"Mine Safety and Health Administration (MSHA) regulations require underground coal mines to use refuge alternatives (RAs) to provide a breathable air environment for 96 hrs. One of the main concerns with the use of mobile RAs is the heat and humidity buildup inside an RA. The accumulation of heat and humidity can result in miners suffering heat stress or even death. MSHA regulations require that the apparent temperature in a fully occupied RA must not exceed 95°F. To investigate this issue, the National Institute for Occupational Safety and Health (NIOSH) conducted testing on a 23-person tent-type RA in its Experimental Mine (EM) in a test area that was isolated from the mine ventilation system. The test results showed that the average measured air temperature within the RA increased by 9.4°C (17°F) and the relative humidity (RH) approached 94 %RH. The test results were used to benchmark a thermal simulation model of the tested RA. The validated thermal simulation model predicted the average air temperature inside the RA at the end of 96 hours to within 0.6°C (1.0°F) of the average measured air temperature. INTRODUCTION If an accident occurs in an underground coal mine, miners who fail to escape from the mine can enter an RA for protection from adverse conditions, such as high carbon monoxide levels. One of the main concerns with the use of mobile RAs is the potentially adverse thermal environment inside an RA from the metabolic heat of the occupants and the heat released by the carbon dioxide (CO2) scrubbing system. Moreover, the humidity within the RA will increase through occupants’ respiration and perspiration and from the chemical reaction within the CO2 scrubbing system. The accumulation of heat and humidity can result in miners suffering heat stress, heat stroke, or even death. In its 2007 report to Congress, the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) recommended that RAs should be designed to ensure that the internal apparent temperature (a temperature-humidity metric) in an occupied RA does not exceed 35°C (95°F). However, a standard method to determine compliance with this metric does not exist. The heat transfer process within and surrounding an RA is very complex, and is not easily defined analytically or experimentally. To investigate the related issues, OMSHR conducted heat and humidity testing on a 23-person tent-type RA in its Experimental Mine (EM) in a test area that was isolated from the mine ventilation system. During the testing, numerous parameters were measured: heat input to the chamber, the air temperature and relative humidity inside the RA, the air temperature in the mine, the mine strata temperatures versus depth, and the airflow inside and outside the chamber. The focus of this paper is on the temperature rise within an RA. TAITherm heat transfer analysis software was used to develop a thermal simulation model of the RA as it was tested in the mine, using the test results as the benchmark. Both sensible and latent heat were used in the test and the model."

A new analytical approach for characterizing and improving the performance of ball milling is presented. Individual ball mill circuit design and operating variables can be related to overall circuit performance through two distinct parameters for classification and breakage. The ball mill circuit functional performance equation is presented. Applications in the industrial plant and in the research field are discussed.

The decline in coal production has been slowed somewhat in recent years, mostly because of the industry's own remarkable success in holding the line on costs, and partly as a result of advances achieved through industry and government research. Nevertheless, the decline has continued. This downward trend combined with the increased productivity of labor through mechanization that has been necessary for coal to retain even its present competitive position, has resulted in a serious reduction in the number of miners required and large scale economic dislocations in mining communities. For coal to regain a more favorable position it must either expand existing markets by reducing the cost of the delivered product and thereby compete more effectively with other fuels or develop new uses that will require large tonnages of coal. New markets involving several million tons, which would look extremely attractive to most other United States industries--including the organic chemical industry--would do little to alleviate the coal industry?s depressed economic conditions, While such small new markets would be welcome, an industry producing over 400 million tons per year must look to large tonnage outlets for solutions to its long range economic problems.

For many years, pulverized coal (PC) boilers in utility power plants have been the dominant market for domestic coal. Today, two new coal utilization technologies challenge the PC boiler's dominance. Atmospheric fluidized bed combustion (AFBC) and "coal gasification/combined cycle" (GCC) stand on the verge of commercial demonstration in the utility environment at a scale of 100 MW. Developed over the past decade, these technologies respond to the demands for cleaner ways to burn coal and for more flexibility in fuel supply. In the near term, these are the "clean coal" technologies most likely to have a significant impact, because they are ready for commercial application. As for environmental acceptability, consider that just a few years ago one of the environmental slogans was "no coal in California." Indeed, the only large quantities of coal above ground in California at that time were in transit on the way to Asia. Today, thanks to new technology, we can point to two operational coal-burning plants in California and one in the works: * Cool Water GCC demonstration plant (100 MW) * California Portland Cement AFBC commercial cogeneration, near Riverside (190 000 lb/hr steam) * Energy Factors AFBC commercial cogeneration at Stockton, to be operational 1988 (44 MW)

This paper describes an installation of a medium-voltage adjustable frequency motor drive (AFD) on a high starting torque regrinding mill. This type of application is typically found in the mineral industry dealing with hard ore. The AFD electrical architecture is introduced from line to load. The type of closed loop encoder feedback motor control algorithm is briefly described. The results of the AFD motor identification auto-tuning are compared against the manufacturer’s supplied data. The motor drive performance results are shown for pre-ramp DC fluxing, high starting torque with overload current, excessive load torque stall condition, and blocked rotor. The instrumentation and arrangement for the two watt-meter method to capture low frequency data are presented. The data shown is from the input power quality meter, the AFD computer tool, the output motor protection relay, an oscilloscope, and load shaft connected strain gauge (rotating telemetry for torque assessment). These types of high starting torque constant torque loads are found in mining and process industry applications employing AC adjustable frequency drives. Using field results should help demystify the use of voltage matching output transformers in AFD applications including constant torque loads

Caterpillar introduced 21 new products during Caterpillar Press Days ‘96, held in June at the company’s proving grounds near Tucson, AZ. The event, billed as the largest product introduction ever held by Caterpillar, was attended by press from around the world. Most of the new products were demonstrated at Caterpillar’s Tinaja Hills Training Center in the Sierrita Mountains south of Tucson. Under the scorching Sonora Desert sun, the press was treated to demonstrations of the new equipment. After a display of the equipment’s power and capabilities, the press was given an opportunity to operate the new models and, in some cases, compare them with the old.

The Central and Southern Appalachians were the major sources of gold in the United States throughout the first half of the 19th century and have continued to yield gold to the present day. Small amounts of gold were probably extracted by the Indians and the Spaniards but the first documented report of gold in the region was made by Thomas Jefferson who found a four pound lump of gold ore, which yielded 0.85 troy oz., in the Rappahannock River of Virginia in 1782. Gold was subsequently discovered in North Carolina between 1793 and 1799, in Virginia in 1806, in South Carolina in 1827, in Georgia in 1829 and in Alabama about 1830 (Becker, 1894-5; Pardee and Park, 1948). The gold belts of the Central and Southern Appalachian Piedmont and Blue Ridge Provinces are shown in Figure 1. The superimposed circles indicate the mount of production from some of the more productive and well known areas. Although North Carolina produced far more gold than the other states, the most significant concentrated area of production is the Dahlonega District in Georgia which yielded more than 500,000 troy ounces. After discovery, gold production increased rapidly as shown in Figure 2. Production was at its maximum between 1830 and 1852 with combined totals generally exceeding 30,000 troy ounces per year. Production dropped sharply after the California gold rush in 1849 as experienced miners moved westward in search of bigger and easier stakes. After the Civil War briefly halted gold mining in the Appalachians, production rose to an average of about 8,000 ounces per year from 1865 until 1878 and to an average of about 13,000 ounces per year from 1881 until 1915 when it again fell to near nil (Pardee and Park, 1948). Minor resurgences occurred in the 1930's and 1940's. Although there has been no reported production in recent years, it is likely that "weekend panners" still remove hundreds of ounces from streams annually. The total reported production for the area through 1959 is in excess of 2.5 million troy ounces.

The Mission mine, located in southern Arizona near Tucson, is a recently developed open pit which produces 15,000 tons per day of copper ore. The mine lies on a wide and gently sloping bajada sweeping northeasterly from the Sierrita mountains. It derives its name from the nearby Mission San Xavier del Bac, built circa 1700. The ore body is everywhere covered by about 200 feet of alluvium, as are the adjacent Pima and Palo Verde mines. The geology of the Mission deposit is known principally through the study of diamond drill holes spaced 150 to 300 feet apart. The open pit is in an infant stage and has not yet revealed much of the deposit, although information obtained there by the operating staff, and from a few thousand feet of exploratory underground workings, has added significantly to the general fund of knowledge. Permission to publish was granted by the American Smelting and Refining Company. I am indebted to Kenyon Richard and J. H. Laboratory tests were conducted to evaluate the silica collection efficiency of flooded-bed scrubbers with six different filter panel designs and at two operating velocities. Test results indicated that reductions in filter density negatively impacted respirable dust collection. Silica collection efficiency for the least dense filter was as much as 33 % lower than the collection efficiency of the densest filter. At the low operating velocity, the least dense filter allowed over 40% of the respirable silica dust in the scrubber intake air to pass through the unit, where it would be discharged back into the mine environment. Operation of the scrubber at the higher test air velocity increased silica collection efficiency, regardless of the filter panel tested. The density of the filter panels also impacted the quantity of air that is moved through the scrubber, with higher density filters reducing scrubber airflow. For each filter, the relationship between dust collection efficiency and air moving capacity must be considered to determine overall effectiveness for specific mine applications.

For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Metal and sulfate can be removed from mine waters using two biological steps: 1. Sulfate reducing bacteria convert sulfate to hydrogen sulfide (H2S). The H2S reacts with the dissolved metals to form insoluble metal sulfide precipitates. 2. Sulfide oxidizing bacteria convert excess H2S to elemental sulfur. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove metals and sulfate as described above. The system has been operating since May 1992 treating a flow of 5000 m /d. A pilot plant started operation in November 1995 at Kennecott's Bingham Canyon Utah copper mine to develop the processes for metal and sulfate removal from groundwater and selective copper recovery from leach water. The principle of the biotechnological methods, full scale experience, and an overview of the test program at the copper mine are presented.

In attempting to tell the general public about the coal industry's land reclamation efforts, we have often said, "We're not doing things by the book, because we're still writing it." Like any good catchphrase, the statement is not only striking but true. It is particularly true in the mountains of Appalachia, where the problems of mining; and of reclamation are made more intense by the nature of the terrain. Mining and reclaiming the land "by the book' --which is to say by the methods of contour mining traditionally used in hill country--hasn't worked too well. So a lot of conscientious coal operators and associations are trying new methods--new ways of mining, new machines for seeding and planting, and new species to seed. Not all their experience can be transplanted to other areas, and of course I don't believe that Appalachia is the only place where new methods are being developed. Nevertheless, there's enough action in Appalachia to make a detailed examination rewarding, so let's focus on the hills to see what's new.

It is becoming increasingly difficult to secure local aggregate resources that meet quality standards and local restrictions without conflicts with other land uses and environmental regulations. The successful integration of natural-resource information into land-use decisions is becoming increasingly important as the needs for both land and resources become more numerous, complex and urgent. Well-reasoned decisions about land-use are crucial to the Nation if infrastructure resources are to remain economically available. Provisions for uninterrupted future supplies of aggregate should be made using proper long-range planning that incorporate a multiple land-use program. That program would include identification and protection of natural resources, strategies that will permit development of resources according to future market needs and environmental considerations, and the beneficial reclamation of mined-out areas.

In late 1971, the Sun Company, then known as Sun Oil Company, acquired a large surface mineable federal coal lease with the thought that those coal measures within its boundaries would provide a future feedstock of either coal or coal liquification. Our Cordero lease was one of the last Federal coal leases let before the recent decade long leasing moratorium. Because of the tremendous demand for compliance steam coal for the electric power industry, a decision was made to develop the property to serve that market. In 1974, Sunoco Energy Development Company (SUNEDCO), the non- oil and gas energy unit of the Sun Company, began engineering studies for development of the lease. The mine was originally designed at a 12.0 million ton per year capacity. The Cordero Mining Company was formed to mine and operate the property. Construction of the facilities adjacent to the lease began in January 1975. Due to the Sierra Club versus Department of Interior Secretary L. B. Morton suit, work within the lease was delayed until mid-1976 when pre-stripping of the overburden began.

Uranium mill tailings disposal facilities present unique problems with respect to siting, design, and long-term stability because their contents remain potentially hazardous for 100,000 years. Dawn Mining Company, operator of a uranium mill in Washington, undertook geological and geophysical studies relative to planned expansion of existing disposal facilities. Seismic refraction and reflection, resistivity, and ground magnetics data were integrated with limited drill data to determine the configuration of Quaternary sediments and the underlying basaltic and granitic bedrock. Analysis of multiple reflections and magnet modelling on a micro-computer with CRT graphics added detail to the interpretation.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. A study has been made of the reaction mechanisms occurring during the salt-roast process to form water-soluble sodium vanadate compounds from the vanadium oxide compounds present in vanadium-bearing ores and concentrates. Two reactions have been identified, either of which lead to water-soluble compounds--oxidation of sodium chloride by water vapor and. oxidation of sodium chloride by oxygen. The former reaction has been found to be predominant in the salt-roast process. A kinetic treatment of the data has shown that for the formation of sodium metavanadate the rate-controlling step in the reaction, in which sodium chloride is oxidized by water vapor is the decomposition of a species containing water and sodiumm chloride, on the surface at the gas-solid interface. For the formation of sodium pyrovanadate, the rate-controlling step is the decomposition of a species containing water and sodium metavaradate on the surface. The transportation of water through the system, perhaps as a sodium chloride-water complex or a sodium metavanadate-water complex, and the actual chemical reaction are relatively fast compared to the initial surface decomposition step. A similar treatment on the data for the oxidation, of sodium chloride by oxygen has shown that the rate-controlling step, is the actual transportation of oxygen from the gas-solid interface to the reactive site. This transportation is by a sequence of two diffusion processes. Transportation during the early stages of the reaction is by the diffusion of oxygen through a continuous layer of reaction product. After, the first few minutes of reaction time a second diffusion process begins and is continuous for the remainder of the reaction. This second diffusion process involves the diffusion of oxygen, through a layer of reaction product that has developed voids around which the oxygen must diffuse. The hindering, nature of this latter process causes the rate of transportation of oxygen to the reaction site to be considerably slower than by the simple diffusion mechanism initially followed. A thermodynamic treatment of the data has shown that the energy of activation for the decomposition of the water-sodium chloride species on the surface is -12.1 Kcal. per mole. For the decomposition of the water-sodium metavanadate species on the surface' the energy of activation is -15.1 Kcal. per mole. The results of this study indicate the limiting mechanisms of the basic reactions occurring during the salt-roast process. These results suggest what variables should be examined in applying this information to actual plant operations.

Mining companies registered with the SEC were required to comply with Regulation S-K 1300 for their annual report covering the first fiscal year ending on or after January 1, 2021. Consequently, most mining registrants filed their first S-K 1300 compliant disclosures in 2022. The US Securities & Exchange Commission (SEC), as part of its disclosure review program, has been issuing comment letters in response to these filings. This paper presents an overview of the trends in these comment letters. The authors reviewed comment letters retrieved from the SEC’s EDGAR database based on Standard Industrial Classification (SIC) Codes that cover mining, the content of the comment letter (whether it references S-K 1300 or not), the names of SEC staff listed in the comment letters, and other criteria. The analysis shows the SEC staff's reviews have been comprehensive covering the breadth of S-K 1300 and eliciting compliance with the rule. The staff through their comments are eliciting all the disclosures required by S-K 1300 and are not allowing registrants to substitute disclosures based on other standards for S-K 1300 disclosures. It is important, however, not to over generalize as the comments are based on the particular context.

While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

This report describes a computer program for the solution of material balances in complex mineral processing flowsheets. The program, which is entitled MBS Metallurgical Balance System), evolved as the culmination of a series of material balance programs whose development began in 1967 at the Institute of Mineral Research, Michigan Technological University. The need for such a program became evident when the Institute became heavily involved in a large number of short-term pilot plant projects. Calculating material flows from analytical data by means of the standard two-product formulas grew increasingly difficult and time-consuming as the complexity of the flowsheets increased and as choices between conflicting analytical values had to be made. It was recognized that what was needed was a program that would assimilate all of the available data and calculate mass flow rates so that steady-state inputs and outputs would balance at each point in the flowsheet. Such a program should be capable of handling underdetermined, overdetermined and mixed systems, and when the given data are inconsistent, the program should adjust the data in such a manner that the adjustments are minimized. Missing analyses should also be calculated whenever possible. In addition to solving material balances, the program should be convenient to use and print out the results in a useful form. Thus, the inputting of data should be simple enough to be handled by relatively untrained personnel with diagnostic messages being printed out to identify errors and anamolous data when they occur. Most importantly, the program should produce well-formatted output which can be directly included into a report without the necessity of retyping. The proper spacing of table titles, column headings and the ability to control the columns being printed are important features in this respect.
