The objective of a mine planning exercise is to plan a safe mine that maximises net present value (NPV) for the project. Two primary elements are key to design of a mine plan optimised to maximise profit: selection of an optimised production rate and selection of an optimised equipment fleet. Both depend upon accurate estimations of capital and operating costs for the equipment and for the life cycle of the mining operation. Once a trial production rate is determined, a primary equipment fleet, ie excavators, haulers, and blasthole drills, can be determined based on material characteristics and haulage distances and gradients. An auxiliary fleet, dozers, road maintainers, service trucks, etc can be determined using less rigid productivity criteria. With an equipment fleet determined, operating and support personnel can be assigned based on shift requirements and equipment operating needs; and material and supply requirements can be estimated. Knowing the areal dimensions of the major equipment items, road widths and repair shop dimensions can be determined. Personnel numbers and supply requirements determine the square metre sizes of offices, change rooms, and storage facilities. Reliable sources of capital and operating unit prices and costs for all these items are referenced in the paper. Once preliminary capital and operating cost estimates are calculated by applying unit costs to equipment, personnel, material and supply needs, potential profit can be tested using DCF techniques. An optimised mine plan can then be determined by testing the potential profitability of multiple mine production rates. Because of the economies of scale, full capital and operating cost estimates must be completed for each production rate in order to produce meaningful comparisons.

It is the aim of this paper to review recent research in understanding the role of cyanide in the elution of gold. Under conditions of severe pre-treatment (high temperatures and levels of cyanide), the dynamics of elution are determined mainly by the adsorption equilibrium and the flow conditions in the column. When conditions are less favourable for desorption, transport phenomena are rate controlling. The most important sub-processes of elution are the changes in cyanide, potassium and gold concentrations, as well as the change in passivation of the carbon surface. Mathematical models to simulate the various sub-processes are described briefly.The presence of an irreversibly adsorbed species such as AuCN on the carbon is determined mainly by the pH, temperature and the type of carbon. Cyanide in the pre-treatment step will convert the AuCN to reversibly adsorbed Au(CN)2. Competition between cyanide and Au(CN)z for adsorption sites will enhance the elution of gold, but plays a minor role at elevated temperatures. The most important effect of cyanide is its reaction with the functional groups on the carbon to passivate the surface for the adsorption of anionic metal cyanides and thereby promote the elution of gold. This passivation, caused by the degradation of cyanide, is strongly temperature dependent. Free cyanide in the elution step of an AARL elution is of lesser importance than the cyanide in the pre-treatment step. Elution without cyanide is possible only after cold acid washing, and has been proven on plant scale.

Increasing use has been made of engineer ing geology and hydrogeology in the development of the infrastructure for mining projects. The Geological Survey of the Department of Mines, the Department of Main Roads, the Irrigation and Water Supply Commission and private consulting organisations and mining companies, employ spec- ialist staff to carry out engineering geological and/or hydrogeological investigations. Such in- vestigations have been of assistance in recent mining developments in northern Queensland, in- cluding those in the Cloncurry - Mount lsa, Weipa, Greenvale and northern Borten Basin areas.

Over the past decade there has been continual change in the way that mines have been managed and the component roles of those people who make up the total mine management system. Major issues have included the change in the business structure of mining companies, the change in on-site infrastructure, increased personal liability of managers for the safety and health of employees and increasing social and environmental pressures on managers and their staff. This paper looks at the changing roles of two of the many groups of professionals associated with the mining industry - the equipment supplier and the mining consultant. The profiles of the ACME Group Pty Ltd, suppliers of ventilation equipment and ancillary canvas and plastic products to the mining and construction industry, and Tennent, Isokangas Pty Ltd, Consulting Mining Engineers, are presented.

The Copper Canyon deposits, occur in proximity to the regionally distinctive formational boundary between the Staveley Formation and Marimo Shale. The mineralisation here is associated with breccias, veins, and alteration zones near the base of the Marimo Shale unit and in the underlying evaporitic dolomite-dololutite dominant Staveley Formation. The Marimo Shale unit, in its basal 60 metres, is highly carbonaceous and hosts ubiquitous but minor diagenetic (?) copper-pyrite, and on occasion, extensive albite-microcline alteration centres, pyritic (cobaltiferous)-quartz veins, and microcline-quartz_+plagioclase veins or veinlet arrays. The most significant mineralisation, such as at the Greenrnount prospect, consists of a shallowly dipping package of alteration zones overprinted by multiple generations of pink-orange microcline-quartz-chalcopyrite-pyrite-(arsenopyrite) and albite-calcite- phlogopite veins. Accessory mineralogies in most of these mineralisation styles consist of tourmaline, monazite, rutile, and apatite. Chalcopyrite (and secondary chalcocite) and gold are associated with each generation of alteration but are best developed in the later stages of veining. In the underlying Staveley Formation, which is a conformable transition between the Corella Formation limestones and the Marimo Shale, chalcopyrite (cobaltiferous)-pyrite mineralisation occurs as disseminations in pre- and syntectonic breccias, and with disaggregated silica pseudomorphs (after thinly bedded evaporitic sulphate beds) and associated dolomitised limestone-calcilutite. Although this mineralisation may be partly diagenetic in origin the 200 in thick evaporitic packages are also host to a locally widespread (2 to 4 km long and 200 to >500 metres wide) and pervasive 'redrock' styled microcline-dolomite¦hematite alteration. Within this gross alteration package there also seems to be a consistent association with narrow (10 to 100 metres wide), linear (stratabound) semi-massive magnetite-hematite-microcline and quartz-chalcedony replacement zones. Like much of the nearby Corella Formation the Staveley Formation, under the Marimo Shale, has undergone dissolution, paleo-solution karsting (breccias) and tectonic brecciation such that the precursor lithological details have been progressively obliterated. The post-diagenetic to post-tectonic fluid pathway development and metasomatic alteration history of this important lithostructural package of rocks has been traced from preliminary studies only. The ability to do so is largely due to the absence of significant regional and contact metamorphic overprinting, and the local preservation of precursor sediment profiles. It is proposed that both the base of the Marimo Shale and parts of the underlying evaporitic-limestone-dololutite have acted as conformable fluid pathways for hydrothermal and (perhaps) diagenetically derived, Cu-Au-(¦Co ¦As) K-Na-Ti-REE bearing, fluids and brines.

Laboratory scale simulation experiments show that the adsorption capacity of Au(CN)Z- on activated carbon in the presence of organic plant contaminants is dependent on the particle size of the carbon. This observation suggests that fine carbon in a CIP contactor can protect coarse CIP carbon from fouling in a dirty CIP plant. A preliminary test of this concept was made using fine lignite coal as the organic scavenger in the presence of the CIP carbon Calgon GRC22 in an alkaline cyanide solution containing Teric 401, sodium ethyl xanthate and kerosene.

The concentrator at WMCÆs Leinster Nickel Operation has operated with flash flotation in the grinding circuit since the early 1990s. There has always been a positive correlation between flash flotation Ni recovery and overall Ni recovery û however this relationship could be explained by differences in the ore, rather than by the action of the Flash flotation cell in reducing overgrinding of Ni. In July 2003, refurbishment within the plant made it necessary to operate the concentrator for a period with the flash flotation cells off. The resulting data set provided evidence that flash flotation in the grinding circuit changes the size distribution of Ni to reduce the amount of slow-floating fine (-7 ¦m) Ni produced. Ni recoveries in the finer size fractions were similar with flash flotation on or off û but because less fine Ni is produced when the flash flotation cells are operated, overall Ni recovery improved.

The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

Static attachment of bubbles to solids is contrasted with dynamic attachment in flotation cells. The times of contact during particle-bubble collisions in dynamic attachment are compared with the induction time determinations and the kinetics of thinning of the liquid films separating solids and bubbles. The thinning is examined mainly in terms of electrostatic and dispersion (van der Waals) contributions to the disjoining pressure existing in the films. The local heterogeneity (on a molecular scale) of charge distribution invariably present at all interfaces (even at conditions of zero zeta potential) calls for some means to minimize possible electrostatic repulsions which arise when the electrical double layer at the air-bubble interface begins to overlap that present at the solid surface, on encounter between particles and bubbles. It is postulated that dipoles of frother molecules, owing to their ability to "flip over" (polarise), replace localized electrostatic repulsion by attraction within fractions of a milli- second, as long as the structure of the frother molecules is sufficiently "bulky" to maintain diffuse films (of mixed collector-frother) at the air/liquid interface of bubbles. The relaxation times of dipoles (signifying their "flipping over" ability) have to be shorter than the collision times between particles and bubbles for particle-bubble attachment to be facilitated under dynamic Conditions.

Standards in the public reporting of resources and reserves in Australia have dramatically improved since the implementation of the Australasian Code for Reporting of Mineral Resources and Ore Reserves (The JORC Code) in 1989. Whilst the JORC Code states clearly that Mineral Resources and Ore Reserves are imprecise calculations and should be treated as estimates, there is strong evidence that many people regard them as fact, including some accountants, directors, auditors and investors. Mineral Resources and Ore Reserves are key inputs in the valuation of a mining company and the determination of financial performance. Geological knowledge is the foundation upon which Mineral Resources, Ore Reserves and investment decisions are made, however this information carries with it substantial uncertainty. Case studies and company reports have established that errors derived from inadequate geological inputs have led to reduced profitability in operating mines and in extreme cases the premature closure of mine operations. Whilst there are many causes of mine closure and reduced profitability, including commodity prices and exchange rates, the cumulative effect of all geological uncertainty contributes significantly to the erosion of the credibility of mining within the investment community. There are a number of methods used to characterise and model uncertainty in Mineral Resource and Ore Reserve estimation. Empirical mining indexes, sensitivity analyses, Monte Carlo simulations and Conditional simulations are used to identify and estimate geological uncertainty, notably the quantification of uncertainty in grade and tonnage estimates. These techniques have not generally been applied to estimating geological uncertainty associated with key Ore Reserve inputs such as appropriate mining technique, equipment selection, production rate, mining dilution, stability requirements, materials handling, metallurgical processing, product quality and waste storage. New software tools are needed to model the entire mining process with all its geological and other interdependencies, enabling all uncertainties to be separately identified and estimated. By its very nature, mining involves the assumption of significant technical, financial, political, environmental and social risk. Success comes by understanding and managing these risks and consequently the mining industry will never choose to reduce the level of geological uncertainty to nil. The ultimate aim of improved identification and estimation of geological uncertainty is to quantify inputs into the Ore Reserve process, allowing a company to assess the risks and manage these accordingly. This approach is relevant to feasibility studies for new projects as well as life-of-mine planning through to the weekly schedule at existing mines.

The narrow quartz vein deposits at Konongo and Ghana Main Reef gold mines in Ghana were emplaced during the plastic flow cross folding of pre-existing sub-isoclinally folded volcanic and perivolcanic deposits of Proterozoic age. The older fold structures tightened differentially according to their position in relation to the axes of the cross fold pattern giving complex outlines to the reefs in both plan and cross section.Some 4500 measurements of bedding plane linears were used in the resolution of the Boabedroo footwall structure at Konongo. The methodology developed at the Boabedroo mine was then successfully applied to other complex bodies at the Konongo and Ghana Main Reef mines.All mine development, especially stope preparation, of the folded quartz reefs at Konongo and Ghana Main Reef was controlled by the geologist to ensure that the veins were removed with as few geologically enduced hiccoughs as possible.

The Osborne Mine commenced production from an open pit in December 1994 with the first ore being hauled from underground one year later. Currently all ore is hauled up a decline by trucks until the shaft system is commissioned in early-1998. The mine is hosted within a multiply deformed and complex sequence of metamorphic, igneous and metasomatic rocks of mid Proterozoic age that are concealed beneath 20-40 metres of Mesozoic sedimentary cover. Epigenetic and largely hypogene copper - gold mineralisation occurs in a close spatial relationship with quartz - magnetite ironstones and is an important example of a significant mineralisation style in the Mt Isa inlier. Life of mine concentrator production, to year end 1997, totals 3.2 Mt of ore at 3.40 per cent Cu and 1.13 g/t Au. Total metal produced was 97 000 tonnes of copper and 2900 Kg of gold (95 600 oz) from some 348 000 tonnes of dry concentrates averaging 28.01 per cent Cu and 6.99 g/t Au. At the start of 1998 OsborneÆs total measured and indicated resource was stated at 11.38 Mt at 3.24 per cent Cu and 1.21 g/t Au with an ore reserve of 11.42 Mt at 2.90 per cent Cu and 1.09 g/t Au. Exploration efforts in and around the mine have been increased since 1996 and have resulted in an early success, with a 28 per cent increase in ore reserves since mine start-up, and the establishment of a 1.5 Mt inferred resource open to depth. During 1997 the performance of the concentrator has exceeded expectations with throughput having been increased to 1.45 Mt per annum. The Mining Cycle at Osborne has proceeded from discovery through feasibility and is currently seen to be in the latter part of the development stage and/or the early part of an expansion stage. This paper will describe the role of geology and exploration within these stages and will highlight how a number of key interpretations and decisions based on geology have both favourably and unfavourably affected the project.

Geomechanics is one of the more specialised aspects of site supervision on a major tunnell- ing project. The controlled deformation of a rock mass as a result of tunnelling and the knowledge of loading of temporary and permanent underground supports are important for safe, economic construction. These basic parameters depend on the construction method and sequence and the geological conditions through which a tunnel is driven. Thus geomechanical monitoring during the construction phase provides feedback to a design team and allows any revisions to a design to cater for local conditions not revealed by earlier investigations. Detailed geological mapping is an integral part of geomechanics in the construction phase. It serves as a monitor on pre construction predictions and also forms part of the as- constructed record. If conventional excavation-techniques are adopted, geomechanics can provide a service of blast' vibration monitoring of surface structures in urban areas.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

It is commonly accepted that govern ments have a role in the financing of mineral development. The reasons for government involve- ment are examined in general and in the light of the current situation in Aust- ralia, particularly having regard to the ownership of resources. A brief introduction is given to the new Australian Government bodies, the Petroleum and Minerals Authority and the Australian Industry Development Cor- poration, designed to fill a new role in mineral development, and to the basic changes brought about by the Australian Government's decision to become involved in the future development of the country's mineral resources. It is generally accepted that governments do have a role in financing mineral development. This acceptance does not seem to be confined to Aust- ralia alone but is more a worldwide phenomenon. Mineral development has traditionally been regarded as the pre- serve of private enterprise and there- fore is presumed-to be profitable, and so it is instructive to ask why there is this special role for governments.

Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

With the advent of COAG reforms in the late 1990s requiring full commercial return from æpublic infrastructureÆ, and the tightening regulatory compliance for any project that involves the development or modification of any natural resource, it has become increasingly difficult for the private sector to contemplate development and/or ownership of new large-scale water supply infrastructure. The hurdles that must be overcome often seem insurmountable even before a detailed understanding of the project challenges can be developed. Australia has prospered over the last 50 years in an environment where regional development, including mining, has been encouraged by high commodity prices, a well-trained and available labour force and abundant spare capacity in the necessary infrastructure, in particular rail, power and water. Unless future infrastructure is created in advance of, or closely following, demand, this prosperity may be in jeopardy. This paper presents a snapshot of todayÆs project development challenges, and with reference to some recent case histories, argues that owing to their unique background, culture and status, water utility government owned corporations (GOCs) are well-suited to fulfilling the demand for new water infrastructure.

I must tell you at the outset that I come to this conference deeply disturbed at the `role of Government in international dealings in mineral and energy resources'. I am disturbed by the confusion that now passes for policy. I am disturbed by the short- range view of critical problems taken by a majority of Governments. I am equally disturbed by the even shorter range of view taken by a growing army of industries. Many of them clamour for Governments to solve their problems in a specific way, with little regard for any other sector but their own-and with even less regard for the fact that every time a Government takes over some of their responsibilities they surrender some of their freedom. I would not say that longer range views don't exist. But I would say that they don't prevail at the present time. Instead, we are seeing the con- stant development of many policies for individual problems which don't tackle the fundamental causes. We must get back to basics without delay.

A flow sheet has been developed to treat a high tonnage highly preg-robbing gold ore. The ore is low grade and fine grained with a high proportion of very fi ne free gold. The key components of the flow sheet include gravity, flotation, intensive cyanidation with direct electrowinning, and carbon-in-leach of the flotation concentrate. The circuit produces a low overall mass pull to concentrate allowing economic intensive treatment of large tonnage low-grade material. Efficient recovery of fine gravity gold using a Falcon concentrator in both the milling and flotation circuits, and subsequent intensive cyanidation in a Gekko InLine Leach Reactor (ILR) is critical to the process with over 70 per cent gold recovery expected in this circuit. Grind size control was also found to be important in controlling the activity of the preg-robbers in the carbon in leach circuit and also in the solid liquid separation performance. Tests at the large-scale demonstration plant have been conducted to demonstrate the effectiveness of this flow sheet. A large low-grade deposit is currently under development with the aim of developing a 10 Mt/a treatment plant with the subsequent addition of equivalent sized process lines in multiples of 10 Mt/a. The economic development of this orebody is critically dependant on understanding and exploiting the properties of the ore. In particular it is critical to minimise the effect of preg-robbers by recovering free gold with Falcon concentrators and InLine Leach Reactors. Recovery of the remaining gold by flotation into a small mass yield allows this fraction of gold to be treated by CIL leaching utilising high carbon levels. It is critical is to ensure operation at the optimal grind size to maximise liberation of the free gold and minimise pregrobber activity. The ore has been identified as preg-robbing with low recoveries obtained if treated using conventional cyanidation and carbon absorption. The mineralogy consists of predominantly fi ne grained free gold with minor sulfides including pyrite and arsenopyrite. With conventional cyanide leaching in the absence of carbon, gold recovery is less than 50 per cent. Direct cyanide leaching of the ore in the presence of activated carbon results in an improved but still uneconomic gold recovery. The gravity recoverable gold (GRG - as defined by Andre La Plante) content of the ore has been measured to be 70 per cent to 85 per cent in various tests with liberation grind size of approximately 106 ¦m. This indicates gold is predominantly free and suitable for recovery by batch centrifugal concentrators into a low mass yield. This property of the ore presents the opportunity to maximise the recovery of gold by separating it from the majority of the preg-robbers prior to leaching. Due to the very fine gold particle sizes and the necessity to maximise recovery of this fine fraction Falcon concentrators were selected for the duty, with their proven high recoveries at very fine gold sizes. The gravity recovery in the milling circuit is designed to be in the range 55 to 65 per cent. This has been achieved in the existing pilot plant using a Falcon operating on ball mill discharge within the mill recirculating load. Intensive leaching in an InLine Leach Reactor is essential to recover the gold from the gravity concentrates. Tabling is not a preferred option since recovery is lower than intensive cyanidation and any gold losses to table tails will report to CIL where recovery is reduced by the presence of preg-robbers. Furthermore, tabling recovery from the gravity concentrates is particularly poor due to the fine particle size of the free gold. ILR recoveries of 98 per cent were demonstrated in the pilot plant using an ILR100BA and leach conditions were investigated in the lab using pilot plant generated Falcon concentrate. Recovery of gold from the pregnant solution was achieved with direct electrowinning at pilot and efficiency and sizing parameters were determined at lab scale. To further increase free gold recovery Falcon concentrators will be installed in the flotation circuit. Location of the Falcons in the circuit is not finalised but installation on the rougher concentrate stream is favoured since it will allow multiple pass recovery. This is expected to recovery a further ten to 20 per cent of the gold, as indicated by lab tests on pilot plant generated material. The gravity concentrate from the flotation circuit will also be leached using InLine Leach Reactors. Initial intensive cyanidation tests carried out on lab generated flotation concentrates indicated higher recoveries than CIL can be obtained even though the concentrates contain significant levels of preg-robbing material. This can be explained by the high cyanide, high pH leaching conditions used in the ILR which alters the absorption equilibrium of the preg-robbers. Further optimisation of the leach conditions will be undertaken once more concentrate becomes available. Recovery of the remaining gold content is achieved by flotation into a small mass yield, however the preg-robbers are also recovered into this concentrate. Due to the presence of the preg-robbers gold leaching must be carried out in the presence of high levels of activated carbon in a CIL system. The recovery has been shown to be strongly dependant on the carbon loading and the concentrate particle size. The carbon competes against the preg-robbers for dissolved gold while excessive grinding increases the surface area and activity of the preg-robbers. This has been demonstrated in test work however the economic optimum leaching conditions and carbon loading have yet to be determined. The grind size is critical to the economics of the project, not only due to its effect on gold recovery but also due to its effect on the major operating and capital costs at both the front and back end of the process. It is critical to grind enough to obtain both gravity free gold and flotation liberation at low mass yields however over-grinding results in large increases in mill size and power at the front end and filtration or thickening costs at the tails. Because these unit operations treat essentially all the plant feed even small changes can result in major impacts on project economics. The viability of this project is greatly enhanced by the high recovery of gold into a small mass yield. In particular the production and intensive leaching of the free gold gravity concentrates will allow over 70 per cent of the gold to be recovered efficiently with minimal impact from preg-robbers. By using flotation the mass of the remaining fine preg-robber contaminated material, to be leached in CIL, is greatly reduced allowing this difficult material to be economically treated. Recent advances in global positioning systems (GPS), machine guidance technology and telemetry allow an unprecedented level of control of surface mining operations. GPS technology can now locate the bucket of a shovel or the blade of a dozer within 50 mm. Some of the outcomes possible are: precise selective mining û even when the ore is visually indistinguishable from waste; tracking grade and tonnage of every ore parcel through the mine; real time productivity monitoring; detailed post accident safety analysis; and tracking the movements of every piece of equipment. This paper will consider the contribution that GPS based machine control systems can make to ensuring that surface mining projects deliver the outcomes promised in the feasibility studies. Case studies of installations are presented.
