The efficiencies of plant scale comminution processes are often evaluated by various indices that are calculated and/or measured somewhat independent of the performance of any associated downstream froth flotation processes. In order to compare some specific comminution factors such as energy utilization, media consumption, equipment utilization time, etc. comparisons of comminution efficiency independent of flotation behavior are appropriate. However, as more and more detailed plant level information is gathered on the joint and highly interactive nature of comminution and froth flotation, it is becoming increasingly obvious that knowing and using simple efficiency indices are not enough. What is needed are more performance related measures of the efficiencies of the combined size reduction -froth flotation system for effective plant level economic optimization to occur. The purpose of this paper is to present some examples of important interactions that influence the joint efficiencies of size reduction and froth flotation processes.

In situ mining and extraction is one of the Frontier Technologies that is destined to play an increasingly important role in the recovery of metals and minerals in the future. This premise is based on increasing costs of labor and energy, increasing awareness of environmental considerations and decreasing ore grades in the United States. Up to now, in situ mining has been successfully applied to a few favorable situations for the extraction of some evaporites, copper and uranium. However, because of its unique technical, environmental and economic advantages, this versa tile technology will find broader applications for the recovery of above commodities as well as for others which are currently extracted by hydrometallurgical means. This paper traces the development of in situ mining and extraction; stresses its dependence on interdisciplinary science and engineering; discusses its theoretical, practical and economic aspects; and finally presents potential applications of this Frontier Technology.

"Phosphate" is a misnomer as often used. The word is increasingly used to refer to any material containing phosphorus - an element essential to any form of life. Phosphate rock, a mineral - fluorapitate - is recovered from Florida's sedimentary deposits in particle sires ranging from 0.1 to 13.0 millimeter. This product of mining, washing, screening, and flotation is commonly called "phosphate". Its phosphorus content, measured and reported as P2O5, varies from 29% to 35%, and is essentially insoluble. "Phosphate" is also used to describe products containing soluble phosphorus obtained from acidulation of phosphate rock with mineral acids; primarily, sulfuric acid. Many miners have nearby chemical plants wherein phosphate rock is converted into upgraded products such as phosphoric acid, superphosohates, and ammonium phosphates with 45% to 70% P205, soluble and suitable for use as fertilizer. The rock and upgraded products are all commonly called "phosphate"; the plants, "phosphate plants' and the producers collectively are known as the "phosphate industry". The public in Central Florida generally loses identification of the individual operators that include major corporations such as IMC. Williams Companies, W.R. Grace, Mobil, Embark, U.S. Steel, Borden, American Cyanamid and others. They all become just a "phosphate company".

A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

INTRODUCTION Environmental impacts are most commonly associated with air and water pollution. Not- withstanding this fact, to many people the primary disruption caused by mineral extraction is the change in the character of the locale. That is, the environmental impact of mining includes, but is not limited to, the generation of residuals. The dramatic transformation of wilderness or rural land often creates strong reactions to mineral development. Thus, the basic issues of land use management are a useful addition to environmental discussion. In this section, we take up a discussion of federal, state, and local land use management regimes, along with a brief introduction to the potential role of economic analysis. Elsewhere in this volume, land management issues are discussed from other orientations, and the interested reader may wish to look there as well. Locatable Minerals on Federal Lands Legislation and Administration: Access to hard-rock minerals on the public lands is governed by the General Mining Law of 1872. This law declares that "valuable mineral deposits in land belonging to the United States . . . are hereby declared to be free and open to exploration and purchase . . . ." In order to initiate rights, prospectors are required to physically stake claims of specified sizes and shapes following basic procedures set by federal law which may be supplemented by the individual states. Rights to these claims are protected at the exploration stage so long as actual possession is maintained and diligent exploration activity is underway. If a valuable mineral deposit is discovered on the claim, the claimholder earns the exclusive right of possession as against private parties so long as the claim is properly maintained. To maintain this exclusive right the claimholder must per- form $100 worth of labor or improvements, known as assessment work, on each claim every year and make related annual filings with the U. S. Department of the Interior. If the existence of a valuable mineral deposit can be demonstrated, and other legal requirements are met, the claimholder may receive a patent giving full title to the claimed land, including the surface in most cases. The purchase price is either $2.50 or $5 .OO per acre. The Mining Law has remained largely un- changed by legislative amendment during its now more than 100-vear existence. However, while the law itself has not changed, its interpretation and administration have changed considerably. Written at a time of rapid western expansion of the U.S. following the Civil War, the intent of the law was to promote mineral development by inviting unrestricted prospecting and by selling the lands containing mineral deposits at a minimal charge. As federal land policy shifted from one of rapid disposal into private ownership to one of retention and management for a number of uses, mineral patenting requirements have been administered more strictly. The most critical issue concerns what must be demonstrated to establish the existence of a valuable mineral deposit. The so-called "prudent man" standard was established in the case of Castle v. Womble (19 L.D. 455 (1894)):

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 years before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there .is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro quantities of radionuclides such as, radium-226, thorium-230 and lead-210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U. S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in the uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings. The Mining and Metals Division of Union Carbide operates mills for the recovery of uranium and vanadium at Uravan and Rifle in Colorado and a mill in the Gas Hills of Wyoming for uranium production. The company also owns former mill sites on which mill tailings are located at Maybell, Rifle, and Slick Rock in Colorado and at Green River, Utah. The purpose of this paper is to describe the methods used by a few uranium mills, largely those operated by Union Carbide Corporation, to dispose of radioactive wastes, to discuss briefly the regulations under which the mills operate, and to present reference information on the subject.

Mineral processors have evolved from "handbook-based" decision makers to "model-based" decision makers. With this evolution have come significant improvements through increasing productivity, decreasing capital and operating costs and increasing product quality. This paper traces the development of model-based decision-making technology over the last 40 years and documents the benefits resulting from systems optimization using these tools. Some speculation is ventured concerning the future of model-based decision-making tools and their use in the field of mineral processing.

"The Gateway Trans-Hudson Partnership (GTHP), a joint venture of WSP USA, Inc., AECOM USA, Inc, and STV Incorporated, is providing preliminary engineering services to Amtrak for the Hudson Tunnel project as well as supporting the NEPA process for getting the record of decision (ROD). This preliminary engineering design effort by GTHP includes geotechnical exploration and laboratory testing, design of structures, tunnel contract packaging and procurement planning.The Hudson Tunnel Project includes the construction of a new Hudson River Tunnel system and rehabilitation of the existing North River Tunnel. The new tunnel system will be constructed south of the existing North River Tunnel, from North Bergen under the Palisades to Hoboken in New Jersey, below the Hudson River, and connecting directly to Penn Station in New York (Fig. 1). The tunnel system is configured as two single-track tubes, intermediate ventilation shafts and cross passages in compliance with NFPA- 130 requirements. The adjacent surface alignment west of the Palisades will be constructed on viaducts, embankment and retained fills. The existing North River Tunnel (Fig. 2) consists of two single-track, electrified rail tunnels extending from tunnel portals in North Bergen, New Jersey to Penn Station in New York. Completed in 1910 by the Pennsylvania Railroad, the tunnel opened at the same time as Penn Station and the four, single-track, East River tunnels that connect Penn Station to Queens and onto Long Island and New England, respectively. Both tunnels in the existing North River Tunnel were inundated with brackish river water during Superstorm Sandy (Fig. 3), resulting in the cancellation of all Amtrak and NJ Transit service into New York City for five days. After the brackish water was removed from the tunnels, the residual chlorides and sulfates have had on-going detrimental impacts on the interior concrete and rail systems."

The Northwest Mining Association (NWMA) has been an advocate for the U.S. mining industry since 1895. For several decades, the organization has represented mining members located mostly in the Northwest and some southwestern Canadian provinces. Today, though, the NWMA?s membership is located in 42 states and seven provinces and has become a national voice for the mining industry. So, during the association?s 119th and final meeting as the NWMA, a name change was announced. The organization is now called the American Exploration and Mining Association (AEMA). But that?s not all that has changed, according to the association. The new name reflects more closely the diversity and location of the AEMA?s membership. It will still be an advocate for the mining industry, dealing with land, environmental and community issues on state and federal levels. The conference, held in December 2013 in Reno, NV, attracted about 2,500 attendees. And the accompanying exhibit included 230 equipment and service suppliers in 246 booths. Technical programming ran the gamut of mining industry issues and technologies, including surface and underground mining; high technology systems and automation in mining, metallurgy and exploration; along with social issues, finance and safety. Borehole (slurry) mining, in which a tool incorporating a water-jet cutter and a downhole slurry pump mines phosphate through a borehole, was field tested in northeastern Florida as part of a Bureau of Mines program to increase the domestic availability of critical minerals. Approximately 1700 tons (1.54x106 kg) of phosphate ore were mined at 40 tph (10.1 kg/s) from a depth of 250 ft (76 m). The borehole was filled with water during mining for roof support and to assist slurry pumping. Underwater cutting was enhanced with an air-shrouded water jet. Mined cavities were backfilled to prevent subsidence after abandonment. Roof subsidence during mining was avoided only when the cavity was filled with water. Environmental monitoring before, during, and after mining included hydrological studies and measurements of water quality. Significant water quality changes occurred only in the zone being mined and were confined to the immediate area of the borehole.

In just over a generation, the United States bentonite industry has grown from almost a rake and shovel operation into one with a multimillion ton annual production rate and exports to all corners of the globe. Bentonite production, pressed to keep pace with the soaring demand, has increased more than 10 fold in the last 30 years. The worldwide demand for bentonite is expected to double during the next eight to ten years. It remains to be seen whether U.S. producers will be able to maintain the dominant position in the world market. It should be noted that accurate statistical information regarding production or market information is difficult or impossible to obtain abroad and also within the United States. Published information obtained in response to questionnaires of the Bureau of Mines tends to be on the conservative side. FOUNDRY It has only been in the last thirty or forty years that bentonite has become an indispensible part of the age old metal casting industry. The relationship has proven most beneficial to both industries and promises to be long lasting. This paper summarizes a three phase face ventilation study which was conducted from September 1989 through March 1990 to determine face area methane liberation patterns on two extended longwall sections. The coal seam being mined was considered gassy and the mine liberated an average of 14.4 million cubic feet per day (cfd) or 0.41 million cubic meters per day (cmd) of methane through the mine fans. The mine also used an extensive underground degasification program to recover up to 13.4 million cfd (0.38 million cmd) of methane. Data was collected while the longwall sections were mining from the beginning, middle and end of panel extraction to determine the relationship between the methane liberation and extent of longwall retreat. As expected, methane concentrations did increase from the headgate (intake) to the tailgate (return) side of the longwall face and peak concentrations were detected above the shearer as it passed a methanometer location during mining. There were significant differences in the methane liberations due to the location of the active face within the longwall panel. Results from this study could be used to determine a minimum design face air quantity for an extended longwall section operating under similar conditions.

Once exploration is complete, "winning" of the ore can be viewed as fundamentally a bulk handling proposition. Whether it is to strip, break, size, extract, load, haul, or even process, the success of each of these phases will depend upon how effectively one can utilize-the methods and tools that are available in bulk handling. Since as much as 30 to 60% of the total delivered price of raw materials can be attributed to handling and shipping (ref. 1), this expenditure may spell the success or failure of an entire mining venture. In fact, it has become increasingly evident that handling and shipping are so intimately associated with mining that only when they are duly considered throughout the mine-to -smelter master plan as an integral part of a total system can an optimum operation be expected and the most economical ton of ore obtained, this total systems approach should not only take in handling and haulage in and out of the mine, but also storage and transfer at the terminals (ref. 2,3,t), including ship and barge loading and unloading which are likewise a major consideration (ref. 5). Much has been developed during the past century in bulk handling, particularly in its expanding use in the mining industry. In view of the major role bulk handling has played and will continue to play in mining, in commemorating AIME's centennial, this paper will attempt to outline the state-of-the-art at this three-quarter point of the 20th century - one that is marked by its industrial revolution and rapidly accelerating technological advances. Bulk handling systems Although many developments in bulk handling are worth noting. The most significant during the past three-quarters of a century are: the total systems approach to solving problems, automation, the increase in speed and capacity.

Peru is a mineral hot spot in the world today. Newmont is in the exploratory phase of this mining cycle, a phase full of optimism and expectations. But exploration is high risk. There will be successes but also failures. Many foreign companies will come and go. But it is the responsibility of the mining industry leadership of Peru and the government to continue to foster an environment conducive to investment. This is the time of year companies begin planning their next annual report. Last year, Newmont’s was called “new horizons.” It highlighted the company’s global expansion into Peru, Uzbekistan and Indonesia. Now, projects that were only on the horizon a year ago are moving into production. So “turning opportunity into gold” may be this year’s theme.

Coal ribs present a major safety hazard in underground mines, and there is currently no unified approach for their design in the United States. To tackle this issue, this study investigated the stability of underground coal pillar ribs under development load. Utilizing over a thousand 3DEC models, a framework for calculating coal pillar rib rating (CPRR) was developed. A detailed step-by-step method was outlined for computing the CPRR based on a 3DEC analysis, which was then validated with various 3DEC models, demonstrating a strong correlation between the two models. The results demonstrated that the rib factor of safety (RibFOS) under development load is directly proportional to CPRR, coal mine roof rating (CMRR), and floor strength, and inversely proportional to the overburden depth and rib height. Moreover, a regression equation was formulated to predict the RibFOS based on the aforementioned parameters. Furthermore, empirical relationships were developed between the RibFOS and the applied primary rib support density (PRSD) in U.S. coal mines. To ease the calculations, a stand-alone application, Design of Rib Support (DORS), was developed. This application can be used to assess rib stability and easily calculate CPRR, RibFOS, and PRSD.

Over the last three years there has been an increase in mining congress and conferences focusing on water management. Water in mining is a key concern for mine managers and operations, and we are now seeing this operational dilemma escalated to the level it deserves. According to Frost & Sullivan research, mining water and wastewater treatment and its related technologies will be a U$3.6 Billion global market in 2016, which translates the importance of this issue. Looking at the current mining trends, some factors increased the importance of water in mining operations, including: ? Future mining investments will be located in geographical locations where water is scarce (water stressed areas) ? A decline in grade will increase the intensity of mineral processes and therefore increase the use of the water ? Increased sustainability and regulations will extend the control/monitoring of water during the entire mine life cycle representation of the mine water flow system. Since 1951, Molycorp has operated the Mountain Pass Mine in San Bernardino County, California to extract fourteen lanthanide elements, or rare earths, from a carbonate ore body. Wastes generated by the open pit mining operation consist of overburden and 1800 tpd of tailings. The tailings are classified as Group B mining wastes by California regulators. Paste tailings is one of several alternatives being considered during the permitting process for future mine operations. This paper presents the findings of study to assess the feasibility of using paste tailings to develop an unsaturated tailings stack instead of dilute slurry discharge behind a tailings dam.

To provide critical scientific data and engineering guidelines to federal and state regulatory agencies as well as the coal and gas industries, the National Institute for Occupational Safety and Health (NIOSH) initiated a Gas Well Stability Research Program in 2016. This paper summarizes the critical scientific data acquisition, interpretation, and modeling by NIOSH regarding the stability of unconventional shale gas wells influenced by longwall mining. Currently, NIOSH is the only organization in the U.S. conducting such fundamental and impactoriented research, which receives input and collaborations from MSHA, PADEP, WVDMS, OHDNR, the coal industry, and the gas industry. Results from the NIOSH field instrumentation programs—which include surface, subsurface, and underground instrumentation—and the parallel three-dimensional numerical modeling programs indicate that, under shallow and medium covers, the measured horizontal displacements within the abutment pillar are one order of magnitude higher than those measured under deep cover. Casing couplers are found to play an important role in longwall-induced casing deformations. Cementing alternatives are found to have significant impact on longwall-induced casing stresses and deformations. Measured 60-arm caliper logging results are in good agreement with three-dimensional computer simulation results. Engineering guidelines on longwall-induced deformations, casing and cementing alternatives, gas well setback distances, as well as risk assessment strategy are proposed.
