Urban redevelopment projects are occurring more frequently than ever before as urban greenfield sites become limited and city planners and devel- opers attempt to revitalize existing underdeveloped neighborhoods. How- ever, because of the past usage of many urban sites (some dating back 100 years or more), designers and construction teams have to not only engineer founda- tions to accommodate the subsurface soil and ground water conditions, but also to work around the relic founda- tions or structures that have been left behind from previous developments. In these cases, a one-size-fits-all approach to foundations may not yield the most cost- and schedule-effective approach, and hybrid foundation systems have to be evaluated.

When a major storm system stalled over Western Europe last summer, it pro- duced the deadliest flood on European territory in the last two decades. Beyond record-setting rainfall over countries such as Luxembourg, Switzerland, France and the Netherlands from the storm's "Bernd" low pressure system, more than 230 people were killed in Germany and Belgium. The storm system also caused over an estimated $20 billion (€17.7 billion) of damage. A team from the Geotechnical Extreme Events Reconnaissance (GEER) Association, supported by the National Science Foundation, was mobilized to investigate the potential impacts of the widespread flooding in Germany, Belgium and the Netherlands. Members of the DFI Europe regional chapter closely collaborated with the U.S.-based GEER team and many other engineers and scientists in Europe to collect perishable data and study flooding effects and the event's resulting impacts on geostructures, such as bridges, retaining walls, dikes and embankments. This article features some of the vast information collected by the team, which has recently been published in a comprehensive reconnaissance report and made available for free at geerassociation.org. All data will also be accessible at the NEHRI DesignSafe Cl data repository.

Morris-Shea, an Alabama-based deep foundation contractor, is installing foundation piles at the sites of North America's two largest liquefied natural gas (LNG) terminals currently under construction. The contractor has crews working at Venture Global's LNG lique- faction plant in Plaquemines Parish, Louisiana, as well as constructing foundations for the Cheniere Energy Stage 3 Liquefaction Project in Corpus Christi, Texas. This work includes installing ap- proximately 27,000 DeWaal drilled, full displacement, cast-in-place concrete piles to support seven new midscale LNG trains at Cheniere's Texas ter- minal. Deep foundation installation began at Venture Global's Plaquemines facility, located approximately 30 mi (50 km) south of New Orleans, with an initial phase of 24,000 piles. Plans for the Plaquemines LNG terminal include three loading berths on the Mississippi River and four LNG containment tanks. The facility will utilize new pretreatment com- pressors, liquefaction trains and on- site gas turbine power plants to maintain an annual LNG export capacity of nearly 20 million tons (18 million tonnes) per annum. The site's LNG trains are configured in 18 blocks. The contractor is installing piles through an initial 6-20 ft (1.8-6 m) of cement mixed improved soils, which provide a safe work plat- form for equipment to operate on the extremely weak native soils. Drilling continues through soft clay in the subsurface and tips into a stiff clay or dense sand layer. Production piles are drilled to depths up to 124 ft (38 m) below ground surface. The firm is working with engi- neering, procurement and construction contractor KZJV, a Kellogg Brown & Root and Zachry joint venture, at the Louisi- ana location. The foundation team mobilized at the Plaquemines site in May 2022, to install 16, 18 and 24 in (400, 450 and 600 mm) diameter test piles to depths of 90 and 120 ft (27 and 36 m). The piling contractor returned in September 2022, to start Phase 1 of the deep foundation project, beginning installation of production piles.

Retaining wall systems of soldier pile ground anchors (SPGAs) have been used for many decades to stabilize landslide activity. Due to successful use of these walls to address slope instability on the California state highway system, their use has expanded to include larger, more complex landslide mitigations. The increase in size and scope of SPGA wall applications, combined with more stringent seismic design standards, have created new and unique challenges for design and construction. Constructability issues are revealing themselves in real time in Northern California, where the California Department of Transportation (Caltrans) recently completed two large SPGA wall projects on state highways: the Peregrine Slide Project in inland Mendocino County, and the Westport Slide Complex located along coastal Highway 1. Each presented unique construction challenges that needed to be overcome quickly to make the projects successful. This article highlights some construction difficulties encountered on these projects, in greater depth, than what I covered last summer at DFI's S3: Slopes, Slides and Stabiliza- tion conference in San Francisco. Also covered are what steps were taken to overcome these difficulties, and mitigation advice for future wall designs. Specifically, ground anchor installation interference, ground anchor elongation variance, and difficulties with large diameter ground anchor drilled holes will be discussed.

The Regional Connector Transit Corridor (RCC) is the Los Angeles Metro area's ambitious light rail project, running under the city's main thoroughfares, Flower and 2nd streets. When com- pleted, it will alleviate traffic and parking congestion downtown, while connecting thousands of residents living in the bedroom communities of Inland Empire and Long Beach to their jobs there. The rail line of 1.9 mi (3 km), which involves a $1.756 billion (€1.545 billion) budget to construct the under- ground rail line, including three new stations. They are the Grand Av Arts/Bunker Hill station at 2nd and Hope streets, Historic Broadway Station at 2nd Street and Broadway, and Little Tokyo/Arts District Station at 1st Street and Central Avenue, which will offer riders their first "one seat/one fare" ride option from Azuza to Long Beach. Regional Connector Constructors JV is led by Skanska USA Civil West California District Inc. (Skanska), in partnership with Traylor Bros., Inc. (Traylor), to deliver RCC to the Los Angeles County Metropolitan Trans- portation Authority (Metro). PB&A was the structural engineer of record (SEOR) responsible to design the shoring systems for the Grand Av Arts/Bunker Hill Station at 2nd and Hope streets, and Historic Broadway Station at 2nd Street and Broadway. The temporary shoring design for Historic Broadway Station is the focus of this article, and why the project received special recognition as a runner up for DFI's 2021 Outstanding Project Award. Two main challenges are discussed in particular: design of the shoring system considering all construction stages, and design of an underpinning system where the Los Angeles Times Building (Times Building) protruded into the station footprint.

Rigid inclusions are widely used in the U.S. as a ground improvement tech- nique, particularly for industrial, low- rise and highway applications with poor subsurface conditions, where control of settlement is necessary. Rigid inclu- sions consist of grouted or concrete elements typically 12-24 in (305-610 mm) in diameter that may or may not be reinforced with a center bar. Typical soil conditions where rigid inclusions are feasible might consist of a surface layer of fill and natural, granular soil, followed by a stratum of soft silt or clay overlying a dense or stiff formation. Rigid inclusions are installed from the existing ground surface or suitable work platform, through the surface soils and through the soft, compressible layer, and into the deeper layer, which is less susceptible to compression- induced settlement. Typically, when used to support an extended area surcharge, the inclusions are installed in a rectangular or triangular pattern at regular spacings ranging from 5-12 ft (1.54 m), depending on a variety of factors. The rigid inclusion system is often capped with a load transfer platform (LTP), whose function is to direct a significant portion of the applied load toward the rigid inclu- sions. Additional load is transferred to the rigid inclusions through the upper fill soils above the compressible layer. The rigid inclusions transfer the applied load axially to their tips and into the deeper layer. In the U.S., rigid inclusions are mostly installed using displacement auger systems. The use of a dis- placement auger has significant advantages. It produces zero to near- zero spoils, which is an important environmental consideration. The

As available space in urban centers becomes more scarce, builders and developers are increasingly turning to vacant, existing structures to meet cities' growing needs. The developers of City Ridge Roadside Development and North America Sekisui House (NASH) - - found a suitable site for their "urban village" at the former Fannie Mae headquarters complex on Wisconsin Ave. NW in Washington, D.C., which had been vacated in early 2018. The urban village will consist of eight new structures centered around the building that currently sits on the site. All told, the project will include 687 residential units, a 150-room hotel, over 150,000 sq ft (13,935 sq m) of retail space, and 62,000 sq ft (5,760 sq m) of office space. A below-grade parking structure will extend across most of the footprint. The Fannie Mae building, which was designed in the Colonial Revival style to mimic the Governor's Palace in Williamsburg, Virginia, was named a historical landmark following a request from the development team. The central portion of its existing masonry structure was built in 1956 on pile caps with small-diameter cast-in-place piles. Two wings, which were added in 1962, were built on belled caissons. There are three levels above grade and one below.

With the advancement of offshore wind farm projects towards deeper waters and larger wind turbine generators, founda- tion solutions other than the monopile have received increasing attention over the past 5 years. Monopiles are the most commonly used foundation solution for offshore wind turbines, with 82% in European waters founded on monopile foundations (EWEA, 2019). However, 2018 saw a record number of suction bucket jacket (SBJ) structures, which consist of a three-legged jacket sup- ported by a suction bucket at each leg (Figure 1), installed for offshore wind. applications. SBJs have now been installed successfully at the Borkum Riffgrund 1, Borkum Riffgrund 2 and Aberdeen Bay offshore windfarms. Suction-installed foundations, referred to in this paper as suction buckets, suction caissons, suction piles or suction anchors, have been widely used in the offshore industry since the early 1980s for a range of offshore applications predominantly as anchors for floating offshore structures - where they are "the most widely used anchor types for deep-water mooring applications" (McCarron, 2011). Suction buckets, installed using pumps that generate suction forces by creating a pressure difference between the inside and outside of the bucket, allow for the installation to be undertaken with minimal noise and without the use of mechanical force. Therefore, a key difference between suction-installed foundations and other foundation types is that the installation design, which must consider the soil type, soil strength and installation specific risks (for example, soil stratification with significant differences in permeability) may have a direct influence on the dimensions of the foundation. While the number of SBJS installed for offshore wind applications has increased significantly in recent years, the installation process for SBJ struc- tures is yet to become standard practice and is considerably more complicated than the installation process for mon- opiles. Mosul Dam is an earth fill dam located on the Tigris River, approximately 40 km (25 mi) northwest of Mosul, Iraq. The construction of the dam was completed in 1984. It is one of the largest multipurpose dams in the Middle East, and the largest dam in Iraq. The dam provides flood control, irrigation, power generation and water supply. At 113 m (371 ft) high and 3.65 km (2.3 mi) long, the reservoir has a storage capacity of 11.1 billion m3 (392 billion ft3) of water. The main hydroelectric power station has four turbines for an installed capacity of 750 MW. The discharge system includes two bottom-outlet tunnels of 10 m (33 ft) diameter, a five-gate service spillway and an emergency fuse plug spillway.

The EFFC/DFI Carbon Calculator provides the deep foundations industry the opportunity to be a leader when it comes to carbon reduction. This tool was created 10 years ago in an extensive effort by the European Federation of Foundation Contractors (EFFC), DFI, member organizations and Carbone 4, a consultant with ex- perience in life cycle assessment. The tool was born out of the fact that governments and clients were asking for embodied carbon information for foundation systems, and that in- dividual companies were building their own calculators to meet these requests. To help all member organ- izations achieve compliance, and to have a sector-specific tool that is certified to the prevailing standards, EFFC and DFI agreed to partner to create the carbon calculator, which is: Excel based and, therefore, easy to learn and use Updated on a regular schedule Certified to ISO 14067, GHG Protocol and PAS 2050 Free and available for anyone to use Even though this tool is free and easy to use, most projects in the industry do not have a carbon calculation performed. The case to use the calculator is more obvious for members in places like Europe where there are stricter reporting standards and government work can be driven by sustainability over cost. In North America this is not the case, yet. Without directives from clients and governments, what can compel the industry to start regularly using this tool and care about the carbon emissions of projects during design and construction?

The rate, scale and complexity of recent construction in this city has been remarkable, even compared to the Gold Rush or reconstruction after the 1906 earthquake. This article will address developments in soil mixing in San Francisco since 2011, and how the marked settlement of a downtown high rise has influenced this booming construction market.

In early 2021, DFI formed a Foundation Reuse Task Force due to concurrent and coincidental discussions of this topic during meetings of the Subsurface Char- acterization for Deep Foundations and Testing and Evaluation committees. Interested members from both commit- tees, as well as of the Sustainability Com- mittee, joined forces to form the task force. The task force mission is to promote foundation reuse by leveraging experi- ence among DFI members and collabo- rating across pertinent committees. General goals of the task force are to identify, assess and reduce risks associated with reuse; to educate owners and decision-makers about reuse; and to improve the investigation, design, construction and testing practices associated with reuse. One of the first orders of business for the task force was to organize a roundtable discussion of foundation reuse for DFI's 46th Annual Conference on Deep Foundations in Las Vegas. Last fall's discussion was framed as a continuation of the successful "Horses for Courses" session of SuperPile '21, which also focused on foundation reuse. However, whereas the SuperPile session focused on technical content, the annual conference panel on October 13, 2021, was envisioned as a less technical conversation that emphasized audience participation while addressing approaches to decisions about foundation reuse issues. Today's civil and geotechnical engineers play an important role in helping to achieve sustainable infrastructure. To address environmental sustainability and climate change caused by green- house gas (GHG) emissions, all engi- neers must adjust their traditional approach to materials, design and construction practices to include a focus on minimizing carbon dioxide emissions. The considerable influence that geotechnical engineers have on projects provides an important oppor- tunity to affect positive change. The carbon footprint of the construction methods and materials used for foun- dations can be as much as 8-9% of a new building's total carbon footprint, and geotechnical engineers have an op- portunity to evaluate alternatives based not only on cost, but also the long-term environmental impacts. Growing environmental considerations and societal concerns are influencing the selection of construction materials and methods, including cement and concrete's role and significance for infrastructure applications today and in the future.

One popular method to stabilize slopes is the use of deep foundation elements to support lateral loads from an unstable soil or rock mass. Drilled deep foundation elements are often selected due to local availability of equipment, access concerns, cost considerations and post-construction aesthetics.
