Of these, Transportation and Specifications are of particular importance to market evaluations in the field of industrial minerals. The market researcher, working closely with technical personnel in geology, mining and processing, can determine the technical and economic acceptability of the product to be produced from the prospective property and can often create areas of opportunity for marketing of industrial minerals.

INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. On July 7, 1971, noise regulations for underground coal mines were implemented under provisions set forth in the Federal Coal Mine Health and Safety Act of 1969. These same regulations now also apply to coal mine surface facilities. In August 1971, in anticipation of these regulations, the Bureau of Mines, through the cooperation of the mine operators, conducted extensive noise surveys in three coal cleaning plants. The survey was conducted in an attempt to identify those occupations where exposures would exceed the proposed regulations.

According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal's current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

Drilling was not entirely satisfactory in the search for native copper in the Osceola amygdaloid footwall as mining showed oreshoots to be more continuous than drilling indicated. The Geophysics Department of Michigan Technological University developed a portable induced polarization drill hole probe with a 3 electrode configuration and a sampling radius of 5'± A 20 ma current of alternately reversed polarity is pulsed at 3.5 sec. intervals and readings are taken every two feet. Potential is read during the "on" cycle for resistivity determinations. During the "off" cycle, after 10 ms delay, the I.P. potential is sampled for 10 ms and recorded. Resistivity (ohm-feet) and "S" values (mv/v) are plotted on semi-log paper. A lithologic log is plotted based on resistivity and anomalous "S" values noted. The low resistivity amygdaloid contains sills of high resistivity basaltic trap. Verified by core logs, amygdaloid-trap contacts could be picked to ±.5' from resistivity alone. Lithologic logs of long steel holes, based' on resistivity, now replaced sludge logging. An "S" value of 30 mv/v was established as the lower limit of diagnostic I.P. effects in mineralized amygdaloid and 50 mv/v as a threshold value for ore. Of 914 footwall zones drilled, 315 were probed yielding 203 anomalies. Success increased from 34% for drilling to 72% for drilling and probing. As checked by mining, 46 probe results were 78% correct. Failures were due to the instrument not detecting copper or to the misinterpretation of an anomaly. No false anomalies were found.

With more than 20 major mines extracting copper, gold, coal, molybdenum and lime, Arizona is recognized as one of the better mining jurisdictions, not just in the United States, but in the world. However, that is not to say the road to production is always paved with gold, or in many cases, copper. Earning the license to mine in Arizona is a complex process with years of paperwork and permitting before the first tons of ore are ever processed. Now, get the federal government involved and the process becomes even more complex, and the path to production can become even longer.

The Pocahontas Coal Field consists of eight mineable seams of low-volatile coal in southern West Virginia and Virginia. The deeper seams, especially the Pocahontas No. 3 and No.4 Seams, under heavy cover and below drainage are notoriously gassy. Methane in the Pocahontas Field is generally thought of as being confined in the coal itself, rather than in mud slips or clay veins. Furthermore, it is characteristic of Pocahontas coal to retain its gas until the coal is broken and removed from the solid. Because of this inability for gas to escape from unmined coal, entries developed around large blocks are seldom of significant value in bleeding off methane before pillar extraction begins. This is evidenced by the fact that it is not uncommon to find gas liberated during the mining of chain pillars and barriers which have been developed for several years. The Pocahontas Fuel Company develops almost all solid coal by conventional methods with shuttle car haulage. To provide the maximum productive capacity without compromising ventilation and safety requirements, the Company has adopted standards for ventilating 5, 6 and 7-entry sections.

Mineral exploration is a key factor for success in the mining industry. However, exploration best practices are often ignored in small-scale mining. This works presents the Tichauer-DeTomi Matrix, a methodology that measures the level of compliance of exploration programs in small-scale mining with the industry best practices. The matrix has been applied to three projects in Brazil: an artisanal gold mine in the state of Pará, a small-scale manganese project in the state of Bahia, and a small-scale manganese project in the state of São Paulo. The application of the matrix resulted in indexes that represent the level of maturity of the exploration program in each project and indicate priority actions for reduction of the geological uncertainty. Therefore, the Tichauer-DeTomi Matrix has shown potential to be a useful tool for assessment of geological uncertainty in small-scale mining. As a risk indicator, it may contribute to promoting investment in small-scale mining and development for communities that depend on this activity around the world.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

Through a joint development program between Bougainville Copper Ltd. and Nordberg, the MP1000 cone crusher was developed and tested during the period between 1982 and 1987. Following the successful prototype work, Bougainville Copper purchased an additional three units. A second prototype was installed at Codelco's El Teniente three-stage crushing installation in 1987. This unit has also completed its test period successfully. Three additional units have been sold, making a total of eight, to date. Two will be installed as secondary crushers in two separate large aggregate plants. The first unit installed in the United States was placed in operation at Vulcan Materials Company's plant in Manassas, Virginia in early May 1990. Another unit is being installed in Asarco's Ray Mines expansion. The Asarco installation will be a SAG MILL pebble crusher producing approximately 600 STPH of nominal 1/2" product. Application Objective The objective was to design a crusher that would fit on an existing 7' foundation with minimum modification and yet be capable of twice the production of a 7' cone crusher. In meeting this objective, the power rating was increased to 1000 HP, the maximum design crushing force was increased and the crusher was designed to operate at higher speeds than an equivalent size Symons cone crusher. The MP1000 was also designed to operate with a head throw that can be greater than the equivalent Symons design. The Inter-Island Tunnel is one of two undersea tunnels which are part of the Boston Harbor Clean-Up Program. The tunnel is 7.7 km (25,160 ft) long, bored to a 4.3 m (14 ft) diameter in the Cambridge Argillite Formation and was finished to a 3.5 m (11.5 ft) diameter final concrete lining. The owner is the Massachusetts Water Resources Authority (MWRA) who is a regional authority responsible for overall design and construction. The tunnel's primary purpose is the transport of untreated effluent from Nut Island facility in Quincy, MA to the new treatment plant at Deer Island. Two sludge lines are installed for the transport of sludge from Deer Island to Nut Island. During construction the contractor encountered fault zones, fractured strata, and soft ground tunnel sections which liberated more ground water than was originally anticipated by the project designer. Ground water was controlled during mining and the placing of the final lining. The final lining of cast-in-place concrete had to be backfill grouted to cut off water inflows and provide contact for equal tunnel loading which is critical in long-term design. This paper deals with an engineered backfill grouting system which was the first of its type to be used in North America. It discusses the geological conditions encountered, the design criteria used in the evaluation process, and an indepth review of the various system components. It demonstrates how contractors can use knowledgeable and professional industry suppliers to solve difficult construction problems.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. Hecla Limited, Magee Scientific, and NIOSH have combined efforts to evaluate an in-situ air filtration system for use in an underground mine environment. The purpose of the collaboration was to determine the efficacy of such a technology for reducing the concentration of airborne diesel particulate matter (DPM), with the aim of improving air quality in underground hardrock mines. A secondary goal was to evaluate the use of an Aethalometer as a means of real-time measurement of black carbon as a surrogate for DPM. The evaluation included measuring the DPM-capture efficiency of the filter when it was pre-loaded with dust. Toward this end, rock dust was introduced at the filter inlet to create a dust layer on the filter surface, with the intent of providing improved capture of the much smaller DPM particles. The filtration efficiency for DPM was assessed by comparing measurements of DPM taken at the inlet and outlet of the system, using both real-time and time-weighted-average approaches. The real-time measurements were performed with the model AE33 Aethalometer® made by Magee Scientific. The results of the NIOSH 5040 method analysis were used to assess the effects of the system on time-weighted-average concentrations of total carbon. Results showed a reduction in DPM concentrations in the range of 82%-89%. While the calculated efficiencies based on the two different measurement methods were similar, the DPM levels reported by the Aethalometer were higher, possibly due to differences in the performance of the size-selectors used for the two methods (impactors versus cyclones). More research is required to develop a robust correlation between the two methods, to support the use of the Aethalometer for future mining applications. The advantage of the Aethalometer is that it can measure and record DPM levels for weeks at a time, and can be directly connected to a mine monitoring system, potentially at multiple locations. Ideally such data can be used to initiate the startup of the filtration system should DPM concentrations reach an action level. This work demonstrated that in-situ filtration systems, modified to collect DPM and coupled with real-time monitoring, show promise at reducing DPM concentrations in the mine environment.

An effective maintenance program ensures the adequate availability of production equipment. In turn, this availability enables production to maximize utilization and successfully meet production targets. An overall production strategy is necessary to draw all departments toward this common effort. Only then will production targets be met. From the maintenance view this means that production must comply with PM and repair schedules. Purchasing must supply parts and materials on time. Mine engineering must not overwhelm maintenance with non-vital construction. Accounting must provide correct, timely cost information - - etc. This strategy - - its content, effectiveness and enforcement is the responsibility of the mine manager . . . his alone. This paper describes a successful approach to maintenance within this strategy.

The Vesta Preparation Plant of the Jones & Laughlin Steel Corporation is located on the Monongahela River, eight miles south of Brownsville, Pennsylvania. This plant is capable of cleaning 2400 NT/hr of a mixture of Pittsburgh seam high volatile coals from the Vesta and Shannopin mines to produce a metallurgical coal of 6.75% ash and a steam coal containing 14% ash. Heavy media vessels are utilized to upgrade the coarse coal while launders and tables. handle the -1/4" fraction of the raw coal feed. Cleaned -coal goes to boot classifiers where the +48 mesh material settles and is removed by bucket elevators. This 1/4 x 48 mesh material is then sent to centrifugal driers for dewatering. As designed, the minus 48 mesh fraction overflows the boot as a 7 to 8% solids slurry and is recovered by cyclones and a thickener and dewatered by filtration. The-products of the heavy media circuit, the launder-table-boot-drier circuit and the cyclone-thickener-filter circuit are combined to constitute the shipped metallurgical coal. This Vesta-Shannopin mix is combined at J&L's Pittsburgh and Aliquippa Works with purchased low and medium volatile coals for the production of metallurgical coke.

The Republic of South Africa is an outstanding example of the benefits to a new land by the application of individual enterprise, capital and know-how. While South Africa was colonized by European and Bantu people some 300 years ago, it was only 70 to 80 years agog when diamonds were discovered at Kimberley and gold on the Witswatersrand, that the mining, industrial and commercial potential of the country began to emerge. South Africa s national income rose from R1, 200 million in 1945 to over R4 billion in 1960 (1R = 10 shillings = $1.40 U. S.) The annual national income per head of population -- including all races -- is currently R254 (£127) This compares with £24 for India., £30 for Nigeria, and £50 for Ghana. Allowing for the increase in population, the increase in real income per head of population was about 40% during the past 15 years.

What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

The topic of the presentation will be the excavation of 25,000 IF, 11-foot 0-inch diameter, hard rock tunnel using a Robbins boring machine on the Terror Lake Hydroelectric Project on Kodiak Island, Alaska. This tunnel was completed on a tight construction schedule under some unusual conditions. The tunnel was mined through hard massive granite with faults and high water flows up to 7,000 GPM encountered at the heading in some areas. New innovations in equipment and cutter design were used.

The air in three U.S. underground coal mines has been sampled. The data developed show the relative importance of the various pollutants and quantify the need for control. Total respirable particulate matter (TRPM) was found to be the critical pollutant (the one requiring the most dilution for control). TRPM is considered to be "respirable coal dust" by procedures approved for sampling in U.S. underground coal mines. However, this "respirable coal dust" also includes diesel particulate matter (DPM) and particulate from other sources. While "respirable coal dust" was the critical pollutant, Raman spectroscopic analysis showed that more than half of this "respirable coal dust" was DPM. The DPM in the samples ranged from 22 to 152% of the 2 mg/m3 limit for respirable coal dust. Thus DPM was the critical pollutant using the 2 mg/m3 respirable coal dust limit. SO2 gas produced by the combustion of diesel fuel containing sulfur was the second-most critical pollutant. Characteristic curve slope (CCS) values were calculated to determine the quantitites of the various pollutants generated per unit of diesel haulage activity. Mine 1 had the highest TRPM CCS values with 29 mg/m3/%C02 for the Ramcar and 57 mg/m3/%C02 for the Haulageway location. The highest coal particulate CCS measured was 30 mg/m3/%CO2 and the highest diesel particulate CCS measured was 27 mg/m3/ %C02. Both of these high values were measured in the Mine 1 haulageway location. Calculations were made to determine the controlling CO2 concentrations (CCC) at which all other measured pollutants would be within their limits. These CCC values, which, for the mines sampled, were based on TRPM, varied from a low of about 0.07% for the Mine 1 haulageway location, to a high of about 0.15% for the Mine 2 Ramcar and haulageway locations. Weekly average CO2 concentrations measured in these mines ranged from 0.09 to 0.11 % for the Ramcar, from 0.05 to 0.09% for the haulageway, and from 0.08 to 0.11 % for the return. The concentrations of TRPM ranged from 1 and 2 mg/m3 in mine areas frequented by personnel, and to greater than 4 mg/m3 in returns where personnel are not exposed.

Seismic surveys utilizing the MD-1 have been performed by Geophysical Specialties Company since 1957 in many parts of the, U. S. and Canada and in several foreign countries. These surveys have proven the refraction seismic technique to be applicable to a wide variety of engineering problems. The best known applications of the instrument have been in the, construction industry, where it is used for the delineation of material and mineral deposits and for bedrock depth determinations. Fast on-the-site depth determinations give reliable subsurface' information even in boulder-strewn soils. A widely publicized use of the MD-1 is to make rippability studies in which the instrument is used to determine the seismic velocity of the materials to be excavated. By use of special tables which correlate rippability with seismic velocities, such as those prepared by the Caterpillar Tractor Company using the MD-1, the rippability of-a specific material may be determined.
