Much attention has been directed to mine-air flow in recent years, more especially in Great Britian where there is frequent reference to a theory of fluid flow developed by English engineers. Briefly stated, this theory is that for similar passages of the same relative roughness, in which fluid flow occurs, the conditions of flow are exactly the same for W D V equal values of the product where W = density of the fluid, D = diameter of the passage through which flow occurs, V = mean velocity of flow, and p = absolute viscosity of the fluid flowing. This, the "Reynolds Criterion" of fluid flow, had its origin in the work of Reynolds1 more than 40 years ago. Later, Rayleigh2 amplified the theory which has been conclusively proved for small pipes by the experiments of Stanton and Panne13 over a large flow range, and by Lacey4 over a somewhat more limited range. Concordant results on small pipes have also been obtained by numerous other investigators with single fluids over more or less limited ranges of flow. According to this theory, results in one medium, such as water, are immediately applicable to another, such as air; and experimental results on models are (theoretically, at least) applicable to full-scale designs. This is of great importance in aeronautics and can be of considerable value in mine ventilation research. Hodgson, in a recent paper,6 has outlined the application of this theory to mine-air flow and recent English experiments6 on the resistance of a timbered mine airway have been expressed in this form.

BHP Copper's major asset is the world's largest copper mine -Escondida in Northern Chile. Ten years ago investing in Chile was considered high risk. Today, Escondida represents an investment of approximately US$2 billion. Reward is the result of managed risk and Escondida is a clear demonstration of both. The Ok Tedi copper and gold mine in Papua New Guinea represents a Rubicon of risk and a retrospective on reward in a developing country on the doorstep of a developed one. The story of these two mines encapsulates risk in the mining industry.

A detailed fundamental study has been made of the various factors that influence the partial reactions comprising the electrochemical model of the cementation of gold from cyanide solutions by zinc. The effects of cyanide concentration, pH, agitation, additions of lead, and the presence of various impurity ions on both the anodic dissolution of zinc and the cathodic reduction of gold have been investigated. The results are used to explain the influence of these variables on the rate of cementation, and possible implications of this work for plant practice are discussed.

TOTAL global war is making extraordinary demands on the oil industry. Huge quantities of 100-octane gasoline, extreme service lubes, toluene and other miscellaneous products are required. 100-octane gasoline is blended from isopentane, base stock, and alkylate. Isopentane is fractionated from natural or refinery gasoline; but since only limited quantities of base stock can be made in this way, catalytic cracking is rapidly becoming the major source of base stock. Alkylate, the most important component, is synthesized from isobutane and an olefin. Extraordinary demands are forcing the full utilization of all present sources and the development of new supplies of feed stocks. Fortunately, the United States finds itself with well-developed processes already available, and this is true of the manufacture of lubricating oil as well. Toluene is now being produced by new methods from special cuts fractionated from selected crudes or from catalytically processed naphthas. Designers of refinery equipment are modifying past practices to conserve every bit of material possible.

The title of my address today 'An Environment for Mineral Development' is a play on words, but I wish to use the meaning of the word environment in the broadest possible context to comment on those factors that control mineral development in New Zealand today. Of prime importance, let us consider the current economic environment in which New Zealanders live and work, as individuals and communities, and as a trading nation. It is the expanding growth requirements of the emerging nations and the interactive economic forces of our international trading partners and competitors, that dictates New Zealand's economic environment and thus the priority to develop its natural resources. As an itinerant New Zealander who has kept a watching brief over the economic environment in New Zealand over the last 30 years, I say, without prejudice, that I am concerned to have seen New Zealand's external and internal trading position deteriorate so rapidly in the last decade. I am concerned that a significant proportion of the population has been extremely slow to realize that with the creation of the European Economic Community, in the late 1950s, and following the first OPEC oil crisis in 1973, New Zealand in a corporate sense came close to technical bankruptcy.

Two counties in Illinois, Ope and Hardin, and three counties in Kentucky, Crittenden, Livingston and Caldwell comprise the entire Kentucky-Illinois fluorspar district. The output from these five counties, however, makes up over 60 percent of our domestic fluorspar production, amounting to some 175,000 tons of finished product in 1956, The area is rough and hilly. It is bisected by the Ohio River, and has numerous smaller rivers and creeks. Add to this a generous average annual rainfall, in excess of forty inches, and it is understandable that the-area-can boast of an ample water supply. An abundance of water, however, is unfortunately not always conducive to ideal mining conditions. The faulted structure of the area and the soluble Mississippian limestones make the subsurface sediments' willing hosts to the surface water. Limestone cavers and sinkhole topography also compound the occurrence of underground water. It is little wonder, then, that water frequently presents an economic problem in the area, particularly in vein-type mining.

"The challenges facing the mining industry include complex ores and declining grades, together with increasing capital costs and environmental regulations. In addition, future commodity price uncertainty makes investment decisions difficult. Shorter plant lifecycles mean that new projects need shorter payback and increased net present value. With regard to solvent extraction, the introduction of an innovative modular plant design will help to address these issues. The first such modular offering is Outotec’s VSF®X modular solvent-extraction plant that uses prefabricated and transportable modules. Reuse and recyclability have underpinned the design concept. The greatest advantage of the VSF®X modular solvent-extraction plant is its relocation possibility. Additionally, it is suitable for various metals and plant capacity is adjustable through a scalable modular structure. After a dedicated plant lifecycle, the plant can be dismantled and relocated to a new site. This reuse ability offers major benefits for short-term plants, making them more feasible due to higher residual value. A net present value analysis is made for two examples, a conventional plant with no relocation possibility and a modular movable plant with extended plant life cycle, in order to evaluate the feasibility of modular plants. Results indicate that modular plant design could offer an economical solution with the additional advantage of improved overall sustainability through its life cycle. The Endeavour Colliery is operated by Powercoal Pty Ltd. It is located in the Central Coast of New South Wales, Australia. The mine has been in operation for about 30 years, producing around 600,000 tons of export coal annually from two production sections. On June 28. 1995, an explosion occurred underground in the 300 Panel at approximately 9:50 a.m.. There were thirty miners underground at the time of the explosion, all of whom were safely evacuated. From June 29 through July 10, personnel did not enter the mine. However, gas samples of the mine atmosphere were obtained from underground monitoring stations and analyzed. Samples were also obtained from boreholes that were drilled from an adjacent mine. On July 10, the atmosphere at the underground monitoring locations and at the boreholes appeared stable with minimal risk of combustion occurring underground. Plans were developed to begin the recovery of the underground workings. The recovery of the underground workings was completed on July 13. The underground investigation of the explosion began on July 14. The investigation was conducted by the New South Wales Department of Mineral Resources. Technical assistance was pro- vided by the United States Department of Labor's Mine Safety and Health Administration (MSHA).

The treatment of slime is of special interest to those engaged in cyaniding gold- and silver-ores. The usual practice is to make as small a percentage of slime as possible. In many instances the slime is given no treatment, but is impounded in dams in the hope that the future will develop some method of economically treating this product. The filter-press was the first step upward from ordinary decantation, but, on account of heavy labor-charge and high cost, its use has been limited to high-grade material. The slime at the Combination mill at Goldfield averages perhaps $20 per ton, and although the values are quickly dis solved the filter-press installation was not entirely satisfactory, resulting in the erection of the canvas-cell filter, developed by Chas. Butters and his staff. This filter is a great improvement over the filter-press, and the following description of it will be of interest to those engaged in treating slime produced in crushing ores, especially in view of the fact that, by the use of this filter, slime can be treated at a lesser cost and with a higher percentage of gold- or silver-extraction than in the ordinary treatment of sand; and, moreover, the initial outlay for an all-sliming plant is less than that for the ordinary sand- and slime-plant. The economy of construction of the Butters filter-plant is clearly shown in Figs. 1 and 2, which illustrate the 20-frame filter of 40 tons capacity, now being installed by the Nevada Goldfield Reduction Co. In this construction the slime-pump is so connected that it call pump to or from either tank or the filter by changing the valve-settinga—a combination which is necessary in this particular installation, since sufficient fall is not available for filling and discharging the filter by gravity. The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. A combined chemical and biological treatment for the removal of heavy metals and arsenic from a contaminated soil was studied as a potential method for soil remediation. Small scale and column tests were conducted in order to ex-amine the effect of plant-compost and Na2CaEDTA addition on a calcareous soil highly contaminated with heavy metals and arsenic. EDTA is known to be an efficient leaching agent of heavy metals from contaminated soils but has no effect on arsenic. Compost tea on the other hand contains humics that can leach several iron compounds including Fe(III)-oxides and thus can extract arsenic bound to these oxides. The action of Fe(III)-respiring bacteria D.palmitatis was also evaluated for the reduction of iron oxides and compared to simple chemical treatment in the presence of compost in small scale tests. Results indicated that the addition of compost and EDTA into soil pulp lead to the predominance of reductive conditions and the simultaneous dissolution of both heavy metals and arsenic at high percentages. The presence of D.palmitatis did not further enhance the reductive dissolution of Fe(III)-oxides by compost and EDTA as it was observed in the inoculated samples. Column tests using soil as received revealed that, although the extraction of metals seems to be a slow process, compost is an effective oxygen barrier that promotes the reductive dissolution of iron oxides and the subsequent arsenic release together with the dissolution of heavy metals by EDTA.

The general shape of the 1450°C isotherm of the Ti-TiO-ZrO2-Zr region was evaluated from the surrounding binary phase diagrams and from thermo-dynamic data on the metal-oxygen binaries. The phase boundaries were accurately determined using X-ray and metallographic techniques. At 1450°C the system shows a large bcc ß field, which extends from the two metal-oxygen binary systems as a Gaussian error function, and is stable up to 30 at. pct 0 when Ti and Zr are present in equal amounts. At higher O Concentrations, the ß field is in equilibrium with t-ZrO . The following four regions, with three solid phases, are present: two a ß t-ZrO,, a TW t-ZrO,, and TiO t-ZrO2 c-ZrO2. On cooling the ß phase transforms into the a phase, going through the w transition phase. The isotherm at 1500°C for the region TiO-TiO,-ZrO, was obtained by using X-ray diffraction. At 1500°C a large c-ZrOz region is present as well as a large two-phase field, Ti0 c-ZrO,. The following regions, with three solid phases in equilibrium, were found These regions are relatively small. The solidus and liquidus relationships were determined by observing samples suspended in a tungsten crucible by means of a fine tungsten wire and heated in vacuum. Eleven univariant points were found. C-ZrO, decomposes through a peritectic reaction into liquid t-ZrO2. The activities of Ti and TiO in the TiO t-ZrOz and in the two a ß t-ZrO regions were measured using the Knudsen effusion method. In the a TiO t-ZrO, region the activities of Ti and Ti are the same, as in the a — Ti TiO binary. In the two a t-ZrO, regions, the Ti activity is high and the Ti0 activity very low, although all phases present contain at least 30 at. pct 0. This indicates a short-range order in the solid phases, Zr atoms being preferentially surrounded by 0. 1 HE system Ti-Zr-0 is of interest because of the wide ranges of solid solubility exhibited by the boundary systems; as titanium and zirconium both belong to the same group of the periodic table, large single-phase regions should occur within the system, with a great variation of properties (as the composition changes within the single-phase region). Furthermore, the possibility of modifying ZrO, to make it a more usable refractory by the addition of other metals makes this system also of interest. Because of the high affinity of titanium and zirconium for oxygen, the oxygen partial pressure is very low at all compositions; thus, there exists a ternary metal-metal-oxygen system in which the oxygen pressure is not an important variable, so long as it is low enough. When a sample is heated in vacuum to a temperature high enough for vaporization to occur, the vapor phase will consist of metal and metal-oxide gas, the oxygen concentration being very low. The inputs of capital and labor to support future iron ore production were developed by the Bureau of Mines from projections of iron demand and estimates of capital and labor requirements. Trends in technologic change and the organization of production were analyzed. Labor requirement schedules for iron ore mining and beneficiating were constructed from aggregate inter-temporal trends and 1970 cross-sectional analysis of mines and mills. A sup-ply schedule of the capital requirement for mine-mill-pellet plants was developed from U.S. and Canadian experience. The structure of demand for iron to the year 2000 was examined as well as the availability of resources. Projections of capital and labor requirements to 2000 were constructed under two international patterns of iron ore supply to the United States. The most likely model is for a continuation of the 70 percent United States-30 percent foreign shares, expanding at an average 2.0 percent growth rate to 2000, and supported by a cumulative gross capital investment of $3.8 billion constant 1967 dollars and a labor force in the United States of 29,800 by 2000. The information content of projections is discussed, and the possible effects of international forces on supply are considered. A generalized methodology for estimating capital and labor requirements in other mineral industries also is included.

Traditionally occupational health and safety (OH&S) has been managed for the direct benefits of reducing injury and illness to workers on mine sites. In the current skill shortage climate it is important to recognise the value that OH&S management can have in assisting mines in minimising their exposure to this issue. In times of skills shortage turnover is high as mines poach personnel from each other. This leads to loss of corporate knowledge and loss in productivity through the need to train new personnel in mine-specific operating procedures. In addition absenteeism can significantly disrupt production as there may be no ready replacements available for key jobs. Pressure will be placed upon workers to remain at work even though they are not completely fit for work, leading to presenteeism and consequently loss in productivity. In addition to the threats to routine operation, the loss of management and professional staff can significantly increase catastrophic risk through loss of experience and corporate knowledge. There is increased pressure to focus on events that occur regularly in the here and the now and underestimate the rare, or unlikely, events.The theme of this paper is that by properly addressing OH&S management at mine sites, companies can minimise their exposure to these problems. Put simplistically, a safe and healthy mine is a sustainable and productive mine. Case studies and relevant literature will be used to support this premise.CITATION:Cliff, D and Bailey, K, 2012. In-plant recycling of dust from iron making BF's creates undesirable circulating loads of volatile trace elements such as zinc and lead. Disposal of such dusts creates environmental problems, hence a separate treatment is indicated. Since the bulk of the zinc and lead compounds occurs in the fine dust fraction; hydrocycloning the slurry from the BF gas cleaning operation results in upgrading the material for treatment. A process has been proposed, whereby the zinc and lead are solubilized from the fine fraction with spent hydrochloric acid from steel pickling. The stoichiometry of this autoclave oxidation process is adjusted to simultaneously precipitate, by oxyhydrolysis, most of the iron for recycling to the BF's. Lead and zinc are successively recovered from the filtrate as low chloride precipitates. This paper describes additional testwork, leading to the design of a pilot plant which was planned to begin operation in 1992.

The Bureau of Mines studied environmental blast effects in six occupied residential structures. Airblast, ground, and structure vibrations were measured both inside and outside residences for seven quarry production blasts. Walls and floors responded to the blast noise and vibration by shaking at their own natural frequencies, often with greater peak particle velocities than the ground outside the structures or their foundations. The vibrations of the houses generated noticeable internal noise, correlating with the arrival of the groundborne energy. The later arriving airblast wave was predominantly at low infrasonic frequencies (1.0 to 1.5 Hz) and had similar amplitude and frequency characteristics both inside and out-side the structures. Significant structural motions resulted from the air-blast overpressures for at least two of the seven blasts. The most severe airblast effect occurred at a house 1,800 feet from a 5,047-pound (200-lb/ delay) blast. This stucture was subjected to a peak 0.16-in/sec particle velocity and 130 dB(L) airblast. The wall of the second floor responded to the ground vibration and airblast by shaking at particle velocities of 0.15 and 0.28 in/sec, respectively. Analysis of these data and those from additional field studies will be used to identify appropriate, safe, and reasonable impulsive noise levels, measurement techniques, and factors of design applicable to minimizing the adverse environmental effects of blasting.

Laboratory experiments were conducted to determine the effect of foam on gas flow in porous media. Previous studies have indicated that foam may be applicable as a restrictive agent in influencing underground gas flow. Foam was found to be exceedingly effective in reducing the permeability of porous media to gas. Consolidated and unconsolidated sands with specific permeabilities of 100 to 146,000 md had, in the presence of foam, gas permeabilities that were less than 1 per cent of the specific permeability; in many cases the gas permeability was practically zero. Foam reduced the gas permeability of loose sand to a much greater degree than that of a tight sand. For example, the permeability of a 125,000-md sand was reduced to 3 md while the permeability of a 4,000-md sand was reduced to 7 md. This effect should cause, to some degree, selective plugging of high permeability channels in various oil displacement processes. The presence of oil in a porous medium decreased the effectiveness of foam in reducing gas permeability; apparently oil acts as a foam depressant. However, it was found that certain foaming agents were very effective in reducing permeability even. in the presence of oil. Also, continuous injection of other foaming agents increased their effectiveness, when oil was present. The effect of foam on permeability of porous media to gas was studied as a function of foaming agent concentration and injection rate, absolute permeability, total pressure, pressure gadient, length of porous system, brine concentration and time. INTRODUCTION The use of surface active agents in flood water to increase the recovery of oil has been studied in the laboratory and in the field for decades, with rather limited success. In recent years a new approach to the problem was proposed. Instead of using an aqueous solution of surfactant as an oil recovery agent, Bond and Holbrook2 proposed that the oil recovery agent be a mixture of surfactant solution and gas. In their method, a water-soluble surface active agent with foam-producing characteristics is injected into an underground formation as an aqueous slug. This slug is followed by gas to produce a foam within the rock. Foams are defined as "agglomerations of gas bubbles separated from each other by thin liquid films'! A foam is fundamentally an unstable system. The foam process for oil recovery has since been studied by other investigators. Fried 1 has shown that foam can displace from porous structures oil that normally is unrecoverable by conventional water or gas drives. This superior oil displacing action is believed to be the result of several factors: (1) foam introduces into the reservoir many resilient interfaces of various sizes and curvatures, which increase the probability that a proper combination of forces for oil displacement will be created; (2) foam has appreciable viscosity which improves mobility ratio and contact efficiency; (3) foam accentuates the trapped gas effect because high gas saturations are possible without producing high gas/oil ratios. Deming4 studied the effect of various foam properties on the displacement of liquid. He found that (1) high foaming ability favors high displacement efficiency; (2) high foam stability is not necessary for high displacement efficiency; (3) displacement efficiency decreases with increase in plasticity of foam and (4) displacement efficiency is unaffected by surface tension of foaming agent solution. One of the important aspects of this oil recovery process is the effect of foam on gas permeability. The simultaneous flow of gas and liquid in porous media has been studied by numerous investigators and a large amount of literature exists on the subject. In this previous work, gas and liquid have generally been considered as essentially independent phases, whose flow characteristics are related through the saturation parameter. Foam, however, is a material with properties that are considerably different from those of its components; for example, the viscosity of a foam is greater than either of its components. Exxaro installed their first ultra fines treatment plant at Leeuwpan Coal mine. The plant is now fully operational and results already show that the plant has great potential. The plant was designed and installed by DRA. Several challenges were faced during the installation due to the space constraints in the Leeuwpan plant. Efficiency tests were conducted on both modules after commissioning and showed very promising results. A lower ash product with a higher yield can be produced with the fine coal dense medium cyclones compared to the spirals previously employed.

The mechanism of materials transport was studied in a model experiment in which a silver sphere was sintered to a silver plate under an applied external stress near 800° C. For this purpose the rate of growth of the neck between the sphere and the plate which is proportional to the strain rate of the creep process involved in a neck growth was determined by measuring the change in electrical resistance of the away. This rate of neck growth will depend upon the magnitude of the applied external stress. By measuring the rate just before and just after a change in the external load and therefore the applied stress, the relationship between strain rate and stress can be derived. For material transport by slip in a pure metal it is expected that the strain rate should be proportional to the 4.5th power of the stress, while for transport by diffusional flow the strain rate should be proportional to the first power of the stress. It was found that for stresses above 5 X 10' dynes per sq cm (70 psi) the exponent in the stvain rate-stress relationship was near 4.5 while for a stress of 0.7 x 108 dynes per sq cm (10 psi) an exponent of 1.8 was determined indicating that under the conditions of the experiment the transport mechanism for creep in silver shifts from diffusional flow to slip in the region of 0.7 x 106 dynes per sq cm (10 psi). The importance of these findings for an understanding of the mechanism of material transport in conventional sintering (without an external load) is pointed out. In a paper by Early et al.,' the mechanism of material transport during sintering was treated as a creep process. It was pointed out that two possible types of creep processes could operate during sintering. In one of these material transport takes place by vacancy diffusion due to a gradient in chemical potential. The vacancy sinks in this diffusion process may be either grain boundaries, as in Herring-Nabarro microcreep, or regions beneath a surface of small radius of curvature. The diffusive transport may be by volume, grain boundary, or surface diffusion. In the other mechanism, creep takes place by slip, i.e., dislocation motion with its rate generally controlled by dislocation climb. One method of distinguishing between these two modes of materials transport is to investigate the creep rate, i.e., the rate of material transport as a function of stress. For material transport by vacancy diffusion, the creep rate is proportional to the stress.' For creep by slip, controlled by dislocation climb, the creep rate is proportional to a power of the stress. For pure metals this power is 4.5;374 for dispersion-strengthened material a fourth power relationship can be derived.5 This difference in the stress dependence of the strain rate is illustrated schematically in Fig. 1, in which the logarithm of strain rate is plotted vs the logarithm of the stress for material transport in a pure metal by vacancy flux and by dislocation climb. The stress range in which the two types of material transport overlap would be expected to be relatively small. In the experiments described by Early and coworkers compacts pressed from spherical copper powder were sintered isothermally under an applied axial external load in a dilatometer. During sintering the magnitude of the applied external load was changed and the rate of axial shrinkage of the compact before and after the load change determined. In order to find the stress dependence of the strain rate the magnitude of the stress acting on the neck area between the spherical particles before and after the load change had to be calculated. This stress is the resultant of the stresses due both to the externally applied load and to surface tension. The stress due to surface tension is a function of the geometry of the powder compacts. It can be determined, at least for simple geometrical arrays,'76 but it is difficult to obtain exact values of the stresses for actual powder compacts when only average values of particle diameters and of neck diameters between particles are available. The calculation of stress and the strain rate-stress relationship is therefore only very approximate.
