The problem of defining the optimum final limits of an open-pit mine has challenged the mining industry for the last three decades. The difficulty results mainly from the great number of variables involved and from the sheer computational effort required in real-life applications. An actual lignite deposit is used in this study to introduce and apply a new methodology that can be used as a basis for surface-mine design optimization. A geologic-reserves model of the deposit is first developed with the use of an integrated geostatistical-modeling package. The model is transformed into an economic one through the use of flexible objective function formulation(s). The final open-pit limits are then optimized using a competent commercial optimizer, and comparative-sensitivity analyses are performed to study the effect of some basic mining and economic parameters on the optimal pit design. The conclusions drawn can develop useful guidelines for decision making by the mine operator.

TRINIDAD, which has never been. seriously consid-ered as a large oil producer, has recently taken a new lease on its oil life through active development work being carried on by a newly organized American company that has been conspicuously successful in the short time in which it has operated on the island. From an oil operator's point of view Trinidad pos-sesses numerous natural advantages which are not found in any other oil producing country. The climate, while tropical, is healthy. The nights are always cool. Deep-water shipping ports in protected waters are available within short pipe-line distance from the pro-ducing fields. The distance from Trinidad to the At-lantic seaboard of the United States is less than from the Gulf Coast or from Mexico. The labor supply is abundant and can be had at reasonable rates. The island enjoys a good, stable government under British rule and is traversed by a net-work of excellent govern-ment roads. From a production standpoint the fields being de-veloped by Trinidad Oil Fields, Inc., the company re-ferred to above, present interesting problems which are being successfully solved. The oil sands are extremely fine; some of them having over 50 per cent passing 100- mesh screen and, with the exception of the Palo Seco field, the sands are loose, with shale-breaks and shale capping and with rock pressures running up to 600 lb. per square inch. Rotary drilling is universal, as the formations encountered are soft Tertiary shales, clays, sandy shales and sands, with occasional sandstone and lime shells, which are easily drilled with the rotary. As high as 600 ft. of hole in 24 hr. has been made in some of this company's wells. Production is at present obtained at depths ranging from 500 to 2500 ft. but further development will probably result in deeper pro-duction being obtained. The oil being produced ranges from 21 deg. to 37 deg. Bé gravity and is all asphaltic base oil.

AMONG the iron-bearing ores of the world, the titaniferous iron sands of New Zealand are probably the least known to American engineers. This is not surprising in view of the fact that. American ironmasters look with disfavor on any, even domestic ores, containing over 1 per cent. titanium. The possibilities of smelting titanium-bearing ores in the blast furnace are still undetermined, but the problem of their efficient reduction is becoming more important each year. There seems to be little inclination on the part of American furnace operators to tackle this problem, and they will no doubt continue to utilize the non-titanium ores at their command, leaving research and experiment to those countries not so fortunately endowed. New Zealand has, however, been intensely interested in her deposits of titanium,bearing iron sand, and during the last 50 years considerable English and New Zealand capital has been expended on this problem. The extent of the New Zealand iron-sand deposits is almost beyond measure. From Patea north to Manuka Heads, along almost the entire west coast of the, north island, these deposits exist. Wherever there is beach sand along this 300 mi. of coast line, the sand is iron bearing. It varies considerably in grade; but wherever the contour of the coast affords small bays and inlets, large dunes are found that are remarkably uniform in quality. Several of these large deposits, especially those at New Plymouth and Patea, are noted for their high iron content. The dune at New Plymouth runs between 55. and 60 per cent. of metallic iron; the panning action of the prevailing westerly winds and northwesterly currents has no doubt resulted in this concentration. Whatever the origin of this material may be, there is no doubt that deposition is going on continuously. At New Plymouth, a small artificial harbor, protected from the drifting sand by a large breakwall, has been dredged. Here sailing vessels have for years been loaded with iron sand for ballast by means of a crane and grab bucket operated from the wall of the breakwater. Discussion of the paper Of JAMES JOHNSTON, presented at the New York meeting, February, 1914, and printed in Bulletin No. 85, January, 1914, pp. 107 to 133. CHAIRMAN E. GIBBON SPILSBURY.-I would like to call attention to the fact shown in this paper that less than five years or perhaps seven years ago nobody had thought it possible to cyanide with success silver ores. The cyaniding of silver and gold ores was first of all started in Mexico, and gradually extended to this country in the case of the silver ores alone. The average extraction, I think, for the metals in Mexico, in the case of the silver ore, is less than 85 per cent., whereas here, in the case of a very complex ore, carrying a high percentage of sulphur and arsenic, and other objectionable elements, the ore has been treated so as to extract an average of 95 per cent. of the silver contents of the ore. It is really a phenomenal revolution in the metallurgy of silver ores which has been demonstrated and worked out at the Nipissing mines. GEORGE A. PACKARD, Boston, Mass.-I would like to suggest a slight modification, perhaps, of the statement which is made that no one considered cyaniding of silver ores up to five, or perhaps seven years ago, because in 1897, when I was at Mercur, Utah, one mill near there was operating on silver ores. It did not operate very successfully from a commercial standpoint, because they did not have a great deal of ore, but the extraction, I was told, was very satisfactory, and I am quite confident that it was, because, as suggested by the name, Chloride Point, the ores were silver chloride ores, and of course very easily soluble. Some years before that, in 1892, I made some tests myself. I spent three months making tests on more or less complex silver sulphide ores at Virginia City, Mont., and while our tests on the plain sulphide ores, finely ground, were quite successful, on account of the presence of a small amount of copper we did not work out a satisfactory solution of the problem at that time; although since then a cyanide plant has been erected and for at least eight years these ores have been treated by cyaniding at Virginia City, and the mill is still in operation. The period of five to seven years should, therefore, be modified considerably, in justice to the pioneers in the cyanide processes. REGINALD E. T.P. 1958 D. H. DAVIS.*-Mr. Carris has ably pre¬sented the problems of coal preparation, particularly those brought about as the result of increased mechanical loading. Many mines are now crushing the run-of¬-mine raw coal through 12 or 15 in. immediately after it is dumped from the mine car and before it is handled by conveyors. At certain mines the removal of large slate mechanically has been solved by the installation of scalping screens consisting of bars or rails set at spacing of 12 to 15 in. on the top deck of the main raw-coal sizing screen. At the plants where these are in use, the plus 12 or I5-in. raw material contains 60 per cent or more free rock or slate, so that it is easier to pick coal than to pick rock. After the screening at 12 or 15 in. is accomplished, the oversize material is diverted to one side of the shaker, where a picker allows the refuse to pass off the shaker into a chute and guides the coal back onto the shaker. After the large rock has been removed, it is then advisable to reduce the size of rock by crushing before putting it onto a conveyor. A great saving in picking labor has been made by the use of such scalping screens, which in addition has maintained the plant capacity when handling a dirtier feed. The great increase in percentage of coal under 1/4 or 3/8 in., coupled with a greatly increased percentage of free impurities in this size, is the most serious problem that has been brought about by mechaniced loading. Many plants that formerly prepared good quality 1/4-in. to o or 3/8-in. to 0 slack by air¬cleaning are faced with installing facilities for wet-cleaning mechanical and heat-drying and water clarification. The change to wet prepa¬ration of fines usually affects the marketing problems for many coal companies. There will also be problems involving wastage of fine solids and stream pollution. Much work will be necessary for improvements in present practice. Pneumatic and electrostatic methods for cleaning fine coal should receive consider¬able attention in an attempt to avoid wet¬cleaning of fines. The preparation supervisor and the plant personnel should not be satisfied merely to run the cleaning-plant machinery and assume that the job will be done for them. Coal is a heterogeneous substance and in many instances is constantly changing. This is more true when full-seam methods are in use. Only persons trained to observe closely and make the necessary changes in plant operation will be able to solve the many problems that will be imposed on the preparation plants. The plants will require skillful and observant operating men. With full-seam mining methods, seams of roof coal will often be mined. Under the former mining systems these strata were not mined and frequently they contain a high per¬centage of bony and banded partings. The mining of this coal will greatly alter the washability and specific gravity characteristics of the feed to the plant. Often the percentage of 1.40 to 1.60 sp. gr. increased from 3.5 to 7.5 per cent, or nearly a 1.0 per cent increase in the ash content of the 1.60 sp. gr. float coal. Thus the cleaning problem is much more difficult, and it is unlikely the same ash content of cleaned coal can be produced as before without a decrease in recovery or the produc¬tion of a "middlings" product. The permit generation and review process represents both a time consuming and expensive task for industry and government alike. Changes in regulations and in review procedures cause additional delays. This leads to potentially higher costs of doing business and the extension of time for a project to lie started. This paper describes the motivation and methodology of applying an expert system to function in the role of a permit reviewer. The problems of representing the knowledge of the reviewer and regulatory criteria are illustrated. Futhermore, the selection method for the expert system shell is addressed. Finally, a sample review is demonstrated to show the results of applying this artificial intelligence method to the process of permit review.

The following pages discuss some problems connected with the manufacture of steel by the open-hearth process. The methods employed necessarily enter into the domain of what is called theory; but the results are eminently practical. The determination of the various losses of thermal power and the investigation into the chemical reactions in the bath, are important to every manufacturer. It will be understood that definite figures concerning one furnace and one system, will not apply to all other furnaces and systems; but it is hoped that methods are developed, which are capable of general application and which will shorten the labors of others. The gas-calculations contain nothing entirely novel; but certain methods appeared to be very convenient and they are here elaborated in order that others may have a model to follow. The determination of the loss of iron by weighing the slag and finding the percentage of iron therein, is probably unusual. If so, the fact is to be regretted, since this is the only way that an accurate result can be obtained. The common method of estimating the loss in open-hearth work, is to subtract the weight of metallic products from that of the materials charged. Nothing could be more unsatisfactory, inaccurate and meaningless. Pig-iron, steel, wrought-iron and ore are charged into the furnace; complicated chemical reactions occur; the sand of the pig-iron, the slag from the wrought-iron, the gangue of the ore, all rise to the top ; the silicon, manganese and carbon burn and leave the metal; some of the iron oxidizes and goes into the slag; some of the ore is reduced and gives up metallic iron ; the recarbonizer is added, the mission of which is to waste itself; in the pouring of the steel, pit-scrap is made in the ladles, around the moulds and under the spout; the errors in weighing the products join hands to make accuracy impossible; and then the " loss" is determined by diffrence !

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. The smelting of titaniferous ores for the past hundred years has not been successful because of thickening of the slags in the furnaces. The interest in the utilization of these iron bearing materials has been due to the extensive deposits which have been found in various parts of the world.1 The literature contains references2 to the use of titaniferous ores in blast furnaces. None of these attempts has met with success due to the lack of sufficient information as to the cause of failures and to economic considerations. Evaluation of the published information, as to the probable cause of failure in various attempts, has indicated that the presence of lower valence titanium oxide and formation of titanium carbide contributed to the failure. It was apparent that severe reducing conditions which are present in a blast furnace had been one of the factors for such failures. The previous smelting operations had as a primary objective the recovery of iron from these ores. Under these conditions the highest recovery of iron could only occur with severe reducing conditions. Application of Melting Point Data The application of the melting point data, from the system CaO-MgO-Al2O3-TiO2 reported in another paper,3 to the smelting of titaniferous ores required an extrapolation of these melting points due to the presence of other impurities from the ores. Likewise, a study of the effect of varying FeO and reduced titanium content of the slag was necessary before the data could be fully applied. The melting point data under oxidizing conditions had clearly indicated that a fluid slag with a melting point in the temperature range of 1370°C could be obtained. The smelting of a titaniferous ore had as a primary objective the production of a high titanium slag which was fluid and substantially free of iron and low in trivalent titanium. Since production of a high titanium slag was of primary importance, rather than the recovery of iron from these ores, the smelting concept could be altered to a marked degree. The ferrous oxide could be maintained at higher levels than is the normal practice in iron ores slags without being detrimental to the slags, although a loss in iron recovery resulted. During the reduction of the molten mixtures of ferrous iron and titanium, carbon acts as the reductant for changing the valence of the titanium and iron. The reaction can go further than in the case of the reduction which occurs in iron-titanium solutions. The formation of metallic iron removes iron from the system, so that the titanium oxide can be reduced to trivalent and divalent titanium oxides and also form titanium carbide which removes the titanium from the slags as a soluble constituent. The problem, therefore, resolves itself into maintaining the proper amount of ferrous iron in the slag thereby avoiding the formation of appreciable amounts of trivalent titanium and no divalent titanium oxide or titanium carbide. In this paper a new method for the arresting of tunnel explosions is presented. In the proposed technique, the on coming explosion is detected by a pressure sensitive device by a pre-determined rise in static pressure. The sensor then triggers a mechanism which causes the explosion door to be closed in a specially constructed concrete barrier zone. The doors are of a special construction and consist of perforated steel plates that allow part of the blast wave to be transmitted but do not allow the passage of the flame. A number of design parameters have been identified, including: the likely amplitudes of the transmitted/reflected pressure waves that would govern the explosion door pressure loading; thickness of the perforated steel packages; perforation dimensions; heat transfer across the door and other factors.

The low-shear viscosity of kaolin slurries is one of the principal characteristics that determines whether the clay can be utilized for paper and ceramic applications. In this work, causes of poor low-shear viscosity and methods of improving rheology have been investigated. The presence of fine-grained smectite impurities within the kaolin was shown to detrimentally affect the low-shear rheology of slurries produced from these clays. It was also shown that mechanically working (i.e., pugging) a crude kaolin followed by desliming to remove these impurities can reduce the low-shear viscosity.

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

Computer programs applicable to coal mining have been available for some time, especially in the academic sector. However, the computer has not routinely been applied to actual mining operations. This paper discusses how a computer system was set up as an important tool in mining design and decision making. The project was completed within the allotted timeframe of two months by taking advantage of existing technology. Key points include the selection of programs to meet the specified needs of the project, conversion of the programs to be compatible with a computer of a different manufacture, simplification of the data entry process, development of procedures for using these programs, and an explanation of how the reports generated from the programs were used for mine planning and decision making.

The power generation industry may be required to reduce CO2 emissions if regulations related to global climate change are enacted. Coal-fired generation, which emits 82% of the power sector CO2, would be a likely target for CO2 reduction. Compliance with the Kyoto protocol will require a 30% reduction from the projected year 2012 emission level even with moderate load growth. This paper describes an analysis of power industry CO2 reduction options and their costs to assess how a generator would make compliance decisions under a mandatory CO2 emissions reduction program. Carbon sequestration, fuel switching and new plant construction are considered.
