The excessively high cost of production in underground coal mines has made the survival of many coal mines around the globe economically non-viable. The global competitive coal market speaks itself of the desirability of a lower operating cost in conjunction with a higher productivity performance, particularly in underground coal mines, and calls for an optimal production planning under a host of constraints. Such a task of optimal planning is not an easy exercise like that of traditional planning based merely on intuition, experience and subjective judgement. It essentially demands a thorough understanding of the complex interaction of mine sub-systems for judicious application of optimisation tools and techniques available with operations research. A few large mines around the globe have made an effective use of a sizeable number of operations research packaged programs for optimal decision-making (Grayson, 1989). The success of practical applications of operations research techniques made in a variety of mining problems in large mines in different parts of the world will hopefully make inroads to smaller mines in years to come. The present paper is an addition in the series of such applications of operations research tools to mining problems, particularly with reference to an underground coal mine in India. The paper is based on research work (Jawed, 1990) and deals with the development and use of a mathematical model for production planning in underground coal mines under multiple objective environment subject to a host of constraints.

For nearly two decades water scientists have been debating the need to use appropriate models for the questions being asked and the data available. This paper puts forward a rationale for a hierarchical framework for water balance modelling as it applies to mine sites. The hierarchy is based on the complexity of models and their data requirements. Scientific models are the most complex and require the most data; next is engineering models, then systems models and the simplest representations are given by conceptual models. A position is put forward that systems models have a range of uses that the others do not provide. A systems model, called SiteMiser, is described and its calibration illustrated. The model is applied to seven coal mines from the Northern Bowen Basin in Central Queensland. Currently, there is little relationship between total water use and coal production. This relationship is not any stronger when fresh (raw) water is compared to reused water. Leading practice water use levels are simulated for all sites. The simulation results demonstrate that there is considerable opportunity to reduce water consumption and, in particular, to import less fresh (raw) water to the sites.

The world is becoming an increasingly complex environment to operate within. Adoption and evolution of technology is occurring at a rapid pace and operating spaces are growing in interconnectedness and interdependency. In mining this is evidenced by the large-scale adoption of autonomous machinery, intelligent systems, Internet of Things (IoT) devices, and robotics to realise benefits in optimisation, productivity, and safety. To enable continual delivery and growth in operational performance, and to realise the aforementioned benefits, a new approach for managing mining and metals is required (Mining Review Africa, 2023). This means that an already talent constrained workforce must learn to manage the complexity inherent, evolving, and growing in the environment (Abenov et al, 2023). A key skill that needs to be further developed and deployed to combat these challenges and to enable robust problem solving is that of systems thinking, which is already practiced in pockets within the mining industry. Experience and learning can be leveraged from other industries and their application of systems thinking to ensure that focus is maintained on areas where the benefits from which will be optimised. With targeted application, a workforce capable of effective systems thinking can be the catalyst to optimisation across mining organisations.

Shane is enjoying his new work. Six months ago, he was stocking shelves at his local supermarket and decided to make the big move to a job in mining with more challenge and, of course, more dollars. He's been through his inductions, received his training tickets and is now working in a crew of eight underground at a fly-in, fly-out (FIFO) operation. There are many more systems and processes here than in his retail job, and Shane's comfortable that his safety is being looked after. He is enjoying the continually changing work and conditions, it makes the job interesting. It's taking some time to get used to the roster and he is worn out by changeover, but he gets more time with friends and family during R & R.   Generally, the mining industry has a maturing safety culture and well developed systems. This sometimes lulls people into a false sense of security. Safety systems cannot anticipate every possible situation, nor can they replace people's perception, thinking and decision-making. To manage safety, it's critical to find the right balance between dependence on systems and a healthy fear and respect of risks we face.   As safety standards are raised, systems tend to get more thorough and complex. When a new person joins a mining crew, we induct and train them to provide the information they need. As labour availability again becomes short, and many new people join our industry, we shouldn't assume they know the fundamentals. We need to explain not only what they are expected to do, but why doing what we ask and expect will keep them safe. We must equip people to deal with both the routine and the unexpected.   This presentation explores the challenges of balancing a structured, systematic approach to safety with the need to also equip people to deal effectively with risks everyday in dynamic and extraordinary situations.   Session purpose Introduce participants to a way of looking at risk from a different perspective, as a force for change and progress, if managed well. Demonstrate that risk is something we need to engage with emotionally as well as physically, if we want our risk management efforts to be successful. This purpose will be achieved through an entertaining and engaging presentation, using photos and case studies. The session will initiate interest to explore new ways of thinking about risk and generate discussion about the balance between people and systems. What is the right balance and why getting it right enhances the safety culture, while getting it wrong can impact on safety, business performance and sustainability.

In mining and remote areas of resource industry, there has been a development towards lacking emergency medical first aid response, that creates a potential disadvantage for patients after work accidents and other medical emergencies compared to standard population. This raises the question how a professional emergency medical coverage can be provided underground, taking into account lacking medical professionals in small resource companies combined with long rescue times. Aiming on the closure of this gap, a team of the mine rescue brigade from the Research and Training Mine Reiche Zeche (Forschungs-und Lehrbergwerk (FLB) Reiche Zeche) of the TUBAF Technische Universität Bergakademie Freiberg in Freiberg/Germany and its cooperating emergency departments of the Freiberg District Hospital and the Zeisigwaldkliniken Bethanien Chemnitz developed a totally new rescue concept using elements from tactical medicine and advanced emergency medicine combined with a specifically designed compact equipment and a highly standardised teaching curriculum. A fully new standardised and condensed tactical medical approach was developed including specifically adjusted equipment, and was taught in a didactically optimised way within 16 lessons in two days. Objective Structured Practical Examinations (OSPE) using manikins and simulated patients were conducted and compared to the identical exam of the reference group, which consisted of advanced paramedics. The standardised tactical medical scheme includes vital functions and body checks, advanced life support, nasal and intraosseous drug application, supraglottic airway management, artificial ventilation, thoracocentesis, bleeding control including tourniquet, fracture repositioning and splinting, transport bedding and thermal preservation. The developed Tactical Medical Mining Rescue (TMR) concept was subsequently included in the German guidelines for mine rescue services in 2022 and is already implemented in many companies in Germany and several international projects.

New Zealand Steel's Taharoa titano-magnetite mine, south of Auckland, set two national load records when it transported around 2000 t of mining equipment three kilometres overland on time, under budget and without safety incident. It was the first time in New Zealand that four platform trailers were assembled end-to-end to transport a load. It was also the first time that a single load of 1000 t was transported on platform trailers. The need for the relocation of all equipment was realized five years ago. It took two years of planning and specialist advice to relocate the mine's 250 t dredge, 500 t surge bin, 1000 t concentrator plant and ancillary equipment from the Southern Mining Region across a specially designed haul road to the Central Mining Region. The project was carried out during a six-week shutdown in early 2001. Two dry docks were constructed, one at each end of the relocation route. The equipment was floated into a dismantling pond that was interconnected with the dry dock in the Southern Region. Through pumping, the water levels were controlled to allow transfer of the separated units from the dismantling pond into the dry dock. Once drained, sets of self-elevating platform trailers were used to transport the main units, one at a time, between the dry docks. Five prime movers were used to pull the loads. At the receiving end, the units were off-loaded in a dry dock interlinked with ,the first mining pond. The equipment was relocated because the reserves in the Southern Mining Region were mined out. A natural watercourse û the Wainui Stream û defines the northern boundary of the Southern Region and the objective became to relocate the mining plant to the other side of the stream and re-establish in the Central Region. The project team selected the trailers as the most effective means of transporting the equipment, particularly given the non-invasive means of crossing the Wainui Stream. Negotiations with prime contractor Tranzcarr Heavy Haulage Ltd commenced in mid-2000. The remainder of 2000 was spent in developing concepts with the contractor, detailed designing, preparing the dry docks, haul road and initial mine plan for the Central Region. These activities occurred with no conflict to the normal site production.

Filtered dry stack tailing storage facilities offer many advantages over thickened tailing storage facilities and yet, most of the mining companies still prefer the latter.Some of the advantages of filtered dry stack tailing storage facilities are: increased structural integrity of the tailing storage facility, which is even more critical in areas of high seismicity, close to nearby communities or environmentally sensitive areas; maximised water recovery which is particularly important in arid environments where water is an extremely valuable resource and its supply is regulated; optimised recovery of valuable metals in the process water, avoiding high cyanide concentration going to detoxification (both aspects haven’t been emphasised enough in technical papers on this subject); optimised space to store the tailings in mountainous regions; minimised elevation of embankment height, providing a safe option to store the tailings in places where there is limited area available; simplified license approval to operate where the tailing facility is a big issue; and avoidance of potential problems with nearby communities.Filtered dry stack tailing storage facilities have some disadvantages such as: technology limitations in operations that process high throughputs (eg >50 000 tpd) as they require many filters resulting in high maintenance and operating costs; higher capital cost; low efficiency in the filtration process, particularly in ores with high clay content increasing operating problems and capital cost; the new technology risk with possible debottlenecking issues and a longer time to achieve the design throughput; and the need to treat larger water flow rates when the water balance is negative.This paper analyses: the operating practices of Mexican gold and silver operations using filtered dry stacking storage facilities; implementation issues, advantages and disadvantages; quantifiable reductions in gold and silver losses and actual lower detoxification cost; and current trends to use filtered dry stacking storage facilities in new projects. "OZ MineralsÆ Prominent Hill copper-gold concentrator is located 650 km north-east of Adelaide, 130 km north-east of BHP BillitonÆs Olympic Dam operation and 130 km south-east of the regional township of Coober Pedy, in the Gawler Craton region of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 10 Mt/a ore throughput capacity, operating well over the design rate of 8 Mt/a. Increased throughput rates have seen a decreased water recovery from the tailing thickener due to operating above design. Subsequently, greater pressure was placed on the site water balance and bore field off-take rates due to increased evaporation losses from greater volumes of water reporting to the tailing storage facility. This resulted in a trade-off between water availability and milling rates as part of the operating strategy.Two projects were implemented to increase the tailing thickener underflow density, thus improving water recovery directly back into the operating plant, reducing water losses via evaporation and decreasing the reliance on the bore field system operating at maximum rates to maintain mill throughput. The two projects were: tailing thickener feedwell redesign implementation of the Manta Cube control system.This paper discusses the background, implementation and benefits attained from these two key projects. Combined they have allowed a two to three per cent increase in tailing thickener underflow density to be consistently achieved, which has allowed greater water recovery. As a result, the processing plant has been able to operate at higher throughput rates when required, with greater water availability in the process plant recirculating system and a reduction in occurrences of the plant being æslowed downÆ due to water supply shortfalls. Tailings disposal and water management are one of the most important environmental issues in mining projects. The nature and the method of disposal of the tailings will determine the long term environmental impacts and must be carefully considered at the planning stage so that final abandonment can be economically achieved. If not, long term and on-going treatment and amelioration may be required to achieve environmental standards. Final abandonment requires dam safety surveillance inspection to satisfy engineering stability and hazard requirements as well as environmental issues. Environmental issues include stability, as well as rehabilitation and long term contamination potential.

The Mary Kathleen tailings storage facility (TSF) contains 7.1 Mt of uranium mill tailings. This waste repository was rehabilitated in the mid-1980s using a multibarrier dry cover. At the time of mine closure, it was predicted that acid mine drainage (AMD) generation would not eventuate and that uranium, heavy metals and radionuclides would be adsorbed within the tailings and not seep from the TSF into the environment. This study reports on the environmental status of the TSF. Gamma-ray measurements indicate an intact dry cover of the waste repository. However, seepage (~0.5 L s-1) of acid (pH 5.71), saline (0.31 per cent), high conductivity (8.8 mS cm-1), slightly oxygenated (DO 2.6 mg L-1), radioactive waters occurs from the toe of the tailings dam into the former evaporation ponds and local drainage system. Seepage waters are calcium-magnesium-sulfate rich with elevated Fe, Mn, Ni, U and Zn values. Oxygenation of tailings seepages causes the precipitation of Fe and coprecipitation and adsorption of other metals (Pb, U, Y), metalloids (As), rare earth elements (Ce, La) and radionuclides (U-235, U-238, Th-227). In contrast, Ba, Ni, Sr, Mn, P, S, Ca, Mg, Na and K as well as Ra nuclides (Ra-226 and Ra-228) remain in solution until pH neutralisation and evaporation lead to their precipitation in efflorescences and sulfate-rich evaporative sediments further downstream. Dry capping of Mary Kathleen uranium mill tailings has resulted in physical containment of the wastes. The dry cover shows no signs of erosion and radiation levels are within acceptable limits. However, the flow rate of surface seepage from the TSF occurs at a much higher rate than predicted. Also, the neutralising potential and adsorption capacity of the tailings and underlying aquifer were overestimated at the time of mine closure. AMD has developed mobilising metals, metalloids, rare earth elements, alkalis, radionuclides and sulfate from the waste repository into surface water seepages.

Substantial efforts by the industry, as well as by process and equipment designers, have resulted in many innovative developments that provide cost effective reductions in water usage. This paper showcases four emerging best practices in industry including examples of recent installations. Belt press filters are a small fraction of the operating and capital cost of alternative ædryÆ tailings technologies. This gives operators who must ædryÆ their tailings a competitive advantage and makes such operations much more sustainable. The new generation of belt filter presses use less energy, produces lower cake moistures and better disposal stacking properties. The need for tailings storage facilities may be eliminated or in some cases high-grade tailings can be dewatered and sold as a low value product. Mining applications include sand tailings, sinter plant waste, coal tailings and power station fly ash. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants, whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.

The purpose of this paper is to look at the costs of tailings disposal, and in particular the comparative costs of different disposal methods in different situations. Costs are often the hidden design parameter. We know that they are important but sometimes feel that it is not very respectable to talk about them in public. It is better from a public relations point of view for it to appear that the decision-making process is driven by environmental factors or best practice rather than looking for the cheapest option. But this presumes that the two are mutually exclusive and this need not be so. These issues are discussed later in the paper. It is also commonplace for the scale of the mining operation to change with time, typically involving increased throughput rates and total tonnage. New ideas in tailings disposal make their appearance. The regulatory attitude can change. Having made a decision about the disposal method at the time of original feasibility study and design it is easy to suppose that the mine is æstuck with itÆ. But that also need not necessarily be so. Careful costing of options may reveal that a switch in method could be cheaper in the long run. The designer will often tend to think in terms of initial earthworks and site development costs. Aspects of power consumption, labour, and periodic campaigns to move tailings pipelines and carry out embankment raises are either overlooked or not given the same emphasis. This can distort the evaluation process. It is productive to think in terms of dollars or cents per tonne as a basis of comparison, not just the total sums. Tailings disposal can cost from as little as 10 - 20 ó/t to over $1.00/t which is a big range. There may be good and unavoidable reasons for the high figure but there would need to be to justify being so far over the industry average. At the same time, mining and processing costs, at least for gold, are around $15 - 20/t. Viewed from this perspective tailings disposal will always be a relatively small component of the annual budget.

Tailings facilities tell a story to the public about how the mining industry manages its activities. They also create a risk that must be managed for the long term. All the knowledge and technology is available to safely design, build, operate and decommission tailings facilities.   Tailings at Waikato North Head Minesite are pumped as slurry, over long distances and against high static discharge heads to backfill the excavated area. WNH is, under the mining licence, obliged to reconcile the topography of mined areas to the closest possible resemblance of the original terrain. The active tailings areas are located near main operational facilities and detailed plans and procedures have been developed to ensure a safe and continuous operation.   The concentration plant is designed as two identical and independent plants. Each plant has its own tailings slurry pumping system.   This paper represents a general overview of the tailings disposal practice at WNH mine site. It discusses tailings delivery, construction and water management.

Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. The purpose of this paper is to discuss the efficient operation of a tailings dewatering circuit comprising a thickener and filter press through proper control and automation. It is common to see thickeners and filter press circuits each with their own control systems. This can cause multiple issues when trying to increase efficiency and reliability of the tailings management process. By automating the thickener and filter press controls, you are eliminating any delays and inconsistencies caused by human error and process variations. When done properly the system can maintain a consistent product as the feed characteristics change. Previously, operators would have to monitor the process parameters and adjust the system accordingly. This can now be accomplished using state of the art process control equipment that continuously monitors and adjusts critical variables using Programmable Logic Controllers (PLC) and Proportional Integral Derivative (PID) loops. The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Oceana Gold as part of their environmental strategy are looking at various methods for cost-effective revegetation of their tailings dams. Under the concept of revegetating the tailings this study looked at several issues. These issues were; testing different methods of revegetation, arsenic (As) uptake in vegetation with respect to capping thickness, and background As levels in farmland areas above mineralised rocks. A number of plots were set up in a temporarily disused tailings dam to trial the direct sowing of ryecorn into the tailings.   Ryecorn was sown in sandy tailings (ca 1000 mg/kg As) and then covered with oxidised schist to anchor the seeds. This proved successful and ryecorn was established. Once the plots covered with oxidised schist were growing, 1 m and 2 m strips were sown on the sheltered side of the existing plots without the covering of oxidised schist. The uncovered plots also established successfully. From this set of trials a sowing plan can be developed that uses a minimum of resources to successfully establish vegetation. The maximum As content of the ryecorn was 80 mg/kg. Clover, Yorkshire fog and ryegrass plant matter was sampled from a pot trial that used different thicknesses of topsoil covering tailings material. As the thickness of topsoil increased, the amount of As taken up decreased. Soil samples were taken from farmland areas which were known to have elevated levels of As (up to 1000 mg/kg) in the top 10 cm. Vegetation samples were also taken from the same locations, and show the As levels in plants is <50 mg/kg.

In recent years a number of explosive blends including ANFO, emulsion and watergel products have been used in a variety of ground types and applications. These `standard' explosives' technologies are not new, but out of the uses and applications, have sprung a new generation of tailored explosives that match the ground type and the operating environment. This is in stark contrast to the norm, where various patterns and loading configurations have traditionally been designed to accommodate the explosive. This paper discusses these tailored explosives and the explosives' technology behind why they work. Active tailoring of explosive formulations can save mining dollars while essentially leaving the explosive price unchanged. Tailoring explosives may lead to increased rock breakage, heave, digging rates; lower digging maintenance costs and in some cases replacing earth moving machinery altogether. Tailored explosives may have other benefits such as reduced over pressure compared with standard alternatives. The tailoring of explosive performance generally involves three major methods (other than changing the bulk density and sensitivity): (i) replacing fast burning reactants with slower burning reactants or vice versa; or (ii) leaving the explosive intact and diluting the entire explosive with slow burning or `inert' material; or (iii) changing the concentration of the fuel/oxidiser mix. When tailoring explosives for particular applications, authorising, testing, costing, manufacturing, and delivery systems must also be taken into account.
