In situ stresses are important input data for the design of safe, stable stope layouts and extraction sequences. However, it is commonly assumed that normal and shear stress gradients in a stress field are negligible and, consequently, that stresses are uniform throughout the region of analysis. To evaluate these assumptions and to provide input data for an analysis of a shaft pillar mining plan, in situ stresses were measured at the Homestake Mine, Lead, SD, using overcoring on hollow inclusion cells and borehole deformation gauges. These measurements were used with conventional least squares, best fit data reduction schemes. The results showed that normal stresses within the shaft pillar were less than, but comparable to, those estimated from finite-element modeling. Shear stresses were an order of magnitude less than normal stresses and varied considerably from site to site. Possible causes of this variability include effects of scale, elastic moduli, anisotropy, and axial strain. Because of the variability, it is not possible to determine the magnitude of horizontal stress gradients.

The Bureau of Mines determined total sulfur and sulfur forms for coal in 283 counties in 29 States and 2 fields of the State of Alaska. Specifically, organic, pyritic, and sulfate sulfur were measured of approximately 2,900 samples, and they include most of the coalbeds in the United States.

Recent developments in portable communication equipment for use in emergency recovery work following mine fires and explosions have wade possible a convenient and dependable means of directing rescue teams working under hazardous conditions. INTRODUCTION Mine rescue and recovery operations following; fires and explosions are frequently conducted under adverse conditions that require the use of oxygen breathing apparatus by members of a 5- or 6-man team. Conventional apparatus used for this purpose for many years was equipped with an oxygen supply adequate for at least 2 hours. The design of the apparatus is such that the nose passages are closed with a clamp, and breathing is accomplished through a mouthpiece connected to the apparatus by tubes and arranged to prevent inhaling air or gases from outside sources. The use of the mouthpiece has presented difficulties in the development of telephone communication because of the wearer's inability to speak while wearing the mouthpiece. The method of conducting operations of rescue teams requires a person to direct operations at a fresh-air base as close to the rescue team as possible. At least one standby rescue team and 2 or 3 other persons assigned to various tasks are stationed at the fresh-air base. An efficient and reliable means of communication between the director of operations and the rescue team is necessary for reasonably safe and efficient work in hazardous areas.

The relatively large amount of phosphorous occurring in many iron ores limits their usefulness aid sometimes renders them valueless under present conditions of nip-iron manufacture. A practical method for removing the phosphorus would be valuable to the iron and steel industry. Gravity concentration has been of little value as far as the removal of phosphorous is concerned, because the compounds of this element are, as a rule, disseminated very finely. Removal of the phosphorous by leaching is not a new idea and has been the subject of some investigation,3,4/ out for data :lave been published. W.R. Crane published analyse of various ore bodies in the Birmingham ham district. The hard or unleached ores a .re much higher in phosphorous than the Soft, leached ores along the outcrops. This fact indicates that as mild a leaching agent as water removes phosphorus effectively if enough time is allowed for it to react. As the forms in which phosphorous occurs in the iron ores are important in the consideration of any leaching operation, much time was expended in devising a method for determining them. According to Professor McVey, University of Alabama, the phosphorous-bearing minerals in the red iron ores of Alabama have not been positively identified by any microscopic methods.

VOLUME I Volume I of this three-volume report is the result of development of a comprehensive, coordinated approach to site data-acquisition activities to produce key plans and reports during the evaluation and development of a surface coal mine. A logic diagram illustrates activities in the planning and decision-making process from exploration through post-mining monitoring. The report briefly discusses major elements, other than the site environment, which influence development of mining and reclamation plans and refers to other readily available literature for details outside the scope of this study. The essence of the rationale is shown to be the 1 employment of necessary skills at the proper time to evaluate specific data ' requirements and integrate them into a cost-effective program to produce initial and major feasibility reports, mining, and reclamation plans, and the environmental impact assessment.

The accident experience of the California petroleum industry for 1927 was characterized by a decrease it .the number of fatalities. The year closed with a total of 41 fatal accidents, as compared with a total of 54 for the preceding year. 3 In percentage, the figure for 1927 represents a decrease of 24 per cent from that of 1926 and evidences the promising results of organized safety work, in which the industry in California has taken an absorbing interest. The percentage of decrease for 1927 is the largest recorded in any one year since the compilation of the fatality record in the California petroleum industry was begun. Although good progress has been made during the past few years, much remains to be done to reduce still further the human and economic waste caused by accidents. This review is intended to show the employee, as well as the employer, the proximate and contributing cause of accidents. To increase the value of the report, preventive measures in various instances are suggested, on the theory that accidents of a similar nature will occur unless remedial action in taken to remove the cause.

Data on dust control practices, geology, and occupational exposures were gathered for approximately eighty underground continuous mining units. Despite silica contents in excess of 5%, nearly forty units successfully maintained silica concentrations at or below 100 µg/rn3 on a majority of occupational dust samples while the remainder had difficulty maintaining this level. These two sample sets were termed group A operations and group B operations, respectively. Analyses of productivities, geologies, and dust control parameters revealed only minor differences between these two groups. Subsequent analyses of face ventilation design showed considerable differences in silica exposure and silica content between group A and group B at the continuous mining machine and roof bolter operator occupations. These differences were minimal when using exhaust curtain ventilation with a dust scrubber', This face ventilation system may benefit operations having difficulty controlling silica dust exposure and silica dust content. Finally, the collected data showed that occupational samples from group B operations possessed generally higher silica exposures and silica content than similar samples from group A. The single head roof bolter (helper) possessed among the highest silica exposures and silica contents in both groups.

Interim performance specifications are presented for carbon monoxide, methane, and air velocity transducers used in the Bureau of Mines intrinsically safe mine monitoring system. These specifications give quantitative values or qualitative descriptions of the transducers, including environmental parameters and monitoring system measurement and maintenance requirements as recommended by the Bureau of Mines. Commercially available transducer modules and prototype modules are listed together with selected characteristics.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U.S. Department of the Interior, to give greater impetus to the building of programs safeguarding the employees of the mineral industries from disabling work injuries. The results of the 1960 National Safety Competition are presented in this publication. Mines and quarries that were awarded the Sentinels of Safety trophy for the best safety record in their competitive group and those mineral operations that ranked second, third, fourth, and fifth in the competition are listed with a summary of their achievements in preventing disabling work injuries. In addition, this publication presents statistical data on disabling work-injury experience in all other mines and quarries participating in the annual competitions.

The study area, which comprises 11,500 acres, includes the 9,610-acre Whitewater Wilderness Study Area, in the California Desert Conservation Area, 15 miles northwest of Palm Springs, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of prospects and mineralized areas during the spring of 1981. The Whitewater study area is mainly underlain by granodiorite to quartz diorite and their gneissic equivalents in an igneous-metamorphic complex. Late Tertiary sedimentary and volcanic rocks locally overlie the crystalline complex in the eastern part of the study area. The study area lies between branches of the San Andreas fault system.

The Bureau of Mines investigated methods for testing the tensile and sheer strength of cast specimens of bulk solder and of soldered joints in order to increase the strength and extend the useful temperature range of soft solders. A spread-area test for determining the wettability of solder on copper surfaces was developed. Mannitol was used as a flux in spread tests to control spreading and to avoid plating, etching, and other side effects of regular fluxes. Data on commercial and high-purity solders obtained by these methods show more consistency than those reported by others from similar tests.

Researchers with the National Institute for Occupational Safety and Health (NIOSH) conducted a systematic study to evaluate seat designs on low- and mid-coal-seam shuttle cars. The purpose was to gather additional data to support earlier findings that NIOSH seats, with unique viscoelastic foam padding, are indeed improved designs for coal mine shuttle cars. This study included a larger sample of shuttle car operators than a prior NIOSH investigation. Eight shuttle car operators participated in evaluating seat designs on the basis of perceived levels of vehicle jarring/jolting and discomfort. Researchers then compared the operators’ perceptions with field-measured levels of vehicle jarring/jolting. Seven seat designs were evaluated on low- and mid-coal-seam shuttle cars during production operations at two underground coal mines in southern West Virginia. These seat designs comprised the one already in use on each vehicle and five NIOSH designs. Experimental data were collected using accelerometers, signal conditioning amplifiers, and filters connected to a data recorder, whereas subjective data were gathered via a visual analog scale (VAS) and a questionnaire. Field trials included shuttle cars operating under full- and no-load conditions. VAS responses indicated that NIOSH-designed seats performed better relative to comfort and isolation from vehicle jarring/jolting than the existing seats used in the shuttle cars. Both mid- and low-coal-seam shuttle car operators, during no-load and full-load conditions, rated lower levels of jarring/jolting with the NIOSH seat design. Questionnaire responses indicated that shuttle car operators rated NIOSH seat designs as more comfortable. Vehicle operators most frequently suggested the addition of armrests as a way to improve the seats on the mid-seam shuttle car. The quantitative levels of vehicle jarring/jolting for the no-load condition (more severe condition for vehicle operation) showed that NIOSH seats for the mid-coal-seam shuttle car performed better than the existing seat in terms of peak acceleration and crest factor. Similarly, for the low-coal-seam shuttle car, NIOSH seats performed better than the existing seat in terms of peak acceleration, root-mean-square (RMS) acceleration, and crest factor.

FOLLOWING the rapid recovery of previous years, the U.S. economy continued the upward trend and moved forward moderately and sporadically during the first half of 1962. There was a slow-down in the recovery rate, which was especially notable in the third quarter. The economy recovered in the fourth quarter, and by the end of 1962 the gross national product amounted to $555 billion, a new high, 7 percent above that of 1961. Production, employment, personal income, and corporate profits all achieved new peaks, but unemployment continued high and the prospects for improvement remained poor. The economy again failed to us~ its full potential; 1962 was a good year, but not good enough. During 1962, all industrial production climbed from the low in January to a high in late summer which lasted through the fall, and declined slightly at yearend. Mining production followed this pattern closely and most sectors were approaching record highs. Most minerals gained in value and volume of production. The steel-associated minerals group was the only exception, and it sustained a small net loss. The nonfuel minerals industry opened the year at a high level, maintained this high level until late summer, with the peak in May, and drifted downward toward the end of the year. The gains recorded by nonferrous metal mining partly offset the loss of ferrous metal mining, resulting in a small gain for metal mining as a whole. [The legislation in many States against the present method of producing carbon-black by the incomplete combustion of natural gas, and the continually increasing demand for gas for otter purposes, indicates that the supply of carbon-black may Gradually be decreased and that new methods for its production, utilizing a greater parentage of the carbon in the has should be developed. In the course of investigations of the effects on hydrocarbons of high voltage discharges, it was noted that under certain conditions natural gas could be decomposed and that carbon-black could be produced. The effects of several tyres of electrical discharges on natural gas have, accordingly, been studied' in order to find out the fundamental factors underlying the reactions and their possible influence in the recovery of a greater part of the carbon content of natural gas than is now possible. Present commercial plants using natural gas for the manufacture of carbon-black recover from 0.9 to 1.5 pounds of carbon-black per thousand cubic feet of gala consumed, or less than 5 per cent of the total Gabon in the gas: It should be noted, however, that the, present methods involve heating the gas to incandescense by burning it as a luminous flame, and a considerable part of the gas is thus consumed as a source of hest. If this heat can be supplied from some other source, or if a more efficient method of applying the energy con. tamed in part of the gas, to the decomposition of the rest of it, can be worked out, then a greater yield of carbon-black per thousand cubic feet of gas care be expected. "Carbon monoxide is a gas slightly lighter than air, with which it diffuses readily to make a homogeneous mixture. It will burn and has a wide explosive range, that is, an explosion is possible when the air contains from 15 to 73 per cent of the gas3. This explosive range is about the same as that for hydrogen and over nine times As Tide as that for marsh gas (methane). Like air, it has neither color nor taste and has no odor in concentrations usually encountered, therefore it cannot be detected by the ordinary senses with which men are endowed. It is produced by burning carbon containing fuels, no coal, wood, gasoline, etc., whenever not enough air or oxygen is supplied to burn and oxidize the fuel completely.The human race has probably been exposed to this gas since men first began using fires in confined or sheltered places. The poisoning as usually encountered is an acute condition resulting from breathing atmospheres con¬taining this gas. A number of eases described in the ancient literature Indicate that carbon monoxide was a frequent cause of death by accident, suicide and is a means of punishment or torture. A quotation by Lewin from Aristotle who lived in 384-322 B.C., states that ""animals collapse from harmful odors as men gets a severe headache and often dies through charcoal vapors"". The Roman knew that smoke was poisonous, and used the greenest most smoke-producing wood to put persons to death. The occurrence of carbon monoxide increased in frequency through the years until at the present time it is found in the home as well as in many industries. The following table gives the approximate percentage of carbon monoxide found in gases from various sources of poisoning.4"

One phase of Bureau of lines work in health and safety is promotion of the use of safe, satisfactory, and reliable respiratory protective devices. To insure that devices embodying these features will be available the Bureau has established schedules of minimum requirements for oxygen breathing apparatus, gas masks4/, supplied-air respirators (hose mask, air-line respirators, and abrasive blasting helmet hoods, or masks)5/, and dispersoid (dust, fume and mist) respirators6/. Approval test, of oxygen¬-breathing apparatus are conducted by the Safety Division; approval tests of other types of respiratory protective equipment are conducted by the Health Division. These divisions comprise the Health and Safety Branch.

"Conservation of fuel in boiler-plant practice is one of the major projects of the Bureau of Mines. The large central stations with their corps of trained operators and with refined equipment obtain relatively good efficiency. It is in the many smaller isolated plants that the large fuel wastes are apt to occur. Some operators seem to feel that their responsibility is largely expressed in the phase the phase ""carry the load,"" rather than ""carry the load and carry it efficiently."" Often equipment is not provided to give sufficiently accurate guidance to the operator.In within many such plants, it is interesting to note how frequently the same mistakes occur. The following quite typical example illustrates some of these circumstances and their effort on operation. The boiler plant consisted of two 1000 hp. boilers equipped with multiple retort under-feed stokers. These were horizontal water-tube boilers with horizontal baffling, having a high bridge wall at the back of the stoker. One boilers was used to carry a summer carry a winter load of about 1250 hp. The operators felt that one boiler was not sufficient to carry the winter load. No instruments are available for the operator's use, excepting the steam ores sure gases."

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

The Bureau of Mines assisted the Rocky Mountain Energy Co. in a pilot-scale in situ leaching experiment at Casper, Wyo., to determine if sulfuric acid can be used as a cost-effective alternative lixiviant (leachant) for uranium in situ leaching. This experiment, which lasted more than 2 years, is the first fully documented pilot-scale operation in which the leaching-restoration cycle was completed using sulfuric acid instead of the more common carbonate-bicarbonate leachant This report describes activities at the experimental site, presents extensive geochemical data from startup to site restoration, compares laboratory and field experiments, and discusses the environmental aspects of acid leaching. The data showed that sulfuric acid is apparently an effective leaching solution. Three to five grams of acid per liter of ground water resulted in a production solution grade of 80 to 100 ppm uranium. Restoration was successful, but required extended flushing. The pH was the last chemical parameterto return to baseline, requiring about 350 days. This was longer than was predicted in laboratory simulations. The data also showed that mobilization of toxic elements such as selenium, arsenic, radium, thorium, and molybdenum stayed within reasonable limits and quickly fell back to preleach concentrations during restoration.
