The traditional engineering approach to assessing stability is based on comparing resisting force (capacity) to driving force (demand), or strength to working stress. In underground coal geomechanics, considerable effort has been expended on quantifying the strength of rock structures. However, this has not been matched by advances in determining the load acting on these structures, reflecting a reluctance by some to embrace numerical modelling to assess load magnitudes and distributions. Numerical modelling is a valuable aid as loading environments are a function of both the stiffness of the mine workings and the stiffness of the superincumbent strata and are statically indeterminate in most cases.This paper defines stiffness, which is often confused with elastic modulus. It shows that, effectively, stiffness encapsulates geology, depth of mining, panel width, pillar width and mining height. Therefore, these factors are variables that need to be taken into account when determining stress magnitudes and distributions about mine workings. A range of examples are presented that illustrate the significance of the stiffness of the superincumbent strata on surface subsidence; the magnitude and distribution of pillar and abutment load; and aspects of bord and pillar mining, pillar extraction and longwall mining. These examples provide bases for identifying the limitations of some empirical approaches to mine design, identifying how to compensate for some of these in design processes; and emphasising the need to make greater use of numerical modelling in understanding and quantifying loading environments in underground coal mining.CITATION:Galvin, J M, 2014. For the last 50 years, traditional safety management has improved safety performance by: • Fixing the environment (eliminating the hazard). • Improving the system (more/less rules, procedures etc). • Making safety more conscious (more/better interactions about the importance of safety). Although these approaches certainly have merit, and may be part of an overall solution, they are not enough to prevent many modern-day incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

"Various approaches are used in the industry for establishing procedures (sample mass estimation and method of subsampling) for sampling and analysis of gold ores. The key factors that determine the accuracy of the results that can be expected for a given set of procedures are widely misunderstood.Recent developments in sampling theory show that the estimation of the accuracy that can be expected for a given gold ore as a function of sample mass is actually a simple matter. For a given sample mass, the accuracy that will be achieved depends only on the grade of the ore and the range of masses of the grains of the gold in the ore. This, of course, demands that a reasonable estimate of the distribution or spread of gold grain masses in the ore be known. But this is something that should be known if the gold is to be efficiently recovered in the processing plant.This paper provides a simple explanation of the real facts about sampling of gold, either in the field or in the plant, and provides results for a number of cases of combinations of fine and coarse gold in an ore. In contrast with previously published models for the carbon-in-pulp (CIP) process, the model proposed in this paper incorporates film transfer, intraparticle diffusion, simultaneous leaching, preg-robbing, the loading of multicomponent species, and the effects of fouling and changing cyanide levels. The rationale behind this comprehensive model is that changes in fouling and competitive adsorption along a CIP cascade affect the profiles of gold loading. As it is impossible to quantify all these non-ideal factors, a method is proposed whereby an imaginary species is postulated so as to combine all the competitive effects. A plant survey at the Telfer mine has shown that the mass loss due to a gravimetric analysis of the fouled carbon could be used directly to quantify this competitive effect. The degradation and consumption of cyanide along the Telfer CIP cascade enhance the loading of copper on to the carbon, which should be taken into account when modelling the gold profiles. It appeared that the effect of cyanide itself on the loading of gold was negligible compared with its effect on the copper. Evidently much more research is required on this topic in order to optimise CIP operations exposed to constantly changing conditions.

The aim of this paper is to give an overview of the FrothSim flotation simulator and to demonstrate its ability to predict the performance of real flotation circuits. Example simulations are presented in which the feed rate to the circuit is varied, followed by simulations in which a cleaner section and recycle loop are added to the rougher bank.The simulator is able to predict both the recovery and the grade produced by the cells at all locations in a circuit and the simulator is shown to produce plausible grade recovery curves. It also demonstrated that the performance of banks of cells improve as the feed rate to the bank increased (improved grade for a given recovery), but that more cells are required to give the same overall recovery.

The P49 Shaft, Hilton Mine, was sunk and equipped for Mount Ise Mines Limited by con- tractors Cementation - Thiess Joint Venture. The leached siltstones to a depth of 150m were known to contain large volumes of water. These siltstones were cored and tested in the laboratory. Field results confirmed that cement grouting was relatively ineffective but that chemical grouting was effective. The Sm diameter shaft was sunk to a depth of 1040m. Weak strata to the full depth re- quired continuous temporary support by rock bolts and mesh before the concrete lining was poured, and made sinking conditions difficult. After completion of the shaft sinking the headframe was redesigned and modified to allow shaft equipping as a combined service and hoisting shaft with seven compartments. The shaft steelwork was designed and fab- ricated for service with high speed conveyances operating under corrosive conditions. The steelwork, weighing approximately 1500 tonnes, was installed to a high degree of accuracy which required guides not to depart from true verticality by more than 2mm over any 5m, or 15mm over the full shaft depth.

In order to meet the increasing demand for coal for their Newcastle Steel Works, the Broken Hill Pty. Co. Ltd., on June 5, 1937, approved of a scheme to sink a tunnel to the Victoria Seam at their Burwood Colliery. This seam was virgin at this locality and lay nominally horizontal at a depth of 320ft. vertical from the surface.For the purpose of despatch of the coal produced it was decided that the tunnel be equipped with a rubber belt conveyor system.This was a comparatively new departure in Australia, and, indeed, was one of the first installations of its kind in the world, designed to raise coal from considerable depth by this means. Later the tunnel was extended to the Borehole Seam, which lay nominally horizontal at a vertical depth of 600ft. from the surface. The whole installation is the subject of this paper.In planning a project of this kind, consideration had to be given to the following:-1. Location of tunnel with regard to existing surface railway sidings and shafts.2. Ultimate tonnage required.3. Width and construction of belt.4. Speed of belt.5. Inclination of belts.6. The major slime forming minerals in coal seams are generally montmorillonite, illite and kaolinite, and due to the consistant trend to full seam mechanisation in New South Wales and Queensland these minerals remain in the feed to a coal preparation plant. After coming into contact with water their size degradation is very rapid, and therefore they mostly report to the fine coal cleaning section of the plant. Froth flotation, being the most effective method of beneficiating fine coal, is widely practised in these two major coal producing states of Australia. Plant experience and laboratory tests suggest that the presence of these slimes in the flotation circuit depresses the flotation of fine coal. Although the deleterious effects of slimes on the flotation behaviour of minerals is well known, the mode of their adsorption at the mineral surface has been a subject of controversy for some time. In this paper, on the basis of the surface properties of slime forming minerals and coal, a model has been put forward to explain the adsorption of slimes at the coal surface. The degree of slime coating has been examined by scanning electron microscopy. Laboratory tests have revealed that with the appropriate use of polyvalent phosphate electrolytes these slimes can be liberated from the coal surface. Just attrition and desliming are not enough to ensure complete liberation of slimes. Coal, after treatment with these electrolytes and then deslimed, floats readily with a common frother, such as MIBC. Modifications in the conventional flotation circuits have been suggested to ensure an efficient flotation of fine coal.

Small mines exist because of a restricted deposit or a small market. With the right management at the present time the small mine can have lower total costs than larger mines. Charbon is an example of a small mine with a restricted deposit and a specialised product. The development which incorporates a unique rail loading facility and flexible coal preparation plant was achieved with a modest capital outlay and in record time. To remain competitive in future with large scale mines who seek increased production the small mine must achieve increased productivity through automation, higher speed equipment and a multiskilled workforce. Deregulation of the industry, scrapping the Coal Industry Tribunal and the Joint Coal Board would benefit small mines greatly. Management of a small operation also requires multiskills which need to be supported by outside help in the form of consultants and temporary staff. In the 21st century small mines will continue to provide a service to the market.

The Small Pebble Process for Reducing Ball and Power Consumption in Secondary Grinding Ball mills are used widely for secondary grinding. A mixture of ball sizes can be used to optimise grinding efficiency, but the use of balls smaller than about 30 mm in diameter is not normally viable, particularly when alloy steel is required. Preliminary testing of the grinding efficiency of various combinations of 40 mm steel balls and crushed stone in the size range 7 to 25 mm was carried out in a 300 mm diameter mill, which has accurate power measurement.The primary interest was to assess the potential benefit of adding small pebbles (from a primary circuit crusher or mill) to a secondary ball mill, to reduce ball consumption and to improve grinding efficiency. The optimum proportion of pebbles was found to be about 25 per cent by volume. This mixture produced about the same amount of fines as balls alone, but with lower power consumption, due to the lower density of the pebbles. The net result was a 12 per cent saving in power and a 25 per cent saving in ball consumption. The production of fines was partly due to pebble wear. The use of portions of 15 mm balls, (ceramic and steel), was also tested for comparison. A few batch pilot-scale tests were conducted in a 1.2 m diameter, 0.31 m long mill to test the viability of the pebbles at a larger scale. The pilot-scale tests confirmed the reduction in power and that the rate of production of fines was the same as that obtained with balls. The same residence time was used and this implies that pebbles can be added to an existing full-scale ball mill, with no loss in capacity. Samples of secondary mill feed and pebbles were obtained from a copper mine and the steady-state consumption of pebbles was determined by locked-cycle laboratory-scale tests. These tests demonstrated that mill power could be reduced by up 13 per cent and that the consumption of 40 mm balls could be reduced by up to 38 per cent, while maintaining the same throughput and product size. The rate of pebble addition was about 4 per cent of the primary circuit feed rate. Application has been made for patent protection.

The Société Nationale Industriel et Minière (SNIM) is expanding its ore and concentrate production capacity in Mauritania, West Africa. This government-controlled mining company has been in production since 1963 and currently exports some 12 Mt/a.SNIM is presently doubling its magnetite concentrate production at the Guelb el Rhein mine. An existing processing line will have a second parallel production line of 4 Mt/a added. The mine is located some 600 km inland from the Atlantic coast in the heart of the Sahara Desert.The metallurgy of the ore is reasonably straightforward. It is a magnetite banded iron formation that is amenable to magnetic separation. While the existing plant uses semi-autogenous grinding and dry magnetic separation, the new processing line will use HPGRs, dry magnetic separation, and a wet milling and magnetic separation circuit for treating middlings.The process choices refl ect the scarcity of water in the region, the high cost of locally generated power and the operating experience and preferences of SNIM. Dust control in the desert environment has been a particular challenge.The metallurgical design aspects as well as the infl uence of the environmental and commercial aspects of the project are presented.

The aim of this paper is to highlight the social aspects involved in the preparation of environmental impact studies (E.I.S.'s) for mining developments. In particular, the paper will reveal that the social information provided in such E.I.S.'s can achieve much more than simply satisfying government requirements. Such information can form the basis of a strategy to deal with the settlement of a mine workforce in either an existing or newly developed community. A strategy of this type can go a long way towards avoiding many of the social problems and related industrial disputes often created in such circumstances. It will also be of significant benefit to the mining company in negotiating its infrastructure package with the local authority.

Mining is an international business and vital contributor to national and global economies. It depends on the trust and confidence of investors and stakeholders for its financial and operational well-being (Committee for Mineral Reserves International Reporting Standards (CRIRSCO), 2016). The Social Licence to Operate (SLTO) is an increasingly multifaceted and multistakeholder risk that can impact investment decisions. Community challenges to broader political and economic decisions have given rise to protest delaying or stopping projects or closing mines and has led to loss of life (Ernst and Young, 2016). Some governments are now giving greater powers to stakeholders to make the final decision on approving mining and metals activities (EY, 2016). With billions of dollars in project investment at stake, ongoing engagement, collaboration and effective communication with stakeholders is crucial and mutually beneficial solutions are increasingly expected (EY, 2016). It is therefore essential that the industry communicates the risks (and opportunities) associated with investment effectively and transparently in order to earn the necessary level of trust with investors and stakeholders to underpin its activities (CRIRSCO, 2016). The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

The New Southern Railway (NSR) involves the excavation of approximately 10 km of single bore tunnel from Tempe Reserve, Tempe, to Prince Alfred Park (PAP). PAP is located just south of Central Railway Station in SydneyÆs Central Business District (CBD). From Tempe Reserve the alignment takes the tunnel under Sydney Airport including the main north/south runway. Sydney Airport is approximately 8 km south of the CBD. The NSR is being constructed by a private group, the Transfield Bouygues Joint Venture (TBJV). Transfield is a major Australian contractor and the French contractor, Bouygues, is providing the soft ground tunnel construction expertise and is also responsible for the design of the concrete segmental lining. This paper sets out to present in some detail the issues involved in tunnelling under the airport and in particular under the north apron, the main north/south runway and the new elevated roadway. The paper concentrates on these three areas on the airport with an emphasis on the following. The risks involved and measures taken to minimise the risks in tunnelling under the International Terminal north apron (with Jumbo Jets parked immediately above). Secondly, settlement predictions, settlement and runway operation criteria and the actual settlements that have occurred on the main north/south runway. Finally, the criteria that was developed during the construction of the deep bored piers for the elevated roadway at the Domestic Terminal as the TBM passed through this area of construction activity.

The cohesive zone in the blast furnace is largely affected by the softening and melting behaviour of ferrous burden because of its vital role in the blast furnace process. The Visual High Temperature Methodology (VHTM) has been given to study the softening and melting behaviour of sinter, two kinds of lump ores and acid pellet intuitively. Before softening, both two kinds of lump ore swelled and more serious for lump ore B because of its denser structure than lump ore A. The softening and melting temperature intervals are different from one another and this phenomenon contributed to the gas permeability of ore layer in the cohesive zone since the ‘ore window’ has formed. Besides, the softening and melting behaviour of mixed burdens have been studied, where it has been found that the softening and melting characteristics of mixed burden A (consisting of sinter and lump ore A) is better than mixed burden B (consisting of sinter and lump ore B) and mixed burden C (consisting of sinter and acid pellet) despite the poorest characteristics of lump ore A. The reason is that the high temperature interactivity between lump ore A and sinter is much better than lump ore B and acid pellet. The high temperature interactivity is mainly influenced by the chemical compositions, porosity and contact condition. The Eskay Creek orebody is located in north-central British Columbia (Canada). The ore contains major gold and silver values and minor but economically significant quantities of zinc. The refractory nature of the gold necessitates a pressure oxidation pretreatment prior to cyanidation. After solid-liquid separation the oxidation solution can be treated by oxyhydrolysis for iron removal and cementation with zinc dust for noble element removal. The resulting solution, as obtained in pilot studies, contains 7 - 10 g/L Zn, 0.5 g/L Ca and 2 - 4 g/L Mg. Minor amounts of cadmium, copper and iron may also be present in the solution. Over 90 per cent recovery of zinc from Eskay Creek oxidation solutions could be obtained by four stages of zinc extraction with Cyanex 302 extractant (Cyanamid Canada Inc, Niagara Falls, Canada). Zinc was stripped from the organic with spent zinc electrolyte in two stages. A complete description of the bench scale and miniplant studies of the solvent-extraction electrowinning circuit follows. The behaviour of minor amounts of copper, cadmium and iron in the circuit is also Discussed.
