The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick's Law, which was clearly not correct in the light of modern fracture theory; • Rittinger's Law, which was also clearly not correct; • Bond's Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger's Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. The major problems are identified the high phosphorus content and the fine dissemination or encapsulation of mineral impurities, in, ,the iron bearing minerals, A process which combined extreme fine grinding techniques with magnetizing roasting or flotation separation methods, is suggested. By these methods concentrates assaying 60-61 percent Fe exceeding the widely accepted upper limit of 56 percent Fe set for these ores, were produced with 75-90 percent iron recovery. Moreover it was shown that the phosphorus content of these concentrates could be reduced from 0.25 to 0.03 percent phosphorus by acid leaching. A brief discussion on production costs based on current and future developments in iron ore processing is given.

In this paper, the old and the new commercially available reagent chemistries for the improved flotation of sulfide minerals will be summarized. The reagent classes discussed are those that meet three criteria: 1) they are being commercially used and/or large scale plant tested in North America in the last few years; 2) they are clearly different in chemical structure than commonly used commercial reagents of the last few decades and are not simply mixtures of existing reagents and/or simple changes in cation, alkyl group size, etc. and 3) the structural formulae are clearly specified in the public literature.

Mine floor failures, such as floor heave and floor buckling, occur frequently in underground coal mines where soft mine floor exists. The types of failure can usually be classified into two categories; shear punching failure and tensile failure. A model based on the Winkler's elastic foundation is proposed in this paper for floor stability analysis. The model considers material properties of floor strata, in-situ horizontal stress, pillar size, entry width, and configuration of multiple-entry system and predicts stress conditions in the mine floor based on given in-situ mining and geological conditions, as well as deformation of the mine floor. This information is used to predict possible failures of mine floor by comparing the strength of mine floor with its stress condition. The validity of the model is verified by in-situ data described in this paper.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

In the process of mining coal today, our greatest asset, the coal miner, is faced with the indirect and direct consequence of underground mining operations. The indirect considerations may be the rank of the coal seam, the amount of overburden, geological factors, seam permeability and cracks. The introduction of newer, bigger and faster coal-producing face equipment having the capability to cut or rip through the bedding planes, cleats and micropores of the coal seam brings about rapid liberation of gas accompanied by greater concentrations of coal dust, has exerted a direct consideration and greater demand upon mine ventilation systems and dust control. The purpose of mine ventilation is to provide sufficient pure air to the miners working underground and to dilute, render harmless, and carry away all the dangerous and noxious gases. The mining operations which create coal dust are cod cutting, drilling, blasting, loading, hauling, dumping and movement of face equipment. The created fine dust causes the propagation of explosions. When quantities of coal dust with no methane present are raked in a sufficiently dense cloud in the presence of a source of ignition, an explosion is possible.

Microorganisms have been widely used for hydrometallurgical operation and effluent treatments(Smith, et. al., 1991a; Gadd, et. al., 1986; Darnall, 1986; Paponettis, et. al., 1991; Mihaylov, et. al., 1991; Rusin, et. al., 1991; Noble, et. al., 1991; Yang, et. al., 1991). In recent years there is a growing interest in using microorganism for flocculation of minerals fines and flotation collector (Smith, et. al., 1991b, 1991c; Misra, et. al., 1991a, 1991b, 1992a, 1992b). It is envisioned that the utilization of nonpathogenic microorganism and/or extracellular surfactant derived from microorganism as a flotation collector will replace some of the environmentally toxic flotation collectors and at the sometime improve flotation efficiency. The selection screening, and judicious selection of appropriate microorganism as flotation collector has been a challenge to process engineers. Over the past five years, continued research at the University of Nevada has shown that certain microorganism Mycobacterium phlei (M. phlei) can be a good flocculating agent and has potential to be used as a flotation collector (Dubel, et. al., 1992; Misra, et. al., 1991a, 1991b, 1992a, 1992b; Smith, et. al., 1991d; Chen, et. al., 1992a, 1992b)).

Immediate detection of methane buildup or of sudden liberation of large quantities of methane in the face area is essential to avert disasters in coal mines. Proper timely detection and handling of methane have always presented problems in extremely gassy mines, and these problems have been magnified by present accelerated mining methods. Strict rules and regulations have been established by coal-mining companies, States, and the Federal Government, which provide for periodic inspections for methane in face areas when electrical equipment is working. Other provisions require the operator' to shut down electrical face equipment and change or adjust ventilation when more than 1.0 percent of methane is detected. Nevertheless, human failure to detect such conditions has been responsible for numerous ignitions arid explosions Recognizing this fact, Marling J. Ankeny, former Director of the Bureau of Mines, proposed in 1958 the development of an automatic methane-monitoring device. He envisioned such a device as being entirely dependable, capable of giving a warning when a predetermined concentration of methane in air is reached, and capable of deenergizing the equipment and rendering it inoperative when a dangerous concentration of methane is present in the air. Such a device has been developed by the Bureau of Mines Health and Safety Research and Testing Center in Pittsburgh, Pa.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

The results of an experimental research program to measure the non- Darcy flow coefficient as a function of temperature and overburden pressure are presented. The experimental values of the non-Darcy flow coefficient were measured over a temperature range of 70-200°F (21°-93"C)and overburden pressures of 1000-4000 psia (68-272 atm). The data obtained confirm that the non-Darcy flow coefficient is a function of rock and fluid properties and is not solely dependent upon the former has been routinely assumed in the literature.

The Surface Mining Control and Reclamation Act of 1977 (SMCRA) and the regulations promulgated for that "Act" have resulted in changes to surface mining operations in order to comply with the stringent federally enforced reclamation requirements for prime farmland. In many instances the operator has modified surface mining operations to meet the prime farmland requirements through changes to mining equipment operation, addition of new equipment targeted for reclamation or the use of totally different mining techniques. The major challenge to mine operators has been how to use existing mining equipment to meet the requirements of the "Act." Freeman United Coal Mining Company opened the first new large surface coal mine in Illinois following passage of the "Act." The Industry Mine, located near Macomb, Illinois started mining operations during March of 1982 and was required therefore, to meet all of the requirements of the "Act" including prime farmland restoration. At the Industry Mine a shovel and a cross-pit bucket wheel excavator (wheel) are used for overburden removal and the wheel is addition- ally utilized to assist in reclamation operations. The wheel mines the subsoil thereby elliminating scraper placement of that subsoil and the attendant compaction problems with scraper placed subsoil. The wheel is used to convey topsoil stock- piles from the highwall to the mined overburden in order to lessen scraper traffic and possible compaction on the graded overburden during top- soil removal and replacement. Close control of the operation of the wheel yields more uniform wheel spoil ridges which then require less grading prior to topsoil replacement.

Advances in inexpensive computer automation led to the development and utilization of a computerized ore control system at Cyprus Coppers tone Gold Mine near Parker, Arizona. These new ore control practices improved accuracy, performance, and productivity of the ore control effort. An automated system for data collection, including bar coding of blast hole samples, laboratory analysis, data management, grade estimation, cut delineation, and ore zone stakeout, plays a major role in ore control practices. This is of particular interest because of the large amount of blast hole information being processed, analyzed, and reported daily.

Because mineral matter is finely distributed within the matrix, Nigerian Labia coal is nonresponsive to conventional processing techniques. However, testing has shown that Lafia coal can be upgraded by selective oil agglormation. The optimum oil concentration was found to be 10 mL of paraffin per 25 g of coal. A product containing 6% ash and 1.9% sulfur was obtained with a yield of 90%. Optimum results were achieved with a grinding; time of from 2.5 and 3 hrs, which produced a 98% -400 mesh product. However, further grinding wars found to be deleterious to the process. Also, high pH adversely affected concentrate yields. Utilizing kerosene as a bridging liquid, a product containing 4% ash and 0.33% sulfur was achieved at a natural pH of 6.3 with a yield of 85%. At pH 9 and 10, a product containing 4.5% ash was achieved with a yield of >90%.

Object oriented programming has been developed to model the way we think about the world. It allows higher levels of abstraction, generalization and classification than many other programming techniques. Some tools of object oriented design and programming are encapsulation, classes, inheritance, modularity and reusability. Expert systems have been used for years to implement process control strategies in the minerals industry. Expert systems allow process control knowledge to be expressed in linguistic rules that are processed by an inference engine. Expert systems which employ object oriented design and programming provide new opportunities for real- time process control. The concepts of object oriented programming and an example object oriented expert system are discussed in this paper.

Comminution is an old art. Unfortunately the analysis of the unit operations has been handicapped by the lack of both theoretical and experimental information. Two types of infor¬mation are needed, one an understanding of what happens when a particle breaks in a brittle manner; and two, an understanding of what happens when the daughter fragments pass through the mill. This paper is concerned with the former, the catastrophic fracture of a brittle solid. Recently, successful theoretical attacks on the frac¬ture of brittle solids have yielded significant-results. New experimental techniques are yielding insight into the physical phenomenon occurring during brittle fracture. Many of the re¬doubtable shiboliths of the last century are either being laid to rest or verified.

The telephone rings at 3:20 a.m. and an exasperated voice on the other end says, “There’s been a mine explosion at Mine No. 5 and we have not heard from three units of men!” Twenty-three minutes later, the phone rings again and another panicked voice says, “There’s something wrong at the slurry impoundment, the pool level has just dropped five feet and we’re trying to figure out what’s wrong!” Thirty minutes later, the mobile phone rings and an excited security guard says, “We have reports of thick black water running down both the right fork and left fork of Straight Creek and both seem to be rising in the banks!” As if this isn’t enough excitement, the mobile phone rings again and a stressed company official says, “I just heard a report that black slurry is running out of the portals of XYZ Company No. 2 Mine, which is adjacent to our No. 5 Mine!” Is this all some kind of dream or nightmare? More importantly, however, if this could happen, what on earth do you do? Although we all like to think that “It can’t happen to me,” we all must admit that mine explosions do happen, slurry impoundments can rupture and creeks can flood with black water causing damage to others, including competitors. Your response must be quick, cool-headed, calculated and effective. This paper will examine the issues, concerns and ramifications of this hypothetical “disaster” and then present a systematic crisis management response. While each situation is different, there are general guidelines for forming an effective plan of action.

"Repairing and replacing the nation’s aging and crumbling infrastructure has become a major issue with the American public. It is no secret that the upkeep of roads, tunnels, bridges, and water and waste water facilities has been neglected for decades. Cities, states and towns across the United States are now grappling with these issues, ones that will take decades and billions of dollars to fix.Because of this infrastructure issue, the North American tunneling industry is flourishing. Cities across the country are looking to go underground to alleviate traffic issues, transporting water and waste water to more people in more efficient ways.In October, the seventh annual Cutting Edge conference was held in Atlanta, GA. Put on by the Underground Construction Association of SME and Britain’s Tunnelling Journal, about 175 tunneling and underground construction professionals from around the world attended. Attendees included owners, designers and contractors. An accompanying exhibit included 28 companies.The theme of the two-day conference was Advances in Tunneling Technology. Speakers examined the latest advances in tunneling technology, its methodology and how these advances can be harnessed to assist upcoming major tunneling projects. The conference featured a tailored, high-end, single-track program of subject-specific presentations that focused on innovation and practical experience. Two in-depth panel discussions at the end of each day were also included.Patricia Mulroy was a keynote speaker on Monday. She is senior fellow for climate adaptation and environmental policy at The Brookings Institution. Like many others, Mulroy believes the U.S. infrastructure in in a state of disrepair. But, she said, no one wants to talk about it. “We need to have a conversation about infrastructure. We cannot be afraid to talk about building it and the cost.” For this to happen, though, the nation needs leadership."

Geologic condition is one of the most important factors for longwall mining operations, especially, the existence of faults limits the mineable area, or cause stress variations at the longwall face. Recently, a longwall panel passed through a fault at the Shoal Creek Mine of Drummond Company, Inc. The fault was situated diagonally along the longwall face and the coal seam was displaced up to 2.4 m (8.0 ft) in a mode of a normal fault. LoSCoMS (Longwall Strata Control and Maintenance System) was used for monitoring shield pressure every minute and interpreting data in terms of setting, developing and final pressures. The results of the analysis regarding the influence of the fault on the shield pressure are presented.
