THIS paper discusses what mining reports should contain when presented to the California State Corporation Department, to accompany applications for the sale of stock to the general public, but the principles involved apply to mine financing everywhere. Such reports should 'be as clear and concise as possible, endeavoring to tell the truth in as few words as necessary. Should the engineer be aware that his report is to be used in connection with the sale of stock to the general public, he should consider the public as his client as well as the person who actually employs him. It is always required that the engineer be favorably known and of recognized standing. The following points should be given careful attention : 1. A legal description and location of the property. 2. Transportation conditions, and how they may be expected to affect the operating costs. 3. A brief history of the property, its production record as to tonnage, grade, and character of the ore should be given. Should the property have suspended operations for any reason, this should be given. Any details of former operating costs should be given, especially as to how any improvement could be made, due to better methods which might be employed.' 4. The main geological features and whether they are such as to lead the engineer to believe that the mine may possibly 'be exhausted or the ore of such grade as to be no longer profitable. If he considers them favorable, he should give his reasons for the belief that further development work may produce profitable results. A map showing these features should be submitted, and it is not necessary that such map be highly colored or contain any more than the essential matters. 5. The determination of the state of stress existing at a point in any solid body requires the determination of the six components of the stress tensor relative to a convenient set of axes. One general method of doing this in rock is to make strain or deformation measurements associated with local relief of stress in a number of boreholes penetrating a limited volume in the vicinity of the point at which the stress is to be determined. The stress is assumed to be constant throughout this volume. Leeman1 has described a number of the instruments that have been developed for making deformation or strain measurements in boreholes. Panek2 has described the application of statistical methods to the determination of the average components of ground stress from sets of measurements made in boreholes by means of deformation meters of the type developed by the U.S. Bureau of Mines. In this paper attention is given initially to the strain cell developed for use on the flattened ends of boreholes by the Council for Scientific and Industrial Research (CSIR) , South Africa. The equations required for evaluating the average components of ground stress from measurements made by means of the CSIR strain cell are derived. These equations are similar in form to those applying to measurements made by the borehole deformation meter developed by the U.S. Bureau of Mines. The results of an investigation of the properties of the equations are described. These results are important in the practical use of both the instruments mentioned above and any instrument based on similar principles.

THE data in this paper were collected to show both the volume and speed with which bituminous mines have indefinitely suspended operation while economic advantage in the industry has so gravely declined. The study was limited to the bituminous coal-mining states east of the Mississippi River, wherein conditions affecting production and demand are more common respectively to all of the mining districts included and represent about 95 per cent of the nation's coal mining. Data for the compilation of these statistics and for the construction of these graphs have been obtained in all cases from state mine depart-ment reports, except from those of Ohio and Virginia. In Virginia essential individual mine data were secured from an authentic source, but no individual Ohio mine information is obtainable, because all Ohio fact-gathering agencies are prohibited by law from revealing such data. In other states the facts were tabulated and later checked with the cooperation of Chief Mine Inspectors. In all, excluding Ohio, over 17,000 individual annual mine returns were examined. Special infor-mation was secured from each state mine department about suspensions in 1932. Accurate information was not available from all states about mine abandonment due to exhaustion of coal reserves, and while these were completed for several states, it has not been shown because it was not perfected for all states. However, the total observed sample was comprehensive enough to show that exhaustion accounts for a very limited part of the suspended production. Wherever mention is made of "suspended production" the largest annual output of the mine in the five years prior to suspension has been taken as the measure of its probable production had it continued to operate. A mine is not regarded in this category, as having suspended, when it merely ceases to produce. The word "suspension" is used only where there is a complete abandonment of activity for an indefinite period, as evidenced by the fact that both ventilation and pumping are discontinued.

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is being developed in southeastern New Mexico by the United States Department of Energy as a research and development (R&D) facility to demonstrate the safe disposal in salt of radioactive wastes resulting from defense activities. As part of the WIPP R&D program, a series of in situ tests will be performed to determine the behavior of drifts and storage rooms in the creeping salt medium (Matalucci, et al. 1982). Data obtained in these tests will be used to evaluate and improve numerical models used to compute the structural response of these drifts and rooms. Stress has been proposed as one of the parameters to be measured in the tests, and borehole inclusion stressmeters have been included in the instrumentation package. Cages of this type provide an indirect measurement of stress change in that they actually monitor borehole displacements which are then related to changes in the in situ stress away from the borehole. The relationship between stress and displacement is highly dependent upon the constitutive behavior of the rock in which the gage is emplaced. This relationship is well understood for rocks with linear stress-strain behavior (Fossum, et al, 1976), but, for creeping rocks like salt, the relationship has yet to be determined. Thus, inclusion gage response in salt must be investigated fully before stress measurements from the WIPP in situ tests can be used for comparisons with computed stresses The calculations presented in this paper were performed as part of an investigation of inclusion stressmeter performance in salt. The in situ deformability of a closely jointed basalt rock mass was determined by two different methods: the NX-borehole jack method where displacements of opposing curved platens were related to applied hydraulic pressures, and the modified Goodman jack method where tangential strains on the borehole walls were related to induced tangential stresses. The modulus obtained by the modified Goodman jack method were much higher than those obtained by the NX-borehole jack method. To explain the discrepancy, the influence of fractures and test variables, such as depth, orientation, hole location, and applied pressure on the calculated modulus of the rock mass, were analyzed by factorial analysis. It was found that the orientations and measurement depths have statistically significant effects. The in situ deformability values obtained by nonlinear regression analysis were also found comparable with other measurements and empirically predicted values for the basalt rock mass.

ALL industrial establishments whose operations depend upon chemical reactions use gases. In the simplest case the oxygen of the atmosphere, heated or not, as the case may be, is used, and in other cases, gases which are produced by a special apparatus of more or less complex composition. The manufacturer depends, for the success of his operations, entirely upon having these gases arrive at the right time, in the proper proportions, at the required temperature. It often requires but a slight variation in their composition to make a given process a success or a failure. In most cases the gas used is formed from fuel, and according as variations in its composition are produced by alterations in the manner of charging the grate, not only different, but often directly opposite, results are obtained. The great industrial question of the present time, and one upon which the prosperity of the world depends, is how to get the greatest amount of useful effect from fuel, whether the caloric is used directly or is transformed into horse-power. In almost all industrial pursuits this translates itself into the question of how to construct a fireplace and its adjuncts in such a way that the heat of the flame and of the products of combustion shall be made to produce a maximum effect. Unfortunately, until very recently, except by comparison, there was no means of ascertaining whether the loss of useful effect was 80, 40, or 20 per cent. of the total amount of fuel employed. It seems now strange that there should have been furnaces so constructed as to produce 20 per cent. of carbonic acid in the fireplace, but this has been proved by analysis to have been true. It does seem incredible that, notwithstanding the immense number and variety of furnaces used for different processes, and the great difference in kind, quality, and quantity of fuels consumed, there should formerly have been used for them all, the same stereotyped fireplace, varied only in its dimensions of height, length, and breadth. It is true that, with a good fireman, excellent effects may be, and have been, produced, but the manufacture is here, as in many other cases, dependent on the intelligence of the workman, a very uncertain reliance for capital to rest upon. At present, tunnels can be driven in rock by either of two essentially different techniques, in one of which rock-breaking is accomplished by drilling and blasting and in the other by mechanical loading. The methods based on these techniques are comparable in terms of the rates at which tunnels may be advanced, although they differ widely in their range of applicability to different types of rock and lengths of tunnel. The method based on drilling and blasting has reached a high degree of development. It is applicable to even the hardest rocks and rates of advance in excess of 50 ft per day (fpd) are attainable. The main disadvantages of this method are that it involves a sequence of operations punctuated by blasting and that it is relatively uncontrolled, resulting in overbreaking the tunnel profile and damage to the surrounding rock. However, its flexibility, mobility, and low capital cost constitute real advantages in many situations, such as those involving short lengths of tunnel or low rates of advance. Tunneling machines based on mechanical breaking of the rock are a more recent development. They offer a continuous and controlled means of tunneling capable of rates of advance in excess of 100 fpd under favorable conditions. However, these machines weigh many tens of tons and consume several hundred horsepower, so that they are costly and lack mobility. At present, their applicability is limited to long tunnels in relatively soft rock where the high rates of advance and tunnel quality can offset their onerous capital cost. Many situations exist in which the superior quality of a machined tunnel and freedom from blasting would be real advantages, but where the rock is either too hard for existing machines or the length of the tunnel does not justify their capital cost: What are the possibilities of developing cheaper, more flexible, and mobile tunneling machines? Most existing tunneling machines fragment all the rock at the tunnel face to facilitate its disposal. THAT veterans are crowding the colleges is no longer news; 78 per cent of the 1916-47 enrollment in mineral industries curricula in the United States were veterans, but the rapid comeback from an estimated 1262 total mineral industries students in 1944-45 to 11,422 in 1946-47 is almost astonishing. The figure, which includes 1008 graduate students, is a substantial increase over the previous top record of 9619 in 1938-39. A small part of the increase is caused by the larger number of women entering the field, of whom there were c 9 in 1916-47. Petroleum leads the curricula with 34.5 % of the enrollment, metallurgy is second with 28%, and mining is third with 18%. Table 1. shows all curricula offered and those accredited by ECPD. Using the Mississippi River as a dividing line, 31 colleges in the East and 27 in the West offer curricula in the mineral industries.

THE underground losses of oil exceed by hundreds of thousands of barrels all the oil that has been lost in storage, transportation, or refining. The quantity lost is, of course, indeterminate; but when it is considered that the contents of an entire oil field have been excluded from recovery by invading waters, some idea of the amount wasted may be gained. Similarly, enormous quantities of gas have been lost underground. Conservation of the oil, therefore, should start before it is brought to the surface rather than after it is placed in storage tanks. Water is one of the most important causes for underground losses and the operator should give as serious consideration to an underground flood of water as he would to a destructive surface flood. The best insurance, of course, is to have the wells drilled in such a manner that water has no access to the productive oil and gas horizons, and on abandonment the wells should be properly plugged. The encroachment of edge water and the occurrence of water in the base of an oil sand present a very serious problem to an oil company; sooner or later these waters are bound to cause considerable damage, if they do not entirely destroy the possibilities of further production. Too often, however, a field has been considered to be in a hopeless condition, whereas wells in as bad a condition in other areas have been repaired and the life of the field appreciably lengthened. The corrections are very often suggested by technical study. Very successful results have been accomplished by detailed underground work in the California oil fields, in Cushing, Oklahoma, and in other areas.

Part I of this chapter is concerned with the description of and metallurgical data pertaining to the flotation circuits used in the London mill of the Tennessee Copper Co., at Copperhill, Tenn. The ores treated at the London mill are massive complex sulfides, in which pyrrhotite and pyrite are the predominant minerals. Other sulfides are chalcopyrite and sphalerite; magnetite is also of economic value. The approximate mineralogical analysis of the ore is shown in Table 1. [ ] The chalcopyrite and sphalerite are closely associated with pyrrhotite as shown by the tracings of micrographs (Fig. I), which are representative of the mill feed. Fig. la illustrates the type of locking between pyrrhotite and chalcopyrite; Fig. lb illustrates the way in which sphalerite is attached. Thesephotographs indicate that it is not practical to break all of these attachments. Hence, in order to produce concentrates with satisfactory grades and recoveries, most of the locked chalcopyrite particles must be recovered into the copper concentrate, and the locked sphalerite-pyrrhotite particles must be separated from the iron concentrate. A copper concentrate, a zinc concentrate, and an iron concentrate are made. Typical metallurgical results are tabulated in Table 2. HISTORICAL In 1922 the London mill started as a copper concentrator, with a capacity of 300 tpd, and in 1926 an additional flotation circuit was added to recover the iron sulfide remaining in the copper tailing. THE jig may be termed the standard coal-washing machine. Although exact figures on the relative tonnages of coal treated by the various coal-cleaning processes are not available, it is known that a large part of all the coal given special cleaning treatment is handled by jigs. This wide use of the jig warrants a special study of its performance. In this paper are presented the results of an analysis of work done by a three-compartment jig in treating bituminous coal from the Thick Freeport bed in Allegheny County, Pa. Certain systems of washing coal require sizing before washing, while others treat unsized coal. The prevailing practice, however, for the preparation of coking coal from the more easily washed coal is to treat an unsized or natural feed at about -1 in. size and smaller. Under such conditions, the minimum size of particle that is beneficiated has long been and is still a matter of discussion and conjecture. In a careful laboratory investigation Jüngst1 concluded that the practical limit of settling of fine coal is reached at from 0.02 to 0.008 in. On the other hand, Hancock2 has found that single-compartment jigs, used in preparing coal for the domestic market, usually allow most of the heavy (refuse) particles smaller than 1/4 in. to go into the washed coal. He also states that it is impossible with the ordinary coal jig to make any noticeable improvement in the quality of the coal finer than 20 mesh (about 1/30 in.). Because of its importance in coal cleaning, the work described in this paper was undertaken for the purpose of obtaining information on this subject, as a part of the general coal beneficiation program being carried out by the Bureau of Mines.

A population balance model accounting for the transient variations in drop size distributions in a stirred liquid-liquid system is analyzed for its effect on chemical reaction conversion in a stirred, batch reactor. The analysis is applied specifically for phase transfer catalytic reactions, which indicates that transient effects of evolution of drop size distributions may be important in such systems.

Surface coal mining productivity in the US and Illinois has declined since 1969. The US Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions, such as overburden preparation and stripping, reclamation, and coal handling, from 1970 to 1982. Statisical analysis techniques, including multiple regression were used in the study.

THROUGH the use of pressure and production records, formation properties and bottom-hole sample data, the performance of an oil reservoir may be studied analytically to define and evaluate the natural forces acting on and within the reservoir. Use is made of material-balance methods and the equations for natural water encroachment to estimate reserves. Methods for calculation of pressures are given. A study of the Jones sand, Schuler field, Arkansas, has been made and is given here to illustrate the value of the methods discussed.

INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. Unfortunately, in a modern and complex world all other things do not remain equal. The statisticians will, no doubt, jump to their own defence by citing this

The resistance which rock bolts offer to shear movements along fracture planes and bedding planes near a mine opening has been suggested as one of the mechanisms by which bolts contribute to the support of weak rock in the roof or sidewall. That such displacements do occur is a fact fairly well known. Inspections of drill holes that have been drilled for some time often reveal that the holes have been offset at one or more points some time after drilling. Resin grouted bolts are often cited as being better able to resist shear movement in the roof because the annulus around the steel bar is filled with grout, whereas the sides of a conventional bolt will not contact the rock until a rather large shear displacement has occurred. When this project began, there were no experimental data to support or refute the above arguments. A laboratory shear test program was, therefore, devised to evaluate the effectiveness of various types of bolts in resisting shear under various conditions which exist in situ. Research reported earlier (Haas, 1976) included a theoretical analysis of a conventional bolt intersecting a shear surface, and experimental data on the shear resistance of smooth (lapped) shear surfaces, intersected at various angles by conventional and resin grouted bolts. The present paper extends the previous analysis to consider the effect of the initial roughness of the shear surface. Joint roughness is a particularly significant factor since undulations of the shear surface cause dilatation of the joint, which in turn, causes high tensile loading of a bolt intersecting the joint.

The application of a simple, two-dimensional computer technique for evaluating rock burst potential in cut-and-fill stopes was investigated. The principal purpose of the study was to compare the effectiveness of high-modulus fill and destressing as aids in the control of rock bursts. Two conclusions that are probably of general applicability are drawn. First, high-modulus fill is ineffective as a means of increasing the mine stiffness and acts to control rock bursts only if it supports enough load to reduce substantially the stresses on the unmined vein material. Second, destressing is most effective if it is performed when the vein material is near the point of failure.

How to interpret the composition of rocks has been a question which has caused a great deal of discussion and investigation among geologists and chemists. It is evident that that analysis will give the clearest results, which will give the relative proportion of the different minerals composing the rock as well as the weight of their different constituents. This, however, is a very difficult matter, and in those rocks which seem to the naked eye entirely compact, like obsidian and other rocks of that class, appears to be impossible. Cordier, in the early part of the century, invented a process which is known as the " mechanical analysis of rocks," which is really a method of mechanical preparation, and consists in crushing the rock to a certain fineness, and then, by virtue of their density, washing out the different minerals, so as to make a mineralogical analysis, separating completely the different constituents of the rocks. In the hands of so skilful a man, this was a comparatively easy matter, and Cordier found no difficulty in ascertaining the mineralogical composition of a rock. The ultimate chemical composition was ascertained from the sum of the elements contained in the different materials. In the light of to-day, it is very easy to see that the complete chemical analysis of the rock does not necessarily lead to the explanation of its character. It has been so difficult, however, to have any other kind of analysis made that most chemical examinations have been made as ultimate, and not as mineralogical analyses. The panning out of the different minerals composing the rock, which are often very nearly of the same specific gravity, is so difficult that a person of ordinary mechanical skill is scarcely able to do it; consequently the mechanical analysis which Cordier proposed, and was able himself so skilfully to effect, has never been practiced to any extent. A school was formed in France consisting of a very small number of Cordier's followers, which, in face of the difficulty of acquiring the method, very soon died out as a school, though some of his most skilful followers are still living. Most roof bolts are used in mines with bedded roofs, but it has not been determined to what degree thin-bedded roofs can be reinforced by bolting if there is no thick member in which to anchor the bolts, or what function the bolts must perform in such a case. Owing to widespread practice of systematic bolting to support thin-bedded roofs, moreover, it is desirable to design roof-bolting systems on a quantitative basis. Specifically, a solution to the following problem is required: For a roof composed of beds of given thickness and physical properties, what is the optimum length, spacing, orientation, and tightness of bolts consistent with safety and economy? The investigation reviewed here has produced a functional equation to evaluate these variables and establish basic principles of roof bolting.
