For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

The standard industrial method of arsenic removal from acidic aqueous processing effluents involves coprecipitation of arsenic with ferric iron (Fe/As>3) by lime neutralization in continuous circuits. To better understand current industrial practice, continuous circuit coprecipitation experiments were performed to identify industrially relevant process parameters and co-ion solutes that contribute to improved arsenic removal and retention. The coprecipitated solids were subjected to accelerated ageing at 20°, 40° & 70°C and arsenic behavior was monitored and modeled. Staging and the presence of calcium ions were found to have the most significant impact on arsenic retention. In this paper the techniques used and major results obtained are discussed.

Although grouted piles have been used for several decades since the idea was proposed in the 1970s, their design is mostly based on experience and unpublished proprietary methods. There is little research on grouting drilled shaft tips and even less on grouting shaft sides. This paper presents the analysis of 4 instrumented pile loads tests on base and shaft grouted piles from different sites in Egypt; with emphasis on one of the tests, to demonstrate the analysis process. The data from the tests are analyzed to model the development of unit side friction (USF) with relative displacement. A numerical model using the finite element software PLAXIS is used to investigate the effect of grouting on the surrounding soil stress state. The paper combines the observations from full scale pile load tests and results from the numerical model to suggest an idealized behavior of side friction development with relative displacement of the grouted part of the shaft. The suggested model considers an envelope of Unit Side Friction (USF) with relative displacement, initially dominated by the grout resistance then at higher relative displacements, the friction with radially pressured soil takes over. The grout provides very high USF values up to a relative displacement of 2mm. Then, the USF drops to a typical pile soil side friction behavior; however, this friction is affected by the contact stress between pile and soil, which significantly increases due to compaction grouting. INTRODUCTION Base and shaft pile grouting has been significantly developing in recent years to accommodate the unfavorable conditions in major projects such as the high loads in high rise building and founding on problematic soil formations. Grouting aims to decrease settlements and increase the capacity of the pile under axial load. The technique is first introduced by Kraft (1974) but gained popularity in the 1980s. Typically there are two types of grouting; compaction, and permeation. Compaction grouting is more common in pile foundations practice, and many researchers have provided case histories of pile load tests on base grouted piles and base and shaft grouted piles (Gouvenot and Gabaix,1975; Stocker, 1983; Ghazali et al., 1988; Fleming, 1993; Kusakabe et al., 1994; Robson and Wahby,1994; Joer and Randolph, 1998; Hamza and Leoni, 1998; Mullins et al. 2000; Littlechild et al., 2000; Suckling and Eager, 2001; Dapp and Mullins, 2002; Ho, 2003; Fu and Zhou, 2003; Brettmann and NeSmith, 2005; Ruiz, 2005; Mullins, 2006; Dapp and Brown, 2010; Beadman et al., 2012; Nguyen et al., 2013; Miller et al., 2013; Sinnreich and Simpson, 2015; Hui and Lin, 2015). Compaction grouting is meant to densify the soil around the pile and below the base rather than permeate this soil and increase its cohesion. Research showed that grouting increases the capacity of the piles by a factor of 2~5. The variation in capacity increase depends on pile type, grouting process, and especially grouting pressure. Although there are many case histories of pile load tests on grouted piles but there is no well-defined agreed-upon method to predict grouted pile capacity as typically done in ungrouted piles. Few lab experiments discussed the shaft grouting effects on the soil especially the compaction grouting. The experiments concluded that the compaction grouting forms a homogeneous layer between the pile and the soil, and a residual effective stress is achieved simultaneously with a significant densification of the soil around the pile with noticeable decreasing in void ratio. (Fattahpour et al., 2015; Wang et al., 2015). Recently, studies used numerical analysis to investigate the behavior of the grouted piles and the changes in the surrounding soil (Chiang et al., 2013). This time of year, our lawn is host to goodly numbers of birds - robins, English sparrows, finches of various flavors and some whose names I don't know. We lure them with a feeder in our backyard and I'm sure Patti and I spend several minutes a day watching them through a picture window that overlooks their coming and going. And, while the picture window supplies us with a constantly changing view, it does not treat our winged friends nearly so kindly. You see, at certain times of the day, reflections on our window feed back to our birds a mirror image of the backyard. Lifting off from the bird feeder, they see before them what is behind them. And, not infrequently they fly straight into the window. They stop abruptly, of course. It has to be quite a shock to discover that what is behind you is not the same as what is in front. At this point, I might be tempted to say something about bird brains - except for the fact that we humans also are prone to deceptive images thrown up by the past. Today, I think we hear a great many voices painting past images as they look to the future. We hear that the price of oil soon will rise to its former elevated position; the price of copper will bounce back; a hungry world soon will escalate the demand for food and our agricultural industry will be back in the black. In fact, we can hear hope from many voices telling us that our major resource-rich, basic industries are poised to fly up. I can hope that the voices are right, but I keep thinking that those expressions come from people seeing false images. Most certainly, it is more comfortable to see the past, rather than acknowledge that the world economy is being restructured and that the restructuring is affecting the Rocky Mountain states profoundly and negatively. The worst mistake we could make may be to place too much credence in the images from our past. We can be lulled into a dangerous complacency. What we need is a tighter belt and the will to do some serious bootstrapping. Before proceeding, I would make two points: First, it is not my intent to be a prophet of doom. But I do think we need some healthy doses of realism, if we are to avoid the shock of flying into a false future. Second, by now you have detected that I have choosen to diversify the assignment you handed me on utility diversification. As I proceed, you soon will see that the roots of diversification for many utilities lie in the subject that we ponder now. We could begin in many places, but let's start with energy. It is pervasive in our businesses and industries. We all use it. And, despite conventional economic wisdom, we are using less of it. The price is down, but we have not reverted to our profligate ways. That is true whether you look at the industrial customer or the residential consumer. As a nation and as a people, we have learned to do more work with less energy. A few statistics illustrated the point. If we use 1973 as the base year, energy use in the United States has declined almost I percent. If we examine the year of peak energy use, 1979, the decline approaches 7 percent. Let's look at it another way. In 1973, for every dollar of gross national product, the United States consumed 27,100 Btu of energy. Last year, 1985, the comparable figure was 20,700 Btu - a decline of 24 percent. So, not only are we using less energy, but we are using it more efficiently. Even though the price of energy has declined, we are unlikely to use substand with natural gas and petroleum consumption. Use of natural gas has dropped almost 21 percent since 1973. Petroleum consumption has declined 1 I percent since 1973 and almost 19 percent since 1978, when the U.S. used a record quantity of petroleum. We also know there's been no appreciable change in amounts of oil and gas used since 1981. We weathered both a sharp recession and a healthy recovery without altering the amount of those fuels used. That the use of oil and gas dropped sharply, while the total use of energy merely slumped a bit is easy to explain. The use of coal, nuclear power and hydroelectricity from 1973 through 1985 increased almost 48 percent. Some people will tell you that the large decrease in the price of oil and gas will result in increased demand that will displace coal, nuclear and hydropower. In turn, demand will force the price of oil and gas upward. I doubt it. From the poking around I've done on the subject, I suspect there may be some short-term displacements, but they will be, for the most part, cancelled out by declining use among existing customers. For instance, we all know what has happened in the automotive sector. In 1973, the average U.S. automobile made 13.1 miles to the U.S. gallon of gasoline. In 1984, the most recent available statistic, the average auto made 16.94 miles to the gallon. That's a 19 percent improvement. Because annual miles driven per automobile are essentially unchanged over the period and the number of cars on the road is not increasing, we are witnessing a drop in this segment of the petroleum market. That trend will continue. Now, let's look at energy consumption patterns still another way. Between 1973 and 1985, consumption in the residential and commercial sectors of our economy increased total energy use by 11.2

The hydrothermal enrichment of chalcopyrite by CuSO, occurs in the absence of oxidizing or reducing reagants. Kinetics of the enrichment process were determined under autoclave conditions in the temperature range of 398°K (125°C) to 473°K (200°C). Covellite (CuS) formed first, followed by digenite (Cu,,,S), with rejection of iron to the solution. The kinetics have been explained by a model which includes diffusion during the first stage formation of covellite followed by surface reaction rate control when digenite be. The effects of particle size, temperature, pH, and cupric and ferrous ion concentrations on the leaching kinetics were examined. Additions of ferrous ion to solution markedly increased the rate of reaction.

In 1925, Harry Howard Stout, then metallurgist for Phelps Dodge Corporation, while investigating the cleaning of cathode copper by various gases at elevated temperatures below the melting point of the metal, observed in the laboratory that particles of pure copper heated in a closed tube filled with hydrogen seemingly "stuck together." By further investigation he found that there was actual crystal growth across the boundaries of the particles of pure metal; in other words, there was a complete new crystal realignment and growth throughout the newly formed copper mass. It was coalescence, not adhesion; the several particles had become one unit. From this discovery has been developed the coalescence process, whereby copper of cathode purity is squirted out in semifabricated form from an extrusion press, by the application of about 3000 tons pressure on a 10-in. piston. Stout decided that cathode copper produced by electrolytic deposition was the logical source of the pure copper required for the coalescence process, but as there was no way of reducing the ordinary tough commercial cathodes to the small particles required he was confronted by a serious problem at the outset. Under his direction, this problem was solved by William H. Osborn and Harry Howard Stout, Jr. They developed the process and technique for producing cathode copper in brittle, friable form, and to them must be given the greater part of the credit for this phase of the development program as well as for that relating to the gas cleaning of the cathode particles. Concurrently, the three metallurgists worked on the problem of effecting a complete union of the cathode particles. Adequate washing was all that was needed to free the particles from electrolyte solution and slimes. A press was designed to produce briquettes of the proper porosity and density, and a method was devised of removing surface oxidation from the particles of cathode, by treatment in an atmosphere of deoxidizing gas at an elevated temperature. The temperature was determined at which the surface cleansing and preheating could be done in one operation, and for this a charging and preheating furnace in which there is maintained a positive pressure of deoxidizing gas atmosphere was designed. And finally, a method of feeding the heated briquettes of deoxidized cathode copper into an extrusion press without contamination from the air was evolved. For the final stage, a press was required because not only heat but pressure was required to obtain complete growth of the new crystals between the cathode particles as well as the elimination of all voids or non-coalesced areas. All essential stages of the process are protected by patents or patent applications in the United States and principal foreign countries, and the copper is produced on a commercial scale.

Construction vibrations may be harmful to adjacent and remote structures, sensitive instruments and people. Construction vibration sources have a wide range of energy, displacement, velocity and acceleration transmitted on the ground. Effects of different dynamic sources and soil conditions on construction vibrations is analyzed. Consequences of construction vibrations are developed in various ways. It is important to assess intolerable vibrations before the beginning of construction activities. Guidelines for preconstruction survey are presented. Pre-construction survey and prediction of anticipated vibrations by IRFP method, monitoring and control of measured vibrations are important steps in preventing intolerable vibration effect.

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific 'bootlegging' operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

The day is long past when linen and cotton rags were the exclusive raw material of the paper-trade. Wood-fiber, chemically or mechanically prepared, straw, hemp and Esparto grass have largely supplied the demand, which the old materials did not suffice to fill. But even these newer fibers have been of late supplanted, to some extent, by mineral pulp. Weighting and filling materials have also been resorted to, partly to give body to the fabric, partly to increase its weight and reduce the cost per pound. China clay, sulphate of lime and soapstone have generally been employed as loading materials. Even though these materials lack fiber, their addition must by no means be viewed, as it too generally is, entirely as an adulteration. No doubt, to a certain extent, they weaken the paper ; but for ordinary grades the addition of these non-fibrous substances is a positive advantage, as they close the pores between the fibers and lend to the paper a great degree of opaqueness and a superior finish. Fibrous talc, as a form of pulp, has the same effect, without appreciably weakening the paper. When, therefore, some fifteen years ago, fibrous talc in large quantities, and of marvellous purity and whiteness, was discovered in the neighborhood of the town of Gouverneur, it was not long before the

In this talk, we review highlights of x-ray magnetic scattering studies performed during the last decade, concentrating at the beginning on experiments on the rare earth metal holmium.(1-4) Besides intrinsic interest in the x-ray scattering cross-section and its description, studies of this type are motivated by the possibility that new structural and magnetic properties of rare earth metals might be revealed, and that new techniques may thereby be developed. As a result, interest in x-ray magnetic scattering experiments. has grown rapidly during the last 10 years particularly, with the regular application of synchrotron radiation techniques- Magnetic scattering experiments have by now been performed at most of the x-ray synchrotrons around the world. In addition, insertion .device beamlines dedicated to x-ray magnetic scattering experiments are planned at each of the next-generation storage rings presently under construction in the United States (APS), Europe (ESRF), and Japan (SPRING-8). Generally, the results of x-ray magnetic scattering experiments may be analyzed within two regimes of the incident x-ray energy, namely, in the limit of high x-ray energies, when the incident x-ray energy lies above the excitation energy of any absorption edge, and at resonance, when the incident energy lies near an absorption edge. In the high energy limit, the amplitude for x-ray magnetic scattering has the simple form [L(Q)?A + S(Q)?B](5-7) Here, L(Q) and S(Q) refer to the Fourier 'transforms of the atomic orbital and spin magnetization densities, respectively, and the vectors A and B depend on the incident and scattered wavevectors and on the: incident and scattered polarization vectors. 7) Because the vectors A and B are not identical, the polarization dependence of the orbital contribution to the magnetic cross-section differs from that of the spin contribution. This leads to the possibility that the orbital and spin magnetization densities maybe distinguished, in x-ray scattering experiments. The same distinction is not directly possible by neutron diffraction techniques (in dipole approximation, where the polarization dependence of the orbital contribution is identical to that of the spin contribution), and is important to a fundamental understanding of the electronic structure of magnetic materials. The Darwin mining district of California, 160 miles north of Los Angeles, has yielded an estimated $45 million in lead, silver, zinc, and copper since 1875. The deposits are in silicated limestone of Penn-sylvanian and Permian age close to a stock of horn-blende-biotite-quartz monzonite. Steep left-lateral strike-slip faults that strike N 50o 70o E served as feeder channels for the ore solutions, and minor folds, favorable beds, and faults close to the feeder channels localized the orebodies. The orebodies are irregular, steep, pipe-like replacements that cut across bedding, bedding replacements, and fissure fillings in a calc-silicate country rock consisting mainly of wollastonite, grossularite-andradite garnet, idocrase, and diop-side. Near surface the ore consists of a soft, crumbly mass of cerussite, hemimorphite, jarosite, limonite, and some secondary copper minerals. The primary ore consists of galena, sphalerite, pyrite, pyrrhotite, and chalcopyrite with smaller amounts of andorite, matildite, scheelite, tetrahedrite, and a high silver-lead-bismuth-selenium-bearing galena. Preliminary X-ray fluorescence study of the primary ore has indicated unusually high concentrations of bismuth, selenium, and silver in galena from certain parts of the mine. One phase of this study concerns the distribution of these elements. Twenty-two samples of galena and thirty of sphal- erite have been purified and analyzed or are being analyzed. The selenium in 21 samples of galena ranges from 0.0045 to 2.11 pct; four contain more than 1 pct. These four samples were collected from the Essex orebody, where most of the selenium is concentrated. Three are from high-grade, near-surface ore, and one is from the 700 level. Four of the seven analyzed galena samples from the Thompson workings immediately north of the Essex orebody contain 0.29 to 0.74 pct Se; the others show less than 0.05 pct. Galena from the Defiance workings about 2000 ft south of the Essex has less than 0.03 pct Se. The selenium-bearing galena also contains concentrations of bismuth and silver. Preliminary spectographic analyses indicate as much as 3 pct Bi and more than 1 pct Ag in galena with high selenium content. Antimony is the only other minor element present in galena in amounts greater than 0.02 pct; most galena contains between 0.1 and 0.2 pct and the maximum is 0.72 pct. A second phase of the study is an attempt to determine the temperature range of the formation of the ore. The iron content of sphalerite deposited in equilibrium with pyrrhotite is being used as a geologic thermometer as it is a function of the temperature of deposition of the ore.' Preliminary results indicate temperature range from 430°C in replacement orebodies in the Defiance workings to 180°C in shallow fissure fillings.

The plant produces 130 kg slag per tonne of crude steel, to add to the basic oxygen steel-making converter slag stockpile of around 2 500 000 t. The slags contain 1.81% V2O5, which can be rendered water-soluble by salt roasting with NaCl and an alkali such as Na2CO3. Preliminary tests gave less than 3% V recovery from slag under optimum roasting conditions when NaCl, NaCO3 or Na2SO4 was used, but showed that sodium phosphate could make all the V water-soluble when roasted with slag in a ratio of 3:1 at 1 100-1 200 degrees C. Almost complete leaching was obtained within 2 h with water at boiling point. Sodium vanadate was precipitated by acidifying the leach liquor with HCl to a pH of about 2.2

Tests were conducted in the Experimental coal mine to study some of the factors that should be considered in fighting mine fires and to obtain data on the effectiveness of different types of extinguishing agents. The investigation was confined to class "A" fires in a zone 20 feet long, involving coal burning on the floor, on the floor and ribs, and on the floor, ribs, and roof of the mine entry. It was determined that the time elapsed between ignition and attack of the fire is very important. A fire in the early stages was found to be controlled more easily and quickly than a similar fire that had burned longer. It was also found that, under suitable conditions, a fire in the floor, ribs, and roof develops very rapidly and consequently might spread over a considerable area if not brought under control quickly. The ventilating current affects fire-controlling operations markedly. Attack in intake or fresh air is highly advantageous, the chief inconvenience being the radiant heat from the fire. Attack in direct return air was impossible for the fires tested in this investigation, because of the high temperature. Universal-type gas masks for noxious gases and smoke offered no protection against the intense heat. Approach to a fire in the return air behind a water-fog curtain is not feasible unless the direction of air flow can be reversed. In one" test fresh air was carried to the fire area with a line brattice. Although the entire controlling operation was in fresh air and masks were not necessary, it was considerably more difficult to control the fire than when a similar fire was attacked in intake air.

The Washington, DC Water and Sewer Authority (WASA) has implemented facility planning for the Anacostia River Projects portion of a program to bring its Combined Sewer System (CSO) into compliance with federal water quality regulations by 2025. The program includes approximately 19 kilometers (12 miles) of deep CSO storage/conveyance and flood relief soft ground tunnels, construction, vortex drop, overflow, maintenance and air release shafts, as well as near surface diversion structures and conveyances. The Project encompasses major technical and non-technical challenges including completion under a federal consent decree schedule, construction within the confines of heavily developed urban areas, difficult ground conditions, major infrastructure crossings, and close coordination with several major public agencies. This paper discusses the planning stage considerations related to the geotechnical investigation program, discusses obstructions that influenced alignment selection, and provides two examples of preliminary estimates of settlement induced ground movement due to the tunnel and shaft construction.

AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, get in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has ken mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been almost entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is anlazing that the iron companies will persist in sending abroad under heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests mere canducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. The recovery of elemental sulfur from sulfur dioxide has important implications for coal- burning power plants and nonferrous metal smelters. The thermodynamic analyses showed calcium sulfide to be suitable for recovering elemental sulfur from sulfur dioxide. At the temperatures of 1023 to 1153 K under the sulfur dioxide partial pressures of 5.0 - 60.1 kPa, elemental sulfur from sulfur dioxide was recovered by its reaction with calcium sulfide. The kinetics of this reaction were measured at the same conditions using a thermogravimetric analysis technique. This reaction scheme would be attractive if the coproduct calcium sulfate can be reduced to regenerate calcium sulfide. This is the topic of another paper. At 1073 K under the sulfur dioxide partial pressure of 25.8 kPa, 48 % of the original calcium sulfide was converted to calcium sulfate in an hour. Under the same conditions, 55 % of the regenerated calcium sulfide were converted to calcium sulfate in an hour even after third regeneration.

Use of bored displacement piles has experienced significant growth in the UK piling market sector, largely due to their environmental advantages over other piling methods and through cost benefits. Bored displacement piles are a cast-in-situ construction which can be formed with minimal production of spoil and offer low noise and vibration compared to driven displacement piles. A large variety of bored displacement piles have been developed. This paper describes a standard system for their classification. The development of the different types is described along with the factors which have led to their increased use. Consideration is given to processes undergone by the soil during pile installation and design approaches for bored displacement piles are compared. Comparisons are made between the different classifications of bored displacement pile. Comments are also made on the installation of such piles. It is concluded that complex changes occur in the stress states of the surrounding soils. Such effect of the pile installation on the soil should be accounted for and there is a need, therefore, to further refine the design process for these piles.
