"The author will give a capsule history of Benguet Corporation and attempt to identify its operating environment and underlying ""strategy"" until 1974, when the company's management assumed office. The company's operating environment and ""interim strategy"" from 1975 to 1980 will be described. The discussion will cover an environmental forecast and define the company's"" strategy for survival"" for the balance of this century.IntroductionIn December last year, I was asked to deliver a pa per for the management lecture series a t the Asian Institute of Management in Manila. The paper was entitled "" The 1970's: A Decade of Disaster For New Mining Projects"" . In that paper, it was my task to review the results of new mining projects in the Philippines during the previous decade. The task was not a happy one, for the results themselves were not only unhappy, but disastrous on a scale unprecedented in Philippine history. Out of a total of 17 major mining project s involving an aggregate capital investment in excess o f US $2 billion during the 1970s, only three project s have been profitable, and all the rest have either gone "" belly up"" or are teetering on the very edge of financial disaster.It is in the context of this shocking record of widespread financial dislocation in the Philippine mining industry, (which in varying degrees appears to have been paralleled in virtually every other country in the world where mining is an important sector of the economy) that I address myself tonight to the theme of this symposium. My paper is entitled ""Risk Management Strategy in Mining"" and it is sub titled ""Can Benguet Corporation Survive to Celebrate its Centennial in 2003?"". I have inserted the word ""Strategy"" and added the subtitle, because I wish to make it clear first, that my presentation to you tonight will be focused exclusively on the strategic aspect s of risk management, and second that I will limit myself to Benguet's own ""in-house"" experience and perspectives on this subject. I would caution you therefore, to consider my views within this restricted framework, and in light of the particular and sometimes peculiar circumstances within which Benguet Corporation operates."

The long awaited arrival of a high accuracy detonator to reach the explosives end user will provide new opportunities the blasting community to become better equipped and able to improve upon the current approaches and methodologies used in blast design as they apply to the mitigation of adverse effects from blasting. This paper will detail the approach and findings throughout a several month research project to quantify the high accuracy detonator benefits and to mitigate a long standing vibration problem at a hard rock stone quarry in the state of New York. The tests conducted in this study were designed to provide important information as to the relationship between the use of high accuracy detonators and overall blast performance in terms of ground vibration prediction, control and improved rock fragmentation.

Recent laboratory studies show that several bacteria, known to be human pathogens, die when they come in contact with copper and copper alloy surfaces. The amount of live bacteria drops by several orders of magnitude, to zero, on copper alloys in a few hours. In contrast, no reduction is seen in the concentration of live organisms on stainless steel during the six-hour test period. Aluminum painted and coated surfaces and plastics would show behavior similar to stainless steel and show no effect. Coatings and other surfaces claiming to be antimicrobial showed little to no effect. These results suggest the selection of copper alloys for surfaces exposed to human touch can materially assist in reducing the transmission of infectious organisms. In order to make antimicrobial claims in the United States, the approval of the US Environmental Protection Agency (EPA) is required. The EPA-required efficacy testing is described and the test results are summarized. It is anticipated, that once regulatory approval is obtained, that this will facilitate the introduction of antimicrobial copper alloys in hospitals, nursing homes and other healthcare facilities, as well as schools, and public buildings. Some of the application and barriers, to entry into the healthcare markets are mentioned.

Specific C02-emissions are given for the production of silicon-metal, ferrosilicon, ferromanganese and silicomanganese. Emissions taken into account come from reduction materials, from coke production and generation of electric energy. C02-emissions can be abated by direct and by indirect methods. A direct method is to replace fossil carbon as reduction material wholly or partially by endogenous carbon (biocarbon, charcoal). Another possibility is to produce metals by electrolysis instead of the present electric smelting furnace. Indirectly CO2-emissions can be reduced by energy recovery, thus saving coal, oil or natural gas for heat generation. Some reduction in global C02-emissions can be obtained by giving credit for the use of silica dust partially replacing cement in concrete. In addition to give an overview of possible methods, costs will be discussed.

In January, 1922, a conference relative to trailing cables for use with permissible mining machines was held at the Pittsburgh Experiment Station of the U. S. Bureau of Mines. At this conference it was recommended that the bureau take steps to investigate the rubber-sheathed type of cables and to bring about the establishment of a list of approved cables. Effective until such time as a complete investigation could be made, the bureau asked the several manufacturers holding approvals for mining machines to recommend cables for use with their machines. In general the cables recommended were tentatively approved. Due to the lack of available personnel, no actual tests of cables were made until mid-1927. Meanwhile a field investigation of trailing cables was made at 20 mines of three coal companies in western Pennsylvania, and samples of cables were obtained from the manufacturers for laboratory tests. Twenty-five samples of the concentric-type cable, representing the product of five manufacturers, were obtained for the tests. These cables were of four sizes, as follows: 3 cables of No. 2 B & S gage, 17 cables of No. 3 B & S gage, 3 cables of No. 4 B & S gage, and 2 cables of No. 6 B & S gage.

It is well recognized that machine type and machine characteristics play vital roles in the successful application of froth flotation in mineral processing. Since the early 1900s, a multitude of machine designs have been and are still being introduced in an attempt to improve flotation efficiency. Machines based on mechanical agitation have been the most dominant in industrial practice. However, in recent years there has been a growing interest in pneumatic flotation units because of their claimed simplicity, low cost, high throughput and good metallurgical performance. This work was carried out to assess the effectiveness of pneumatic flotation on a magnetite ore. The method was applied using a prototype pneumatic flotation device that utilized a suitable nozzle for bubble generation. Important variables of the process were examined and optimized, including the nozzle size, air flow rate and froth thickness. Further tests were conducted to determine the influence of frother dosage and to explore the improvements that could be made on concentrate grade and recovery by cleaning and scavenging. Under the best test conditions, an iron concentrate was obtained with a grade of 66.4% Fe and a recovery of 97.7%. Particularly, the recovery was superior in comparison to that of mechanical flotation. This was attributed to the ability of pneumatic flotation to create and maintain a relatively thick froth layer.

Pyrometallurgical process are usually used to recover valuable metals from metal sulphide concentrates. However, their use is diminishing as the cost of energy rises and pollution controls become strictes. An alternative method of treatment sulphides could be bacterial leaching due its simplicity and negligible contamination (1-2). This process is presently used commercially to re cover metals such as Cu and U from low grade ore concentrates. In spite of numerous researchs during recent years (3-5) there exists very little kinetic data concerning the speed of bioleaching process. The kinetic analysis of bacterial activity is related with the metabolism and growth of microox ganisms . This fundamental information permits ma- king the best utilization of bacterial oxidation and to suggest techniques which might increase the production of the products desired. However, bio- kinetic models are especially complicated due to the existence of many metabolic routes and parallel reactions which are important for the life of the bacteria. Microbiological oxidation of a mineral substrate is influenced by its own inicial concentration: This influence can be determined by means of a kinetic study. In a medium with sufficient concentration of nutrients (nitrogen, phosphorous and potassium) and an adequate supply of 0, and CO2, as the only & L source of carbon for the biochemical synthesis, the substrate concentration would remain the only limitation in the rate of leaching. In this case the Michaelis-Menten model could be applied (6). The model is based on an association of the enzyme (El with the substrate (S) with consequent decomposition of the latter into enzyme and products [ ] The rate of dissolution is defined by the equation : [ ] Were V is the rate of metal extraction (mg 1-1 1 h-1 ) ; S is the pulp density Mn is the maximum rate for metal extraction (mg 1-1 h-1) and K is the constant of Michaelis (concentration of substrate that yields Vm/2). This method is applicable only when the rate of bacterial growth is similar to the rate of metal extraction. It would therefore be sufficient to control the concentration of metal in the medium over the period of time. In the present work a systematic study of the kinetics of ZnS and CuFeS bioleaching in sphalerite and complex ore concengrates was carried out. The rate of dissolution of the Zn and Cu as function of the pulp density and temperature was determined. However, most oxidations of sulphide dissolution take place with a very slow kinetic; but, this can be accelerated considerably by the addition to the solution of suitable catalytic ions, as was Suggested many years ago by Bjorling (7). Such ions can exercise an important influence on the rate of the oxidation-reduction reactions, both homogenous and heterogenous, which take place during the leaching of sulphides; they also affect the nature of the reaction products. The action of catalytic ions has been fully developed in aqueous systems, but in the absence of bacteria (8 - 11) although the actual machanisms is not totally known. The mechanisms proposed as hypotheses in the literature (8) indicate that, in the case of ZnS, the catalyst ion act through an electrochemical mechanism according to the reactions: [ ]

The crack propagation behaviour of Zr-2.5Nb pressure tube material was studied through comparison of the measured behaviour with the predicted response from finite element analysis. Three-dimensional finite element simulations of compact tension specimens were performed using the crack tip opening angle as a fracture criterion to allow for crack propagation. To obtain reasonable agreement with the measured behaviour, it was important to capture both the anisotropic plastic deformation behaviour of the Zr-2.5Nb material through use of the Hill-48 yield criterion and damage due to void growth, nucleation, and coalescence through the use of a Gurson-based constitutive model in the simulations.

Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

This paper will describe the development and application of large-scale integration techniques employed in the fabrication of a germanium multielement array. The array consists of 100 by 228 PNP bipolar transistors fabricated on 5 mi1 centers. Back-biased p-n junction techniques are used for electrical isolation of the individual elements. The end use of the array is a high resolution, large area IR sensor. The monolithic array is fabricated in 1 ohm-cm p-type germanium epitaxially deposited on 6 ohm-cm n-type substrate. Epitaxy was accomplished through the hydrogen reduction of germanium te trachloride. Di-borane was used as the dopant. Base regions are achieved by the diffusion of arsenic from doped oxide or arsine sources. Oxide-masking of the arsenic im-pzlvity was achieved by the chemical deposition of a boron doped glass. The emitter is formed by an aluminum alloy diffusion technique. Vacuum deposited aluminum is used for the emitter, interconnections, and for the contact and bonding pads. ALTHOUGH a great volume of literature pertaining to the development of large scale integration techniques (LSI) has been published for silicon and in particular silicon imaging applications,' to date only a small number of similar devices have been constructed using germanium technology.' Since the physical and chemical properties of germanium are vastly different from those of silicon, the fabrication technology for integrated structures in germanium is also different from that of silicon. In particular germanium does not possess a stable oxide as can be grown on silicon by heating in an oxidizing ambient for masking of dopants and passivation. This paper describes the application of germanium LSI techniques employed in the fabrication of a multielement infrared sensor array. The array is used in a high resolution, large area infrared sensor for operation in the 0.8- to 1.5-u spectral range. Back biased p-n junction techniques are used for electrical isolation of individual elements. Discrete germanium devices have been fabricated routinely for some time. However, mainly due to the lack of a suitable mask for selective doping and the high current leakages inherent in germanium p-n isolation, few monolithic germanium structures have been constructed. THE INFRARED MOSAIC A cross-sectional view of the array is shown in Fig. 1. The monolithic structure consists of 12,800 PNP transistor elements in a 100 by 128 matrix fab- ricated on 5 mil centers. The emitters of each line of transistors are connected together using aluminum interconnects while the strip collectors are connected together in series at right angles to the emitter lines. The selection of this structure is dictated by the readout technique involved. Access to each element transistor is obtained by applying a bias voltage to a particular collector strip and separately interrogating each emitter row. A charge storage, i.e., an integration mode is used for reading out this particular array Construction techniques available for use with germanium do not include a selective p-type diffusion capability for surface concentrations greater than 10" per cu cm and junction depths greater than about 10 u. This fact limits the type of structure that may be used. Therefore, an array of PNP transistors that did not employ p-type diffusions was chosen. The structure was fabricated by growing a 1 ohm-cm p-type epitaxial layer on a carefully prepared 6 ohm-cm n-type substrate. N-type dopants were used for the isolation and base diffusions and alloyed aluminum was used to form the emitter junctions. The array was then completed by evaporation of aluminum interconnections and contact pads. SUBSTRATE AND SUBSTRATE PREPARATION Germanium substrates of (111) orientation grown by both Czochralski and zone leveling techniques were utilized for mosaic fabrication. Czochralski substrates were preferred because of the lower dislocation densities available in this type of material. Dislocation densities for the Czochralski material were typically less than 3000 per sq cm, while those for the zone leveled material were typically less than 5000 per sq cm. All substrates were uncompensated to minimize thermal conversion problems in subsequent epitaxial and diffusion processing. Both in-house and vendor polished wafers were used. The in-house polishing technique employed consisted of an initial gross chemical etch in CP4 to remove saw damage from both surfaces. This was followed by a chemical-mechanical polishing operation of one side of the wafer. The chemical-mechanical polishing solution used was Lustrox 1000 (Tizon Chemical Co.), and consists of zirconium dioxide, sodium hypochlorite, water and a surfactant. The wafer thickness before and after polishing was typically 0.020 and 0.010 in, respectively. THERMAL CONVERSION The problem of thermal conversion of both the substrate and epitaxial layer was particularly acute because of the relatively low carrier concentrations employed in both regions. Autocad has become the standard graphics package for the mining industry as well as the general engineering profession. This paper discusses the evolution that mine planning has undergone and the trend toward compatibility with Autocad. It discusses the common use of Autocad in mine planning and systems modeling using a program called ICAMPS developed by Ohio Automation. As an example of its usefulness the use of the interactive ventilation network modeling capabilities are discussed specifically and are applied to mine planning at an operating trona mine. The ventilation analysis feature of the ICAMPS software works from Autocad drawing of the as-mined map and the projected mine layout. Using on-screen displays of these maps and the snap-on feature of Autocad, the planner designates nodes in the ventilation network, connects them into branches and selects branch characteristics from a side bar menu. The color coded ventilation network appears with the branch parameters alongside each branch. The software calculates the length of airways, computes the branch resistances where needed, converts the input into the required format and passes this information as input data along to the PENNVEN simulation program written by the Pennsylvania state University. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation schematic displays are to scale and can be plotted separately or superimposed on the mine maps.

Unknown goafs and roadways of abandoned coalmines can be a great water inrush hazard for coalmine workers. Consequently, advance detection of such hazards is of great importance. By detonating seismic charges in underground coal seams, we can collect seismic data using a surface survey line, which is located across the ground projection of the underground shot point. This experiment was conducted in a coalmine in Shaanxi Province, China. After surface elevation compensation and travel time adjustments, we accurately determined the position of the goaf boundary along the survey line based on the wave velocity anomaly on the seismic record. Then we used a scattered wave imaging technique to enhance the energy of the scattered waves that are generated when the coal seam roof slide wave (refracted wave when the incident angle bigger than the critical angle) hits the roadway, thus confirming location of a geological discontinuity (roadway). This experiment shows that the coalmine ground seismic method, employing an underground explosive charge and a surface seismic array, has the ability to detect an abandoned roadway and goaf in advance of coal mining, thus can improve worker safety.

In froth flotation of phosphate, it is important that the flotation be as selective as possible in order to maximize grade and recovery without adding additional stages of flotation. Flotation columns provide a means for improving the selectivity compared to conventional flotation machines and are of considerable interest for phosphate processing. The selectivity of a flotation column is largely limited by the degree of back mixing of tailings into the froth zone, and its recovery is limited by the degree of short-circuiting of feed to the tailings. The horizontally baffled flotation column was therefore developed to minimize back mixing and short-circuiting without introducing problems with plugging or reduced capacity. The introduction of horizontal baffles to a column reduces both entrainment of feed water into the froth and short-circuiting of feed to the tailings, which improves the column selectivity. The results of horizontally baffled column flotation of phosphate are presented for fatty acid flotation of phosphate, with comparison to conventional flotation using the same reagents.

Since the introduction of longwall systems, the prediction of roof behavior and support requirements have become the major issue referring directly to safety as well as productivity. In more recent times, and especially in the USA where longwalls are exclusively equipped with costly hydraulic self- propelled support systems, a decision whether a longwall is applicable in a given condition, and when so, what kind of equipment should be selected, is of primary importance. There are numerous examples where lack of experience, and subsequently wrong selection of supports or winning machines, resulted in considerable losses. It should be emphasized that careful studies of prevailing geological and mining conditions, especially in a new area, are required to assure a successful operation. An evaluation of the conditions can be carried out in different ways utilizing such methods as: - Theoretical approach. applicable when geological conditions comply with the theoretical assumptions. - Empirical relationship which gives satisfactory results where the coefficients could be adequately determined. - Structural geological studies which must be undertaken in all cases, since the frequency of fractures and their orientation have a prevailing influence on roof behavior. - Scale model study on equivalent material for determination of failure conditions in the roof and mechanism of movement (flow) of broken rock matter. Coefficients for empirical formulas can be determined by these types of studies, as can boundary limits for mathematical modeling. - Mathematical modeling, e.g., finite element analysis. - Measurements and observations taken underground during the development period end utilization of experience for previous longwall panels in the area. Usually it is the most practical method where mining and geological conditions are comparable. An application of me or more of the above approaches remains to be a matter of judgement for particular conditions, however, the utilization of a practical experience, when available, is usually the safest way for planning a successful longwall operation.

Robust and reliable design of the related services and underground facilities is based on understanding of the mechanics and chemistry of the coupled hydromechanical- thermochemical processes. This paper explores the application of the theory of such processes in minerals engineering, with particular reference to rockburst mitigation, in situ solution mining and cavity completion of coal-bed methane production wells.

1. It has been proposed that the addition of enough limestone to an open -hearth s lag to give a CaO-3P2O5 ratio of approximately 2-followed by SiO2 firing in an oxidizing atmosphere under the proper conditions of time and temperature will result in a clinker having a magnetic phase containing a preponderance of Mn, Fe, Al, and Mg as oxides and a nonmagnetic phase consisting for the most part of a phosphorus-containing dicalcium silicate. It has been postulated further that the metal oxide phase can be recovered by fine grinding and magnetic separation. These broad principles have been substantiated by numerous clinkering operations made in an electrically fired studio-type kiln, a batch rotary kiln, and a continuous rotary kiln and by magnetic separations made in a Davis -tube separator and a laboratory-size Jeffrey-Steffensen three -roll continuous separator. 2. Quenching the clinker after firing seems to improve its grindability. Microscopic examination of the ground clinker indicates .that the oxide phase grinds down at a somewhat faster rate than the silicate phase. 3. Very fine grinding is necessary to approach liberation, of the oxide phase from the silicate phase. Grinding to ininus-325-mesh, followed by magnetic separation, gave only a rougher concentrate, which had to be reground before final separation. 4. Although the manganese content of the final concentrate was higher, there was some evidence that manganese recovery was lower from a clinker made from a flush s lag than one made from a mixture of tap and flush slags. A possible explanation is that a clinker made from a mixture of slags has a higher iron content and hence is more magnetic and more easily separated.

A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let's examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

As part of an effort to establish the extent of the domestic chromium supply that could be exploited in case of adverse changes in international chromium production and trading patterns, a two-part study was conducted for the Bureau of Mines, to assess the domestic availability of critical metals in scrap containing significant amounts of chromium. This report describes the part of the study that deals with wrought stainless steels and heat-resisting alloys. Data were collected on types of scrap, sources, quantities, and ultimate disposition, leading to the conclusion that In 1917 about 62,000 tons of contained chromium was unrecycled. Unrecovered obsolete stainless steel scrap accounts for most of these uncollected chromium values. Error margins in the amount of uncollected scrap are estimated to be 10 to 20 percent.
