Few departments of mining, metallurgical or petroleum engineering in the United States have critical mass. Cost per student credit hour (SCH) in departments across the country are usually the highest among engineering departments, which are the highest on campus. Almost all departments are operating at fixed costs and enrollments could easily double without incurring much additional cost. However, the cost per SCH would remain unacceptably high and the probability of doubling enrollment is nil. Declining enrollment is a more likely future. The pressure to reduce SCH from university administration is unrelenting. And it has the potential for doing serious damage to program quality when standards and requirements are lowered in attempts to maintain enrollments and increase retention.

Rock fragmentation size distribution is often used as an important index to account for the blasting effect because it directly affects the subsequent loading, transportation, and secondary crushing. Due to the mismatching of explosive and rock wave impedance, high boulder yield often occurs which affects the blasting effect. In this study, methods of measuring rock acoustic impedance, rock strength point loading, and detonation wave velocity have been used to obtain more accurate input parameters. Then, in the watershed image segmentation technique, the Gates-Gaudin-Schuhmann and Rosin-Rammler distribution functions have been used to analyze and quantitatively describe the rock fragmentation size distribution in the existing muck-pile. Finally, taking the rock properties, explosive performance, blasting parameters, and system characteristic variable into consideration, support vector machine (SVM) regression model has been analyzed on the learning and prediction of samples. The results show that SVM has a good prediction accuracy, high precision, and strong generalization ability. The optimized matching coefficient of rock and explosive wave impedance K ranges from 2.50 to 2.58 times. This study has developed a series of simple, accurate methods for rock properties analysis, detonation wave velocity measurement, and muck-pile model image processing, and a basis for predicting and evaluating rock fragmentation size distribution and optimizing the matching coefficient before carrying out a blasting operation.

Many underground stone mines in the United States operate on multiple mining levels. The effects of interburden thickness, pillar offset between mining levels at various depths of cover, and in situ stress conditions are poorly understood. Pillar offset is the degree to which pillars are not columnized or stacked. In this study, calibrated numerical models are used to examine limestone pillar stability in these conditions. Also, the critical interburden thickness required to minimize the interaction between mining levels is explored. The model results show that there is interaction between numerous factors that control the stability of stone pillars in multiple-level conditions. The highest degree of local pillar instability occurs when pillar overlap ranges between 10 and 70 percent. The highest degree of stability occurs when pillars are stacked.

The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

In the recent past, there have been numerous projections of the capital requirements for additional mine and processing capacities required to meet projected non-Communist World demand for minerals during the next 15 years. A consensus judgment would place this currently at $14 billion per year, with the largest expenditures required for increases in aluminum and copper production. Until the early 1960's, internally-generated funds were used to finance nearly all of the large mining companies' capital requirements. Since that time, however, the enormous rise in capital costs per ton of capacity, accompanied by a relative stagnation in the financial condition of many of the major mining companies, have caused the industry to begin to rely on external sources for financing expansion, most notably, project financing from commercial banks and institutional lenders. Seven years ago, it was estimated that, in the five-year period 1972-1976,75% of the total capital requirements of $10 billion per year would come from internally-generated funds, with the balance to be provided by external sources. l There is little doubt that, in the coming decade, the percentage provided by external sources will increase. There should be little difficulty in attracting the necessary investment within the U.S., particularly in view of the expected continuation of companies in diverse industries seeking mineral investment opportunities. The more serious question lies in the availability of internal and external sources of funds for the expansion of mine and smelting capacity in the developing countries. Recently, R. F. Mikesell projected an average annual investment of $4.7 billion (in 1977 prices) over the 1977-1990 period would be required from foreign sources to expand metal producing capacity in developing countries. Mikesell concluded that external financing of mining projects in the developing world has averaged less than $1 billion per year over the past five years, thereby requiring more than a quadru1ling of this financing over the next decade.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

Both private industry and the Interior Department have become alarmed about the enormous amount of Federal land that has been withdrawn from appropriation either under the Mineral Leasing Laws or the Mining Law of 1872. According to a recent article by Gary Benethum and L. Courtland Lee, governmental actions have withdrawn nearly 400 million acres from the operation of the Mining Law of 1872 and over 500 million acres from the Leasing Laws. An addition al 100 million acres for the Mining Law of 1872 and 70 million acres for the Leasing Laws are either encumbered or being managed in such a way as to constitute a defacto withdrawal from mineral development. This means simply that mineral exploration end development under the Mining Law of 1872 is either prevented or discouraged in an area the size of the states of California, Arizona, Washington, Oregon, Nevada, Utah, Idaho, and one half of Colorado combined. Under the Mineral Leasing Laws, exploration and development is either prevented or discouraged in an area equal in size to all the states east the Mississippi River, except Maine.

SAG mill throughput is often a bottleneck in increasing metal productivity. Improved size distribution control in the mill feed can be used to increase mill production. This can be accomplished by controlling blast fragmentation as a function of energy input and rock characteristics. Such an approach requires the integration of rock fragmentation and comminution modeling. The optimal mill feed size distribution is determined by adapting a population balance comminution model to a measure of rock hardness or fragility which is also relevant to the rock fragmentation that is achieved by blasting. The relation between the size distribution and fragility of the feed and of the mill's product and the critical size in a SAG mill is examined.

The bucket elevator is probably the oldest known form of conveyor. Its history can be traced back to the days of Babylon where wicker baskets lined with a natural pitch and fastened to ropes operating over wooden sheaves turned by slaves, were used for the elevating of water into irrigation ditches. It is not unnatural for the bucket elevator to be the first in history, for even today engineers and designers recognize that well designed, correctly applied bucket elevators offer unequaled advantages over other bulk material elevating methods. The bucket elevator's vertical design saves valuable floor space. It provides flexibility of machinery layout with lowest initial capital expenditure, which is its principal advantage. While the advantages of the bucket elevator have long been recognized, there has been a tendency to lean away from its use because of high maintenance without reliability. CHAIN Belt Company found that the bucket elevator, if correctly applied, can be built to be as dependable and reliable as any other piece of machinery in today's modern processing plants. It is not difficult to understand why the bucket elevator is looked upon sometimes as a necessary evil in the material handling system. Very little has been published or written about the specific use or application of bucket elevators other than in manufacturers catalogs. Most of today's elevator application was set forth at the turn of the century by Hetzel (1). There have been many improvements made in the manufacturing techniques of elevator components, improvements in material selections, all which can be used to improve today's bucket elevator. To best understand the improvements which have taken place recently in the design and application of bucket elevators, an understanding of basic elevator principles is desirable. In general, it can be said that bucket elevators are classified into two basic types : (1) centrifugal discharge and (2) continuous. Elevators in use today are either of the centrifugal discharge type or the continuous type, or a combination of both in special applications.

Temporary local seismic networks were installed in western Crete, in central Crete, and on Gavdos, an island south of western Crete, in order to image shallow seismically active zones of the Hellenic subduction zone. Data acquisition was divided in four campaigns through the years 1996 to 2001. More than 4000 events in the magnitude range between 0.5 and 4.8 were detected and localized. The resulting hypocenter distribution allows the localization of seismically active zones in the area of central Crete from the Mediterranean Ridge to the Cretan Sea. The comparison of the hypocenter distribution and the structure has allowed intraplate and interplate seismicity to be distinguished. A southwards dipping zone of high seismicity within the Aegean lithosphere is found south of central Crete in the region of the Ptolemy trench. Between 20 and 40 km depth beneath central Crete, the Aegean lithosphere appears to be seismically inactive. Especially for the year 2001, 1560 events were localized, by the seismic network installed on Messara, central Crete. Most of the seismic events were located, as expected, in the South region of central Crete. National Observatory of Athens (NOA) maintains a permanent seismic network in Greece. In this work a comparison of the earthquake epicenters obtained from both the NOA network and the BOCHUM-TUC network is presented.

D-LM at Mobile The qualified success of iron ore pelletizing processes has influenced considerations for production of highly beneficiated fur¬nace charges. Such beneficiation would necessarily involve some forms of chemical and perhaps thermal conversion for production of prereduced pellets, preheated pellets, precalcined pellets, and perhaps pellets which contain all of the above features as preheated, prereduced, precalcined products. This type of furnace burden will be adapted within a new ironmaking process to be activated commer¬cially during the latter part of 196$ in Mobile, Alabama. This process will integrate a new pelletizing system with an electric smelting furnace and the pellets will be comprised of a composite charge blended from metallurgical proportions of iron ore, coal, and limestone. Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author's experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

The volume of data produced by operating mines has increased substantially over the last 10 years. However, the volume of data and analytical capability has been negatively correlated to equipment productivity for at least the last seven years. In simple terms, as the volume of data has increased equipment performance has declined. Table (2010) tells us that ?The calamity of the information age is that the toxicity of data increases much faster than its benefits?. More data does not guarantee improving productivity; but more data is also not the cause of declining productivity. Similarly, when equipment performance does start to improve, (it must ? there really is no option if mines want to remain competitive), it will not be the data nor analytics which causes it; it will be the people using the resources at their disposal; including the data. Data and analytics can help if the toxicity of the data can be managed. The simplest form of business improvement using data is benchmarking. The objective of benchmarking is to understand and evaluate the current position of a process in relation to ?best practice? and to identify areas and means of performance improvement. The application of benchmarking involves four key steps: (1) Analyze and understand in detail existing processes; (2) Analyze and understand the processes of others; (3) Compare your own performance with that of the others analyzed; and (4) Design and implement the changes necessary to close the performance gap(s). There are however, many in the mining industries who have shunned equipment benchmarking because they believe that, ?every mine is a pilot?. In other words, the differences between mine operations make comparisons between them of little value. This paper will present a valid approach to benchmarking equipment performance and reliability, accounting for the differences and similarities between operations, producing a result which can be used to add value to mines around the world.

"Temporary retaining walls are ordinarily used for tunnel construction work conducted using the opencut construction method. Retaining walls in such instances are typically installed vertically. However, shoring (such as struts and king posts) is required to ensure the stability of retaining walls in cases of excavation work to depths that exceed approximately 4 m. A new design and construction method that focuses on the effectiveness of retaining walls that are installed on an incline was studied with the aim of improving construction workability by omitting shoring. The inclined braceless excavation support (IBES) method, which was developed for use with the inclined buttress method, requires no shoring, even for deep-open-cut construction work and can be applied to deep excavation work on ground with a high groundwater level. This method has been applied at six work sites in Japan in recent years. This paper introduces the IBES design and construction method and presents verification results based on the design method, a model experiment, finite element analysis, and measurements obtained during construction work.INTRODUCTIONBackgroundIn the past, temporary retaining walls used in open-cut construction work have been installed vertically, and shoring (such as struts and king posts) has typically been used to ensure the stability of these retaining walls when the excavation depth reached 3–4 m. However, shoring interferes with structures built within excavations and requires box-outs and penetration sections in the structures, as well as concrete joints that raise concerns about their impact on the watertightness and long-term durability of structures (Figure 1).Shoring also narrows the space available for conducting construction work and reduces construction work efficiency, and the installation and removal of shoring increases the construction duration and cost. As a result, there has been a demand for ways to reduce or eliminate shoring to improve the quality of structures and construction work efficiency."

The situation of The Consolidated Mining and Smelting Company of Canada Limited, or Cominco, may be somewhat unique in that the Company is not only a manufacturer of ammonium nitrate, but as a mining company is a major user of its own product. This situation has resulted in highly successful application of ammonium nitrate-oil explosives. Several noteworthy techniques have been developed and others have been improved. Use of this material in the mining industry has led ammonium nitrate producers to adopt the term nitro-carbo-nitrate or INN for ammonium nitrate-oil blends. A small blending plant at Cominco's largest mining property, the Sullivan Mine, at Kimberley, B.C., is producing more than 80% of all the explosive used at the Sullivan, and is supplying two other Cominco mines. Application has required intensive research to determine the best forms of ammonium nitrate for use in small holes drilled for development and long-hole stoping. It has led not only to experiments to determine the best blending oil, but also to development of loading techniques to the point where NCN is being moved through loading tubes over 700 feet. It has required research into mining practices such as hole arrangement and blasting of development cuts. It has resulted in the development of a special product for secondary breaking. All this has been accompanied by the recognition of the importance of insuring safe practices at every stage.

25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

An ongoing research program at the Spokane Research Center of the U.S. Bureau of Mines is directed toward investigating drilling parameters (thrust, torque, penetration rate, and drill revolutions) during the drilling of roof bolt holes. A system that measures these drilling parameters calculates the specific energy of drilling, and determines drill bit position has been developed by the Bureau and mounted on a roof bolting/drilling machine, through the use of a microcomputer, critical drilling parameters can be immediately interpreted and analyzed. This makes it possible to inform the operator of hazardous roof conditions. Initial results of this program are presented here.

Ore reserves in the Republic mining district were nearly exhausted in 1984 when hole D-54 intersected a vein twenty- eight feet in drill width averaging 1.57 opt gold and 11.95 opt silver below post-mineral lake beds. The discovery area, termed "Golden Promise", has announced proven and probable ore reserves of approximately 372,000 tons averaging 1.0 opt gold and 4.5 opt silver, and drilling indicates another 756,000 tons of mineralized material containing 0.37 opt gold and 1.4 opt silver (Hecla fourth quarter 1986 report). This paper describes new geological interpretations made as part of a district research study sponsored by Hecla Mining Co., which led to the D-54 discovery. Important new geological concepts include: 1) re-interpretation of the volcanic stratigraphy of the district and recognition of a suite of pyroclastic rocks that are unique to the Republic graben, 2) identification of disseminated subaerial mineralization at a paleosurface that corresponds to the newly described upper contact of the Sanpoil Volcanics, 3) recognition that epithermal veins have a maximum productive vertical range of 0-500 meters, measured from the paleosurface, and 4) veins exhibit visual and geochemical vertical zoning within the productive zone with highest gold occurring at an optimal depth, which is interpreted as the average depth of hydrothermal boiling.

YOPES 17.1.1--CURRENT The history of surface mining essentially is one of mining coal, copper, iron and aluminum ores, of placer mining gold and tin, and of pits and quarries producing clays, gypsum, phosphate rock, sand, gravel and stone. Table 17-1 is a summary of the estimated world and United States production of crude metallic and non¬metallic ores and coal in 1969. It includes estimates of the quantities produced by surface-mining methods. Two-thirds of the 10 billion tons are mined from the surface, ranging from a third of the coal. 57% of the metallic ores, and nearly all clays, stone, sand and gravel. Production by surface methods in the United States, parallels that of the world with one exception: about 90% of the copper and iron ore is mined from the surface, whereas elsewhere only about half the copper ore is surface mined. In Canada, surface mining of the Athabasca tar-sand deposits is a recent large-scale unique operation. In surface mining of coal and, to a lesser extent, metallic ores, much waste is stripped, but in nonmetallic pits and quarries the ratio between waste and ore usually is small.
