SOON after the Waelz plant for the fire concentration of low-grade zinc ores was put into operation in the early part of 1929 at Katowice, it was found that the conveyor equipment for transporting the hot residue from the furnace dust chambers was inadequate. Hand tram-ming with water cooling was used for a time, but that method was injurious to the workmen as well as costly. The problem was to find some practical mechanical means of conveying flue dust at temperatures of from 450° to 600° C. as it was drawn from the dust chambers. After considerable preliminary investigation it was decided to install pneu-matic equipment for conveying the hot materials to a central mixing plant, where it would be mixed with slime and from which it would be returned to the furnace feed hoppers. The first pneumatic equipment was installed in 1930, and has been in successful operation since that time. The pneumatic method of transportation has shown a considerable saving in operating costs over the former methods of dust handling and a decided improvement in working and hygienic conditions at the plant, through the elimination of the dust hazard. Additional pneumatic equipment was installed in 1933 for conveying the furnace fume from the baghouses to the roaster plant. At the same time pick-up lines were provided for collecting the cleanings from the vertical and horizontal cooling pipes that are between the furnace dust chambers and the baghouses. The latter installation has practically eliminated a dusty and costly hand-tramming operation.

IN his inaugural address in 1949, President Truman made a policy declaration which launched the foreign technical assistance program known to the world as Point Four. Congress passed Public Law 535 defining the scope of the program and holding activities to certain limitations. It also provided $34.5 million for the first fiscal year. The Technical Cooperation Administration was established within the Department of State to coordinate and direct a program to include "economic, engineering, medical, educational, agricultural, fishery, mineral and fiscal surveys, demonstration, training and similar projects." The mineral programs of Point Four have been staffed and managed by two agencies of the Department of Interior, the Geological Survey and the Bureau of Mines. The Geological Survey is concerned primarily with water-supply problems, the discovery of mineral deposits, and the determination of habit, shape, and grade of mineral deposits. The Bureau of Mines is concerned with determining the commercial potentialities of mineral deposits, mineral technology, and the production and distribution of mineral commodities. Mineral projects comprised only 1 pet of the first year's budget. In spite of the relatively insignificant expenditure compared to those for food, agriculture, and health, a commendable record has been achieved.

Most brittle solids are relatively weak in tension and this weakness can be very significant in determining their performance in structures and excavations. Consequently, accurate knowledge of the tensile strength of brittle materials has long been recognized as important. In the past, measurements of the tensile strength of materials such as concrete, ceramics, and particularly rock have been hindered by problems encountered in fabricating test specimens and in accurately loading them. These difficulties have resulted in a scarcity of published tensile strength data. This can be readily seen in tabulations such as Wuerker's "Annotated Tables of Strength and Elastic Properties of Rocks."1 There are now three distinct approaches being used to determine the tensile strength of brittle materials. These are shown schematically in Fig. 1. The first method consists of simply pulling the specimen apart by applying an axial load. Although this procedure is the easiest to understand, the technical problems encountered during testing are numerous. Specimens cannot be readily fabricated into dumbbell-shaped specimen* like those customarily used for testing inetals. Cylindrical specimens cannot be loaded in jaw-clamps because adverse stress conditions arise at the clamping points, which causes unreliable results. An innovation developed by Niles Grosvenor at the Colorado School of Mines, in which the load is applied through steel-end caps glued to the ends of the specimens, has considerable merit, hut the samples are costly to prepare.2 All tests using a direct pull are further handicapped by the possibility of small amounts of bending being present, the specimen's surface condition, and

The performance of the nation's first geologic repository for Commercial High Level Waste will be evaluated in a variety of ways which will involve the use of the state-of-the-art thermomechanical computer codes. Elastic properties of the host rock and the materials surrounding the repository are required for this numerical modeling effort to assess both near- and far-field effects. Only limited laboratory testing is possible, however, making it extremely beneficial to expand the data base by calculating dynamic elastic properties from available geophysical well logs. Elastic theory dictates that for an isotropic solid there are only two independent variables in addition to mass density, namely the compressional velocity, the shear velocity, and Poisson's Ratio. Compressional velocity and density are readily measured by geophysical well logs or in the lab; the crux of the solution requires measuring or determining either the shear velocity or Poisson's Ratio. Examination of acoustic propagated shear waves measured during confined compression testing demonstrates that Poisson's Ratio is a fundamental lithology-dependent parameter. Once a rock mass is appropriately classified, application of the laboratory derived dynamic Poisson's Ratio will yield a continuous and reasonable in situ modulus from acoustic and density logs. For preliminary characterization and assessment of the mechanical properties of rocks within the subsurface, and for studies of rock quality, this method is sufficiently accurate. The general availability of acoustic and density logs from wells logged for other purposes has made the application of this method desirable.

MINERALS and mineral resources are recognized as one of the things that nations are prone to quarrel about. The territory that was arbitrarily incorporated into the Polish Republic after the World War produces a variety of essential minerals on a substantial scale. The accompanying table has been compiled to give some idea of the relative importance of this production. Poland, before the recent war started, had an area of 150,000 sq.mi., just a little larger than the State of Montana. Its population was 32,000,000, equal to that of New York, New Jersey, Pennsylvania, Connecticut, and Massachusetts. Though not a highly industrialized country it nevertheless has important mines, steel plants, petroleum refineries, and sundry metal-fabricating manufactories. Coal, petroleum, iron and steel, zinc, lead, pyrite, potash, and salt are produced in excess of the country's domestic consumption. It has no appreciable production of copper, chromium, tungsten, nickel, tin, mercury, manganese, aluminum, magnesite, fluorspar, or graphite.

THE main value of earth magnetic measurements, outside of certain mining problems, resides in the study of deeply buried tectonic phe-nomena related to regional and local geology. Magnetic surveys are a necessary complement of gravimetric measurements, especially of pen-dulum surveys. To date, magnetometer, prospecting has been used chiefly in the study of sedimentary basins where petroleum structures are associated with the uplifted basement rocks. There are, in the literature, innumerable articles dealing with such surveys as applied to oil geology but few treat of broad geological features related to regional magnetic disturbances of the earth field. An important piece of coordina-tion work has been made by Jean Jung1 for the magnetic and gravimetric measurements made in France and their geologic significance. A similar attempt at correlation of the known geology with the anomalies of the vertical component of the earth magnetic field has been made for the United States by George B. Somers2. Taking the magnetic vector as a whole, W. P. Jenny' made a coordination of magnetism and geology for the main producing oil states of the United States. A more detailed study along the same lines is published by A. Van Weelden4 for southern Oklahoma and northern Texas; in this work magnetic and gravimetric measurements taken at stations as close as one mile apart are compiled and compared to the regional geology of the Ouachita-Amarillo uplifted area. From the literature mentioned, it is evident that reliable interpretation of magnetic anomalies can be arrived at only when the magnetic stations are numerous and cover the area in a close net of measurements, therefore the works of Somers and Jenny, based on sparsely distributed Government measurements, can be regarded only as preliminary programs indicating lines along which further work should be done, whereas the coordination made by Van Weelden is an example of the contribution to the knowledge of regional geology that can be arrived at by the use of applied geophysics.

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. AT the Tulsa meeting of the A. P. I., the following reso-lutions, expressive of the policy of that organization, were among those adopted: RESOLVED, That we endorse the conclusion of the Federal Oil Conservation Board in its report of September, 1926, that the prevention of the waste of gas incident to the pro-duction of oil is of paramount importance in the conserva-tion and economical production of oil, and the president of the Institute is requested to appoint a committee of seven to devise and suggest to this board, or the executive com-mittee, such measures as will enable the industry, while continuing to meet the consumption requirements for pe-troleum and its products, to conserve in its natural state such reserves of petroleum as may not then be required for consumption. RESOLVED, That the president of the Institute appoint a committee of seven to formulate and recommend to this board or its executive committee, at the earliest practicable date, a program of legislation; Federal and State, to be advocated by the Institute giving sanction and effect to agreements by oil producers for the curtailment of produc-tion in pools where and during periods when there is over-production, having for their purpose the economical and orderly production of oil.

INTRODUCTION Prior to the mid-1970's, the U.S. Radioactive Waste Disposal Program was focused on salt deposits as the geologic medium of choice, almost to the exclusion of other rock types. These efforts are illustrated by the Project Salt Vault experiment in a salt mine at Lyons, Kansas, in 1965-1967 followed by attempts to locate a repository site in central Kansas. Preliminary evaluation of other geologic media led, in 1978, to the GAIN (Geotechnical Assessment and Instrumentation Needs for Nuclear Waste Isolation in Crystalline and Argillaceous Rocks) Symposium held at the University of California (Berkeley), for the purpose of preparing a state-of-the-art document together with research needs for some of the other possible rock types. Because possible sites had not been selected, nor would they be for some time, the primary emphasis was for research and development focused on generic rocks and generic sites. A basic ground rule at that time was that the host rock formation should provide the primary containment for the waste. Also, the U.S. Nuclear Regulatory Commission (NRC) was just drafting the proposed rules regarding site suitability so that this input was not available. The collection of baseline data, conduction of some critical experiments both in the laboratory and field, and the performance of scoping studies were deemed needed. After an adventurous past-four changes of government in thirty years -the whole of Silesia and attached coal territories have become part of the Polish State. The coal resources of this area are the biggest among the European countries. Under a surface area of 5700 sq km are about 100 coal seams, with a total thickness of 150 meters. According to German estimates, there are some 150 billion metric tons of coal ranging in thickness up to 14 m within a depth of 1500 m. The seams are mostly level, free from faults, with good top and bottom; the coal is of excellent quality, hard and clean; and mining conditions are favorable. The mines are worked at considerable depth by means of vertical shafts and operate with cage and skip hoisting. Before the war, the mines were up to date, equipped with modern machines. Among the European countries, output per man shift was the highest ? 1.9 to 2.1 metric tons ? and cost of production was the lowest.

Tourism is the second largest industry in the Tasmanian copper mining center of Queenstown, Australia, but it is not the historic mine the tourists come to see. The attraction is rather the devastation the mine has brought to the surrounding countryside which has made Queenstown literally the most colorful mining town in Australian history.

The requirements for controlling air and stream pollution are a most timely subject for concerned people. The coal industry has taken great measures to reduce pollution. With the use of more efficient scrubbing equipment on their thermal dryers, pollution has been considerably reduced. Furthermore, eliminating thermal drying completely by using centrifugal dryers (Bird screen bowls) to dewater fine coal products and meet consumer specification has completely eliminated air pollution. The coal industry is taking steps to eliminate stream pollution and the hazards created by tailings ponds. These plants are closing their water circuit by recovering all solids in solid-bowl centrifugal equipment. In doing this effectively and economically the water discharged into the streams does not contain any refuse solids. This provides a safe economical method.

New organic flocculants of high-molecular weight are replacing lime, glue, and starch in liquid- solid separation. Of these synthetic materials, polyacrylamides are outstanding. Polyacrylamides form a class of compounds varying widely in composition and activity. Separan 2610H, one of the first of these flocculants' released to the mining industry in 1954, is described' as a high- molecular weight polymer of acrylamide with or without a copolymer material and with some replacement of amide by carboxylic groups.

Polychlorinated biphenyls were the basis of non-flammable askarel dielectric liquids wed in electrical equipment made between 1929 and 1978. Although PCBs were widely used in mine electrical equipment, the toxicity and environmental persistence of this chemical led Congress to ban its manufacture and use. Bureau of Mines Information Circular 8838 summarizes the regulations imposed by the EPA on the use and disposal of PCBs, and describes the limitations of available substitutes. Recent changes in the regulations will impose additional requirements on the use of PCBs by the mining industry. This paper is an update of the material presented in the Bureau of Mines information circular.

One of the key elements essential to a productive and uninterrupted longwall mining operation is roof control. In several of the Island Creek Coal Company's mining sections, polyurethane has been infused 80 into strata to control severe roof failures in the face and gate entry areas. To date about 50,000 kgs (110,000 lbs) of the chemical have been consumed in a number of applications. Roof-to-floor convergence 60 and differential roof sag have been monitored to determine the need for polyurethane infusion and also to evaluate roof stability following the infusion. Stratascopic observations of the roof formed the basis 40 for confirming the need and also for estimating the required quantities of polyurethane. Both chemical infusion and roof control monitoring techniques have been applied successfully under very adverse roof 20 conditions; substantial production benefits have been realized. Operator acceptance of the system has been very good.

PONCA CITY proved an ideal selection as a place of meeting for the Petroleum Division this fall. The accommodations at the Conoco Club were just what was required for such a gathering; the committee having the arrangements in charge functioned with the efficiency of veterans and the enthusiasm of neophytes; and the members and guests followed the speakers with close attention, entered the subsequent discussions with gusto, and divulged the "low-down" at private conferences. No one minded the drizzling rain on the first day, which only served to keep up the attendance in the auditorium; the weather then cleared up in time for a group picture before the gathering went their separate ways.

Illustrated guidebooks treating in a popular descriptive way of the geology and other features of the Western United States have been issued by the U. S. Geological Survey. They will be of much interest to mem¬bers in connection with the Arizona Meeting of the Institute and espe¬cially the guidebook of the Santa Fe Route, with side trips to the Grand Canyon, containing as it does relief maps, topographical and geological maps, covering the entire route of the railroad, illustrations from photo¬graphs and other interesting descriptions of this great country. The method of treatment is adapted to the lay-reader, although it includes much valuable and interesting technical information concerning the geographical and other features. The books are well indexed. These volumes sell for 50 c. each and may be obtained from the Superintendent of Documents, Washington, D. C. These guidebooks originally sold for $1 each, but the reprint edition has been reduced to 50 c. A list of the different guidebooks follows: Bulletin 611. This paper presents an investigation of the accuracy of population balance model predictions for ball mill scale-up. Experiments performed in 25.4 x 29.2 cm (10 x 11.5) batch mill are used to estimate linear grinding rate parameters that, in turn are scaled according to specific power draft to predict performance in 381 x 292 mm (15 x 11.5 in.) and 762 x 457 mm (30 x 18 in.) batch and continuous ball mills, respectively. Results are presented for wet and dry grinding of two homogeneous solids, limestone (soft) and quartz (hard), and one heterogeneous solid, a complex molybdenite ore. In all cases good agreement between predicted and experimental product size distributions was obtained.
