THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

DESPITE the loss, by enemy conquest, of a high percentage of our normal sources of supply for tin, the position of this important metal is easier today than that of rubber and a long list of other strategic materials, many of which are produced in this country. Actually, there is no shortage of tin for essential war purposes, owing to a strict control of its use, to increasing considerably the amount of secondary tin available, and to the foresight of the Government in authorizing the Reconstruction Finance Corp., as early as June, 1940, to acquire and produce certain critical and strategic materials of which tin was one of the most important. The construction of the Longhorn Smelter on the Gulf Coast in Texas is an important part of this program.

MINE-DRAINAGE and the ever-increasing demand for water on the plains have within the past few years necessitated the driving of a great number of adits and tunnels, including many of considerable size and great length. In most instances, ex isting conditions have called for extreme rapidity of execution; and this necessity, coupled with the high altitudes at which most of the work has been carried on, excessive freight-rates, and difficulty -of access, has involved many complex and interesting problems. One of the most rapidly executed undertakings of this class is the Laramie tunnel, recently completed for the Laramie-Poudre Reservoirs & Irrigation Co. This tunnel is driven through Green ridge, a spur of the Continental Divide, which separates the Laramie river from the Cache-la-Poudre in Laramie county, Colo. Green ridge is extremely persistent, and further northward in Wyoming is known as Sherman hill, the highest point on the Union Pacific railway. At the point where the tunnel is driven, two opposing bends bring these streams within 2.5 miles of each other, with a difference in elevation of 500 ft. The rock exposed on the banks of the two rivers does not differ materially in hardness; and, without a geological study of the conditions involved, it would appear that the difference in the depth of erosion of the two streams is due principally to the greater volume of water at this point in the Cache-la-Poudre, which has a drainage-area above the tunnel-portal of 110 sq. miles, as against 30 sq. miles of natural drainage for the Laramie. To increase the water-supply at the tunnel, however, this latter amount has been augmented by two side collection-canals, which bring the available drainage-area up to 84 square miles. AT Lime Spur, Mont., the East Butte Copper Mining Co. has been quarrying limestone for twenty years. The quarry is beside the Northern Pacific R. R. in the Jefferson River canyon, 4 ½ miles east of Cardwell, at Lime Spur, Montana. HISTORY This quarry was opened early in 1900 by Dan Morrison of Whitehall, the discoverer of the Morrison cave, to supply a demand for smelter flux. Limestone was sold to the Pittsmont smelter of The East Butte Copper Mining Co. and to the Butte Reduction Works. As no particular effort was made at the quarry to select the rock that delivered to the smelters was unduly high in magnesia and impurities. The East Butte com¬pany, therefore. Bought the quarry. in 1909 and confined operations to the high-grade beds in order to supply rock of the desired purity for its own smelter and the Butte Reduction Works until the latter shut down. It also developed a market for some of its rock with the sugar factories. The latter market increased until in later years all rock, larger than 4 in. in size over a bar grizzly, was being shipped to the sugar factories, and the rock smaller than 4 in. was being used as a flux in the blast furnaces at the Pittsmont smelter. In 1924, the East Butte concluded a contract with the Anaconda company for the treatment of its ores, and the Pittsmont -smelter -was shut down: which made the minus 4-in. rock a useless by-product. Since there was not enough revenue in the sugar rock alone and also because of limited waste room it became necessary, if Lime Spur was to continue to operate, to increase- the proportion of plus 4-in. rock and to develop a market for the minus 4-in.

READERS of this journal are familiar with the danger of coal-dust explosions in mines and with recommended means for preventing them. The subject was treated in a paper by R. R. Sayers in the January 1943 issue, as well as in several previous articles. Similarly the danger of dust explosions is generally recognized in the handling of grain dust, flour, starch, sugar, and other carbonaceous products. However, until recently, few people realized that an analogous, real explosion hazard exists wherever dust suspensions of certain finely divided metal powders are formed. This lack of knowledge was in part due to the fact that until a few years ago only a small number of metal powders, such as aluminum, magnesium, zinc, iron, and tungsten, were produced, in comparatively small volume, and partly because information on the explosibility of metal powders was lacking.

This chapter is concerned with the uses, geology, exploration, evaluation, preparation for markets, and future of 90thorium and 39yttrium, along with 14 rare-earth elements. The rare-earth metals or lanthanides were divided into three categories by Berzelius. The cerium subgroup is comprised of 57lanthanum, 58cerium, 59praseodymium, 60neodymium, and 62samarium. 61Promethium does not occur naturally. The terbium subgroup includes 63europium, 64gadolinium, and 65terbium. The remaining lanthanides are placed in the yttrium subgroup. Strictly speaking, yttrium is not a rare earth. Because the properties of yttrium resemble those of heavy rare earths, its name has been used as a designating adjective. The yttrium subgroup includes 66dysprosium, 67holmium, 68erbium, 69thulium, 70ytterbium, and 67lutetium. Rare-earth elements, especially those of the same subgroup, tend to occur together rather than in discrete minerals.

HISTORICAL concepts of the economics of the glass-sand industry are changing rapidly. The greatly expanded demand for glass containers combined with higher freight rates on raw materials and manufactured products have induced a migration of glass factories toward densely populated centers and the creation of new standards of place value for sub- standard sand deposits. This migration has been facilitated by the construction of pipelines to bring cheaper natural gas and liquid fuel to large cities and may be further speeded by the adoption of modern mineral dressing methods to permit economical utilization of local raw materials. Our national resources of naturally high-grade 1 silica sand are abundant, but most of the best de- posits are situated so far from large centers of population that it now costs $3.00 to $5.00 a ton to carry the sand from the mine to the optimum site for a 1 factory making beverage bottles, scientific and electrical glassware, and miscellaneous blown and pressed ware for local markets. It follows that on the basis of freight savings alone it may be economical to use material from inferior deposits closer to the factory even though the f.o.b. cost of mining and treatment may be much high

RAPID progress has been made during the past year in the copper mills throughout the country. Particular efforts have been made to increase the fine-grinding efficiency by the installation of larger classifying units operating in closed circuit with ball mills, such as the 78-in. high-weir Akins installation at the Phelps Dodge plant at Ajo, Ariz.; also the Type "FX" Dorr classifiers of Nevada Consolidated at McGill. Nev. and the "FX" Dorr bowl classifier of the Braden Copper Co. in Chile. Some of the copper milling plants in the Southwest, such as Chino in New Mexico and Ray Con. in Arizona, have replaced rolls operating wet in their fine-grinding circuit by rod mills. At Hollinger primary rod mills were formerly used in open circuit followed by pebble mills in closed circuit with classifiers. They now have primary ball mills in closed circuit with large extra heavy classifiers and no secondary mills. This new installation is producing the same grinding on 5000 tons per day with a reduction in cost of nearly 4c. per ton. At the Braden plant, in Chile, short-head Symons crushers have replaced 54-in. rolls, thereby in- creasing crushing capacity with some saving in maintenance cost.

I HAVE been asked by the Chairman of the Engineering Education Committee to outline what the engineering colleges would like the mining companies to do with the young engineer just, out of college. It has been suggested that, because my own personal experience has been almost entirely within the coal industry, I handle this subject from that view- point. Many thoughtful engineering educators are today wondering what effect the present employment policies of many industrial companies are going to have on the young man just starting out in his profession. Since before the World War large industrial concerns, such as those in the electrical and mechanical industries, have gone to the colleges to interview 'likely graduates until today there has developed in most of our engineering colleges, especially in the eastern part of the country, what appears to be a lively competition on the part of these companies in bidding for the young graduate engineer. The employers of mining engineers, with one or two exceptions, have not yet begun to enter this competition. It remains to be seen how serious this situation will become, how it will affect the training of other engineers, and what effect, if any, it will have on the mind of the young man about to enter college who may be inclined to take up mining engineering, but who gains the impression from this well advertised employment service just mentioned that there is no opportunity for him in the mineral industry as com- pared with the opportunities offered in say civil, mechanical, and electrical engineering.

MORE than 2500 members of the AIME from all sections of the U. S., Canada, Central and South America are expected to attend the 175th General Meeting scheduled for Los Angeles Feb. 16 to 21, 1953. The Southern California Section will be host for the meeting. It will be the first time the Annual Meeting has been held in Los Angeles. In keeping with the historic nature of the event, headquarters will be the fabulous Statler Hotel, recently opened in downtown Los Angeles. Meeting plans are under the direction of Henry T. Mudd, General Chairman, assisted by members of the Southern California Section, headed by Basil P. Kantzer. The annual business meeting is scheduled to be held Tuesday, February 17, at the Statler Hotel, at 4 pm. Minerals Beneficiation Div. has planned a very important program, with 10 technical sessions, the famous Scotch Breakfast, divisional luncheon, and participation in the Mining Branch and All-Institute activities. The MBD business meeting is set for the morning of Feb. 16, 1953.

CRUSHING of Climax mine-run ore is carried out in two plants: No. 1 plant (flowsheet in Fig. 1) has a capacity of approximately 5000 tons per day. It is used as a stand-by except when maximum production is required. No. 2 plant (Fig. 2) has a top capacity of approximately 17,000 tons per day. The No. 2 crusher is more efficient to operate on reduced tonnages regardless of the wide variation in peak capacities. The system of crushing is similar in both plants: Mine ore, of a size which can be drawn through 48 by 96-in. slusher openings underground, is dumped into the crusher bins from ten-ton mine cars and fed into 48 by 60-in. Buchanan jaw crushers by means of chutes and Ross chain feeders. The jaw crushers are set to discharge at approximately 9-in. size. Jaw crusher discharge is conveyed to 7-ft. Symons standard cone crushers where it is broken to minus-2-in. size,

TABLES showing the drift and inclination of wells surveyed in the years 1924 to 28' and in the year 1929' have already been published. Each of these tables included a little over 1,000,000 ft. of rotary hole. In the year 1930 the table -shown-in . Fig. 1, comprising, the results of surveys .of 1,030,344 ft. of hole and representing 11,642 individual survey readings, was compiled. For that purpose we selected 'I only wells that had been drilled in California during that year. The footage of Fig. 1 differs from the two earlier tables in that the wells were all drilled in the year 1930. In the earlier tables, the footage shown was surveyed in the years designated, but some of the wells were drilled in earlier years.

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has aver- aged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by per- sons falling, falls of ground, and by asphyxiation. WEST TEXAS, New Mexico and Northern Mexico form one of the most interesting regions in America for geologists and mining men and are full of points of historical and human interest for others. Including as the region does, a representative portion of the high plateau of Mexico, the front range of the Rocky Mountains and the great down-dropping plains of Texas, there is variety as well as interest in the geological and mining problems there to be studied. Gold and silver mining were the pioneer industries and are yet of high rank in importance. Among the papers to be presented at the El Paso meeting of the Institute this month will be two dealing with silver mining and ore treatment at the Shafter mine in Texas, that most un- usual property which has for so many years been the largest mining enterprise in its region. West Texas is now better known for its petroleum and gas, and in another paper will be described the problems involved in uding natural gas for smelting at the well-known El Paso smelter of the American Smelting and Refining Co. In still other papers, presented at the session sponsored by the West Texas Geological Society and cooperating organizations, the general geology of the region, the potash and the sulfur deposits will be de- scribed. At El Paso the refineries of the great com- panics will be available for visits.

We have always devoted our attention largely to the efficiency of machinery, and to reductions in costs, etc., and have let this tremendous problem of our relation to labor more or less take its own chances. There has never been a time when those who are responsible for the operation of business of different kinds were as com-pletely at a loss as they are now, so that anything that can be brought out that relates to labor is, to my mind, of utmost importance. ABOUT three years ago eight standard steels were prepared for the cooperative investigation of methods for oxygen analysis, sponsored by the Iron and Steel Division of the American Institute of Mining and Metallurgical Engineers and by the National Bureau of Standards. A preliminary report of the results was made at the annual meeting of the A.I.M.E. in February, 1936. ? This report showed the reliability of vacuum-fusion methods and further brought out certain advantages of the fractional vacuum-fusion method. The results obtained by the authors with the latter method will be discussed here, with some com-ments on the procedure for those who are interested in determinations of gases in steel. Some additional comments are offered on the use of the polarizing microscope for identifying the inclusions in the steel to check and amplify the findings of the fractional vacuum-fusion analysis. STUDY of the plasticity of germanium or other semiconductor crystals affords unusual opportunities to extend our knowledge of deformation mechanisms. Crystals are available having extraordinary perfection and very high purity. They deform by slip on the systems {111} <110>,1-3 as do crystals of the simple face-centered-cubic structure. Dislocations generated in them during slip are easily revealed in the form of etch pits on either (111) or (100) surfaces.4,5 This fact alone makes possible more detailed studies of mechanisms than is usually the case with metals but, even further, the effect of deformation on their electrical conductivity is very large compared with metals. This comes about not only because the mobility of the charge carriers is reduced, as in deformed metals, but also because the number of these carriers is greatly altered. This latter effect seems closely related to the formation of both line and point imperfections during deformation and thus provides a needed tool for the study of the kinds and distributions of these imperfections. Other investigators have deformed germanium at elevated temperatures by bending,1, 6-8 compres-sion,6, 0,10 tension,2,3,6,11,12 torsion,23 and indentation." Wang and Alexander" have also reported successful indentation at room temperature. Dislocation etch pits consequent to deformation have been observed and studied.7,8,10,18,14,20 The experiments to be de- scribed here include principally the compression and the subsequent annealing of germanium with concomitant studies of etch pits, microstructures, and electrical properties. Both single crystals and heavily twinned specimens were used. Some indentation studies are included. Experimental Methods Plastic compression was effected in the apparatus shown schematically in Fig. 1. It consists of two tantalum platens contained in a helium atmosphere and so arranged that pressure can be applied by a hydraulic press. The specimen between the platens is heated by the surrounding furnace. The specimen is usually a small crystal cube about 0.30 in. on an edge. A control specimen is always inserted so, that it is subject to the same thermal cycle as the one being deformed. This serves to detect any impurity contamination that might accompany the thermal treatment. For high temperature work, where such impurity contamination often occurs, the specimens were first plated with gold whenever subsequent electrical properties were to be determined. This method" is effective in preventing significant contamination of germanium up to temperatures at least as high as 750°C, as evidenced by the constancy of the electrical conductivities of control specimens subjected to the same heat treatments. The total range of temperature used for deformation was from 375°C, the lowest at which significant flow was observed, up to 900°C. THE Institute of Metals held a well rounded out symposium on the working of metals, distributed over two sessions. At the first session* four papers were presented, two dealing with the, cold working of metals and alloys and two with the hot working of non-ferrous alloys. The first paper by E. V. Crane, dealt with "Metal Working in Power Presses." Mr. Crane pointed out the empirical nature of engineering data available for use in calculating the probable stresses developed and power requirements, for the shearing, drawing, binding and other forming operations. He described the various operations, methods of determining stresses developed and presented data obtained. In the discussion C. F. Hammond took exception to Mr. Crane&apos;s objections to the rather too frequent. annealing operations in drawing of cartridge cases, pointing out that the material was-manufactured to meet specified structure and physical requirements, which could only be met by carefully controlled sequences of working and intermediate annealing operations.

PETROLEUM ENGINEERING deals with the production, transportation, and refining of crude oil. Refining is chiefly the work of the chemical engineer; production, that of the petroleum engineer. Production engineering only is discussed in this paper. Petroleum production engineering is closest related to and, in fact, is a branch of mining engineering. Formerly, many petroleum engineers were trained as mining engineers or mining geologists. The profession is related also to mechanical and civil engineering to about the same extent that mining engineering is. Petroleum production draws upon the mechanical branch for drilling and pumping machinery and upon civil engineering for the construction of transportation lines, water supplies, and water-disposal plants. Fundamentally, petroleum production engineering deals with the removal of the oil from the reservoir rocks, just as mining is concerned with the removal of ore. The process of oil production demands a specialized knowledge just as distinct from mechanical and civil engineering as mining is distinct from operating a Diesel engine. Even though the chief tools of the petroleum engineer are the drill and the pump, these may be of little avail, and certainly not efficient, if their selection and use is not based on a knowledge of the physical chemistry of oil, the geology of the formations, the structure of the oil sand, the hydrodynamics of the reservoir, and the interrelation of all these many factors.
