Due to the planned deepening of the NY Harbor, NYCEDC/NYCDEP is planning to replace two existing water lines between Brooklyn and Staten Island with one deeper water pipe. The crossing, just north of the Verrazanno Bridge is 1.75 miles long. The new pipeline will be tunneled using gasketed concreted segmented liners. Apressurized face machine will be used through the soft ground. This will be the first subaqueous application using this technology in New York City. This paper discusses the planning, design and risk issues associated with the crossing and the challenging soil conditions that resulted in the decision to use a pressurized face machine.

"Risk quantification may be used as a sustainable development index in the mining industry, since it encompasses both economic and social factors. In addition, it may assist in the development of a framework, which is also indirectly related to sustainable development, to prevent accidents and improve health and safety standards. However, risk quantification in the mineral sector involves diverse activities and is considered a very difficult task. Although statistical data report accident severity rates, incident rates and accident frequency rates, none of these allow for accurate risk calculations. In this paper, two risk calculation formulas, which may be used to quantify risk, as well as to identify hazardous activities in a workplace, are proposed. Numerical examples are given based on statistical data available through the MSHA database. Also a combination of a decision/fault/event tree that allows risk quantification is presented."

A common problem during the operation of the Kaldo furnace is the formation of accretions and blockage of the injection lance due to splashing. This typically occurs during the processing of anodic slimes for the production of doré. In this work, a 1:7 scale model of the Kaldo furnace currently in operation at Metalúrgica de Cobre, Mexico, was built in transparent acrylic plastic. Water and colored oil were used to represent the doré and slag, respectively. The model was used to determine the maximum penetration distance of the injection lance under a variety of experimental conditions at room temperature. Input variables included two types of oil, rotation speed, inclination angle, and the fraction of the vessel volume occupied by the liquids (φ). A mathematical correlation for the dimensionless maximum penetration distance of the injection lance d ∗ as a function of φ, the Froude number of the liquids in the vessel (Fr), the Reynolds number of the gas jet (Re), and the oil-to-water kinematic viscosity ratio (η)was developed. Reasonable agreement between the calculated and experimental values was obtained. Digital images showed that splashing was caused by the turbulent gas jet impinging upon the free surface of the liquids, whereas the cascade effect was negligible. The results of this work have been useful to improve the operation of an industrial Kaldo reactor.

The York Durham Sewage System (YDSS) Interceptor Tunnel Project is located in the Town of Richmond Hill, Ontario, Canada, just north of Toronto. Construction commenced in September 2006 and completion is planned for early summer, 2008. The project involved public and agency buy-in of construction technologies and methods that minimized dewatering, design and construction of sealed shafts with jet grout break-in and out blocks in order that Earth Pressure Balance (EPB) mode could be maintained by the Tunnel Boring Machine (TBM) during shaft entry and exit. This paper will discuss the advances that were made possible through the opportunity to apply and test these technologies in order to accommodate the aquifer and artesian conditions present on this project.

The City of Toronto and the Toronto Transit Commission (TTC) have conducted an Individual Environmental Assessment (EA) for a 6.2 km, 4-station underground extension of the Spadina Subway from Downsview Station to Steeles Avenue. This Environmental Assessment Study was performed in three phases including routes and general station locations, alignments and station concepts and detailed assessment of the effects of the undertaking. URS Canada Inc. has led the consultant team for this Study. The anticipated total duration of the project is approximately 6 years and its estimated total cost is about $1.4 billion. This paper presents the planning process of the project, the environmental and engineering challenges, and the measures taken to address them.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

The rapid development of the global alumina and aluminum industry is straight coupled with the demands and the needs of these materials. Nowadays, the only well-known accessible resources to produce alumina and aluminum are bauxite ores. But bauxite ores are limited, and the remaining exploitable reserves do not have high contents in alumina. In countries where there is little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process are not economic, alternative resources for alumina have been explored. The most attractive resources for replacing bauxites are aluminosilicate clay minerals and coal fly ash. The important processes developed for the recovery of alumina from these sources are acid leaching and alkaline leaching processes. The acid leaching is known as the most efficient in which thermal and mechanical activation are included for improving the performance of the process. The objective of this review is to give a comprehensive insight on the production of the alumina from thermally or mechanically activated clays and coal fly ash by hydrochloric, sulfuric, and nitric acid leaching processes.

"Seamount cobalt-rich ferromanganese crusts (hereafter crusts) are authigenic iron/manganese hydroxide/oxide deposits formed from direct precipitation of minerals from seawater onto a hard substrates surface. Crusts contain significant concentrations of cobalt, manganese, nickel, copper, platinum, rare earth elements and other valuable metallic elements, with potential economic value. Regulations on Prospecting and Exploration for Cobalt-rich Ferromanganese Crusts in the "Area" was approved by the Council and Assembly of the International Seabed Authority in July 2012, China and Japan became the first to obtain exploration contracts, which were signed respectively in April and January 2014.The crusts form pavements and are mainly attached tightly to the surface of the substrate, and less commonly crusts coat talus debris located on the surface of sediment and substrate rock. During prospecting, crust sampling methods mainly include dredge, TVgrab and sub-bottom coring system. During exploration, the sub-bottom coring will be the dominant method for crust sampling, and if necessary, ROV sampling will be used. Usually the samples collected by different methods provide a larger quantity than samples needed for chemical analysis, but sampling quantity is a question that should be considered for mineral resource evaluation that how to ensure that the sampling is representation for the sampling station. Using the samples collected by China from Pacific seamounts, according to the designed analysis flow and Qeqott formula (Q=Kd2), the minimum reliable assay sample quantity ("MRASQ") of crusts for Mn, Co, and Ni are obtained. In the case of the sample homogeneous fines at ~100 mesh size (~0.15 mm), MRASQ for Mn, Co, Ni is respectively 4.5 g, 9 g and 9 g. This result provides the basic data for crusts resources evaluation."

Between 1989 and 2004 the Massachusetts Water Resources Authority (MWRA)constructed several major wastewater and water tunnels associated with three major projects in the Boston area of eastern Massachusetts. There were many similarities and differences in the bedrock conditions encountered and among the contractual approaches for these independent projects. Through a clarification of the approach similarities and analysis of the contract differences, this paper addresses and presents what are considered to be valuable lessons learned. In doing so, the paper follows the evolution of such disparate issues as contract conditions, baseline reports and dispute review boards. The authors believe that the lessons learned even represent what, in certain cases, could be referred to as “universal truths” that are intended to have application to the next generation of tunneling contracts.

The 1,380 m (4,200 ft) long New Crystal Springs Bypass (Polhemus)Tunnel (NCSBT) will replace the existing Crystal Springs Bypass Pipeline. This tunnel project is part of the SFPUC’s $4.3 billion capital improvement program to repair and seismically upgrade their aging pipelines, tunnels, reservoirs and dams that provide drinking water to more than 2.4 million customers in the San Francisco Bay Area. This paper describes the development of the tunnel alignment and design, and the complex ground conditions of the Franciscan Mélange. Of particular interest is the challenge of tunneling with a possible downhill grade of 3%, a rigorous environmental process and incorporating the lessons learned from 1960s construction of the adjoining Crystal Springs Bypass Tunnel.

Contract 240 of the Channel Tunnel Rail Link comprises construction of twin4.7 km long running tunnels through a densely populated area of East London. The tunnels were constructed by EPBM in Sands and Sandy Clays, passing 4.4 m below the existing London Underground tunnels, and at depths of 20–30m below ground level beneath the Great Eastern railway lines into London Liverpool Street and a series of railway bridges and hundreds of buildings. This paper describes how the project team managed the challenges relating to the issue of settlement: mitigating settlement effects, prioritising the structures to be assessed, controlling resource expenditure by incentives and flexible response to urgent work relating to unforeseen events such as ground collapse and discovery of unusual structures.

Introduction Rock bolting is a general term that encompasses pinning, roof bolting, rib bolting, and cable bolting. Rock bolting contributes the highest nonproductive cost and is the most significant safety risk in mining today. Total installed bolt costs are now more than $20 per bolt. Rebolting or repair work doubles this. And bolting accidents account for about 30% of all fatal and nonfatal lost time accidents. It is only logical, then, for the mine operator to install the highest quality anchors possible. Every bolt on the market - tensioned, untensioned, full contact, or point anchor - has designed capabilities in axial, shear, and fluctuating ground conditions. Bolts will provide a designed support if material specifications and installation procedures fall within the manufacturer's recommendations. This also assumes that there are no unexpected geological or operational changes. Proper material specifications and installation procedures should guarantee the mine operator a quality anchor. To help assure this, the Mine Safety and Health Administration (MSHA), the US Bureau of Mines (USBM), and the AMC Manufacturers group developed stringent ASTM materials standards. These govern mechanical point anchor bolts and bolts using threaded and nonthreaded rebar. There are also minimum standards that suppliers must comply with in the manufacture of frictional bolts. However, most frictional bolt standards are based on the manufacturer's own specifications. It would be impossible to set uniform regulations on frictional bolts. Each bolt provides support in a slightly different manner and thereby requires different material needs. Quality Control In any case, material quality can generally be assured through tight order specifications and periodic quality control checks. The problem with installing quality anchors does not solely lie with the material. It includes all the events that occur from the time a bolt leaves a manufacturer to the time it is installed. The anchoring ability of any major type bolt can be affected by transportation, storage, mechanical performance of installation equipment, installation demands of the operator, proper drilling accessories, and local geology. Table 1 and Fig. 1 document the negative events that can affect each bolt and the degree to which it can be affected. Drilling a hole of oversized diameter, for example, is an operator controlled factor. It will adversely affect most bolts. An over-sized diameter reduces, or even eliminates, the anchorage capability of a mechanical shell. It will reduce the support capacity of a split set to nearly nothing. And it will cause a partial or incomplete grouting around the resin bolt. Frequently, due to bit wear, holes are drilled undersized in diameter and may not be properly cleaned out. In this case, it will be difficult for the operator to push the mechanical shell into the hole, thereby causing him to drill another hole. In cases where the bolt is obviously not providing anchorage, operators will probably drill another hole and place another bolt. Rock Bolt Regulations It is the situations where a bolt is improperly installed in the hole, but gives the appearance of a good bolt, that are frightening. In fact, some safety officials and engineers believe that only 50% to 60% of installed bolts are working. These bolts cause irregular ground load transfers in other bolts and overload them. This causes hazardous situations and overstressing. It is these bolts that fail prematurely 200 to 255 mm (8 to 10 in.) behind the face and possibly contribute to the high accident rate. The Minera Yanacocha operation consists of several heaps interconnected with ponds and gold recovery plants and presents various operating challenges. A comprehensive process model has been developed in order to better understand the effects of certain operating parameters and inventory issues. An integral component of the process water/mass balance is a model of each heap that describes heap behavior based on the individual characteristics of the heap. The heap models are linked to a mass balancing program in order to track flows and concentrations throughout the circuit. A case study of the process heap model is presented for the La Quinua heap, including results for the normal base line operation and several operational problems such as loss of solution flow to the heap (i.e., pump failure), increased flow to a section of the heap (i.e., pond volume control), effect of significant rain events, and impact of a change in material properties (i.e., change in ore type). The impact on heap operating efficiency is discussed with regard to effects on recovery and gold solution grades.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

The Red Dog zinc-lead-silver deposit is located in the DeLong Mountains of the western Brooks Range in northwest Alaska. The region is located 145 km(90 miles) north of the village of Kotzebue (Fig. 1).Red Dog’s current resource base is 143 Mt (157 million st) averaging 16.1% zinc, 4.3% lead and 83g/t (2.4 oz/st) silver. It is contained in four structurally separate deposits— the Hilltop, Main Deposit, Aqqaluk and the newly discovered Paalaaq deposit. Recent exploration for the Aqqaluk and the Paalaaq deposits has contributed to Cominco American’s understanding of the detailed structural geology of the district and its role in the placement of individual ore bodies.

Energy Metals Corp. (EMC) holds numerous mineral properties in the northern portion of the Great Divide Basin. The JAB property is one of several potential properties being planned for development as a satellite facility to the greater Antelope uranium project. A National Instrument 43-101 Technical Report was completed for the JAB property. This report estimated total measured and indicated mineral resources on the property totaling 1.6 kt (3,555,022 lbs) U3O8 contained in 2.2 Mt (2.4 million st) at an average grade of 0.073 percent U3O8 at a 0.25 grade times thickness (GT) cutoff in accordance with CIM Standards on Mineral Resources and Reserves. The JAB property is located in Sections 13, 14, 15, 16, 21, 22 and 23, Township 26 North, Range 94 West, approximately Latitude 42° 14’ North and Longitude 108° 00’ West (Fig. 1). This property consists of unpatented mining lode claims and Wyoming state mineral leases com-prising approximately 850 hm2 (2,100 acres).

Annual fish monitoring of the Red River, NM from the town of Red River to downstream of Questa, NM has been conducted since 1997. This long-term dataset, sponsored by the Chevron Mining Inc. Questa Mine provides an opportunity to evaluate the fish community response to natural phenomena, such as landslides and drought. Hydrothermal scars are present on drainages to the Red River, which can contribute large quantities of sediment to the Red River during localized storm events. Sediment inputs from the hydrothermal scars result in decreased habitat and water quality conditions within the Red River. Landslides from the hydrothermal scars contributed large amounts of sediment to the Red River in the summers of 2002 and 2007. Resident trout populations in the Red River after summer 2002 were depressed at sites adjacent to and downstream of the hydrothermal scars. Resident trout populations had begun to recover by 2005 and 2006; however, after the summer 2007 landslide, the resident trout population was again drastically reduced. In fall 2007, 13 resident trout were collected from 11 sites in the approximately 23 km reach of the river, compared to 691 from the same 11 sites in fall 2006. Resident trout density and biomass has gradually increased since fall 2007, and flows have removed sediment from the study reach. A combination of increased sedimentation and decreased water quality were likely responsible for the decreased resident trout populations in the Red River. Drought and the lack of flushing flows appeared to exacerbate the problem of high sedimentation levels from 2001 to 2004. Climate models predict prolonged periods of drought and increased intensity of storm events, potentially resulting in less favorable conditions for the resident trout population of the Red River in this area.

INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. Coal gasification solid residue (slag) contains unconverted carbon (char) which is considered an impurity for utilization applications of slag. Under this study, table concentration was used to process approximately 24,000 pounds of a nominal -3.4 mm gasifier slag (~85% ash) to separate high (~100%) ash slag from low (~50%) ash char. The results indicated a nearly ideal separation of the slag from the char for sizes coarser than about 1 mm. An overall slag yield of 71% was obtained. The slag was sufficiently clean to be used as feed material for the production of expanded lightweight aggregate. The recovered char had an ash content of about 47% and was a nominal -1 mm in size.
