This paper, which describes mining methods and practices at the Piokee mining unit and the Piokee expertmental mining project of The Eagle-Picher Co. in northeast Oklahoma, is one of a series being prepared by the Federal Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Piokee unit, comprising the Piokee, Rowe, Lucky Syndicate, and parts of the Netta White and Otis White leases, is in the SW1/4, W1/2NW1/4SE1/4, and W1/2SW1/4SE1/4 sec. 17, T. 29 N., R. 23 E., Ottawa County, Okla. (figs. 1 and 2), The 200-acre tract is adjacent to the town of Picher and near the heart of the Picher field of the Tri-State zinc-lead mining district.

The Bureau of Mines used a linear cutting apparatus equipped with a 7-inch disk cutter to cut grooves in marble, limestone, granite, and quartzite under a normal force of 7,000 lb. The size distribution of the muck for various grooves was determined through sieve analysis. A statistical search showed that Weibull distribution describes the size distribution better than other available functions. Results indicate that fineness modulus, chip population, and dimension of the largest chip can be used as indicators of cutting efficiency. The results correlate with those obtained from the boring machines and other lab experiments. Separation efficiency of a 4 percent divinylbenzene (DVB) resin is not altered over a wide range in temperature. A 12 percent DVB resin, however, exhibits a marked sensitivity to temperature. When flow rates are high at ordinary temperatures, 4 percent DVB resin exhibits higher efficiency, but at 200° F. both resins are equal in performance. Effective separation of rare-earth mixtures may be obtained with hydrogen as a retaining ion by maintaining column temperatures above the solubility of ethylenediaminetetraacetic acid (EDTA) in the free acid form. Slightly lower separation characteristics were obtained with this method as compared with copper as a retaining ion, Recovery of 99 percent of the EDTA from spent eluting solutions that contain copper has been accomplished by a calcium-copper displacement reaction followed by EDTA precipitation. Impurities in the product are correspondingly low. Recoveries of EDTA from holmium solutions with sulfuric acid are substantial; however, those from yttrium solutions are quite modest. Radiotracer experiments show the presence of approximately 0.1 percent yttrium contamina¬tion in the recovered material. The study presented is one phase of a broad research program designed to assist the technology of separating and purifying rare-earth elements.

Several problems exist with the present design of coveralls used by miners in low coal (seam height 48 inches or less). The back portion of the coveralls often tears when roof bolts or rough areas in the roof are hit. Movement in the shoulder area is restricted. Female low coal miners find it difficult to purchase coveralls that fit properly, and must remove both their hard hat and safety belt in order to urinate and defecate. The objective of this research was to design coveralls which would alleviate these problems. The following features were incorporated into the coveralls; padding in the upper back area to avoid tearing, an action pleat in the shoulders to increase mobility, an inseam zipper to more easily allow miners to perform their bodily functions, and reflective tape to increase visibi¬lity of the miner. A heavyweight denim fabric was used to increase warmth and durability of the coveralls. The coveralls were assessed K long four parameters (comfort, safety, worker productivity, and fabric suitability) using both an in-field assessment by low coal miners and simulation studies. The experimental coveralls proved superior to conventional coveralls along all four parameters. Work clothing sizes for female miners were developed.

This Bureau of Mines report describes the development of a preliminary design for a novel, protected, cab-shuttle car for use in working seam heights down to 40 in. Because of the severe restrictions imposed by low-coal operation, Mine Safety and Health Administration (MSHA) regulations only require canopy protection on shuttle cars operating in seam heights of 42 in or greater. MSHA routinely grants variances for canopy use in seams 48 in high or less. The design was generated by giving the operator needs equal priority as related to machine performance parameters. Cab-shuttle car concepts that led to the recommended design are described, along with criteria and testing used to evaluate their potential effectiveness.

In 1951 the Federal Bureau of Mines became interested in the reports of copper-nickel mineralization in northern Minnesota. Several outcrops on the north side of the Duluth gabbro in the Kawishiwi River area were sampled by the Federal Bureau of Mines and George M. Schwartz of the Minnesota Geological Survey. Because these samples showed appreciable amounts of copper and nickel, a 100-pound sample of an un-altered outcrop was obtained for metallurgical testing. Results from this preliminary work were all favorable; therefore, in the fall of 1953 the Bureau of Mines diamond-drilled three holes near the outcrop of the con-tact between the Duluth gabbro and the Algoma granite. A total of 686 feet of NX size hole was drilled, and 100 percent of the core was recovered. Each hole intersected the contact, and the strike and dip for that locality were established. The core was split, and half was used for analyses and further metallurgical tests; the remainder was retained for permanent record in the Bureau of Mines core-storage warehouse.

The u.s. Bureau of Mines investigated electrode designs for electrowinning lead metal from a LiCl-KCl-PbCI2 electrolyte at 4500 C. The major objective of this investigation was to decrease the energy requirement for lead electrowinning. Electrolysis was performed in a bench-scale cell using several graphite electrode assemblies. Such parameters as electrode spacing, current density, and chlorine gas removal from the anode were investigated in the bench-scale tests. An optimum electrode assembly, termed the sawtooth design, was scaled up and operated at 3,000 and 4,000 A. The sawtooth electrodes operating at 3,000 A produced lead for 0.66 kW·h/kg. The electrodes were constructed by cutting large triangular grooves in the electrode surfaces. The electrodes were placed together such that the triangular peaks of one electrode projected into the triangular valleys of the other electrode. Chlorine did not build up on the anode with the sawtooth electrodes.

This Bureau of Mines report discusses the electric-arc reduction of zirconium and hafnium oxides with carbon yielding a metal-metallic carbide mixture. The carbon to oxide ratio in the feed determines the metal to carbide ratio in the product. A sample of this product was produced -or testing as a feed for the deBoer iodide-dissociation process. A new technique for producing pure carbides is described, which uses the intense heat of the arc to volatilize the carbide. There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

Bauxite resources were primarily in Africa, Asia, Oceania, and South America. Only five countries combined, Australia, Brazil, Guinea, India, and Jamaica, contained most of the total world reserves available for extraction under current economic conditions and accounted for nearly 80 % of world production of bauxite. World bauxite and alumina production declined and prices for smelter-grade alumina remained below the $200/mt level during 1993 because of growing aluminum inventories on international markets and declining worldwide demand. The United States imported bauxite primarily from Australia, Brazil, Guinea, and Jamaica. U.S. alumina plant capacity remained essentially unchanged throughout 1993, but apparent capacity utilization decreased by the close of 1993. Chromium Most of the world's known resources and reserves of chromite are located in India, Kazakhstan, South Africa, and Zimbabwe. India, Kazakhstan, and South Africa accounted for 73 % of world production of chromite. The two largest producers of chromite, Kazakhstan and South Africa, were in the process of major economic and political change during 1993. South Africa's production and exports of chromite continued to fall during 1993, because of weak international demand and a flood of cheap metal from the former U.S.S.R. and China into world markets. Despite a significant increase in production, South Africa's ferrochrome producers continued to operate below capacity in 1993. Prior o the dissolution of the U.S.S.R., Kazakhstan was a major internal supplier of chromite ore to the U.S.S.R. consumer, but subsequent decline in demand led to a downward trend of chromite production in Kazakhstan and increasing exports to Europe during 1992 and 1993. The United States consumed, about 10% of world chromite ore production in various forms of imported materials. The United States imported nearly one-half of its required chromium contained in chromite ore and chromium ferroalloys and metal from South Africa; the remainder was from the minor producers Turkey, Yugoslavia, Zimbabwe, and others.

"INTRODUCTION The idea of direct steel is by no means new. Although the work of Bessemer and Siemens provided simple and effective moans for converting pig iron into steel and established the ""blast-furnace route"" as the almost universal method of producing steel, metallurgists have not ceased to dream of direct steel. By direct steel is meant any process by which iron oxide in ore is reduced to Iron of the same or greater purity than the final steel or wrought iron. That is, carbon or alloying elements would be added as needed, not reduced in unwanted quantities into the iron and then removed more or completely by refining (Bessemer or open hearth) only to be readded in desired quantities.In general, direct-steel processes are ""sponge-iron"" processes, because reducing iron oxide without simultaneously alloying the iron with carbon, phcophorus, sulfur, and silicon present in ore and fuel succeeds only if the temperature is below the melting point of the iron. Such solid iron formed by reduction of iron oxide at relatively low temperature is sponge iron, which is butlery and porous. When the reduction proceeds at the higher temperature at which the particles of metal can weld together or finally even melt to yield pellets or balls that do not have the porosity and low-density characteristic of sponge iron, the product might preferably be called simply ""direct iron."""

When the Bureau of Mines was established in July 1910, one of the problems immediately attacked by the new organization was the development of standard, for the design and testing of electrical equipment that could be used without fear of initiating fires and explosions in underground coal mines. Research and investigation by Bureau personnel, supplemented by the published results of similar work by European mining authorities, led to the establishment of standards or "schedules." which guide manufacturers ill the design of many types of electrically operated machines and devices used in underground coal Mining. By issuing these standards, Bureau personnel establish the requirements to be met by such equipment before it tan be approved by the Bureau of Mines as permissible for use in gassy coal mines. Every 2 years the Bureau of Mines publishes a list of equipment that leas been accepted as approved or permissible during the preceding 2 calendar years. This is done to inform the mining industry of the availability y of the latest equip¬ment for safe use underground.

A portable calibrator to check tie trip setting of dc circuit breakers within an accuracy of +5% has been developed for the Bureau of Mines. It operates from a 300 volt dc trolley wire to provide controlled current pulses of 120 milliseconds duration and continuously adjustable from 1400 to 3600 A. These current pulses enable a breaker dc trip current to be determined and subject the contacts to full current rating. The equipment is simple to use and weighs 86 pounds. Connections are made with protected, clamp-on leads which are separately connected and weigh about 22 pounds. An accurate calibration procedure takes less than 5 minutes to complete.

A compressor and utility station, which is believed to be one of the largest mobile units of this type ever constructed, was placed in operation at the Bureau of Mines experimental oil-shale mine near Rifle, Colo., during. 1949. This mobile unit mounts two 770-cubic-feet-per-minute air compressors, a 2,500-gallon water tank, and a 200-cubic-foot air receiver. The mobile base of the unit is a 30-ton trailer 30-feet long and 12-feet wide. Prior to the construction of this unit, compressed air was supplied to underground workings through pipe lines connecting with a stationary compressor plant on the surface. The power consumed in supplying compressed air to underground drilling crews was 0.531 kw.-hr. per ton of shale broken. Use of the mobile unit has cut this figure to 0.421 kw.-hr. per ton of shale broken and, more important, has eliminated the cost of installing and maintaining underground air and water lines.

The property being worked by the Lewiston dredge of Placer Development (Ltd.) is on the Trinity River in Trinity County, Calif., about 9 miles north of the town of Lewiston (see fig. 1). The nearest rail point is at Rending, Calif., which is exactly 50 miles bar road from the dredge camp. Recently a very good section of State highway has been constructed from Redding to Weaverville, and it is now possible to use this highway for 35 miles of the distance between the dredging property and Redding. The remaining 15 miles, however, are over ordinary dirt road. No trouble is experienced in reaching the property except for a few weeks during the middle of the winter when snowstorms may make travel difficult but not impossible. At present the property consists of about 500 acres of patented land, which extends for about 3 miles along the main Trinity River and Stuart's Pork. It is being worked with one 7-cubic foot, Bucyrus-type dredge, which has an average monthly capacity of about 100,000 cubic yards. To the end of 1931 approximately 10,000,000 cubic yards of gravel had been dredged.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. U.S. Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resources and potential of the Moses and Dennison Peak RARE II areas in Tulare County, California. These areas, along the west slope of the Sierra Nevada, are underlain by grarnitic rocks of the Sierra Nevada batholith and contain numerous metasedimentary roof pendants. Silver, copper, and zinc occur in contact-metasomatic deposits within the metasedimentary rocks. In the Moses area, the Powell Mine (fig. 1) contains an estimated 90,000 tons (82,000 t) of subeconomic silver, zinc, and copper resources. The King Solomon Prospect has 3,000 tons (2,700 t) of silicified phyllite containing zinc. On the Helen-Joyce Prospect, 44,000 tons (40,000 t) of gossan occur above a poorly exposed silver-zinc rich zone. Potential exists for additional mineral resources and occurrences at each of these properties.

The Bureau of Mines recorded particle accelerations in the mine roof produced by three types of explosives in the Pilot Knob Pellet Co. mine, Pilot Knob, Mo. Examined were the effectiveness of cube root, square root, and two-thirds power scaling in grouping the underground blast vibration data, and the effects of mine geometry, rock type, explosive type, and charge size on blast vibration levels. A propagation law for this mine was determined. The scaling factor of the square root of the charge weight was developed from previous Bureau studies of vibrations from quarry blasts, and in under-ground blasting both square root and cube root scaling were found applicable for scaling particle vibration data. The vibrations from the Pilot Knob blasts were best grouped by a square-root scaling factor. The empirical propagation equation AW1/2 = 76,250 (R/W1/2)-2.61 where A is the peak acceleration in g's, W is the charge weight in pounds, and R is the distance from the blast in feet, may be used to describe vibration amplitudes from charges fired with zero delay caps or with a single cap at Pilot Knob. Statistically significant differences were found in the vibration levels generated by the different explosives. The Power Primer (75-percent weight-strength ammonia gelatin dynamite) produced levels of vibration of 1.7 to 2.4 times those of AN-FO and slurry explosives; the latter two are approximately equal.
