MINING conditions in Mexico during the current year have been most unfavorable, synchronizing with conditions in the United States, but the outlook for the near future is improving. The chief difficulties met with are because of the following conditions: severe drop in prices of metals; high smelting rates; high prices of supplies; inadequate means of transportation; low efficiency of labor. In comparison with pre-war prices for metals it cannot be said that prices are low, particularly for silver, which recently has gone to a level that would have been considered exceedingly good in 1912. But conditions have changed so greatly that only the most favorably situated properties can operate without loss.

THE recent purchase by an American investment trust of a substantial block of shares in a British owned Venezuelan copper operation directs attention to mining activities that have been quietly gaining momentum in that country for a number of years. We hear so much of oil work in Venezuela that attention to its metal-mining activities is in most quarters casual. In gold and copper the country has made some interesting mining records, and two of the old districts are ,digging in for a come-back. Copper Copper production centers in the state of Yaracuy. The Aroa-Cumaragua mining region has had a long and eventful history. The Aroa mine itself, 50 miles from the coast in West-Central Venezuela, was discovered in 1605. First mined in 1632, owned at one time by Simon Bolivar, it has been reopened many times and is now , the basis of substantial operations by the South American Copper Syndicate, Ltd. of London. The latter has operated the property profitably, off and on, for a number of years, paying heavy dividends on a small investment-at times over 300 per cent annually.

IN speaking of the mining and economic conditions prevailing at the present time on the Rand, it is not my intention to go into the details of the mining-practice, since this has been already well described both in the Transactions1 and elsewhere,2 but rather to take a more comprehensive view of the industry and its surroundings as a. whole, marking its general development and the lines of its future progress. In a. paper entitled Deep-Level Shafts on the Witwatersrand, with Remarks on a Method of Working the Greatest Number of Deep-Level Mines with the Fewest Possible Shafts,3 presented to this Institute in August, 1900, I drew attention to the great cost of sinking the very deep vertical shafts that were then being seriously proposed as necessary for the development of the deeper areas, pointing out the strong advisability of working this ground by means of inclines to be sunk from the existing shafts of from 3,000 to 4,000 ft. in vertical depth. In this paper it is stated (1:). 975): "In short, practice upon the Rand now tends towards fewer vertical shafts and more underground inclines, especially for the very deep mining about to be undertaken." In consequence, the 6,000-ft. vertical shafts, at one time so much discussed, have never been started, and they do not now seem likely ever to be. The necessity of placing all deep shafts further apart in order to make them control and exhaust larger areas was also dwelt upon. In recent years great advances in the automatic control of flotation plants have been made, mainly due to the development of reliable sensing instruments to monitor process performance and the development of an adequate understanding of system responses to process disturbances. Some of the control strategies used in flotation plants which apply computer control are presented here. These schemes, which involve the control of collector; depressant, frother, and air and pulp level, are analyzed with respect to their control objectives, control variables, and the instrumentation involved. The knowledge gained in understanding these strategies may be applied in the dew and implementation of control system in other concentrators.

? THE man is always greater than his work.? The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. A. A. Holland, Consulting Engineer, Toronto, Ont.-I noticed in this discussion of locations in which radium is found, no mention is made of the recent deposits discovered in Ontario. While radium is not a subject with which I am very familiar, I took an interest in this deposit on account of its novel occurrence. It is found in Haliburton County, near Wilberforce, Ontario, associated with a quartz free pegmatite, in a "break" that I understand can be traced for two miles. This "break" marks the contact between the limestone and syenite and contains numerous cavities or vugs. The gangue, on account of its deep purple, appears to :be amethyst.

PROCESSES for the direct production of iron and steel from ores are hardy perennials, and new processes and revivals of old ones are continually being brought to the attention of the investing public if not to the attention of metallurgists. Direct production of iron and steel is so simple that it offers a fertile field for the promoter. Unfortunately in this way direct processes have acquired a bad name, not always deserved, with conservative capitalists and metallurgists. Direct processes cannot, except in special instances, be looked upon as a substitute for any single operation in present iron and steel practice but must be considered, as one link in an entirely new chain of metallurgical process from ore to finished steel. Thus it is, in my opinion, inadvisable to consider the use of sponge-iron processes as a means of treating ore of ordinary blast-furnace grade to produce open-hearth feed. In time I think it will be found equally inadvisable to smelt iron-ore concentrates in the blast furnace.

MINING by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being dis-charged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,1 in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Com-mission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however,. through what is known as the Trinity and Klamath River Fish and Game Dis-trict. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

At present, in Japan, the application of in-place leaching technique to the mined-out stopes has been carried out at two copper mines in a comparatively large scale. These mines are the Kosaka mine and the Tsuchihata mine, both are situated in the north-east district of Japan. At first, the author would like to tell about the in-place leaching operations and their results at these two mines. Then, the problems involved in the application of in-place leaching technique to the Japanese metal mines and the possibility of the future development of this technique in Japan are referred, too. Next, as to the research works, the author would like to explain briefly about some of the important results obtained in the recent studies on in-place leaching as well as on bacterial leaching in Japan.

THE constants in question pertain to the total radiation and the spectral radiation of a uniformly heated enclosure, or so-called black body. These constants have been determined for the range within which temperatures can be measured with thermocouples. Conversely, using these constants and suitable instruments, such as an optical pyrometer, for example, it is possible to determine temperatures far above the range attainable with the most refractory thermocouples. The formula of Stefan Boltzmann for expressing the total radiation of a black body is R = kT4 in which k is the coefficient or "constant" under discussion. In view of the fact that total radiation pyrometers are usually calibrated on an arbitrary scale, there is no great demand for an exact value of the coefficient of total radiation in absolute value. However, it is intimately connected with the constant of spectral radiation; hence, an accurate determination of the constant k gives a check on the constant of spectral radiation. The distribution of radiation in the spectrum of a black body is represented by Planck's equation, E? = C1?-5 (e c/?T - 1)-'. The spectral radiation constant c, in this formula, is useful in optical pyrometry and in establishing a high temperature scale. The numerical value of the constant c has been determined in the range of temperatures measurable with thermocouples and, also, by extending the temperature scale to higher temperatures by means of total radiation measurements.

D R. CHARLES W. ELIOT, the great educator and philosopher-he of the five-foot book shelf-recently gave expression to a thought I had long been cherishing as a private opinion, when he said: "It is obvious that standardization has become a dangerous adversary of progress in both education and industry." This idea must have been more widespread than either of us knew, for some five years ago a writer of verse for one of the comic papers dealt with it at great length. I will quote only a few of his stanzas to illustrate his understanding of "A Standardized Existence" : A visitor at large, I stand Beneath a standard sky- Where everything is standardized To please the standard eye. Each tree is of a standard height, Each building is the same; Each man is uniform in height, And has a standard name. Above there is a standard star Beside a standard cloud, And a standard weather here prevails To please a standard crowd. JUDGE GRANT, in a delightful satire of his, says: "Boston is a state of mind." I think that this same statement might well be made of the metallurgy of lead. I was particularly impressed with this when about thirteen or fourteen years ago I prepared a paper on "Development of the American Water- jacket Lead Blast Furnace." Dividing the time, as I did into ten-year periods, from the commencement of lead smelting at Eureka, Nev. (1870), and showing the tendency for each of the five decades it was evident that the progress had been through a succession of states of mind from the rule of thumb through the ultra scientific, or from what I might call the slag type period up to the present highly developed art. Conservatism has been characteristic of the metallurgist. This may have been most natural, especially with the lead metallurgist, the development of whose art was so entirely in the custom smelting plant, where the metal contents of his ores were paid for in cash and therefore excessive metallurgical losses could mean nothing short of financial bankruptcy. The metallurgist himself was held to a personal account, in these smelting plants. It was the metallurgist who was accountable. In the concentrating plants, if undue losses occurred remodelling of the plant was discussed, but if there were excessive metallurgical losses in the custom smelting plant, a new metallurgist was considered as the remedy. For this reason the tendency was to adhere to recognized practice and to be wary of unusual methods, using the word unusual in the sense in which it is used in Article VIII of the Constitution of the United States, as to punishments and modes of death. This conservatism of the metallurgist was reflected as other branches of metallurgy were developed. We have heard of the wonderful development of flotation, but it had to be introduced over the dead metallurgical bodies of its opponents.

NEARLY all of the present schemes for treating complex (i. e. lead¬silver-zinc-copper) ores are based on the idea that lead holds, and will hold for some time, the strongest economic place from the viewpoint of supply and demand of all the non-ferrous metals. Copper, it is thought, will come back to its own when European affairs are stabilized, although at that time competition from Chile, Peru, and Katanga, in particular, will be more severe than in pre-war days. The future for silver and for zinc is uncertain. New uses are developing for zinc, and the market has remained better than many expected, but the stabilization of world markets will bring in foreign competition instead of relief. The cost of producing zinc from simple zinc ores, by the retort process, will, from the nature of the labor required and the increasing cost of fuel, increase steadily. As a result, the small producers of purely zinc ores around Joplin are shutting down their mines, even with a good market price for zinc; on the other hand, the producer of lead from complex ores, in the Rocky Mountain states, is confident of a profit from the sale of his lead, and is seeking means to make the zinc in his ore pay some part of the cost of treatment. However, the tonnage costs for mining and ore dressing are much higher in the Rocky Mountain states, as may be seen by comparing tax-return statements from the various states. Even before the recent drop in the price of silver, many mines were operating on a very slender margin of profit; labor and supplies cost more. Mining at greater depth has shown most orebodies to grow increasingly more complex, so that improvements in mining and ore-dressing practice have not been sufficient too compensate for the additional expense involved in beneficiating these ores. THE consideration of the present value of a mine is of great importance when planning for the operation of a property,, and it is particularly so in the case of mines that have large ore reserves. At various times during the past 15 years, the writer has had occasion to make rather thorough studies of the subject, and has been greatly impressed by certain important points which these studies have brought out, points which, though they may be well known, are often lost track of in the rush to obtain low mining costs and high daily tonnage output. . It is the object of this paper to present briefly, and in a general way, some of these points, and especially those which have to do with the relationship which (1) ore reserves and plant capacity, (2) grade of ore mined, and (3) ore losses in mining, bear to the present value. Present value, sometimes called present worth or actuarial value, means the value today of the future earnings of an enterprise. Great industrial, manu-facturing or railroad enterprises, if properly handled, go on indefinitely and their value is directly dependent on their estimated annual earnings. Mines, or oil properties, on the other hand, have an earning capacity only until the ore or oil is exhausted, and their present value is dependent not only on their annual earnings but also on their life, which is the length of the period over which they can produce at a profit. A mine, or an oil property, is a "wasting asset," while an estab-lished manufacturing business is not, or should not be. In other words, the present value of a mining property. represents a sum of money on which there could be paid from operating profits a determined rate of interest, say 8 per cent., and in addition an amount which, if invested at compound interest as received, would at the end of the life of the mine pay back the present value. In his "Wealth and Income of the American People," Walter Renton Ingalls says: "The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding to the life of the mine."

THE present state of iron blast-furnace practice is metallurgical rather than mechanical; the tend-ency is toward intensity rather than toward ex-tension. The engineers have built blast furnaces big enough and strong enough, and have furnished accessory equipment ample and accurate enough for the present state of the art, but the metallurgical side has been too much neglected; the metallurgist, rather than the engi-neer, is now the man on whom the present and future progress in iron blast-furnace practice depends. The mining engineer has produced great tonnages of iron ores, and has kept ahead of the demands for quantity; now the metallurgist is improving the chemical and physical qualities of this product by ore-dressing and other forms of beneficiation. For a generation or more, the principles of mechanics have had most influence in the advancement of iron blast-furnace practice; atten-tion now is given more to the principles of metallurgy, chemistry, and ore-dressing. This metallurgical progress is taking place inside and outside the blast furnace. The two great determining factors of the inside operation are the slag, and the rate of combustibility of the coke. Outside the fur-nace, the progress is, and will be, along the lines of more careful mixing of ores and iron-bearing materials, in the sizing and washing of limestone, and in the char-acter and structure of byproduct coke.

(San Francisco Meeting, October, 1911.) THE first successful bucket-elevator dredge to operate in California was put in commission at Oroville in March, 1898. There had been numerous previous attempts at dredging, but none of the earlier boats proved a success. The gold-miners in California early conceived the idea of a machine to dig gravel from the beds and bars of auriferous streams that were inaccessible by the methods then employed, and it was only a few months after the discovery of gold in California that such a machine was. shipped around Cape Horn from New York to San Francisco. This was, however, but the forerunner of many failures in gold-dredging, and was soon at the bottom of the Sacramento river. During succeeding years many other unsuccessful attempts were made, and it was not until 1897 that a dredge of the single-lift bucket-elevator type was floated on the Yuba river. This dredge was built by the Risdon Iron Works for R. H. Postlethwaite, and would probably have been a success if it had been operated on some of the rich Oroville ground instead of in a turbulent stream, where the dredge was wrecked during a flood, and was not repaired. Fig. 1 is a sketch-map of California, showing gold-dredging areas. It is not my intention to narrate in detail the history of the early failures in gold-dredging, and the various steps in the development of the modern boat, but merely to touch upon this in a general way, and to call attention to the wide difference in capacity and operating-cost between the first successful dredge, with an actual capacity of 600 cu. yd. per day-though its rated capacity was in excess of this-and the present modern dredge with 15-cu. ft. buckets, and an average capacity of 250,000 cu. .yd. per month. IN recognition of thirty-one years' service as professor of mining in McGill University the friends of Dr. Porter gave him a complimentary dinner at Montreal, on Jan. 24. The affair was appropriately held under the auspices of the Montreal Branch of the Canadian Insti-tute of Mining and Metallurgy, George C. Riley presid-ing, and was made the occasion of presentation to him of a Canadian landscape painted by Maurice Cullen, and of a silver plate to Mrs. Porter. Among those speaking were Messrs. George E. Cole, F. D. Adams, Sir Arthur Currie, W. C. McBride, and J. G. Ross. Mr. Cole spoke of the large part Professor, Porter had played in the development of mining in Canada through training the men who had become the leaders in the work. More than 200 mining engineers graduated from the University during Dr. Porter's tenure of office and while not all of them had continued to practise their profession, as a body they had had an immense influence.
