The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

Titanium nitride in upgraded nitrided ilmenite (bulk of iron removed) can selectively be chlorinated to produce titanium tetrachloride. Except for iron, most other components present during this low temperature (ca. 200°C) chlorination reaction will not react with chlorine. It is therefore necessary to remove as much iron as possible from the nitrided ilmenite. Hydrochloric acid leaching is a possible process route to remove metallic iron from nitrided ilmenite without excessive dissolution of species like titanium nitride and calcium oxide. Calcium oxide dissolution results in unrecoverable acid consumption. The leachability of nitrided ilmenite in hydrochloric acid was evaluated by determining the dissolution of species like aluminium, calcium, titanium and magnesium in a batch leach reactor for 60 minutes at 90°C under reflux conditions. The hydrochloric acid concentration (11%, 18% and 25%), initial acid-to-iron mole ratio (2:1, 2.5:1 and 3.3:1), and solid-to-liquid mass ratio (1:8.33 to 1:2.13) were varied. The results indicate that a hydrochloric acid concentration of 25 wt% supplied in a 2:1 acid-to-iron mole ratio would produce the most favourable upgraded nitrided ilmenite product. The dissolution of iron in this solution reached 97 per cent after only 60 minutes. The total dissolution of calcium and titanium species was 0.01 and 0.11 wt% respectively. Hydrochloric acid can therefore be used as lixiviant to remove metallic iron from nitrided ilmenite. In this study Pt-Al thin films were prepared via electron beam physical vapour deposition (EB-PVD) with an atomic concentration ratio of Pt25:Al75. These films were heat treated at temperatures ranging from 150°C to 650°C for annealing times from 4 to 60 minutes. The resulting microstructure of these thin films were obtained via secondary electron imaging used in conjunction with depth profiling with the aid of scanning auger microscopy (PHI 700).Elemental maps of the micrographs were obtained. Simulations, based on a chemical potential Monte Carlo method1, were run for various interaction parameters. From these simulations theoretical depth-profiles and proposed microstructures were obtained. These were compared to the experimentally measured depth profiles and elemental maps. Mining of sand in South Africa is rapidly growing to sustain an increasing demand for sand for building purposes. Although mining of sand is regulated by environmental legislation, such as the National Environmental Management Act 107 of 19981, previous bad mining practices have left areas of land degraded and vulnerable to erosion. This study was conducted in the Seringveld Conservancy, where mining of sand has left the landscape with a degraded and unsightly appearance, and where little rehabilitation of the original vegetation has taken place. The aim of the study was to develop rehabilitation techniques for the degraded mined soils on two sand mines, Boekenhout Sand and Krokodil Sand, and to develop an overall strategy of revegetation by regenerating key plant species. Techniques for regenerating indigenous tree species cover, using modified mined sludge if topsoil is not available, were used to develop a practical and cost-effective strategy to be used in revegetation. A comparative trial was used to cultivate indigenous tree species in different soil mixtures. The study is important as it provides new information on the rehabilitation and revegetation of sand mined areas in the Seringveld Conservancy. This study will determine if alternatives could be used to replace topsoil on mined areas where none is available. The study is needed to determine whether revegetation of the mined areas would be possible using indigenous plant species that are difficult to grow. The overall results indicate that replacing topsoil was successful for various modified soil mixtures that could sustain the growth of indigenous vegetation on the sand mines. Different indigenous tree species require different modified soil mixtures for successful propagation. A revegetation strategy was developed to complement and enable the rehabilitation of the mined areas in the Seringveld Conservancy. Beatrix Gold Mine, a deep-level gold mine in the Free State province of South Africa, has the highest methane emission rate of any gold mine in the country. Methane is emitted from underground sources intersected during mining operations and is liberated into the general mine atmosphere. The total methane emission rate for the mine is of the order of 16001/s and the South section of the mine emits approximately 10001/s of methane gas. The mine has a history of gas accumulations which have led to a number of underground explosions. Following the last explosion in 2001 and the subsequent investigation, a number of recommendations were made. Two of these were to consider extracting the underground mine methane to render the mine atmosphere safe, and to declare hazardous locations that require special operating procedures. A number of such workplaces have now been declared at the South section of the mine. Methane gas is a potent, explosive greenhouse gas whose contribution to global warming and climate change is 21 times higher than that of carbon dioxide. To reduce its inherent danger and to mitigate its global warming impact, a carbon credit project under the Clean Development Mechanism (CDM) of the Kyoto Protocol has been developed and implemented, the aim being to capture and destroy the methane at Beatrix mine. The mine has constructed an extraction system to capture and extract 400 (Is of the methane. Percentage methane (per volume) of the gas intersected at source is 85%, with negligible concentrations of other hydrocarbons and water associated. The mine contracted the services of Group Five to design and construct the flare and ancillary equipment on surface, and Promethium Carbon was contracted to assist with the carbon¬-related aspects, approval framework, and administration of the project. A number of design and construction challenges had to be faced to extract and transport the gas effectively to the surface of the mine as the emitters are approximately 3 600 m away from the mine shaft at a depth of 860 m. Further considerations were the requirements for the type of column to be used to transport the methane gas, the pressure loss over the system, the safety systems needed to address the risk factors involved in the transport of the methane gas, and a suitable pumping system to extract the gas to the surface. The system operates under negative pressure provided by two blowers on surface delivering the emissions to a flare capable of burning off 450 8/s of methane gas. In this paper a number of benefits for the mine are discussed. These include, but are not limited to, the removal of approximately 55% of the total volume of methane gas from the general body of the air in the geographical areas of the mine where the methane gas is emitted into the atmosphere, and reducing the risk of methane-related incidents. A further benefit of this project is the mitigation of the global warming impact of the methane gas and the reduction of the mine's carbon footprint by approximately 25%. This project could also assist in alleviating the energy shortage being experienced in South Africa by means of the planned generation of 4 MW of electrical power, utilizing the methane gas, as a second phase of the project.

The use of electrolyte additives to smoothen cathode deposits during copper deposition is practised worldwide. These additives absorb on the cathode surface and take part in the electrochemical crystallization process. However, these additives also affect the quality of the cathodes when they are inadequately controlled. Electrolyte additives used by Palabora are glue, thiourea, Avitone and chloride. Their effects were determined on cathode quality, the size of the current density region that gives the desired compact morphology, and current efficiency. This was done in a small-scale cell. Small cells have different hydrodynamics from industrial-scale cells, which makes it difficult to simulate the operation of industrial cells in a laboratory. The approach used here was to use a rotating cylinder cathode to attain controlled hydrodynamics. The rotation speed was chosen to give a diffusion layer thickness that is similar to that of an industrial-scale cell. It was shown that even fairly small changes in the additive levels can significantly affect the cathode morphology, and the current density range over which this morphology can be obtained. With the end of the official apartheid legislation in the early 1990s, South Africa was heralded as a non-racial country. However, racial awareness has been reintroduced into the country with the Affirmative Action and Black Economic Empowerment legislation. Gender and racial transformation are the current order of the day. All organizations are required to reflect in their make-up the demographics of the population as soon as possible. Scorecard shave been drawn up to measure the rate of transformation for gender and race in organizations. The mining industry in South Africa has been in the forefront of this transformation legislation and scorecards. This paper seeks to show the effect of gender and racial transformation on mining engineering education and professionalism by analysing the changing demographics of graduating mining students at both the South African universities offering a degree in mining engineering, the professional registration of mining engineers with the Engineering Council of South Africa (ECSA), and the membership of the Southern African Institute of Mining and Metallurgy (SAIMM), the vocational institute for mining engineers. It also demonstrates the absurdity of gender and racial quotas based solely on the demographics of the current population of the country. This paper shows the degree to which mining engineering has transformed in both gender and race.

A201 aluminium alloy is a high strength casting alloy with a nominal composition of Al-4.6Cu-0.3Mg-0.6Ag. It is strengthened by the O(Al2Cu) phase and the ??(Al2Cu) phase during heat treatment. Further strengthening of this alloy system can be obtained through the addition of transition elements, but care must be taken as other elements might have adverse effects on the mechanical properties. The objective of this study is to determine the influence of Mn on the tensile properties of rheo-processed Al-Cu-Mg-Ag alloy A201. ThermoCalc software was used to predict the different phases that can be expected in the alloys, and scanning electron microscopy(SEM) with energy dispersive spectroscopy (EDS) was used to investigate the actual phases that formed. The influence of these phases on tensile properties is quantified. SEM and ThermoCalc revealed that there is an increased amount of the Al20Cu2Mn3 with increasing Mn. The tensile properties showed that high amounts of Mn do have adverse effects on the tensile properties of alloy A201, especially the ductility. The hot ductility of in situ melted tensile specimens of micro-alloyed steels having C contents in the range 0.12?0.17% (mass %) have been examined over the 700?1000°C temperature range. An improved testing method for simulating the continuous casting process was used, which takes into account both primary and secondary cooling conditions. Increasing the N content to electric arc furnace levels (0.01% N) was found to cause a serious deterioration in ductility. V-N steel gave better ductility than Nb-containing steels due to less precipitation. From a cracking perspective, low- N steels are generally recommended but, when not feasible, a combination of Nb and V gives even better ductility. However, to be sure of avoiding transverse cracking in higher N steels a small addition of Ti is required. This resulted in a decrease in the fraction of fine particles and in accord with this better ductility. Transverse cracking of industrial slabs was then avoided.

Vibration levels on a variety of equipment in a South African opencast mine were measured in this study. The well-established ISO 2631-1 (1997) standard methodology was used for the computation of weighted root mean square (WRMS) and vibration dose value (VDV). This method was used to evaluate the whole-body vibration (WBV) on a wide range of equipment in the opencast mine using the two main parameters, namely the daily exposure A(8) which is based on the WRMS concept and the VDV which measures shocks. The results obtained show that while the majority of the equipment rendered exposure levels that are below the exposure limit value (ELV), exposure levels on about half of the equipment do exceed the exposure action levels. The study also highlights the importance of shock in the observed responses.

Such investigations commonly make use of a number of techniques, and the results are combined for a meaningful interpretation, which can lead to a successful solution for the problem. Mineralogical techniques are described for various pyrometallurgical operations. Examples are given of studies and investigations involving mineralogy in chemical-looping combustion, feed monitoring to platinum-smelting furnaces, and losses to slag in base metal and platinum smelting.

A graphite-lined furnace was operated at power levels of 150 to 160 kW, and 40 to 60 V. The average feed rate during the silicon production period was about 30 kg/h. The recipe consisted of pre-mixed batches of 28% petroleum coke and 72% lumpy silica. The target furnace operating temperature was set at 1600°C and then raised to 1700°C. In total, about 1.6 tons of premixed feed materials was processed over 16 feeding?tapping operations. The feed was manually charged into the furnace in sub-batches of 10 to 40 kg at a time. The total batch mass was set at 90 kg during the initial part of the testwork, and increased to about 120 kg for the rest of the campaign.

Current practice for the recovery of platinum group metals (PGM) from flotation concentrates is by energy-intensive smelting processes followed by separation and refining of the base and precious metals. Energy costs are rapidly increasing in South Africa and this trend is forecast to continue in future years. Moreover, the smelting operations are highly susceptible to deleterious constituents, particularly chromite; and the increasing tonnages of UG2 chromititic ore being mined results in an increasing chromite content of smelter feeds. Hence there is a substantial incentive to assess and implement alternative processes to smelting for the treatment of PGM concentrates. The Kell process is a patented hydrometallurgical alternative to smelting that is totally insensitive to the chromite content of the feed concentrate and comprises three commercially proven unit operations (pressure oxidation leaching of base metals and sulfur, roasting and chlorination of precious metals). The Kell process provides the opportunity for existing and new PGM producers to significantly reduce their energy consumption, and in particular their consumption of electricity, by removing the need to smelt PGM concentrates. Energy costs, greenhouse gas emissions and installed power requirements are also much reduced. Compared with smelting and refining these reductions are calculated as: ? Total energy consumption-50% reduction ? Electrical energy consumption-84% reduction ? Energy consumption costs-76% reduction ? C02 emissions-70% reduction ? Installed power requirement 92% reduction. The data obtained from simple laboratory batch amenability testing can be readily applied to the Simulus mass and energy balance simulation procedure to determine energy and reagent consumptions, equipment selection and process optimization. The applicability of Kell to treating low-grade 'dirty' concentrates with high UG2 content as well as to polymetallic concentrates containing base metals as the major payable metals with subordinate PGM means that these savings can also be expected when the process is used for treating a range of concentrate types and grades. Stress analysis in a rock medium is essential to determine the stress concentration between two consecutive circular holes and prediction of fracture behaviour. When two consecutive circular holes in a hard rock medium such as granite are loaded internally by the pressure of non-explosive expansion material (NEEM), stress concentration occurs between the holes which then causes the rock to fracture. In this work, finite element (FE) analysis using Phase2 code was employed to study the stress concentration between two consecutive circular holes under internal pressure induced by NEEM. Effects of different hole diameters and spacings, rock properties and NEEM pressures have been analysed. The data gained from the numerical analysis and analytical solutions were then used to develop two models. These models were then modified by using the FE data and polynomial regression analysis. The developed analytical models showed to be in a very good agreement with the FE analysis. Hence, the developed models can be used with confidence to determine stress distribution and concentration factors around two consecutive circular holes in a hard and brittle rock which are loaded internally by the pressure induced from the NEEM. A number of challenges face platinum concentrator plant operators. These challenges include the increase in operating costs, the increase in smelter cost for the processing of concentrate, the shortage and cost of power, and the tightening of specifications on concentrate quality by the toll-smelting operations. Over the years the focus has moved from extracting the platinum group metals (PGM) from the Merensky Reef to the UG2 reef. This has a number of advantages, including the higher ?basket price? for UG2 concentrate, reduced mining cost per unit volume as a result of the higher density of UG2, and the reduction in overall concentrate tonnage to be smelted. In many cases the Merensky ore has been fully exploited and it makes sense for the focus to shift to the UG2 ore that can be accessed through the Merensky shaft infrastructure. The presence of relatively high levels of chromite in UG2 concentrate is, however, a major disadvantage due to the problems associated with smelting such a concentrate in conventional submerged arc furnaces. In addition to increasing the specification on the minimum PGM grade of concentrates, smelters have had to impose strict specifications on the levels of chromite in the concentrate. The threat of high penalties has forced concentrators to change their modus operandi, often resulting in a significant loss in recovery. The final concentrate grades and PGM recoveries are shown to vary significantly throughout the industry. The reasons for this include varying ore mineralogy and different operating philosophies. This would therefore imply that the opportunity exists to optimize the operations by considering fundamental aspects such as the PGM mineralogy and the application of appropriate technologies. By returning to the fundamentals of flotation and applying the findings of detailed process reviews, it has been possible to increase the concentrate PGM grade, reduce the concentrate chromite grade, and in some cases increase the recovery of PGM to concentrate. This paper presents case studies where this approach has been used to successfully optimize concentrator performance, resulting in lower operating cost and higher PGM production. Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

Keywords: Pyrometallurgy, silicon, solar cells Silicon has been the dominant material in the photovoltaic (PV) industry since its application in the space industry in 1958. This review focuses on crystalline silicon solar cells, primarily due to their dominance in the photovoltaic industry, omitting other photovoltaic cell technologies such as second generation (e.g. thin films) and third generation (e.g. nano-structured solar cells). The value chain for the production of crystalline silicon solar cells has been reviewed. The primary processing steps for the production of silicon solar cells from quartz are as follows: bulk production of metallurgical-grade silicon via carbothermic reduction in a submerged furnace, refining of metallurgical-grade silicon via the chemical means to polycrystalline silicon, or through the metallurgical route to solar-grade silicon, wafer manufacturing, and, lastly, silicon solar cell manufacturing. During downstream processing, solar cells are interconnected and encapsulated into solar modules (panels), which can be used individually or incorporated into a photovoltaic system for electricity generation and supply. The cost for crystalline silicon based solar cells is approaching one US dollar per watt peak ($1/Wp), while the most cost-effective solar modules in industry have reported costs below $1/Wp, and are based on CdTe thin films. Solar cell energy conversion efficiencies as high as 22% have been reported in industry for crystalline silicon solar cells.
