In 1910 the United States Bureau of Mines was created. It was the outgrowth of a social problem stemming from the fact that 25,000 men were killed in coal mining accidents for the period 1900-1910. Something had to be done and congress responded to the people's demands by creation of this new regulatory agency. At that time mine operators felt the new agency was too strict but nonetheless new rules were developed and enforced and results were obtained by the industry which reduced fatal accidents to less than 250 per year by 1970.*Social reaction by the general public brought about legislation which created the Federal Coal Mine Health and Safety Act of 1969 This legislation was a direct reaction to the Farmington Disaster. Operators and miners alike said "we cannot operate under this law. It is too strict, requirements are unrealistic, production will suffer, .there will not be any improvement in health and safety, etc." Consider the facts: 1. Health and safety have improved. The 1972 frequency and severity rate was the best ever for the bituminous coal mining industry, Figure 1. 2 .Production per manshift has dropped in underground coal mines. For example, in West Virginia from near 16 tons/m.s. in 1967 to nearly 11 tons/m.s. in 1971-72. However, not all of this loss can be attributable to the Act, but certainly some is. (2) The betterment of the safety of coal mining was a prime motivation behind the coal law and from that standpoint the law has been partially successful, but the loss in productivity has been a real burden to the mine operator. Everyone should recognize that the law says little in regard to production--it only relates to health and safety. Production is management's responsibility.

"Seafloor massive sulphide (SMS) deposits, similar in composition and genesis to terrestrial volcanogenic massive sulphide deposits, are generally found in volcanic seafloor environments along major rifts and mid-ocean ridges. Theyare associated to extensional tectonic settings such as nascent-arc, rifted-arc and back-arc environments. They may represent important source of base metals and be an alternative to on-land resources. Seafloor massive sulphide deposits have particular mineralogical compositions and textural features differentiating them from terrestrial one. When extracted from salty water and exposed to the ambient air, massive sulphide samples strongly oxidize and soon become covered by thin layers of iron, copper and zinc rich sulphates and oxides, as well as elemental sulphur. The textural properties vary according to the degree of maturity and the sample position within the hydrothermal deposit. The total porosity of that type of samples is also relatively high, especially for immature samples such as black smoker chimneys, which can reach 15% of total porosity. Because the secondary mineralization and porosity level are different, seafloor massive sulphides ores respond differently from terrestrial ore to processing methods. Froth flotation, commonly applied to separate all type of sulphides from the gangue, is one possible technique for processing seafloor ore. Sulphide recovery rate is, in most cases, excellent (>90%) however separation of the various mineral phases is difficult to obtain even when applying known methods used for terrestrial ore. Moreover, the flotation behaviour decreases drastically with the time of conservation at the surface, even when the samples were stored in a confined environment. High pH values, which is a good way to depress pyrite and therefore to favour the flotation of copper and zinc sulphides, do not have the same effect on seafloor ore. Consequently, careful flotation procedure must be elaborated to obtain efficient mineral separation technique for this specific marine ores."

The importance of transverse diffusion on the finger development in a miscible-phase displacement at an adverse mobility ratio of tbree was studied in a porous plate 1/4-in. thick, 3-in. wide and 18-in. long. Fast displacement rates (29 ft/D) and slow rates (1.6 ft/D) were used to determine the effect of residence time on the geometry of the fingers. The shape of the fingers was observed directly by use of the X-ray technique. At fast rates numerous narrow fingers were observed, but at slow rates a single somewhat bulging finger was produced. The amount of material moved transversely by diffusion across the plate was sufficient to modify the finger geometry in the slow-rate run because of the long residence time. These results are in contradiction to some of the postulates in the literature. The composition of the effluent stream, however, was not affected by the flow rate. This result is not inconsistent with the observed change in the shape of the finger in a short model, but it seems likely that a short model does not offer adequate and proper scaling of the reservoir. The model used was probably a valid one for studying the effect of transverse diffusion on the finger geometry, but a longer model would be needed for proper scaling of the effect of the change in the finger shape on the efficiency of displacement as measured by the composition of the effluent stream. INTRODUCTION Fingering can be defined as the uneven advance of the injected phase as it moves into a porous medium displacing the resident phase from the pore spaces of the rock. The use of this term is usually restticted to the situation in which the displacing phase is less viscous or more mobile than the fluid being displaced. Under these conditions, not only are fingers formed, but the length and width of the fingers grow with distance traveled in the porous medium. This subject has become one of great interest to the oil industry because of the present trend toward the use of various forms of miscible-phase displacement to increase oil recovery. Since in nearly all of the known modifications of the miscible-phase displacements an unfavorable mobility ratio exists (the displacing phase has a lower viscosity than that of the crude oil), the conditions are proper for fingering to develop. An appreciable amount of fingering appears to be a severe handicap to these processes for it increases the volume of agent required for the process to be a success, and such an increase puts a severe strain on the economics of the proposed processes. In some cases, such as for a mobility ratio of 200 unfavorable, it has already been demonstrated that the proposed process would not be economic if the fingering in the field were to be of the same magnitude as that observed in the laboratory. A number of aspects of fingering have been studied and reported in the literature. While the phenomenon of fingering cannot be regarded as a completely understood subject, considerable information exists on the effect of the path length and the mobility ratio on the growth of fingers. Less-complete data are available on the effect of the diameter of the flow path on the character and amount of the fingering, and even less agreement in results exists on the effect of rate of flow on the nature of fingering. This paper deals with one aspect of this latter subject. OBJECTIVE The objective of this study was narrowed down to one rather specific feature of the behavior of fingers in miscible-phase displacement in porous media. The variable studied was the effect of rate of flow on the nature and the development of fingers. It should be made clear at this point that, while rate was the apparent variable, the real variable was residence time; that is, at low rates the fluids are present at a given spot in the porous medium for a longer time interval than at fast rates. The U.S. Bureau of Mines has cooperated with Cyprus Casa Grande Corporation Cyprus Casa Grande Mine, Cas a Grande, Arizona, since 1988 to assess the hydrology of an in situ leaching test facility. This work has resulted in an in situ design for leaching copper oxide ore that takes advantage of the increased mineral access associated with poor quality rock surrounding mine drifts. Blasting and bulkheads are used to produce readily-leachable rubble and contain and control solution movement, respectively. The design reduces the need for handling solution under high pressures in an injection/recovery system for in situ leaching of underground ore bodies. Early work at the site recognized a stress redistribution zone and increased transmissivity near drifts. Fracture data from a corehole oriented parallel to the dip of the ore body indicated an increase in fracture frequency around drifts a distance of 21 m (70 ft) away from the 5 m (16 ft) diameter drifts.

Most of the roofing granules produced in Pennsylvania are made by two companies at three plants. The Advance Industrial Supply Co. has three quarries and a mill at Gladhill Station, in southern Adams County. The Funkhouser Company is actively engaged in mining, quarrying and milling at Charmian, about one mile west of Gladhill Station, and at Delta, in southern York County. These three plants produced approximately 100,000 short tons of granules in 1943. The production of rooling granules in 1937 for the whole country was only about 500,000 tons, generally indicating the large growth of the industry since that time. The fundamentals of producing roofing granules were discussed comprehensively by G. W. Josephson in a paper before the Industrial Minerals Division in October 1943 (TP 1725, this volume page 460). The purpose of this paper is to describe the actual methods of mining the rock and milling it to make roofing granules, as practiced by the three Pennsylvania plants. Mining and Milling Funkhouser Company (Delta) The Funkhouser Company, near Delta, in southern York County, Pennsylvania, operates three joined quarries and a mine in the Peach Bottom slate. The joined quarries extend 1200 ft. in a northeast-southwest direction along the strike of the slate cleavage and are about 200 ft. .wide. The working face is about 45 ft. high. The quarrying operation is rather simple: Ingersoll-Rand Jackhamers, I-in. and 1 1/4-in., with hollow drill steel, are used to undercut the quarry face with 10-ft. holes. The face is "blown" and allowed to slump on the quarry floor. Loaded by a Marion electric shovel into trucks, the shattered rock is taken to the primary crusher 2500 ft. away. In addition to the normal quarrying operations, a drift into the northeast wall of the middle quarry was begun about 1935, and has advanced about 2000 ft. since then. Rooms have been driven at angles to the drift along choice beds of slate. The drifts and rooms have a roof more than 35 ft. high and the main drift and rooms are all more than 40 ft. wide. There is no cribbing at any place in the mine. Several of the rooms were driven upward on a 5' slope and in some of them there was stop-ing. Ingersoll-Rand Jackhamers are used, and only wet drilling is practiced. When visited in January 1940, an electric shovel was operating at the head of the drift, scooping up the slate blasted out of the working face. This, too, is trucked to the primary crusher. Some of the better quality slate is saved for making slate shingles. The primary crusher, which is a No. 30 McCulley gyratory, receives the slate from the trucks and crushes it to about a-in. size (Fig. I). This product travels by a 30-in. belt conveyor to Niagara vibrating screens with 2-in. holes. The minus a-in. product moves to a storage silo by bucket

THE first session was held in the rooms of the American Philosophical Society, on Tuesday evening, February 26th. The President, Dr. T. Sterry Hunt, called the meeting to order, and after a few introductory remarks concerning the importance of theoretical and speculative science, which often involves principles of the highest economic value, and, more than all that, serves to enlarge our conceptions of the universe, and ennoble us, by the cultivation which it affords to our most exalted faculties, proceeded to discuss some points in the chemistry of the atmosphere. It is known that there is in the crust of the earth a great amount of oxidized carbon, not only in the shape of coal, but also in the graphite or plumbago of the crystalline rocks, in the various bituminous shales or pyroschists, which are found in all succeeding rock-formations, and also in the forms of bitumen and petroleum. All the analogies of nature lead us to conclude that these various carbonaceous substances have had an organic origin, and have been generated by the deoxidation of carbonic acid, a process effected by the growing plant, and attended with the liberation of oxygen. He showed that the carbon of a layer of coal covering the whole earth's surface to the thickness of one meter, would, in its production from carbonic dioxide, liberate an amount of oxygen equal to that now present in our atmosphere. But bituminous coal contains also a large amount of hydrogen, derived from the deoxidation of water, which implies the liberation of a farther portion of oxygen. The amount from this latter source would equal, for the various coals and asphalts, from one-eighth to one-fourth, and, for the petroleums, one-half of that set free in the deoxidation of the carbon which these hydrocarbonaceous bodies contain. From what we know of the composition of the stratified rocks, it is probable that they include an amount of deoxidized carbon and hydrogen many times greater than that contained in a layer of coal one meter in thickness, and, consequently, that the disengaged oxygen in past ages must have far exceeded that now present in our atmosphere. WHEN an Fe-C alloy, partially reacted to pearl-ite, is quenched rapidly enough to suddenly stop the growth process, it may be expected that any carbon concentration gradients will freeze in situ in the newly formed martensite. A short tempering treatment should precipitate finely dispersed iron carbide particles in approximately the same distribution in which carbon existed during the growth process. Examination with the electron microscope of areas of tempered martensite adjacent to the pearlite-martensite interface should reveal the existence of preferred areas of precipitation. Fig. 1 is an example of an electron micrograph used in this study. Small sections of a commercial steel (0.9 pct C, 1.6 pct Mn, 0.25 pct Si) were austenitized at 945°C in air for 45 min, furnace-cooled to 697°C, iso-thermally reacted to pearlite for 30 min, and quenched into iced brine. Two samples were tempered 5 and 20 min, respectively, in air at 498°C and were subsequently quenched in water. The samples were mechanically polished and etched in 1 pct picral. Collodion replicas were made by the conventional technique; these were shadowed with chromium at about 650' from the horizontal, and electron micrographs were taken at a linear magnification of 14,200X. Prints were made at a magnification of 44,100X. Lineal analysis of the prints was made as a function of the interlamellar spacing and volume percent of iron carbide. Straight lines were drawn into tempered martensite between adjacent lamellae at a distance S/4 or S/6 apart, where S is defined as the interlamellar spacing measured at the pearlite-martensite interface. The volume percent of iron carbide was measured along each of these traces with a "gage length" of S/10. The results of analyses of two samples are shown in Table I. The area included between the S/2 and S distance from the interface could be considered homogeneous within the sensitivity of the measuring technique. This value was used as a proportionality factor to evaluate an arbitrary carbon content of homogeneous austenite, and also as a parameter by which error in measurements could be evaluated. A very fine dispersion of aluminum oxide is produced by internal oxidation of solid-solution alloy of 0.14 pet A1 in Ag. The particle size of the aluminum oxide is approximntely 50 to 100A in radius. The yield strength of the alloy is increased markedly by internal oxidation. A further increase in strength is produced by cold working the internally oxidized alloy. Recrystallization is retarded by the finely dispessed aluminum oxide particles, so that the strength increase resulting from cold work is retained on annealing at temperatures 14 to about 700°C. MANY workers'-3 in the past have studied various aspects of the internal oxidation of aluminum-silver alloys. This paper is an extension of these studies with emphasis placed on the effect of time and temperature of annealing on the strength of these alloys after oxidation and subsequent cold working. Two general conditions are necessary to internally oxidize an alloy. First, oxygen must diffuse through the base material more rapidly than does the addition; otherwise oxidation will take place as a surface layer. Secondly, the affinity of oxygen for the addition must be greater than for the base material. After internal oxidation of certain alloys takes place, a marked increase in hardness accompanied by higher yield stress and improved creep properties is noted, presumably as a result of the highly dispersed oxide within the base material. Meijering and Druyvesteyn1 also noted that the internally oxidized portion of a partly oxidized alloy failed to recrys-tallize under annealing conditions that led to coinplete recrystallization of the unoxidized part. EXPERIMENTAL-METHODS AND PROCEDURES Few alloys can be made to contain a second phase that is extremely stable at high temperatures. Silver plus aluminum in solid solution was chosen for these internal oxidation studies because of the high rate of oxygen diffusion through silver and the very stable nature of aluminum oxide. Two alloys were vacuum cast. The nominal compositions were: Alloy A—1 pct Al, balance Ag; Alloy B—0.1 pct Al, balance Ag. Chemical analysis, which does not distinguish between aluminum and aluminum oxide, showed the conlposition to be: Alloy A—1.6 pct Al, and Alloy B—0.14 pct Al. The ingots were machined for surface cleaning, swaged and drawn to 0.020-in. diam wire. A sample 20 ft long of the 0.020-in. dianl wire of each composition was annealed 24 hr at 800°C in pure dry hydrogen. Each wire was then cut into two equal pieces. Photomicrographs of the 0.14 pct A1 alloy are shown in Fig. 1, the annealed 0.020-in. wire at the left and the oxidized wire to the right. The oxidation treatment for the first set of data was 1000 hr at 800°C in air. After this treatment the 1 pct A1 proved to be brittle. It is assumed that high alunlinum oxide concentration at the grain boundaries was responsible. The 0.14 pct Al wire remained ductile and all further data were derived using this alloy. One-half of this wire, about 5 ft, plus 5 ft of as-homogenized wire, was then drawn cold to 0.005 in. diam. All tensile tests were conducted with an Instron Engineering Corp. tensile-testing machine, Model TT-B. Unless otherwise indicated, the tests were made at room temperature with a strain rate of 0.1 per min. All metallographic samples were etched with an aqueous solution of 2 pct each of CrO3 and H2SO4 . EXPERIMENTAL RESULTS AND DISCUSSION PARTICLE SIZE DETERMINATION A study was made of the particle size of the aluminum oxide produced in the samples of Ag + 0.14 pct Al, oxidized 1000 hr at 800°C. A cross section of the as-oxidized wire was mounted in bakelite, polished, and etched with an aqueous solution of 2 pct each of CrO3 and H2SO4. The specimen was then thoroughly cleaned by stripping successive coatings made by applying 10 pct nitrocellulose in amyl acetate. The final replica of the cross section was made by applying 2 pct nitrocellulose in amyl acetate. The replica was stripped, transferred to a copper screen, shadow cast with chromium at 10 deg and photographs taken using a Phillips Metallix electron microscope at an accelerating potential of 100 kv. A photograph of an etched sample of the as-oxidized material is shown in Fig. 2. We believe the pits in the photograph are places were A12O3 inclusions were sitting in the matrix. Pillars with width-to-height ratios of less than 1.0 are frequently created in underground hard rock mines. The strength of slender pillars can be estimated using empirically developed equations. However, the equations can provide variable results when the width-to-height ratios approach 0.5. This paper investigates some of the issues affecting pillar strength at low width-to-height ratios in hard brittle rock. The investigation includes an evaluation of empirical pillar strength data presented in the literature and observations of pillar performance in underground limestone mines in the eastern United States, supplemented by numerical modeling in which failure processes and sensitivity of slender pillars to variations in rock mass properties are evaluated. The results showed that the strength of slender pillars is more variable than that of wider pillars. The numerical model results demonstrated the increasing role of brittle rock failure in slender pillar strength. The absence of confinement in slender pillars can result in a fully brittle failure process, while wider pillars, fail in a combined brittle and shearing mode. The onset of spalling in slender pillars occurs at or near the ultimate strength, while this is not the case for wider pillars. Slender pillars are shown to be more sensitive to the presence of discontinuities than wider pillars, which can partly explain the increased variability of slender pillar strength. Two examples are presented that illustrate failure initiation by brittle spalling and the sensitivity of slender pillars to the presence of discontinuities.

THE most unsatisfactory occurrences in the experience of a manufacturer are those from which he suffers damage and learns nothing useful. That there are such incidents, and that they occur with annoying frequency, is unfortunately true. An accident which can be understood and explained always carries some consolation with it. However bad the copnsequencee, one finds comfort in reflecting that they might have been worse, and that the knowledge of how to avert a more disastrous calamity from the same cause is worth what it cost. But when an accident occurs, which remains unexplained after anxious days of investigation and sleepless nights of reflection, and which is as liable to occur twice or twenty times, as once, very little satisfaction of any kind can be extracted from it by the most philosophical victim. Three such incidents have come under my notice in one establishment. Fortunately none of them were attended with very serious consequences, as no one was hurt, and the damage to property was slight; but in each instance, loss of life and great destruction were escaped by so narrow a margin as to make them extremely disquieting. I have recorded them in the hope, that from the experience of others maybe gained what my own careful investigations have failed to reach-—satisfactory explanations. The first of these curious occurrences was the bunting of a 16-inch pipe carrying air under a compression of about 1 pound. The pipe was made of light galvanized iron with soldered seams. Into it a rotary fan-blower delivered air, and from it smaller pipes were carried to the furnaces. The blower was run continuously. Neither the main pipe nor its branches had any connection with the gas conduits. Both air- and gas-pipes delivered into the furnaces; but although the gas was under much higher compression than the air, there appeared to be no good reason why, having free escape in case of leakage, it should ever make its way back into the air-pipe. The Committee on Rapid Excavation of the National Research Council has recognized in its 1968 report the need for "improvement of rock-mechanics techniques for measuring subsurface stress field in deep boreholes and for determining stress distribution in walls of underground excavations". The technique recommended in this paper as being most suitable for both deep hole and tunnel wall stress determination is Hydraulic Fracturing. Using this method stresses are calculated directly from the fluid pressures necessary to initiate and extend a fracture away from a borehole. Stress determination by hydraulic fracturing is rather insensitive to inhomogeneity or anisotropy, is not limited in depth except by the length of the hole, requires simple equipment which is commercially available, and can be carried out by unskilled personnel. The method has been worked out theoretically and extensively tested and verified in the laboratory. A number of field tests in deep holes ranging from 300 to 6300 ft have yielded surprisingly good results. Preliminary underground tests have been very encouraging and most recent measurements in a tunnel complex at the Nevada Test Site yielded stresses that were both consistent and reasonable when compared with the expected directionsand magnitudes. It is recommended that hydraulic fracturing be considered as a method of in-situ stress measurement both in the pre-excavation stage of design and during tunneling.

Diaphragm wall with tie-back cable is widely used for deep excavation, especially in the area with high density of buildings. This paper presents the measured earth pressure distribution on diaphragm wall during excavation. The earth pressure cells used in field were successfully installed in deep slurry trench by a new type of simplified manipulator. The sizes of the deep excavation are 26m X 36m on plane and 9m in depth. The construction site is located between two multistorey buildings at the main business section of Beijing city. In this paper the field measurements of earth pressure distribution and the analyses based on the comparison between calculation and measurement are very valuable to improve the current calculation method for diaphragm wall design.

The Aluminum Company of America (Alcoa) announced that the second unit at its experimental facility at Palestine, Tex. would begin production -in 1979, increasing the capacity of the facility to 30,000 tons per year. The plant uses an experimental process based on the electrolysis of aluminum chloride and reportedly uses 4 to 5 kilowatt hours per pound of aluminum produced, compared to an industry average of about 7 to 8 kilowatt hours per pound. Alcoa has reportedly signed a letter of intent with the Chinese government under which Alcoa will conduct feasibility studies on two new integrated aluminum projects and modernization of an existing aluminum plant. If the study results are favorable, Alcoa Engineers Inc. and the Import and Export Company of the Chinese Ministry of Metallurgical Industry could negotiate agreements to provide Alcoa technology and services for the projects.

Fires in mines are so serious in their consequences and of such frequent occurrence, that their causes and the means of extinguishing them are certainly questions of the greatest interest to a large part of the engineering profession. We have already, in this country, many mines which have been burning for years, and though our hard anthracite is so difficult to ignite that for a quarter of a century after it was first discovered it mas not known how to burn it except with the aid of an artificial blast, yet most of the fires which have occurred underground have been in anthracite mines, and in the coal itself. The injury which these fires have caused to properties in various parts of the anthracite regions, and the cost of extinguishing them, would amount to many millions of dollars, and they have also occasioned the loss of many valuable lives. It is not surprising, therefore, that the subject has already attracted much attention, and the exercise of great ingenuity; and the present communication is made less with the expectation of announcing anything new, than with the object of putting upon record the present state of our knowledge on this subject, or, in other words, of indicating how defective are the present means of combating underground conflagrations. Causes of Mine Fires.—Even upon the surface, fire is a terrible foe to contend with, and there is probably no other which inspires such thorough and well-founded alarm. With what feelings, then, must we look upon this destructive element, when its field is in the narrow galleries of a mine, where the poisonous products of combustion, spreading in every direction, protect, in the most effectual manner, the fire itself from the attacks of extinguishers, while, if the face of attack be ventilated so as to enable then] to approach the seat of the fire, the air current simply increases the extent and violence of the conflagration.
