"In the conceptual stages of engineering, benchmarking and empirical ratios are commonly the only references for estimating the production rate of greenfield projects. For underground mining projects, the lack of similar cases often makes the comparison difficult due to each project’s unique geology, rock quality or other singular characteristic. This paper discusses an analytical alternative for determining the maximum achievable production rate for underground stoping mining by modeling production as a continuous process. The results show that long-term maximum capacity depends exclusively on the achievable development rate and the development intensity of the design. In operations constrained by backfill, the development rate could be limited by the backfilling rate. Extraction rate and stope size only have impacts on capacity estimates during the ramp-up period.These findings allow shaping of the maximum capacity profile of a project. They can be used as a tool for quick assessment of conceptual capacities, and sensitivities of mining rates. Benchmarking tests compared favorably with projects, mines in operation and scheduling exercises. IntroductionA key consideration in the value proposition of a mining project is its capacity or production rate (Tatman, 2001). At a conceptual level, it is common practice to refer to empirical references (Taylor, 1986; Long, 2009), rules of thumb (de la Vergne, 2014), benchmark ing studies or consultant experience to estimate or validate a target value. There is, however, a lack of analytical methodology to guide an early estimate of the maximum capacity.Araneda and Gaete (2004) presented an interesting mathematical approach to estimate the capacity of panel caving mines. "More than 6,300 people attended SME’s 2016 Annual Conference & Expo in Phoenix, AZ and many of them made the trip to the conference to take part in the excellent technical sessions that are presented on a yearly basis by the Society.Holding true to form, this year’s conference was full of options. In fact, this year there were 121 technical sessions and 751 presentations to chose from. The following is a sample of some of the technical sessions as seen through the eyes of the editors of Mining Engineering and SME technical papers.SME Sections Sharing Success: Changing thePublic Perception of MiningThis session was a workshop on how several local sections were effective in getting the message out to their communities and schools about the value of the extractive minerals industry. Several sections shared their outreach successes, including the Mining in Society merit badge activities by the Minnesota Section by Julie Lucas and SME’s participation in the World Scout Jamboree in Japan by Frank McAllister.Dan Alexander highlighted activities by the Pittsburgh Section, such as preparing minerals kits and pamphlets for elementary school classes and regional science fairs. The West Virginia University Student Chapter used the kits as handouts at their local gem and mineral show. School speakers in full mining gear were especially interesting to the young children.Other speakers were Michael Linn, Paradise Valley Unified School District — Business and School Partnerships; and Greg Kruse, Central Wyoming Section of SME — What makes a successful section?Engineering Competency ModelAmerican Association of Engineering Societies and the U.S. Department of Labor, with a grant from the United Engineering Foundation, developed a guide to the set of skills necessary for success in the engineering community -- Knowledge – Skills – Abilities — needed for all disciplines.Various engineering societies are now writing the Tier 5 occupation-specific requirements. The Competency Committee is charged to write concise and discipline-specific mining engineering, mineral processing engineering, geological engineering, and geophysical engineering by Sept. 30, 2017."

"In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."

"This summary of international mineral exploration activities for the year 2015 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL) (Charlottesville, VA) database and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities performed by the mineral industry.Three types of information are reported and analyzed in this annual review of international exploration: budgetary statistics expressed in U.S. dollars provided by SNL; regional and site-specific exploration activities that took place in 2015 as compiled by the USGS; and regional events that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize planned company budgets for worldwide exploration activities in 2015 for 24 nonfuel mineral commodities and metal alloys and are based on company surveys. Surveys focused on precious metals (gold, platinum-group metals and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (diamond, graphite, heavy-mineral sands, lithium, niobium, rareearth elements (REE), tantalum, tungsten and uranium).USGS data compilations and analyses are based on information provided by USGS mineral commodity and country specialists, as well as industry contacts and published trade journals. The USGS data summarize exploration site data collected for more than 80 minerals and materials, with a focus on base metals, diamond and precious metals. The USGS analyzed available information to assess the level of exploration activity in 2015 and to report trends in mineral exploration activity for the period 2005 through 2015. These analyses identify where mineral exploration is occurring by commodity and region and the intensity of activity that is taking place in each region for selected mineral commodities, and determines those factors that most affect changes in exploration activity."

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. "The Mount Todd gold mine is located approximately 50 km (31 miles) north of the town of Katherine in the Northern Territory (NT) of Australia just off the Stewart Highway, and was operated in the 1990s until 2000 (Fig. 1). After cessation of mining operations, meteoric precipitation and acid rock drainage (ARD) associated with surface water runoff continued to report to the retention ponds across the mine site. In 2000, the mine site entered receivership and the NT government became responsible for the care and maintenance program. In 2006, Vista Gold Corp. (as Vista Gold Australia) acquired the rights to resume exploration on the mine site without the financial responsibility of the environmental liability. In January 2007, Vista Gold assumed the care and maintenance activities on behalf of the NT government, with the environmental liability remaining with the NT government, with the goal of reinitiating mining operations. A critical path component of the planned upgrades to the existing mine/milling facilities and infrastructure was the development of a cost effective treatment and dewatering program for the approximately 11 GL (2,900 million gal) of ARD stored in the Batman Pit (RP3), which has a maximum capacity of approximately 12 GL (3,200 million gal). The Batman Pit must be dewatered in order for Vista Gold to restart mining activities. The Batman Pit Lake had reached a maximum water depth of 104 m (341 ft) when Vista Gold initiated water level monitoring. It is important to note that the ARD water in the Batman Pit has been pumped into it from 2000 to 2012 under an NT government-approved environmental control program.The Batman Pit has virtually no connection to the local ground water regime due to the intensive silicification that accompanied the mineralizing event. In October 2012, just prior to treatment, the pit lake profile was characterized by uniform acidic pH (approximately pH 3.2) and oxic conditions (dissolved oxygen greater than 7 mg/L with depth (Fig. 2). The temperature decreased by approximately 4 °C (39 °F) between the lake surface and approximately 20 m (66 ft) deep, and remained near constant with increasing depth. This temperature difference is believed to be associated with an existing shallow mine bench at approximately 20 m (66 ft) deep around the perimeter of the pit. Similarly, electrical conductivity, an estimate of total dissolved solids, decreased by about 85 microSiemens per centimeter (µS/cm) from 2,800 to 2,715 µS/cm between 10 and 20 m (33 and 66 ft)."

"From April 22 to 28, the eyes of the tunneling and underground construction world will be on San Francisco, CA, as the world’s most influential underground construction industry leaders gather at the Moscone Center for the 2016 World Tunnel Congress.Recognized as the most important international annual meeting for the industry, the 2016 version comes to the United States for the first time in 20 years and will be hosted by the Underground Construction Association of SME (UCA of SME). The conference will be held in lieu of the UCA’s biennial North American Tunneling Conference and will bring the strengths and resources of the UCA of SME and the International Tunnelling and Underground Space Association (ITA). The result will be a conference with unmatched technical programming and a showcase of more than 200 exhibiting companies.A program committee led by Randy Essex of Mott MacDonald, Lonnie Jacobs of Frontier Kemper Constructors, Michael Mooney, of the Colorado School of Mines, Priscilla Nelson, of the Colorado School of Mines and Amanda Elioff of Parsons Brinkerhoff formed the program committee and worked for more than two years to build the program. The result is four technical sessions with five tracks in each session and 185 oral presentations.“One challenge was the sheer size of the group that would be assembled, perhaps 2,500 attendees or more, and the large number of abstracts we were likely to receive,” said Essex. “ We investigated extending the conference a fourth day, but that was not workable with the Moscone Center. We settled on having five concurrent technical tracks – something that has not been attempted in past NAT or RETC conferences to my knowledge. The next step was to develop suggested session titles that would span the breadth of subjects that would interest conference attendees as well as serve the conference theme.”"

"Water drawn from the Sacramento-San Joaquin Delta provides water supply to 66 percent of California’s population and supports the state’s agriculture industry. The existing through-Delta water system is outdated and unreliable with environmental risk to some fish and wildlife species. The Bay-Delta Conservation Plan (BDCP) has been established to environmentally retrofit and modernize California’s water delivery system through the Delta by restoring habitats, constructing new diversion points in the north Delta and providing a means to transport water supplies under the Delta, rather than through sensitive natural channels.Under BDCP, the Delta Habitat Conservation and Conveyance Program (DHCCP) has developed several alternatives to convey water from the Sacramento River in the north to the existing pumping facilities in the south Delta through an isolated conveyance system. The new conveyance system would become an integral part of the State Water Project (SWP) and the federal Central Valley Project (CVP) by transporting water to the export pumping plants for each of these projects. The DHCCP is managed by the California Department of Water Resources (DWR), while state and federal water contractors provide technical support to the program.The initial conceptual study efforts on the overall program commenced in 2007 and examined various options for the proposed conveyance system. Several conveyance alternatives were analyzed at that time. The Conceptual Engineering Report published on Oct. 1, 2013 identified the modified pipeline/tunnel option (MPTO) as the preferred alternative to be included in the BDCP environmental documents. MPTO includes three river intakes and pump stations along the Sacramento River, various sizes of pipelines and tunnels, junction structures and two forebays that are capable of delivering up to 4 million gpm (9,000 cfs) from the Sacramento River to the SWP and CVP. The river intakes are located near Hood in Sacramento County approximately 64 km (40 miles) from Clifton Court Forebay (CCF) in Contra Costa County. This route would cross portions of Sacramento, San Joaquin and Contra Costa counties. Figure 1 depicts the configuration of the MPTO alternative."

"Despite the difficult economic climate for the mining industry, more than 6,300 people joined SME for its 2016 Annual Conference & Expo in Phoenix, AZ, Feb. 21-24.Nearly every commodity has been bruised and battered during the past year, leading to one of the more difficult cycles for the industry in the past decade. Coal has taken some of the hardest hits and other commodities, such as copper and iron ore, have felt the sting of a slower growth in China and an oversupply on the market.The difficult conditions could not be ignored, but they did not deter SME from offering a forum for the industry to share knowledge, network with peers and learn about the best products and practices while visiting the sold-out exhibit hall (844 booths and 627 vendors) or while attending any of the 121 technical sessions that were offered.The current state of the industry was one of the overriding themes of the conference and during the challenging times there are often cutbacks as operations look to become leaner and more efficient, however, there is one area that cannot be cut – health and safety.The conference kicked off with a fascinating presentation from Colonel Mike Mullane, a former NASA astronaut who, in 1978, was selected as a Mission Specialist Astronaut in the first group of space shuttle astronauts. He completed three space missions and logged 356 hours in space aboard the shuttles Discovery and Atlantis before retiring from NASA and the U.S. Air Force in 1990.In his speech to a packed audience, he warned of the dangers of cutting corners to get the job done more quickly by guarding against the “normalization of deviance.”Normalization of deviance is a long-term phenomenon in which individuals or teams repeatedly accept a lower standard of performance until that lower standard becomes the norm. Usually, the acceptance of the lower standard occurs because the individual or team is under pressure (budget, schedule, etc.) and perceives it will be too difficult to adhere to the original higher standard. Their intention may be to revert back to the higher standard when this period of pressure passes. However, by getting away with the deviation from the higher standard, it is likely they will do the same thing when the same stressful circumstances arise again. Over time, the individual/team fails to see their actions as deviant."

"A commercially available through-the-earth (TTE) communications system was evaluated at an underground coal mine in eastern Kentucky. This field study was conducted as part of a larger multisite evaluation of available TTE systems. The mine detailed in this paper was idled at the time of the study, which provided the nearest practical representation of a postevent mine shutdown environment. For this study, surface-to-underground and undergroundto- surface communications were tested. Standard deployments of the TTE system using the manufacturer’s recommended procedures were able to achieve clear communications between underground and surface locations. Other arrangements of the units yielded mixed results. Future experimentation is planned to further examine the phenomena observed at this mine IntroductionThe ability to establish effective communication between surface and underground personnel after a mine event is essential for both evacuation and rescue efforts. Current wireless underground communication technologies are reliant on intermediary physical infrastructure, such as antennas and repeaters, to enable underground communications. As such, communications are easily disabled during a mine event because of the inherent vulnerabilities to physical damage (Damiano, 2012; National Academy of Engineers, 1970; Yenchek et al., 2011). A true emergency communications system would function regardless of a mine’s physical state. Through-the-earth (TTE) wireless communication technology only requires the use of a single transmitter and a single receiver to achieve point-to-point communication through solid strata. With this capability, TTE systems have the potential to serve as a true emergency communications platform."

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."

"Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5 °C (-8.5 °F) to a high of 13.6 °C (56.4 °F), while in situ ore temperatures ranged from -0.5° to about -1.5 °C (31 ° to 29 °F). The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary.Modeling objectivesThe successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. Thermodynamic modeling of the heap provides the means to quantify the effectiveness of these different operational parameters on maintaining the required operating temperatures to avoid freezing within the heap. Resumen ¦ Un sistema de comunicaciones “a través del suelo” (TTE) comercial y disponible fue evaluado en una mina de carbón subterránea en la zona Este del Estado de Kentucky. Este estudio de campo fue realizado como parte de una evaluación multisitio mayor de sistemas TTE disponibles. La mina detallada en este estudio se encontraba paralizada al momento de la evaluación, lo que proporcionó la representación más cercana a la realidad del medio ambiente en una mina luego de una operación de cierre. Para este estudio se probaron las comunicaciones superficie a subterráneo y subterráneo a superficie. El despliegue estándar del sistema TTE usando los procedimientos recomendados por el fabricante logró obtener comunicaciones claras y nítidas entre el socavón y la superficie. Otras disposiciones de las unidades arrojaron resultados mixtos. Existen planes para examinar más los fenómenos observados en esta mina.

"Rapid population growth and scarcity of space have led many developed cities to bury supply facilities. In line with this, utility tunnels have been employed in Korea since the 1970s. However, approximately 70% of structures were installed more than 20 years ago, in response to the issue of ageing, tunnel enlargement has been proposed. The aim of this study is to investigate geo-mechanical behavior due to tunnel enlargement. Tunnel enlargement methods have been researched to suggest a optimal method. A finite element analysis is conducted to evaluate ground behavior by the expansion of internal space. Vertical displacement and settlement trough width are investigated according to ground stiffness and different enlargement size. It was determined that displacement is affected by the enlargement size and ground stiffness. Based on the deformation results obtained from the numerical analysis, it is possible to predict ground behavior and stability upon tunnel enlargement. INTRODUCTION Various infrastructures such as electric lines, communication lines, gas pipes, and water pipes are jointly accommodated by utility tunnels. These utility tunnels improve the aesthetics of urban areas and help ensure stable supply. The first utility tunnel in Korea was adopted in 1978 and new tunnels are still being installed with the development of new suburb cities. Nevertheless, about 70% of the utility tunnels were installed over 20 years ago and they are still being used through ongoing repair. Moreover, 90% of utility tunnels were installed before 1995. With aging of the nation’s utility tunnels various problems such as concrete deterioration and scarcity of capacity have arisen. As solution, reconstruction has been considered. Reconstruction can enlarge space and improve the performance by replacing existing structures. For reconstruction, two routes have been proposed: underground excavation and cut and cover. In order to avoid traffic problems caused by road occupation and civil appeals during construction projects, underground excavation is the more attractive option. Tunnel enlargement methods have been classified (Seo et al., 2008; An et al 2013) and major considerations during tunnel enlargement have been outlined (Beak et al., 2007). Enlargement construction cases on road tunnels around the world were introduced (Kim et al., 2012) and the deformation curve during tunnel expansion was proposed to investigate the range of protection that should be offered (Kim et al., 2008; Beak et al., 2011). However, tunnel enlargement technology is limited to road tunnels and railway tunnels. Hence, a study on shallow box tunnel enlargement is required for practical application."

"In response to a severe regional drought and in preparation for the further decline of water levels in Southern Nevada’s Lake Mead, the Southern Nevada Water Authority (SNWA) built a new intake system to ensure water supply to Las Vegas and its surrounding communities. In 2015, design began on the Low Lake Level Pumping Station (L3PS) that will move the water from this lower intake, ensuring operability of the water delivery system despite these declining lake levels. The L3PS Project includes a 159-meter-deep shaft, a large underground chamber, and 34-each 152-meter-deep, 2.4-meter-diameter drilled well shafts to be constructed in highly faulted and fractured ground. The Construction Manager at Risk (CMAR) delivery method was chosen to facilitate early contractor involvement in the design process to address the significant challenges and risks anticipated on this US$650 million Project. This paper describes the CMAR selection process; the CMAR involvement during design and benefits resulting from that involvement; and the unique collaborative effort among the owner, engineer, program manager and CMAR used to evaluate and select the best design approach, preferred underground construction methods, and coordinated geotechnical baseline report. PROJECT BACKGROUND AND NEED Seven of the United States’ western states rely heavily on the Colorado River and its tributaries for their water supply. The primary source of water for the Colorado River is winter snow that falls in the mountains ringing the Colorado River Basin. Flows in the Colorado River vary significantly from year to year, depending on the amount of snow and rain deposited in the basin. Beginning in the year 2000 and continuing to the present, snowfall has been well below documented historical averages and Colorado River flows have diminished."

In this study at a mineral processing plant, to reduce respirable dust concentrations in a control room which had no cleaning system for intake air, a filtration/pressurization system originally designed for enclosed cabs was modified and installed. Eighty-seven percent of submicron particles were reduced by the system at static conditions, meaning that greater than eighty-seven percent of respirable dust particles should be reduced. The particle size distribution for respirable dust particles are greater than for submicron particles, and filtration systems usually are more efficient in capturing the larger particles. A positive pressure near 0.02 inches of water gauge was produced which is an important component for an effective system and minimizes particles (e.g. dust) from entering into the room. The intake airflow was around 118 cfm, which is greater than the airflow suggested by ASHRAE for acceptable indoor air quality. INTRODUCTION Chronic overexposure to respirable silica dust (particle diameter < 10 microns) leads to a progressive lung disease known as silicosis. Workers who develop silicosis have an increased incidence of lung cancer and pulmonary disorders. In June 1997, the International Agency for Research on Cancer (1) found sufficient evidence to declare that inhaled crystalline silica in the form of quartz and cristobalite is carcinogenic. Mining is one of the leading industries for occupational exposure to silica dust (2-7). Control rooms located in dusty areas in some mines are of particular concern (8). Many mineral processing operations utilize operator’s compartments and/or control rooms to house workers who are performing particular job functions. Most industrial processing mills have rooms where a worker looks out over the facility and has direct control over the product flow throughout the entire building. In addition, primary crusher operators are often located in a compartment from which they are able to view the primary crushing function. Their job is to control when trucks dump into the primary jaw crusher and the rate of feed of the ore from the hopper into the crusher. Many of these control rooms and operator booths do not have filtration systems capable of cleaning air entering the control room or booth, which can result in elevated concentrations of dust in the room or booth. To reduce the dust concentrations in these rooms, it would make sense to clean the entering air with filtration/pressurization units similar to those proven to provide a clean environment in enclosed cabs."

"Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."

"Language barrier in a workplace affects workers’ productivity and safety. The objectives of this paper are to: (1) review the various approaches for breaking language barriers among miners; and (2) analyze the costs and benefits of these approaches, and make recommendations on the way forward. The authors achieve these objectives by reviewing the current approaches in breaking language barriers among miners. The review reveals that some of these approaches can be expensive with less benefits. Thus, it is concluded that mining companies should carefully select the optimal approach to break language barrier. INTRODUCTION Multi-national mining companies have expanded their operations into non-traditional mining destinations to grow and meet market expectations. For instance, Newmont Mining Corporation has about 14 operations and projects located in Africa, Asia, Australia and America (Newmont Mining Corporation Operations and Projects, 2015). Similarly, Freeport-McMoRan operates about 14 mines in North America, South America, Southern Asia, and Africa (Freeport-McMoRan Inc., 2015). Some mining companies have also attracted expatriate workers into their workforce. For example, Ma’aden, the Saudi Arabian mining company, in its 2013 annual report states that 34% of its total employees are expatriates (Ma'aden, 2013). Expatriates constitute a key source of skilled labor and facilitate skill transfer. The success of many international operations relies greatly on expatriate performance (Erbacher, D'Netto & Espana, 2006). Even companies that do not expand their operations into other foreign countries still have to deal with language barriers due to changing language demography of the country and the areas from which labor is sourced. For example, the language composition of the workforce and languages used in South African mines is diverse with miners proficient in Afrikaans, English, Zulu, Xhosa and others to varying degrees (Research Focus (Pty) Ltd, 2011). As a result of these trends, most mines today operate with a multinational workforce. This means cultural differences, including language barriers, exist among the miners. Marschan-Piekkari, Welch and Welch (1999) emphasize the fact that language problems become prominent as companies internationalize and grow their operations into more countries. According to a survey by Forbes, language barrier affects operations. For example, business owners acknowledge that language proficiency may promote a safer work environment (Rubin, 2011). A research has shown that language and cultural barriers in a workplace contributes to reducing workers’ productivity, increasing accidents, and hurts employers’ ability to recruit, hire and retain workers (Morris, 2002). Hence, mines are making efforts to break language barriers in their operating environments. Ma’aden, for instance reported in 2013 that 1,506 of its employees received training in English as a second language (Ma'aden, 2013)."

"The City of Ottawa’s Combined Sewage Storage Tunnel consists of two interconnected tunnels totaling 6.2 km with a diameter of 3m including access shafts and hydraulic structures which connect to the City’s most critical sewers. This tunnel will be built 15m to 30m below ground in the downtown core adjacent to, and crossing below, the Light Rail Tunnel, which introduces additional considerations in terms of sequencing and risk mitigation. The City embarked on a unique Procurement Process to address the risks involved with a large tunnel project and those associated with tunneling below downtown, underneath and adjacent to UNESCO World Heritage Sites, and connecting to live critical sewers. This paper describes the unique procurement approach employed and the contractual risk mitigation measures developed to provide the best value while minimizing risk. Specific features include Market Sounding, using a Fairness Commissioner, Contractor Prequalification and Risk Mitigation Measures in the Tender documents. INTRODUCTION This paper describes how the City of Ottawa (the City) and the project design team developed a strategic Procurement Process and Tender that incorporated industry best practices for technical and contractual risk management for the Combined Sewage Storage Tunnel (CSST) project. The process was unique in that, while it employed a systematic review of project risks, it also solicited input from industry, stakeholders and provincial and federal partners to develop the request for Tender for this traditional design-bid-build project. Key drivers for this approach were initiated from the City’s concerns for cost control, cost certainty and overall project risk mitigation. To address these concerns, the City implemented the risk review and mitigation process right from the project design team selection. It was critical that the project design team embraced this risk management philosophy and carried it through each phase of the project. This paper serves as an excellent resource for municipalities or other owners embarking on a similar tunnel project, on how to properly apply industry best practices and the benefits of using them."

"The objective of this research is to develop and apply computer models to evaluate the potential lightning impacts on underground coal-mining. These models can then be utilised to assist in the design of effective controls. This project will provide a significantly improved level of knowledge and control over current lightning abatement techniques. The findings may also be applied to open cut and coal preparation situations. Computer modelling identified that by isolating cased boreholes from underground conductive media such as roof mesh, and placing spacings between roof mesh the risk of an ignition can be reduced by more than a factor of ten. These controls should be applied in conjunction with minimising the potential for a flammable atmosphere to exist underground and ensuring that there is no transmission medium for the lightning to reach the atmosphere. INTRODUCTION The objective of this research was to develop and apply computer models to evaluate the potential lightning impacts on underground coal-mining. These models could then be utilised to assist in the design of effective controls. If successful this project would provide a significantly improved level of knowledge and control over current lightning abatement techniques. The direct potential for harm from lightning has long been recognised for the surface facilities of coal mines. However recent events at Blakefield South in NSW on January 5 2011 (DTI, 2011) and at Sago mine in the USA in 2006 (MSHA, 2007) have suggested that there is potential for lightning to cause significant damage to the underground workings of a coal mine. A very detailed analysis carried out by as part of the MSHA investigation into the SAGO disaster by Sandia Laboratories identified at least ten other incidents over the past thirteen years where lightning had probably caused the ignition of a sealed goaf area of a mine (SANDIA, 2011). In addition there is a long history of lightning related incidents in South African coal mines (Geldenhuys, 1985). Fortunately in those cases no lives were lost. The event at Blakefield South has suggested that there may be the potential for ignition to occur in an active longwall goaf. The potential for a lightning strike to ignite a flammable atmosphere in an underground coal mine has been demonstrated from the past experience both here and overseas. It requires three things: • Lightning • A mechanism to convey the lightning underground to the flammable atmosphere • A flammable atmosphere."
