"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. In mining coal, the Nation's principal mineral fuel, loss of life has been much lower recently than in earlier years when coal mining contributed so heavily to the industrial-accident death toll in the United States. Particularly notable has been the relatively small number of deaths during the past few years compared with the number that occurred 20 or 30 years ago. Reports received by the United States Bureau of Mines, covering all commercially operated mines that were active during all or any part of the calendar year 1935, showed that accidents during that year had resulted in the loss of 1,242 lives. This death toll, although regrettable, represents a material improvement over the industry's experience during most years prior to 1935, and especially over the industry's worst year, 1907, when 3,242 men were killed. Fewer lives were lost in 1933, when 1,064 men were killed at work, than during any year for which complete figures are available.

Two potential modified in situ methods are described for recovering the 68% "unrecoverable" hydrocarbons in oil reservoirs. For the 300 billion barrels of conventional light crude a Drip Drainage system is suggested by mining underneath a reservoir and producing from below by controlled gravity flow. For the 200 billion barrels of heavy or viscous oil and tar sands deposits a Flip Flop process is described using surface flooding with hot water saturated with surfactant and weighting additives. Mining engineering description of shafts and tunnels required are included as is discussion of the tunnel proximity to a reservoir. Petroleum engineering flow equations to describe production rates and candidate reserve areas of the U.S. are described. DCF economics are provided to indicate that current oil prices may be sufficient to commercially develop these recovery methods.

This report summarizes the results of an investigation into the causes of coal mine roof instability caused by the environmental characteristics of the air ventilated through a mine. The field studies, which were mostly in the Illinois Coal Basin, concentrated on collecting data of surface weather conditions, mine air characteristics (relative humidity and temperature), roof material types, roof movements, and characteristics of roof deterioration. The field studies revealed seasonal changes in weather are reflected in the mine air. The intake air undergoes rapid tempering along its course as it interacts with the ambient mine conditions. There are seasonal moisture interchanges between the mine rock and air, and a mine will lose more water than it gains on a yearly basis. The field studies also established that when the roof rock is shaley, seasonal changes in the humidity will cause roof deterioration because of the detrimental action of moisture on the shale. Roof falls were inventoried and classified by geometry. In the laboratory investigations, physical tests proved unreliable for evaluating shales for roof stability. The Franklin slake test lacks the sensitivity needed to differentiate shale durability for roof stability. A relative humidity test that reveals the sensitivity of a shaley rock to moisture change was devised. Environemntal chamber studies showed that neither temperature nor barometric pressure have a direct influence on shale durability. Photoelastic studies showed that the rate and depth of moisture absorption into a shale is controlled by bedding planes, fractures, and holes interrupting the exposed surface.

Este trabalho visa apresentar alguns resultados obtidos através de ensaios balísticos realizados em sistemas de blindagem multicamada. Seguindo as especificações da norma americana NIJ 0101.06, foram realizados ensaios utilizando munição de calibre 7,62x 51 mm, que possui velocidade acima de 800 m/s. A blindagem multicamada utilizada possui como camada frontal uma pastilha hexagonal cerâmica (alumina dopada com 4% de nióbia), segunda camada de compósito de matriz poliéster reforçada com tecido de juta e como terceira camada uma placa de alumino 5052 H34. A utilização de compósitos poliméricos reforçados com fibras naturais em substituição às fibras de aramida é de grande interesse, pois além de desempenharem a mesma função no sistema de blindagem, possuem um valor de mercado bem menor. Com os resultados obtidos do ensaio balístico, os valores foram associados com o seu comportamento dinâmico utilizando o método do casamento de impedâncias.

Current trends into mining iron ore have seen an increase in the exploitation of problematic orebodies that would typically be disregarded. These bulk materials cause problems within all facets of the material handling stream, from remains left in train wagons to transfer chute blockages, which can cause costly downtime to mining operations (Roberts, 1998). These problematic bulk materials are referred to as wet and sticky material (WSM) due to the adhesive and cohesive nature they possess. Their characteristics can be computationally expensive to model. With the development of discrete element modelling (DEM), in conjunction with advancement in computational power over the past decade, it is now more feasible to model WSMs into the DEM technique.This research will couple two different contact models that can represent the characteristics of a WSM. These models include the Simplified Johnson-Kendall-Roberts (SJKR) and the Easo liquid bridging contact models. The SJKR contact model is an expanded form of the classic Hertz model. This model includes the tensile forces that are in the contact zone between two bodies when they are separated, which the Hertz model failed to capture (Johnson, Kendall and Roberts, 1971). The Easo liquid bridging contact model accounts for the capillary effects and surface tension that will form between two bodies, such as that of a WSM (Soulié et al, 2006). Both of these models were coupled to give the best representation of a WSM, which was simulated using MoleculeX™ (Chen and Williams, 2017) as the software platform.Additionally, this research also investigated the adhesion of problematic iron ore samples onto impact plates under dynamic conditions. An experimental set-up consisting of an apron feeder and inclined impact plate was utilised, to gain an understanding of the way the material builds-up and the possible modes of failure that could be experienced. This was undertaken for different wall liner materials, wall liner angles and moisture contents of the iron ore samples. From this, a series of DEM calibration simulations were conducted on the experimental set-up and particle size distributions (PSD) of the iron ore samples. Para ello, es necesario que la empresa realice ajustes en su organización, procedimientos y políticas, de forma que se pueda aprovechar la inversión de una tecnología. Asimismo, los impulsores del cambio deben hacer el esfuerzo de identificar los medios por los que las premisas sobre las que se basa el cambio y la instrumentación de los mismos, permitan ser absorbidas gradualmente por la organización.

CALCULATING the average grade of a gold deposit is a problem that presents certain unique difficulties. Particularly troublesome is the fact that the average of the samples taken from a deposit is likely to be higher than the grade of the ore that is eventually mined, even when allowance is made for dilution and other factors resulting from the mining operations. It would seem that this situation is due to the presence in the deposits of structural peculiarities which have not been properly taken into account, since estimating the average grade of the broken ore produced from the deposits does not present the same difficulty. It is therefore evident that structural considerations are of prime importance in estimating the grade of a deposit. This fact is clearly realized and taken into account in cases where the boundaries of the orebodies and the variations within them are easily recognized. But in many gold deposits this condition is not satisfied, a circumstance which can be regarded as the main source of difficulty. Lacking definite information concerning the structure, we are apt to use certain procedures which are either empirical or based on general probabilities.

This paper discusses the social and economic impact of mining, and in particular goldmining, on New Zealand. The range of topics covered and their complexity has confined us in this paper to highlighting the main points of concern û a detailed report is under preparation. A major problem in undertaking this study was the lack of hard data on important environmental, economic and social issues and if there is to be effective planning in the area of natural resource use this situation must be rectified. The following conclusions were drawn: Goldmining was very important in shaping New Zealand's early social and economic development, providing wealth, employment and impetus for social change.Foreign investment and technology has been an essential element in New ZealandÆs economic development.Mining is a small industry at present by this must not be allowed to obscure its potential to broaden New Zealand's economic base and provide foreign exchange.With modern methods, development of mineral resources and environmental protection are not incompatible but certain unique and irreplaceable areas must be preserved.There are problems in evaluating mining and other projects because different groups hold different values, and arguments often hinge on the valuation of costs and benefits rather than the technical aspects of the analysis.Mineral exploration is a high risk business and the potential returns must be sufficient to attract capital if New Zealand's mineral resources are to be developed.A resurgence of goldmining will clearly have obvious benefits for Waihi but the local community must plan carefully for their future. New Zealand will also gain valuable foreign exchange required for higher levels of economic activity.

The Stibnite Project is an open pit/cyanide heap leach gold property located in the Yellow Pine mining district of central Idaho. The gold ore is in an oxidized zone of an epithermal deposit which is associated with a fault system related to Tertiary igneous activity of the region. The faults transect a roof pendant of metamorphosed sediments within crystalline rocks of the Idaho Batholith. Seasonal mining is at a rate of 3900 mt/d (4300 st/d) of ore with a 2:l waste to ore ratio. Gold and silver are recovered through a process of cyanidation, carbon adsorption and desorption, and electrowinning. Disposal of the leached ore requires chlorination of the residual cyanide.

One key to maintaining successful mining operations in today?s global economy is in having the ability to access real-time machine operating data ([1] G. Brown, B. Ebacher, W. Koellner,2000)([2] Brochure of Siemens E&A, Order Number 141000-1). With recent and ongoing advances in mining equipment systems it is imperative that mine managers have full knowledge of the status of their equipment at any given point in time. This knowledge is critical to ensuring that the productivity of each and every machine is maximized. Knowledge of machine status is only the first step, however, in controlling and optimizing a piece of mining equipment. Computer based diagnostic systems, traditionally offered on mining equipment, have provided a link for collecting data and trouble-shooting problems as they occur. One problem existed, though, that those systems stopped short of providing full drive systems access. A maintenance technician could see the data but to make critical adjustments or make repairs the technician needed to be on the machine. In extreme cases the machine would be down until OEM assistance could reach the mine site. The key then to reducing down-time and maximizing machine productivity was creating a system that could not only monitor drive systems but also provide remote access to those systems. Essentially a link needed to be created through which a technician could gain drive access remotely then make adjustments or repairs without being on the piece of equipment. This paper will introduce AccessDirectTM, a new remote diagnostic system for Bucyrus mining shovels and draglines. AccessDirectTM combines all three important elements of remote diagnostics: ? Vital Signs and Production Monitoring (SiRAS-M) ? Automatic analysis (SiRAS-A) of faults, and tracking of trends for preventive and reliability centered maintenance , and ? Fast, direct Intervention (SiRAS ? I) for troubleshooting support, repairs, and system optimization.

To improve communication among Government, industry, and academic researchers in the field of thermodynamics, the Federal Bureau of Mines sponsored a Workshop on Techniques for Measurement of Thermodynamic Properties in August 1979. Participants at the workshop presented 33 papers on the subjects of temperature measurement and control, general calorimetric techniques, low-temperature calorimetry, high-temperature calorimetry, galvanic cells, ionic solutions, and heterogeneous phase equilibria. A special invited lecture was presented by E. F. Westrum, Jr., on the resolution of lattice heat capacity. This Information Circular comprises the proceedings of the workshop and includes the texts of papers presented and discussion by attendees.

A conviction is growing that depressions and other adverse conditions are not entirely unavoidable if a knowledge of past achievements and shortcomings is intelligently, applied in shaping the course of industry. Mineral producers have available a source of such knowledge concerning; their industry in the statistical records of the United States Bureau of Mines, and by scanning, this increasingly exact history can obtain information on which to found a more stable future. This paper contains a brief history, covering more than 50 years, of the activities of the nonmetallic mineral industries as a group, followed by short histories of each of the more important commodities in which are noted the circumstances that lave influenced their development.

Westman-Besides decreasing the diamond size, there appear to be two other approaches open to overcome excessive diamond loss and, more particularly, the rapid diamond polish that took place in this quartz-feldspar rock. First, however, a short discussion of the diamond characteristics should be made in order to discuss the situation more clearly. The West African diamonds which we can assume were used. for this drilling have two disadvantages when drilling hard, exceptionally fine-grained rocks. These are rapid polishing and, if .the bit isn't "drilled in" carefully, a tendency to damage, resulting in excessive diamond loss. The normal wear resistance of any diamond is inversely proportional to the compressive strength of the diamond, therefore only the highest grade, of diamonds free from insipient fractures should be employed. Using upwards of 90 diamonds per carat instead of the20 to 30 per carat not only decreases the total projected area of the cutting points but increases the stress per point which, in turn, causes greater depth of penetration into the rock. Considering this depth of penetration, therefore, suggests an approach other than increasing the, number of diamonds per carat and that is to decrease the actual number of diamond points (also the carat weight per bit) so that the penetrating force on an individual diamond is increased. This penetration increases the chipping or rock shearing action.

THE Pilares mine of the Moctezuma Copper Co. is situated at Los Pilares de Nacozari, Sonora, Mexico, about 75 mi. (120.7 km.) South of the international boundary and about 7 mi. (11.26 kin.) east of the town of Nacozari de Garcia. It is situated at an elevation of 5000 ft. (1524 m.) in one of the northward trending ridges that form part of the mountain mass that culminates in the Sierra Madre de Mexico. To the east, south, and west, the topography is rugged and diversified; to the north less diversity exists, ranges of mountains rise sharply out of almost level ground and give the basin range structure characteristic of the southwest. The climate is dry, the average rainfall of 15 in. (38 cm.) being confined almost entirely to the months of June, July, and August. The

This report describes the engineering feasibility and economic advantages of using a mobile bridge-type cross-pit belt conveyor system in conjunction with a large dragline to excavate and transport spoils in a typical Western surface coal mine. The studies show that such a system could be built to survive operational and climatic mining conditions, and that its implementation would offer a reduction in both acquisition and operating costs versus conventional mining units of comparable capacity. Reclamation costs can also be significantly reduced, and the total reclamation process accelerated, making the cross-pit conveyor system attractive to mine owners and environmentalists alike.

THERE has never been a great civilized nation which did not have a mining industry; civilization cannot flourish without metal mining. Without tools we can have none of the 'industries that are the foundation of civilization and without metal mining we cannot produce the material of which tools are made. Therefore, if we have no metal mining we have no metals, no tools, no civilization. An example to illustrate this may be drawn from a recent article in the Saturday Evening Post which described the run-down condition of modern Athens. Athens is nothing but a busted mining camp! In its palmy days the Greeks so applied the leasing system to the silver mines of Laurium that the royalties, paid the expenses of government and instead of a tax bill the inhabitants received a pay check. The Persians came over to capture these mines but the Greek navy was built to defend them. When the silver mines played out, Greek civilization declined.. Our mining must continue if our civilization is to continue.

Cost estimates and technical feasibility are compared for six chemical coal cleaning technologies. The comparison is based on conceptual application of the chemical cleaning methods for removal of pyritic and organic sulfur from a utility grade bituminous coal. The process layout includes receipt of 8,000 tpd ROM coal, fine coal pulverizing, desulfurization, and preparation of a compacted clean coal suitable for storage and shipment. The methods are: the Magnex iron pentacarbonyl process, the KVB dry oxidation process, the Battelle hydrothermal caustic leaching precess, the TRW Meyers ferric ion leaching process, the Ledgemont oxygen/water leaching process, and the Bureau of Mines/Energy Research and Development Administration air/water leaching process. Capital costs estimated for the desulfurization operation alone, scaled to 8,000 tpd, range between $14 MM and $122 MM, while estimated operating costs for desulfurization alone on the same scale of operation range between $7 and $17 per ton clean coal produced. Relatively little is known about the chemical cleaning of coal, and present cost estimates indicate that the method might not be competitive at its present state of development when used alone to clean utility grade coals for sulfur removal. The principal attractiveness of chemical coal cleaning lies in its potential for combination with physical cleaning to produce cost competitive compliance coals in a combined process with high-Btu yields.

The optimum cut-off grade policy maximizes the net present value (NPV) of an open pit mining operation subject to the mining, processing, and refining capacity constraints. The traditional approaches to cut-off grade determination ignore the escalation of the economic parameters such as metal price and operating costs during life of an operation, and consequently lead to unrealistically higher values of the objective function. Further, the NPV of a mining operation declines due to the depletion of the available reserves, causing a decline in the optimum cut-off grade, i.e. higher cut-off grades in the early years of an operation and lower cut-off grades during the later years. Hence, low grade material mined in the earlier years may be stockpiled for processing during later years to offset the effect of escalating economic parameters on NPV. This paper demonstrates the combined impact of introducing economic parameters, escalation and stockpiling options into the cut-off grade optimization model. The model promises an enhancement in NPV as illustrated in a case study incorporating practical aspects of an open pit mining operation.
