Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.

Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

This paper shows two applications of artificial intelligence models in process development. In the first application, a heuristic fuzzy correlation can predict flotation behavior in bench scale based on feed characteristics for a high variability copper ore, as well as to predict plant performance for a feasibility project evaluation, minimizing its risk. The second case study shows the use of neural networks to model the iron ore sintering, correlating ore characteristics and operational parameters with sinter properties. With this application, CVRD aims to establish a new step on iron ore product evaluation and customer support.

At Tahawus, New York, National Lead Company operates the MacIntyre Development, This operation produces 10,600 long tons of ore per day for crushing, 8,000 tons for grinding and processing, of which 2,000 tons per day reports as tailing for disposal in an impounded tailing storage area. With the change in location of mining operations at the mine of National Lead Company, a change in the area for tailing disposal by gravity became necessary, This called for the diversion of tailing from near the proposed mining area to areas more favorable for long term storage by gravity. In order to avail the operation of maximum storage for the future, a uniform minimum grade launder was proposed with a minimum velocity and maximum outfall at the discharge. Disposal of the gravity and flotation tailing was formerly accomplished in open ditch from the concentrator at a grade of 1.5 percent. It was desirable to design the new launder at grades less than this for the greater storage elevation.

Distribution of temperature within the lithosphere can be significantly affected by the movement of ground water. Stallman (1960) presented the basic equation for the simultaneous transfer of heat and fluid in a porous medium and first used earth temperatures to determine aquifer permeability. Subsequently, studies of rock and soil temperatures were used to determine the flow of water through clay layers separating aquifers (Bredehoeft and Papadopulos, 1965; and Sorey, 1971), and to locate shallow aquifers (Cartwright, 1968; Birman, 1969). Cartwright (1968) showed that shallow aquifers maintain a nearly constant temperature throughout the year and that heat is exchanged between the aquifer and land surface. These temperature data also suggest that shallow aquifers hydrologically connected to surface-water systems have significantly greater effect on temperature distribution than aquifers in the deep artesian basins. Water wells developed in the shallow glacial and dolomite aquifers to depths of over 122 meters (400 feet) in northern and central Illinois produce water at temperatures very close to the mean annual air temperature. An analysis of the character of the rocks and soils suggests that the tem¬perature gradient should, and does, vary according to changes in thermal conductivity due to changes in lithology. This is because, under conditions of steady and uniform flow of heat from the earth's interior to the surface, a greater temperature gradient is required in poorly conductive rocks than in highly conductive rocks to transmit the same quantity of heat. The use of low-angle forward light scattering for measurement of particle size distribution has been described previously.1 Laboratory instrumentation using this technology is used routinely in operating plants for quality control and production control.2,3 Extension of the technique to on-line process monitoring and control has also been undertaken in several important areas. This paper will discuss the application of MICROTRAC R systems to the monitoring of particle size in wet slurry processes and dry powder grinding circuits. Examples of existing installations will be given with emphasis on performance and on-line reliability.

"In this paper, the most significant environmental aspects that are identified in the Taft Copper Project (TCP) are the quality and quantity of water, pollution of the existing watercourses and post-mining land use, matters such as air and noise pollution are deemed to be of less significance. Analysis has been performed for Do Nothing Alternative, Pre-stripping Phase, Mining Phase, Closure and After-use Phases. Analysis of the environmental assessment of TCP was carried out in three stages. In the first stage, the general negative and positive aspects of the project were identified. In the second stage the intensity, magnitude and significance of the environmental impacts of the project were identified. The third stage is related to the final conclusions of the assessment team and the relevant reasoning. A modified Leopold Matrix was adopted for evaluating the significance and magnitude of the environmental impacts. For this project, the matrix was modified to allow the assessor to take account of negative and positive numbers."

Coal cleaning with traditional magnetic separation usually yields unsatisfactory results because minerals associated with coal, such as quartz, clay, pyrite and calcite, are weak-or non-magnetic. Magnetic reagent technology is a new mineral processing technology with the capability to enhance the magnetic property of minerals selectively. This reagent can be adsorbed selectively on minerals through the control of surface chemistry and, thus, result in selective magnetic enhancement. The application of this technology on coal cleaning has been experimentally demonstrated. Good separation results can be obtained at low to medium magnetic field strength. Comparison with other processing technologies is included.

Despite numerous empirical, numerical, and hybrid studies conducted on the subject of coal rib failure, mine fatalities related to rib failures continue to occur. To date, a standard methodology for the design of coal rib supports which can accommodate the wide range of unique conditions found in coal mines in the United States has not been developed, forcing mine operators to rely on the trial-and-error process or industrial legacy practices for the design of coal rib support patterns. In this study, to better understand the support systems' effectiveness, various rib bolting scenarios were investigated. A coal mass constitutive model is implemented to a Distinct Element Method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength-reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid Banded-Bright coal (BBC) were considered in this study. Different scenarios such as rib bolt length and the number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength reduction method in DEM code with the coal-mass model can aid in the development of practical primary support charts, which can help in the rib support design process. One of the foremost problems in reclaiming prime farmland is compaction of the subsoil which is caused by the reclamation equipment. Wheel tractor-scrapers are most commonly used to replace subsoil and have been blamed for the majority of the compaction problems. Two methods of alleviating this problem that are presently being considered are mechanical subsoil loosening machines and truck- shovel combinations for subsoil handling. A field study was conducted in which dry bulk density measurements were taken in an effort to determine the effectiveness of truck-shovel combinations and subsoil loosening equipment in reducing bulk density in comparison to typical scraper replacement.

"Rock mass classification systems are often applied in many empirical design practices in rock engineering, some contrasting with the original intent and applications of these classification systems, for example, estimation of TBM performance in various ground conditions. While accurate estimation of machine performance is significantly impacted by rock mass properties, parameters used in many of the existing classifications are more related to ground support design and not rock mass boreablity. The results of many investigations on this issue have shown a weak correlation between TBM rate of penetration and rock mass classification. This limitation can be overcome by fine tuning the rock mass classification input parameters to represent influence of rock mass properties on TBM performance as has been the objective of RME or QTBM. This paper will offer an overview of the impact of rock mass on TBM performance and introduces an empirical equation for predicting performance of rock TBMs based on rock mass classification. The results of the preliminary analysis of a new model has revealed that the use of the proposed system can offer a reasonable accuracy for estimation of TBM performance in various rock masses. 1. INTRODUCTION Hard rock tunnel boring has become more or less the standard method of tunneling for tunnels of various sizes with lengths over 1.5–2 km. Estimating the performance of TBM is a vital phase in tunnel design, and for the choice of the most appropriate excavation machine. During the past three decades, numerous TBM performance prediction models for evaluation of TBM rate of penetration and advance been proposed. In brief, all the TBM performance prediction models can be divided into two distinguished approaches, namely theoretical and empirical ones (Rostami et al., 1996). The most common and recent works on this topic are summarized in Table 1. Currently, two models including Colorado School of Mines or CSM (Rostami and Ozdemir, 1993; Rostami, 1997) and Norwegian University of Science and Technology or NTNU (Blindheim, 1979; Bruland, 1998) models are the most recognized TBM performance prediction and prognosis models in use around the world."

Bright-orange couplings adorning piping systems are a common sight in just about every underground mine in North America. Grooved mechanical piping, the pipe-joining system that utilizes these couplings, is the preferred method for joining underground and plant piping systems in the mining industry, due to the ease and speed of installation and maintenance. However, the applications for such systems have traditionally excluded high-pressure systems. Most grooved mechanical couplings have a moderate working-pressure limitation, so high-pressure systems have required the use of alternative joining methods, typically heavy-duty flanges. However, the introduction of high-pressure couplings (up to 4,000 psi) has made the grooved joining method viable, and even preferable, for backfill, deep-mine chilled water and dewatering lines and other high-pressure piping applications. As engineers explore the use of high-pressure couplings, questions will undoubtedly arise about the joining method?s capabilities. This article will address the capabilities and specifications of high-pressure couplings, and compare flanged and grooved mechanical pipe joining in traditional as well as high-pressure underground mining applications.

There is a natural resistance to change in any form. When it comes to implementing a game-changing technology like autonomous haulage on an operating mine site, the resistance can at times appear insurmountable. Whether based on real information or misguided preconceptions, it?s essential that we don?t underestimate the effort it will take to overcome this resistance, while clearly recognizing when it?s worth the effort. These realizations did not happen overnight for sites where autonomous haulage has been implemented. Nor did they happen overnight for manufacturers of autonomous mining equipment. Caterpillar, for example, began building toward autonomy more than 30 years ago and had a truck operating in the mid-1990s. Lessons learned during those early years led to the realization that there was much more to be learned ? not just about the machines themselves, but about the systems and knowledge that must be in place for a successful implementation. Working closely with customers, initiating real-life demonstrations on mine sites, having discussions with regulatory agencies and other stakeholders ? these and many other activities were necessary before autonomy could be fully and successfully launched. After decades of effort, Caterpillar?s first official commercial autonomous mine site went to work in 2011 in Farmington, NM.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.

The biological removal of calcium from a bauxite ore in the presence of the soil bacterium Paenibacillus polymyxa is demonstrated. A column bioreactor that can be either operated in a fluidized-bed (FB) mode for coarser particles or in a total-recycle-slurry (TRS) mode for finer particles was designed, fabricated and tested for this purpose. For the efficient removal of calcium from the ore to the required levels, leach solution should not be allowed to accumulate in the reactor. Therefore, the solution needs to be drained out periodically. Cascade leaching was found to be more effi¬cient. A direct correlation between pH changes in the leach solution and calcium solubility could be made. More than 85% of the calcium could be removed through cascade leaching.

The role of applied mineralogy in mineral beneficiation begins with early prospect evaluation, and continues through stages of amenability testwork and pilot plant studies to the ultimate development of viable processes for mineable orebodies. After plant construction, mineral products from various locations, i.e., grinding circuits, flotation cells, gravity circuits, kilns, smelters, etc., require quick identification and control monitoring for optimum efficiency and recovery. Ore/gangue minerals are identified, quantified, and textural associations investigated by microscopic, spectrographic, and electron-optical instruments. Mineralogic analyses of large numbers of samples have required the development of sophisticated computer systems that merge analytical and mineralogic data into useful diagnostic data bases
