The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

A technique is presented for simple characterization of the performance of flocculents in various mining applications. The method utilizes three key parameters obtained from raw settling data and combines them into a single athematical parameter called the desirability coefficient. The first two parameters are the timesrequired for the slurry-supernatant interface -to fall to two selected fractions of the starting height, and the third is the clarity of the supernatant liquid. The relative values of the three parameters may be assigned different weights in order to make them correspond with laboratory and field performance requirements of a particular industry. Provision is also made of an, internal comparison of test flocculant data with that of a control.

Rock bolting as a method of support continues to increase with applications in many other industries in addition to mining. Nevertheless, with nearly 55,000,000 roof bolts installed in coal mines alone last year, this remains as the single greatest use. While bolts have frequently supported ground where conventional timbering could not, there are relatively few design criteria; and trial-and-error procedures prevail. Furthermore, development of suitable instrumentation that is simple to install and readout, sensitive, durable, reliable, safe and economical in evaluating the effectiveness of a bolt over long periods of time lags behind. Therefore, the pull test continues to be the most popular method of evaluating the applicability of a certain type of roof bolt under specific installation conditions. At Penn State in the Department of Mining, research has been conducted for a number of years to measure bleedoff in carefully controlled laboratory experiments as well as in underground investigations.1,2,3,4 Unfortunately, most of the instrumentation developed has been primarily suitable only for research purposes, not possessing all of the aforementioned characteristics desirable for routine underground use. Other groups also have met with restricted success. Therefore, while relatively crude, the torque wrench continues to remain as the most widely used load measuring device. While both field and laboratory tests continue to be conducted, analytical analyses are attempted to discover the more important design parameters in order that more efficient anchorage might be devised.

The White Pine Mine is situated in Ontonagon County, approximately six miles south of Lake Superior, in the Upper Peninsula of Michigan (Figs. 1 and 2). The ore body mined by White Pine Copper Company occurs in the lower - most 20 to 25 feet of the Nonesuch formation, a series of middle - to upper Keweenawan shales, siltstones, and sandstones. This paper elaborates on the solution of problems in ore grade control and mine planning arising from the presence of an essentially barren sandstone stratum within the ore body.

The Andacollo gold mine is located near the town of Andacollo (population 14,000 people) in Chile’s region four. It is about 56km (35 miles) by paved road from the coastal city of La Serena. Santiago is about480 km (300 miles) south. Site elevation varies between 1,000 and 1,280 m(3,300 and 4,200 ft). The climate at the Andacollo site is moderate but arid. Average annual rainfall is only 130mm (5 in.). Because there is little rain and the temperature varies only a few degrees (14 to 24 C or 57 to 75F), there are no problems with freezing, solution dilution or pad saturation. The climatic conditions are ideal for heap leaching.

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.

A high seam geologic condition exists at Jim Walter Resources No.4 mine which requires immediate rib support after a continuous miner cuts a place, High seam mining heights are typically 2.4 to 2.6 m (8 to 9 it) and a thick rock layer is present in the upper portion of the coal rib side. The 610 m (2000 ft) mining depth at No. 4 mine induces horizontal rib line movement after excavating an entry. Horizontal rib movement greater than 30.5 cm (12 in) have been noted. When lateral movement occurs in the high seam areas, the thick rock layer, and the coal above the rock layer, become fractured and tend to roll into the entry. If not adequately supported, large rib rolls develop in the place being bolted as well as in previously mined areas which endanger men and equipment. To control this situation rib support must be installed in the roof bolting operation as the bolting crew works towards the face. A rib control system has been developed for this high seam mining condition utilizing a mechanical anchor bolt placed at an angle in the rib and installed with a modified Fletcher DDFI- 15 bolting machine. Over 120 km (75 mi) of entry have been supported with angle rib bolts. These angle bolts constitute 43 to 60% of the total roof and rib bolt footage in the high seam port- ions of No.4 mine. The angle rib bolting system has proven safer, more effective, and more efficient than the earlier support method employing bolts installed horizontally into the rib. No rib roll accidents have occurred since the angle drill bolting machines were placed in service in 1981. By securing the broken rib material with an angle bolt anchored above the coal pillar, a more effective means of rib control is achieved. Angle rib bolting does not interfere with continuous miner productivity. In addition, bolting crews are now reduced from three to two people and the total drilling supply costs are approximately 60% the previous cost, when compared to the previous support method using horizontal rib bolts.

Open cast surface mining requires blast hole drilling with many interesting facets in order to achieve mine planning forecasts. Interestingly, no single method or combination of theoretical hypothesis of mining economics is right for all conditions. On occasion mine planners introduce a project with little or no regard to drilling and blasting. Generally, drilling and blasting costs are a significant percentage of total mine overhead. One such drilling and blasting method which can be utilized to reduce overall mine expenditure is inclined or angle hole drilling. One must bear in mind, that angle hole drilling per-se mill not reduce costs, unless a set of required circumstances is met. An attempt will be made to detail when conditions of the mine design criteria dictate the use of angle drilling.

The angular spiral lining system reduces energy consumption and grinding media consumption in grate discharge ball mills. This paper discusses the effect of this lining system on mill product size distribution. Performance comparisons of a grinding circuit outfitted with angular spiral liners in the ball mills are made with respect to standard double-wave liner installations. The angular spiral lining system was developed by Waagner-Biro of Austria. The installation of this lining system at Magma Copper Company, San Manuel, Arizona, is the first of its kind in a grate discharge ball mill used for wet grinding.

Ultra fine grinding is becoming increasingly used in the mining industry over recent years. The development of large-scale units for high volume grinding of low value materials and concentrates has opened up new areas of economical metal extraction. The ability of stirred vertical mills to produce very fine particles with high surface areas, is providing mine operators with novel extraction possibilities within gold concentrate regrind for Biox or leach feed, Activox autoclave feed preparation and lime slaking operations. The paper will review design, operational and maintenance aspects of ANI-Metprotech stirred vertical mills, comparing these to tower mills, horizontal bead mills and attrition mills.

Computer simulation models of working mines can be a great benefit to mining engineers. Such models have been used in mine planning (how many trucks-shovels to have, when to add new equipment, etc.) and mine design (should a dispatch system be purchased, where is the optimum location, for mine equipment, etc.). A simulation model can be thought of as a dynamic representation of the mine. It can be easily changed to reflect a variety of situations. A major problem for the engineer is how to present the results of the simulation study. This has now been overcome by means of animation to present the results of the simulation. The main simulation languages in use for discrete system simulation are SLAM, SIMAN and GPSS/H. Each has animation with SLAMSYSTEM for SLAM, CINEMA for SIMAN and PROOF for GPSS/H. Animation with SLAM and CINEMA have been on the market for several years whereas PROOF is a relative newcomer and has features not found in other animation software. This discussion will be confined to PROOF. Some of the comments will apply to all simulation and animation software.

The conditioning of phosphate flotation feed with anionic flotation reagents was identified as a high- priority research topic during a beneficiation work- shop sponsored by the Florida Institute of Phosphate Research (FIPR). FIPR subsequently solicited research proposals to identify the mechanisms of reagent adsorption, to determine scale-up relationships for conditioner design, and to investigate the effect of conditioning variables on reagent adsorption and flotation performance. The two-year research project was awarded to Jacobs Engineering. Somasundaran, Inc., the University of Florida Mineral Resources Research Center, and the U.S. Bureau of Mines assisted Jacobs. Two mechanisms of anionic collector adsorption were detected by spectrographic analyses and confirmed by microcalorimetric measurements. The mechanisms provided a sound technical basis for the empirical practice of conditioning phosphate flotation feed at a high percent solids. Tests performed in laboratory and pilot-scale agitated tanks indicated that power intensity may be used as a reliable scale-up parameter for anionic conditioning of phosphate slurry. Excessive agitator speed during conditioning was found to be detrimental to anionic flotation performance. Some dimensional ratios of anionic conditioners were found to be consistent with good utilization of agitation energy. Laboratory conditioning and flotation tests demonstrated that adsorption of collector onto phosphate and the subsequent recovery of phosphate in anionic flotation were significantly influenced by the quantity and quality of water used in conditioning. Conversely, the quality of water used in flotation was more influential on the recovery of quartz in the concentrate. A comprehensive survey of anionic conditioners and conditioning practice in the Florida phosphate industry was also performed during this project. The study clearly showed that flotation testing with laboratory conditions typical of scientific research gives different results than laboratory testing with simulated plant conditions. The effects of test conditions on laboratory test results should be carefully considered by investigators planning and conducting applied research.

Experimentation was per formed on the flotation of apatite and dolomite separately using anionic collectors in the presence of Mycobacterium phlei. Also, the flotation of mixtures of dolomite and apatite in the presence of anionic collectors and in the absence and presence of the bacterium were studied. It was found that M.phlei functions as a depressant for both minerals. However, it functions as a better depressant for dolomite than for apatite. Experimentation was extended to two different Florida dolomitic phosphate rocks. In this investigation a concentrate grade of less than 1.0% MgO was achieved with a 75% P2O5 recovery.

The limestone deposit of Gâsgruvan, Sweden contains around 89.2 per cent of calcite. Conventional and column flotation studies have been carried out using sodium oleate and modified fatty acid collectors in the presence of sodium silicate modifier. The effects of collector and silicate concentrations, and particle size on the flotation response of calcite have been investigated. The results have been discussed in comparision to the performance of conventional and column flotation cells. The feed size is found to be a significant factor to achieve a high grade calcite concentrate either by conventional or by column flotation. The loss of selectivity at fine particle sizes is examined using a modified DLVO theory.

The current limit to power transmission for grinding mills through one mill pinion is approximately 7,500kW. Above this power rating either twin pinion arrangements or Gearless drives are required. The SMTP concept was developed to overcome this limitation by using two pinions with a single large drive motor. The SMTP mill drive offers major advantages in capital cost and greatly simplifies plant layouts, while using an innovative adaptation of industry-proven single helical gearing. Through the use of a single motor, provision of variable speed drive is greatly simplified. The SMTP can also be used for significant power upgrades on existing mills.

Although fraught with problems of completeness and comparability, statistical measures of mineral exploration in the United States point downward for 1985 and 1986. Exploration expenditures in the US domestic and Canadian companies have dropped steadily from a 1981 peak of about $400 million to about $190 million in 1985, according to a recent survey of exploration statistics by the Society of Economic Geologists (SEG). These totals have been adjusted to account for differences in the estimated coverage of exploration activity by each year's SEG survey. This survey is now supported by the US Bureau of Mines and the US Geological Survey (USGS). The drop in current dollar amounts does not take into account the effects of inflation, which would make the decline even more substantial. Metals Economics Group of Boulder, CO reported in its Mine Development Bimonthly that announced exploration budgets for 1986 indicated an even larger drop for the past year. Worldwide expenditures for companies covered by the report dropped from about $800 million to $750 million from 1984 to 1985 and plummeted to about $600 million in 1986. Exploration activity has been declining since about 1981. This has been due in large part to low prices for base and ferrous metals. Exploration budgets of mining subsidiaries of oil companies have plunged as parent companies try to conserve cash in the face of the sharpest decline in oil prices in nearly 40 years. Mining subsidiaries of petroleum firms that were either liquidated or divested recently include Anaconda (Arco), Getty Mining (Texaco), and Cyprus Minerals (Amoco). Exploration expenditures in Canada increased in 1984 in regions where gold is a traditional target. But there was little change in 1985, based on preliminary statistics from a federal government report (Energy, Mines and Resources Mineral Bulletin MR 211, 1986). Claim staking in Canada dropped 23% from 1983 to 1984 and declined slightly in 1985. Diamond drilling increased in 1984 to the record levels of 1980 and 1981. The ratio of exploration to development expenditures in Canada, however, fell from a 1981 peak of 0.9 to about 0.5 in 1984. The report also indicated that, since 1981, there has been a massive write-off of reserves with high production costs. Reserve levels of all major metals were down since 1981. Precious metals exploration accounts for an increasing share of total mineral exploration. For example, the SEG data show that 90% of 1985 US exploration expenses by domestic mining companies were devoted to base and precious metals, compared with only 51% in 1980. The restructuring of the mining industry has been accompanied by a decrease in response to the last two SEG annual surveys, but the trend towards precious metals was already established in earlier years. Trade journal reports suggest that the reduction of long-term interest rates has encouraged the mining industry to make cost-reducing capital investments in existing mines to maintain competitiveness. This is consistent with the observations that metals explorations in 1986 was characterized not by announcements of "grassroots" discoveries, but by on-property exploration on identified mines or prospects. In an effort to cut costs, gold mining companies have been following up on low cost production opportunities in their prospect inventories. Short-term, low risk, heap leach operations that can produce rapid returns on investment have been pursued. Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia.
