"INTRODUCTION There are presented in this report the results of limited studies by the Bureau of Mines of the firedamp safety of some powder-powered tools proposed for use underground in coal mines. This study was made to obtain general information and specific technical data for a cable splicer and some rail punches now commercially available, the aim being to keep abreast of developments and to anticipate hazards.ACKNOWLEDGMENTSAcknowledgments are made to the Mine Safety Appliances Co., Pittsburgh, Pa., for supplying equipment for these tests, and to the Pittsburgh Coal Co. for making possible observations of the use of these tools in coal mines.The assistance of other members of the Explosives Division is acknowledged: J. During Phase IV of our Landfill Mine Stabilization project at a coal burning power generating station, it was determined that a coal barrier pillar separating two abandoned areas of the deep mine had to be breached prior to expansion of the ash disposal area. The proposed plan by the landfill design engineers involved using a high pressure jet cutting tool to cut a slot to allow water flow to an existing industrial waste water treatment facility. Our plan proposed using explosives to breach the pillar from the surface reducing earth disturbance in a high quality watershed while reducing the project cost and accelerating the project time schedule. Many issues surfaced with the proposed change of using explosives. There were a number of lessons learned from this case history and is the primary basis of this paper.

Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself - that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

Although motor gasoline marketed in the United States in January of this year was, on the average, slightly more volatile than that sold in January 1925, the improvement in quality is too small to be of importance. In other words, there is no evidence that any radical change in the quality of gasoline is being made at the present time. During the past six years the Bureau of Mines has made semi-annual surveys of the gasoline marketed in the United States, the survey just completed being the thirteenth in the series. The cities in which samples have been collected have been chosen as representative of the more important marketing territories as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country.

Acidic treatment of enargite (Cu3AsS4) dissolves both arsenic and copper from the mineral and then attempts to separate them in the leach solution. The reactivity of enargite was examined in acidic to neutral solutions, over the pH range 1-7, to determine a potential range for co-dissolution. Enargite mineral samples from Butte, MT and Quirivilca, Peru were used as working electrodes in a cyclic voltammetry corrosion cell setup, which were then cycled multiple times over -1000 to 1000 mV. Surface reactions and transitions were characterized using in-situ Raman spectroscopy, which were then compared to updated EH-pH diagrams for the copper-arsenic-sulfur-water system from a previous study done under alkaline conditions. The region of co-dissolution is limited to > 600 mV vs. SHE and pH < 1 under the proposed diagram.

Mine accidents/injuries are complex and generally characterized by several factors, from technical to social characteristics. In this paper, a sociotechnical model for work injury in mines was developed and tested through structural equation modelling with application to case study mines in India. In total 14 variables were considered in this study. Most of the variables are not directly quantifiable. Instruments were developed to quantify them through a questionnaire survey. Underground mineworkers were randomly selected for the survey. Responses of 300 participants were used for the analysis. The analysis was conducted in three parts. Firstly, high-low plots were constructed to explore the variations in responses to the questionnaires by the accident involved (AG) and non-involved (NAG) workers. Secondly, a t-test was conducted to see whether the responses were significantly different for the two groups or not. The chi-square results showed significant differences of responses among the two groups. Finally, how these difference scan cause accidents/injuries in mines was hypothesized and evaluated using structural equation modelling. The measurement model of the Linear Structural Relations (LISREL) program was used to identify the latent constructs of the sociotechnical model. The structural model of LISREL was used to estimate the interrelationships among the constructs. The case study results showed that there is a sequential interaction among the sociotechnical factors leading to accidents/injuries in mines. Work hazards induce more job stress in the workers while social support mitigates the same. Job stress and safety environment predict the workers? job involvement. A worker who is more job-involved exhibits better safety performance, which in turn reduces work injury. The safety environment is shown to have a direct mitigating effect on work-related injury. The findings of this study clearly revealed that job stress and safety environment are the two key factors influencing work-related injuries in mines that need to be addressed properly through effective safety programmes.

"INTRODUCTION Conventional steel bar reinforcement is used in many tunnel linings to provide high flexural and tensile load resistance. These Reinforced Concrete (RC) tunnel linings may suffer flexural cracking during service or, in the case of precast concrete segments, during production, handling, or installation. Cracks can lead to corrosion of steel reinforcement, so limits are placed on maximum acceptable crack widths to reduce the likelihood of corrosion during the intended design life (AFTES, 2013; MC2010, 2012). However, the relatively light level of reinforcement used in many applications can result in quite wide in-service crack widths, so either additional steel bar reinforcement is required to limit maximum crack widths, or fibers can be included to control crack widths. Numerous investigations have been undertaken into the efficacy of including steel fibers to reduce crack widths in conventionally reinforced members (Stang and Aarre, 1992; Abrishami and Mitchell, 1997; Bischoff, 2003; Dupont and Vandevalle, 2003; and Jansson et al, 2010), but steel fibers suffer the problem that they are at least as sensitive to corrosion at cracks as steel bars and therefore have similarly tight limits placed on acceptable crack widths (AFTES, 2013). An alternative means of maintaining narrow crack limits in RC members has therefore been sought. The current investigation was instigated following an observation that theories promoted as an explanation for the ability of steel fibers to reduce crack widths in reinforced concrete flexural members (Deluce et al, 2014) do not depend on the material composition of the fibers used but instead depend primarily on the tensile stress generated by the fibers across cracks. Since it is known that macro-synthetic fibers are capable of equaling the post-crack tensile capacity of steel fibers, it has been hypothesized that macro-synthetic fibers are also capable of reducing crack widths in reinforced concrete flexural members but with the added advantage that macro-synthetic fibers are completely immune to the effects of corrosion. Use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete flexural members subject to aggressive environmental exposure is more rational than use of steel fibers because steel fibers are very sensitive to the corrosive effects of environmental exposure at cracks. The current investigation was therefore undertaken to explore the potential use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete members subject to flexure. Barchip BC54 fibers were selected as they are one of the most widely used and competitive high performance macro-synthetic fibers currently available."

Sunrise Dam Gold Mine is a large open pit mine 730 km NE of Perth, Western Australia. Contract mining commenced in the open pit in September 1996 in lake clays and saprolites with the first fresh rock mined late 1999, and the underground starting the first decline in October 2003. By May 2007, over 150 million cubic metres of material had been mined and the pit was 360 m deep with 80 m remaining before reaching the planned final depth in early 2008. A final cut-back in the northwest will commence in late 2007 with open pit mining in the Mega Pit expected to conclude in late 2010. The challenges of developing the pit can be divided into three phases:Soft materials û mining was in multiple staged pits and cut-backs in lake clays, saprolites, weathered material. The varying characteristics had a significant impact on mining methods and slope stability. Structural û mining was gradually exposing more fresh rock and the drive was to understand how major structures and lithological contacts impact on local and large-scale stability. This had a significant influence on mine design and scheduling. Slope angles û achieving the final slope angle is critical. This is done through application of high standards of final wall establishment and proactive geotechnical hazard identification and management. This includes dealing with the rapid rate of descent, interaction with underground excavations and managing rock fall risk. The paper discusses each of these phases, highlighting the geotechnical controls implemented to date, looking at their success and impact on mining.

THE transportation of solids in pipe lines is a matter of deep concern in many fields of engineering. Much experimental and theoretical work has been done in an effort to devise means of designing pipe lines that will satisfactorily transport given solid loads, but there remain many unanswered questions in this field. The present discussion will be confined to a rather narrow portion of this field and will endeavor to point out certain factors that may well be considered when comparing the relative economy of various installations. The data have been presented previously but a new interpretation was prompted by a suggestion in a paper by Professor O&apos;Brien,1 of the University of California, that the friction work per pound of dry material should be considered in determining the relative efficiency of various installations. This method of considering relative economy in various pipe lines leads to some rather unexpected conclusions, especially with reference to the economy of large pipe sizes. A previous suggestion by the writer3 concerning the economy of a rather peculiar type of installation is strengthened. It is not believed that the considerations set forth herein apply directly in the case of dredge lines, where economy is largely a matter of a high rate of pumping in order to reduce the unit overhead charge. However, it is believed that some value may be gained from these considerations in cases involving the disposal of a fixed amount of solids per unit time with a minimum expenditure of energy and at a low cost for replacement of worn pipes. Such situations are not uncommon in the disposal of mill tailings and the disposal of solids deposited from irrigation waters. It was found that data leading to general conclusions for various pipe sizes were not available but certain definite trends are indicated and methods of analyzing available data are presented in the hope that they may be of assistance in preparing engineering estimates on designs of pipe lines of the type described above. Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractorÆs and ownerÆs perspectives and focuses on: when performance tests are required, what type of performance test/warranty is optimum for each type of project, and how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between ownerÆs risk and contractorÆs risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the ownerÆs corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide æcommon purposeÆ early in the contract negotiation process.

INTRODUCTION Raising capital in the 1990s is a timely subject. However, many of us thought why should raising capital in the 1990s prove to be unlike it was in the 19805, the 1970s, the 1%0s, or earlier? There are a lot of creative people in banking and in corporate treasury departments. New tools and techniques are continuing to emerge, many of which are discussed in other papers in this book. While we have new financing tools at our disposal, the underlying issue has not changed. Projects and investments must be judged on their own merits. If they cannot be justified by conventional financial analysis, they should not be built. If they can be justified, it is likely that the financing will be available. The challenges faced in raising capital in this decade will persist to the next. The issues of the 1980s -- currency fluctuation, disruptive merger and acquisition activity, commodity price volatility, political risk, and debt crisis -- will all persist in an increasingly international business environment. I will focus on the financing we have just completed for the Escondida Copper Project in Chile. The Escondida financing is structured along the classic project financing model developed in the late 1970s, but it deals with issues of the 1980s and the 1990s. The financing was intriguing, not just because of the technical issues involved, but also the challenge of reaching an agreement in a large and diverse group. Escondida had the one essential feature that made its financing possible. It was commercially very attractive. It would produce at low cost a commodity (copper concentrates) that direct consumers felt would be in tight supply. The project had the direct support not only of its sponsors, but also its customers, and, very importantly, its host government. The non- recourse financing of Escondida would not have been possible without the support of these parties, and without the robust economics that made this effort worthwhile. The issue was more complicated. Operations in all parts of the world entail some political exposure. This project is in Chile, where there was a constitutional requirement that a plebescite be held when the project would be in its early stages. This plebescite would determine the fate of a 15 year old military dictatorship. The project is copper, a commodity generally deemed to be in surplus. Copper has a history of price volatility (whose price has varied from $.58 to $1.53 per pound over the past two years). It is politically sensitive, not only in Chile, but in the United States, Canada and other developed countries. The project is international, with all the problems of dealing with a variety of currencies, a variety of cultures, and a variety of laws and commercial practices. The project is also large and capital intensive, with a total cost of U.S. $1.1 billion. ESCONDIDA PROJECT Escondida, the largest known copper ore body in the world, was discovered in March of 1981, by Utah International in a joint venture with Getty Oil Company. In 1984, both Utah and Getty were involved in ownership changes, Utah being acquired by BHP. A later restructuring of the ownership of Escondida resulted in BHP, as manager, carrying a 60% interest, Rio Tinto-Zinc Corporation (RTZ) 30%, and a consortium of Japanese companies led by Mitsubishi Corporation with 10%. The Japanese consortium is incorporated as JECO (Japan Escondida Corporation). This ownership structure, which spread ownership around the world, was the first tangible step toward managing both the commercial and political risk associated with the project.

The integrated grouting method, as developed in the USSR, can be applied to multi-purpose operations that in¬clude the construction of shafts, drifts, and tunnels. In the USSR it has been used extensively for primary and final grouting of underground excavations in mining engineering and civil engineering projects. It has been applied in projects where the primary objective was waste contain¬ment. It has also been used to control subsidence beneath buildings located over mined out openings and to eliminate the flow of ground water beneath and around dams. This chapter considers several industrial applications in the form of case histories. The word integrated means that grouting activities were integrated with other activities. 9.1 CASE HISTORIES OF GROUTING FRACTURED ROCK WHEN SINKING VERTICAL SHAFTS The integrated grouting method has been applied most widely in the sinking of vertical shafts in fractured, satu¬rated rock. As explained previously herein, grouting oper¬ations preferably are carried out from the ground surface where they are integrated into the schedule of the setting up of the shaft excavation and construction equipment. Such integration reduces significantly the length of time required for preparation of shaft construction and the time required to sink the shaft. The increased efficiency is achieved by the elimination of cementing operations from the working face upon the penetration of each aquifer. Concomitantly, labor and energy consumption during shaft sinking are minimized because the more complicated and labor-intensive work is carried out at the surface section. Table 9.1 presents the essential parameters for the pri¬mary grouting of saturated fractured rock carried out by the integrated method when sinking vertical shafts. 9.1.1 NAGOL&apos;CHANSK MINE NO. 1-2, VENTILATION SHAFT NO. 1 The integrated method of grouting saturated fractured rock through holes drilled from the surface was employed for the first time during the sinking of vertical shaft No. 1 at the Nagol&apos;chansk mine No. 1-2 in the Don Basin. The shaft had an inside diameter of 6 m. The grouting operations commenced by using cement grout with a density of 1.7 to 1.8 g/cm3. Clay-based grout with cement and other addi¬tives was used only for grouting the aquifers where cement grout proved to be ineffective. By the time of the grouting of ventilation shaft No. 1, hydrodynamic analytical methods were well in hand and a preliminary method for designing isolation curtains had been developed. A method for designing and drilling ori¬ented directional drillholes whose natural curvature re¬flected the characteristics of the fracturing had been devel¬oped. The majority of the necessary equipment had been developed. Clay-based grouts were considered ready for the first industrial application. The hydrogeologic environment at the Nagol&apos;chansk mine No. 1-2 contained many prolific aquifers. According to monitored drillhole data, the total expected inflow into ventilation shaft No. 1 without grouting was 425 m3/hr. This large ground water inflow rate was supported by in¬formation obtained during the sinking of the main shaft and from the auxiliary shaft of the "Nagol&apos;chansk" mine No. 1-2. The construction contractor at the site began sinking ventilation shaft No. 1 to a depth of 217 m by cement grouting from the working face of the shaft. As a result of the cement grouting operations, the inflow of water was reduced from 105.4 to 40 m3/hr over this 217 m interval. However the residual inflow rate caused the shaft to become functional at the depth of 217 m. At this point all grouting operations were transferred to SPETSTAMPONAZHGEOLOGIA (STG) in an effort to improve the operation. In order to carry out preliminary grouting from the sur¬face, seven drillholes were installed and designed for re¬ceiving grout. Drilling was implemented by the ZIF-1200A rig to the design depth of the shaft. The geometry of the principal fracture system that would be encountered by the shaft was estimated while breaking ground using informa¬tion from other shafts. The drillholes were arranged so that they cut through the aquifers uniformly around the shaft. Some preference was given to intercepting the aquifers that were located along the rock dip above the shaft bottom because it was established that the ground water in the aqui¬fers flowed downward along the dip into the cone of de¬pression of the shaft. Investigations in the drillholes using the DAU-3M flowmeter described in Chapter 3 showed that all of the nine aquifers were penetrated by the time a depth of 690 m had been reached. The flowmetric information showed that aquifer numbers [1 and 2], [4, 5, and 6], and [7 and 8] had practically identical hydrogeologic characteristics; so it was decided to connect them into combined stopes and inject the grout using five stopes instead of nine. Table 9.2 shows the results of the grout injection into the aquifers. The volume of grout pumped into the separate intervals through single holes varied from 204 to 15 m3. As an exploratory effort to produce useful products from coal by a new path, the Bureau has made a few experiments on the fast heating of finely ground coal particles by irradiation with a flash of high intensity light. The flash was produced by an electrical discharge at high voltage through a xenon-filled tube. The flashes lasted from 2 to 3 milliseconds. The reaction took place in small sample tubes, ½ inch-dimeter by 4 inches long, and with small amounts of coal (total amount charged 0.1 gram, probable effective amount not more than 20 milligrams). Average particle size of the coal, estimated on a numerical basis, was 20 microns. Temperatures reached were evidently quite high, because all products obtained in quantity were characteristic of high temperature pyrolysis. Apparently, conversion of the coal was extensive where isolated particles received the full benefit of a flash. It seems particularly significant that acetylene was present in appreciable amounts--comprising almost 3 percent of the total gaseous product in one case. This is good evidence of a short heating period to very high temperature (well above 1,000° C) followed by rapid quenching. Although the results are interesting, they do not suggest any immediate practical application.

The effects of reactor irradiation on age hardening in a Cu-2 wt pct Be alloy have been investigated in two neutron-energy ranges. During some of the irradiations, specimens were exposed to high-energy fission neutrons which passed through a boron-10 shield; during other bombardments, the boron-10 was omitted and specimens were irradiated in a reactor thermal column, or the fuel configuration was modified to increase the thermal-neutron flux at a location in the core. Differences in length, X-ray diffraction angle, and hardness indicated that low-energy neutron irradiation made a small contribution to changes in the measured properties. The influence of defects generated by knock-om with less than the Brinkman critical energy or by prompt (n,y) recoil is suggested as the cause of this effect. EXPERIMENTS designed to test the effects of reactor irradiation on the properties of age-hardening alloys have to the present time employed fluxes un-differentiated according to neutron energy. Billing-ton and Siegell in 1950 were the first to perform such an experiment and to compare the results with those obtained by thermal aging. These authors concluded that precipitation in a Cu-2 wt pct Be alloy was not enhanced by the radiation. However, 4 years later, Murray and Taylor,2 working with specimens of the same Cu-2 wt pct Be alloy, reported that an increase in density, hardness, and resistivity which followed reactor irradiation resembled changes associated with thermal aging at about 100°C. (It should be noted that these authors reported that higher aging temperatures caused a decrease in resistivity.) cupp3 reported hardness results similar to those of Murray and Taylor. Koppenaal4 showed that irradiation-enhanced precipitation and irradiation defect hardening were not simply additive but that they acted separately in an irradiated alloy. Kernohan et a1.,5 working with Ni-Be, offered evidence that beryllium was removed from solid solution by reactor irradiation and suggested that the mechanism was one of increased diffusion through the use of vacancies in the structure. piercy6 also found that more precipitate particles were formed by fission-neutron irradiation of a Cu-Co alloy which contained a small amount of particles before irradiation. He proposed that the additional particles were caused by an appreciable amount of diffusion during the final cooling of displacement spikes. The retrogression of extant precipitate particles found by Murray and Taylor2 and Boltax7 as well as piercy6 indicated that nuclei were dissolved within a high-energy spike region and, upon resolidification of the perturbed volume, new nuclei precipitate and grow by enhanced diffusion. Bleiberg et al.&apos; and Konobeevski et al.&apos; explained phase changes obtained by irradiating fissionable alloys in terms of retrogression and re-precipitation in regions of high-energy spikes. Parsons and Balluffi10 used electron microscopy to verify that crystallization did indeed occur in displacement spikes which were formed in amorphous germanium by fast-neutron irradiation. The concept that low-energy neutron irradiation might cause structure-sensitive property changes in semiconductors by atomic recoil associated with the (n, y) reaction was first proposed by Schweinler" and walker." This thesis was tested by Cleland and crawford" and found to be valid. Coltman et al.14 exposed a variety of pure metals to thermal-neutron irradiation at cryogenic temperatures and attributed the resulting resistivity changes to the action of defects created by (n, y) recoil. The present work was undertaken to extend the concepts of Schweinler," walker," and Coltman et al.I4 to the case of an age-hardening alloy and to determine whether or not the action of defects produced by thermal-neutron irradiation would en-hance age hardening.
