Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. Introduction A problem that has faced mining engineers and mining geologists for many years is how to best explore a particular prospect so that the basic decision as to whether the material present is ore or only high-grade rock can be made with some confidence. It is obvious that one could not begin a large scale mining program on the basis of tests made on a few hand samples. On the other hand, one could not be 100 percent certain as to the average grade or tonnage before beginning development, as this would require the orebody to be mined out in the sampling process. The basic objectives of the exploration program can be stated as (1) to reduce mining risk; (2) to lessen the cost of development; and (3) to increase the profits of mining. The exploration program should be terminated when these objectives are no longer being met. The construction of tunnels is a specific mining operation. In the exploration program one should gather the data needed to determine (1) the type of excavation technique(s) to be used; and (2) the rate of advance that might be expected. As in the evaluation of an orebody, with the data collected it should be possible to estimate mining costs and project life. Unfortunately, at the present time, it is not possible to do this at least when dealing with medium to hard rock types. The reason for this, it is felt, is basically the inability to identify what specific rock mass properties are of use in tunnel design and to specify how these may be obtained in an exploration program. An analytical procedure is presented for evaluating the stresses in linings of bored tunnels caused by kinematic soil-lining interaction. Three cases of interaction as produced by the following conditions are treated: (1) relaxation of in situ soil stresses near a lining following its installation; (2) overburden pressure at the soil surface; and (3) free-field soil response resulting from an earthquake. Non-dimensional formulas and graphs resulting from parametric studies are presented for practical tunnel design applications. The procedure is applied separately to a steel lining and a concrete lining for a site located at the lower end of Market Street in San Francisco through which a BART (Bay Area Rapid Transit)tunnel passes.

As we move towards the 21st Century there are several factors that will influence the markets and processing requirements for industrial minerals. Traditional markets for many industrial minerals in the developed world are frequently stagnant or decreasing because of their maturity or due to environmental factors such as reclamation, recovery of byproducts, and recycling. Some industrial minerals are greatly affected by these factors, while others are either immune to or have adapted successfully to meet these challenges. In the developing countries of the world, there is rapid market growth and resource exploitation. The future of specific mineral commodities in several markets will be discussed.

INTRODUCTION Two promising innovative tunnel support systems are being developed by the Civil Engineering Department of the University of Illinois. One of these is a lining which can be placed by a slipform located immediately behind and contiguous with a tunneling machine. Recent advancements in construction materials appear to provide the breakthrough required to make such a system feasible and practical. The lining material which permits this construction scheme is wire fiber reinforced concrete made with high, very early strength regulated-set cement. Parts I and II of this paper relate to this slipformed liner. Part I discusses the material and equipment required to install the liner. The "Extruded Liner System" (ELS) has been devised to place the lining. This ELS concept is briefly described and a tentative development program is outlined. In Part II, the physical properties and practical construction aspects of the liner material are discussed and a program for structural testing of 10-ft diameter prototype tunnel supports is presented. Part III contains descriptions of improvements to conventional steel-rib tunnel supports. It is shown that square tubular box sections are structurally superior to wide flange sections for complex loading conditions often encountered in rock tunnels. Analytical studies and tests on connections have been performed to evaluate their structural behavior. These are presented along with a program for comparative large-scale tests on horseshoe-shaped frames with a 10-foot span. This research is being conducted by the Department of Civil

The handling of fine coal is an important issue for both the coal and utility industries. Reconstitution of fine coal in the form of pellets or briquettes would be desirable if it could be done economically. This paper evaluates the effectiveness of three binders, asphalt-emulsion, corn starch and Brewex, informing pellets of ultrafine clean coal. It was found that asphalt-emulsion and corn starch were not effective binders. However, the use of Brewex resulted in pellets that exceeded all of the minimum quality requirements for coal pellets.

Phase 1 of the second line of the Cairo Metro includes approximately 5.83km, of double track tunnels excavated in water bearing sand of the Nile flood plain. Closed face bentonite slurry shield tunnel boring machines 9.43m in diameter were used. State-of-the-art technology was used in TBM operations and guidance, with surface settlements averaging less than 14mm, and alignment deviations averaging less than 25mm. Production rates up to 580m/month were achieved, with average production of 4.8m/shift, 13.4m/day and78m/week. The completed tunnels, lined with precast concrete segments, are completely watertight under 20m of water pressure.

The following paper is an evaluation of the instrumentation programs on recent Corps of Engineers tunneling projects. The authors have first-hand knowledge of the NORAD Cheyenne Mountain Complex (NCMC) Expansion Project. Information on the other projects comes from conversations with those directly involved in the instrumentation programs and from referenced reports. The specific objectives of this paper are: (1) to state the purposes of the instrumentation programs, (2) to discuss the benefits gained from the instrumentation, and (3) to present conclusions from this study that will provide guidance to those planning instrumentation on future projects. Presentation of detailed descriptions of the projects and instrumentation data is limited to that necessary to the accomplishment of the above objectives. NCMC EXPANSION PROJECT The NCMC is located at a depth of approximately 800 feet in Cheyenne Mountain near Colorado Springs, Colorado. For the current expansion project new chambers were mined to accommodate a new diesel power plant and associated cooling and air handling equipment. During 1971 some 55,000 yd3 of granite were mined through existing access tunnels for this expansion. A model of the new excavation is shown in Figure 1. The light shaded areas are new openings, and the dark areas are portions of the existing operating complex. The large chamber to the right is the power plant chamber and has a span of 67 ft, a height of 50 ft, and a length of 172 ft. The other large chamber on the lower level is the cooling tower chamber and has a span of 38 ft, a height of 45 ft and a length of 185 ft. A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10'6" to 14'6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. The West Seattle Tunnel is part of a regional sewer conveyance system located in Seattle Washington. The tunnel was constructed for the Waste Water Treatment Division of the King County Department Of Natural Resources, from June of 1995 through the first quarter of 1997. The Geologic setting for this soft-ground tunnel consists of glacial, interglacial, glacio-lacustrine, and alluvial soils. INTRODUCTION The need for discussion of Owner-Engineer-Contractor relationships in tunneling arises from the increase in costly and time-consuming litigation. The paper examines the objectives, motivations and responsibilities of each party, discusses some common causes of claims in underground work, and makes some suggestions for improvements. The viewpoint and bias are those of an engineer. If a subtitle were required for the session, "Sharing the Risk" would be appropriate. Sharing the risk is an important aspect of Owner-Engineer-Contractor relationships because when a risk is shared, all parties have an incentive to minimize it. If a fire occurs outby an underground coal mine section, the immediate safe evacuation of miners from the working section should always take precedence. Unfortunately, in many cases, the dedicated escapeways (escape routes) for the evacuation of the miners become contaminated by the byproducts of fire from the adjacent entries. The purpose of this paper is to present the ventilation-control process that would keep the escapeway free from contaminants and, thus, available for travel. A few scenarios of mine fires in longwall development panels are analyzed and discussed. To perform these studies, a mine fire simulator (MFS) was used. This (MFS) provides a dynamic representation of the fire's progress (in real time) and gives a color-graphic visualization of the spread of oxygen, combustion products and temperature of the gases throughout the ventilation system. Also presented and discussed are ways in which the MFS can be used as a training and teaching tool for miners and, particularly, for ventilation and safety specialists.

Brazil is a country with continental dimensions. It hosts many different varieties of terranes and geological environments in its 8.5 million km2 (3.28 million sq miles). This mineral endowment has been important for the country's economic and social development process since the early colonial period, leaving Brazil with a legacy of almost 400 years of mining tradition. Mining in Brazil started in the early 17th century with diamond and gold discoveries. The made the country the leading producer of both for more than a century. This phase faded by the late 18th century when the alluvial deposits were depleted. It finally yielded to competing countries where technology and capital were being applied more efficiently. This period of mining dormancy lasted from the late 19th century until the first decades of the 20th century when Brazilian mining picked up. There was growing pressure on mineral resources by the affluence of the industrial society. The fast-growing demand resulting from the two world wars had brought the Brazilian mineral wealth back to the scene. This second Brazilian mineral boom made the country a leading producer of iron and manganese ore, quartz crystals and other strategic minerals. This expansion in Brazil's mining industry provided the basis for the country's industrialization process. This was led by the Brazilian steel and petroleum industries. Unfortunately, the thrust provided by this modern industrial basis was not properly used as a lever for further industrial development. The upstream industrialization process was not supported by the proper development of the raw materials supplying basis. The resulting industrial model was heavily dependent on imports of raw materials. It did not support the economic growth and faced fierce industrial competitiveness and sophistication that emerged with the postwar economic boom.

Seismic exploration techniques offer the engineer and geologist a way of obtaining detailed information on the physical parameters and geometry of the rocks where extensive underground excavation or tunneling is proposed. Use of the seismic method can provide a greater amount of detailed information at relatively less cost than can be obtained by any other known subsurface exploration method. Boreholes are still required for calibration of the seismic data but at a much wider geographic spacing than otherwise would be needed for subsurface mapping. The seismic data can define with precision the actual location of zones of flexure or fracture of the rocks and reveal the configuration of the surface of the rock layers. ENGINEERING PROBLEMS One of the major requirements in the planning of subsurface installations is that of locating tunnels and other underground openings in favorable rock units. Such rock units should exhibit uniformity of composition, both vertically and horizontally, to minimize variation in excavation techniques. The depth and thickness of the unit must be known: a 30-foot diameter tunnel cannot be contained in a 25-foot thick limestone. The rock unit needs to be as free as possible from structural defects and should be suited to efficient excavation procedures. If liquid conduits are planned, the slope of the rock unit needs to be known so that maximum advantage can be taken of gravity flow with the tunnels wholly contained within the unit.

LOCATION AND EXTENT OF BART TUNNELS The San Francisco Bay Area Rapid Transit District (BART) during the past six years has become the Owner of 23.5 miles of single-bore tunnels. The tunneling experience gained while working closely with our Engineer and Contractors in the design and construction of these major transit facilities provides a basis for our "Owners" viewpoint. The 23.5 miles of tunnels are divided into two categories. Fifteen and one-half (15-1/2) miles of tunnels were constructed in soft ground underlaying the downtown areas of San Francisco, Oakland and Berkeley. Eight (8) miles of tunnels were built in "hard ground" in the hills separating Oakland and Berkeley from Contra Costa County and in the San Francisco hills on the Mission Line. Location of tunnels within the BART system are shown on Figure 1. The tunnels comprise 15.7% of BART's 75-mile dual track system. Their 176 million dollar costs (excluding rail, electrification or ventilation features) are 12.4% of the system's total estimated cost of $1.4 billion. The tunnels constructed in soft ground were shield and boring machine driven with ground support provided by steel liner rings. The exterior diameter is 17 foot, 6 inches in the majority of tunnels; however, on two tunnels with a 500 foot radius of curvature, the diameter was 18 feet. BART awarded 14 contracts for soft ground tunneling. The work was accomplished under free air or compressed air depending upon the ground water and soil conditions, safety requirements, and considerations for protecting adjoining property from damage either from the de-watering operations or settlements due to excavation. Lead ions that originate from galena during the processing of complex sulfide ores migrate onto the surfaces of sphalerite and iron sulfide minerals. This results in poor selectivity during differential flotation. Generally, in sulfide ore processing, the lead-activated minerals float in the Cu/Pb rougher circuit. The surface lead complicates the zinc flotation circuit by lowering the concentrate grade. The effect of lead in the differential flotation of sphalerite from Cu-Pb-Zu and Pb-Zu ores is discussed. Plant and laboratory-test data are interpreted by determining the surface compositions of individual grains of sphalerite and iron sulfide particles. For the first time, surface compositions were determined by using laser-ionization mass spectrometry (LIMS) and time-of-flight secondary ion mass spectrometry (TOF-SIMS). Cationic and cationic species on the surface were analyzed to elucidate the phenomena. It was proven that these new techniques are very useful in understanding the basic mechanisms of a sulfide mineral-flotation system.

Maptek, an international development software company, released version 3.2 of its Vulcan three-dimensional mining and geological software package. This latest release is expected to give clients better graphics performance and improved overall solutions. In addition, the company also released the NT version of Vulcan for Unix and personal computers. More than 800 code changes have gone into the 3.2 release, the Lakewood, CO-based company said. Many of these changes were in response to requests from Maptek's customers. Others have been motivated internally by the company to achieve better performance in its Envisage graphics interface. The introduction of hot keys and user-defined menus makes Envisage a more flexible interface and a more productive working environment. A new animation option provides new ways to enhance the organization and display of data. The animated data can include point, string, grid, triangulation and photographic-draped data. The shaft-mapping facility is also included in version 3.2. It enables the cylindrical view of the shaft to be unwrapped and displayed on the screen while the data remains in its true world coordinates. Major upgrades to Vulcan include underground blast design and geotechnical modules. The new blast design module allows the user to develop a ring design in any plane defined by the stope layout. Radial and offset holes can be developed. User-friendly editing tools make adjustments to the initial design a simple task. The user defines the plotting and reporting of rings and plot style templates allow flexibility in reporting. New features in the geotechnical toolbox include options to create daylight windows and pitch lines on the stereo nets. Geotechnical databases can be directly updated from the interpretation of the stereo net. Direct annotation of the symbols on the net is now possible and the stereo net display can be customized. Improvements to the documentation and links within the text have made the on-line help easier to navigate. Maptek also released the NT version of Vulcan soft- ware. The comprehensive design of the software pack- age for Unix and personal computers provides a three-dimensional geological modeling and mine planning system within a natural graphics environment. Users who require the power to manipulate extra- large and complex data sets will still be served by the Unix platform. Users who handle small-to-large datasets can now choose between Unix and personal computer platforms. The NT version will appeal primarily to companies that already have a personal computer network. Response to industry feedback was the basis for developing the NT version. "We want to ensure that our clients receive the optimal product for their needs," said Nicolas Simon, vice president of Maptek in North America. Some advantages of the NT version include: ? Most mining professionals are familiar with the personal computer platform. ? All of the familiar personal computer tools are now available to Vulcan users. ? Resource modeling tools that previously required the powerful Unix workstations have been brought into the personal computer environment. This will help mining companies save money. Florida phosphates ore typically processed by reverse flotation with an intermediate acid-scrubbing step. A single-reagent flotation process, using fatty acids or amines as the collector, would eliminate the intermediate scrubbing step plus an additional flotation step. This would not only simplify the process flowsheet but would also result in reduced reagent costs. The potential of single-reagent flotation of Florida phosphates using fatty acids as the collector is examined in this study. Introduction The beneficiation scheme now used for Florida phosphates involves the following three steps (Smith, 1976: Lawyer et al.. 1978, 1984: Moudgil et al, 1976, 1979, 1986, 1987): •rougher flotation of fluorapatitc particles using a fatty acid-fuel oil mixture as the collector. •scrubbing of fatty acid, and •cleaner flotation of silica particles using amine collector. Several attempts have been made to simplify the process flowsheet by floating either apatite or silica (not both, as is the current practice). However, single-reagent flotation schemes have had limitations in meting the concentrate-grade requirements of the phosphoric acid plants. In this study, an attempt was made to use a minimal amount of the fatty acid-fuel oil collector to obtain an acceptable grade (rougher) concentrate. Invariably, the recovery in such cases is expected to be lower than in the conventional rougher-flotation step. Therefore, scavenger flotation of tailings with additional fatty-acid collector was conducted to improve the phosphate recoveries.

Two key components make up the core of a rapid excavation operation. They are: the breaking up of the rock and its removal. Owing to the complexity inherent in mechanical rock-breaking and the relative infancy of the art, for a number of years the first of these two components has received virtually undivided attention from the industry. Only recently has some concern been expressed about the technology and the economics of the much ignored second component: muck removal. As the continuous boring machine's percentage downtime continues to trend lower in the future, the need for adequate and more effective materials handling systems in rapid excavation will become increasingly more acute. (1) Recognition of the need for a broader and more far-sighted approach to our problem has been eloquently underscored in the conclusions of the Committee on Rapid Excavation sponsored by the National Research Council: "Ultimate attainment of the desired cost and speed improvements is significantly dependent on recognition of the excavation process as a system whose subsystems are critically inter-related. Substantial amounts of full-scale field testing of integrated driving, muck removal, and support subsystems are required." (2)

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. The general consensus among tunnel men is that Mother Nature is much more likely to be murderous than motherly. Without attempting to make too much of
