in which the force and chip geometry were measured during deep cutting with a quarter scale bulldozer tyne. The program included various depths of cut and artificial rock of varying strength. The experimental results are compared with predictions based on three expressions for cutting force. Generally the measured forces are within the range of those predicted but none of the methods predicts the cutting force with any accuracy. It is considered that the discrepancies are due, in part, to the fact the that actual shape of the chip formed in deep cutting is quite different to that assumed in developing the theories and thus the theories cannot be expected to predict the cutting forces. It is concluded that Evans and Nishimatsu's theories predict lower bound estimates of the horizontal cutting forces. Deliac and Fairhurst's approach appears to over estimate the forces required to cut rock. New methods of prediction are required based on the observed mechanisms of failure.

The smelter off-gas cleaning and the weak acid treatment at Outokumpu Harjavalta Metals Oy are presented and described in this paper. The smelter consists of the copper and nickel smelters and the acid plant of three separate acid plants two of which are double contact and one single plant and of one liquid sulphur dioxide plant. The preliminary cooling and flue dust separation of the smelter off....,gases from the copper ?and nickel flash smelting furnaces and converters? in the waste heat boilers and in the hot electrostatic precipitators are described. The final cooling and cleaning of the gases in the scrubbers at the sulphuric acid plant and the treatment of the weak acid in the vacuum and in the submerged combustion evaporators for the removal of impurities are presented as well as the treatment of the condensates from the evaporators. The attention is paid to the generation of sulphur trioxide in the smelter off-gas.and to the treatment of that in the weak acid bleed-off and to the utilization of the treated acid.

LARGEST known fluorspar deposits in the world are mined in southern Illinois (Hardin County), and northwestern Kentucky (Crittenden County). Colorado, New Mexico, Montana, and Utah are the principal western sources in the U. S. Rosiclare Fluorspar District Hardin County, Illinois The Rosiclare area is located in the southern part of Hardin County on the Ohio River where the Illinois Central Rd. branch line terminates and provides transportation. Fluorspar has been mined commercially in this area since 1870. Aluminum Co. of America and Rosiclare Lead & Fluorspar Co. are the two major producers in this area. Ozark-Mahoning Co. operates a concentrating plant in Rosiclare but the bulk of its ore is mined near the town of Cave-in-Rock.

This paper presents the results of an application of the PSU/USBM Open Pit Materials Handling Simulator (1) to a large stripping mine in the Southwestern Coalfield. The specific objective of the study was to demonstrate the application of the simulator to a complex multi-pit operation, with emphasis on simulating short term and long term production plans recommended for the mine by Theodore Barry Associates (2). Mine Description The mine is located in the Southwestern Coalfield, which encompasses parts of the states of Utah, Arizona and New Mexico. The lease area presently covers 121500 x 103 m2 (30000 acres) in a strip 37.007 x 103 m (23 miles) from north to south and up to 1609 m (1 mile) in width, located at an elevation above 1525 m (5000 ft). Three gently dipping coal seams are present, of which the upper seam (#3) averages 0-5.5 m (0-18 ft); the intermediate seam (#2) averages 0-1.2 m (0-4 ft); and the lower seam (#1) averages 0-2.4 m (0-8 ft). Overburden is mixed sand, gravel, calcareous clay, caliche and sandstone, with calcareous shale and sandstone burden between seams. Where the seams are covered by less than 6.1 m (20 ft) of overburden, they are generally weathered and oxidized and are not extracted. Stripping ratios have ranged from 3.5 to 6.0 with an average of 5.4. All future plans were based on a stripping ratio of 5.3.

Mass blasting of open stopes and pillars is a normal operating practice at Isa Mine. Three main parameters are used to classify the types of mass blasts. These are type of explosive used, blasthole diameter and system of initiation. Both electric and non-electric initiating systems are currently employed. The advantages gained by large firings are many. More efficient utilization of manpower, due to the concentrated and continuous charging, is achieved. There is no requirement for men to re-enter areas where localised ground conditions may have deteriorated and exposure of ringfirers to stope voids is reduced.

The purpose of this paper is to illustrate the forecast capability of the econometric model of the cobalt industry1/ as utilized by the Federal Preparedness Agency. Forecasts from this model are illustrated from the premise that the leading producer continues production of cobalt. An alternate forecast is presented where the model structure is altered to reflect the condition where the leading producer leaves the market. All estimations and forecasts presented here are shown for illustrative purposes. The cobalt industry is highly concentrated; one company, owned by the Zaire government, accounts for approximately three-fifths of world production. The cobalt supply outside of Zaire is determined by the level of activity of copper or nickel markets, as cobalt is mined as a by-product of copper or nickel. The demand for cobalt reflects a diversified usage pattern; cobalt is used mainly in heat and corrosion-resistant materials, high- strength materials and permanent magnets. According to 1974 U.S. consumption data superalloys accounted for 22%, magnetic alloys 18%, cutting and wear-resistant materials 13%, and catalyst 7%. Foreign consumption is probably similar in terms of usage categories, but the relative order of the categories is in variance.2/ The Cobalt Model The cobalt model's object is to explain consumption, supply and price movements by utilizing statistically estimated equations. Central to the econometric model is the role of Zaire as the profit-maximizing "dominant firm". Zaire sets the price that is most profitable for itself.
