In 2006, McNally International Inc., in a joint venture partner-ship with Aecon Constructors, was the successful bidder on two York Region Tunnel Projects: the Bathurst Collector/Langstaff Trunk Sewers and the York Durham Sewer System (YDSS) Interceptor Sewer 19th Avenue, both in the Toronto area. These projects comprised a total of 13 km (8 miles) of 2.74 m (9 ft) finished diameter tunnels and are both part of the YDSS. Both contracts required the use of earth pressure balance (EPB) tunnel boring machines (TBM) with a precast concrete segmental liner.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

This paper presents the results of a unique study conducted by the National Institute for Occupational Safety and Health (NIOSH) from 2016 to 2019 to evaluate the effects of longwall-induced subsurface deformations on shale gas well casing integrity and underground miner safety and health. At both deep and shallow cover instrumentation sites, surface subsidence measurements, subsurface in-place inclinometer measurements, and underground pillar pressure measurements were conducted as longwall panels were mined. Comparisons of the deep and shallow cover test site results with those from a similar study under medium cover reveal an interesting longwall-induced response scenario. Under shallow and medium covers, measured horizontal displacements within the abutment pillar are one order of magnitude higher than those measured under deep cover. Conversely, measured vertical compressions under deep cover are one order of magnitude higher than those under shallow and medium covers. However, FLAC3D simulations of the casings indicate that, in all three cases, the P-110 production casings remain intact under longwall-induced deformations and compressions, which has serious implications for future mine design in areas where shale gas wells have been drilled ahead of mining.

As a result of the world depression and the consequent heavy fall in the price of tin, Malaya joined with other great tin producing: countries of the world in a restriction scheme that heavily restricted production from its individual mines. This condition, together with the knowledge that it was becoming more and more difficult in, Malaya to acquire further areas and so prolong the existence of a specific company's activities, induced Mr. H. G. Scott, managing director for the Siamese Tin Syndicate Ltd., to consider other possible sources of production. Mainly because of the conditions that obtained in Tasmania, he turned his attention to that country, where, not only could mining be carried on without restriction as to output, but where the incidence of the exchange position created favourable conditions for operation. The district selected for examination was that of St. Helens, on the East Coast of Tasmania, which district had behind it a long record of successful tin mining operations.PRELIMINARY OPERATIONS OF SIAMESE TIN SYNDICATE LTD. In this address I look back over the past 40 years of mineral exploration in New Zealand û essentially the period since the Second World War (ie since 1945). It was the period of my personal involvement, and indeed of the personal involvement of a number of you. Luckily it was aperiod of great interest and activity. In the previous 50 years, virtually nothing had happened, and it is kindest to draw a veil over that period. In the very important earlier 40 years (1855 - 1895) the New Zealand gold rush occurred. That must have been a fascinating, rewarding period, which has been thoroughly documented by better historians than myself. I will simply comment firstly that its mineral explorers (gold-prospectors) were very successful indeed, and found most localities of the minerals they sought, in spite of using very different methods from ours of today. Secondly, they were preceeded by one of Maori exploration, which searched for a much restricted list of minerals, but succeeded in finding virtually every locality we know of today. The explorers of both of these early periods were obviously highly successful, but, in the time available, I must restrict myself to the period since 1945. I am currently editing the effective up-dating of Gordon WilliamsÆ 'Economic Geology of New Zealand' (1974). It covers the last 12 years or so. Many of you are contributing to that volume û both as authors and as referees û and I would like to take this opportunity of thanking you all. Although this new volume excludes the energy field, many of us have been involved in it, and I am therefore including energy minerals in this review, as Williams did in 1974.

"The carbon-in-pulp process for recovery of gold dissolved in dilute cyanide solutions, in the presence of solids, has now replaced the convedntional processes of pregnant liquid/barren solids separation followed by Merrill-Crowe precipitation. Most plants built over the past ten years incorporate a CIP section. The process is described as cheaper in capital and operating costs, and few major start-up or operational difficulties are reported. For the purpose of the present paper, the CIP process will be assumed to consist of the following sequence of operations (Figure 1):- the slurry stream coming out of the cyanidation circuit is first screened to remove any tramp oversize material. Gold dissolution is assumed to be complete before entering the CIP circuit.- the slurry is sent into a series of agitated tanks in which it is mixed with activated carbon. The carbon particles size is much coarser than the top size of the ground ore. The tanks are fitted with screens that allows the slurry to overflow continuously into the next tank, while retaining the carbon in the tank. Slurry dilution is adjusted to prevent carbon from settling in the tanks. Agitation intensity is kept low in order to minimize carbon abrasion.- carbon is transfered from tank to tank in a discontinuous manner. According to a specific schedule, the carbon from tank one is removed, then carbon from tank two is sent to tank one, and so on, till the last tank, which is filled with regenerated carbon corning from the elutionregeneration section. The amount of carbon removed, the transfer from tank to tank, the sequence of transfer, the carbon inventory in the various tanks are parameters which are, up to a point, at th2 discretion of the operators, as long as they remove, batch wise, an amount of loaded carbon containing a similar quantity of gold to the one that has entered the circuit since the last transfer."

Now that the war is over, there is a great revival in popular demand to decrease pollution of the atmosphere in our cities. Great cities, such as Pittsburgh, are starting to enforce laws against violators of smoke ordinances. The substitution of low-temperature coke for bituminous coal in household heating is a most promising field for helping to eliminate the smoke nuisance. This Information Circular is written to assist in the very worth-while effort to reduce atmospheric pollution. Herein are de- scribed recent German developments in the production of low-temperature coke. Operating and cost data are given on German commercial-scale low- temperature carbonization plants.

"The large extent of global production and consumption of aggregates from quarries, grabs one´s attention and makes its substantial and essential standpoint in the world today pretty clear. A great amount of aggregates is utilized in civil engineering applications such as road construction, railway industry, concrete production, etc. Considering this fact that igneous rocks display a higher strength and abrasion resistance, this type of rock is preferred in the field of civil engineering. For all these applications, rock quality assurance is a key factor and certainly unavoidable, and it has great influence on the quality of constructions in civil engineering. One of the major problems encountered by both the producers and users of igneous rock is the fact that, with the passage of time, some specific rocks lose their strength, up to a complete loss of structure or in other words, their disintegration and degradation. In the last decades, different methods and procedures such as Glycol test, methylene blue dye test, as well as the Los Angeles test have been introduced to distinguish these rock properties, and to identify these problems. However, as these methods are time consuming, hard to perform, only to be applied to hand-piece samples, requiring special laboratory equipments, and only possible to be accomplished under laboratory conditions, their application has always been limited to some specific cases, and they are neither recommendable nor advantageous. In addition, these methods provide partially different results for the same rock. To address this widespread quality management problem of the quarry industry, a relatively quick, easy and user-friendly approach is necessary. It calls for a systematic solution with a device that can simply be used day to day in a mine for quality control of the quarry´s daily production. This scientific research is concentrated on developing a systematic method for early recognition and diagnosis of rock quality, in order to control and manage the quality of the quarry production in advance. This method was developed, based on the procedure of the magnetic susceptibility measurement. The obtained values can lead to valuable information regarding the quality of the rock and allows the quality control process to be accomplished and performed at the borehole location. This approach has been assessed through extensive field and laboratory studies. A detailed and comprehensive discussion will be made on the results of the experiments. The advantages and impacts of the application of this method, on increasing the reserves and environmental protection are also discussed."

A study of copper cementation on iron was initiated to determine the effect that deposited copper has upon subsequent cementation. A microscopic investigation of cementation on an iron surface showed that cupric ion precipitates predominately on a growing copper deposit attached to the iron surface. A kinetic study of the cementation process in a revolving drum showed that the cementation rate is enhanced by the copper deposit attached to the iron surface and by the discrete copper particles of a cement copper slurry. The kinetic study also indicated that the character of the deposit is affected by the major anion in the solution. The cementation process is visualized to occur as a series of electrochemical cells in which cupric ion precipitates on copper dendrites attached to the iron surface.

El presente texto describe el proceso de riqueza minerológica de Bolivia a través de su geología y estilos de mineralización. Dentro de el aspecto geológico, el orógeno andino boliviano cubre un 42% del territorio nacional y ocupa más de 2.200 proyectos y minas de plata, estaño, volframio, antimonio, plomo, zinc, cobre, bismuto, oro, etc, mientras que la Llanura Chaco-Beniana, que ocupa el restante 40%, también hospeda depósitos tipo placer de oro y estaño principalmente. En ese sentido, la extensión total de las áreas prospectivas para depósitos metalíferos en el territorio nacional es de aproximadamente 0,5 M de km2, de los cuales más del 60% se encuentra inexplorado. A esto se añade el descubrimiento posterior de quince yacimientos en Bolivia y los estilos variados de mineralización: diseminados de Au-Sb hospedados en sedimentitas, polimetálicos relacionados con intrusiones, polimetálicos vetiformes de tipo “boliviano”, epitermales, epi-porfídicos, skarn, de reemplazamiento de Fe-Cu-Au, exhalativos sedimentarios (SEDES), volcanogénicos en sulfuros masivos (VMS), epigenéticos estratiformes, formación de hierro bandeado (BIF), intrusiones ultramáficas “manteadas”, Mississippi Valley, etc.

"This paper reviews options for the separation of a mixture of rare earth elements (REE) into its component elements. Earlier separations used selective chemistry such as double salt precipitation and reductive/oxidative processes – methods that still have a place in the industry. Fractional crystallization was developed for more complete separations of adjacent REE. The latter method was replaced by ion exchange (IX), which was in turn replaced by solvent extraction (SX). Two main SX chemistries are in use, solvation and cation exchangers, with several variants (mixed solvents, ionic liquids, etc.) now under investigation. SX plant configurations have evolved including advanced techniques like “hyperlinking”, novel saponification methods, and alternative stripping techniques. The classic mixer-settler is the most commonly employed device although centrifugal contactors have been pilot-tested. Non-dispersive SX options including microfluidic devices and membrane-assisted SX techniques are being developed and could revolutionize the SX option. Other REE separation techniques now being studied include Molecular Recognition Technology (MRT), Free Flow Electrophoresis (FFE), newer IX systems, and electrolytic processes. Additionally, the classical crystallization and selective precipitation methods and newer bacteria-mediated processes, chloride volatilization, high performance liquid chromatography, and magnetic separation systems have been studied. This paper reviews the options and concludes that conventional SX is the technology of choice but viable alternatives could be demonstrated and acceptable within a couple of years.INTRODUCTIONThe chemical properties of the individual REE are very similar which is why REE minerals and ore deposits almost invariably contain a mixture of all fifteen REE, i.e., La to Lu plus Y. That said, the distribution of REE in a given deposit is frequently dominated by the light REE (LREE, i.e., La to Nd). Examples include the Bayan Obo, Mianning, Lynas Mt. Weld, and Molycorp Mountain Pass deposits where heavy REE (HREE – Sm to Lu and Y) typically account for well under 5% of the REE content. The LREE operations produce some HREE but the main sources of these important elements are the ionic clay deposits of Southern China. Importantly, all of the REE recovery operations referenced above, except for cerianite-bearing ionic clay deposits, initially produce a mixed REE precipitate or calcine with a REE distribution similar to that in the ore (Goode, 2016). However, the consumers of the REE, the manufacturers of magnets, phosphors, catalysts, optical glass, etc., require separated products with purities generally ranging from 99% to as high as 99.9999% depending on the element in question and the end use. Hence there is a need to separate the individual REE one from the other. This paper is intended to review the options."

Against the receding background of the October stock market crash and the December overhang of inventories, the economy began with a shaky start in 1988. As 1988 began, the Administration's estimate of real growth for 1988 had just been reduced from 3.5% to 2.4% and economists and other ob-servers were concerned that the expansion that was 5 years old might be near the end and that a recession might be around the corner. The ensuing moderately strong economic activity, however, belied all the negative signals that were evident earlier, and the real GNP continued to grow at an estimated 2.3% annual rate during the first quarter of 1988, extending the ongoing recovery into the sixth year (table 1.). The relatively accommodative policy of the Federal Reserve Board (the discount rate was cut by 0.25% in January), a strong performance by the export sector, and the revival of consumer spending were major forces underlying the economic strength. But as the quarter drew to a close, signs of tight capacity utilizations were apparent in many of the export and capital goods sectors, including textile, chemical, plastic, metal, and machinery. Employment was at a record high level while the unemployment rate was close to a historical low. Prices were rising at a faster pace than those of 1987, and the dollar resumed its slide after a brief recovery in January and February. These factors gave rise to the fears of higher inflation. Long-term interest rates increased, casting a pall over the prospect of a robust growth for the rest of the year.

A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

Microseismic monitoring has become standard practice in the mining industry as a ground control monitoring tool at depth. Translating the information into practical hazard assessment tools for the rock mechanics practitioner is the focus of research jointly conducted at Creighton Mine by INCO Mines Technology Centre (MTC) and the Geomechanics Research Centre (GRC) in Sudbury, Ontario. Rock mass damage mechanisms are typically related to stress and the presence of geological structures. Due to well executed de-stress blasting practices at the mine, stress related problems are minimized. However, structurally related damage mechanisms associated with shear zones, faults and joints pose a substantial hazard. Identifying active structures from the dataset of seismic and microseismic events is generally problematic. We propose a new methodology that uses a combination of spacetime event density, hierarchical clustering and principal component analysis to identify planes of microseismic activity, termed active planes (APs). Once identified, the presence and intersection of active planes can be used to provide a hazard ranking for nearby excavations. The ranking is based on the standard Q rock mass classification system, with emphasis on the joint set number (Jn) and stress reduction factor (SRF) parameters. If the rock is treated as a fractured continuum, then, the Jn indicates the degree of freedom for blocks to move and hence, increased potential hazard. An increased hazard can also result if the APs are larger-scale and discrete (faults) rather than ubiquitous (joints). In this case the SRF is used as a measure of the degree of looseness in the rock mass.

[Coals of low-volatile rank cannot be coked without admixing large proportions of high-volatile coal in the usual type of byproduct-coke oven, because they expand excessively and exert side thrust, which ruins the oven walls. Some medium-volatile coals also give trouble. Since high-rank coals produce a strong, blocky coke, it is desirable to have the rank as high as practicable, particularly in the manufacture of foundry coke. Accordingly, it has become the practice to mix or blend high-volatile shrinking, coals with as much low-volatile coal as possible and still have a mixture that will not deform the walls or cause difficulty in pushing the coke. Occasionally, the safe limit of low-volatile coal has been exceeded and ovens have been damaged. It is desirable, therefore, to rave a reliable method of determining the expanding tendencies of mixtures before they are charged into the ovens. Furthermore, coal charges somewhat in its properties as mining progresses, and therefore, mixtures found to be safe at one time may cease to be so subsequently, particularly if nearly the maximum allowable percentage of low-volatile coal is being used.]

The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

Much interesting data on cemented carbides has been published over a period of years which, when classified and pieced together, gives a clear picture of this special branch of powder metallurgy. This is an attempt to present the essential information in an ordered account.THE HARD CARBIDES-THEIR PROPERTIES AND PREPARATIONThe so-called hard or refractory carbides are the carbides of a number of metals which are grouped together in the Periodic Classification. These metals are in groups IV, V and VI. They are titanium, vanadium, chromium, zirconium, niobium (columbium), molybdenum, hafnium, tantalum and tungsten. These carbides have attracted the attention of chemists because of their remarkable properties. They possess very high melting points, and are rather difficult to prepare in the pure state. Their outstanding propertyis their extreme hardness, which they share with certain other carbides, such as those of silicon and boron. In addition, these compounds possess distinctly metallic properties, such as lustre (in fused specimens) and high thermal conductivities.(l)t They are capable of forming alloys in two ways:1. With metals, particularly those of the iron group. 2. With each other (a case of solid solubility).The constitution of these substances is not that of ordinary salts, which obey the usual valency rules, but must be likened to that of certain intermetallic compounds. Actually they are "interstitial" compounds(2), that is, they are formed from the ordinary metallic lattice by the insertion of the relatively small carbon atoms in the interstices.. The energy required to fill the lattice completely is high, and this explains the difficulty often found in obtaining the exact stoicheiometric compound. Thus the carbides can have a range of composition, and can be considered as solutions of carbon in the respective metals.Physical Properties of the CarbidesThe hardness of these compounds is so great that it is difficult to compare the individual compounds on this basis. Becker(l) gives values on Moh's scale, which are not very accurate and are of no great value. Burden(3) has reproduced a diagram by Hatfield which indicates that the cemented carbides are between 1,400 and 2,000 on the Vickers diamond scale. However, the pure carbides are harder, tungsten carbide being about 2,200. Hoyt(4) describes a method of measuring hardness applicable to powdered specimenswhereby the powder is rubbed on a standard block of cemented tungsten carbide under standard conditions, and the rate of wear is determined. The comparison between J Visman and C O Ingamells’ works with P M Gy’s works has been the object of intense debates in the past. Such negative debates inevitably resulted in a loss of many good opportunities. The author’s long experience in applying works of these three authors led to the pragmatic conclusion that it is relatively easy to integrate everything Visman and Ingamells created into the Theory of Sampling; therefore, it is suggested that the compatibility has been vastly overlooked, and a correction for such anomaly is recommended. It is important to emphasise that Visman and Ingamells works may be beneficial and provide relevant, harmonious additions in some areas, and ultimately offer attractive possibilities to sampling practitioners. Such additions may enhance our capabilities to predict sampling difficulties by using a stronger strategy and to design better sampling experiments that would allow us to further understand the heterogeneity of minor constituents, and especially trace constituents. Basically, the suggested integration is essential for sampling trace constituents in the environment, in food, in chemicals and in the pharmaceutical industries.CITATION:Pitard, F F, 2017. Methane monitoring at the mine face is essential to assure a safe work environment in underground coal mines. Machine-mounted methane monitors must be used to continuously monitor methane levels during mining. Monitors used on mining machines must be approved by MSHA and properly maintained to provide protection for workers (30 CFR 75.342). To provide protection the instrument must give accurate readings of current methane levels. Accuracy is maintained by calibrating the instrument with a standard gas at least once every 31 days. Instrument “response time” determines how quickly measurements will change to reflect current concentrations. At present there are no criteria for measuring the response time for a ma-chine-mounted methane monitor while underground. This study examined a procedure for measuring the response time of a machine-mounted methane monitor. Response times were measured using methanometers obtained from three different manufacturers. The effects of the measurement technique and methanometer sensor head design on response time measurements are investigated. Techniques for reducing variation in response time measurements are discussed.
