The work that has formerly been done by the Waste-reclamation Section of the War Industries Board has been tranferred to the Department of Commerce and will be continued as the "Waste-reclamation Service" of this Department. The plan contemplates the establishment of a national waste-reclamation system-comprehensively organized, effective and systematic, and animated by a sympathetic understanding of the purposes and principles of the Service. It is the expectation of the Service that the work will be taken over by the several municipalities or other local governments and made permanent through the creation of a department or bureau for the salvage of waste materials. The local Waste-reclamation Council should be composed of representatives of cooperating national organizations, selected by the mayor; or chief executive officer of the city, town, or village. It will be the duty of the Council to inaugurate an educational campaign to conserve materials so as to make less waste, together with a reclamation movement that shall reclaim the residue of waste in the community, thus conserving the resources of the country both in man power and in materials. The most important materials to reclaim at the present time are: paper, steel, copper, wool, iron, brass, cotton, zinc, aluminum, rubber, babbitt metal, tin-foil, lead, tin and leather.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. Although many investigations of the deformation behaviour of rocks have been carried out, most of them are carried out in compression. In all rock engineering practice it is usually assumed that the deformation of rocks in tension is the same as that in compression. However, data from numerous researchers have shown that this assumption is not correct for some rocks. A new loading frame for testing rocks in compression and direct tension has recently been developed by the authors, with the capacity to conduct both compression and tensile tests on the same rock sample. The results obtained show that the ratios between the average Young?s modulus in compression (ECA) and in direct tension (ETA) are 1, 1.16, 2 and 6 respectively in four rock types tested. For Poisson?s ratios, analogous relations were obtained. It was observed that, in all cases, the tangent Young?s modulus intension reduces with an increase in the applied tensile stress, while the behaviour of Poisson?s ratio is similar, but shows greater variability. The difference between the Young?s modulus of rocks in tension and that in compression could lead, large errors in calculating induced stresses around underground openings, as well as in determining the Brazilian tensile strength of rocks. This may have a significant influence in rock engineering and therefore more investigation is necessary into the tensile deformation behaviour of rocks and its influence.

In this paper, electroleaching and electrobioleaching of ocean manganese nodules are discussed along with the role of galvanic interactions in bioleaching. Polarization studies using a manganese nodule slurry electrode system indicated that the maximum dissolution of iron and manganese due to electrochemical reduction occurred at negative DC potentials of -600 and -1,400 mV(SCE). Electroleaching and electrobioleaching of ocean manganese nodules in the presence of Acidithiobacillus ferrooxidans and Acidithiobacillus thiooxidans at the above negative applied DC potentials resulted insignificant dissolution of copper, nickel and cobalt in IMH2S04 and in sulfuric acid solution at pH 0.5 and 2.0. Mechanisms involved in electrobioleaching of ocean manganese nodules are discussed. Galvanic leaching of ocean manganese nodules in the presence of externally added pyrite and pyrolusite for enhancement of dissolution was also studied. Various electrochemical and biochemical parameters were optimized, and the electroleaching and galvanic processes thus developed are shown to yield almost complete dissolution of all metal values. This electrobioleaching process developed in the laboratory may be cost effective, energy efficient and environmentally friendly. The Bureau of Mines measured respirable dust emission rates from overburden drilling at a surface coal mine and the transport of this dust to downwind locations. The emission rates were estimated by using multiple gravimetric dust samplers mounted on a cross-shaped tripod located immediately downwind of the drill. The transport of this dust was measured at more distant downwind locations by a combination of respirable gravimetric sampling and integrated bag sampling of sulfur hexafluoride (SF6), which was used as a tracer gas. Two modes of sampling were used: (1) At five sampling locations arranged in a semicircle around the drill. The radius of this arc ranged from 15.85 m (52 ft) to 71.32 m (234 ft). (2) In-line sampling at downwind locations with samplers located at intervals of either 10.67 m (35 ft) or 15.24 m (50 ft) for a total distance of 76.20 m (250 ft). Samples were taken 1 .22 m to 1.52 m (4 to 5 ft) above ground level. Test results for the semicircular test arrangements showed that at any downwind location, the maximum contribution of respirable dust due specifically to the drilling operation was 42%; the average for eight tests was 13.6%. In general, there was no correlation between the downwind distance of this maximum contribution and the maximum contribution itself because of changing wind direction. Test results for the in-line arrangements indicated that the transport of the dust from the drilling operation usually decreases rapidly with distance and that, even though the drill dust may produce significant health hazards for the drill operator and drill helper (or other personnel in the immediate vicinity), the exposure of downwind personnel to drill-generated dust may not be a significant problem.

Hibbing Taconite Company is located by the cities of Hibbing and chisholm near the center of the Mesabi Range, approximately 169 km (105 miles) from the Canadian Border. The plant site is equidistant from these two communities, about 6.4 km (4 miles) from each. A 169 km (105 mile) railroad connects us with the port of Superior, Wisconsin, where the pellet production is loaded into lake carriers for lower lakes destinations. Immediately to the south of the mine area is the world famous Hull- Rust-Mahoning Mine which produced more than 700 000 000 million tons of red ore between the years 1893 and 1973.

Gaseous products resulting from rapid pyrolysis of coal and coal/inhibitor mixture's by a ruby laser and a flash-tube were monitored on-line by time-of-flight mass spectrometry. The distribution of stable gases from the coal is not Greatly influenced by the addition of small quantities of powdered flame inhibitors. Preliminary studies of the reaction of elementary radicals with coal and coal/inhibitor mixtures are described. The different types of experiments are discussed with regard to possible modification and application to studies of flame inhibitor action.

"Copper sulphate is a common flotation reagent for blende ores. Metallic iron also is present in the mill circuit, and a reaction between the iron and the salt would be in accord with well-known chemistry. The abundance of metallic iron in a flotation feed may be noted by even perfunctory examination. First of all the mine contributes metallic iron, then the coarse-crushing machines add their share, and finally the fine-grinding medium its portion. If the grinding is with cast-iron balls the amount of metallics is greater than when steel is used. Thus it is that much more metallic iron is present than would be indicated by noting the ball consumption. An estimate that the total amount of metallics is twice that supplied by the balls and liners might not be far amiss.That copper sulphate plates out on iron in an acid solution is well known, but since flotation is practiced commonly in solutions where acid has not been added this reaction has not been given sufficient thought.This problem has been the basis of a study undertaken jointly by the Mississippi Valley Station of the United States Bureau of Mines and the Missouri School of Mines and Metallurgy, at Rolla, Missouri. Its importance may be understood better when the tonnage of zinc ores now being treated by flotation in this country is considered. According to Gaudin4 5,536,244 tons of zinc or were treated by flotation during 1927. In these operations copper sulphate was employed as an activating agent; the amount per ton averaged 0.81 pound for straight sulphide zinc ores and 1.16 pounds for complex ores. Since such large quantities of zinc ore are treated by flotation and since metallic iron is always present, the importance of studying their reactions on each other and the effect of their reaction"

Welding is highly reliable and efficient metal joining process. In welding the metal adjacent to the weld joint is subjected to severe thermal conditions. As a result, complex changes in metallurgical structure occur in this region. These changes in structure depend on the material and the temperature history experienced. Friction stir welding (FSW) is relatively a new welding process in which, heat is generated by friction between the tool and the workpiece. The amount of heat conducted into the workpiece determines the quality of weld, residual stress and distortion of the workpiece. The objective of the current work is to study the transient temperature in a friction stir welding. So, a three dimensional transient analytical model is used to study the thermal distribution during the welding. Heat input from the tool shoulder alone is considered in the model. The process parameters like axial load, welding speed and tool rotational speed, used in actual FSW process are taken to build the model. This analytical model is very useful for select the optimized affected parameters in friction stir welding. The model illustrates the comprehensive equation including actual affected parameters in FSW and it can be used for different materials. In addition to the above the thermal history finds application in design of welding tools.

"Through changing the axial load on backfilling material compaction test to reflect different overlying strata pressure on backfilling material, the stress-strain relations in the compaction process of backfilling material under the geological condition can be obtained. Based on the characteristic of overlying strata movement in backfill mining, a model of roof thin plate is established. By introducing the stress-strain relation in compaction process into the model and using RIZT method to analyze the bending deformation of roof, the bending deflection and stress distribution can be obtained. The results show that the maximum roof subsidence and maximum tensile stress occurring at the center are 255mm and 5 MPa, respectively. Tensile fracture of roof under the geological condition of Dongping mine did not occur. The dynamic measurement results of roof in Dongping mine verify the theoretical result from the aforementioned model, thereby suggesting the roof mechanical model is reliable. The roof thin plate model based on the compaction characteristic of backfilling material in this study is of importance to research on backfill mining theories and application of backfilling material characteristics.INTRODUCTIONSolid backfilling mining (SBM) is a green mining technology in which the solid waste materials is placed into the gob to support the overlying strata and to control roof's subsidence and movement (Miao, 2012; Miao et al., 2010, 2015). SBM has been successfully used in several mines to solve many problems, including coal extraction under buildings, water bodies and railways, surface subsidence, and environmental problems. Good results have been obtained in many mines (Zhang et al., 2009). The key in the application of SBM technology is controlling strata movement. However, the critical factor influencing the controlling effect of strata movement is compaction characteristics of backfilling materials. Thus, a roof model of SBM is built based on the filling materials' compaction characteristics. A subsidence equation and the critical failure condition of roof was given and field verification was performed at Panel 15061 of Donping Mine."

(From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.

Development of reliable, portable, low headroom, hard rock crushers would improve the efficiency of most currently operated conveyor systems and make it possible to bring conveyor haulage closer to the face, thus eliminating expensive rock rehandling procedures. A crusher that could be easily moved would permit the more widespread use of lower cost haulage systems, such as conveyors, to transport the ore out of the mine. Such crushers would be installed close to the working areas, resulting in an optium haul from the face to the dump location. A recent contract study by Rapidex, Inc., "Application Study of Portable Underground Hard Pock Crusher" (USBM Contract No. J0265006) provides a survey of industry needs in portable underground crushing, together with conclusions and concepts as to specifications and type of crusher required to serve the greatest number of operations. To fill this need a three phase program has been undertaken by the Bureau of Mines: Phase I - Design: Phase II - Construction and Testing, and Phase III - Production Underground Test. This report covers Phase I only, and includes the complete engineering design and specifications of the Rapidex Rotary Jaw Crusher conceived in the earlier "Applications Study". Also included are the design, construction, and testing of a quarter-scale functional model, utilizing three different types of rock and two different crusher feeder systems.

A pyrometallurgical process for recovering manganese from open-hearth furnace slags or low-grade manganiferous iron ores is described. The slag or ore is smelted in a blast furnace to produce spiegeleisen; the speigeleisen is then blown with air in a basic converter to give an oxide slag. This slag product contains 60 to 75 percent manganous oxide and may be considered a synthetic manganese ore. In the smelting operations coke rates for five test periods ranged from 3,255 to 4,130 lb per ton of spiegeleisen. The recovery of manganese in the spiegeleisen varied from 60 to 76 percent. Recovery increased to 83 percent when the open-hearth slag feed to the blast furnace was diluted with a high-? grade iron ore sinter to facilitate smelting. In blowing the spiegeleisen a cyclic procedure was developed that gave nearly 90 percent recovery of manganese in the slag product (synthetic ore) yet prevented excessive contamination of the slag by phosphorus and iron. The overall recovery of manganese was about 75 percent when iron ore sinter was used with the open-hearth slag in the smelting step. The metal remaining after oxidizing the manganese from the spiegeleisen contained approximately 3.5 percent phosphorus. It was refined in a basic converter by blowing with air in the presence of lime" A high--grade iron and a basic phosphate slag were produced.

Advanced physical coal cleaning processes that are now under development may remove significantly greater fractions of pyritic sulfur and ash than do commercial coal cleaning processes at comparable heating value recoveries. These processes may be useful for reducing sulfur dioxide emissions from electric utilities and other emission sources. However, little work has been done to determine their applicability to any major coal market. The northeastern states of the United States are interested in burning more coal, but with further sulfur dioxide emission restrictions. Their nearest coal sources are relatively high sulfur Northern Appalachian coals. The project discussed in this paper, which is scheduled to be completed in June 1985, has the objective of technically and economically evaluating various coal supply scenarios involving five selected advanced physical coal cleaning processes; and comparing the economics of them with alternative fuel supply options open to the northeastern users.

Polysaccharides have been used as depressants for naturally hydrophobic talc in the flotation of base metal sulfide ores, precious metal sulfide ores and platinum group metal (PGM) sulfide ores. The results of this surface chemistry study confirm guar gum as a preferred polysaccharide for talc depression in the flotation of these ores. In addition to the practical application of the research results, the surface chemistry results are of academic significance, providing further information to understand how polysaccharide depressants function in these complex sulfide flotation systems.

Natural hazards such as rock bumps, methane, coal dust explosions, airborne respirable dust, outbursts of gas and rocks, water, radiation caused by natural radioactive materials, spontaneous fires, and climatic hazards, occurring in the Polish hard coal mines, should be controlled. These hazards are characterized by different scale levels numbered from 2?5. To recognize the amount and levels of hazards, research works were carried out in 109 mining districts of mines belonging to Jastrzebska Spólka Weglowa, Katowicki Holding Weglowy and Kompania Weglowa. These are 86 % of all mines and could be regarded as representative of the majority of Polish mining. The hazards have been classified as regards the frequency of their occurrence as: commonly occurring ? with a frequency of 100 % (like airborne respirable dust and fire hazards), high occurrence frequency ? frequency from 60 to below 100 % (methane hazard ? 83.5 %, coal dust explosion hazard ? 92.0 %, and water hazard ? 99.1 %), medium occurrence frequency ? from 30 to below 60 % (rock-bump hazard ? 52.3 % and climatic hazards ? 51.4 %), and episodic occurrence frequency ? below 30 % (outburst of gas and rocks and radioactive hazards). The dynamics of effects of growth in hazard levels to their intolerable values is diverse. Some of them are passive in nature, which allows for longer observation of changes and appropriate early response (as for climatic and spontaneous fire hazards). However the majority of them take on the character of disasters, like methane or coal dust explosions and damage of the excavation structure ? as occurs after a rock-bump or rock outburst; and creation of an atmosphere unfit for breathing ? during open or spontaneous fires, or after gas outbursts containing methane. There are also latent hazards whose effects do not influence indeed a process of production; however they are detrimental to health when a worker is exposed for a long time to airborne respirable dust and radiation. For other types of hazards a level of danger may be only estimated. Since the systems monitoring allows a wider range of control, therefore, aside from rock-bump and methane hazards, there are monitored also fire hazards including measurements of other air parameters (velocity, pressure, humidity, temperature, O2, CO2 concentration). A few types of monitoring systems are used in Polish mines, like the monitoring systems for environmental parameters such as SMP-NT, SMP-NT/A, the telemetric systems CST-40, CST/A, including the computer-aided system for methanometry control officer SWµP, the computer-aided measuring systems KSP-1, KSP-2, KSP-2C, or the production and safety control system VENTURON. The underground part of the systems monitoring of natural hazards contains measuring devices and equipment for automatic control (power-off) of machines and electric devices in case of increased methane hazard. The surface part of the monitoring system allows the measuring data to be visualized and pre-alarm (warning) and alarm states to be displayed. Furthermore it makes it possible to archive and report the data and to control the underground supply and signalling devices. The EMAG Institute developed monitoring methods to extend a measuring range of monitored parameters (such as methane and fire hazards) as well as to monitor so far unmonitored hazards like dust hazards (by continuous monitoring of dust levels in mine air) and climatic hazards (by online monitoring climatic parameters of mine air).

This paper presents a critical review of geo-structural mapping methodologies applied to deep tunneling projects in complex mountain chains such as the Alps. Geological forecastings are often a crucial part of tunneling projects, which should allow contractees or contractors to assume their own risks. Despite this, often adequate methodological criteria are not applied in the realization of these studies, with consequent increase of costs and delays. A discussion should hopefully start in the world of tunneling in order to define a correct approach.

The properties of variances and the sampling variogram play a pivotal role, The additive of property of variances gives a sound scientific basis to the calculation of confidence limits for metal contents and grades as a measure of the risks associated with estimating reserves and resources.

this paper presents the results of a study of the slip velocity of gases rising through liquids in vertical tubes, inclined tubes, and vertical annuli. The data were obtained in gas-liquid systems which included combinations of air, propane and natural gas (over 97 per cent methane) with water, lubricating oils, and crude oils. The 214 data points obtained in this study along with 11 data points reported in the literature are incorporated in an empirical correlation which relates the mean slip velocity of gases flowing through liquids with the parameters gas rate, tube size, ratio of liquid viscosity to liquid density, gas density, liquid density, and the angle of the tube from the vertical. The average numerical deviation of the measured slip velocity data from values obtained from the correlation is 9.2 per cent. The average algebraic deviation between measured and Predicted data is 0.31 per cent, an indication that the correlation is a satisfactory representation of the data. The correlation presented in this paper will be useful primarily in the design of subsurface gas-oil separation equipment for increasing the efficiency of oil-well pumping installations. but may perhaps be extended to other situations of gases rising through liquid columns. INTRODUCTION The production of oil by pumping is often complicated by the presence of free and dissolved gas in the oil at bottom-hole conditions. This gas can be drawn into the pump barrel and result in "vapor locking" the pump, thus reducing the efficiency of the pumping operation. Large amounts of free gas may be excluded from the pump by the use of a gas-anchor, which is designed to allow the separation of free gas from the oil before it is drawn into the pump. The design of a suitable gas-anchor depends on a knowledge of the difference between the velocity of the free gas and that of the oil as the oil travels down toward the pump intake. THE equilibrium between titanium in liquid iron and titanium oxides has been studied by Hadley and Derge.' They have shown that a minimum occurs in the oxygen content of the metal between 0.1 and 1.0 pct Ti, but its exact level was not fixed. The oxide phase in this minimum range was principally TiO, containing some iron oxide. On the other hand, for concentrations above 5 pct Ti the oxide phase was TiO and the oxygen content of the metal increased rapidly with increasing titanium content. From their observations and the free energy of Ti0 and TiOz reported by Kelley and ah,' it is possible to derive approximate values for the activity coefficients of titanium and oxygen in liquid iron-titanium alloys and the conditions for equilibrium in steel deoxidation. Neglecting possible departures from the stoichio-metric composition, the condition of equilibrium with Ti0 may be expressed as follows: TiO= Ti_ + C) log K = log NTl + log [% O] + log yTi + log fQ Here as a matter of convenience the titanium concentration is expressed in mol fraction while that of oxygen is in weight percent. The activity coefficients are yTi and fo. The value of log fo approaches zero as the concentration of titanium approaches zero, while that of log yTi approaches a limiting value of In Fig. 1 the sum of log NTi + log [% 0] is plotted for mol fractions of titanium between 0.05 and 0.50. The smooth extrapolation gives a value of —4.15 which corresponds to log K — log y:i . We therefore have the equation: According to the data of Kelley and Mah,' the free energy of formation of Ti0 at 1900°K is -82,400 cal. The free energy of solution of half a mol of oxygen in iron, taking 1 pct 0 as the standard state, is -29,300 cal. From these we write: From these equations the activity coefficient of titanium at infinite dilution in iron is found to have a value of 0.011 or log y°. = -1.96. This is only an approximate value but is certainly better than the estimated 0.05 in Basic Open Hearth Steelmaking To obtain approximate values for the activity coefficient at intermediate concentrations, it is as- sumed that log yTi(l is constant and equal to -1.96. This corresponds to a value of E;: = 3 In yTi/aNTi = 9.0 which is not unreasonable We now have the value for the activity of titanium and the percentage of oxygen in equilibrium with TiO. It is therefore a simple matter to calculate the activity coefficient of oxygen which is shown in Fig. 2. The effect of titanium is rather large, being comparable to that of vanadium, but not so large as has been reported for aluminum. The slope of the line at low concentrations corresponds to E: = aln yo/ aNTi=-0.37. At concentrations below 1 pct Ti the deoxidation constant and oxygen content for equilibrium with TiO, can be calculated from the foregoing data and the free energy of formation of TiO,, which according to Kelley and Mah is -144,600 cal at 1900°K. The free energy of solution of oxygen has been given; that of Ti to form a dilute solution with 1 pct Ti as the standard state is RT ln (0.5585 y:i/47.9) = -34,800 cal. From these data we find (for concentrations in wt pct): TiO, = Ti + 2 -0; hFTgO0= + 51,200 cal log if =-5.89 The interaction coefficients, concentrations being expressed as wt pct, are e;: = alogfTi/a[% Ti] = +0.048 and e:' = a logfo,/a[ojTi] = -0.187. The calculation gives the following results which, in view of the impurity of the oxide phase, must be regarded as approximate:
